Town sells easement on land near Navy’s OLF By Megan Hansen Co-Editor
Last week the Town of Coupeville sold development rights to the Navy on 54 acres of property it owns near Outlying Field. The transaction for a restrictive easement was facilitated through the Whidbey Camano Land Trust and netted the town $800,000. Pat Powell, executive director for the Land Trust, said her organization often works with other groups where there’s a property that meets the goals of all parties involved. In this instance, the property in question is 54 acres that includes forest land on Keystone Hill. The property has a deep aquifer that the town uses as the primary water source for its utility system because the location has better withdrawal and water quality than the town’s other wells. “The details of the … restrictive easement allow for the continued use of the land for additional wells and for future addition to the existing water treatment plant,” said Coupeville Mayor Nancy Conard. “Restricting any further development preserves the forest, open space, water quality, aquifer recharge and wildlife habitat in this area.

Loose flock ruffles feathers By Ron Newberry Staff Reporter
Why do the chickens cross the road? Lauren Mueller only wishes she knew the answer. For more than three weeks, a brood of chickens has been spotted strutting along and even across State Highway 20 near Coupeville, ruffling drivers’ feathers in the process. And, it seems, each time there’s a fresh sighting, Mueller’s phone rings. Louise Mueller, Lauren’s mother and neighbor along Madrona Way, has raised chickens for more than half a century, but the ones raising a ruckus along the highway not far from their property line do not belong to her. She and her daughter believe the chickens are all roosters and were dumped near the highway shortly before Thanksgiving. Both are concerned the chickens, which have been seen dodging traffic on the highway, pose a safety hazard to passing motorists and have notified Island County Animal Control, the sheriff’s department, the Department of Fish and Wildlife and just about anyone else they can think of to try to find a solution to get them out of harm’s way. But so far, they say they’ve encountered little help and no solid advice on what to do.
“It’s really a danger to have them up there,” Louise Mueller said. “Someone could try to avoid a chicken and swerve in another lane and hit somebody else.” Louise Mueller said she spoke with Carol Barnes, the county’s animal control officer, and found the matter to be a very low priority with no plan in place to catch the birds. Barnes said she did visit the site and approached the chickens only to see them disperse in different directions. That only heightened her own concern about trying to catch them with the potential for chasing them into the highway and causing a traffic accident. “Unfortunately, there are no services available for this type of situation,” Barnes said. “We do have (services) for large animals. But for this type of situation, we don’t have staffing or the capability or the equipment for that matter. “Try catching five loose roosters. I can’t run that fast. It makes it a difficult situation.
It’s not like we don’t care.” Louise Mueller, who’s 85, said she asked for traffic-control assistance to aid in corralling the chickens but was rebuffed. “She would have to call law enforcement to do that,” Barnes said. Louise Mueller has tried to take matters into her own hands, scattering a trail of feed along an access road about a half mile long that cuts through the family’s properties on Madrona Way to the highway. The Muellers have had the land in their family since 1948 as Louise’s in-laws once owned the Captain Whidbey Inn. After weeks of coaxing, Mueller succeeded in luring five chickens to her farm this week only to see them wander off again into the woods and back to the highway. “I think they roost up there,” she said. “I think they only come down for breakfast. “The chicken cafe is only a short distance

She received a degree in art and costume design from the University of San Diego and was well known on Whidbey as one of its most talented and prolific artists. “Treva was, first and foremost, the ideal Navy wife, and Nick was truly her soul mate,” according to her obituary. “In a word, Treva Carter was elegant — in appearance, in heart and soul, and in spirit. And she defined the word gracious. To all who were privileged to know her, she was a true and welcoming friend, an energetic worker for the causes in which she believed, and she was strongly anchored by her faith. Her radiant smile set the tone for any gathering and made countless friends and family members instantly welcome in her home.”

Born Treva Lois Shultz, the Indiana native made her way to the west coast to pursue her passion for art and clothing design, according to her obituary. Carter met her husband Nick, a sailor, in San Diego while working for a French dressmaker, and post-

A recommendation for approval is now in the hands of Island County Commissioners. The project entails replacing the current singlewalled metal fuel lines with flexible double-walled fuel lines with a protective cover and leak monitoring. Port Commissioner Marshal Bronson said the current fuel lines aren’t up to code with current standards and need to be replaced. The port is just finishing
up final repairs to the fuel float replacement project, which was also partially funded with grant funds. Assistant Port Director Tim McDonald said the port will most likely go to bid in the third quarter of 2015 and installation will happen in the last half of the year. The $180,000 request is based on an estimate of what the project will cost. If bids come in over that estimate, the port will have to cover the difference, McDonald said. Once the county and port complete an interlocal agreement, the port should begin permit applications.

Dead seagull raises questions By Megan Hansen Co-Editor
There are more questions than answers as to why and how a dead seagull was found tied to the top of a piling at the Coupeville Wharf. Coupeville Marshal Rick Norrie had to use a step ladder Monday to get to the carcass for removal. He said he’s not sure why someone would do that but suspects it might be children at play. While Norrie required a ladder to reach the bird, at high tide someone could easily reach the top of the piling without assistance, he said. The bird appears to have been dead for quite awhile.
Norrie said employees of businesses in the wharf reported seeing Eagles feeding off the dead seagull. A distressed citizen reported the bird Monday afternoon after taking a stroll on the pier. Another caller reported a similar situation on Nov. 14, reporting a dead seagull was tied to the floating dock ramp. Norrie said it very well might be the same bird. Because it is unknown if the bird died of natural causes or not, Norrie said he isn’t sure what a charge would be, if any. But he said he’s keeping his eyes open and has taken note of this incident.
County schedules budget amendment hearing The county will include additional funding for the sheriff’s deputies’ union contract in the 2015 budget’s first amendment. A public hearing is set for 6:15 p.m. Monday, Dec. 22, in the Commissioners Hearing Room in Coupeville. The $770,000 budget addition will be paid for by money set aside for the negotiations, including $312,779 from the 2014 budget and $456,221 from previous years. While the deputies’ guild agreement comprises the largest chunk of the amendment, the change also includes the addition of a $72,000 federal grant that will pay for the county’s 2015 marine resources committee. Other changed items in the budget amendment are otherwise small, line-item changes where “unused budget capacity” is being moved to fund other services, according to Budget Director Elaine Marlow.

Shopping local causes positive ripple effect As the countdown to Christmas continues, remember there are tons of great stores in Central Whidbey to find that perfect holiday gift. Shopping locally is a smart choice in a variety of ways — from the gas you’ll save traveling to that distant Megan Hansen store to the ripple effect dolSome perspective lars spent locally causes. Spending locally not only helps that local shop owner, it helps the local economy and, in turn, you. A good portion of Town of Coupeville’s annual revenue includes sales tax revenue. Steady sales tax revenue reflects a healthy local economy and gives local government the funds it needs to provide some of the amenities citizens in Coupeville enjoy. A healthy local economy allows for well-kept parks, public spaces and the beautiful lights display at Cook’s Corner Park. Shopping locally is important and local groups have come up with creative ways to market and support the campaign, like thee annual Red Ticket Drawing which is 1 p.m. Sunday, Dec. 21, on the steps of the Island County Historical Museum. The drawing is sponsored by the Coupeville Historic Waterfront Association. Since early October, participating businesses have been giving out red tickets for every $20 spent in their stores. Three $100 winners will be chosen along with the one grand prize of $1,000. Winners must be present to win. The association is able to track holiday spending to some degree by tracking how many red tickets are distributed. Last year, roughly $400,000 was spent in the red ticket promotion. That’s just a fraction of the dollars spent locally that all go toward supporting our local healthy economy. So if you still have a few items left on your shopping list, head out to one of Coupeville’s many unique and fun shops and we’ll see you Sunday with red tickets in-hand.

Poster contest tackles world peace Uriah Kastner, a seventh grade student at Coupeville Middle School, has taken the first step to becoming an internationally recognized artist by winning a local competition sponsored by the Coupeville Lions Club. Kastner’s poster was among more than 375,000 entries submitted worldwide in the 27th annual Lions International Peace Poster Contest. “I drew my Peace Poster because I think that’s what the world should be like,” Kastner said. “No wars or problems. Just peace.” The poster was selected by the Coupeville Lions for its originality, artistic merit and portrayal of the contest theme, “Peace, love and understanding.” The judging was held earlier during the club’s general membership meeting. Molly Hughes, president of the Coupeville Lions Club, said she was impressed by the expression and creativity of the students at the Coupeville Boys and Girls Club. “It is obvious that these young people have strong ideas about what peace means to them,” she said. “I’m so proud that we were able to provide them with the opportunity to share their visions.”
Kastner’s poster will advance to face stiff competition through the district, multiple district and international rounds of competition if he is to be declared the international grand prize winner, Hughes said. One grand prize winner and 23 merit award winners will be selected. The grand prize includes a cash award of $5,000, plus a trip for the winner and two family members to an awards ceremony at Lions Day with the United Nations. The 23 merit award winners will each receive a certificate and a cash award of $500. “Our club is cheering for Uriah as his poster advances in the competition, and we hope that his vision will ultimately be shared with others around the world,” Hughes said. Locally, Kastner and 13 other students were honored for their participation at the Boys and Girls Club on Dec. 10. For his artistic efforts, Uriah received a cash award of $50; second and third runner-up artists Angelina Gebhard and Eli Kastner each received $25. Though the Peace Poster Contest is limited to students 11 to 13 years old, 10 entries submitted by younger artists were also judged to encourage future participation when

Friday, Dec. 12, marked Coupeville High School’s first venture in Olympic League basketball play, and the Wolves came away with mixed results. Both Coupeville teams challenged Klahowya, and the girls won 48-33 on the road while the boys lost a 5755 heart-breaker at home. In addition, the girls scored the game’s final 12 points to defeat Seguim 41-39 in overtime in a nonleague tilt Saturday.
Girls take 2, improve season record to 4-2
In the win over Klahowya, Makana Stone scored six points in the first quarter to help the Wolves go ahead 13-7. Coupeville built its lead to 10, 26-16, behind Stone (five points) and Julia Myers (four points) in the second period, but the Eagles sliced the gap to 26-21 at halftime. With the help of a stingy 3-2 zone, Coupeville outscored the Eagles 9-3 in the third period to go up 35-24. Five different Wolves scored in the fourth quarter as the Wolves pulled away. “It wasn’t our best game on the season, but we fought through sluggish play,” coach David King said. Several players competed although they didn’t feel well, he said. One of those was Stone, who still managed to put up 20 points and 10 rebounds. King liked the individual efforts of several players. Against Sequim, Coupeville scored 31 points over the first 31 minutes, then eight in the final 64 seconds. Kiel nailed a three-pointer with 10 seconds left to send the game into overtime. Kiel started the 8-0 run with a free throw and an assist on a Thorne bucket. Stone made it 39-36 with 35 seconds left after a Sequim turnover. Sequim then missed a free throw, but Coupeville turned the ball over. Sequim returned the favor, setting up Kiel’s big three. In overtime, Thorne scored off a Stone assist and Kiel hit a free throw. Sequim failed to score in the final five minutes and had five turnovers in its last six
possessions. Stone posted another double-double, registering 16 points and 14 rebounds. She also had five assists and two blocks. Kiel scored 12 points, 10 after the third quarter, and dished three assists. Vidoni had six points, Myers four, Thorne two and Hammer two. Sequim, now 3-2, entered the game with the Olympic League’s best record among 2A girls teams.

The Eagles cut the gap to 30-27 at halftime and then regained the lead, 43-42, going into the last quarter. Coupeville struggled early in the third period, so coach Anthony Smith said he “drained his bench,” adding the reserves “played well.” In the fourth quarter, Smith went with a small lineup and received positive results. Coupeville took the lead, but several missed shots and two missed free throws late enabled the Eagles to slip away with the win. Klahowya scored with 1.8 seconds left to go up by two, and Coupeville’s final desperation shot failed.
Aaron Trumbull scored 13 points for Coupeville; Dalton Martin 10; Joel Walstad nine; Ryan Griggs five; Wiley Hesselgrave, Aaron Curtin, Matt Shank and Gabe Wynn four; and Jared Helmstadter two. Ricky Holguin scored 27 for the Eagles. The teams combined to shoot 61 free throws, and both teams failed to take advantage. Coupeville hit only 16 of 29, while Klahowya connected on just 17 of 32. After the loss “the guys were upset in a good way,” Smith said. “We will make some changes to improve and learn from the film,” Smith said. “We welcome the challenge.” Both Coupeville teams play at Orcas Island Friday, Dec. 19. The girls start the doubleheader at 4 p.m., and the boys play at 5:30.

provide, Powell said. It’s a critical component for that ecosystem that provides a home for 240 different species. The property also runs adjacent to Outlying Field and fits into the Navy’s interest in restricting development around the airfield. The Navy will hold that easement and monitor it once a year, Powell said. This isn’t the first property the Land Trust has worked with the Navy in acquiring development rights in recent years. The Navy holds restrictive easements on seven properties around Outlying Field. Two are in Smith Prairie along Parker Road and were acquired in 2006 and 2011. Earlier this year, the Land Trust helped facilitate restrictive easements on two properties near the Town of Coupeville’s property. The Janicki property is located just north of the town’s property and the Manke property is on the other side of the road. Combined, those properties equal 97 acres. The Navy also holds restrictive easements on two properties near Crockett Lake, which are owned by the Land Trust. There are also several other

With the added $800,000, the planned rate increases will likely be less for customers, Conard said. Powell said the property fits into the Land Trust’s goal of protecting land around the Crockett Lake ecosystem. “One of the needs in Crockett Lake is to retain forest land,” she said. In recent years it’s been difficult acquiring funding to protect forests. Funds mainly go to protect open prairies, salmon habitat, coastal features and beach access, she said. away.” As much as Louise Mueller and her daughter care about the birds’ welfare, they haven’t been able to catch them. Nor do they want them, if they do. Once numbering eight, the chickens now appear to be down to five or six, and all are suspected to be roosters, which typically don’t get along well with one another in tight quarters. The chickens appear to be Speckled Sussex, a popular decorative breed from England, according to Diane Tompkinson, who also raises chickens in Coupeville. Ralph Downes, a Fish and Wildlife enforcement officer who lives on Whidbey Island, said he’s seen the chickens on the side of the highway less than a mile south from Libbey Road and theorizes along with the Muellers that they were purchased as chicks from a feed store and discarded after they grew up into unruly roosters. “I’ve seen them a bunch of times,” he said. “They look like they might be roosters.” “They’re so cute and fuzzy ... and then they grow up,” Louise Mueller said. Downes said he was surprised to see them appearing so healthy and lasting so long in the wild. “Sooner or later, a raccoon or a coyote is going to get them,” he said. That’s what the Muellers hope to prevent. They’ve set out traps to try to catch them but are looking for takers once they’re captured. That is, if they can catch them. It’s only been this week that they’ve managed to lure them to their property. “I don’t want the coyotes to kill them,” Lauren Mueller said. That’s if any remain. One chicken didn’t make it across the road Tuesday. “In Island County, there’s no code for loose chickens or roosters,” Barnes said. “But at the same time, that doesn’t mean you don’t care.”
