Langley green lights Volunteers fix, first food repair more truck than 30 homes

By BEN WATANABE South Whidbey Record Langley will soon have its first permitted food truck, and the food abides. Joe Wierzbowski, a chef at Cafe Langley, received enthusiastic approval from the Langley City Council at its regular meeting Monday for the city’s first food truck license. Operating as the Big W and using references to the film “The Big Lebowski,” the former Rochester, N.Y. resident hopes to bring a modern take on classic dishes to residents and visitors. “A new twist on old favorites,” he said in a phone interview Tuesday morning after attending the council meeting. Naming his truck and signature dish after the dark comedy is fitting, given that his idea of owning a food truck and pursuing it as his full-time job started as a joke between his wife and himself. The Big W will be the first permitted food truck in Langley, though the city has had its applications available since February. Langley set up its first rules for licensing food trucks earlier this year and sent out a request for proposals. After no proposals and no applications were submitted, the city opened the process to first-come, first-served for one of two public parking spots. “I was delighted to see their proposal,” said Langley Director of Community Planning Michael Davolio. David Ott, Murphy’s business partner, said Monday that he has pieced together a basic understanding of what happened by following other climbers’ online accounts. Murphy’s “day job” is working as a senior guide for Alpine Ascents, Ott said, and primarily guides people up Mount Kilimanjaro in Tanzania a few times a year. During his recent Everest attempt, the earthquake disrupted the ice below the climbers between Camp I and Camp II, Ott said, essentially trapping them on the mountain. An avalanche also occurred at Base Camp, causing additional obstacles and fatalities.
Island County is tackling the complex subject of transitioning a rural commercial district into a city — namely Freeland. Currently categorized as a Non Municipal Urban Growth Area, or NMUGA, some Freeland residents have long hoped to incorporate but their efforts have faced obstacles due to a lack of resources and infrastructure. Many have blamed the county for not facilitating the process. “I’d like to compliment the planning department but I certainly can’t do that yet,” said Freeland property owner Al Peyser at a public hearing last month on the Comprehensive Plan update due in 2016. “I have worked on committees for 20 years trying to plan things for Freeland and I can say that every single hour I put in was a total waste of time. We have planned over and over, and Freeland doesn’t have a single sidewalk. Freeland is simply an orphan. It doesn’t have any speech, it doesn’t have comments. It’s ignored.” Peyser also said the county’s planning department has been “cold” to Freeland, Clinton and Bayview, commercial areas that he says “seem to be left out of this discussion.” “It seems very complex, but Freeland is very active I would like to see a lot more friendliness in this whole operation,” Peyser said. Juggling several jobs and struggling to take care of a loved one with health problems, the chores piled up over the past year and became a bit overwhelming. Seeing it all done is a huge sigh of relief, she said. “I love it, I’m happy, it’s like a dream come true,” Fitzgerald said. She was one of 32 property owners across South Whidbey who got some needed assistance Saturday during the 22nd annual Hearts & Hammers work day. More than 400 volunteers turned out for event, accomplishing an impressive array of light to heavy projects. “Everything from repairing floors, installing cabinets, rebuilding decks and steps, gardening and clean-up, new and repaired roofs and lots and lots of trash hauling,” said Lorinda Kay, a long-time member of the Hearts & Hammer’s board.

Whidbey man survives Nepal earthquake By JANIS REID South Whidbey Record A Whidbey vintner got more than he bargained for when he survived the recent earthquake in Nepal during a Mount Everest ascent. Eric Murphy, co-owner of Ott and Murphy Wines in Langley, was climbing Everest when the 7.8 magnitude earthquake hit Nepal around noon April 25, causing more than 150 people to be airlifted off the mountain. While Murphy has been largely unreachable, even to family and friends, someone posted on the Ott and Murphy Facebook page that day that he is “alright (sic) after the earthquake in Nepal. His team is at Camp I.”

Notable Deer Lagoon Grange donates 130 dictionaries to students Dan Abat and Gary Kay distributed nearly 130 dictionaries to South End third-grade students, Deer Lagoon Grange recently announced. Abat and Kay worked in coordination with Deer Lagoon Grange. The grange has been distributing dictionaries to public, private and homeschooled students for several years. It is a part of a national program to ensure all third-graders are provided with a personal dictionary in order to foster excellence in writing, reading, resourcefulness and creative thinking, according
to a news release. Educators view third grade as a dividing line between learning to read and reading to learn. This year, Abat and Kay gave the books to South Whidbey Elementary School, South Whidbey Academy, Whidbey Island Waldorf School, Island Christian Academy and Wellington Day School. Over two million dictionaries were distributed nationwide and 46,000 Washington State students received dictionaries this year, according to the release.
Students show teachers appreciation Educators in the South Whidbey School District are receiving thanks from students during Teacher Appreciation Week. The week has been organized by the schools’ Parent Teacher Student Associations.

SCHOOLS Director joins group against drugs Julie Hadden, policy representative for the South Whidbey School District board of directors, announced her intent to attend regular meetings of the Island County Substance Abuse Prevention Coalition in order to help South End schools. The coalition was formed in June, 2014 in response to an increase in substance abuse and crimes potentially related to substance abuse in Island County and surrounding areas. The group meets from 1-2 p.m. on the fourth Wednesday of each month in the Island County Commissioners Hearing Room in Coupeville. Meetings are open to
the public and members include citizens, parents, business owners, county leaders, prevention specialists and several others. At April’s school board business meeting, Hadden told fellow board members that she attended the April 22 coalition meeting. In an email to The Record, Hadden wrote that she feels it is important for the South Whidbey School District to be represented at these meetings in order to bring back information and support services that might be useful to staff and students. At the school board meeting, Hadden added that she would eventually like to take a student representative along with her, though a student has not yet been appointed. Coalition chairman Langley Mayor Fred McCarthy is expected to attend the May 13 school board workshop along
with Commissioner Helen Price Johnson. Hadden said McCarthy and Price Johnson will discuss the intent and progress of the coalition.
COUNTY Energy efficiency money leveraged The county has leveraged a handful of funding sources to upgrade the Island County Jail HVAC and initiate countywide energy efficiency upgrades. Island County Commissioners approved the project at their April 28 regular session. Ethics commission takes shape with first members By BEN WATANABE South Whidbey Record The city’s long-sought but at times neglected ethics board is finally taking shape. After going months without approval of any applicants, Mayor Fred McCarthy has appointed two members. On Monday at the city council’s regular meeting, McCarthy appointed Dr. Fred Herzon, who was unanimously confirmed by the five city council members. In an April city council meeting, Bob Frause was appointed as the first member. “I feel very fortunate to be appointing the second member,” McCarthy said. The mayor touted Herzon’s extensive history as a professor at the University of New Mexico’s medical school. As a leading professor in Albuquerque, McCarthy said Herzon helped draft the medical school’s ethics guideline. Herzon, who attended the May 4 council meeting, said he was eager to be part of the city’s still-in-process ethics board. “I look forward to serving,” he said. Frause, the first appointed member, brings with him decades of ethics code creation and education experience. He served on the ethics and professional standards board of the Public Relations Society of America for 20 years, including as its chairman, and tweaked the ethics code for the Worth of Mouth Marketing Association.
Fred Herzon After reading a story in The Record about the city’s struggle to find applicants, Frause (with an admitted amount of encouragement from Sue Frause, his wife) applied. “This is right down my sweet spot,” he said. “I’ve got a pretty good background in ethics and I thought this would be a good opportunity to give back.” Frause served Langley as a city councilman in the 1980s, but stepped away to focus on his business. After selling his business in August 2014, Frause said he was looking forward to having more time for travel, but was prodded into action by the board’s vacancies. “If we do this right, it could be a model for other municipalities out there, even county governments,” Frause said. Mayor Fred McCarthy implemented a rigorous application and screening process that involved five letters of recommendation, a background check and in
interview. McCarthy said police Chief Dave Marks, Councilman Bruce Allen and he interviewed Herzon, who under the right circumstances could reverse the roles in his capacity as an ethics board member. Langley’s ethics board is responsible for reviewing ethics complaints and administering ethics training to city employees and elected officials, as well as communicating that its ethics code extends to anyone contracted by the city. Teaching people about the city’s ethical expectations was going to be a focus for Frause. “I’m a real believer in education, ethics education,” he said in a phone interview Tuesday. “We won’t be the spokespeople for ethics,” he added. “We’re going to work for the mayor and council and
city on this thing. We’re going to focus our talents on educating folks and participants in the code.” Before the board can begin serving in its full capacity, it will need to

Editorial Filing week decisions will have long impact Next week will be a big one for South Whidbey. By end of the day Friday, we’ll know who is and who isn’t running for public office. And there are scores of positions up for grabs, from the mayoral throne in Langley to political booster chairs on small community water boards. Filing week, which spans five days from May 11-15, is the chance for all those who’ve dreamed of making a contribution, or fixing problems real or perceived, by running for public office. Not so hot about a funicular, the school board posting the identities of public records requestors online, the port getting into the fairgrounds management business, the prospect of giving the parks district a permanent levy or a lack of hospital transparency? Well, this is your big chance. In Langley, Mayor Fred McCarthy has announced he will not seek a second term. That means political hopefuls will vie for the office without having to square off against an incumbent, which is often a distinct advantage in political races. We hope to see many step forward for this important position. The City Council has four seats open: position 2, held by Robin Black; position 3, held by Jim Sundberg; and position 4, held by Bruce Allen. All but position 2 carry four-year terms — Black’s seat is for an unexpired term, which means the successful candidate will serve only two years before having to run again. Whidbey General Hospital position 2, currently held by Georgia Gardner, is also open. The seat’s district lines stretch from Bush Point Road just north of Freeland to Hastie Lake Road between Oak Harbor and Coupeville. Hospital commissioners serve six-year terms. This also is a seat for which we hope to see challengers. Moving down the list, four seats on the South Whidbey School Board are available. Damien Greene, position 1; Julie Hadden, position 2; Linda Racicot, position 3; and Steve Scoles, position 4 are all up for election. Seats carry fouryear terms, except for position 2, which is another two-year unexpired term. Many hands made light weed work Editor, On Saturday, April 18, Whidbey Environmental Action Network and Island County Noxious Weed Board held a Scot’s broom pulling event at Double Bluff beach. We thank the Whidbey Island Garden Tour for the grant which provided the weed wrenching tools. A fair amount of broom was pulled, but there’s a lot more to go. The largest plant was attacked with a chain saw because there was no way a weed wrench could have gotten it. The stem had a diameter of about 4 inches and we counted 14 rings. This

NICE name may translate to NIMBY Editor, We feel compelled to comment on the April 8 front page article “Winery debate ferments into complaint.” Thus far coverage of the topic has highlighted the concerns of a small, but very vocal group. Carl and Rita Comfort have been portrayed as having little
regard for neighbors or the quality of life on Whidbey. Nothing could be further from the truth. The Comforts have worked tirelessly to establish a business that keeps the land agricultural while generating income, much of the latter coming from off island. Wineries and other “agritourism” businesses have a major role to play in maintaining the rural character of South Whidbey while contributing to our island economy. Anyone who drives Wilkinson Road can see how the Comfort vineyard enhances the natural beauty of the area. retailers. A review of the websites for other wineries on the island confirms that tastings and events are integral to the business of selling wine. It’s hyperbole to suggest that the Comforts want to host major events every weekend, and it’s unrealistic to think that a winery on Whidbey can achieve success without bringing consumers on site. The reality is somewhere in the middle. This is where the county comes in. Code updates are sorely needed to address a segment of the island economy that most of us want to see flourish. It’s our hope that the county will take this into account in the 2016 comprehensive plan and make every effort to support these businesses in the interim. In the absence of code, the Comforts have worked with neighbors and with the county throughout the planning and building process. When concern was raised about potential event traffic on View Road, the Comforts built a road that bisects their own farm field to minimize the impact. To address noise concerns, the building itself was sited so that outside event areas would face away from View Road and toward a high bluff area. If the county were to survey the majority of neighbors who have not elected to join NICE (Neighbors Interested in Commonsense Economics) — many of

By BEN WATANABE South Whidbey Record With a bare-bones roster, South Whidbey softball fell 19-1 with a thud against the Cascade Conferenceleading Cedarcrest squad Friday. Cedarcrest jumped out to a dominant lead in the first inning, smashing pitches thrown by Falcon freshman Mackenzee Collins. The Red Wolves (12-2 conference, 13-3 overall) scored two runs and got four runners on base before having their first out. South Whidbey loaded the bases in the bottom of the inning, but couldn't secure a two-out hit. By the end of the inning, Cedarcrest led 7-0. The Red Wolves continued their red-hot play in the second and third innings, while the Falcons struggled to stop the onslaught. In the second inning, the Falcons had a chance to get the first two outs, but a fly ball to left field popped out of Rebekah Merrow's glove. South Whidbey ended the

The Falcons got a pair of timely RBI hits to get the narrow lead, and the defense did the rest. “It hopefully sets the tone going into the playoffs,” Falcon head coach Tom Fallon said. South Whidbey scored its first run to take the lead in the second inning. Charlie Patterson, a junior, singled and stole second to get
third. South Whidbey avoided the shutout after a fielder's choice to the shortstop
in scoring position. Sophomore Will Simms, who finished 2-for-3 with a RBI, hit a single that scored Patterson. King’s tied the game with a run in the fourth. South Whidbey regained the lead in the fifth. Simms led with a triple and was scored on a double by senior Campbell Albertsen. “He’s a perfect nine hitter. You try to turn it over the top of the lineup,” Falcon head coach Tom Fallon said. Patterson closed out the fifth inning as the Falcons’ pitcher. He struck out five batters and allowed one run.

South Whidbey solidly spoiled Sultan’s boys soccer senior night with a 14-0 drubbing that included a possible school record Friday. The Falcons continued their scoring onslaught from the past week. Seven different Falcons scored, with senior Andy Zisette recording five goals, believed by the Falcon coaches to be a school record. He also assisted on three scores. “It was a very strange game,” said Falcon co-head coach Emerson “Skip” Robbins. “We really didn’t mean to run the score up.” South Whidbey scored a handful of goals in the first 10 minutes and never let up in the 1A Cascade Conference finale. For all of the Falcons’ offensive prowess, the Turks (5-9-0 conference, 6-9-0 overall) fired off 11 shots on goal against South Whidbey. A pair of the shots required athletic saves from senior goalie Charley Stelling, who recorded his 11th shutout this season. The Falcons’ defensive mantra has been to not allow a shot, and they’ve been good at it. To date, South Whidbey has allowed eight goals by opposing teams, five of which came from undefeated and league-leading Archbishop Murphy. Only the AMHS Wildcats have allowed fewer scores with four. Playing without a pair of senior starters, South Whidbey made do with a patchwork and limited reserves. Only 13 players took the field as leading scorer Jeff Meier missed the match with an illness and senior midfielder Oliver Saunsaucie nursed a lingering foot injury on the sideline. Even without some key components, the Falcons flourished and picked apart the Turks’ defense. In addition to Zisette’s career day, senior forward Kai da Rosa returned to form with four goals, ending a nine-game drought. Lucas Leiberman, a junior, scored a pair of goals. Junior Lucas Fulton and seniors Kameron Donohoe, who also had three assists, and Anders Bergquist each scored a goal. Bergquist, who rarely plays beyond the center line, took a penalty kick that spun by the Turk goalie. Davin Kesler, a senior midfielder, had a pair of assists. The victory solidly planted South Whidbey as the top 1A Cascade Conference team in the District 1 tournament. South Whidbey will again face Sultan at 6 p.m. Wednesday, May 6 at South Whidbey High School, the final home match for the Falcon boys soccer team. Win or lose, South Whidbey will play Saturday, May 9 at Sultan High School. No matter the outcome of that match, the Falcons will advance to the District 1/2 tournament also hosted by Sultan High School because state rules require the regional rounds to be played on artificial turf fields. Securing the top seed in District 1 would guarantee South Whidbey a spot in the 1A state tournament.

Several trees punctuate the monastery grounds, memorials for those who have died. Some, such as a fig, plum and cherry, produce fruits for monastery residents and visitors. They serve as a reminder of the natural process and continuation of life, said Jessica Leon, a member of the Rinzai Zen Buddhist community. The act of planting trees is also a tradition of the Rinzai school of Zen Buddhism, head monk Kozan added. Spring Roehm, a Freeland resident, has delivered 19 trees to the monastery in recent years, often acting at the request of mourning family members and friends. The idea came to Roehm from Judy Rubel, a member
of the band SisterMonk Harem, who made the suggestion when Roehm was struggling with the bereavement of a deceased friend. Each of the head monks, including current head monk Kozan, have planted one or more of the trees. Most are in memory of community members, including former Freeland resident Dennis Avner a.k.a. Catman, Michael Broderick and Annemarie Bozin. The late Fred Olson will soon have a tree dedicated to him as well. Leon’s elderly mother designated a Himalayan birch tree for her own impending death. She feels safe at the monastery, Leon explained, and enjoys meditating there.
“It’s a good way to prepare,� Leon said. A fir tree stands in memory of the “sweetest bunny on the fairgrounds,� Rambo, whom Roehm cared for in his final days. Along the walkway from the garden to the zendo (meditation hall), two trees are planted in honor of Tom Mitsuyu Kelly, a former Clinton resident, and Tim Jundo Williams of Booneville, Mo. Both were longtime students of Shodo Harada Roshi, a Zen master and abbot of the Sogenji monastery in Okayama, Japan. “I see them as sentries,� Leon said, adding that the two men’s ashes are buried beneath. “I like to think sometimes, when we’re walking to the

Kozan explained that zen practice could be considered a death practice. “You’re supposed to die while you’re still alive, die to your own self,� Kozan said. “Through that death, that is a spiritual death, it is supposed to give you a new sense of life, to re-energize your life.� The spiritual death, he explained, frees you from bad habits and the “trappings of your own mind.� “There is a lot of emphasis on death in the way that you are cutting away the past and getting to the root source of your life,� he said. It is not somber or negative, he emphasized. It is an idea of cleansing, making way for new and positive changes. Roehm, a friend of Leon and Kozan, regularly stops by the monastery to seek a safe space for meditation and rejuvenation. Roehm said that things always go well when the monks are in her life. “Everyday meditation helps me to be a happier person,� she said. The monastery is one of Whidbey’s hidden secrets, she added, a place of natural beauty and tranquility. Kozan noted that the monastery is open to any who wish to visit. He maintains a daily meditation schedule from 5-7 a.m. and 6:30-8:30 p.m.; all are welcome to join. Those who desire a safe place for meditation may stay at the monastery for a few hours or a few days. Admission is free, though food or other donations are accepted. Harada Roshi will also be visiting from Japan May 19-26 for a week-long retreat. There is still space available, said Kozan, for any who would like to participate. “It’s a great gift to have people come and take part in the practice,� Kozan said. “If you’re serious about wanting to do it, there is a space available for that on the island.�

Expert falconer offers glimpse into raptors at Deer Lagoon Steve Layman will provide the public with an inside look into the life of a falconer and the craft at Deer Lagoon Grange this month. During his presentation, “Falconry; Human and Natural History,” Layman will talk about and demonstrate the role birds of prey play on Whidbey Island. He will also show how domestically raised birds can be used for commercial applications. Two of his hawks will be included in the demonstration. The event is 1 p.m. Saturday, May 16 at the Grange Hall at 5142 Bayview Road, Langley. “This guy is internationally known, so we’re looking forward to this one,” said Chuck Prochaska, treasurer and spokesman for Deer Lagoon Grange. Layman, a Clinton resident, has over 50 years of experience handling raptors and holds a degree in zoology. He was featured in a May 2007 Vanity Fair article by Robert F. The subject is looking at other houses in the area too. 9:57 a.m. — A caller on Beachwood in Freeland is advising he has a 21-yearold drug addict in his house and he wants him out now. When asked what was going on, the caller said “Nothing, I just told you,” and hung up.
10:20 a.m. — A caller on Camano Avenue in Langley reported campers at the Fairgrounds are not paying and disturbing other guests. 11:57 a.m. — A caller on East Harbor Road said about 10 vehicles are driving “100 mph” and passing on corners, including a Lamborghini and a Corvette. They’re heading towards Langley. 3:08 p.m. — A caller at Scatchet Head and Swede Hill roads heard what sounded like a rifle shot, and believes someone shot a bald eagle. The eagle was last seen flying toward the water. 9:28 p.m. — A Wharf Street caller in Langley said someone is trying to get in the window. The caller just saw the window jiggling.

Twenty-six new 10-year-battery alarms were installed in 16 homes. Local Red Cross volunteers also discussed fire prevention and safety strategies and other emergency preparedness tips with residents. The campaign is a fiveyear project by the Red Cross to reduce the number

of home fires nationwide. This was the first installation event by the South Whidbey team, and more partnerships with Whidbey groups are planned. The work day kicked off early with a mobilization of volunteers and organizers at South Whidbey High School. Team members shook hands, sometimes for the first time, over a light breakfast and while listening to comments from organization leaders. Chitchat didn’t last long, however, and the small army soon dispersed to homes located as far south as Possession Shore Drive in Clinton and as far north as Honeymoon Bay

A Hearts & Hammers veteran — she’s lost count of how many years she’s volunteered — the squad set to work replacing rotten deck boards, pulling weeds,
scraping a mossy roof and taming a wild lawn. It was light work compared to some of the larger projects tackled by other teams, but Team 14 still broke a sweat. They worked side-by-side, got to know each other and Fitzgerald, and they had fun doing it.
“Everybody has a good time and feels good about it,” Pierce said. “It’s really a rush in some ways.” Clinton residents Don Johnston and Cindy Weeks, a husband and wife team who were volunteering for their “fifth or sixth time,” echoed those sentiments. “We love it,” Johnston said. “It’s about community, community service.” “Plus it’s a fun day,” Weeks said. “Neighbors helping neighbors is just such a great motto,” she added. Fitzgerald said she is a former Hearts & Hammers volunteer and never thought she’d one day need help.
She takes pride in being self sufficient, and asking for assistance wasn’t easy. In fact, she felt apprehensive all the way up until Saturday morning. “But when everyone showed up, it was like working with a bunch of friends,” she said. It was a learning experience, said Fitzgerald; everyone runs into hard times and it’s OK to ask for help. That’s especially true in a community like South Whidbey, where Hearts & Hammers was born more than 20 years ago, she said. “It takes a village, and this definitely is a good example of that,” Fitzgerald said.

Obituaries George Metcalf
George Metcalf, 85, of Mt. Vernon, Wash., went to be with the Lord on April 29, 2015. He was the youngest of five children born to John and Eunice Metcalf of Langley, Whidbey Island. At age 19, he married Patricia McCaffery and shortly after began working as a driving test instructor for the Washington State Patrol. He took a military leave in 1951 to serve in the Coast Guard and then returned to the WSP, graduated from the Academy and was assigned to Pullman. He worked for the WSP in numerous places, including Enumclaw, Everett, Whidbey Island, Mt. Vernon and Olympia. He and Pat had four children and settled in the
Stanwood area until their divorce in 1980. George retired as a lieutenant in the Washington State Patrol and married Billee Kollmar in 1980 and settled in the Mt. Vernon area, where he worked for Sims Honda, owned his own car dealership and worked 17 years as a courier for Lab Corp before permanently retiring in 2007. He is survived by his wife, Billee; his four children, Glen Metcalf, Gary (Sue) Metcalf, Pam (Mike) Newman and Peggy (Alex) Jankovic; 15 grandchildren; 16 great-grandchildren; and numerous nieces, nephews, in-laws and good friends. Memorials may be made to the Washington State Patrol Memorial Foundation, P.O. Box 7544, Olympia, WA 98507. Services will be at 2 p.m. Saturday, May 9, at Harvest Baptist Church, 16946 WA-536, Mt. Dorothy Ellen Main Kenworthy
Born Aug. 23, 1938, in Aberdeen, Wash., to William Stark and Jennie Betts Main, passed away April 28, 2015, in Coupeville, Wash. Dorothy was married to Lester Tuffree and then later met and married the love of her life, Russell Steven Kenworthy, and they lived in Clinton, Wash. Dorothy was a homemaker and she loved fishing, clam digging, sewing and crafting. She was also a member of the Church of Jesus
Christ of Latter Day Saints. Dorothy is survived by her six children, Lester Tuffree, Edwin Tuffree, Robert Tuffree, Shawn (Lynda) Kenworthy, Teresa (John) Martin and Karen (Gary) Hamlin; six grandchildren, Travis and Renee Kenworthy, Jaclyn Klieman, Jamie Martin, Jacob Hamlin and Dannielle Connolly; two great-grandchildren, Alexander Klieman and Alexis Ashenfelter; and one sister, Betty Main Jensen. South Whidbey High School Jazz Ensemble and Combo Concert is 7:309:30 p.m. Wednesday, May 6, at WICA. The evening will feature the award-winning SWHS Jazz Ensemble, as well as the highly acclaimed Jazz Combo, and soloists. The concert is a culmination of the year’s efforts in preparation for contests and festivals. All proceeds will go toward purchase of needed equipment and entry fees for future festivals. Langley resident Bob Frause and his son, Max, were stopped in Lhasa, Tibet, on their travels in the region when the earthquake hit. Frause and his son returned to Katmandu, where much of the destruction occurred, a few days after the earthquake and surveyed the damage which included toppled buildings and broken infrastructure. “Parts were okay, but other parts were wiped out,” Frause said. “It was really sad to see everything that was going on. And we got to see it up close.”
Despite the damage, Frause said he was impressed with the resiliency of the Nepalese people. “Obviously they need a lot of help but they’re self-starters,” Frause said. “They’re doing what they need to get squared away.” Alpine Ascents staff posted on their website that Murphy and the other guides will work to help rebuild the Sherpa villages “in the coming weeks, months and years.” “Climbing Everest seems pretty trivial compared to the destruction, and loss of life that has affected this amazing region. It reminds us all that despite how much we may want to climb a mountain, the most important part is the human aspect.”

The approval kicked off a 60-day public comment period where the county accepts community feedback on potential policy changes. “The challenge you see in Freeland is what we’re trying to avoid in the future through these policies,” said Island County Long Range Planner Brad Johnson. Lou Malzone, who serves on the Freeland water and sewer district board and supports incorporation, said they would amend and adopt an updated scope for the district by July. “The commissioners have agreed to reduce the scope of planning for the NMUGA,” Malzone said, in efforts to make the commercial district’s transition into a municipality more manageable. Commissioner Helen Price Johnson said that while she believes county staff had identified a number of issues that need to be addressed concerning UGAs within the countywide planning policies, Freeland’s unique situation merits additional attention. “One of the first issues you heard from me when this first came to work session is we need to find a way to understand this for Freeland because they are a different group,” Price Johnson said. “There was no discussion with Freeland because they are not a municipality. I need to reiterate that there needs to be a work group established for Freeland.” “I’m looking to let the folks of Freeland move forward in a way that’s going to help the folks of Freeland within the Growth Management Act.” Commissioner Jill Johnson said she wanted to make sure that any policies put in place for Freeland needed to be applicable to all UGAs and the Joint Planning Areas that surround them county wide. “This is an area that needs to be looked at because there are consequences for urban development,” Johnson said. In efforts to remove barriers to Freeland’s and other areas’ ability for growth, commissioners agreed to strike two sentences from the approved Countywide Planning Policies which read: “Waivers or variances should only be granted to serve existing development or to permit the development of single-family homes on existing lots. Waivers or variances shall not be used to permit land division or the establishment of new non-residential uses.” “I think we need to look at it a little bit differently, make sure we are looking at it through the lens to provide maximum GMA flexibility that meets requirements and really the reality of the constraints that Freeland’s NMUGA is faced with,” Price Johnson said. Freeland Chamber of Commerce Director Chet Ross, who has championed a push for incorporation, said last week that some counties have paid for UGAs to go through the process of becoming a city. He said that Island County should “very definitely” foot the bill in this case, as opposed to leaving it up the municipality or its water and sewer district.
