Prosecutor objects to county’s plan to hire outside counsel By JESSIE STENSLAND South Whidbey Record

A squabble among Island County officials over the hiring of a consulting land-use attorney echoes of a 15-yearold controversy. Island County Prosecutor Greg Banks said he isn’t happy that the board of commissioners long planned to hire outside counsel to help the county with its comprehensive plan update, a large and vital undertaking that is supposed to be completed in the next 18 months. As the commissioners’ attorney, Banks said he should have been consulted. Had he been given the opportunity, he says he would have advised them that the matter should be handled in house. Doing so would not only avoid the expense of hiring outside counsel, but also give his staff the familiarization with the comprehensive plan that they may need sometime in the future. “By going to an outside attorney, we won’t be able to develop the expertise we need in-house,” he said. The commissioners said they weren’t trying to hide their plans from Banks and were surprised that he didn’t know about it. They said they want to work with someone with legal expertise in a very specific area of law and question whether his staff has time to dedicate to the project. Trinity hires first female pastor By KATE DANIEL South Whidbey Record Elizabeth Felt was called to the ministry at an early age, but being female, she didn’t see pastorship as a viable career option. On March 1, Felt’s dream was realized when she was installed as the first female pastor of Freeland’s Trinity Lutheran Church.
Though the church has been ordaining female ministers for 45 years, Pastor Jim Lindus explained that the opportunity to hire a female pastor had not been presented until now. “It’s a big first,” Felt said. Lindus noted that it is greatly beneficial to the church as Felt is able to connect with fellow women in a way that he cannot, in addition to
her being a talented and dedicated co-pastor. Felt has lived on Whidbey full-time since 1988 and became a member of Trinity Lutheran Church in the 1990s. In an interview Tuesday morning, Felt expressed her affinity with South Whidbey SEE PASTOR, A13

Students of Armstrong Taekwondo in Clinton ventured to Edmonds-Woodway High School to compete in Master Cho’s Tournament on Saturday, March 7, according to a recent news release. The students competed against other American Taekwondo Association schools from the American Taekwondo Association Northwest District, which includes Washington, Oregon, Idaho, Canada, Montana and Wyoming. Competition categories included forms, weapons, sparring, combat sparring, extreme martial arts forms, extreme martial arts weapons, creative forms and creative weapons. Several students from Armstrong Taekwondo received awards for their achievements. In the age 3-7 bracket (known as the Tigers), Braxtyn Litwiller-Fleming earned the Weapons and Songahm Spirit Award. In the boys age 10-11 bracket, Nicholas Armstrong claimed third place in sparring and Joshua Chia earned second place in sparring. In the women’s age 18-39 bracket, Tara Armstrong took third in forms and second in sparring. All of the K4K and Tiger competitors earned the Songahm Spirit Award Trophy, according to the release.

Fire Chief Marion Hunter and Robert McVeigh rescued 2-year-old Joseph Aaron McVeigh from a sandy, abandoned well shaft about 10 inches in diameter. Joseph’s 3-year-old brother Jeffrey came into the McVeigh home on Maxwelton and informed his mother that his brother had fallen into the dirt. Mrs. McVeigh, who had just checked on the boys moments prior, investigated and said she was unable to see her son, but heard him calling faintly. The McVeighs had just moved to Whidbey from Seattle about two months ago, and said they had no idea there was an abandoned well in their backyard. The McVeighs had no phone, but Mrs. McVeigh drove the car to the house of the fire chief, who promptly came to Joseph’s rescue.

Slide sends house into Sound Part of a bluff gave way and demolished a house on the north end of Brighton Beach near Clinton Friday evening. The house was used as a summer home by the Steve Samuelson family of Bellevue and was unoccupied at the time of the slide. The majority of the home was swept over a seven-foot high bulkhead onto the beach. Much of the lower half was buried in mud while the upper story ended up in the water of Saratoga Passage. Properties on either side of the destroyed house suffered some mud damage, but appeared to be intact. Slides have been a problem in the Old Clinton area for several years, but neighbors said they could not recall another house being so destroyed. The area consists of a string of houses situated between a high bluff and the water. In the area of the Samuelson home, only a few feet of space separates the houses from the bluff and only a few feet on the other side of the homes separates them from the beach below. Samuelson and his wife declined to comment when contacted Monday.

Island County declines six-issue settlement with WEAN By JANIS REID South Whidbey Record Whidbey Environmental Action Network renewed legal action this past Thursday after Island County commissioners passed this week on a settlement. WEAN, which has been embroiled in legal actions protesting some of the county’s environmental ordinances for years, filed an action last week asking the Growth Management Hearing Board to provide a summary judgment on the settlement items by June. The South Whidbey-based environmental advocacy group offered the county the opportunity to settle six of 14 issues with the county’s Fish and Wildlife ordinance, but commissioners said in a prepared statement they are opting instead to wait and address the issues during the Comprehensive Plan update. The county completed its last Campus Master Planning in 1995 using separate consultants for their Whidbey and Camano Island facilities. At the county seat in Coupeville a number of the recommendations of the 1995 plan were completed and built out over a multi-year period, but this is not the case for the Camano Island Campus. The county intends to utilize one consulting firm to lead a single space study for both locations, analyze and format the data, identify challenges and provide probable next steps and recommendations. This process will include analysis of existing space, quality of space, location of space relative to public access, required relationships among departments, safety and occupancy limitations, useful life and life cycle costs analyses,
parking operations and how these factors relate to the current area planning and development requirements, according to Facilities Management Director Larry Van Horn. Van Horn expects the request for qualifications will be announced soon, with a target date of April 13 for interested firms to have their materials submitted. Ethics board members hard to find in Langley Despite energy over formation, city has only two applicants By BEN WATANABE South Whidbey Record It’s been six months since Langley greenlighted the creation of an ethics board, yet the group is still without a single member. After spending much of 2013 working toward an ethics manual for the City of Langley, the founding group of volunteers recommended a board be formed. Langley’s ethics board was supposed to be like any of its other citizen boards in that it would have appointed members, but it would not meet regularly. Its main reason for convening would be to lead trainings and to resolve or review ethics violations. In that way, the ethics board would be akin to the city’s civil service commission that meets only to recommend the hiring of police officers. The city sought applicants and members by August 2014. Since then, only two people have applied, Mayor Fred McCarthy said. One
South Whidbey Children’s Center receives high marks The South Whidbey Children’s Center has received recognition for its high rating in Early Achievers, Washington State’s Quality Rating and Improvement System, according to a recent news release. The center received a score of four out of a possible five points. Kris Barker, executive director, said that Early Achievers will not release the exact numbers, but said that only a “handful” of schools in the state attained a score of four or above. According to the release, South Whidbey Children’s Center staff completed several months of preparation prior to the evaluation, including online and inperson training sessions for teachers as well as onsite consultations in quality child care and early learning practices. The review was conducted by an independent committee from the

Part of the reason may have been the unique rigor of the application. Anyone seeking to join the city’s ethics board had to submit five letters of recommendation attesting to the applicant’s ethical behavior. None of the other citizen boards have this requirement. “If they’re going to make judgments about a person’s legal behavior, ethical behav-
ior, they should be above reproach,” McCarthy said. “I thought the expectation was reasonable,” he added. “I didn’t intend to select anybody until they met that criteria.” Forming an ethics commission came on the heels of McCarthy’s predecessor, Larry Kwarsick, being charged and pleading guilty to one count of false report of a public official for falsifying a document when he was Langley’s planning director in
University of Washington. Barker noted that the distinction validates the center’s educational philosophy and beliefs supporting social, emotional and cognitive development in children, according to the release. More than 25 states have a Quality Rating Improvement System for early childcare, the release states. Washington State began implementing the system in July of 2012. South Whidbey Children’s Center also
received recognition for their quality “interactions and environment” and professionalism. The achievement affords center staff access to additional training and resources.

During the past several weeks, I’ve had some interesting and enlightening conversations with a few key people in the community, both on North and Central Whidbey. There seems to be a common thread — a belief, really — that things are getting better every day. Real estate sales are on the rise on Whidbey Island and retail businesses in our community are reporting sales that range from respectable to strong. This past weekend’s Musselfest in downtown Coupeville kicked off the tourist season on Central Whidbey with a big bang. It’s estimated that at least 6,000 people flooded into the town of about 1,850. For the first time, town police had to direct traffic. And last month on South Whidbey, organizers of Langley’s Mystery Weekend reported the Feb. 21 event saw a bump in attendance over 2014 with about 1,250 tickets sold this year. Even with all of the encouraging signs, it seems to all boil down to a feeling, and things are feeling pretty good right now. People are feeling good. People are expressing optimism. The economic woes that we’ve been enduring for years now seem to be burning away like the hazy morning mist wafting over this island’s vistas. Recent conversations about the disappearing clouds have been predicated with a certain cautiousness. There’ve been glimmers of hope before that seemed to evaporate. Nobody wants to jinx it. During the deepest pit of the recession, there seemed to be a negative, divisive element that picked away at local morale by capitalizing on the feeling of exhaustion over the economic slump. Finger pointing and name calling became acceptable in online forums. No proposed solutions offered, just attacks and blame. I’d like to believe that people have grown tired of that mudslinging and the wallowing in absurd negativity. An important part of turning around an economy lies in our attitudes and beliefs. The we-can-do-it attitude is taking root, and there is a growing feeling that great times are imminent. I feel it too. It’s like electricity in the air, and it’s exciting. Brighter times are ahead, and it’s up to each of us to build on the growing optimism to keep our community headed in the right direction.

be gleaned from Dana Point Editor, Langley isn’t the first city to build a funicular to connect a bluff to a beach. In 2009, Dana Point, Calif. built such a funicular as part of a deal with a developer. The result may be a warning for those who think a funicular is the best possible investment of hard-to-come-by capital improvement funds intended to boost economic development. The initial annual maintenance cost was budgeted to be $70,000 per year, which included putting $12,400 per year into a reserve fund for the express purpose of replacing the cab and mechanical equipment in 20 years. City officials and the manufacturer of the equipment projected that replacement cost would be $300,000. Their calculation proved to be a gross underestimation. The funicular car did not stand up to the rigors of its seaside location, suffering frequent breakdowns and other problems. In 2014, after only five years, the car had deteriorated so severely that the city had to purchase a new sturdier car for $750,000, 15 years earlier than they had planned. They hope the new sturdier car will hold up for 10 years. There is no indication that the funicular company was at fault or anything other than a solid company with a good reputation. It was just wrong. Dana Point paid a big price for their error.
You never know about these things, so small communities such as ours, onethirtieth the size of Dana Point and without deep pockets, should probably avoid taking the risk. SHARON EMERSON Langley
Newspaper, Langley mayor are coordinating for funicular Editor, On Tuesday, March 3, Langley Mayor Fred McCarthy sent an email to everyone signed up on his email list. It was a reaction to the Feb. 28 letter to the editor written by Sharon Emerson. The following day, The Record contained four pro-funicular letters. It is so incredibly coincidental that I believe the mayor’s email and the four published letters were coordinated to promote the funicular. For those who did not receive the mayor’s email, he said he wanted to show why Ms. Emerson’s letter to the editor was untrue.

His presentation did not succeed. Most of his comments were merely opinion. Many would disagree with him that city leaders listen carefully to all inputs including those they find contrary; that city leaders are open to all possibilities regarding improved access to Wharf Street; that city leaders would be willing to return the grant money; and that the mayor will not saddle Langley with a “ruinously expensive albatross.” The mayor wrote, “Some people in Langley would prefer that we coast rather than to dream and grow and strive to improve the city.” He cited a wise person who said, “It’s OK to coast — just be aware that when you are coasting there is only one direction that you are going.” A funicular has long been the mayor’s dream, or, in his own words, his “pet project.” A simpler, lowerimpact approach is apparently considered “coasting.” He is not being open-minded. It is an attack on those who think differently. The mayor said that he believes the majority will support the city’s choice.
Since the city has never shown interest in obtaining the opinions of most Langley business owners and residents, it is evident that the majority opinion will remain unknown and the mayor’s claim of having general agreement will be unsupported. Many do not read the local paper and are unaware of city hall events. Their voices will not be heard because the city will not reach out to them. There may be an upcoming public meeting but the mayor is as opinionated and closed-minded as ever. PATRICK RYAN Langley

Obituaries Michael Adrian Poteat
Michael Adrian Poteat began the next phase of his spiritual journey March 5, 2015, surrounded by his family, accompanied by the sound of his daughter’s clarinet. Michael was born Aug. 2, 1954, the eldest son of Mack and Victoria Poteat, in Redlands, Calif. He spent his early years in California, graduating from Palmdale High School in 1972. He attended Antelope Valley Community College in Lancaster, Calif. While serving as a youth leader at St. Mary’s Catholic Church, he met his one, true love, Jaime Jermstad. They were married June 19, 1982. Michael served with honor in the U.S. Coast Guard, retiring after eight years of service. He was stationed in Honolulu; Federal Way, Wash., and Alameda, Calif. He then worked for 25 years at the United States Postal Service in Redmond. Michael’s pride and joy was his family. His first born was his daughter, Brandy. She was followed by sisters Angelique and Katherine and brother, Garrett. Michael was a loving father and provided love and support for his family. Nothing pleased him more than listening to his children make music on whatever instruments they chose. He loved traveling with his family, camping and exploring new areas. Every year they planned a wonderful vacation and built lasting memories. They settled on Whidbey Island in 1998 and built the home they shared until his passing. He was constantly improving the property, building a studio for his children, as well as a cottage, intended for his eldest daughter to live in. He loved to serenade his neighbors with eclectic music, mostly classic Pink Floyd, Led Zeppelin or Frank Zappa and the Mothers of Invention. He enjoyed gardening and planted many lovely gardens alongside his wife. Michael had a quick wit and a wonderful sense of humor, as his family, friends and coworkers can attest. Michael was a man of faith, and he lived that faith in his daily life. He was a lifelong member of the Catholic Church and was an active member of St. Hubert’s

Winnie Hunziker Shelton
Winnie Opal Hunziker Shelton passed away March 3, 2015, in Coupeville with her family by her side. The youngest of six children, Winnie was born in Langley, Wash., Oct. 29, 1919, to parents Alice Howard and Walter Hunziker Sr. Winnie’s mother, Alice, died when Winnie was 5 years old. She was raised by her older sisters and brother, as well as her father and stepmother, Florence. She had a happy childhood, much of it spent with her “Cousin Jean” Howard Holt, who remained a lifelong friend. Winnie attended school in Langley, skipping the third grade and graduating saluta-

torian at age 16. After graduation, she worked at Puget Sound Power & Light for six years. She attended business school in Seattle before taking a job with Island County Social Services in Coupeville. She met her husband, John, while he was stationed for temporary duty at NAS Whidbey. Winnie and John were married June 6, 1943, and purchased their home on Kennedy’s Lagoon where they lived for the remainder of their lives. Winnie loved her daily swims. She hosted many picnics. Winnie was known for her clam chowder and fried oysters. She was a huge fan of her children, grandchildren, nieces, nephews, cousins, the Mariners and especially the SEAHAWKS. All were a great source of pleasure in her life. She loved teddy bears; her first bear was a genuine “Growler,” a gift from her brother after her mother died. Her extensive collection included many “Winnie the Pooh” favorites. Winnie was active as a

She loved children, nurturing four foster children and teaching Sunday School at the Methodist Church for more than 20 years. SWHS spring sports participation numbers steady from past season

By BEN WATANABE South Whidbey Record Perhaps driven by the promise of unusually warm winter temperatures and early sunshine, South Whidbey High School students continued to turn out for spring sports. In fact, of the 470 Falcon students, 214 are signed up for track and field, golf, baseball, softball, tennis and soccer. As it has for years, track and field dominated participation with a no-cut policy and 81 athletes. That’s a slight increase from 2014. Boys soccer, which makes cuts and only keeps varsity and junior varsity teams, had the second-most athletes registered at 33. Given the program’s run of success in past years, the number came as no surprise. The Falcons reached the quarterfinal round of the 1A state tournament in 2014 and have been perennial playoff contenders. Girls tennis logged 32 student-athletes. A little less than past years, but still more than enough to fill out a varsity and a junior varsity squad with reserves. Softball had 17 register for head coach Tim Collins’

the top positions may make for an interesting season as players improve and find their swings. Girls golf came in with the lowest numbers, but on par with previous seasons at 10, enough for a full varsity with junior varsity golfers.
The South Whidbey Junior Falcons boys basketball team split their final regular-season games in a doubleheader Saturday. South Whidbey’s seventh and eighth-grade squad secured the top seed in the upcoming weekend Skagit Tulip Tournament by winning the nightcap against Burlington. In the opening game against Arlington, South Whidbey rallied from a 10-point deficit to force overtime. The game-tying shot was set up by a hook shot from Blaine Leroy, a layup by Kole Nelson and Kody Newman’s drive to the hoop and pass to Dexter Jokinen in the corner for a three-pointer at the buzzer. Arlington pulled ahead in the extra time to win 31-28.
South Whidbey head coach Erik Jokinen praised the team’s accomplishments in an email, highlighting a standout player. “MVP (most valuable player) for the day goes to Levi Buck who not (only) pulled down more rebounds than anyone else on the team, but also found himself finding many great assists leading to much of the scoring for the day,” Jokinen said. The Junior Falcons took down Burlington 32-25 in the nightcap of the two-game day. Playing with only a sixplayer rotation, South Whidbey’s Junior Falcons stepped up. Wyatt Demers led in assists against Burlington and made five field goals.

inexperienced and have to be “generalists” by the nature of their work. The commissioners said they want “a specialist.” Plus, she said, Banks consistently told the commissioners that his staff is “maxed out” and he can’t provide them with “strategic legal advice.” “This isn’t about the prosecutor’s ego,” she said. “This is about getting the best product for the citizens.” Banks concedes he may be sensitive about the issue because of the history behind it. A former board of commissioners hired land-use attorney Keith Dearborn to help the county write its comprehensive plan under the Growth Management Act during the 1990s. In the year 2000, Superior Court judges forced the commissioners to stop using Dearborn as a land-use attorney when costs reached well beyond $700,000; the commissioners later hired him back as a planning consultant and paid him even more. Banks said the products from the huge expense were “mixed as best,” with his office being left to “clean up the mess” when portions of the plan were appealed by Whidbey Environmental Action Network and others. Litigation continues to this day, he said. WEAN spokesman Steve Erickson estimates about 70 percent of the challenges to the county’s comprehensive plan were successful. In the recent process, Banks said he hoped there would have been more communication from the commissioners. The issue wasn’t on the agenda, but commissioners discussed their plans to contract with the outside attorney during a meeting last week. Commissioners said they planned to talk about the scope of work for the attorney at a meeting on Tuesday, even though the issue again isn’t on the agenda, according to Budget Director Elaine Marlow. Banks said the commissioners couldn’t squeeze him onto the agenda until next week. “I hope to have a discussion with the entire board as soon as possible at a public meeting,” he said. “The public and the elected officials should know what’s going on.” Banks said he couldn’t find anything in the budget about an outside attorney for the comprehensive plan update. He said the commissioners also haven’t asked for bids from outside attorneys; county code requires competitive bids for service contracts of over $25,000, but that commissioners can waive that in a public session. In an email to Banks, Commissioner Helen Price Johnson said she was disappointed that he cancelled two consecutive meetings with her to discuss the issue. She wrote that the planning director has discussed the plans for an outside attorney with Banks. “Upon receiving your memo on Friday I again asked for some of your time today, but you have refused to speak with me either in person or on the phone,” she wrote. “I understand that you feel I should have reached out to you personally at an earlier date. I can’t change the past but do hope we can step forward in a professional way to address our mutual goals.” “It is not in the best interest of the county for this to be confrontational,” she added. Price Johnson explained that the 2014 budget included $75,000 in the planning department for “technical legal assistance” related to the update. The amount was rolled into a $1-million earmark in this year’s budget for the comprehensive plan update. Marlow said commissioners won’t know how much the legal counsel will cost until they figure out the scope of work. Ultimately, the commissioners and Banks disagree about whether his office can provide the necessary legal help in a timely manner. Price Johnson argues that the prosecutor’s office “does not have such expertise in house.” Banks counters that he has two attorneys with expertise in land use, but he asks for another paralegal to ease workflow and give the attorneys the time to dedicate to the update. Banks is scheduled to address the commissioners March 18.

Oakes also issued a warning to the general public, saying the slide area should be considered extremely dangerous and avoided. “People should just stay away from this thing,” he said. “It’s not stable, it’s not safe.” The cabins are located on Campers Row Walk, a walk-in shoreline community between Hastings and South Brighton Beach roads. Friday’s slide was the third major event in a 100-yard area in the past three months. Collectively, they have either destroyed or severely damaged four shoreline houses. All were largely summer retreats, but Sladky has called her cabin home for the past 25 years and she’s been fighting to keep it since the slide in February. Armed with shovels and rubber boots, Sladky, family members and friends were out clearing mud and debris Friday afternoon just hours before the big slide later that night. They were working in and around the slide path, she said. “We were just a few hours from death,” said Sladky, of the close call. A large portion of the bluff came down around 10 p.m., destroying her neighbor’s house, a two-story blue cabin owned by the Rogers family, she said. Roaring mud wiped out the first floor and the roof was shish-kebabed by a large tree. Senior Center building friendships, bucking isolation By BEN WATANABE South Whidbey Record Senior Ser vices of Island County is on an 18-year-old mission to fight senior isolation and loneliness. The Time Together Adult Day Services at South Whidbey Center hosts a dozen participants five days a week. They play games, exercise, stretch, sing, dance, bake, knit and go on trips — all activities designed to keep them healthy and active in “meaningful engagement.” “They’re no longer going to clubs: the Elks, the Eagles, whatever,” said Hestia Laitala, the program’s director. “This becomes their social group.” Laitala said getting older and finding oneself dependent on another person for care can quickly lead to isolation, or exhaustion for the caregiver whether that is a professional or a relative. She gave the extreme case of caring for someone diagnosed with dementia, asking the same questions every five minutes to illustrate the burden caregivers sometimes face. (For more on finding services for caregivers of people suffering dementia, see sidebar.) Time Together offers people needing service a place to visit with others and get out of their home, and time for the caregivers to themselves. It costs $75 and typically lasts four hours from 10 a.m. to 2 p.m., including all activities and lunch. “Having a four-hour window when you’re not ‘on’ is unbelievably wonderful,” Laitala said. According to U.S. Census data, 21.5 percent of Island County’s population is 65 years and older. The Bayview center keeps a list of professional caregivers and people willing to lend a hand to a senior citizen. It has 95 names. “With the senior population

Being part of Time Together has been helpful for Marie Miller. During some exercise and stretching Thursday, Miller hummed along to the crooning of Frank Sinatra coming from the radio. She’s been part of Time Together three days a week for two years but said she was, at first, not much of a group person. Now, she’s a fixture in the Monday group, where her fascination with music and dance is well known. “I’d like to see more of it,” Miller said. “I was born singing … I love
dancing. It always reminds me what age I am. I think I’m 55 years old and actually I’m 80.” Another participant, BJ Carter, has also been part of the program for two years. As a five-day member, she said the people in her groups make it worthwhile. “It’s good,” she said. “It’s positive. The people of course are the ones that make it.” “I haven’t met a bad person here,” she added.

Dementia caregivers have options By MICHELLE BEAHM Whidbey News Group Caring for a loved one with dementia is a 24-hour job that is not easy. Between safety proofing a home against hazards like stairs and helping the person with dementia take care of

even the simplest of tasks, it’s a huge job to take on. But according to the Alzheimer’s Association, about 70 percent of people with Alzheimer’s or other dementia-related illnesses are cared for at home. “Some people keep their loved ones home with them throughout the journey of dementia,” said Hestia Laitala, director of Time Together Adult Day Services in Bayview. She said that there are many different options caregivers have, such as professional visits to them at home, adult day programs or, if they choose, long-term care in a facility. Time Together is one of those adult day programs, a social program in which
about half the people have dementia or Alzheimer’s. “It’s a four-hour, structured program in which people get to be with their peers,” Laitala said. “They get to have social interaction outside of their home, outside of the very small world that gets created when you are being cared for with one caregiver.” Adult day programs offer caregivers not only support, but also a brief respite during which they can have a break and take care of themselves. “Reach out to the community for support,” Laitala said. “Don’t try to do it alone. Recognize how important it is that you are taking care of yourself as a caregiver because it’s draining, it’s challenging, and a lot of people

are trying to do it alone. “Don’t think that you have to do this alone, and know that there are resources.” Karen Cowgill, marketing director at HomePlace in Oak Harbor, a long-term care facility that caters to people with Alzheimer’s and dementiarelated illnesses, said that one of the challenges with taking care of loved ones in these situations is that the caregiver doesn’t always take care of themselves. “It is a 24-hour, seven-daysa-week responsibility, and it can become very overwhelming,” Cowgill said. Because so much care and attention is given to their “person,” said Cowgill, caregivers often don’t eat very well and don’t get enough

Sarungano raises funds for Zimbabwean children By KATE DANIEL South Whidbey Record In Shona, one of 16 official Zimbabwean languages, the word Sarungano means storyteller. The women of Sarungano are known throughout South Whidbey for sharing the story of traditional Zimbabwean music through their rich rhythms and joyous melodies, most of which are performed on mbiras. In April, the foursome will be acting as “ambassadors of the community” by taking the music back to its heartland. Musicians Dana Moffett, Leslie Breeden, Donita Crosby and Dyanne Harshman are working to raise funds in order to provide traditional instruments like mbiras to Zimbabwean children, most of whom do not have access to them despite their historical origins and cultural significance. Mbiras are African musical instruments known to some as “thumb pianos.” They consist of a wooden board with attached metal tines, staggered to produce different notes. The mbira is placed within a wooden resonator which amplifies the sound. It is most popular in the Democratic Republic of Congo and amongst the Shona of Zimbabwe and is often played at sacred ceremonies while a similar instrument, the nyunga nyunga, is more often used for performance. All of Sarungano’s songs are in Shona, which the women sing with ease. Instruments like the mbira were banned in many Zimbabwean schools in tandem with the onset of European colonization. Authorities deemed traditional music to be reflective of non-Christian spiritual beliefs. During the 1950s and 1960s, musicians and activists began making attempts to get traditional music back into the schools. This work is continuing today through organizations like MBIRA and groups like Sarungano. Most schools in modern Zimbabwe are unable to afford to purchase instruments and many do not provide a music program.

The group plays at the cafe once a month and will be playing at Whidbey island Center for the Arts on March 28. The members of Sarungano, along with a number of friends and community members on Whidbey and in Africa, are determined to bring the mbira and similarly quintessential Zimbabwean instruments back into children’s lives. It is a natural progression for the group of musicians, who are also avid teachers and students of African music. Moffett has been teaching mbira, marimba and nyunga nyunga on Whidbey since 2003, when she opened her school and studio by the name of Rubatano paChitsuwa, which means “united on the island.” At Rubatano, Moffett hosts numerous Zimbabwean visitors, friends and fellow instructors. She, along with her bandmates, have established strong relationships with friends and fellow mbira, marimba and nyunga nyunga players overseas who are supportive of their work. “They’ve been given the
message to spread the music over the world,” Moffett said of Zimbabwean traditional musicians. Students of Rubatano paChitsuwa will be joining Sarungano during their third fundraiser Marimba Cafe at 6:30 p.m. Saturday, March 28, at Whidbey Island Center for the Arts in Langley. Proceeds from the event will go towards the purchase of mbiras which the women will deliver to children on their upcoming trip to Zimbabwe on April 17. They plan to purchase the instruments from local craftsmen once they have arrived. The suggested donation for admission to Marimba Cafe is between $5-10, though larger donations are welcome. Moffett emphasized that it is not only Sarungano, but the students of Rubatano paChitsuwa and numerous fellow music lovers, friends and community members who are assisting in this project. This will be the first time visiting Zimbabwe for

of its people, according to Moffett and Crosby. The country was in turmoil in 2008, with violent political unrest and an outbreak of cholera. “There was heartbreak
everywhere,” Moffett recalled. She noted that despite the immense hardships faced by the majority of the populace, people managed to find joy. She said that it is one of the defining characteristics of Zimbabwean culture, one which carries into its music. Harshman explained that several of the cheery-sounding songs contain lyrics addressing deeply somber subjects such as the death of a loved one. “That’s a cultural riddle,” she said. The music, too, is a bit of a riddle for musicians trained in Western musical styles, according to Harshman. It’s a challenge she relishes, as she said it forces her to think differently as an artist. “There’s the feeling in the music of a feather being lifted and never quite falling,” Harshman said. “It’s not music you do alone,” she added. “It’s not complete if you’re doing it alone.”

and noted that she is well aware of the impact of Trinity Lutheran Church within the community. The church has established a reputation as a warm and inclusive sanctuary, said Felt, and that this was one of the main reasons she elected to vie for the position of pastor. The church also has a hand in a number of non-profits and contributes several thousand dollars to college scholarships annually. All members of the community are welcome, Lindus and Felt said. “My goal is to continue this vibrant mission of welcoming everybody,” said Felt. Felt will be serving as a second full-time pastor alongside Lindus. Duties will be split 50/50, Lindus said, though they have yet to determine the specific delegation of tasks. Eric Ottum had previously been working part-time after retiring, but recently decided to step down for good. Pastor Dennis Hanson will continue to work part-time. Hanson said he has known Felt for 15 years, and has always found her to be a “gem to be around.” “She has a full pastoral heart,” he said. Lindus said he had known Felt for as long as she had been a parishioner and added that she had always been heavily involved with the church in various capacities, though her previous career was a professional musician and music teacher. “It was just a question of where God would lead her,” he said, emphasizing that Trinity Lutheran leaders believe that everyone plays an important role, from teachers and musicians to spiritual leaders. When Felt decided to embark on her journey towards pastorship, Trinity Lutheran supported her as she made her way through seminary school. She graduated from the Seattle University School of Theology and Ministry in 2010, was ordained at Trinity Lutheran Church in 2011 and served as a Mission Developer in Port Ludlow before taking a position at First Lutheran Church in Richmond Beach. Bishop Kirby Unti officially installed Felt in her new position. Lindus, Felt and Hanson each said that she received a warm welcome from the congregation, which consists of about 1,500 parishioners. Lindus described Felt’s preaching style as relaxed and Biblical. “She’s got an ability to connect with people off the street,” said Lindus. Hanson recalled the air of “overwhelming excitement” on Felt’s first day as co-pastor. “I share that enthusiasm,” he said.
A successful fundraiser late last year will allow the Whidbey Veterans Resource Center to expand and offer more programs. As the result of a showing of the documentary entitled “Soldiers’ Sanctuary” in November and a generous matching offer from South Whidbey businessman Lucas Jushinski, the center raised more than $21,000 by the end of the year. Jushinski, a veteran himself and
owner of Island Alternative Medicine in Freeland, offered to match up to $10,000 in donations. “We are gaining momentum,” said Greg Stone, president of the center’s board of directors. The influx in cash marks a change in the center’s direction, and organizers plan to use the money to introduce more manpower and additional service capabilities. “We are going to enable ourselves to
really provide the services we want to,” said Stone. “We want to help ourselves be more professional.” The center will use this “seed money” to train existing volunteers and board members to run like a “real nonprofit,” Stone said, and leverage that manpower into additional grants and funding sources.

Mystery marsh birds herald arrival of springtime

Earlier this month the South Whidbey Birding in Neighborhoods group (BINS) spent some time at the marsh off Ewing Road in the Maxwelton Valley. I’d forgotten how delightful March in a marsh could be. It was a brilliant, dry day and as soon as we stepped from the car, the spring sounds descended on us. Marsh wrens belted out their buzzy “chug-chug-chug” song, red-winged blackbirds greeted us with a grating “konkka-ree,” even a female mallard duck quacked a welcome. And the surest sign of spring: the electric wire above our head was lined with migrating swallows. A mixed flock of about 20 tree swallows and two violet-green swallows rested and preened on the line, then took off as a unit and swooped over the ponds. Ring-necked ducks, pied-billed grebes, buffleheads, northern pintails and gadwalls paddled around in bright breeding plumage, many already paired up for the season. Two great blue herons hunkered down, as still as statues. We hoped to hear the early spring call of an American bittern, a deep-throated “pump-erlunk.” This is the first of three mystery birds of the marsh that I’ll discuss in this column. I call them mystery birds because they are usually well hidden in the deep marsh grasses, cryptically-plumed and unless you know their calls, you’ll likely miss them completely, particularly with all the other bird activity to entertain you. The American bittern is the largest of the three. During most of the year these reclusive birds blend into the marsh reeds with their vertically striped brown and cream feathers. But come spring, they strut, fluff out their feathers and call loudly to each other and earn the nickname “thunder pumper” for their eerie calls mainly at dawn and dusk. One day last spring while birding this same area, the group

crossed that we’ll have another spring with lots of bittern activity. The second secretive freshwa-
ter marsh species is the Virginia rail. The bird’s rusty gray feathers blend in with the surroundings, so watch for a reddish bill and legs and upturned tail, if you are lucky enough to spot one. These birds rarely fly, but are able to walk through densely packed reeds because of their laterally compressed body and flexible vertebrae. Listen for the rail’s “kid-ick, kid-ick, kid-ick” or “tic, tic, tic” calls. The third and most difficult to find of these reclusive marsh birds is a sora. Although this species is the most abundant rail across North American, they are uncommon on Whidbey. Watch for a warm grey/brown bird with stubby yellow bill and black mask. Their loud descending whinny call is distinctive. All three of these species can be found in other large marshes on South Whidbey, including Deer Lagoon. I’ve also seen rails and soras in fairly small marshes, such as the marsh at the base of Holmes Harbor, just east of Nichols Brothers Boat Builders. Several years ago when my husband was recovering from knee surgery, his birding was restricted to the car. We stopped at that marsh and sat quietly in the car with our binoculars searching the reeds. We heard the rails calling and at one point
one of them scooted briefly out of the marsh and ran along the shoulder of the road not five feet in front of the car. Both rails and soras will respond to played recordings of their calls. They will approach the sound trying to find the “new bird in the marsh.” This practice of playing birdcalls should be limited to occasional scientific study and bird monitoring. Since these birds rarely fly and must walk toward the recorded sound, sometimes across a large area, it stresses them. Using the recordings during breeding season can be especially harmful if it draws the parents away from the nest and leaves their eggs or young unprotected and vulnerable to predation. I encourage birders to use their recording devices to help learn the bird vocalizations. But tuck the recordings away and don’t broadcast the sound when in the field. Especially during spring nesting, we don’t want to disturb our three mystery marsh species, or any of the many Whidbey birds of the marshes, forests and fields.
