The city of Kent’s state lobbyist will receive a $300 per month pay raise in 2015. The City Council in December approved an annual consultant contract of $69,600 plus expenses to retain Doug Levy as the city’s lobbyist in Olympia. The rate will stay the same for the next four years. Levy received $66,000 last year. This marks his first pay increase since 2011.

ne is reserved, detailed and quietly tenacious who has lived a stable life. The other describes herself as “quirky,” someone who came from humble begin-
nings, who marches to the beat of her own drum. Different in appearance, upbringing and personalty, both Kent women are big-hearted, resourceful, faith-driven, humble and proud. Both are community leaders in their own way, determined to soothe the sorrow, the plight of others. Both raised strong families of their own and are now committed to helping struggling families of today. Pat Gray and Sally Goodgion
have more in common than they realize when it comes to extending a compassionate hand, especially when it means helping the less fortunate who live life on the edge, who toil in the streets of Kent. “I think that it should be intolerable for each one of us to allow someone to live outside and sleep under a bridge,” said Gray, chairperson of the KentHOPE Executive Board. It will cost the city about $250,000 more in 2015 to provide public defenders for people facing charges at Kent Municipal Court who cannot afford to hire attorneys. The city is required by the state to provide indigent defense services for individuals

...obituaries Patricia “Patty” J. Wood Patty quietly and peacefully went home to Jesus on December 15, 2014 after an inspiring, lifelong, battle with kidney disease. She was 67. Born on April 3, 1947 to Winston and Joan Ragan of Kent WA, she was the third of four Ragan kids. Patty graduated from Kent Meridian High School in 1965. In 1971 she fell in love at first sight and married Dennis Wood in June of 1972. They would go on to have one daughter, Sarah, and spend the next 42+ years in love. She was a loving wife, mom, sister, awesome grandma, and best friend. As a three-time kidney transplant recipient, she dedicated her life to educating everyone about the importance of organ donation & procurement, and the responsible use of animals in medical research. Over the years, the focus of her NKC volunteer service changed. She became an active member of the Regional Council Southeast and co-founded the Asian Pacific Islander Kidney Health Fair that was produced twice at the Great Wall Mall in Kent. Patty also held leadership positions in both Cascade TRIO and the NW Patients Association. She was an involved volunteer, supporter, champion, and educator. Patty took great pride in her flower gardens and the wild birds that would visit, loved combing the Pacific ocean beaches, never met a kitten she could resist, and adored taking scenic Harley rides with Dennis. As of late, she derived a lifetime’s worth of love and energy from her three beautiful grandchildren, Vince, Mia Rose, and Franco. She touched many lives and will be greatly missed. Her bright spirit cannot be replicated. Services will be held on January 10, 2015 from 1-3pm at Zion Lutheran Church 25105 132nd Ave SE Kent WA 98042. than $71,000 for the organization’s services. The King County Council chipped in with a $5,000 contribution. “We feel we are riding a wave of momentum,” Gray said. “It is critical right now to turn that momentum into our vision, which is a 24/7 resource center for homeless men and women.”
A dependable place Since its informal beginnings four years ago, Willow’s Place has found partners to help move indoors, find a more permanent location, and serve up to 120 individuals on any given Thursday night. Under Goodgion’s watch, the Board of Willows Place has been instrumental in engaging local restaurants, businesses and religious, civic and service organizations. Participants in Willows Place set up and clean up, cook, serve and distribute donations each week. “We see the hardcore (homeless),” Goodgion said. “We’ve maintained the same (amount of those served), and I hope we don’t grow. … I want to be out of business.” But Goodgion stays in business, refusing to turn away the homeless and the hungry. She also has opened her home as a host to students studying abroad since 1987. In the past 26 years she has hosted more than 40 exchange students from many backgrounds.
Friends and partners Goodgion and Gray occasionally bump into each other, exchange ideas and ways to advance their work. They met several years ago through their association with the South King County Homeless Advocacy Group. “Anything she’s doing, I’m all for it,” said Goodgion, who hopes a 24/7 shelter can become a reality soon. “This girl (Gray) doesn’t give up. That’s what I admire about her. She looks at the bigger picture.”

Union Gospel Mission and other agencies, volunteers run the center, which sees as many as 30 women a day for food, companionship and services. The center, Gray said, helped more than 60 women find jobs and helped more than 50 women and their children ease into stable housing. What it cannot provide for the homeless, resilient KentHOPE has coordinated help through a network of local groups and parishes to provide overnight shelter. “We’re really proud of that accomplishment,” Gray said. “We’ve engaged 250 volunteers who provide three meals a day. … People come in to teach classes, like job skills and life skills.” KentHOPE and its partners remain undaunted in their bid to provide a fullservice, around-the-clock center for the homeless. Four proposed locations in Kent have been turned away by the city and business community, which have expressed support for the general idea, just not on the chosen locations. “We’ve made some inroads and we’re very proud of that,” Gray said of KentHOPE’s quest. “But we’ve been very frustrated along the way. “No, I don’t think we’re any closer,” she added. “We’re closer in support from the community. I think they know what we stand for now and what we want.” That support was evidenced by KentHOPE’s recent fundraising banquet. It attracted about 400 people and raised more

KentHOPE (Homelessness Partnership Effort), a faith-based grassroots organization, is committed to reducing the homeless problem. “It’s part of our responsibility.” “I absolutely agree,” said Goodgion, director of Willow’s Place, a weekly community- and business-coordinated effort that feeds and warms the homeless and hungry. She also provides a safe haven through her volunteer-supported Chick’s Place. The Kent Reporter’s 2014 Persons of the Year vow to continue their work – to shelter the homeless, feed the hungry and connect the forgotten to a goodwill network that support a needy community. It is who they are, their mission of the moment, their purpose in life. Gray, a retired music teacher, and Goodgion, a local businesswoman, are frequently praised by many in the community who volunteer their time, expertise and resources to helping others. “Sally Goodgion and Pat Gray are two special, busy women,” said Leslie Kae Hamada, a community and KentHOPE volunteer, outreach leader and executive director of the
Kent East Hill Kids Boxing Club. “They saw community members in grave need experiencing homelessness and needing shelter and food. And they did not just talk about these problems. They rolled up their sleeves and made things happen to better their lives. They communicated to all their friends and individuals to organize to partner to help. “They are real people of faith. Faith without action is just great poetry,” Hamada added. “Sally and Pat are the action twins.” Added Marvin Eckfeldt, a retired minister and former chair of the Kent Human Services Commission: “Pat and Sally reach out to those in need in our community because of their deep personal faith commitment. They are passionate about what they do; and they do it, and inspire others because of their own personal caring. They serve from a ‘good heart.’” Gray and KentHOPE leaders have made an impact. While the nonprofit organization’s ultimate goal is to establish a 24-hour shelter for the homeless in the city, KentHOPE celebrated the opening of a day shelter for homeless women and children in November 2013. Washington State Bar Association adopted guidelines to set the limit of 400 misdemeanor cases per year per attorney. The council approved on Dec. 9 a new contract with the law firm of Stewart MacNichols Harmell Inc., of Kent, to represent people charged with crimes in Kent Municipal Court. The court handles misdemeanor cases, including assaults, thefts, prostitution, drunk driving and numerous other traffic offenses. The city costs will be about $900,000 per year, an increase of about $250,000. The Municipal Court handles about 2,800 cases per year, according to city documents. The city will pay the law firm $75,000 per month from Jan. 1, 2015 through Dec. 31, 2016 to cover the costs. “We knew the cost was coming,” Councilman Dennis Higgins said. “We had a briefing in workshop about the lawsuit. It’s not unexpected.”

Removing the ‘community’ from our college There has been a recent trend of converting community colleges to “regular” colleges. Last week the administration at Green River Community College jumped on this bandwagon. Green River Community College has decided to remove the “community” from its name. We are now Green River College. I’ve been teaching at Green River Community College for 23 years. When I graduated from the University of Washington I had the choice to seek out employment at a four-year college or a university, but I specifically chose the community college because of its focus on teaching and its other unique features. When someone asks me what I do for a living I proudly say that I teach at a community college. Many have heard my mini-lectures about the advantages of the community college system. This system is actually unique in the world. Only at a community college can you come back to complete your high school diploma, get a running start at college while still in high school, take continuing education classes to learn a new skill or hobby, get retraining for a new career in the workforce, get a certificate in a trade and immediate employment, or prepare for further education at a college or university. And, you can do this at a cost that is about one-fourth that of the University of Washington and with class sizes that average less than 30 students. First-year introductory classes at UW can have more than 700 students, many of them sitting in the balconies of huge lecture halls. Many have told me that if it were not for the community college system, they would have never gone to college. Community colleges are also more adaptable to community needs and the fast-changing job market. Our state and federal governments have recognized this, and community colleges are being rewarded with significant grants and scholarship funding because of their ability to quickly and efficiently refocus our workforce. In response to Denny Andrews’ letter, “Obama’s divisive agenda” (Reporter, Dec. 19): According to Mr. Andrews, President Obama is orchestrating “one of the greatest unconstitutional power grabs in history” by “giving amnesty to 5 million illegal aliens.” First of all, President Obama wouldn’t be the first President to grant an amnesty to illegal immigrants. Ronald Reagan supported a bill that granted amnesty to 2.9 million illegal immigrants in 1986. In fact, in his debate with Walter Mondale in 1984, Reagan said himself, “I believe in the idea of amnesty for those who have put down roots and lived here, even though some time back they may have entered illegally.” But I guess the problem is that Obama is doing this via Executive Order. But when the unions for teachers and government employees pushed back, lawmakers adjourned in 2013 without passing a single reform. Two years of rancorous debate produced nothing – and they didn’t vote to give the people their taxes back. As a consequence,
the typical Illinois family saw taxes increase $1,594 a year while watching pension costs rocket upward by $17 million a day. Voters didn’t forget Quinn’s debacle, and last November they voted him out of office – a highly unusual move for a deep blue state that votes Democrat. In fact, every county except Cook County where Chicago is located went for Republican newcomer Bruce Rauner. Rauner will take over a state with the highest number of public-pension funds close to insolvency. One
is Chicago’s police and firefighters’ fund. According to the Civic Federation, a budget watchdog, it has piled up a whopping $111 billion in unfunded pension liabilities, in addition to $56 billion in debt for health benefits for pensioners. Today, Illinois is spending more of its general fund on pensions than on K-12 education. One in four tax dollars goes to pay for retired workers’ benefits. The financial crisis has gotten so bad that last year the state had to defer paying $7 billion owed to contractors.
The level of debt is staggering. According to a recent report by Statista Inc., Illinois residents owe $24,959 each as their share of the outstanding bonds, unfunded pension commitments and budget gaps the state has accumulated. The state’s A-minus bond rating is the worst of any state in the nation. Our state’s per capita debt is $12,988 and our bond rating is AA+. Michael Lucci, director of jobs and growth at the Illinois Policy Institute, notes that Illinois’ population drain accelerated following
the 2011 state tax increase. “We can’t ignore that high taxes play a major role in encouraging people to jump the border. If Illinois wants to stop the bleeding, it must abandon its tax-and-spend policies and look at pro-growth reforms being implemented in other states.” That’s good advice for Washington as well if we are going to keep Boeing and other companies from jumping ship. Kentridge High wrestlers are looking to buck their current mid-pack placement that’s left them with an equal smattering of wins and losses in the season openers. “We’re still pretty young,” said fifth-year coach Todd Lantz. The team has picked up a narrow seven-point victory over Kentlake but lost a crushing 50-15 match against Tahoma. Part of the problem, Lantz says, is that the team isn’t filled out yet and loses a number of weight classes to forfeits in the 182, 195 and 220-pound classes. While

Lantz has yet to fill the 182 and 195 slots, he’s looking to JT Meyer to help out at 220. “I see big things from him (Meyer) this year,” Lantz says, “but he’s still a little raw. He needs more experience, more mat time.” Experience is the key factor that Lantz feels is holding the team back, with many wrestlers showing potential but lacking hard mat experience, he says. This isn’t to say he doesn’t have a small culling of experienced talent that he’s optimistic will make it out of the South Puget Sound League, with a little elbow grease and luck. First on his list is junior Derek Freitag, who finished fourth at last year’s Mat Classic at 106. Freitag has also had his share of wins and losses, and is planning to compete at 106 after the regular season ends. At the dual meets, Freitag has wrestled at 113 and 120. Sophomore Nathan

Our 50th anniversary should have been a time for us to promote and celebrate all that we are as a community college, but now the community will be missing from our celebration.

For some, there is a certain stigma attached to community colleges, and that is why a few have suggested the change. Green River pays overseas headhunters to recruit international students who pay much more in tuition, and some feel that the name change will help recruit even more international students. But I’m more concerned about local students in our communities who specifically seek out community colleges because of the diverse benefits that we offer. Will we gain international students at the

Will Green River no longer be eligible for much of this funding? GRCC’s administrators will tell you that they are changing the name because the college now offers four-year degrees and that other community colleges are doing the same. They believe that removing the word “community” is supposed to signal to potential students that we are now a “real” college. The college president and board are also trying to time the name-change event with the college’s upcoming 50th anniversary. The college did survey students and staff at the college about a possible name change. Unfortunately, they did not share the results of that survey with us before presenting it to the board of trustees. I learned
of the name change from the television news one night last week. I certainly understand that there are good arguments on both sides of this issue, but GRCC made the decision at the wrong time, with very little communication and without researching the full impact. At a time when the state and federal governments are placing more trust and focus on community colleges, they decided to change. Furthermore, when one of the trustees asked, just before voting on the issue, what the financial impact would be of a name change he was told that it was not certain. At a time when the college is strapped for money and instructors and staff have not had any raise in seven years, it seems totally irresponsible for the college president and the

Symetra and the Seattle Seahawks honored East Hill Elementary School teacher Erica Eller as a Symetra Hero in the Classroom on Dec. 9 during a surprise assembly. Eller is a special education instructor at the Kent school. “Erica Eller is the kind of teacher a parent wishes for their child,” said Patti Melton, a co-worker at East Hill Elementary. “As a special education instructor, her students have a variety of individualized needs, including delayed learning, behavior challenges and autism. “She works hard to build a strong relationship with each child – letting them know that they matter and encouraging them to put forth their best effort,” Melton said. “These students could very easily slip through
