atch Adams engaged students at Bastyr University with funny delights, sad stories and fake boogers in his nose. The internationally known health care professional, best known for the movie starring Robin Williams that bears his name, addressed the college’s Center for Mind, Body, Spirit and Nature about “medicine for fun not funds” on April 4. “I went on the road 30 years ago because I failed at raising funds for a hospital,” said Adams, who is in his 45th year of fundraising. “I entered medical school in 1967 to use medicine as a vehicle for social change,
I’m a political activist. I knew that medicine was a greedy business, so I entered medical school because I knew I was going to be free.” During his free time in medical school, he studied health care delivery systems from around the world and throughout history. He had intended to create a care delivery model with a plan to provide care out of his own communal household with 20 adults and children. For 12 years, he and fellow caregivers, both medical professionals and caring individuals, ensured that anyone who wanted care got it for free without ever aligning with medical insurance or hav[ more ADAMS page 7 ]

The potential conflict of interest surfaced when the mayor sent a letter to the city of Bothell stating that he has a minority inter-
est in a group currently in contract for purchase of the back-nine of the Wayne and wanted to ensure the city [ more FREED page 5 ]
applications for permits and that the plat’s plans had included demolition of the historic structures. Then, in 2015, it was brought to the BLPB that the structures had indeed been destroyed. “[I] was told that yes, the water tower and house had been demolished, that city staff was aware of it, and there was no demolition permit applied for nor given,” said Landmark Preservation Board Chair Davina Duerr. “Because of the value we saw in the water tower and had [ more VERDE page 8 ]

Signs have been popping up around Bothell stating “Impeach Freed” concerning the conflict-of-interest investigation linking the sale of the Wayne Golf Course and Mayor Joshua Freed. The signs, along with an accompanying website, come on the heels of more Bothell residents calling for his resignation during the April 7 City Council meeting.
As the controversy around Bothell Mayor Joshua Freed and the purchase of the Wayne Golf Course intensifies, more information about other developments tied to Freed are coming to light - including two possible Bothell Municipal Code violations. The Bothell Landmarks Preservation Board (BLPB) notified the City Council on March 24 that Element Residential, headed by Freed, violated
Bothell Municipal Code (BMC) while constructing the Verde by tearing down a historically inventoried house without proper authorization. The Harries House and Water Tower were built in 1928 and had been on the Bothell historic inventory since 1988. The water tower was the last water tower from Bothell’s early years. In a letter from Jeffrey Smith, senior planner with the city of Bothell, to Bothell citizen Pat Pierce it was indicated that, as of 2011, there had been no

Jay Inslee pinned Fernwood fourth-grader and Bothell resident Cora Long Washington State Student of the Day for answering one of his questions correctly during a recent class field trip to the state capitol. Fernwood fourth-grade classes went on a civic tour of the capitol building and grounds to culminate a social studies unit about Washington state government. The students were presented to the Senate during a break in the third reading of several education bills and their tour of the governor’s office coincided with a surprise appearance by the governor. Fernwood Principal Gabe DeMiero received a phone call from Olympia praising all Fernwood students for their respectful behavior and their interest and knowledge of state government.

n 2013, distracted driving killed 3,154 people, according to the National Highway Traffic Safety Commission. April is Driving Distracted Awareness Month and is something we take very seriously. Kenmore is a vibrant community full of people who enjoy biking, walking, and driving; all road users deserve an equally safe transportation experience. As Kenmore reaches the one year anniversary of its Target Zero Initiative implementation, we strive to educate everyone on the importance of driver safety. Target Zero aims to end pedestrian and bicycle fatalities and serious injuries as the result of a collision with a motorized vehicle by 2025. The Kenmore Police Department continues to enforce distracted driving. Many of us spend more time than we would like driving to and from work/school each day. It can be tempting to reach for your phone along the way. We ask you to please give driving your full attention when behind the wheel. No text message or email is worth risking your life or the life of those around you. Distracted driving generally refers to using your phone or other electronic device in any capacity while driving a vehicle. However, it can also include eating, putting on makeup, brushing your teeth, reading a book, or other multi-tasking activities. Glancing at an email or checking the traffic report may seem harmless at the time,
but doing so is actually quite dangerous. In fact, 26 percent of all car crashes involve cell phone use. While human brains can toggle quickly between tasks, research proves that it cannot actually do two things at the same time without a decrease in performance. We all must remember that handsfree calling does not mean risk-free driving. Education about distracted driving is crucial, especially for our younger drivers. The National Safety Council has created a great infographic, visually describing the serious implications distracted driving can have. It can be found on their website (www.nsc.org). You can also take the pledge at www.distraction.gov to drive cell-free and stop using your phone while driving. Mayor David Baker

This is regarding the crosswalks on Northeast 141st. There are two crosswalks, one of which is the back entrance to an elementary school, neither crosswalk is flagged or lighted and are consistently ignored by cars. Patrols for education and at least a flag bucket would be helpful.

(See Bothell Reporter Mar 18, 2015, mayor triggers investigation) Toll Brothers is the developer of Piper’s Glen. Toll Brothers is a very large builder with developments in 19 states and billions in annual revenue. Toll Brothers is large enough to have its own divisions for architecture, engineering, landscaping, golf course development, marketing, mortgages, title insurance and commercial development. Toll Brothers bought local developer CamWest and paid $113 million for a number of CamWest properties. Toll Brothers has a number of developments under construction in the Seattle area. With its Piper’s Glen
The mayor in his letter admitting that he was involved in purchasing the back-nine of the Wayne Golf Course, stated that he was just one “partner” in the sale. Why are the other “partners” or the one particular “partner” not revealed? Since it is called a “binding” contract, does it mean that the mayor and the council allowed the contract to be on a “fast-track,” or “shortcut,” without any public discussion? Did the mayor, and his agent, and the city manager, decide that we (the citizens) didn’t need to be informed about the potential sale of this last open space in the area? Does it mean that there will not be a golf course in this beautiful area? Since there were no listings or public notices of the purchase and sale, is this a case of “insidertrading?” Were the Bothell citizens misled again,
so we could have more construction on this open space and golf course? One of the “rumors” in the sale of the property has involved the Toll Brothers, a multibillion dollar company. They are presently building “Pipers Glen,” a housing development just to the south of the back-nine of the golf course. If you have driven up to “Pipers Glen,” you will notice that every tree has been eliminated. This clear-cutting seems to magnify the geological problems of Norway Hill. In addition to the slide possibilities, does Bothell have any restrictions on total tree removal? In most of King County, and in many cities, there are severe concerns about tree removal, and penalties are involved. Even Kirkland to the south has extreme restrictions on tree removal. Does our City Council have any concerns or restrictions on tree removal? In this slide area, when “Pipers Glen” was started and then cleared completely, were restrictions and rules broken? Or was it on the “fast-track,” with “shortcuts” involved? Does the mayor have investment interest in “Pipers Glen?” With over 200 homes (with three- and fourcar garages) being built along 100th Avenue/ Waynita/96th Avenue, any traffic relief will be difficult to achieve. Will we need a multiplelane bridge across the Samammish River? Is the city going to take over land through “eminent domain” and destroy two community entrances, to widen the road? Kenmore City Hall was filled with citizens who participated in a
workshop by community engagement expert Peter Kageyama, author of For the Love of Cities and Love Where You Live, on April 7. “I was thrilled to see the turnout and the enthusiasm in the room,” Deputy Mayor Allan Van Ness said. “You could tell that these people really love their city.” The three-hour workshop was aimed at empowering citizens with knowledge and tools to be part of positive change in Kenmore. Kageyama discussed the concept of “falling in love with your city” and “doing small things with outsized impacts.” These small things
are what Kageyama called “Love Notes” and likened them to a personalized hand-written note to go with a bouquet of flowers. “Boy, were my expectations of a dry, boring meeting blown away last night,” said Kenmore resident Alene Fisher, who attended the workshop. “The speaker’s ability to focus on concrete ways to improve Kenmore was exceptional.” After a presentation by Kageyama, participants were asked to come to the microphone, say what they love about Kenmore,

and post it on the wall. Each table of participants then designed a hypothetical T-shirt that reflected what they love about Kenmore. As the final activity of the evening, Kageyama challenged participants to develop a “love note” proposal for a $500 grant, funded by local businesses and individuals. Each table of participants developed and submitted their proposals. Examples include the construction of an over-sized heron nest, a “mid-winter splash” event, a street fair, pop-up balloons throughout the city, and an online radio station for Kenmore. After each proposal was presented, all of the participants voted on their favorite project. Mayor David Baker presented the $500 grant to top vote getting idea, which was to paint murals on the silo structures at CalPortland on 175th Street in Kenmore. ing malpractice insurance. Since it was his hospital, he could do anything he wanted to do. “My initial interview with a patient is four hours long, unbelievably intense,” Adams said. “I ask every question sensitive to life, you cannot imagine a personal question I didn’t ask the [patient], no matter how private it was. My first question was ‘tell me about yourself.’” Even though patients had hours, according to Adams, they only spoke about themselves for about five minutes. He found 3 percent of the people had self esteem and less than 5 percent understood day-today happiness. During his talk, Adams pleaded with those in the audience who are students to not keep patients in a sterile, arms length, doctorpatient relationship and, instead, create compassionate doctor-patient relationships full of trust and understanding. “I read one of the first books that Patch published well over 20 years ago, and was inspired by his vision,” said Brenda Loew, clinical supervisor at Bastyr. “We became close, close friends over the years and have remained in touch and see each other when we can.
His vision is completely resonant of healing with joy in life.” Even though Adams hasn’t been a practitioner of medicine for several years, he still practices the art of medicinal clowning by taking scores of people across the globe to raise spirits with clowning. The Gesundheit Global Outreach program hopes to develop physically and mentally healthy communities and people by sending humanitarian clowns into places such as war zones, death row prisoners, hospitals and even to Darfur during the height of the conflict. “In 1985, we started our first clown trip. So I started our first clown trip to the Soviet Union, and this will be our 31st year. What we’ve done for 31 years, is 10 hours a day of clowning. We’ve done hospitals, orphanages, nursing homes, prisons, institutions, subways, restaurants, hotels - nobody is safe. We’ve taken ages 3 to 88 to 50 countries,” Patch said. “We don’t require any training, you can be the most boring person from your country and in a clown costume that becomes a character of a really boring person. It sucks you in because we take you to such suffering that you can’t hold back your goodness. And it works.”
According to Patch, he took clowns to Sri Lanka after the Tsunami, Haiti post earthquake, five clowning trips into the thick of war, and on more than 150 clown trips. *While on these clowning trips, Patch estimates he’s been a clown at 10,000 deathbeds and held the arms of at least 2,000 people the day they died of starvation. In Peru, found four children between the age of 3 and 5 with gonorrhea, who were child sex slaves, and started a lifetime project in Peru for children.* Participants of the event not only heard Adams speak, but also watched a short video featuring a patient in South America who was about to undergo another open-heart surgery. The patient and his mother were afraid, so Adams cheered them up with clowning. The universal understanding of a mother’s love for her son and a son’s love for his mother showed through and, by the end, there weren’t many dry eyes in the auditorium. When asked how it feels to have impacted so many people around the globe, Adams answered with “Well, duh.” “If it didn’t have that impact, I would try something else, right? I want a different world. I’m here to infect

than 50 years old is included on the historic inventory. According to BMC title 22, a demolition permit must be applied for if the property is on the historic register or inventory, however the city requires a report analyzing the alternative options for the historic site. In the history of Bothell, Duerr hadn’t heard of a property owner destroying a historic site without applying for the permit. “Bothell is unique, we really value our historic buildings, you can see that on Main Street and in Bothell Landing Park,” Duerr said. “That’s one of the things that

makes our community really unique and I’ve been pleased that developers, in the large part, have been respectful of that.” While the developers must submit a permit application to demolish certain buildings, they are under no obligation to preserve buildings on the historic inventory. According to Duerr, many property owners with historic sites have voluntarily contacted the preservation board to document, preserve or even move historic buildings. “I think part of the joy in this process, is we get to educate developers and citizens on the true value that these historic buildings have for the community,” Duerr said. “It’s a two way street, it’s not one way where we impose our will, it’s citizens coming to us and asking for our involvement.” To make matters worse, somewhere between 2010 and 2014, the Harries house, though not the water tower, was taken off the Imagine Bothell Comprehensive Plan’s ‘historic properties’ listing for the Waynita area, though it was still part of the historic inventory. The Verde plat also had a second violation of Bothell municipal code. The developer destroyed trees it had agreed to keep during the public permitting application for development. “I planted the leland cypress trees, when I was a sophomore at Inglemoor High School, around the entire property because my dad knew they were the fastest growing evergreen trees,” Freed said in the email. “We wanted to grow a hedge around the property and cre-
ate a sense of place that our family and thousands around the community enjoyed for years.” According to a letter sent from Bill Wiselogle, community development director of Bothell, to Element Residential’s Development Manager, Eric Clarke, on Nov. 24, the trees were included as part of the development permit application process. Since the developer had, in a public hearing, stated he would save the hedgerow of cypress trees, it was officially a condition to the development. According to Tony Shoffer, the arborist contracted by Element Residential, the objective of the tree removal was to open space behind the houses in order to offer more backyard space. While he noted that a secondary objective to removing the trees was to open space for some trees to grow larger, however, he also noted that shearing the southern branches would also open up space. Shoffer recommended taking out approximately 80 trees to give Verde purchasers bigger back yards. “The arborist for Verde deemed the trees on lot 1 and 2 as hazardous and, as allowed by city regulations, these dangerous tree were able to be removed,” Freed said. “Though not required by law to do so, I volunteered to keep the hedge under the condition I could trim the trees or completely remove them if they are considered hazardous to the homes being built.” For both the trees and the Harries house, the city has a duty to investigate and to enforce all code violations under BMC code 11.20.003. However, in a Nov. 18
email from Element Residential to the city, Clarke states, “It is our contention that we had no obligation to obtain permission from the city to remove these trees because the plat restriction did not require the city approval for tree removal.” The letter also states that it “may have been wise to obtain concurrence from the city prior to beginning the work, and for that we apologize.” Wiselogle, in his reply dated Nov. 14, found the potential hazards to be “greatly overstated,” though he does offer Element Residential with information about applying to obtain a plat alteration permit. The application for plat alteration may have brought the destruction of the Harries house and water tower, and the cypress trees, to the attention of the city prior to their destruction. Regardless of the discrepancies between Freed’s and the Landmark Preservation Board’s account of the process, it is clear that the board was not made aware of the issue in time to attempt recovery of the historic structures. The Reporter has requested city documentation on violations occurring at the Verde complex but had not had the request fulfilled as of press time. The violations at the Verde plat coincide with political turmoil surrounding the mayor’s potential conflict of interest involving the Wayne Golf Courses back-nine purchase.

The causes of IBS are still not fully understood. IBS symptoms are thought to be due to a disturbance in digestive movement (aka colon motility) leading to either speeding up or slowing down of digestion, either of which can lead to IBS symptoms. The key is to find what is causing the disturbance in digestion. Some possible causes of IBS include bacteria or viral infection, lifestyle and emotional factors, and food allergies and intolerances. More research is coming out about the brain–gut connection in the development of IBS symptoms. However, stress and anxiety may not be the root cause, although they have been shown to contribute to symptoms. The link between IBS and food allergies and intolerances has been known for some time. Common food allergies or intolerances known to affect digestion include dairy products (milk, whey, cheese, yogurt), wheat-based products and gluten grains (whole wheat bread, barley, and spelt, to name a few), soy, corn, nuts and eggs. Causes of IBS
There are a number of different treatment strategies for IBS. Typically, patients diagnosed with IBS are prescribed medications to reduce pain, manage bowel habits, and control anxiety and stress. While these therapies may manage the symptoms, they do not address the causes. Evidence is increasing that diet and food allergies play a critical part in triggering IBS. A recent study in the journal Clinical Nutrition showed that 30 percent of patients with IBS symptoms also had a wheat allergy. This finding addresses the potential role of wheat (and other gluten grains) as an IBS trigger.

he Kia K900 is a luxury sedan aimed at the purchasers of BMW 7-series and Mercedes Benz S-Class. However, whether it has what it takes to lure drivers away from German-made and into Korean-made cars is another matter. The K900 is a $59,500 4-door vehicle that begs to be driven around. The backseat has such ample leg- and head-room that the K900 could host a little league game. The driver’s seat has a 12- or 16-way power adjustable seat, with the ability to memorize at least 2 persons’ settings, meaning that drivers can find the ultimate comfort in seating positions with only the flick of a finger. However, it doesn’t need two memorizations because you aren’t going to want to let anyone else drive it. Unless the other driver is chauffeuring one around, then I can see it. Speaking of

BRIEFS UW Bothell honored in Olympia The University of Washington Bothell was recognized by both Gov. Jay Inslee and the State Senate on April 13 during a proclamation signing and senate resolution acknowledging the 25th anniversary of the state’s branch campuses. Legislation signed by Gov. Booth Gardner in 1989 resulted in the creation of five branch campuses to provide access to affordable public higher education in the state of Washington. UW
Bothell opened its doors in 1990, created by a group of 13 educators who were selected and told to build the university curriculum from scratch. The school recently held its first classes in an office park. In May, UW Bothell will officially celebrate its 25th anniversary. It now has nearly 5,000 students, almost 15,000 alumni and is the fastest-growing public university in the state of Washington, with 66 percent enrollment growth since 2010. UW Bothell has added 33 new degrees in the last five years alone with more launching in fall 2015. Yet, the administration remains committed to the student-faculty relationship. To keep pace with enrollment growth, the administration continues to recruit highly qualified

faculty and explore additional instructional space. UW Bothell has become a destination of choice for students of great promise from across the state of Washington. uring the 2015 Bothell City Council retreat, and again at the April 7 City Council meeting, a potential Transportation Benefit District (TBD) license fee was discussed to help partially fund street maintenance costs in Bothell. The new TBD fee could immediately create a non-voter approved $20 fee, along with a ballot measure for a TBD fee up to $100, total, once a final street preservation strategy has been agreed upon. “The transportation funding needs that the city of Bothell currently has are to replace lost and one-time revenues that are currently funding our street fund, to restore maintenance programs
such as pavement and sidewalk repair that we have foregone over previous budgets,” said Bothell Public Works Director Erin Leonhart during the council meeting. “[Other uses include] increase pavement preservation and to also have a conversation about possibly increasing sidewalk construction.” Vehicle registration fees in Washington State are based on a variety of factors, including the type of vehicle and the vehicle’s weight, along with the owner’s location of residence and the license plate type. Inglemoor girls’ basketball coach let go after 13 years, reaching state finals John Augustavo, head coach of the Inglemoor High School Girl’s Basketball team, was given notice on March 27 that the school has declined to renew his contract after 13 years at the school. The decision comes after it was found that Augustavo unknowingly had an extra player on the court during two postseason games. According to Augustavo, he hadn’t been notified about Washington Interscholastic Activities Association (WIAA) rules concerning the number of players allowed in-jersey during the post-season games at state level. “I wasn’t given the proper information prior to our regional game to be able to coach the team without getting a sanction because I wasn’t aware of what the roster sizes were supposed to be,” Augustavo said. “That information was never sent to me.” This year the Inglemoor Girls’ Basketball team
made it all the way to second place at the Class 4A State Tournament before losing in double overtime to Gonzaga Prep. “We appreciate Mr. Augustavo’s service to the Northshore School District as basketball coach at Inglemoor High School,” said Leanna Albrecht, director of communications for the Northshore School District. “Inglemoor High School will not be continuing Mr. Augustavo’s contract. This is a personnel issue and the district does not discuss individual personnel matters.” While Albrecht cannot comment on personnel issues within the Northshore School District. According to Augustavo, since he had a clean record, the only reason he was let go was the issues with the post-season infractions. “I was a little bit shocked and kind of disappointed in the whole way that the procedure went. tacted by the regional site manager after the regional game, indicating that they’d discovered the school had entered 13 players into the scorebooks and had played in the game,” said Mike Colbrese, executive director of WIAA. “Whenever possible, the penalty should be imposed upon everyone but the students, if any penalty is imposed at all. The initial request from the team players was ‘please don’t make me forfeit this game.’” WIAA did not force the Inglemoor girls team to forfeit the game, as the 13th player didn’t impact the outcome of the game. However, there are incongruities in the WIAA’s 2014-15 basketball tournament procedures between King County tournament standards and state or regional tournament standards. “What’s really interesting, is KingCo has a different rule than every other district in the state,” Colbrese said. “[King County programs are] the only ones that have a more liberal roster limit for pre-state tournament, the games before regional, than the [rest of the] state.” According to Colbrese, the organization is going to be looking into aligning the King County rules with those in all other Washington districts and for tournaments at State Level. In King County tournaments, there can be five players on the floor and 10 players on the bench all in full uniform, for a total of 15. Section D of the WIAA King County Handbook notes that,
“Each participating school will be allowed a maximum of 15 players in full uniform for each tournament game.” It later goes on to state in section G that, “Each team will be allowed to have a total of 15 individuals on their player bench. A maximum of 10 eligible players in uniform are allowed on the player bench.” However, during regionals or state tournaments, there can only be five players on the floor and seven players on the bench, for a total of 12 players. Unknown to Augustavo, one player ended up taking off her warmup gear and was considered the 13th player in uniform on the bench during the second game when infractions were committed. “The fact that their deal is - it’s about the kids - I would think that somewhere along the line, as a coach, you want to expose these kids to an opportunity like I did, to bring them down to state, just to give them the experience and fun that goes with it,” Augustavo said. “I find it hard that you’d be penalized for something like that, if it’s truly about the kids.” The penalty against the school and coach is part of the penalties on student players. “The thing here is that no one wanted to see the students get penalized,” Colbrese said. “That’s what this penalty does, it focuses on those most responsible for the violation. The girls were an unwitting part of it.” WIAA had decided on a punishment of a two-game suspension and a $500 fine for Augustavo, though according to Augustavo, the $500 fine has been waived, while Inglemoor High School let Augustavo’s contract end. Whether or not Augustavo will still have a two-game suspension next year has yet to be decided. This is just the first decision by WIAA’s board about the first of two infractions involving the same issue, though at a different game. During the game with Monroe, Inglemoor’s team had 13 players, and during the state tournament, there were also 13 players. The final decision on the second infraction will take place at their June 2015 meeting.

BRIEFS Bothell man sentenced for insurance fraud Vernon J. Robinson, 49, of Bothell, was sentenced March 27 in King Vernon J. Robinson County Superior Court to one year in prison, suspended, and 24 months of probation for attempted insurance fraud. Robinson pled guilty on March 5 to the felony charge and served one day in jail. In June 2013, Robinson made a claim to Travelers Insurance that he was struck by a car at a Safeway gas station. Robinson said the vehicle backed into him, striking his knee and hip, and he hit the car with his fist to get the driver’s attention. Travelers reviewed video from the gas station that showed the vehicle did not hit Robinson. Robinson filed a lawsuit against the driver in August
and assault in Maryland. He was arrested about 3:45 p.m. Wednesday. On Tuesday afternoon, deputies went to a Clearviewarea house where Stagg was staying, but he got away,

Fugitive arrested in Bothell A fugitive from Maryland was arrested Wednesday in Bothell after a manhunt in Clearview the day before. Jerry Stagg, 27, was wanted in a local felony harassment case, according to the Snohomish County Sheriff ’s Office. He also has warrants for his arrest for robbery

I’m happy to report a case where a fake claim was thwarted.” Travelers referred the case to Kreidler’s Special Investigations Unit (SIU), which investigates insurance fraud. Bothell mayor’s legacy: I came, I
saw and I paved it over I saw a letter in the Bothell Reporter the other day that stated that Bothell is a better place with Freed as mayor. This one positive letter was surrounded by negative letters from every side concerning the mayor. And when the letter stated that the mayor understands the private sector, it became apparent that there are two very different meanings to the term “private sector.” The mayor’s legacy for the Bothell citizens could have been that he was going to preserve this one green space habitat with a river running through it. His legacy could have been that he was going to preserve the 18-hole Wayne Golf Course in perpetuity, for all future generations of this city. His legacy could have been to preserve the wildlife, the deer, the eagles, the beavers, the salmon, etc., and even the golfers. The

Mayor Freed doesn’t represent community Bothell Mayor Joshua Freed opposed OneBothell’s repeated requests for cooperation and assistance in preserving the whole of the Wayne Golf Course open land (both front- and back-nine). Mayor Freed’s obstruction and opposition are visible on the Feb. 10 Bothell recorded City Council meeting available on YouTube. During the meeting, One Bothell (James McNeal) presented its vision for a public regional park and asked for city participation and support during a Feb. 13, 2015 meeting in Olympia with state Sen. [Rosemary] McAuliffe, Rep. [Derek] Stanford and Rep. [Luis] Moscoso. Mayor Freed would not send a Bothell city representative. Councilmembers [Tris] Samberg and [Andy] Rheaume also requested (at
minutes 45:25ff and 1:52ff and 1:58:50 and 2:02:10) that the City Council and/ or city manager send a Bothell city representative to the Olympia meeting along with OneBothell. In each case Mayor Freed argued about the request and finally adjourned the meeting without satisfying any of the requests. Councilman Rheaume volunteered to attend and did attend the Feb. 13 meeting despite the mayor’s opposition. During that meeting Mayor Freed and Councilmember [Mark] Lamb participated by telephone. Their participation was opposition and obstruction. According to the OneBothell.org Feb. 13, 2015 account, “Each (of the callers) voiced their concern that the interests of the community (as represented by OneBothell) might end up above the interests of the owners of developable land.” Several attendees characterized the mayor’s disruptive participation as a filibuster. During the next Feb. 17, 2015 City Council meeting Steve Jarvis spoke during the comment period (on YouTube Bothell city council at minute 29:30) to report that Councilmember Lamb, during this Feb. 13 meeting was “rude and aggressive.” Deputy Mayor [Del] Spivey did not allow Mr. Jarvis to finish his comments. Why would the mayor of Bothell oppose and obstruct a civic organization dedicated to creating regional parkland for Bothell and the surrounding area?

Is this all part of the “master” plan being orchestrated for the citizens of Bothell? Do we really need more pavement and houses on our very special golf course? By the way, the Toll Brothers also build golf courses, so maybe there is hope after all. What the mayor needs to do right now, for the citizens of Bothell, is to ask for a “mulligan.”

And then the mayor revealed in his March 4 letter to the Bothell City Council that he and others had acquired the rights to the back-nine area of the Wayne Golf Course for private development. Do the mayor’s actions opposing and obstructing OneBothell in February prior to his announcement of his purchase of the backnine but after his purchase of the property constitute an illegal or unethical conflict of interest? Perhaps neither, but his actions certainly are counter to the public interest.

Bothell mayor previously violated Bothell municipal code in 2014 On February 11, 2014, the Bothell City Council held a study session for AB #14-24, the appointment of the Salary Commission. The Salary Commission is convened every five years for the purpose of reviewing city councilmember compensation and making any necessary adjustments. Per section 2.92.010 of the Bothell Municipal Code, “the commission shall consist of three members, to be appointed by the mayor with the approval of the city council.” The council agreed to advertise for the positions and to review applications on March 4, 2014. At the March 4, 2014 city council meeting, Human Resources Director Jamie Marsden presented AB#1431 and stated that four applications were received for the three open positions. Mayor Joshua Freed disregarded all four applications and selected three individuals who had not applied or expressed inter-
est. Two of the individuals were currently serving on the planning commission and one of the individuals was currently serving on the parks and recreation board. This selection was in violation of BMC 2.92.020, which states that “prior to consideration for appointment, each candidate shall submit a written request to be considered, which shall be reviewed by the mayor and council members prior to appointment to the commission.” Councilmember Mark Lamb moved to approve the mayor’s recommendation and discussion ensued. Several council members raised questions as to why the mayor was selecting three citizens who did not apply through the prescribed method. Mayor Freed responded that the three were known and easily accessible. He also confirmed that none of them submitted applications, he had sought them out, and that he had private conversations with them. When the vote was taken, a majority of the council approved Mayor Freed’s selections. Only Councilmembers Samberg and Rheaume dissented. Two of the four citizens who had submitted applications, but were not selected, were a former member of the 2009 salary commission and a citizen who works in the human resources field. To disregard these qualified candidates and the process clearly defined in the BMC is just another questionable move by the mayor. Hind sight is 20/20, but if you look back on the mayor’s actions historically, you can definitely see a pattern. I can tell you that the current developments with the Wayne property come as no surprise to me. I encourage the citizens of Bothell to attend council meetings and to get involved. It is the only way to hold your elected officials accountable.
