Apparent drive-by shooting reported on North Whidbey By JESSIE STENSLAND Staff reporter
Nobody was injured when someone fired a handgun into an Oak Harbor home and nearby vehicles last Tuesday night, according to the Oak Harbor Police Department. It was the third drive-by house shooting on North Whidbey since April, but investigators don’t know if any of them are linked or what the motive might be. “We’re a little stumped,” Detective Sgt. The idea of a child waking up on Christmas Day without a gift to unwrap is unimaginable for Re McClung. Yet she fears that some Whidbey Island families who need help in providing toys for their children this holiday season might be

She claimed the hospital appears to have a double standard in protecting an administrator, but hasn’t extended those protections to others. Linda Gipson, the chief nursing officer, is facing a fourth-degree assault charge for allegedly assaulting a restrained patient May 13, but much of the argument Monday was over decisions made by other hospital officials.
Island County District Court Judge Bill Hawkins questioned why the hospital is fighting the release of an internal investigation of Gipson’s actions but didn’t fight a much more extensive and invasive request for a patient’s medical records. Former employee convicted of embezzling from Whidbey Island Bank By JESSIE STENSLAND Staff reporter
A former customer service manager at the Freeland branch of Whidbey Island Bank is facing time in federal prison for embezzling
$162,000 from the bank. Shawna Brown is set to be sentenced Friday in U.S. District Court in Seattle for one count of bank embezzlement. She pleaded guilty in September as part of a plea agreement.

The U.S. Attorney is recommending a sentence of 15 months in prison, which is the maximum under the plea agreement. The sentencing memorandum describes the “lengthy scheme‚“ in which Brown

Pet photos with Santa help WAIF By KELLY PANTOLEON

Wesley Worrel is afraid of snakes. “Sometimes I have nightmares about boa constrictors,” Worrel said. For about seven years now, however, Worrel has served as “Pet Santa” at Hummingbird Farm, and it’s a role he played again on Saturday. From 10 a.m. to 3 p.m., people brought their pets to the farm and had photos taken with Santa, all for a worthy cause. “So far I’ve been lucky not to have any snakes,” he said. Worrel also said he’s also lucky that an animal has never had an accident on him. Worrel and Lee Spear, owner of the farm with his wife, Lori, said the farm has offered pet photos with Santa since 2004. Prints are $25 to $55. is what it costs him to print the photos. The rest of the money goes to Whidbey Animals’ Improvement Foundation, or WAIF. Lori and Lee Spear met a WAIF representative at a local business expo years ago and the idea of pet photos with Santa was born. Cinnamon O’Brien, who works for WAIF, had a booth this year near the Santa photo area for people to learn more about the animal shelter. Lori Spear said she and her husband have five cats, two dogs and two parakeets, and they have their own animals’ photos taken with Pet Santa. Hummingbird Farms provides holiday attire for pets whose owners want to dress them up. Worrel said he enjoys being Pet Santa. “I have my own pets, so it’s fantastic,” he said. “They’re pets, but they’re like kids in their unconditional love for you. And they don’t give backtalk.” Worrel said he has three dogs and two cats. Lori Spear said Santa Pet photos is her favorite event at Hummingbird Farm.

County auditor ready to hand off door opening responsibilities By JANIS REID Staff reporter
Determining who should open the doors of the Island County’s administration building on 6th Street hangs in the balance. After three years of handling the task, Auditor Sheilah Crider is asking the new facilities director to take it over. The move comes after elected officials, including the auditor, told county commissioners last week that a last-minute budget change from a 4 percent raise to a 2 percent raise was “a slap in the face.” Commissioner Jill Johnson, who supported the change to a 2 percent raise, said the timing of Crider’s door-opening complaint “raises questions, and the issue is petty.” Crider said she stepped up to open the building’s three doors when the previous facilities director was out with an injury for nearly two years. “We took on that responsibility,” Crider said Thursday.
Crider said the move has nothing to do with the recent raise debate and that facilities opens other county buildings. “That’s the only building that facilities has not returned to opening,” Crider said. Facilities Director Larry Van Horn said Monday he was surprised that Crider emailed the commissioners and not him. An email was later forwarded to him. “I was a little taken aback that no one contacted me directly,” Van Horn said. Van Horn said that the buildings now opened by facilities are done so between 7:30 and 8 a.m. and are accompanied by required maintenance checks. Staff is then deployed on various county projects both on Whidbey and Camano islands. The administration building doesn’t open until 9 a.m. “We can be flexible but there’s going to be days when we find it a challenge,” Van Horn said. “There’s 30-40 employees in there who are capable of opening
the doors.” Van Horn said he has yet to discuss the issue with the auditor or the commissioners but is willing to work out a solution with them moving forward. Island County Prosecutor Greg Banks, who took the lead for elected officials on the raise debate, said he doesn’t believe Crider is grandstanding. “I can’t imagine Sheilah Crider would retaliate against the board over the salary resolution,” Banks said. “I think it has been an administrative point of contention for quite a while.” Banks said the issue of compensation for elected officials — which includes himself, the auditor, the sheriff and the assessor, to name a few — is largely misunderstood. While the door-opening issue has yet to be resolved, Crider said her office will continue opening the doors to the public until a solution is found.

Former Navy doctor opens new holistic clinic By JANIS REID

hen Navy-trained doctor Hugh Jonson asked her to join an alternative medicine clinic, Registered Nurse Barbara Fragala said she didn’t hesitate. As active members of the same church, Fragala said she knew they would make a good team. “We work well together,” said Fragala, a classically trained nurse who has worked mainly in intensive care. “He cracks me up.” “We’re doing this as an act of love,” Jonson said. “We will either make it fun or we won’t make it at all.” Along with Arely Jimenez, a licensed marriage and family counselor, the three aim to treat the entire body and mind at Whidbey Naturals Alternative Medicine on State Highway 20. “We practice a combination of Eastern and Western medicine,” Jonson said. “We use nature first.” Jonson and Fragala said that the practice of this holistic, chemical-free medicine can treat everything from pain to diabetes to allergies. In addition, the treatments can fortify the body for Western procedures like surgery. Both Fragala and Jonson came out of retirement to open the clin-
ic that they hope will fill the void created by the closure of other natural medicine practices. When asked how acupuncture works, Jonson joked he didn’t have “the foggiest idea.” What he does know is that “it increases the flow of lymph, which carries all the healing power of the body,” Jonson said. But he’s seen its benefit throughout his career, starting with the birth of his son. A former combat pilot and prisoner of war with 43 years of service, Jonson was stationed in Asia when his wife went into labor. They were in Singapore for the delivery, and there, they had their first experience with acupuncture. After consulting some books, Jonson, a young doctor, administered the procedure intended to help control the pain. Which it did. It also stopped his wife’s labor completely. While the experience resulted in 49 hours of labor for his wife, it also changed his life as a doctor forever. “I learned that without chemicals, we could control the pain,” Jonson said. Since that time, Jonson has studied at a holistic university in San Francisco and has applied his knowledge to treating his patients. Jonson has also worked as a

he staff and residents of San Juan Rehab (Anacortes) send the warmest of wishes and thanks to IHOP in Mount Vernon for making a recent breakfast “the most wonderful time of the year”. Preparing seating for 17 people, including 10 wheelchairs, was no small task at 9:30 am on a busy weekday. But the restaurant staff not only did that, but dished up plates of patience, humor and various breakfasts for the whole group, with not a frown or hint of confusion, of which we created plenty! Andrea, our main server, was just a jolly, smiling elf who chatted with residents and showed the most caring heart. And apparently, Santa was in the restaurant that day too. In the spirit of the holidays, a table of complete strangers picked up the tab and quietly left before our group could extend our appreciation for their generosity. Getting out and about for a holiday breakfast is a huge treat in itself. With the help of these caring individuals it became one of the highlights of the season, one which will be remembered long after the Christmas lights are taken down.

Whidbey man’s unusual death deemed suicide Clinton man accused By JESSIE STENSLAND Staff reporter
A 66-year-old Freeland man’s unusual death in Ocean Shores on Thanksgiving was ruled a suicide, according to the Grays Harbor County coroner. Michael Butts had barricaded himself from police in a motel room and started a fire after attacking a police officer and the motel owner with knives. He died from smoke asphyxiation, Grays Harbor County Coroner Lane Youmans said. Chief Russ Fitts said investigators likely will never know what led Butts to the altercation that resulted in tragedy, but he hypothesized he may have been trying to provoke an officer into shooting him. Not only was it Thanksgiving, but it was Butts’ birthday. “In my experience, there’s no such thing as a coincidence,” he said.
SHOOTING CONTINUED FROM A1 At 10:48 p.m. on Dec. 9, officers responded to a report of a shooting on Southwest Roeder Drive. Several neighbors reported hearing the sound of gun shots and of a vehicle leaving the area, according to the police. Officers located several shell casings
“Anniversary dates kind of get stuck in people’s heads.” Fitts described the series of events leading up to Butts’ death in a statement. The owner of the Westerly Motel, he wrote, contacted police in the morning of Nov. 27 to report that a guest, later identified as Butts, had been taking pictures off the walls of his room and setting them in the parking lot. The officer accompanied the owner, a woman, to Butts’ room in order to evict him. The officer looked around and found Butts standing behind a shower curtain, armed with two kitchen knives. He lunged at the officer and owner with the knives raised. The officer shoved the owner out of the room and ordered Butts to drop the knives while pointing a Taser at him. Butts dropped the knives but continued
coming at him. The officer tased him. Nevertheless, Butts managed to kick the officer, who escaped from the room as Butts threw a chair. Butts barricaded himself in the room as more officers from the Grays Harbor Sheriff’s Office, State Patrol and the Ocean Shores Police Department arrived on scene. The officers tried to contact Butts but received no response. After about 25 minutes, the officers spotted flames and smoke coming from the room. They broke windows in an attempt to contact Butts but saw him lying on the floor. They forced open the door and pulled Butts from the burning room, administering CPR as the fire department arrived. Butts was transported to Grays Harbor Community Hospital, where he later died.

Someone fired several shots and hit two houses with what investigators believe was a small-caliber handgun. A Clinton man is accused of purposely slamming his car into a pedestrian and driving off, court documents state. Prosecutors charged Christopher L. Locken, 31, with second-degree assault with a deadly weapon and hit and run. A man and woman were walking on Lone Lake Road on the night of Dec. 6 when the incident occurred. The couple said they saw a blue Mitsubishi Diamante headed toward them and that the car swerved off the paved portion of the road and toward them. The man shoved his wife and was
struck by the car. The man said he hit the hood, rolled over and fell onto his back. The alleged victim claimed that Locken was driving the car and “had a crazed look on his face,” according to the deputy’s report. Locken then drove off, the report indicates. The man said he and his wife have had a continuing problem with Locken threatening them. The man denied needing medical treatment but said his right side was sore. Locken denied doing anything and claimed he had been sleeping at the time of the incident, the report states.

Training meant to protect, save American lives SOUND OFF

Mike Nortier Many people may be unaware that our service members — our sons, daughters, friends and neighbors – are training in the skies above the Olympic Mountains to take the fight to the enemy on our behalf. The Navy recently proposed a plan to provide more realistic training at substantial savings to taxpayers, but certain groups and individuals chose to spread misconceptions about the proposed training. The training is about detecting, sorting and identifying certain electronic signals amongst the deluge of existing signal clutter and determining appropriate actions against signals of interest. Our aircraft provide electronic support to soldiers and marines on the ground and our fellow aircrew in the sky; this proposed change to existing training will enhance the Navy’s ability to provide that support. The Navy flies over the coastal waters of the Pacific Ocean, Olympic Peninsula, the Cascade mountain range and Eastern Washington as we have for the past 40 years. The proposed plan does not introduce new flight areas; it proposes using mobile training emitters on existing logging roads on National Forest land to improve the training our aircrews receive today. The specific training these emitters provide enable aircrew to safely and successfully counter enemy defenses when they fly into harm’s way. The armed services have decades of experience successfully operating similar fixed and mobile emitters at a variety of locations across the nation. It is extremely unlikely that the training conducted in the Pacific Northwest will adversely affect people, animals or the environment. There are misrepresentations of the facts, and I would like to address some of what we have been hearing. SEE NORTIER, A7

Quick Internet search shows call was a scam Editor, I work for a company that received a phone call from a man with a heavy East Indian accent indicating that he was “David Foster” and needed to speak to the owner (by name) of this company. He claimed there was a legal case filed against the owner. The caller said to tell the owner to call immediately. I asked the caller for hours of operation of his establishment. He

Free Thanksgiving meal a huge success Editor, Once again, this year’s “North Whidbey Community Harvest,” the free Thanksgiving dinner at the Elks Lodge, was a huge success thanks to the generosity of our community’s businesses, organizations and individuals who donated their time and money to support the event. In particular, I would like to thank the members of the board of directors and trustees who put forth so much time and effort to manage all of the pieces that came together to make it happen. Myth: These emitters are dangerous. Fact: The Navy uses the Institute of Electrical and Electronics Engineers “Standard for Safety Levels with Respect to Human Exposure to Radio Frequency Electromagnetic Fields, 3 kHz to 300 GHz,” to make its determinations. The IEEE standard serves as a consensus standard developed by representatives of industry, government agencies, the scientific community and the public. In addition, there is a long history of these systems being safely employed to provide our aviators the training they need without incident or adverse effects. Myth: The Navy is planning to bring many more planes to the Olympic National Forest. Fact: Electronic warfare training is already being conducted in Northwest. The number, duration and frequency of aircraft flights in the operating area are only projected to increase by 10 percent, which equates to an average increase of one flight per day. These are not low altitude flights, and most go unnoticed as our crews train in these areas today. As the number and duration of

flights are not expected to increase significantly, and the typical flight profile is not planned to change, there is no expected change in aircraft noise. Myth: The Navy is planning to conduct war games. Fact: There are no war games planned. The only change is the addition of a mobile transmitter to improve the training we currently simulate. During these training missions, which already occur in these areas, the planes only receive signals; they are not broadcasting and will not be “jamming.” The frequencies used by the mobile transmitters will be deconflicted by the Federal Communications Commission and will not impact other broadcast signals, so vital services will not be interrupted. Myth: The Navy will be flying at low altitudes and at supersonic speeds. Fact: The Navy has no intention of flying at low altitudes or at speeds above the sound barrier. The mission requires the aircraft to be able to directly observe the emitters, typically flying at alti-
tudes of 10,000 feet or greater. Low altitude flight does not support the training. Supersonic flight above the United States is controlled by the FAA plus. When our planes conduct this training, they do not fly supersonic. I hope this information is helpful. The ability to send a signal toward an aircraft and have the crew train to detect and identify the signal allows for more finely tuned skills to be used when lives are at risk. This training is designed to protect and save American lives. The young men and women who volunteered to protect our great nation, and, by extension, every one of us, deserve the very best equipment and training opportunities this country can provide. Marvin Buchanan
Marvin C. “Buck” Buchanan was born in Wenatchee, Wash., and

ended his days in Oak Harbor, Wash., just 22 days shy of the century mark. He is survived by daughters, Barbara, Judy and Lynda; son, Greg; six grandchildren; and 15 great-grandchildren. He was preceded in death by his wife of almost 64 years, Dorothy. Buck received his Bachelor of Arts and Law degrees from the University of Washington before entering the FBI in 1942. He opened the first FBI Resident Agency in Berkeley, Calif., in 1957 and served as senior resident agent from that time until his retirement in 1966. The volatile political dynamics of Berkeley during those years brought him daily challenges and great stories. The family moved to Whidbey Island in 1972,
where Buck practiced law as a sole practitioner. He was later elected municipal and district court judge for Island County, where he served for 10 years. Dorothy and Buck enjoyed retirement together for many years, spending several months each summer aboard their yacht, the Temptress, and enjoying their boating friends and meals fresh from the San Juans and Canadian waters. They were never without their beloved parrots, Winnie and Sinbad. He is greatly missed and will never be forgotten.

Wolves continue good start, win league opener Coupeville tops Klahowya, Sequim to raise record to 4-2 By JIM WALLER Sports editor
One win was significant and the other thrilling as the Coupeville High School girls basketball team swept a pair of games over the weekend. In their first-ever Olympic League game, the Wolves ripped Klahowya 48-33 in Silverdale Friday, Dec. 12. Then Coupeville scored the game’s final 12 points to defeat Sequim 42-39 in overtime Saturday. The Wolves (1-0, 4-2) added two games to their schedule, including their next, 5 p.m. Wednesday, Dec. 17, at home with Friday Harbor. The other new game is 6 p.m. Monday, Dec. 29, against visiting Vashon Island. In the win over Klahowya, Makana Stone scored six points in the first quarter to help the Wolves go ahead 13-7. Coupeville built its lead to 10, 26-16, behind Stone (five points) and Julia Myers (four points) in the second period, but the Eagles sliced the gap to 26-21 at halftime. Although the Wolves haven’t practiced a 3-2 zone since last year, coach David King switched to the defense in the third quarter and the Wolves “came out and exe-
cuted it very well.” Coupeville outscored the Eagles 9-3 in the period to go up 35-24. Five different Wolves scored in the fourth quarter as the Wolves pulled away. “It wasn’t our best game on the season, but we fought through sluggish play,” King said. Several players competed although they didn’t feel well, he said. One of those was Stone, who still managed to put up 20 points and 10 rebounds. Coupeville was hurt by 19 turnovers but did collect 35 rebounds. On offense, “the execution was there again,” King said. “We just couldn’t sustain it for the whole game.” The Wolves did, however, get help throughout the lineup, with eight of the nine players scoring. King liked the individual efforts of several players. Kacie Kiel swished a 15-footer at the end of a “perfectly executed play”; Monica Vidoni scored “on a great post up” on a “great entry pass” from Wynter Thorne; Mia Littlejohn, who has been working on her shooting form, drilled a jumper; and Myers scored on a “sweat drive.” Myers has “elevated” her game, King said. “This season’s version of Julia is a more confident player, and it’s showing.” Myers followed Stone in scoring with nine points. Against Sequim, Coupeville scored 31 points over the first 31 minutes, then eight in the final 64 seconds. Kiel nailed a three-pointer with 10 seconds left to send the game into overtime. Kiel started the 8-0 run with a free throw and an assist on a Thorne bucket. Stone made it 39-36 with 35 seconds left after a Sequim turnover. Sequim missed a free throw, but Coupeville turned the ball over. Sequim returned the favor, setting up Kiel’s big three. In overtime, Thorne scored off a Stone assist and Kiel hit a free throw. Sequim failed to score in the final five minutes and had five turnovers in its last six possessions. Stone posted another double-double, registering 16 points and 14 rebounds. She also had five assists and two blocks. Kiel scored 12 points, 10 after the third quarter, and dished three assists. Vidoni had six points, Myers four, Thorne two and Hammer two. Sequim, now 3-2, entered the game with the Olympic League’s best record among 2A girls teams.
Round-ball Classic returns A Central Whidbey holiday tradition, the Tom Roehl Roundball Classic, is slated for noon Saturday, Dec. 27. This all-island alumni tournament primarily features Coupeville teams divided by graduating years. Organizer Noah Roehl said they would like to encourage more Oak Harbor and South Whidbey graduates to take part. It is preferred that at least half of each team be Whidbey graduates. “We are not opposed to teams from off Whidbey Island participating if they have a strong connection to the event, foundation or community,” the tournament
website says. “In the end, our goal is not to see which team can find the most ex-NBA-type players to win the tournament. “ Each team is guaranteed three games. The Classic will be divided into two divisions, open and senior (40+). Open teams are asked to pay a $125 donation to the Tom Roehl Foundation. rica Wassinger said she decided to open her house at Christmas time for her daughters. “I’m doing it for Soroptimist and their cause … for my daughters,” Wassinger said. “That kept me going.”
Soroptimist tour guide Barry Lynn greets people as they tour a home on Scenic Heights Road Saturday. The Christmas Home Tour fundraiser is organized by Soroptimist International of Oak Harbor, part of a national organization that supports programs and services for women and girls. “I hope Soroptimist does well and it’s a good experience for them,” Wassinger said. “I was happy to volunteer my home.” Wassinger, whose home sits on the south shore of Oak Harbor’s bay off Scenic Heights Road, said the experience was a lot of hard work, but also a lot of fun. While the first floor reflected more traditional decorations in green and red, the basement was decorated in a pastel Candyland theme for her daughters. “I wanted it to be more kid friendly,” Wassinger said. Wassinger’s husband, Brian, went “all out” on the exterior of the house with lights and reindeer displays — something he’s never done before. “He rigged lights to make them perfect,” Wassinger said. Participants of the year’s Christmas Home Tour said it takes hundreds of hours to prepare their homes for the public with creative details and decorations. Strehle, with a waterside view on Pioneer Drive, said he participated in the event for his late wife. Strehle said his wife remodeled their kitchen just a year before she passed away three years ago. He said he wanted to show off her work. “I’m doing that in her honor, so people could see what she did,” Strehle said. “If it wasn’t for that, I
wouldn’t do it.” Assisting Strehle was his son-in-law Dustin Lathan and Lori Beth Ward from the Oak Harbor Yacht Club. “There’s well over 100 man hours in here,” Lathan said. “It took a lot of work,” said Strehle, whose home was decorated in traditional christmas decor highlighted by a blue and silver Christmas tree.
“The end product turned out fantastic. I couldn’t be happier.” There were a total of five North Whidbey homes on this year’s tour, which cost $15 with proceeds going to Soroptimist to support its local scholarship, health and abuse prevention programs for women and girls. Organizer Kathy Doll said that Soroptimist sold approximately 210 tickets,
raising more than $3,000 for the event that is put on entirely by volunteers. “I’m so grateful to the homeowners for opening their homes and for everyone who bought tickets and came,” Doll said. “It’s just a fun event. Every homeowner works extremely hard to make their home beautiful. Everyone has a unique style. “They’re all gorgeous.”

Under questioning, Emch claimed that the internal investigation is solely a product of the quality assurance committee and that the hospital never conducted a disciplinary or humanresources investigation into Gipson’s actions. The Prosecutor’s Office, however, decided there is enough evidence from nurses who witnessed the event to charge Gipson with a crime. Hawkins questioned whether the hospital’s quality assurance process is really “an end run around the Open Public Records Act.” The law protects quality assurance reports from disclosure, but not necessarily disciplinary investigations. The deputy prosecutor and attorneys for Gipson and the hospital argued over two subpoenas duces tecum — subpoenas for evidence — during the three-hour hearing, but the issues were not settled. Hawkins scheduled another hearing for Jan. 6. The prosecutor subpoenaed

the hospital’s internal investigation into Gipson’s conduct, but the hospital’s attorney is claiming it is exempt from release because it is a protected work of a quality assurance process and attorney-client privilege. Lawrence said it appears that hospital officials only extend “privileges and protections” when it serves the hospital. She claimed that Whidbey General recently handed over an internal investigation of an employee accused of fraud and forgery to a law enforcement official; in contrast, hospital officials declined to hand over an internal investigation even after Gipson — a member of the administration — was charged. Hawkins said he wants to hold an evidentiary hearing to determine whether the report is a protected product of a quality assurance process. Hospital employees involved in the process will have to testify at the hearing. Gipson’s attorney, Andrew Schwarz of the Seattle firm Schwarz-Garrison, subpoenaed the alleged victim’s entire medical history. The prosecutor is fighting the subpoena, arguing that it is an unnecessary invasion of the woman’s privacy and would

Schwarz argued that the alleged victim, who has a lengthy history of mental illness episodes, made false claims of being assaulted at the hospital previously and that he needs the medical records to support his client’s defense. “Her bias is huge. She’s asking for a huge amount of money,” he said, referring to the alleged victim’s lawsuit against the hospital this fall. Schwarz also claims that the medical records the prosecutor provided for the alleged victim’s recent hospitalization are incomplete.
Lawrence pointed out that he has the same records she does. The alleged victim signed a waiver and the hospital was supposed to hand over the complete files. She said it was news to her if they are not complete. In the end, Hawkins said Schwarz’s arguments for the release of the records were persuasive but that he would review all the pertinent records before making a determination about what should be released. Hawkins said he wants to find a way to “minimize the intrusion” into the woman’s medical records while still providing the defense the records it needs.
Brown was a “low level supervisor,” who was in charge of three to six bank tellers. Brown stole cash from her cash drawer from 2010 until she was caught in August of 2013. Brown concealed the theft by creating a “cash ticket,” in the computer system without creating a corresponding ticket in the bank’s ledger; instead, she created a false “general ledger screen shot from a template on her computer,” the sentencing memorandum states. “The defendant engaged in this deceptive conduct nearly every day for three years, including days when she had mandatory vacation,” Assistant U.S. Attorney Justin Arnold wrote. Brown convinced her fellow employees to allow her to balance the general ledger — convincing them that she was “doing them a favor‚“ — even though it was against bank policy, court document states. The theft was discov-
ered in August 2013 when an injury forced Brown to miss work and other employees uncovered the scheme. She admitted to the crime in interviews with the FBI and the FDIC, the report states. “The defendant’s actions not only caused the bank economic harm, but negatively impacted the lives of the defendant’s coworkers,” Arnold wrote. The branch manager was reprimanded and placed on probation for allowing Brown to work on vacation. Other co-workers were disciplined and the branch lost half of its staff, the document states. The document states that Brown needed the money because of “unforeseen economic problems in her household,” and that she had a troubled upbringing, which caused depression. Brown is not accused of stealing from customers. “There was no involvement of customer funds or customer accounts,” said Bryan McDonald, the executive vice president of Heritage Bank. Whidbey Island Bank and Heritage Bank merged in May.
TOYS FOR TOTS CONTINUED FROM A1 unaware of services designed to do just that. The number of families that have contacted local agencies to receive help in the form of toys through Toys for Tots is down from past years, which raises a concern from McClung. “I am desperately afraid that we are missing families and children who might, without our help, go without toys for Christmas,” said McClung, who oversees the collection of toys on Whidbey and their distribution to five agencies throughout the island. About 1,600 children are targeted to receive toys through the island-wide Toys for Tots toy donation program, which is run by Maj. Megan McClung Marine Corp League Detachment 1210 in cooperation with local community charities and agencies. The organization expected more than 2,000 recipients this year based on increasing numbers over the past three years. The Toys for Tots goal is to distribute at least one quality toy to every child in need. “Theoretically, we have 400 kids who haven’t shown up, and that doesn’t sound right to me,” McClung said. “That’s why I’m concerned.” Toy donations from the community are not the issue. Roughly 5,000 toys have been donated by islanders into various collection boxes or through cash donations with about 3,500 already distributed to agencies for pickup. “People in the area are generous,” said Bill Smith, who has volunteered to help McClung sort through the remaining inventory in two storage units that were once packed with toys. “Truckloads have already left.” Recognizing there will be late comers, two of the five agencies on the island are still taking applications from families who need help in providing toys for their children.
