Aidan Leffler is doing well with his latest treatment for Duchenne Muscular Dystrophy, but Mindy Leffler continues to fight for better drugs to save her son’s life. That work had been done
mostly behind-the-scenes, until a documentary film crew came knocking. DMD is a rare form of muscular dystrophy that develops in young boys, and is 100-percent fatal. Most who suffer from DMD don’t live to see 20. Mindy Leffler has been
campaigning with other parents across the nation to convince the Food and Drug Administration to clear new, more effective drugs that are stalled by the agency’s bureaucratic process for testing. Given the rarity of DMD — meaning a small field for drug testing — parents fighting for their children’s lives argue such drugs should be made available more quickly.
Bellevue residents opposing the removal of nearly 300 trees for a Puget Sound Energy redundancy project between the Lake Hills and Phantom Lake substations lost their appeal to city council on Monday, however, they did so quietly. PSE began planning the addition of a second transmission line connecting the two substations in 2006, wanting to ensure residents wouldn’t lose power when a line to either substation went down. No one had been allowed to publicly testify for or against PSE’s application, since a hearing examiner approved it last November following a public comment session. Any comments or emails councilmembers received since that time had to be disregarded by officials in order to make an impartial decision on the application on Monday. Working with the city of Bellevue, area businesses and residents, PSE came up with a 2.89-mile route for the new 115-kilovolt electrical transmission line along Southeast 16th Street, 148th Avenue Northeast and Northeast Eighth Street. PSE will also pay the city $856,000 for the material costs to replace the

Council commits $20M to Tateuchi Center PACE must raise remaining funds first; city to avoid tax increases The Bellevue City Council voted late Monday night to commit $20 million toward completing the Tateuchi Center for performing arts with the goal of not raising taxes for residents and serving a significant public benefit. The council approved a memorandum of understanding with the Performing Arts Center Eastside in May 2014, which committed the city to $63,200 in general fund spending to explore options through outside consultants. B Squared Consulting was commissioned to analyze the current and future financial position of the Performing Arts Center Eastside and suggest steps the city could take if the council decided to invest in the project to make the

Freeman was in attendance during Monday’s council meeting to await the $20-million decision. “Now is the time. He added the B Squared report showed PACE is back on track, but an agreement with the city will mean meeting performance benchmarks. “This is a contingent commitment.” Under a proposed agreement with PACE, the city would be the last to pay into the project, and only if the performing arts center board can privately raise the bulk — 90 percent — of the funding needed. A special hotel/motel tax, the revenue from which has been historically committed to the Meydenbauer Center, is being looked at as a funding source for the Tateuchi Center in 202425, however, debt could be issued as soon as 2019, said city finance director Jan Hawn. This would be tax revenue in excess of what is needed for the Meydenbauer. Other revenue options will be explored, she said, with the direction from council being to avoid raising taxes and not affect the schedule for planned capital improvement projects.
Records fault contractor for downtown sinkhole BY BRANDON MACZ BELLEVUE REPORTER
While the city of Bellevue claimed back in March it could take as long as a month to know what caused a sinkhole to open up in downtown Bellevue, public records show the city knew construction was to blame from the start. Bellevue Transportation spokeswoman Tresa Berg stated in a March 17 email the city did not have an exact cause for why a sinkhole opened up two days earlier on the 10500 block of Northeast Fourth Street, causing one vehicle to become stuck. She further reported Sellen Construction was investigating what caused the 4-foot deep sinkhole, though heavy rainfall that day was being considered a potential factor. Construction was named as another. According to an email from Bellevue Surface Water Superintendent Don McQuilliams to utilities staff members on March 15 — obtained by the Reporter through a public records request — the sinkhole was the result of a contractor leaving filter sacks in catch basins, “causing the water to undermine a patch in the roadway.” Sellen Construction is the general contractor for Schnitzer West’s 425 Centre tower at 415 106th Ave. N.E., at the corner of Northeast Fourth, near where the sinkhole formed. A supervisor for Sellen Construction said he believed he knew what caused the sinkhole — when contacted by the Bellevue Reporter last month — but declined to comment further because he was not permitted to speak to media. Neither Sellen Construction CEO Bob McCleskey nor president Scott Redman returned calls for comment when contacted about the sinkhole investigation last month. The contractor responded March 15 by correcting the drainage problem it caused and also using steel plates to mitigate the sinkhole.

BHS staffer charged with sexual misconduct with student BY BRANDON MACZ BELLEVUE REPORTER
A former Bellevue High School staffer and football player was charged Tuesday with second-degree sexual misconduct with a minor following allegations the 24-year-old Medina man inappropriately touched a 16-year-old boy while he slept inside his home back

BHS Principal Scott Powers issued a letter to parents on Feb. 23 informing them of the investigation into one of the school’s staff members and that the employee was placed on paid administrative leave. The district confirmed Tuesday night that Leonard R. Wolfork is no longer employed at BHS. The Medina Police
Department began investigating Wolfork after the 16-year-old student disclosed to a school teacher in a class writing assignment that the former educational assistant in charge of parking allegedly fondled him through his pants while he was sleeping at Wolfork’s home around 3 a.m. Jan. 6, according to court records. A Medina Police report

states Wolfork denied the allegations, but there have been multiple discrepancies in his statements to law enforcement since the investigation started; he allegedly later admitted to providing the 16-year-old with alcohol. The report identifies other incidences of questionable contact with students and possible
school policy violations, such as writing notes to students to get out of class without a legitimate excuse. Wolfork is a former Wolverines lineman, graduating from BHS in 2009. Another student reported to police Wolfork sent him a Snapchat video of himself urinating in early February.

City of Seattle says no to Shell drilling operations at Port of Seattle On Tuesday, King County Executive Dow Constantine issued a statement in regard to the City of Seattle’s Department of Planning and Development denying a request by Shell Oil to establish an Arctic drilling operation at the Port of Seattle’s Terminal 5.
I
commend the City of Seattle for ensuring that all rules are followed as Shell Oil seeks to site its Arctic drilling fleet at the Port of Seattle’s Terminal 5. We are in a race against time to drastically reduce carbon emissions while preparing as best we can for the impacts of diminishing snowpack and rising sea levels. Instead of putting all our effort into real economic development — like highly profitable clean-energy technology and manufacturing — we’re being asked to allow our publicly-owned port facilities to play host to Arctic oil-drilling operations, accelerating an already dire local and global crisis. This is the wrong direction for any community, but doubly so for King County, with our environmental ethic and our enormous capacity to invent the future. We should be using our resources to support innovative companies that are creating 21st-century energy solutions rather than fossil-fuel operations that threaten both Arctic waters and our entire planet. Let’s invest in economic activity that keeps us competitive in the global market and sustains our environment and quality of life. And as a state that depends heavily on trade, we should be wary of making container ships compete with fossil-fuel-drilling vessels for space at our ports. – Dow Constantine, King County Executive

Letters Review finds Energize forecast ‘reasonable’ The independent technical consultant hired by the City of Bellevue to assess the need for PSE’s “Energize Eastside” project, U.S.E., was expected to do its own independent future peak load forecast. Instead, it reviewed PSE’s forecast and found it “reasonable.” If you want a second opinion from a doctor, would you be satisfied if he/ she just looked at the medical records from the first doctor and thought her diagnosis was “reasonable”? What U.S.E. finds “reasonable” is PSE's new forecast of electricity demand growing at 2.4% per year from 2014-2024. By comparison, Seattle City Light is forecasting demand growth of 1.2% for Seattle. Why can't we get independent verification that the Eastside is now growing twice as fast as Seattle? The big mantra for PSE is “reliability.” It's as if we should double the width of our freeways because once a year there might be a huge traffic jam if both Safeco and CenturyLink stadiums emptied at the same time.
Does that sound like sane highway planning? Are we so lacking resource and imagination that an overkill of poles and wires is the only solution? There are more flexible and less costly alternatives.

Alzheimer’s disease is most costly in the nation
There are more than 100,000 Washingtonians living with Alzheimer’s disease with over 300,000 caregivers. As an Alzheimer’s ambassador, it is my privilege to represent them to our elected officials. My mother and her mother have both been lost to Alzheimer’s disease; and my mother’s sister is now also battling with the disease. In addition to being the sixth leading cause of death, Alzheimer’s is also the most expensive disease in the nation, costing families and taxpayers a total of $226 billion in 2015. That number will grow to $1.1 trillion in 2050, potentially bankrupting Medicare in the process.
More than 1,000 advocates from all 50 states attended the Alzheimer’s Association Advocacy Forum in Washington, D.C, where we met with our members of Congress and requested immediate action on Alzheimer’s disease. I want to thank Congressman Adam Smith for meeting with us to discuss this crisis. I hope we can count on his support for increasing Alzheimer’s research funding by $300 million in fiscal year 2016. We must simultaneously support the families currently facing this disease. I urge the Congressman to cosponsor the HOPE for Alzheimer’s Act (H.R. 1559), which will provide critical care planning to people newly-diagnosed with Alzheimer’s. Senators Patty Murray and Maria Cantwell can help by cosponsoring the Senate version of this worthy bill (S. 857). Concerned citizens should contact Rep. Smith and ask him to support these proposals. The Bellevue City Council had more questions than answers by the end of Monday’s report from an independent consulting firm whose technical analysis supports moving forward with Puget Sound Energy’s Energize Eastside project. Utility System Efficiencies was commissioned by the city in December — at up to $100,000 — to determine if Energize is necessary within the timeline provided by the energy company and whether PSE’s estimated load forecasts correctly identified capacity issues in the future. According to USE’s independent technical analysis, PSE’s 2014 forecast was better at improving visibility for where its service area is growing than its 2013 forecast. The growing peak load is reported as 2.4 percent each year from 2014 to 2024. USE consultant Peter Mackin said

Even removing those requests — and cutting growth in other scenarios — still resulted in overloads and outages, he said. “The bottom line is — under all scenarios — there was a local need,” Mackin said. “You can’t just say, ‘Let’s reduce all the regional transfers to zero.’ It just won’t work.” While there are promising advances in battery technology, Mackin said there isn’t time for such an alternative idea to be vetted and prevent 2017-18 winter overloads. An environmental impact statement process now underway is expected to take at least a year to complete. Energize would meet load growth for up to 20 years, Mackin said. “You have to start now,” he said. “You can’t wait a couple years and go, ‘Well, let’s see what happens with the flow batteries, let’s see what happens

Boater safety classes The local United States Coast Guard Auxiliary Eastside Flotilla 22 has two additional one-day classes on boating rules and safety. Washington state law now requires all persons between the ages of 12 and 60 to have a state Boater Education Card in their possession when operating a boat powered by a 15 hp motor or greater. Vessel operators who are required to have a Boater Education Card must carry the card on board the vessel and have it available for
inspection by an enforcement officer. Not carrying a card can result in a fine. The one-day class will be held between 8:30 a.m. and 4:30 p.m., on Saturdays; May 30 and June 27. The classes will be held at Bellevue Fire Station No. 9 in Newcastle at 12412 Newcastle Way. The cost is $30 for the class materials and test. After a month on the job, Bellevue Police Chief Steve Mylett says he’s about halfway through with one-on-one interviews with officers, asking them what the department does well and what it can be doing better. The new chief, who last served as chief in Southlake, Texas, said employees have identified staffing as their primary concern for the department. More officers have been assigned to conduct background investigations, he said, which is expediting the hiring process. “It’s getting better. I think, as of (Tuesday), we have nine vacancies,” Mylett said, with another 19 employees either in the academy or field training. What officers value most, he said, is the level of service they provide the community. “They value it,” Mylett said. “They are proud of it and it is extremely meaningful to them.” Bellevue has seen rapid growth in its minority population, however, the majority of

Diversifying the force is high on Mylett’s list of priorities. “It’s going to take a little time for the police department to catch up,” he said, adding this effort will include working with businesses, faith-based organizations, minority groups and community members. “What I’m suggesting to my employees is that every employee is a recruiter.” There have been a number of national headlines this year regarding police-involved shootings, the killing of an unarmed man last month by a
South Carolina police officer being particularly upsetting for Mylett, who said shooting at fleeing suspects is a practice that died out decades ago. Mylett said he worries stories like these — and the mark it places on police — will discourage more people from seeking careers in law enforcement in the future. Body cameras were in Mylett’s budget while chief of police in Southlake, and are something he said he’s exploring now for the Bellevue Police Department. He said they’re effective in clearing up complaints about

officer behavior, and he believes body cameras will eventually be standard issue nationwide. The new police chief is also exploring the potential for developing a bike unit, but that comes down to staffing and equipment, Mylett said. Bikes give officers stealth and proved useful in reducing crime in Corpus Christi, Texas, where Mylett spent 23 years with the police department before moving to Southlake. Seattle Police Chief Kathleen O’Toole replaced her command staff shortly after taking the position, but the Bellevue Police Department uses a competitive promotional process, so Mylett is left with the high-ranking officers that were in place when he got there. He said he’s pleased with the experience of his command staff, but couldn’t say whether he would eventually seek the authority to reorganize the ranks. “The unions would have to be part of that conversation, and I’m not ready to comment on it yet,” he said. GET is Washington’s 529 college savings plan that is guaranteed by law to keep pace with tuition at the state’s highest priced public university. The program provides tax-free growth and withdrawals for qualified higher education expenses. In Washington, more than 160,000 GET accounts have been opened since the program began in 1998. In its 17 years of operation, the program has paid out more than $678 million to cover higher education expenses on behalf of 40,000 students. “The goal of our program is to increase access to higher education and to make it more affordable, especially at a time when student loan debt in our country is at an all-time high,” said Betty Lochner, Director of the GET program. This past year, Washington college graduates finished school with an average of $25,000 in student loans. Bellevue staff say the craze over the city’s new Chick-fil-A restaurant will last a few more weeks, but the latest steps taken to tackle the traffic congestion it’s caused appear to be working. The city’s fifth busiest intersection has been heavily congested — eastbound
on Northeast Eighth Street and southbound on 116th Avenue Northeast — since Chick-fil-A opened on April 9. From April 16-30, offduty Bellevue police officers put in nearly 297 hours in overtime costs providing traffic control for the restaurant, at a cost of $23,122 for Chick-fil-A owner Valerie Artis. The newest temporary
solution reached by the city and Chick-fil-A last week is to limit the amount of cars allowed into the parking lot to 10 at a time, and then closing the driveway when the drive-thru and parking stalls are full. A flagger directs traffic to continue moving south on 116th when there is no room. Anyone wanting to try their luck at Chick-fil-A again can loop back around to Northeast Eighth. “It’s not turning them away,” Artis said. “We don’t

Berg said Chick-fil-A is working to secure 52 additional parking spots through agreements with the Coast Hotel and cityowned Lincoln Center Plaza. For the long term, he said city staff is working with the restaurant to improve its on-site parking configuration. To deal with complaints
about increased trash along 116th from Chick-fil-A, restaurant employees have been picking up trash outside twice per day in an attempt to alleviate the situation, according to the release. A Tacoma location opened up a few weeks ago, and another larger Chick-filA opened in Lynnwood on Thursday. Mayor Claudia Balducci said Monday the restaurant caused backups on I-405, from drivers trying to exit to Northeast Eighth, which was harmful to the regional traffic flow. “That’s quite something for one drive-thru to do,” she said. “How many of you thought it would take more police officers to open a Chick-fil-A than to open a marijuana dispensary?” said Councilmember John Chelminiak.

Northwest Multiple Listing Service members reached a record high level of pending sales during April, surpassing the year-ago volume by nearly 1,800 transactions. Both closed sales and prices also surged last month as the spring market kicked into high gear. The service covers real estate in the four-county Puget Sound area as well as 19 other counties in Washington state. Buyer confidence and buyer ability to purchase are fueling activity, suggested Ken Anderson, the managing broker and owner of Coldwell Banker Evergreen Olympia Realty.“Long building pent-up demand is being unleashed,” he said. For the four-county Puget Sound region members logged 8,671 pending sales to top the 8,000 mark for only the second time in the past 16 years. “We are still very clearly in the midst of a seller’s market and unless we see a significant increase in listings, it will remain that way for the foreseeable future,” said OB Jacobi, president of Windermere Real Estate. Jacobi and others are hoping for more listings. Members added 11,495 new listings to inventory during April, but brisk sales kept supply tight and well below the level of a year ago. At the end of April, the MLS reported 18,132 listings of single family homes and condominiums in its database, a drop of more than 15 percent from the year-ago total of 21,390. Compared to March, inventory at the

The listing service notes that inventory is especially tight in King County, with just 1.3 months of supply. Many industry analysts use a range of four-to-six months as an indicator of a balanced market. Overall sales activity for King County in April was up over 18 percent. On the Eastside, sales activity was up nearly 6 percent over a year ago. In Bellevue, the number of active listings in April jumped by 50 percent, from 206 single family and condominium homes offered for sale in April a year ago to 318 last month. Preparation pays off for the Vikings soccer team BY SHAUN SCOTT BELLEVUE REPORTER
The 2015 high school soccer season may have kicked off its official practices in early March but the season began much earlier for the Bellevue Christian Vikings boys soccer team. Vikings’ team captains Ryan Miller and Bennett Close organized player-led optional practice sessions throughout February in preparation for the spring season. Coaches were not permitted at these sessions but it didn’t stop the Vikings players from fine tuning their skills on the soccer pitch twice a week in February. The practices would last 90 minutes and were followed by another 20-30 minutes of drills featuring a multitude of shots on goal. The Vikings were itching to get back on the field after advancing to the Class 1A quarterfinals in May 2014. Close, who leads the Vikings with a team-high 11 goals this season, said team camaraderie is one of their squad’s biggest strengths and has played a major factor in the Vikings 12-0-1 undefeated overall record thus far. The Vikings have outscored their opponents 50-4 in 13 contests. “Winning is obviously a great time and whenever you win that’s really fun, but the really cool thing about this team is that most of us have been friends all through school. We have 10 seniors on the team this year,” Close said. “It’s really cool being part of this team.” Vikings’ fifth-year head coach Dave Westburg isn’t surprised by his team’s undefeated record so far. “We returned pretty much everybody from last year’s team. This year our team motto is 1-1-30. We want to be first in league, first in our district and want to be play-
ing on May 30 in the state final,” Westburg said. “We’re taking it one step at a time. We are going to have a very tough road ahead of us. There are some really quality teams. We’re not overlooking anybody.” Close, who was the 2014 Nisqually League MVP, is the Vikings leading scorer while 2014 Nisqually League goalie of the year David Postma anchors the defense. “David has been amazing. He is an incredible multisport athlete. He is our goalie, plays basketball and was the quarterback on the football team. He has a good head on his shoulders and is physically reliable. He hardly every misses a ball and is unflappable. He has just been a terrific keeper,” Westburg said. “There are games where we maybe should have lost or tied this year but he has kept us in the game with his abilities.” Bellevue Christian’s top defender is 2014 Nisqually League defender of the year Ricky Hatate. The Vikings also have benefitted from the addition of midfielder Reed Schick to the team this spring. Schick, who will play collegiate soccer for the South Dakota School of the Mines, moved to Bellevue from the St. Louis region this year. Close will play at Chapman University in California and Hatate will continue his soccer career at George Fox University in Oregon. Miller said the Vikings are going to relish the month of May on the soccer field. If Bellevue Christian advances to the state title game, it would take place on May 30 at Sunset Chev Stadium in Sumner. “It’s definitely a goal of ours as a team to get to the state finals. Bragging rights attained in monumental victory The Mercer Island Islanders lacrosse team’s winning streak came to a screeching halt against the Bellevue Wolverines. Bellevue registered a 13-9 win against Mercer Island (17-1) in front of a packed house at Bellevue High School on May 4. Bellevue head coach John Baumann was jovial after witnessing his team topple its fiercest rival in front of the hometown fans on Wolverine Way. “I’m happy for my guys and I’m happy we got to do it here at home,” Baumann said. “It is the rivalry game which is a big deal and anything can happen. We seem to be playing better ball here in May and that is what we preach. That is a really good team (Mercer Island) over there. I would not be surprised if we saw them again at some point in the postseason.” Bellevue outscored Mercer Island 10-6 in the final three quarters of play. The game was tied at 3-3 after the first 12
minutes of action. The Wolverines held Mercer Island standout Evan Condon to just four goals. Condon, who has committed to the NCAA Division-1 U.S. Military Academy in New York, is a threat to score any time he gains possession of the ball. “He’s extremely athletic. We really can’t stop him; we can only contain him,” Baumann said of Condon. “We did our best. The key today was that we put the ball in the net. If it would had been a 5-4 or 6-5 game, we could had been in trouble.” Bellevue’s Matt Marino and Augustus Fratt scored a teamhigh three goals apiece in the win. Cameron McMahon and Christopher Callison added two goals apiece. Cole Bouwman, Joseph Bethke and Justin Angelel each scored a goal to round out the scoring parade. April 23-25. As top finishers, the 18-member band was selected to perform an encore of their winning performance in front of a crowd of thousands in the Showcase Awards concert. Interlake also had seven
student musicians win individual awards as outstanding musician/soloist. They also had two combos competing under the direction of Paul Gillespie with Interlake Jazz Combo I, that took fourth place honors.

At that time, Aidan was in worse shape, having recently broken his femur — his legs frequently collapsing under him. Leffler said Aidan is doing better with his newest treatment, running around as much as he can and dreaming of being a soccer player. “He was pissed off,” Leffler said of the documentary crew’s presence. “Aidan wants to be normal so badly, so anything that’s a reminder to Aidan that he’s not normal — right now at
this stage in his life —he hates it. He just wants to be a soccer player so badly. He’s really cooperative because he’s such an awesome kid.” Leffler said she knows the challenges she’s facing, trying to convince the FDA that new drug treatments for DMD need to be approved more quickly, as time is of the essence. “I don’t like being criticized for what I’m doing, especially something that’s so personal,” Leffler said. “I’m on Team Aidan.” The directors of “Taxi to the Dark Side” and “Semper Fi: Always Faithful” are about $48,000 into their $125,000 Kickstarter campaign (http://kck.st/1KMsyTR), hoping it will allow them to expedite postproduction and get the film out faster. The Widers also hope it will make the FDA take DMD and the potentially life-saving drugs waiting to come to market more seriously. “Some boys are not aware at all as to the consequences of the disease itself and what’s in store for them in the near future, if a drug is not approved or a drug is not found,” said Jedd Wider. “As filmmakers, it’s very emotional. It’s one of the most emotional things that we’ve done.”

With the Class 3A KingCo baseball title on the line, the Bellevue Wolverines reigned supreme against the Mercer Island Islanders. Bellevue, which was defeated soundly 17-5 by Mercer Island on April 10, cruised to a 6-0 win against Mercer Island on April 29 to clinch the Class 3A KingCo League regular season title.
