Pilot transportation program comes to the Plateau By Ray Still Staff Writer
A
ccording to the Pierce County Beyond the Borders program, access to transportation helps makes healthy communities. This is why starting this month, Beyond the Borders is expanding into the Sumner and White River school districts with a pilot transportation program for lowincome families.
“This came about as a collaboration between the Sumner and Bonney Lake Coalitions for Families and the White River Families First Coalition,” said Jerri Kelly, a transportation specialist with Beyond the Borders. “A need was identified for low-income families of students who were having difficulty accessing life-line and essential services in their communities.” The program will allow residents of Sumner, Bonney Lake and Buckley
to request rides to food banks, family support centers, medical centers and other destinations the program would determine as essential services. The program can deliver residents anywhere in the Sumner and White River school district area, and even to the Plateau Outreach Ministries in Enumclaw. Trips that require residents to leave the transportation area will be transported to the neatest bus stop connection.

The Tacoma Dome was host to the 2015 Mat Classic XXVII Friday and Saturday. Bonney Lake and Sumner had a combined 11 wrestlers place in the top eight overall in their respective weight classes. In overtime, Bonney Lake freshman Brandon Kaylor won the 3A state title in the 106 weight class. Kaylor was behind much
of the three periods before tying his opponent Riley Gurr from Kamiakin 7-7 in the last few clicks of the third period. Kaylor won 9-7 in overtime. Also placing for Bonney Lake in the 106 weight class was freshman Evan Tracy. Tracy finished eighth in state. Senior Carson Corbaley came in fifth place for 113. Spartans lose Saturday, advance to regionals By Sarah Wehmann Staff Writer
The Spartans entered the postseason winning three straight, advancing it to the 3A district championship game Saturday at Puyallup High School. Sumner played the Wilson
Rams for the 3A district title. The Spartans fell short, losing 59-50. The girls finished in second place in districts and advanced to the 3A regionals. Sumner’s next game is at 8 p.m. Saturday, Feb. 28 against West Seattle at Renton High School. The winner of the game
will advance to the state tournament that begins Thursday, March 5 at the Tacoma Dome. The loser of the game Saturday will not move on. The Spartans started the game off strong, leading Wilson 5-3 with 4:53 to play in first. A timeout was called on

Senior forward and cocaptain Jamie Lange left the game before the half with what appeared to be a right knee injury. Entering halftime, Sumner pulled within nine, down 32-23. Wilson continued to pull away and the Spartans trailed 43-27 with 2:35 to go in the third quarter. Sumner cut the Rams’ lead to 10 entering the final eight minutes of play. Halfway through the fourth with 4:13 to play, the Spartans were down one, 49-48. Sumner fans and the Spartans’ bench erupted and cheered as the girls tried to stop Wilson. Bonney Lake discusses joining conservation district Staff Writer
It seems clear that Bonney Lake may soon be joining forces with the Pierce Conservation District. Ryan Mello, the executive director of the Pierce Conservation District, came to the Feb. 17 city council workshop to invite the city to join the district. “We have a lot of areas the Pierce Conservation district can help us on,” said Bonney Lake Mayor
BEHAVIOR FROM 1 According to the state Public Disclosure Commission records, the Washington Food Industry Association, which is funded by many companies including Town & Country Markets, gave former Rep. Dahlquist $1,150 for her campaign while she was running against Roach for the Senate seat in 2014. The Washington Food Industry Association also supports Senate Bill 5375. The bill would require companies that compensate signature gatherers for the number of signatures they receive on an initiative or referendum to disclose more information about the signature gatherers to the state. “Were you aware that legislators can be punished, after 24 years, (when) they don’t support a bill that you want, even though they have a perfect record with business,” Roach said to Latham during the public hearing, which was broadcast on Television Washington. “Do you think this is kind of heavy-handed, maybe?” When Latham did not respond, Roach continued, “I think it’s terrible myself. Anyway, you need to know where your money’s going, because you know what? I won.” Although the hearing was to continue for Senate Bill 5375, two other bills did not receive a hearing. At the end of the hearing for SB 5375, Sen. Mark Liias, D-Mukilteo, said he was offended because he believed Sen. Don Benton, R-Vancouver, suggested Liias presented evidence during the hearing that was not correct. While Benton clarified

The Pierce Conservation District is a subdivision of the Washington state government. According to Mello, the National Resource Conservation Service based in D.C. asked states to create local conservation districts to give technical and financial aid to residents and businesses
to encourage environmental conservation. Although the Pierce Conservation District gets its direction from the state, it is a non-regulatory stewardship organization, and not an agency of Pierce County. “We are a stand-alone special purpose district,” Mello said at the workshop. “The state legislature gives us zero regulatory authority whatsoever.” In layman’s terms, Mello said this means the district can’t enforce environmen-
tal or conservation regulations, and instead focuses on assisting residents solve natural resource problems. Mello said Pierce Conservation District services include farm planning and agricultural assistance, urban food access and community gardening, water quality monitoring and improvement and habitat improvement and education. If Bonney Lake were to join the district, residents would be expected to pay a per parcel fee. Residents
owning property in residential areas would pay the most at five dollars per parcel, no matter how big the parcel is. Other properties in commercial, agricultural, or vacant areas have a slightly smaller per parcel fee. Mello said the per parcel fee cannot increase to a higher rate due to state law, and the per parcel fee is collected through the Pierce County Assessor– Treasurer’s office via property tax statements. Buckley, Orting, Sumner,
Tacoma, unincorporated Pierce County and other Pierce County cities have already joined with Pierce Conservation District. “The work the Pierce Conservation District does is important to our public health, quality of life and economy,” said Mello in a later interview. “Our water, air, soil and local food resources are protected and improved by the work of the Conservation District – all things vital to our existence and prosperity as people.”

In 2010, Roach was also restricted from accessing the Senate Republican Caucus room and other meeting sites, and was stripped of the right to vote on caucus matters. Roach’s voting rights and access to the caucus room was reinstated in 2012 during a budget stalemate when her vote was needed. “As (Senate) President, I fully support additional punitive actions against you if your behavior does not immediately improve,” Owen wrote. “Your abusive behavior must stop.” Owen also said Roach will be monitored by Sen. Kirk Pearson, R-Monroe, who Owen said must be present during Roach’s meetings with committee staff to prevent “violations of our respectful workplace policy.”

Owen’s Feb. 13 letter was sent to Roach after a complaint was delivered to Secretary of Senate Hunter Goodman about the public hearing from Jan Gee, president and CEO of the Washington Food Industr y Association. Gee wrote in the complaint, “Not only did we feel intimidated by her inference that we must ‘pay to play’ but these private business members were visibly shaken with a process that was far beyond their understanding of how the Legislature operates. Senator Roach’s behavior was unbecoming of a Senator and the management of the hearing was certainly outside the rules of the Senate.” Owen wrote in his letter to Roach, “We have never before seen such a raw and public display connecting
the position. The President Pro Tempore (Latin for “for the time being”) presides over the Senate when the Senate president is unavailable. “I’m probably the most unfairly treated senator in the state of Washington,” Roach said, stating the attacks are “punishment”

Changes are coming to the Courier-Herald The newspaper business is all about changing and adapting – it always has been. So, readers of The Courier-Herald will see a change in weekly content beginning next week. The newspaper will be covering the entire Plateau in one publication. Through this week, The Courier-Herald has published both an Enumclaw edition and Bonney Lake edition. Beginning with the March 4 issue, the two publications will merge into one – simply, The Courier-Herald. The CourierDennis Box, Herald has Editor served the region for more than a century. In the newspaper office there are bound yearly editions of the paper from the 1900s to the present. A random look shows newspapers have been changing from the start, but the basic elements are the same. News, sports, opinion, letters, cops, features and advertising have always been there and will continue to be in the newspaper. The difference is the coverage will be broader and, hopefully, the newspaper can bring the Plateau communities closer through storytelling. The Courier-Herald is fortunate to have some of the most gifted writers in Sound Publishing – Kevin Hanson, Sarah Wehmann and Ray Still. A newspaper’s lifeblood is its writers. My theory for a newspaper is if the writers are interested, the readers

Raising minimum wage won’t mean layoffs Does raising the minimum wage help the poor? That question has bothered me for at least 20 years, so I recently decided to do some research to find the answer. The answers were varied, but I came to see there were several common patterns. Forbes writer Tim Worstall, a conservative, wrote an article called “Minimum Wages Don’t Help the Poor, So Why Raise the Minimum Wage?” in the magazine’s Dec. 25, 2014, edition. Worstall, in answer to his own question, wrote that those who work at the minimum wage are basically two types: the working poor and middle class teens who live at home and, lacking experience, can only get minimum wage jobs. If the working poor work at Walmart, then in order to pay the higher wages Walmart has the choice of doing two things: raising prices on its products or laying off workers. Since Walmart appeals to lower-income consumers, the cost will be passed on to the minimum wage workers who buy Walmart’s products.

If workers work at higher-end stores likes Whole Foods, they will be making more than minimum wage and there will be no rise either in workers’ incomes or in the price of products in that store. Since a great many minimum wage workers are middle class teens, the issue about helping the poor is basically irrelevant. The wage would give those teens more spending money, but since they aren’t poor it doesn’t help those who are. Worstall’s conclusion was that the money to raise the minimum wage has to come from somewhere. That “somewhere” is the rest of us who would pay higher costs spread across the economy. Businesses don’t pay the cost; they pass it on to the consumers.
Economist and Nobel Laureate in Economics Joseph Stiglitz, who often tends to side with Democratic views, says, “Those who are lucky enough to get a job will be better off at the higher wage than at the market equilibrium wage; but there are others, who might have been employed at the lower market equilibrium wage, who cannot find employment and are worse off.” For Stiglitz, the problem comes when the poor are not working (www.takeonit.com/question/237. aspx). Another progressive economist, Paul Krugman, also a Nobel Laureate in Economics, states from the same article noted above, “... This rather iffy (study supporting minimum wage) has been seized upon by some liberals as a rationale for making large minimum wage increases a core component of the liberal agenda…. (They) not only take the (study) as gospel, but advance a number of other arguments that just do not hold up under examination.” When I checked the Department

The smart location for this winter bloomer is someplace in the background where it can grow wild and free and never need pruning. A location where it gets at least half a day of sun will force it into f lower but the garden gossip on forsythia is that she does not age gracefully. Matter matters/this I know/for the Bible tells me so. If you agree, you can probably save yourself the time of reading this article and just carry on living in a way that honors your own embodied life. Bertha started as a child in the 4-H Club available in her community. In 1992 she made her first quilt. As many other people will testify, it was “love at first stitch.” After making a myriad of traditional quilts she moved on to contemporary quilts and then into art quilts. She became even more challenged to explore the process and began taking painting and drawing classes. Many of her quilts are inspired by people in her life and the incredible nature living here in the Pacific Northwest. East Pierce recognizes exemplary employees The recipients of the 2014 Recognition Awards were honored by the East Pierce Fire and Rescue Fire Commissioners and command staff in a ceremony held at the Edgewood station Tuesday. Lieutenant Kevin Stabenfeldt was named Officer of the Year. For the first time, there was a tie for Career Firefighter of the Year. The award went to Firefighter Jeff Lachowitzer and Lieutenant Rob Ruszala. Earlier in the evening, Ruszala was pinned in a ceremony to commemorate his promotion to Captain. In the same ceremony, Matt Gilbert received his lieutenant’s badge.
For the second year in a row, Firefighter-paramedic Mike Gladstone received the Emergency Medical Services Provider of the Year award. Firefighter-paramedic Hunter Chumbley received the Mike Roberts Goodwill Award. The award is named for retired East Pierce Lieutenant Mike Roberts. It is presented to the firefighter who has done the most to embody selfless service. Chumbley heads the Local3520’s annual Firefighters’ Coats for Kids program that raises money to purchase and distribute warm coats to elementary school children who live within the fire district. In 2014, they provided 618
coats to area children. Volunteer Firefighter Kyle Mosher was named Volunteer Responder of the Year. Mosher was also presented the Ken Thawsh Inspirational Award. The Thawsh Award is given to the person who most exemplifies the East Pierce mission statement – “Exceptional people providing compassionate service and rapid response to our community’s diverse needs.” The Chief ’s Company included Gi lber t, Firef ighters Heidi Rolfsness, Jeff Conover and Jeff Lachowitzer, and Volunteer Captain Mark Nevill. While all the other awards are voted on by
the firefighters, the Chief’s Company is determined by the command staff. The annual Fitness Award went to Firefighter Ben Pieper. Former receptionist Shelly Nieman received the Administrative Support Staff of the Year Award. East Pierce Fire Chief Jerry E. Thorson congratulated all of this year’s recipients, noting that they were selected by their peers for their leadership skills and efforts to mentor and educate others, setting a standard for themselves and others. “Thanks to everyone for your hard work for the district and our citizens, it is appreciated,” he told them.

The United States Golf Association (USGA) announced that all championship-round tickets (Thursday through Sunday, June 18-21) for the 2015 U.S. Open Championship at Chambers Bay in University Place, Wash., have sold out. “To Light a Candle” The film, in support of the “Education is not a Crime” campaign, will be shown at 3 p.m. Saturday, Feb. 28, on the Green River College campus in Auburn (Science Building, Room 101). in danger. The movie was made by Maziar Bahari, an Iranian film maker and journalist who was himself imprisoned in Iran under false charges and whose plight is detailed in the Jon Stewart movie, “Rosewater.” While I do not make comparisons to the Holocaust lightly, my friends of the Jewish faith have compared the plight of the Bahá’ís in Iran who have undergone systematic campaigns of elimination by the Iranian government- from execution (the youngest victim a 16 year old girl who was hanged by the government for teaching children’s classes) and imprisonment for no other reason than their faith to the ordeals the Jewish people endured under Nazi rule. They have also had their bodies desecrated, their cemeteries and properties plundered and are barred from education and jobs, very similar to the strategies of the Holocaust. People were shocked when they found the death
camps and the evidences of what had happened after World War II. In the case of Iran however, these atrocities are being documented in real time. Campuses around the world have an opportunity to shine a light on these atrocities the government of Iran feels it is committing in the darkness and to open the eyes of the world to these atrocities, in a context that is relevant to each college’s mission - higher education. I remember when I was a college student, our many similar efforts shed light on the many injustices of apartheid, and I feel helped in the worldwide effort to help South Africa bring that practice to an end. I myself am a refugee from Iran but was lucky enough to escape prior to the recent regime’s takeover in 1979. I have had the privilege of growing up being educated in the United States and the privilege of serving others through my profession, but I have not forgotten those left behind. Mild winter brings increase in pet problems This mild winter has been great for enjoying the outdoors, but it has also been great for the f leas and ticks of the Pacific Northwest. Preventative measures and early intervention can save both pet and owner a lot of misery. Itching is the most common symptom of a f lea bite, but it is also the symptom of many common ailments like food allergies, environmental sensitivities and other skin conditions. If you suspect f leas, inspect your pet’s skin closely. You may see a f lea scurry across your pet’s belly, but likely you’ll see nothing or brown specks that look
like dirt. An inexpensive f lea comb will help you determine the presence of and degree of infestation. Use the comb by starting at the back of the neck and with one stoke comb through the fur to the base of the tail. You may catch a f lea or brown specks. Have a glass of soapy water or a moist paper towel to rinse or wipe the comb. Dirt will continue to look like dirt, but f lea dirt will be red or pink tinged. One f lea can lay 30-60 eggs per day, so prompt management is recommended. If there is minimal evidence of a f lea problem – i.e. one or two f leas and or a tiny bit of f lea dirt – you may choose to
just f lea comb your pet daily, destroy any f leas you may find and manage a mild problem effectively and naturally. Flea shampoos both kill and repel f leas. There are a multitude of additional natural products, from desiccation products like diatomaceous earth and borax, which dehydrate the f leas, to essential oils that kill and repel f leas. Some essential oils used in products for dogs are toxic to cats, so never use essential oils on cats. Diatomaceous earth can also be used outside on the lawn or f lower beds, sprinkled on your pet’s bedding and in areas where f leas might be entering your house.
Vacuuming and laundering pet beds often are also helpful habits in the fight against f leas. These natural solutions are most effective when started early in the f lea season. If the infestation is more severe you may wish to consider a spoton treatment, oral medications, or foggers or professional f lea eradication services. Your local veterinarian will have prescription options for you as well. Ticks are already becoming a problem this year. Ticks look similar to spiders and hang on to shrubs or tall grass waiting for a warm body to attach to. They often
attach to the face, ears and necks of pets, but can attach any where, even between the toes. Flea repellent sprays or wipes are often effective in deterring ticks and a f lea combing after a hike can capture a tick before it attaches. Many of the f lea products are effective for tick control, too, but not all, so read the label carefully. If you find a tick on your pet, carefully pull the tick straight out with a pair of tweezers, or a tool designed specifically for removing ticks. Do not twist, as the goal is to remove the tick intact. You should see a small divot in the f lesh of your
pet. If you see small black lines, you may not have removed the tick completely. If the head of the tick stays in your pet, you should contact your veterinarian for further evaluation and management. Regular brushing, with or without a f lea comb, is a good way to alert you to any parasites lurking in the fur and your pet will love the attention. How to create healthy environments for pet birds Although birds may not be as popular as other companion animals, avian pets still make wonderful additions to many families. Pet birds can run the gamut from larger parrots to small lovebirds and finches. Birds may be more compact pets, suitable for smaller living spaces like apartments, but they’re not selfsufficient. Birds may need less daily attention than cats or dogs, but birds have specific needs to be met to keep them healthy and happy.
Household dangers
Captive birds that will be allowed out of their cages from time to time are susceptible to potential dangers around the house. Numerous things can be dangerous to birds. Their small stature makes birds especially vulnerable to household cleaners, even small amounts of which can
result in illness. Avoid the use of aerosol sprays or other chemicals around the bird. Other pets can also be potentially harmful to birds, who cannot defend themselves against cats, dogs and even ferrets. Something seemingly innocent, such as a source of open water, also can be dangerous. Birds easily can drown in water bowls, buckets or open toilets. In addition, any hot surface can be threatening to active birds, as fireplaces, boiling water, hot light bulbs, radiators, and candles can cause serious burns. Birds that are allowed free run of the house should be carefully monitored, and every effort should be made to remove potential hazards from the home. Keep doors closed so that the bird cannot escape to another room where windows may be open or safety measures to protect

Beyond providing food, shelter, exercise, and water, bird owners also should consider the physical and psychological benefits of giving caged birds access to full-spectrum lighting. Wild birds are accustomed to many hours of sunlight, and indoor birds may not be privy to such conditions. Accord ing to Everything Birds, bird owners should provide
a full-spectrum of light, including UVA and UVB light, to caged birds for 15 to 40 minutes per day, up to three days a week. Exposure to UVA is important for the bird’ vision, while UVB rays aid in the production of vitamin D. Too much UV exposure can be harmful, so exercise caution. Adjusting exposure to light can help birds develop healthy sleep-wake cycles that mimic their behaviors in nature. When the weather is warm, bird cages can be rolled outdoors or birds with properly clipped wings can be given outdoor exercise.

onney Lake Councilmember Randy McKibbin has been the Advanced Certificate of Municipal Leadership (CML) from the Association of Washington Cities. To date Mr. McKibbin participated in 65 hours of government leadership training to earn this distinction and contributed valuable service to the community. The CML program is designed to enhance the ability of elected city officials by providing knowledge and skills in the roles, responsibilities and legal requirements of city councilmembers; public sector resource management, community planning and development; and effective local leadership. Councilmember McKibbin started his term as a councilmember for the City of Bonney Lake in January 2010 and serves as a member of the city council’s Economic Development Committee and Community Development Committee. Before election to the city council, he served as Chairman of the City’s Planning Commission.

Spring Clean Up Set For April 20th - 25th

ach customer inside Bonney Lake city limits can set out extra garbage, yard waste, and one appliance at no additional charge during the annual April spring cleanup! 2015 will also feature a free ‘Shredathon’ (personal record shredding) event on April 25th. SE is upgrading electrical lines in the vicinity of Bonney Lake Boulevard and W Tapps Hwy.
Potelco, the firm that manages electric system work for PSE, will be doing the work. This work will be a “priority upgrade” of PSE service to the area. Potelco will be working in this neighborhood to replace previously identified poles as well as upgrade the current existing overhead wire to tree wire. • Project: Replacing previously identified poles and overhead electrical wire with tree wire • Location: Bonney Lake Blvd E and W Tapps Hwy E • Benefit: Increasing power reliability, less outages, reducing the impact of outages • Updates: Check the website below for important information schedule updates
This project is scheduled to begin early February. Any updates to our schedule will be posted to the website www.BonneyLakeTreeWire.info. This project will not run on the entirety of all streets listed above, a map of the project can be found on the website. Tree wire is a specially coated wire that protects against damage from tree branches, reducing the likelihood of an outage due to a branch hitting the line. Poles that are to be replaced will be marked with a white X and have been previously identified by PSE. Tree trimming will be complete prior to the project beginning. Replacing poles is a preventative effort to increase system reliability in your community. Potelco will be on-site with large trucks and equipment throughout this project and surrounding residents may experience some noise while our crews are working.

Sidewalk Project Along SR410 Now In Progress
T
he long awaited sidewalk project to complete the missing SR410 sidewalk link between Downtown and Midtown is underway. The project will continue through the middle of May. The sidewalk will be built on the North side of SR410 and will cross the bridge over Angeline Road. This will provide a safe haven for pedestrians and bicyclists to use as they travel between the Downtown and the Midtown areas of the City. The construction will also rebuild the north side of the bridge, add a sewer line, widen SR410 between the bridge and 192nd Ave, and will add bases for future street lights. During construction, one of the two West bound lanes will be closed both at night and during the regular weekday. At night, work will occur from 7 PM to 5 AM. During the day, lane closures will occur between
9 AM and 3 PM. Lane closures will not occur every day or night. Detour signs will be set up directing traffic to Sumner-Buckley Highway on days when lane closures are expected. Alternate routes that can be used during this period include Sumner-Buckley Highway/Veterans Memorial Drive, 214th-218th Avenue, and Rhodes Lake Road. Thank you in advance for your patience as these improvements are made. This is the first of 3 SR410 construction projects this year. The next will be the reconstruction of the intersection of SR410 and Veterans Memorial Drive, and this summer WSDOT will repave the driving lanes of SR410 from one end of Bonney Lake to the other.
