If the pen is mightier than the sword, can’t it be true for all forms of art? Perhaps that’s why the Lummi Nation, opponents of the proposed coal terminal at Cherry Point, north of Bellingham, carried a traditional totem pole from the far reaches of the Wyoming coal fields to its final resting place in British Columbia in 2014, a journey of 6,000 miles, and made a film about it. The journey connected tribes, towns, cities and rural communities along the coal-train path to Xwe’chienXen, the name for the ancient Lummi village site and burial ground located at the proposed Cherry Point coal port. The journey concluded in B.C., where the totem was placed as a symbol of support for the Canadian First Nations’ opposition to the transport of tar sands oil by pipeline across their territories. “Their fight is against the Keystone Pipeline, we’re fighting the coal terminal,” said filmmaker and Lummi tribal member Freddy Lane. “I’m a storyteller, and the story is about protecting the earth and what we have.” See COAL, Page 2

San Juan County is the target of a potential class action lawsuit for allegedly over-billing for building and land-use fees, and for the alleged misuse of the fees that it did collect as well. Island girl takes the reins of her future, starts own enterprise By Emily Greenberg Journal Reporter

It’s mid-afternoon on a Wednesday and Emma Billington, 26, has just gotten off the ferry from Orcas Island to San Juan. She drives out of town and the Olympic Mountains stand tall as the background to sprawling farm fields. She opens the gate and travels down a winding dirt driveway where she’s greeted by three excited dogs, a few seemingly ambivalent horses, and one very grateful student. They say do what you love, but how many people actually get the opportunity to make a living doing it? This is Billington’s office—her clients’ pastures,

trails and barns. She travels to all Lopez, Orcas and San Juan Islands, not only as a horse trainer, but as a person trainer. “You can’t train a horse without training its owner,” Billington said. “You have to build a partnership between the person and their horse.” In her new business, Inherited Horsemanship LLC, which she opened in Dec. 2014, Billington works closely with the horse and its owner to help create a lifelong relationship between the two. If the horse is skittish (which they often are, she said horses are prey animals and behave accordingly) she uses her skills and techniques to calm the horse and help it adjust to new situations. Then, it’s her job to impart those skills to her student, so they can eventually adjust the horse themselves. Sometimes, it’s the people who are nervous, especially if their horse is new to them. “Our Sacred Obligation” a documentary by Lane, chronicles the 22-day-long totem pole journey and will screen for free at the San Juan Island Library, March 21, 7 p.m., as part of Ken Crawbuck’s series “Tragedy of the Commons.” In August 2014, Friends of the San Juans hosted Lummi tribal members at English Camp when they stopped on the island as part of the totem pole journey “The purpose was to stand in solidarity with the Lummi Nation and their concerns,” said Friends’ Katie Fleming. The proposed Gateway Pacific Terminal at Cherry Point, if approved, would be capable of exporting 48 tons of coal per year to Asian markets. According to Fleming, the terminal could increase shipping traffic in the Salish Sea by nearly 500 ships per year. While protecting the water, land and sea is at the forefront of Lummi opposition, the fact that the proposed site is an ancient cultural artifact, and a sacred place, is a huge factor in the fight. “You have to respect the final resting place of your ancestors,” Lane said. “We can’t think the dead are not powerful.” Lane is on his fourth edit of “Our Sacred Obligation,” which premiered for the first time in February at the Bellingham Human Rights Film Festival. When it comes to Crawbuck’s documentary series, “Tragedy of the Commons,” the medium is the message. “The series is about raising awareness,” Crawbuck said. “We’re participants in the changes going on around us,” Lummi tribal members, including Lane, Friends of the

Daniel “Danny” James Erickson, 59, a lifelong islander of Friday Harbor, Wash., passed away from a brain tumor in Bellingham, Wash. on March 9, 2015. Danny was born on June 16, 1955 in Everett, Wash. He was born to Jim and Darlene Workman Erickson. Danny was a true islander and will always be remembered for his kind soul and his wittiness (And perhaps a bit of sarcasm, too.) Navy growlers go ‘gear-up’ to reduce noise A little relief from the thunder of Navy jets may rest in the landing gear. Naval Air Station Whidbey Island is directing its Growler pilots to keep their landing gear up until they are over water as they fly routes over Lopez Island to lessen the impacts of jet noise, according to U.S. Rep. Rick Larsen. Officials of NAS Whidbey Island recently performed informal sound tests in areas on Lopez Island. One of the tests involved flying two jets overhead, one with landing gear up and one with landing gear down. Officials discovered a significant noise difference between the two jets. The gear-up planes measured about 20 decibels less than those with geardown, which,Larsen like the way in which the Richter scale measures the force of an earthquake, equates to an exponential reduction in noise by a factor of four, Larsen said. As a result the base is now directing pilots to keep their wheels up until they are over water when they are flying approaches that go over Lopez Island. “Residents in the San Juan Islands have shared their concerns with me regarding jet noise from EA-18G Growler operations at NAS Whidbey Island, including at a community meeting I attended last fall on Lopez Island,” U.S. Rep. Rick Larsen said in a March 10 press release. “I have asked the Navy to consider how Growler operations affect local communities, and I appreciate the Navy’s ongoing work to address these concerns. The Navy expects this operational change to lessen the sound of flights over sections of Lopez

Continued from page 1 state law over a three-year period and that applicants that paid those fees are entitled to a collective refund of no less than $1.2 million. Friday Harbor attorney Nicholas Power said in a press release announcing the lawsuit that state law, in general, requires fees associated development applications be set at a “reasonable” amount and that the revenue generated by such fees is to be used solely to cover the cost of processing applications, reviewing plans and conducting inspections. That law, RCW 82.02.020, is designed to prevent governmental entities from using permit fees to cover the cost of unrelated programs and expenses, Power said. “The intent of this law is clear and it is there precisely to prevent local government from using permit fees as clandestine and nonlegislative taxes, which in all fairness should be borne democratically,” he said. The lawsuit comes on the heels of a whistleblower claim, filed in early February, in which CDPD’s chief building official asserts that permit fees exceed the cost of service and the department used revenue generated by the fees to pay for programs unrelated to the building division. The building official, represented also by Power in a labor dispute, was placed on paid administrative leave Feb. 11 pending the outcome of management review of alleged employee misconduct. Power said the court must

To whom it may concern: I, Terry R. Sanders, under the threat of prison time and fines, am giving my vessel (37-foot Fairliner) to the DNR that I have been living on for the last 4.5 years due to the fact that I have been accused of owning and living aboard an abandoned derelict vessel for more than 30 days. This vessel is one that I have been restoring to live aboard. I have been, and still am, a licensed USCG 100-ton Master for more then 30 years and this has been a retirement project for me. I also have a 30-foot Tollycxraft that I will be using for charter work, which I have been told to move more than five miles from its current location. I am planning to do this after moving the 37-foot Fairliner to the Port of Friday Harbor and removing personal possessions and equipment so I can be in compliance with the state of Washington’s DNR law that I have been accused of violating. As taxpayers, we support it through a regular levy, and I for one feel I get good value. As a retired senior, I have exercise class, trails and trail walks, drop in and league sports, the dog park, and great community gettogethers, like “Music on the Lawn” in the summer. When I moved to San Juan Island in 2001, I heard complaints that there wasn’t much for young people to do here on the rock. What a change there has been. Island Rec provides after school programs, summer programs and camps, and so much more. Programs are fun, diverse, well-designed, and supervised. Thank you Island Rec. As voters, we are now being asked to renew the Island Rec levy for another six years. This levy adds a responsibility for maintaining the new community park and ball fields, which were built with private donations. Based on its record of success in the past, I ask

Why can’t Co-op be more like FH?

I have two questions for OPALCO. The first is for board member Bob Myhr. When he was on the San Juan County Council (2005-2010) and, at the same time, on the OPALCO board, why didn’t he excuse himself when the cell phone task force was making its recommendation to the county board? He clearly (in my humble opinion) was against advancing cell phone reach throughout the county. I submit that his “No” vote on wireless technology improvements was a conflict of interest given his being an OPALCO board member. Even in 2007 it was widely known cell phones would do far more than just

make telephone calls. Was Bob really concerned about undocumented health and unsightly cell tower (BTW: each OPALCO electric pole is in essence a tower) concerns or was he privy for what was to come down the road from his OPALCO board position? For the record, I am all in on OPALCO’s expanding internet access throughout the county. I just wish Bob Myhr had been more transparent. The second question has to do with OPALCO’s electricity rates. My wife and I live in the town of Friday Harbor. Our monthly water/sewer bill has a “base” rate charge. Within this base rate is an allowance of gallons of water. Using any or all of that allowance and your base rate remains the same. Exceed the allowance and you pay per gallon. Why can’t this same scenario be used by OPALCO? High-five for help at first ‘Fix-it Fair’

If you missed the “You Can Fix It Fair,” a free event sponsored by Soroptimist International of Friday Harbor on Feb. 28, you missed a great chance to learn. “Mimi Gardner Neil took over as director of Seattle Art Museum in 1994, presiding over an ambitious downtown expansion, the creation of the Olympic Sculpture Park and the resolution of a landmark legal battle over a Nazi-pillaged painting—and along the way, changing her name to Mimi Gates, after marrying Bill Gates Sr., father of the Microsoft founder, in 1996. (See letter. “Gates? No... name doesn’t ring a bell,” pg. 4). Gates’ stint at SAM has brought the most dramatic changes in the institution’s history. To open the expansion and the sculpture park last year, the museum raised some $200 million, the largest arts-capital campaign this city has seen.” She may not have actually been amused… The exhibit “Illuminated” is a collection of the work still available by William Morris. It was also offered for sale this winter by the Traver Gallery in Chicago, Illinois and traveled here after being featured at the Hawk Gallery in Columbus, Ohio. The limitations of the new building in Friday Harbor have rendered it unable to accommodate his museum show, which is part of a permanent collection. Some would consider showing retail art and calling it a museum presentation as laughable, but is not really very funny… Often, we need to look past initial impressions to find real meanings in life. e need your help. Many of you will remember the major undertaking of the Community Foundation back in 2008-09, when our island was hit so hard by the economic downturn of those couple years. At that time, we convened a multitude of organizations and individuals to determine what the most critical needs were that could be addressed by a cross-community united effort, helping to shore up those areas of greatest need during such a difficult time. Now, it’s five years down the road, and we feel it’s time to reassess community needs and determine if new courses of action should be developed for addressing them. The 2015 Community Needs Task Force will provide a forum for discussion of community needs, increase awareness of current and future projects, and facilitate collaboration among organizations. We invite nonprofits, business leaders, agencies, and the community as a whole to attend a one-hour kick-off stakeholder meeting on March 30, beginning at 11 a.m. at the San Juan Community Theatre. Following a short introductory presentation, you will be able to meet the chairs of each workgroup in the areas of social services, our environment, education (secondary through college), early childhood education (birth-grade 6), our food supply, housing, community service, emergency preparedness—and sign up to get involved. Whisperer: Continued from page 1 that she knows is good for lessons, until the person has gained the skills and is ready to handle their own horse. Wendy Crawford of San Juan has been an animal lover and rescuer for many years. Her current horse, Blaze, is a rescue horse that was abused and neglected in Colorado. Crawford has worked with other trainers so that she would be able work with the horse herself, but it wasn’t until Billington came along that it actually happened. “I was afraid of him,” Crawford said. “Not only is she a horse whisperer, she’s a human whisperer. I have more confidence now.”

Wendy hasn’t been able to ride Blaze in four years, but she plans to get back in the saddle this summer. Born and raised on San Juan, Billington has been riding horses since she was eight years old, and helping to train riders and give lessons since 16. As a young adult she worked with horses, but only part time. She always had one or two jobs in addition to teaching horsemanship. In a way, those extra jobs were a crutch, and prevented Billington from dedicating her energies to working full time with horses. Going into business for herself has worked out well so far, with several different clients that keep her busy all week, but its not without challenges. “Counting on having enough clients to make your business work is a lot of pressure,” she said. “To push yourself ,when the only person you’re answering to is you, is a challenge. I have to mentally set my goals.” Billington decided not to go to college, not because she doesn’t appreciate higher learning, but because she knew something would eventually come up that she really wanted to study. Plus, she felt that she could find people in the com-

munity to teach her, rather than attend a four year school. Thanks to her network of mentors, including island equestrian enthusiasts and professionals Sus Kellogg and Ruthie Thomas Kline, Billington was introduced to the Pacific Hoof Care Practitioners program. She’s now learning how to care for horses from the inside out, and will soon be able to impart that knowledge to her clients. Billington recently received the Education Opportunity Award from Soroptomist International of Friday Harbor. The $2000 cash award will go toward travel expenses and tools needed for the program. As a 20-something, Billington wasn’t sure where her life was going to take her. It was a recent stint in Bellingham where she was living and working, but not with horses, that she realized she couldn’t live without them. She recognized the opportunity on the island within the riding community that she wouldn’t have anywhere else. “Doing this I’ve decided to stay on the islands, because I’m helping my clients build lifelong relationships with their horses and I need to be here for ongoing support,” she said. “I realized if I didn’t just do it now, I would never be able to.” —To inquire about horsemanship training with Inherited Horsemanship, contact Billington at ejmbillington@gmail.com.

Out on the links at San Juan Golf & Country, the Friday Harbor golf team is bursting at the seams. A total of 17 players turned out for the 2015 season, giving fifth-year coach Jack Rice his largest roster to date and an unexpected opportunity to expand the program’s foundation. All things considered, Rice said it’s a pleasant change of pace from smaller turnouts of the past and the soggy spring of 2014. “It’s fun out on the golf course,” he said. “And the kids want to get outside. Pitch perfect: proven where it matters most T

he Friday Harbor softball team racked up some impressively large numbers even before the 2015 season began. A total of 27 girls turned out for the team… that’s right, 27; that’s enough just in bodies alone for Head Coach Brian Lambright and assistant coach Kirk Holt to field three separate teams. Better yet, it’s the cornerstone of a sturdy, expansive and solid foundation for the softball program and for passing the torch from one year to the next. A year ago the Wolverines had only two seniors to lead the squad. their lives,” Geniuch said. “That’s sort of like the ‘Mission Statement’ for the program.” Geniuch, a former collegiate tennis player and longtime USTA-certified instructor, can’t help but feel a few butterflies at the outset of her debut as head coach of the Friday Harbor girls tennis program. She’s had to play catchup with bureaucratic parts of the job as well, a challenge in its own right, after agreeing to take over the helm when another bowed out before the start of the season. Still, she has a “to-do” list and plans for the tennis team, like ensuring that the etiquette of the sport is adhered to and instilling a little competitive fire into the program and among the players as well. “I think there’s some room to be a little more seriousminded, to a degree,” she said. With a well-seasoned roster, which features 10 returning players out of a total turnout of 14, she’ll have experience on her side. Sophomore Yasmin Sarah returns to the team after inheriting the No. 1 singles position a year ago. Seniors Sophia Dillery and Summer Fox will likely compete in the No. 1 doubles slot, although they may have to fend off a challenge by sisters Ashton and Morgan Timmons to remain at the top of the team’s doubles players. Seniors Halle Carrier, Isabel Gabriel and Hailey Loucks bring experience and leadership to the court as well.

In high school tennis, the final result of each official match is determined by a best-of-five format, two singles matches and three doubles matches. participates to have fun. Her events are the four-by-two, the 200 sprint, javelin and long jump. Over the years she’s realized that track and field is more of an individual sport, but that the support from a team is still there. “I like when you’re coming into the finish line, even if you come in last, and everyone is cheering you on,” she said. “You feel like you’ve done well.” She’s hoping to throw the javelin to the 85-foot mark this year, and that her fourby-two relay team makes it to the state championships. They’ll be without five starters from last year’s squad, lost to graduation, including their leading pitcher and shortstop-second base combination, as well as half of the heart of the batting order. Warin will be counting on Holt and Lawson, both seniors, as well as the team’s other returning veterans, like Herko, Brandin Allen and Eli Cooper-West, to carry the load in the season’s early stages. But they’ll need some help. Of 18 players that turned out for the team, more than half are freshmen or sophomores. “We have a few young guys that are improving every day and, as a whole, the guys are working hard to improve and seem to be jelling as a team,” Warin said. Still, with Warin and longtime assistant coach Steve Schramm calling the shots, the Wolverines have re-tooled on the fly before, and exceeded expectations. Backups and first-year players stepped up to play key roles on the team that a year ago clinched another league title, compiled a 15-6 won-loss record and fell one game shy of sealing a bid to the state 1A tournament. This season, however, the Wolverines,

like all other Friday Harbor athletic teams, will compete for a playoff appearance and in post-season play against fellow 2B division schools, like La Conner (a 2B state tournament team a year ago) rather than against their previous 1A foes, like Meridian, Nooksack Valley or Vashon. The pre-season holes in the lineup and

This includes transmission and distribution mains, branch mains and failed service connections. A wetland study and report is required to use existing easements across designated wetlands. A Section 106 archaeological survey is required in all areas of ground disturbance. Both sources and all service connections will be metered. The project requires approximately 12000 linear feet (LF) of trench, 1800LF of 8” pipe, 5400LF of 6” pipe, 5800LF of 3” pipe, 8500LF of 2” pipe and 720LF of 1” pipe. 6 Fire hydrants will be added to enhance fire protection in the NLS
