9. Meth lab found brewing

In July, two Bonney Lake residents were charged with nine counts including possession of methamphetamine and cocaine with the intent to sell by the Pierce County Prosecutor Mark Lindquist. During their arraignment, the two pled not guilty. Scales, packaging, cash and firearms were also found in the residence where the two lived with young children. The children were placed by Child Protective Services.

The ground broke on April 28 in Sumner for the future site of the Gordon Family YMCA. The 110,000 square foot community center, arts center, gym, climbing wall, racquetball court, track and pool are expected to open in June 2015.

LAST WEEK: Do you agree with Sony’s decision to cancel the release of “The Interview” amid violent threats?

Yes: 0% No: 100%

Wednesday, December 31, 2014 • www.blscourierherald.com

Terror threats keep me reeling My family doesn’t do the stereotypical Chinese food dinner on Christmas. Oh no. Instead, we Jews open our gifts from Santa-day and race over for a matinee movie. It’s Mandel/Altman family tradition. Always has been. Thus, while I appreciate President Obama’s recommendation to “go to the movies” in light of the Sony studios hack and subsequent threats against theaters potentially showing “The Inter view,” I Eric Mandel, didn’t need his Reporter help with the decision. We are in. My memory of Christmas Day movies with the family starts with the original “Dumb and Dumber” and f lips through a menagerie of other cinematic adventures: “Titanic,” “As Good as it Gets,” “Gangs of New York” (we like Leo), at least one of the “Hunger Games” f licks, “Walk Hard,” “Django Unchained” and “Anchorman 2,” to name a few. Whether my parents/sisters/cousins and I would have picked “The Interview” as our movie du jour this Dec. 25 is another question entirely. The controversial film, which is the supposed instigator of the hacks allegedly executed on behalf of the North Korean government, was probably a 50/50 bet, based on our previous viewing history. Even if

Cuba: The end of a bad 54-year policy As a teen, I remember well the victory of Fidel Castro and his band of guerrillas against the corrupt dictatorship of Fulgencio Batista in 1959. A speaker spoke at my parents’ church condemning U.S. sponsored corruption and greed in Cuba under Batista. That was one of my first introductions to seeing the complexity of international affairs. Then came the panic brought about by the October 1962 Cuban Missile Crisis and the rush by Americans to their grocery stores to frantically buy toilet paper and canned goods for the expected nuclear war that might follow the showdown. Premier Khrushchev and President Kennedy were standing toe-to-toe over Russian missiles in Communist Cuba and the world would live or die as a result. The years that followed Castro’s takeover saw the U.S. embargo against Cuba. As I began teaching high school history and current events, I had a chance to examine the Cuban issue more closely. I saw that Castro was able to rally support and stay in power by using the “Colossus of the North” as the boogeyman. U.S. policy to Cuba has

In Focus Rich Elfers Columnist

been wrong for fifty-four years, and thanks to a lame duck President, that policy is on its deathbed. The best way to deal with Castro would have been for the U.S. to keep quiet and to continue to trade with Cuba. Americans would continue to travel there, and Castro would not have had anger against the U.S. to rally support for his regime. Then the Cuban people would have begun to see Castro for what he really was. Had the U.S. followed this policy fifty-four years ago, Castro and Communism in Cuba would have disappeared decades ago. Then why did the U.S. maintain the embargo for 54 years if it was counterproductive? The answer, as ever, was, “politics”. Most of the rich Cubans who fled Castro’s takeover ended up in Florida. They formed a

major voting block that might doom any aspiring presidential candidate from winning the presidency. It took President Obama, frustrated with his inability to do much domestically to open up negotiations with Fidel’s brother, Raul Castro, Cuba’s current leader. Russia is no longer able to support Cuba as it did during the Cold War, and the strongly anti-American Venezuelan President Chavez died. The Venezuelan government has provided cheap oil for years, propping up the weak and broken Cuban economy. Now, as the price of gasoline has drastically dropped, oil-producing Venezuela lacks the ability to supply oil to Cuba as it once did. Its own economy is in shambles. Castro has only the U.S. to turn to bail out their economy with increased trade and tourism. Thanks to Communism in Cuba, the Cuban people are now better educated than they were fifty-four years ago. All they need now is a more open government and a more capitalistic economy to harness

Governor pitches biennial spending package By Dennis Box Editor

Let the Olympia money chase begin. Gov. Jay Inslee met with Sound Publishing reporters and editors Thursday at the Bellevue Reporter office to discuss the executive branch’s 2015-17 budget proposal. Inslee’s office released the budget documents, which will be taken up by the Legislature when the regular session convenes Jan. 12. The coming session is scheduled to end April 27. The governor’s budget document states, “Our private sector is growing and unemployment is at its lowest levels since 2008. State revenue collections are rebounding, too — after several years of steady declines, revenue projections have increased in each of the past four quarters.” Inslee tempered that good news by noting the economy is rebounding at a “much slower pace than after previous recessions. The latest projections for the 2015–17 biennium indicate revenue growth will remain modest for the foreseeable future.” Looming over the budget and both the executive and legislative governing branches is the September contempt ruling by the state Supreme Court. The

nine judges unanimously ruled the state has failed to fulfill its Constitutional duty to fund education. The constitutional clause cited by the court in the 2012 McCleary v. Washington is: “It is the paramount duty of the state to make ample provision for the education of all children residing within its borders, without distinction or preference on account of race, color, caste, or sex.” The Supreme Court Chief Justice Barbara A. Madsen wrote,”Sanctions and other remedial measures are held in abeyance,” to allow the Legislature to comply by the end of the 2015 session. The governor’s document states: “The state is under court order to live up to its Constitutional obligation to adequately fund basic education.” Inslee’s budget allots $2.3 billion to its education plan. The budget cites funding for reduced class sizes and makes the statement his plan “fully funds basic education a full year ahead of schedule.” There is also a freeze on resident undergraduate higher education tuition. A statement released by state Superintendent Randy Dorn on Dec. 17 said, “Gov. Jay Inslee’s education budget proposal falls

far short of what is needed to comply with the orders issued by the Supreme Court in McCleary v. Washington. If adopted, it would move this state one step closer to a constitutional crisis.” When asked about the court’s ruling and Dorn’s statement Thursday, Inslee said his budget was not written to satisfy “nine people in black robes” but for the children of the state. Inslee also said Dorn has come up with no revenue plans to “fund education for children.” The governor said he did not expect the court’s ruling to be appealed to the federal Ninth Circuit Court of Appeals because there is not a federal issue. Inslee said he has practiced law for 20 years and thought if it was appealed it would be “highly unlikely” the Ninth Circuit would rule on the issue. Raising revenues is one of the critical underpinnings to the governor’s plan and he spent much of the time Thursday advocating for his budget revenue goals. Inslee said the state cannot, “cut our way out to fund education…. Eventually we will follow the arithmetic. We can’t go backwards.” The budget calls for a new capital gains tax on the sale of stocks, bonds and other assets “to increase the share of state

Gov. Jay Inslee answers questions about his 2015-17 budget from reporters and editors at the Bellevue Reporter office. Craig Groshart, Bellevue Reporter taxes paid by our state’s wealthiest taxpayers. The state would apply a 7 percent tax to capital gains earnings above $25,000 for individuals and $50,000 for joint filers, starting in the second year of the biennium.” Other revenue items are a tax of 50 cents per pack of cigarettes and taxing e-cigarettes and vapor products, raising an estimated $56 million. A market-based carbon pollution reduction plan is estimated to raise $380 million in new revenue. Inslee said the carbon plan is needed to “clean the air… We

have to do something to have cleaner air.” Spending on transportation is critical, according to Inslee, to create jobs and sustain economic growth. “We are getting more legislators who understand the need for transportation,” Inslee said. “We can’t run and hide from congestion and the ravages of carbon pollution.” The transportation budget directs $3.6 billion to construction projects, including $856.5 million to complete the state Route 167 corridor in Pierce County.

Inslee not sticking to his campaign promises Last week Rich Elfers’ column “Careful with those promises” was timely not only as a personal point but as a political one, too. Democrat Gov. Inslee would do well to read

CORNER FROM 6 the movie hadn’t been cancelled around the country, I’d still probably be leaning toward “Birdman” — I love me some good Michael Keaton. No matter the ultimately decided upon movie, it’s disappointing to see American cinemas

the column and take it to heart. Two years ago in the Olympia Journal Inslee emphatically stated he was “sticking to his guns” that “new taxes won’t fix Washington’s budget woes.” Oops – is that one of those broken promises to which Elfers referred? The governor continued declaring school funding would be increased by generating more state revenue through economic growth without raising taxes. Furthermore,

his campaign plan supposedly called for “reforms in business and occupation taxes, plus tax breaks for fledgling companies...and cutting some regulations.” In the governor’s mind evidently the imposition of a heavy-handed carbon tax and increased regulations on businesses still meets the litmus test of his promises, how so?. (Rob McKenna proved prophetic when he repeatedly warned us that Democrat

Inslee would raise the taxes.) With the present fuel prices lower, the state gas tax is still at 55 cents a gallon/diesel at 61 cents – eighth highest in the nation. More people will travel to see relatives for the holidays and throughout the year so Washington will make more fuel dollars to fix the crumbling infrastructure; unless it is siphoned off for pet government projects.

Also, how much money has California eco-billionaire Tom Steyer funneled into the governor’s green agenda? Perhaps their goal is to make Washington equal to California...spare us! As well, why is Inslee reluctant to have his carbon plan voted on by the Legislature? Instead he wants to pull an executive order like his mentor Obama. Elfers’ column concluded that “broken

promises cause any person in authority...to lose credibility...” and “...once credibility is lost, it’s very difficult to regain.” Leave us not forget that former President George H. W. Bush’s infamous “No new taxes” pledge resulted in one term and pass it forward to Gov. Inslee before he can decimate Washington businesses. Work for term limits! George Terhaar Enumclaw

hijacked. I’ve long worried that terrorists would wise up to our culture’s biggest fear of attack – our leisure time: sporting events, public parks, bars, malls, theaters, etc. James Holmes’ massacre in Aurora, Colo. during “The Dark Night Rises” certainly put society on notice, but the general response amounted to the shooting be being harbored by a crazy person who did a crazy thing. People can move on from that. It’s harder to imagine constant terror at the theaters, which would certainly lead to metal detector and body scanners before anyone

could enter “Frozen 2” or “Fast and the Furious 14.” Frankly, even the notion that an usher might confiscate my pocketed Fun Size Snickers could have me calling for a lifetime theater ban. Which is why it is even more disturbing that the movie theater chains and Sony backed down to these threats. I think most people recognize the slippery slope of conceding to terrorist demands. And, although I’ve never been much of a fighter, I’m not one who believes in rolling over to intimidation. Bullies shouldn’t win — and they rarely ever do in

the movies. The FBI reportedly investigated the threat from the group, which calls itself “Guardians of the Peace,” and found no credible intelligence of threat to movie theaters. I’d bet these cyber hackers couldn’t believe the browbeating tactic actually worked. With that said, I understand the concerns. The cyber oppressors proved their seriousness with the debilitating hack and ominous threat to the public’s well-being. The group made references to the 9/11 attacks and warned neighbors of theaters showing the film “you’d

better leave.” I can sympathize with the ensuing “it’s just not worth it” fear of the average moviegoer. It reminds me of the Ebola panic that’s also penetrated the country — the realization that, sure, there’s almost a 0 percent chance that someone coming from East Africa could spread Ebola, but… I’d just a soon not test my luck. Maybe that person should just be quarantined for everyone’s sake. In some regards, maybe it’s worth quarantining a slapstick, likely offensive buddy comedy. Especially when it can be run a month from now with likely twice the fanfare (people yearn

for what they can’t have). But, just because it is an understandable fear, does not make it worthwhile or truly justifiable. So, as I write this column prior to our early deadline, I pledge to be at a movie, doing my part for the economy as a Jewish American on Christmas Day. I’ll probably buy popcorn and maybe splurge on a soda. And I won’t fear, because the good guys should get a happy ending in real life, too. • Dec. 26 They weren’t showing Birdman, so I went to “Top 5” and the other half of the family went to the last Hobbit movie.

ELFERS FROM 6

Cuba. President Obama has done future presidents a favor regarding Florida. They no longer have to fear a Cuban-American voter backlash by opening up relations with

Cuba. This new policy will put the United States in a better light in Latin America, and win us some friends who now see that we are acting rationally instead of following a failed foreign

policy. I’ve waited a long time to see the U.S. government finally end Cuba’s isolation. This change in policy holds a lesson for all of us: Decisions made in a time of fear are usually bad decisions. We all make better choices when we can

rid ourselves of our fears and look at issues clearly and rationally. The definition of insanity is to repeat behaviors in hopes of different results. We followed that insane policy for 54 years. The U.S. government has just become saner. It’s about time.
