2014: A YEAR IN REVIEW

Triumphs, tragedy and controversy on Whidbey Island It’s been another eventful year on Whidbey Island. Seahawks fans were overjoyed. An election made headlines. A landmark oak was felled. Perhaps most memorable, the Oak Harbor football team forfeited a title game to Marysville-Pilchuck after a tragic school shooting. Here’s a look at the year that was 2014:

JANUARY North Whidbey Park and Recreation District began the search for a new executive director after Bill Walker resigned at the end of 2013. Some people complained that cement blocks at Outlying Field Coupeville have a negative effect on the landscape of Ebey’s Landing National History Reserve. A dentist of 35 years, Dr. Harry Turner, retired. The national Defense Authorization Act allotted $117 million to Naval Air Station Whidbey Island for the P8-A Poseidon and EA-18 Growler squadron programs. The Island County Sheriff’s Office sought the owner of a

The Oak Harbor Police Department grew concerned over burglaries that occurred while residents were at home. Oak Harbor resident

Joshua Greene was charged with first degree assault with a deadly weapon after stabbing his sister’s boyfriend in the chest. Joe Martinez, an officer at Whidbey Island Naval Air Station, was fired for alleged inappropriate racial com-

ments and other misdeeds. Oak Harbor was chosen to host an official Seahawks rally the Friday before the National Football Conference championship game against the San Francisco 49ers. SEE YEAR, PAGE A2

Commissioners to switch meetings days in new year

By JANIS REID Staff reporter

Island County commissioners are moving forward with plans to move their regular weekly meeting from Mondays to Tuesdays. Commissioner Helen Price Johnson, who will be chairing the board next year, said the change aims to improve access to information for both the public and for commissioners.

“Often our agendas don’t get posted until later in the week before,” Price Johnson said. “By delaying the meeting until Tuesday, we give a lot more opportunity for people to get questions answered or to get information and participate in the process.” Price Johnson said it will also allow commissioners an extra day to meet with staff and research topics prior to the meeting.

The board agreed that the change would help them be better prepared for the meeting. Work sessions held starting at 9 a.m. on the first three Wednesdays of the month will remain the same. In addition to the day change, commissioners will cease to hold a regular evening meeting the fourth Monday of each month. All meetings will be at 10 a.m. Tuesday unless they come upon a “sensi-

tive or contentious issue” and the board decides an evening meeting is needed, according to Board Clerk Debbie Thompson. Price Johnson said the board currently has “very little participation” in the evening meetings. Thompson said she is working with the county prosecutor to prepare the necessary code change for the board to consider. Thompson said they are aiming to

have the change in place in time to start holding meetings Tuesdays on Feb. 4. As a result of the change, the Island County Planning Commission which usually meets at 9 a.m. on the second and fourth Tuesdays in the Commissioners Hearing Room will need to reschedule as well.

Clinton bakers sweeten up holidays

THE DATE

By BEN WATANABE South Whidbey Record

Santa and his fleet of elven workers would be mighty proud of Gerry Betz and Larry Lowary, the masterminds behind the popular Tree-Top Baking. The baking duo, who only sell at the Bayview Farmers Market, treat the holidays like every other week during the market season. Early mornings, late nights, long days, tired feet and aching backs are all part of the baking world for the bakers and business owners. Ahead of their final market day of the year, Dec. 20, their entire day was spent on a host of holiday treats: cookies, tortes, rolls, breads. “Our day starts at 4 a.m. Friday and ends 3 p.m. Saturday,” Betz said. “We don’t think Christmas is any harder than the rest of the year.” When they began the baking business out of their Clinton home eight years ago, they never imagined the full-scale production they have now. Their first market had 120 products. When they set up at Bayview Farm & Garden for the final holiday market this year, they’ll have about 1,200. “This was not intended,” Lowary said. Perhaps not intended, but with plenty of intention, Tree-Top Baking has become a smash success at the market, and one of the lasting bakeries on South Whidbey. During a visit at their fully-licensed 320 square-foot bakery, mere steps from their home overlooking Possession Point, they rattled off a list of other bakeries that existed when they started. Their advantage, they said, was not having the same overhead of a brick-and-mortar bakery and shop. “A bakery survives on disposable income,” Betz said. Instead, they relied on market sales and special orders for their business that operated seven months of the year. Next year, production will scale back. Betz and Lowary said they will not be at the market every Saturday. “We’re not gonna be at the market every week,” Lowary said. “We want a life.” They made 12,429 Christmas cookies of 18 different kinds packaged into boxes and wrapped with a bow. The festive treats are

Betz, a career baker who eventually moved into frontoffice bakery work before retiring and moving to South Whidbey, has a dirty secret. He doesn’t like Christmas cookies. “They’re not my favorite

cookie,” he said before pointing out that Lowary is happy to eat sweet treats indiscriminately. “He’ll eat anything with sugar in it.” Lowary didn’t disagree. “Pretty much,” he said. “I do have a sweet tooth, unfortunately.” Neither of them take part in consuming much of their

product. That’s more out of health reasons than not liking the taste, though. “We really don’t eat much of the stuff — or else we’d be 3,000 pounds,” Betz said. In addition to the Keebler elf-esque volume of cookie creation, Betz and Lowary put together cinnamon rolls, tarts and tortes. By the end of the market, they hoped to have sold every last confec-

tion, though any that remain are donated to Good Cheer Food Bank. Both men, in their ‘70s, were looking forward to a break from early mornings, though a deep cleaning of their bakery remained. Beyond that, they anticipated a bit of rest. “In the winter time, this is a pretty sleepy place,” Betz “It’s kind of a sigh.”

IN OUR OPINION

Old message still important: Don’t drink and drive It’s an old message, yet year after year, government agencies, nonprofit organizations, advocacy groups and newspaper editorials such as these attempt to drive home the same tired message. Don’t drink and drive. If you do, you could kill yourself. You could kill your friends. You could kill your brother or sister, your mom or whoever else is unlucky enough to be in the car with you. Or, worst of all, you could slaughter the innocent family who is on their way home from a pleasant evening with grandma and grandpa. Of course, you might get away with it and arrive at your destination without incident, but that won’t last. If you drive while intoxicated, sooner or later you’ll pay the piper. And if you’re the one who lives, you can look forward to a long stay in one of Washington’s lovely prisons. Locally, the Impaired Driving Impact Panel of Island County has done great work in raising awareness of the dangers of driving under the influence. The group has provided outreach to those at risk for under-age drinking, as well as military personnel where substance abuse is an ongoing concern. All of the above is common knowledge. In fact, one would be hard pressed to find a person who isn’t aware of the deadly consequences of drinking and driving. Yet, each year nearly 10,000 people nationwide are killed by those driving under the influence, according to Mothers Against Drunk Driving, with News Year’s being the most dangerous day of the year due to parties and get-togethers. In Whidbey terms, that’s about 10 times the population of Langley, five times the number of people in Coupeville, and about Naval Air Station Whidbey Island’s entire employee complement. In Washington state alone, more than 1,000 were killed in impaired driving collisions between 2009 and 2013, according to the Washington Traffic Safety Commission. In a recent news release, the agency reported that SEE IN OUR OPINION, A7

Media

Lies on FOX News, talk radio were told by Obama Editor, After reading Charlie Ryder’s double dose of vitriol concerning FOX News and talk radio, I can only agree that “Mean Girls” do learn about lies, distortions and omissions on said media. However, what they hear are direct quotes from Obama, Reid, Pelosi, et al. Just let me cite several: “If you like your doctor, you can keep your doctor.” Ditto for health care plans and sharply reduced premiums. Oh, and let’s not forget Obama’s promise of the most transparent administration ever. Mr. Ryder, can you tell me why all his records are still sealed? And finally, can you explain Professor Gruber’s (the architect of ObamaCare) confessions of obfuscation, which aired almost

exclusively on FOX and talk radio?

Use perspective to think about Navy pilots’ lives Editor, Let’s put the Wednesday Whidbey News-Times letters by Dr. Swanson and Linda Sutton in perspective. “Alleged” hearing loss by the folks who “voluntarily” live near the OLF vs. Navy pilots who fly in a combat theater that face death and/or serious bodily injury. “Alleged” migratory bird compass redirection vs. Navy pilots who fly in a combat theater that face death and/or serious bodily injury. Kind of brings things in perspective, unless you believe that possible hearing loss by folks who voluntarily live in the flight path or migratory bird compasses is far more important than the lives of our Navy pilots and the folks they protect. MORE LETTERS TO THE EDITOR U.S. Navy cannot be trusted; Growler training is a burden Editor, I am submitting this letter to the editor in response to “Training meant to protect, save American lives” press release by Capt. Mike Nortier. What credentials does Capt. Nortier have concerning environmental issues? Is there a particular area where Nortier is knowledgeable, such as endangered species, migratory birds, pollution or the effects of electromagnetic hazards? When will the U.S. Navy actually complete an independent unbiased Environmental Impact Study (EIS)? To date, they have never completed an EIS. The Navy has been flying over the Pacific Northwest since 1942. Early flights were propeller aircraft, not Growlers emitting 140plus decibels. The impact of Growlers is a burden on citizens with constant flights from early morning until as late as 2 a.m. There is interference while attempting to talk on the telephone, watch television, read or just have a conversation at arms length inside our homes. We can’t have sleep necessary for adequate rest to complete our tasks if employed. We can’t make plans for social events without

concern the event will be disrupted with Growler training. Where is the required proof that no other existing area is available for Growler training? Thousands of acres are under control of the Department of Defense in far more suitable areas than Whidbey Island or the Olympic National Forest. I have attended U.S. Navy Scoping meetings in Oak Harbor, Coupeville, Anacortes, Port Angeles, Lopez Island and Port Townsend. I have confronted Capt. Nortier and Commander Steven Richards at several meetings about Growlers flying low over our home. Nortier and Richards told me Growlers do not fly low over our home, they fly above 500 feet. I have witnessed Growlers flying directly above our home and experienced the impact of the noise with my coffee and leaves on the plants hanging from the skylights shaking. The noise shakes the foundation of our home. A large plate glass window was broken from the impact. Growlers fly at tree level; where is there a tree in Oak Harbor that is 500 feet in height? We ask Nortier and Richards why the flight path had been changed with Growlers flying directly over our homes instead of over open fields. We took maps and photos to one

impaired driving was involved in nearly half of all traffic deaths and more than 20 percent of serious injury collisions statewide. It also noted that in a June survey of drivers, seven out of 10 have used marijuana and almost half of those have recently driven within a couple of hours after marijuana use. meeting. Richards told us the planes were not flying over our homes, they were flying to the runway. All we could do was laugh out loud at this outrageous fallacy. When three or four Growlers are flying over your home, you know it isn’t a motorcycle club with over a hundred members, it is loud, earsplitting Growlers using the super highway over your home. We had photos showing Growlers flying over the trees and our home. Richards dismissed this as manipulation of the camera angle; even with the map, he claimed the photos were taken at a different location. Nortier and Richards refused to come to our homes to witness the flight pattern and elevation of flights. They could not make an appointment, as they did not know when Growlers would be flying. Hard to believe the person in charge would not know when Growlers fly. At the meeting on Lopez Island, citizens were upset the U.S. Navy was deceptive about the hazards of Growlers. Port Angeles and Port Townsend were outraged over the thought of Growlers destroying their livelihood and quality of life. All communities have grave concerns about loud noise, health threats, frequency of flights, toxic pollution and irreversible damage to the ecosystem and wildlife.

Whidbey General ranked in top three I-5 clinics By MICHELLE BEAHM Staff reporter

Whidbey General Hospital clinics rank among the top three along the Interstate 5 corridor, including Seattle and Bellingham clinics. The clinics include Whidbey Community Physicians in Oak Harbor, South Whidbey Healthcare Clinic in Freeland and the South Whidbey Community Clinic in Clinton. The ranking was announced by the Institute for Healthcare Improvement Triple Aim. Triple Aim is the goal of improving the health of the community, enhancing the patient experience of care — including quality, access and reliability — and reducing the cost per capita of care, according to the organization’s website. “The rankings mean that our providers are successfully advocating important screenings and other forms of preventive care,” said Teresa Fulton, Whidbey General Hospital’s quality control officer. “Our patients receive care that not only addresses whatever brought them into the clinic that day, but also identifies important interventions for long-term health and well being.” Fulton said the clinics rank above their peers in three areas: well-child visits for patients ages 3 to 6, child access care for patients ages 7 to 11, and in preventive measures. Those preventive measures

include cervical, colorectal and breast cancer screenings. Fulton said the number of clinics involved in the project, however, is confidential, per the project organizer’s rules. Whidbey General Hospital clinics also rank “at or above our peer group” in managing chronic diseases like diabetes, Fulton said. “In addition, we are in the upper 10 percent of clinics reducing the cost of care through use of generic medication.” Keith Mack, the public relations liaison for the hospital, said the rankings mean “our clinic providers are proactive advocates for better health in our community.” “If you do not measure quality, you don’t know where and how to improve,” Fulton said. “We measure our baseline results, develop intervention strategies and constantly measure results so we can improve both access and quality of care on Whidbey.” Because they’re constantly updating results, the clinics have the chance to rank even higher. Starting in January 2015, the hospital will be including the North Whidbey Community Clinic in the project, as well. “Results are being shared with clinic providers, who are developing strategies to provide as many community members as possible with care that meets the IHI Triple Aim,” Fulton said.

Flutist shares music after tragedy By MICHELLE BEAHM Staff reporter

When Rae Terpenning had her stroke, her entire life was interrupted. A flutist, Terpenning lost much of the function in her left side and, as a result, was unable to play anymore. But now Terpenning is performing Christmas carols with a flute choir, thanks to a one-handed flute. Feb. 15, 2010, is a day Terpenning and her husband Charles describe as, “a day we won’t forget,” Terpenning said. She spent six weeks in the hospital after a stroke before she returned home. After that, physical therapists went to her to help her regain function. “I always was counting on rehab getting my hand to work again,” Terpenning said, “and although I’m much better than when I first had my stroke, I finally realized … it’s going to be a long, long time before I could play, if I waited for that. “I had a therapist who said, ‘Just because you get a onehanded flute doesn’t mean you’re giving up on rehabbing your other arm. It’ll just be that you can play sooner with the one-handed flute.’ ” After that, Charles Terpenning, also a professional musician who plays with the Saratoga Orchestra, searched the internet for someone who could help them get Terpenning playing again. Finally, they found Maarten Visser, an adaptive woodwind maker living in Amsterdam, and one year later, Terpenning has her flute. After a long process, she finally received her flute, and when she got all the pieces, she said she felt “like my heart grew three sizes that day.”

Rae Terpenning practices using her new one-handed flute, which she’s had for about a month. Already, she can play two of the three octaves a flute can play. “It was fabulous,” Terpenning said. “It still is. Knowing that I can play with other people and make music, when it’s been an essential part of my life since I was nine years old — that’s a few years. I was just so happy to be able to do that again, something I thought I might never be able to do again. “But as the saying goes, never, never, never give up.” She’s had her flute for less than a month, and already she’s performed twice playing Christmas carols. But it’s still a process because she’s basically having to learn how to play all over again, this time without the benefit of an experienced teacher. “There’s no book, nobody else who has experience doing this,” Terpenning said. “You have to make it up yourself. You have to make your own rules. So I have to do a lot of experimenting to find

where to put it and how to hold it and different things like that.” Charles Terpenning said hearing flute music from their music room again was “such a thrill.” “I know one time, she just took … the first piece she ever studied with her teacher at New England Conservatory, and she dug that music out and just sat there and figured a few things out,” he said, “and within a few minutes, I said, ‘I know that piece. I know what you’re playing.’ “It was far from perfect or finished or anything, but the notes, I recognized the notes. I recognized what it was supposed to be, and I said, ‘Hey, that’s good.’ ” But Rae Terpenning’s goal, when they started the process around Christmastime in 2013, was to be able to play Christmas carols by Christmas this year. She’s realized that dream, and is

onto her next goal. “I want to go back and try to learn some of the easy, quote unquote, literature,” she said. “I’ll have to relearn them, of course, but I’d like to see if I can get back and play some of the real repertoire for the instrument.” The important thing for the Terpennings, however, isn’t just that Rae can make music once again after five years, but that others know that it’s possible. “I just want to be able to give people hope that they can do it,” she said. “Not because I did it and because I’m good. The idea is to let them know that they can do it if they want to. And as another therapist said, ‘It may not be the way you used to do it, but there is a way to do it. And you’ll get back to playing again.’ ” Charles Terpenning mentioned that they might share their story with the National Flute Association and at conferences and workshops in the future. He said he wants “not to let people think that’s the end of whatever they’re ever going to be able to do again.” “I guess I was afraid to hope too much at the beginning,” Rae Terpenning said, “not knowing how it would really work, not knowing if I’d be able to play it again and make music again.” She said when she was performing Christmas carols with her flute choir, she “was so busy concentrating on getting the right fingering, it was (only) after the performance that I was able to think about how it felt. “It felt wonderful.”

Whidbey band celebrates 20 years of punk rock Potbelly to release album, “EST. 95,” to commemorate 20th year By JANIS REID Staff reporter

Jason “Potbelly” Rodger has been rocking out for what seems like forever. A longtime supporter of the punk rock and metal scene, Rodger’s islandgrown band Potbelly is celebrating 20 years. “It’s been a roller coaster ride,” Rodger said. Formed in January 1995, the band has seen members come and go, sometimes dealing with drug abuse, family issues or legal problems, but has nevertheless survived. Characterizing the band as “punk-rock fusion,” Rodger said Potbelly is influenced by a surprisingly broad range of music styles, from Devo to Frank Sinatra to Slayer. “We have elements of all kinds of music wrapped up in our style,” Rodger said. The band’s original members are Rodger, the singer, and bassist Ken Ball, along with newer members singer Cory “Worthless” Hansen, drummer Jeff Thayeer, and guitar players Chris Solis and Christen “the Magnificent” Ogden. All nicknames are the product of random occurrences and old-fashioned razzing that comes along with playing a long time together. “We now have mortgages and kids, but it doesn’t keep us from doing what we do,” Rodger said. David Portnow, a Seattle “behind-the-scenes legend,” according to Rodger, signed the band seven years ago to his label PIG Records. He just re-signed them for another five years and recently bought their entire back catalogue. “This is a very historic band,” Portnow said. Portnow said the prolific band has averaged about four albums a year for the last 20 years and sells much

of their music in Indonesia. Rodger was a founding member of the Whidbey Island Pyrate Punx, an organization that supports touring bands internationally. There’s a group of a dozen or so locals who are committed to volunteering their time and homes to host bands, Rodger said. As a result of their involvement with the Pyrate Punx network, the band has in turn been able to tour in areas that would have been cost prohibitive. Potbelly and the Pyrate Punx are also very supportive of other local bands like Alcojuana, Solis’ other band. “They rock,” Rodger said. Besides playing house parties and venues on and off island, a main spot for Potbelly and the punk scene has been Oak Harbor Tavern on Pioneer Way. “They’ve played regularly here for at least 15 years,” said longtime tavern staffer Steve Despopoulos. “Besides just bringing in area bands, they’ve brought into this little town a lot of musical talent. It’s all through their love and dedication to the punk music scene.” Longtime friend and former Oak Harbor Tavern bartender Justin Doyle arranged for the band to play their first show there. “We didn’t have music at all; once we got them in here, it was great,” Doyle said. “The crowd of people they bring are totally different than they expected. It’s the greatest group of guys I’ve ever really met, to tell you the truth.” Rodger said one proud moment was when they played the Island County Fair in 2006. The fair saw record attendance and “the hall was packed,” he said. The band was also featured in the 2007 documentary “NWPunkrock: 30 Plus Years of Punk in the Northwest.” In that time, Rodger has created his own record label, PB Records, producing mainly compilation albums of music from punk to metal, ska to hard folk. “If I like it, I’ll help with it anyway I can,” Rodger said. But, he said, “punk rock is more my forte.”

Today, the band has 98 releases under its belt and has performed more than 1,000 shows from the West Coast to the Midwest. Their music can be purchased at Joe’s Island Music in Langley and online at www. interpunk.com. Their newest album, “EST. 95,” is coming out in late February.
