One of the best ways to get to Seattle is by foot ferry from Port Orchard to the Bremerton Ferry Terminal, or by crossing the Tacoma Narrows Bridge.

History of towns and communities
Port Orchard
T
he name of the city of Port Orchard reflects the influence of the explorers and the area’s history. In 1792, English explorer Capt. George Vancouver, in command of the H.M.S. Discovery, sailed into Puget Sound to chart the area. He named the strait separating Bainbridge Island from the Kitsap peninsula Port Orchard Strait after his clerk , Harry Masterman Orchard, who is credited for discovering the body of water. In 1885, inventor Sidney M. Stevens came west from Dekalb, Ill., to visit family in the Long Lake area. He purchased a homestead of 88 acres for $900 on Oct. 10, 1885, with the intention to start a town. Stevens instead returned to Illinois. The following year his son, Frederick Stevens, came west and platted the town, naming it after his father. Sidney was incorporated on Sept. 15, 1890, becoming the first town in Kitsap County to be both platted and incorporated. Early industry was primarily lumber and the loggers that frequented the nine saloons in town. Shortly after Sidney was platted, the
Navy Department was looking for a site for a second naval installation on the Pacific Coast. Sidney residents took an active role in influencing the commission of the Port Orchard Navy Yard (now Puget Sound Naval Shipyard). A.H. Sroufe was a prime mover locally. He and Thomas Cline established the first newspaper in the county in 1886, calling it “The Kitsap County Pioneer.” Sroufe devoted weeks to touring with the Navy Commission and his persistence paid off when the Navy located the base in Orchard Bay over such communities as Seattle, Tacoma, Port Townsend, Bellingham and others. Local industrial plants that came during early development of Sidney included two steam sawmills (one at the foot of SEE PORT ORCHARD, 14

Grant and one on Bay Street), two shingle mills (one powered by steam and one by water on Black Jack Creek), and a pottery and terra cotta plant (located at the foot of Pottery Hill). As times changed, all of these businesses faded away and disappeared. Many had manufactured supplies for building the shipyard and then supplied the yard with its labor force. The county seat was originally in Port Madison. Voters decided to make Sidney the county seat in the general election in 1892. In December 1892 the residents of Sidney petitioned the state legislature and the Post Office Department to rename the city to Port Orchard. The legislature refused, as Charleston had also requested that name. The Post Office, however, went through with the name change, and as a result the Port Orchard post office ended up in Sidney, and the Charleston post office ended up in Port Orchard. It stayed this way for 10 years until a local politician, Will Thompson, editor
of the “Sidney Independent,” went to the State Legislature and convinced them to correct this confusing situation, so that the Charleston post office was in Charleston, and at the same time Sidney was renamed Port Orchard. Transportation around the area was dependent upon the water. Small communities started to spring up along the sound: Retsil, Annapolis, Manette, Southworth, Manchester, Olalla, etc. Row boats were the original form of transportation until in 1888 when a steamer service was started on Puget Sound. So many small boats dotted the waters that they supposedly looked like a swarm of mosquitoes. Thus the name the Mosquito Fleet was coined. The foot ferry service is still used today to connect Port Orchard and Annapolis to Bremerton. Sidney faced serious challenges from the beginning. In 1890, the town had no streets, and was divided in three sections by Pottery Creek and Black Jack Creek. The main thoroughfare, Bay Street, was inundated by salt water every time the tide came in. With no money for improvements, a license was placed on saloons, a poll tax was imposed, and small charges were made for other privileges in the town, to aid in accomplishing much needed street work.
The first streets to reap attention were Sidney and Cline. The dirt from these two streets made a fill 16 feet wide along the waterfront to Harrison Street. A wagon road was graded from Harrison to Rockwell. A small trolley railroad was constructed from Rockwell Avenue over a salt marsh to the east side of Black Jack Creek. Then Rockwell (locally known as Sand Cut Hill) was graded and filled in the salt marsh. The “sand cut” deposited hundreds of tons of sand across Bay Street every time there was a heavy rainfall. This condition existed until Rockwell was finally blacktopped and gutters installed. The Navy officially dedicated the Port Orchard Navy Yard, Sidney had its first big fire in 1892. The town lost the original Sidney Hotel and a couple of residences on Prospect Street. In 1894, all buildings on both sides of Bay between Sidney and Frederick were burned down. The citizens of Port Orchard donated two pieces of property to help the community grow. The first was the land for the county seat. They also built a courthouse and deeded it to the county. That was an undertaking in a time when cash was scarce. The second was purchased land for Retsil Veteran’s Home.

The Washington State Legislature appropriated money for a veteran’s home in 1908. The city presented the land to the state, and this gesture played an important part in the decision to locate the home here. Port Orchard’s first water system was on Black Jack Creek in 1911. During the 1920s, this was converted to artesian for more and better water. Electric lights arrived in 1912. The rate maximum was $1 a month for each 16 candle power light. By 1915 Port Orchard had 266 telephones.

Burley The uninccorporated community is located just north of the boundary with Pierce County and about half way between Gig Harbor to the south and Port Orchard to the north. It is located at the head of the Burley Lagoon in Henderson Bay. Burley is a residential area. Burley was established in 1898 as a cooperative socialist colony by a group called the Cooperative Brotherhood — an offshoot of the Brotherhood of the Cooperative Commonwealth that had established Equality Colony elsewhere in the state in the previous year. Both communities were part of an attempt to plant socialist colonies in Washington in order to convert first the state and then the entire nation, to socialism. Burley was originally named Brotherhood. Circle City was an area of the colony with buildings laid out on the periphery of a circle. In its earliest years the community achieved a maximum population of approximately 150 people; but like some other planned towns of the era such as Equality Colony, its population endured a long decline through the ensuing years. The local economy was dominated by the lumber industry; other businesses never flourished, though a cigar-manufacturing effort did achieve some short term success. Manchester Manchester was established in the 1860s and was originally known as Brooklyn, after the borough in New York City. The name was changed to Manchester in 1892 in honor of the city of Manchester, England. Manchester was accessible by land via Shelton/Allyn/Belfair, however, the main population center, Seattle, had only boat access. After a permanent dock was built in 1908, regular steamboat service connected Manchester to nearby communities like Colby, Southworth, Harper and Seattle. From 1925 to 1936, a ferry route across Puget Sound connected Manchester with Alki Point in West Seattle. When the Alki Point dock washed away in 1936, the Seattle terminus was shifted to Colman Dock on the Seattle central waterfront. Ferry service was discontinued in 1949 and has never resumed. In 1940, the U.S. Navy built a pier nearby for refueling ships. The fuel pier saw heavy use during World War II, and still operates SEE HISTORY, 17

today. In 1953, the library in Manchester was slated for destruction. The town pulled together and a new library was constructed in 1954. This spirit dominates Manchester today. Today, the charming waterfront village with spectacular views of Puget Sound, a public boat dock, bike routes, shopping, restaurant and pub. It is a fabulous stop for bikers, boaters and road trippers looking for good food with a fun, scenic atmosphere. The unincorporated village is defined by its own boundary and is within the boundaries of the Port of Manchester, Manchester Elementary School and the Manchester Water District. At the heart of Manchester is the Manchester Library and Community Center. THINGS TO KNOW • Manchester Library: 8067 East Main St. The library is a block from the waterfront boat launch and Pomeroy Park. The meeting room is used as the Community Center and hosts most of the public and private meetings for various groups and organizations of the village. The library building, owned and maintained by the Friends of the Manchester Library, is situated on property owned by the Port of Manchester. The library is operated by the Kitsap Regional Library organization. The Friends of the Manchester Library (FOML) own and operate the Manchester Library building, partnering with Kitsap Regional Library (who provide the staff, systems and books), and the Port of Manchester. FOML funds the maintenance of the building, makes capital improvements and pays the utilities and insurance. FOML is funded solely by fund-raising and donations. • Manchester State Park: Six miles east of Port Orchard, is a 111-acre camping park with 3,400 feet of saltwater shoreline on Rich Passage. The park is covered in woods of fir and maple and has views of Bainbridge Island and Seattle from the beach. This picnicking and camping area features a former torpedo warehouse, now used as a picnic shelter. Trails, horseshoes, volleyball, swimming and overnight campsites are also available. • Manchester Veterans Memorial: Located on the corner of Colchester and Main, it honors WWII and Vietnam veter-
ans. Across the street is another plaque on the flagpole in honor of Cdr. Joseph Robert Bow. • Salmon Bake and Book Sale: The annual event is held each Father’s Day in the library parking lot. The menu for the Salmon Bake usually includes open pit barbequed wild salmon, hearty baked beans, coleslaw, garlic bread, a beverage of choice and a cookie. The Book Sale, held concurrently, has a great selection of vintage and recent reading material to please any taste, including a variety of children’s books, fiction, non-fiction, special interest and video materials.
Olalla Olalla means “place of many berries” from the native Chinook word “olallie.” Olalla Valley strawberry farms were an important source of strawberries for the Seattle markets, shipped over via the Mosquito Fleet. In its heyday, Olalla was bigger than Port Orchard. The Strawberry Festival was reinvented and it is home to the Ollalla Bluegrass and Beyond Festival. Logging, as in all of the area, was the economic mainstay after the Native American’s left. In the 1880’s Olalla was a port of entry. Boats were built, including the famed “Virginia V.” Olalla has some small claim to fame as the location of an early 20th-Century health retreat (Sanitarium) called Wilderness Heights a.k.a. “Starvation Heights,” The sanitarium was owned and operated by Dr. Linda Burfield Hazzard. Dr. Hazzard’s practice of starvation to cure one’s ills resulted in the death of a visiting English heiress in 1911 and the conviction of Dr. Hazzard for her murder. The original bathtub where Hazzard performed autopsies is still in the house, which has a family residing there. However, she also maintains a strong following, in the U.S., Europe and Australia, that testify to her fasting techniques as having cured them of many ills and believe she was ahead of her time, both then and now, in her methods. Olalla author Greg Olson wrote about Starvation Heights in his award-winning book of the same name. Today, the area is a quiet hamlet with forested hills, small farms and country roads. THINGS TO KNOW • Olalla Polor Bear Jump: The Olalla Bay Bridge is the site of the annual event which
attracts hundreds of people on Jan. 1. • Olalla Bluegrass and Beyond Festival: Since 1991 the South Kitsap Southern Little League has been home for the annual one-day festival. The festival is a non-profit event featuring local and national bluegrass, folk and jam bands, great food, handmade arts and crafts, old time craft demonstrations, a wide variety of activities for children and the legendary Berry Pie Contest. •Olalla Community Hall: In about 1906, the building was built by The Modern Woodsmen of America Insurance Co. In 1937, they deeded the property to the community and the Olalla Community Club was incorporated. For over 45 years, the Clubhouse has served as the heart of the community with countless dances, meetings and socials. But in the 1980s the building fell into disuse and disrepair. In 1991, a group began the formidable task of renovating the historic building. In the years since, the Clubhouse has served swap meets, weddings, scout meetings, political forums, ice cream socials, dances, potluck dinners, birthday parties, and community events, and gatherings. It is one of the few remaining buildings from Olalla’s historic past. SEE COMMUNITIES, 18

Southworth Southworth is an unincorporated community on Puget Sound. It is best known for being the west end of the Fauntleroy-Vashon Island-Southworth Washington State Ferries run. Landmarks include Southworth Grocery,
South Kitsap Parks • South Kitsap Regional Park This park located near Jackson and Lund avenues in Port Orchard has soccer and baseball fields, a playground, picnic shelter, picnic area and walking trails. New from past years, is a skate park. There are batting cages run by Casey’s Batting Range, and near the cages is area with BMX bike trails and jumps. Another popular attraction is the Scale Outdoor Railroad run by Kitsap Live Steamers. Trains run two Saturdays a month from spring through fall, and the club’s Ghost Train is a big draw on Halloween weekend. • Horseshoe Lake County Park Enjoy the shaded picnic spots on a hot summer day. Play a game of baseball or volleyball. Take a swim, fish or enjoy the playground. This 39-acre park has lake access, swimming area, walking trails, picnic areas, playgrounds, ballfield and restrooms. The park will be open Saturdays and Sundays from late May to late September. The park will also be open Memorial Day, July 4, and Labor Day . From Oct. 1 through March 31, Horseshoe Lake County Park is closed to the public for the winter season. Directions: from State Route 16, take the Sedgwick Road exit. Go west and turn left on Sidney Road. Proceed about 6 miles down Sidney Road to the park. • Manchester State Park Manchester State Park, several miles out Beach Drive east of downtown Port Orchard, is a 111acre camping park with 3,400 feet of saltwater shoreline on Rich Passage in Puget Sound. The park is covered in woods of fir and maple. Park hours are summer: 8 a.m. to dusk; winter: 8 a.m. to dusk. The park is open year-round for camping and day use. • Square Lake State Park Square Lake State Park is open in the summer from 8 a.m. to dusk. The park is closed from Mid-September to the end of April. Driving directions: from State Route 16, take the Sedgwick Road exit and head west on Sedgwick. At the stoplight go straight onto Glenwood. Follow Glenwood for 2 1/2 miles to fork. Go straight onto

a U.S. Post Office, ferry terminal, clay cliffs and a private beach on the point. Next to the ferry is also a popular place to launch kayaks for trips to nearby Blake Island.
South Colby South Colby is an unincorporated community and is located on Yukon Harbor, not far from the Southworth Ferry Dock. It is home to South Colby Elementary School, U.S. Post Office, Colby Methodist Church and the historic Harper Pier. Lake Flora Road and follow it for a mile, the take a right on Square Lake Road. Park is at end of road. Cartop boat launch only. Fees: This location does not charge for use of its watercraft launch facilities. There is one freshwater boat ramp. • Long Lake Park This 24.8-acre Kitsap County park at 5100 Long Lake Road SE offers lake access, swimming area, fishing pier, picnic areas, playground, volleyball court, restrooms and a community center. The community center is used for weddings, private parties, family reunions, picnics, meetings and much more. This spacious, rustic cedarsided building is located on the shores of Long Lake. Seating accommodates up to 75 people, and tables and chairs are provided. Adjacent to the building is a playground, large grass playfield and a ballfield. The adjacent grassy play- field is available on a first-come, first-serve basis. From Oct. 1 through March 31, Long Lake County Park will be closed to the public for the winter season. Access gates to the parking lots and park areas will be closed and locked during this time. To reserve the Bob Oke Long Lake Community Room during the winter season, call 360-337- 5350 to make arrangements. • Blake Island Blake Island State Park is a 475-acre marine camping park with five miles of saltwater beach shoreline providing magnificent views of the Olympic Mountains and the Seattle skyline. The park is only reachable by tour boat or private boat. Indian-style salmon dinners and demonstrations of Northwest Indian dancing are offered at Tillicum Village, a concession on the island. Park hours are summer: 6:30 a.m. to dusk; winter: 8 a.m. to dusk. The park is open year-round for camping and day use. There is a seven-day overnight moorage limit. Camping: Check-in time, 1 p.m.; Check-out time, 1 p.m.; Quiet hours: 10 p.m. to 6:30 a.m. NOTE: Moorage and rafting limits for the buoys at Blake Island State Park have changed. Boats 37’ and longer are no longer allowed on the buoys at the south end of the island. Limits are posted on the buoys.
