on Lake Washington, the father and son have been inducted into the city of Kirkland’s Plaza of Champions. The initiative was created in 1988 to “honor and recognize those groups and individuals in the greater Kirkland area who have not only reached the pinnacle of achievement in their chosen field, but have also, through that achievement, contributed

in a significant way to our community.” Individuals are nominated by the Park Board and then approved by a City Council vote. The ceremony was held Marina Park on May 24, not far from Cory Roeseler’s childhood home, and overlooking the water where countless times their experiments met with success and failure.

Billy Roeseler, who has lived in Kirkland since the 1960s, said he first got his love for water sports while growing up in Wisconsin. There he water skied and even built ice boats as a kid. “I spent a lot of time in water,” he said. This interest was also reflected in aspects of his 47 year career in aerospace. Between 1975-76, he worked

on a hydrofoil for Boeing. In 1979, he published a paper on the possibility of using hydrofoil and a kite to go 40 knots in only 10 knots of wind. Building a home at Yarrow Bay, he then purchased a Dynafoil, a watercraft that allows the user to experience hydrofoil. By the late 1970s, Billy Roeseler was making early kite experiments on Lake Washington.

Not all of the contraptions worked, however, including one was made from a Hobie Cat hull and a modified hang-glider, but the experiments continued nonetheless. 7 Hills of Kirkland celebrates 15th year Organizers bring in more community events, honor veterans BY MATT PHELPS mphelps@kirklandreporter.com

The 7 Hills of Kirkland celebrated its 15th year on Monday with the playing of bagpipes, bubbles, honoring veterans and, of course, the grueling bike ride that winds through Kirkland, Redmond, Kenmore and Woodinivlle. “Originally it was the 11 hills of Kirkland and we had [185] riders that first year,”

said Chris Fox, who is an original 7 Hills of Kirkland organizer and still attends the event. “At one point we tried to make the entire weekend bike-centered to bring in more tourists.” The ride began in 1996 but did not take place from 1998 to 2001. The 7 Hills of Kirkland began so small that organizers would make 200 homemade scones for the event. Now organizers

need to have 1,500 on hand. “It’s a lot of fun,” Fox said. “You see a lot of people who have participated every year.” The event, which is now sponsored by EvergreenHealth Medical Center in Kirkland, benefits Attain Housing, formerly KITH. Attain helps families and individuals to find transitional housing when they have lost a job and/or a place to live.

“This year we preregistered 755 riders,” said Attain Housing Executive Director Jennifer Barron. “Last year we had a little more than 800 [for the entire event].” This year the event raised $111,000 for Attain Housing and hosted 1,016 cyclists during the event. “This is a major fundraiser for Attain,” Barron said. “The money goes towards helping our families to transition and gives our case [ more 7 HILLS page 2 ]

Toll engineers kicked off 24-hour testing this week to make sure the system correctly reads license plates and assigns toll rates. The idea for honoring the military has been with the event for a while but logistics surrounding the race posed many hurdles. “We start the ride so early and we can’t have loudspeakers because there are residents in the area and after the race the cyclists are tired,” Fox said. This year, the festivities were set up to take place following the bike ride and organizers tried to have a more family-friendly theme with the military ceremony, a live band, The Bubbleman and a lot of food. The event also hosted the Ryan James Art Exhibit, in partnership with Kathy Feek, the art consultant for EvergreenHealth.

“We want both the riders and the community to be involved,” Barron said. However, for all the changes the biking event has pretty much stayed the same. Participants in the bike ride chose from three different courses. The traditional 7 Hills route, which includes Market Hill, Juanita Hill, Seminary Hill, Norway Hill, Kingsgate Hill, Winery Hill and Rose Hill. That route is nearly 40 miles, the Metric route is nearly 60 miles and the Century route is nearly 100 miles. “It’s fun to see the residents in all the different neighborhoods come out and cheer [the riders] on,” Fox said. Another mainstay of The

7 Hills of Kirkland is Neil Hubbard, who is in his 10th year playing the bag pipes during the event. Hubbard began when a friend got sick and asked him to fill in. “It is just a lot of fun,” Hubbard said. “They just need a little boost as they come up the hill.” Many of the riders show their gratitude with a ‘thank you’ or attempt to take a photo of Hubbard while riding by. Some are completely shocked to see a bagpiper on the course. “He plays at the top of Winery Hill, or as some say when they get to the top ‘Whinery Hill,’” joked Mary Lue Gutow, who has been involved with the event since the start.

finally gained traction. Although Billy and Cory Roeseler conducted the experiments, they were also joined by two dozen teenaged friends and neighbors who helped them, which include piloting the kite. During one experiment in Juanita Bay, a pilot took the kite up before it suddenly nosedived into the water. He was taken to the emergency room after suffering a bruised hip. “That was the last flight of the big bird,” Cory Roeseler said. In response, the Roeselers made radical changes to the kite design. They moved the pilot out and put him on skis or a board. The kites got reduced from 56-foot wingspans to eight, and weighed only 1.5 pounds. At last, they had what they considered to be their first successful kitesailing flight at Point Wilson off of Port Townsend. The flight dem-

onstrated both the progress in their design - and some of the weaknesses. While Cory was able to gain lift, the kite was difficult to control, and the situation became serious after the wind carried him out towards the tide in the Strait of Juan De Fuca, necessitating a full-out rescue. “That was successful kiting and unsuccessful getting home,” Cory Roeseler said. Continuing their experimentation at the Columbia River Gorge, they worked to improve on navigation control, using both boards and skis with the kites. “Control is very difficult,” Billy Roseler said. “We could get lift; we knew how to get lift. But control was hard… We tried many, many things. Kiteboarding has technology and athleticism. In early years it required a lot of both.” The Gorge gave them good wind speed compared to Lake Washington, where the necessary wind speeds were

less regular. “Access is a big deal,” Cory Roeseler said. “We had some success on Lake Washington, but we also figured out the wind resource and access. It isn’t the best spot in the world, so we started doing more traveling.” In July 1989, Cory Roeseler beat 190 of the world’s best windsufers in the Blowout, then a 17-mile race on the Hood River. He later went on to win outright in 1989 and 1993. To this day, he still holds the speed record for the event. By the early 1990s, they turned their passion into a business, founding Kiteski Inc., which sold kite kits. While the venture didn’t

last long, it gave them the opportunity to travel around the world and promote kiteboarding at boat shows as well as participate in World Cup events. All of this gained exposure for kiteboarding, which they believe was essential for its eventual success as a sport. They also made and distributed videos on kiteboarding and took out advertising. “Without the travel it wouldn’t have gone anywhere,” Billy Roeseler said. The promotion caught the attention of ESPN, which invited Cory Roeseler in 1995 to participate in their first X-Games in Rhode Island, which included 12 other kiteboarders.

“That was a big deal,” he said. Although their dream of kites breaking the speed sailing record came true, its superior air time over windsurfing is what got people’s attention, according to Billy Roeseler. Participating in World Championships in San Francisco for several years, as well as applying for and receiving a U.S. patent for a reel bar, Cory Roeseler then competed in Maui in 1997, where they made a big breakthrough for the sport. as a ski snob.” In a 2012 presentation, the Lake Washington High School alumnus remarked that as a “power and speed junkie, I wasn’t easily convinced that any form of sailing was for me.” “I hated wind because it made the water rough,” he told the Reporter. However, while Lake Washington didn’t have strong winds, it was still suitable for kiteboarding, which didn’t require nearly as much wind as sailboats or windsurfing. “When my father was excited about sailing, I guess we struck the right compromise,” Cory Roeseler said. For two years, they tested out a kite with a very large design. It had a wingspan of 56 feet with the pilot sitting in the kite itself; it was also capable of carrying 1,000 pounds in 20 knots of wind. Across the globe in Breton, France, two brothers by the names of Dominique and Bruno Legaignoux were also working on kiteboarding. They were unaware of each other’s work until the sport

No simple fix to school funding issue

he way Washington pays for public schools is illegal. But there’s no simple fix, and school leaders worry that state lawmakers are considering potential remedies that might not be better and, in some cases, could be worse. Democratic and Republican lawmakers must meet a deadline to figure it out or face the wrath of the state Supreme Court. Back in 2012, the court ruled in the McCleary case that the state is in violation of the constitution for not amply funding the public school system. It gave them until the 201718 school year to set things right. Last year, justices found lawmakers in contempt for not producing a plan to meet the deadline. They delayed sanctions to give lawmakers another year to write one. Legislators are on track to provide the additional money required by McCleary to cover such things as materials, supplies, operating costs, buses and all-day kindergarten. Now comes the hard part. They must unravel a half-century of legislative decisions on which the financing of public schools has built — illegally, it turns out. Those decisions led districts to become too dependent on local tax levies to make up for the lack of state dollars to run schools and pay teachers. Fixing this isn’t as easy as passing a couple of laws and calling it good. Consider the players involved and the dynamics of the political conversation. There’s the Legislature. Its 147 members are hurtling toward a second special session due to disagreements over a new state budget, and now they’re under pressure to agree on a complete makeover of the rules for school financing and teacher salaries. And there are the school districts. These are essentially 295 independently owned

and operated enterprises. Each has different management teams, supported by different investors (taxpayers), and their workforce is mostly unionized. Multiple approaches are getting floated as part of a potential grand bargain among lawmakers. There’s an idea of a levy swap. This would raise the state’s property tax rate and lower districts’ property tax levies. This is envisioned as a dollar-for-dollar trade. Another idea would create a capital-gains tax on Washington’s wealthiest 7,500 residents to generate a pot of money that could displace some of those local levy dollars. Complicating matters is an absence of trust in lawmakers to deliver on pledges they make. Not only are there doubts among the education establishment, many lawmakers worry about breaking promises and winding up in front of the Supreme Court again. On the morning of May 19 a group of superintendents and school finance officers huddled in Redmond to assess differing and evolving proposals sprouting in Olympia.

Similar gatherings are occurring around the state and on the Capitol campus almost daily. “We’re trying to figure out what they really mean,” said Everett schools Superintendent Gary Cohn, who was in Redmond. While no one intends to harm students or the schools they attend, Cohn said there’s concern lawmakers will settle on a “collection of deals and bargains and compromises that creates an unintended consequence.” “Our worry is that there won’t be a series of solutions that is adequate time-wise and that’s ample funding-wise to be able to maintain programs while the state takes its responsibility,” he said. “It is very difficult for them to come up with a simple answer in a short period of time,” he said, “yet we don’t have a lot of time.”

Police Blotter The blotter feature is both a description of a small selection of police incidents and a statistical round-up of all calls to the Kirkland Police Department that are dispatched to on-duty police officers. The Kirkland Reporter police blotter is not intended to be representative of all police calls originating in Kirkland, which average about 1,000 per week. Between May 15-21, there were 277 traffic incidents, 25 traffic accidents, three DUIs, 35 general traffic incidents, 27 alarm calls, eight abandoned vehicles, four burglaries, 15 incidents of fraud, five civil incidents, nine cases of harassment, 21 thefts, 21 vehicle prowls, one vehicle theft, 21 warrants served, 20 noise complaints, eight animal calls, 14 incidents of domestic violence, six incidents of malicious mischief, 12 disturbances, two assaults, seven hit and run and 46 incidents involving at least one arrest.

Malicious Mischief: 1:13 p.m., 12300 block of 93rd Ln NE. A 38-year-old man was arrested after he punched holes in a door while arguing with his 42-year-old wife in front of two children. Trespass: 2:03 a.m., 12000 block of NE 128th St. A 68-year-old man and 28-yearold man were removed from a local hospital emergency room at the request of security after both of them declined medical treatment but also refused to leave the ER lobby. The 68-year-old was eventually taken into the ER for medical treatment, but the 28-year-old refused to leave. He was arrested and booked into jail for trespassing.

Assault: 10:30 p.m., 11000 block of NE 68th St. A woman reported that her 45-year-old ex-boyfriend assaulted her in an apartment complex parking lot. Police found her with a wound on her chin and bruises on her arm. The case has been filed with the prosecutor.

Theft: 5:22 p.m., 12200 block of 120th Ave NE. A 38-year-old man was arrested after being seen by someone smashing out the passenger side window of a vehicle and stealing a bag with a laptop inside. He left on foot but was located when he returned to the scene of the crime and matched the description of the suspect provided by the witness. Police later discovered that the suspect had previously stolen $500 worth of merchandise from Fred Meyer.

was very intriguing to me,” he said. While McCauley himself didn’t spend his entire childhood in Kirkland, moving to Mercer Island after the sixth grade, he said his family ties have always been in the community. “It’s literally been a lifelong interest,” he said. In the early 1990s, McCauley wrote columns about Kirkland’s history for the Kirkland Courier, which ran from 1978 to 2008, when it was renamed Kirkland Reporter. Many of the columns were collected and published in a book, Ode to the Past Kirkland, which includes an interview with the granddaughter of Diane Forbes, whose family founded Juanita and Forbes Lake. He has a second book set to come out, “Early Kirkland,” which covers the city’s history from the Ice Age to the 1950s. “I think that ultimately Kirkland is so much more than some kind of a cookie cutter suburb,” McCauley said. “The eyes of the world were literally on it in the late 1880s and 1890s.” Arline Ely also published a book on Kirkland’s history called “Our Founding Fathers.” To learn more, go to kirklandhistory.org.

Enough doubt was cast on the possibility of an affair, McCauley said, the jury acquitted him. “They simply felt adultery had been present,” he said. “That’s how far we’ve come since 1930…That put Kirkland on the map in terms of scandals in the early 20th century.” To this day, Todd’s grave remains unmarked in the cemetery, though cemetery documents and some careful probing helped reveal its location. McCauley said they hope to put donations from the tour towards getting a grave marker for Todd’s final resting place. For McCauley, his own childhood in the Juanita neighborhood, which was then unincorporated, consisted of stories of Kirkland’s past from neighbors who had married in 1919 and could recall taking the ferry on Lake Washington, or how their family had arrived in the 1890s to work at the steel mill. “I was hearing a lot of these stories as a kid and it

in three days from diphtheria, leaving only an infant. However, the mother refused to abandon the homestead. According to McCauley, the infant grew up to marry Kirkland’s first treasurer. Another impressive anecdote is that of a widow who acted as the custodian, bus driver, and president of the school board for Juanita School District 21. However, the most astonishing thing people may find on the tour, McCauley said, is how radically different Kirkland is from what the originally vision in the late 1880s. Then, plans were being made to build industrial steel mills, and speculators and investors from Seattle were buying up land from homesteaders in anticipation. The scene extended out to politics, with politicians being pressured to get a shipyard built along the waterfront, according to McCauley. “This place could have been an HBO miniseries,” McCauley said. “There was that much drama here.” When the Panic of 1893 occurred, however, the land speculation collapsed, and the plans for a steel mill were scrapped. By 1894, it had almost been reduced to a ghost town. Had the plans

owned by Peter Kirk, who was also involved in steel works. “At the time the cemetery was way out in the boondocks,” McCauley said. “The original town plat was west of the Cross Kirkland Corridor. To get to the middle of Forbes Lake and the cemetery, it was out in the tules. They didn’t want to put the cemetery in too close.” It is also where many early Kirkland settlers, including Civil War veterans, Scandinavian immigrants and steamboat builders, who remained after plans to create an industrial region failed following the Panic of 1893. Their personal stories helped shape the city one way or another. The stories are also not confined to a specific group or section of Kirkland. Many, if not all, of the city’s neighborhoods are represented, according to McCauley. “It’s the real bread and butter kind of people,” he said. The stories range from tragic and inspiring to incredulous and criminal, such as one concerning a family that settled in the Highlands Neighborhood in 1882.
