Proposed Maxwelton assessment can wait until 2016, diking district commissioners decide By JUSTIN BURNETT South Whidbey Record The first assessment proposed in decades for Diking District 2 property owners will not move forward next year as planned. During a well-attended and cordial meeting Saturday morning, district commissioners voted unanimously not to proceed with the measure, which would have approved collection in 2015. Instead, the board committed to working with the community to rethink the existing proposal, specifically the assessment method, in hopes of passing a revised and widely-supported assessment for 2016. The decision was something of a surprise as the board had worked on the levy for months, and its passage seemed a near certainty, but board members were swayed by testimony from a healthy crowd of concerned district property owners. “I was prepared to charge ahead because I felt we needed to get

something in place … but the input we received has caused me to take whole new look at this,” Commissioner Daryl Vander Pol said. “I would rather back off to get it as right as reasonably possible the first time,” he added. “I don’t think it’s worth poisoning the well to push too quickly,” Commissioner Carolyn Geise added. Diking District 2 is located in the lower valley of the Maxwelton watershed. To fund tide gate maintenance and administrative costs, such as liability insurance, the board proposed the first assessment in recent memory that would collect $12,500 from 55 property owners using a $45-per-acre charge. While many in the community bristled at the prospects of funding work that would help drain agricultural fields, claiming the benefits to SEE DIKING DISTRICT, A5

Kudos Whidbey’s Rob Schouten Gallery wins Best Art Gallery in KING5 contest Rob Schouten Gallery in Greenbank won Best Art Gallery in Western Washington in King5’s 2014 contest, according to a recent press release. More than 185 other nominees competed for the title. Owners Rob and Victory Schouten said they have the 30 Northwest artists they represent and their dedicated customers to thank for the title. “It was a happy surprise to find we had been nominated in the first place,” Rob Schouten said. “Once we knew, we let our customers and community know. It was great! Everyone was so enthusiastic; more than willing to vote and spread the word.” The Rob Schouten Gallery not only beat out the prestigious Seattle Art Museum and the popular favorite Chihuly Garden and Glass for the title, but edged out many of greater Seattle’s top galleries. Voters left a steady stream of more than 100 glowing comments about the gallery on the contest website during the race, according to the release. “Art that evokes a feeling of real life; an unpretentious gallery. Downto-earth folks are Rob and Victory. The place is a spirit lifter,” said one commenter. “Have traveled the world and never found such an eclectic, wonder-

“Heavy fog Saturday night and early Sunday morning caused two accidents within an hour and Al Heggenes of Clinton was involved as a passenger in both of them. “State Trooper George Metcalf said the first accident occurred about 11:45 p.m. Saturday. Robin Burley, 19, of Clinton missed a turn at Double Bluff and ran into an old resort cabin. The cabin was knocked some three feet off its foundation and his car, a 1953 Ford coupe, was totaled. Neither Robin nor Al were hurt. “After Robin’s wreck, Al got into a car driven by Dick Scriven, 19, of Langley for a ride to his brother’s house. On the way, about 12:30 p.m., Dick failed to negotiate a curve and ran into a power line guy pole on Lancaster Road at Mutiny Bay. His 1955 Ford had an estimated $150 damage but again, neither the driver nor the passenger were hurt.”

The retired Navy chief attended his first board meeting Monday saying that he would be spending most of the week at required elected official training in Chelan. Hannold ran a grassroots campaign that involved little money but a lot of footwork from his supporters. Now a self-employed contractor, Hannold has a background training new recruits on maintenance procedures while working on the EA-6B Prowlers. He was also served three years on the Oak Harbor Christian School board.

OAK HARBOR Mayor voted off transit board The Oak Harbor City Council has booted Mayor Scott Dudley from the Island Transit board for the new year. On Tuesday, council members criticized Dudley while a handful of audience members asked them to let Dudley stay and berated Councilman Joel Servatius for trying to take a seat on the board during the last IT board meeting. “I saw a display of childish political grandstanding by Councilman Servatius,” said Jeff Lauderdale, former Island County commissioner candidate, “and I think he embarrassed himself, this council and

the city of Oak Harbor.” The majority of council members defended Servatius, saying that it’s up to the council to decide who represents the city on the IT board, and they wanted Servatius at that meeting. Several council members also chastised Dudley for visiting the Langley and Coupeville councils to urge their elected officials to change their representatives on the transit board. “It is not up to us, or our representative, to go around telling other municipalities who they should or should not appoint,” Councilwoman Tara Hizon said. The council named Councilman Rick Almberg to be the city’s representative on the IT board, which is composed of five elected officials — two from the county and one each from three municipalities. Almberg starts at the beginning of January, leaving Dudley one last IT meeting. In addition, both Island County Commissioner Jill Johnson and new Commissioner Rick Hannold have said they want to be appointed to the IT board; Commissioner Helen Price Johnson is currently on the board and Aubrey Vaughan is no longer a county commissioner. It will be up to the Coupeville Town Council and Langley City Council to determine who they want as representatives.

Recently involved in a community squabble over tide gate work there, and a subsequent and personal lawsuit over the matter, he argued that assessing property owners on valuation would be more legally sustainable due to recent court precedent. He also noted that it would be a far more equitable means of collection, especially for struggling farmers. Many fertile fields have been abandoned in recent years, he said, either from flooding or pressures on agriculture, and are now overgrown with weeds. He asked the board to consider who stands to gain the most: farmers with a lot of unused and cheap land or homeowners? “Is it as much benefit to someone who has a cattail patch or a well or septic system … something to think about,” Gabelein said. Finally, responding to criticisms about better communication with the public, Geise made it clear that the board has struggled as an organizing group of elected officials and even admitted to accidentally running afoul of state open public meeting laws in preparation for Saturday’s meeting by speaking with other commissioners outside of the public’s view. “We’re trying to be legal but I broke the law the past two or three days,” she said. Before the meeting ended, board members and those in the audience discussed ways of getting the word out about future meetings and ways of better involving valley residents in district business. Editorial Delaying assessment was the right move Commissioners with Diking District 2 Saturday decided to hold off moving ahead with a controversial assessment for 2015. This was a smart decision and a refreshing sight for a junior taxing district. Too often, elected officials who have labored long over an important proposal are loath to give up their cherished plans, even when confronted with an entire roomful of objectors. To see board members pocket their pride and commit to spending the next year working with the community to draft a better proposal was encouraging, indeed it was a vote of confidence all its own. The proposed assessment was an interesting case in competing community interests and values. The district was created a century ago this year, and while it was established to address agricultural drainage concerns it’s clear today that many residents share different hopes and a new vision for the valley, one not based on farming. One possible future is a reinvestment in the district and drainage infrastructure, as commissioners are proposing, and another is a focus on conservation and wildlife, as some environmentalists have suggested. A combination of the two is likely the best course at this time. As alluring as a pre-Vancouver utopia might be to some, the fact is the district exists to address drainage issues, and one of its primary functions is to protect huge swaths of farmland owned by private citizens. Summarily dismissing their interests and rights for new and competing ones is as unfair to farmers as unequal assessment is to homeowners with little benefit. The valley’s distant future may be one that’s districtfree, but as farming remains a viable and community-valued industry, commissioners should continue to perform their primary function, and that’s addressing drainage issues. That said, the board also has a responsibility to listen to all its constituents. The board seemed quite ready to discount the assessment concerns of conservation-minded citizens and plow ahead with the proposed levy. It was only when farmers complained about the details that they seemed to reconsider. Diking districts are not state-endorsed tractor clubs — commissioners are empowered to address drainage issues on a community scale, not cater just to interests of farmers. The two may often go hand-in-hand, particularly in this case, but it’s incumbent that commissioners include everyone in the drafting process ahead. Only through broad community support, one built on a foundation of communication and partnership, will a diking district proposal for 2016 hold water.

When I say “funicular,” my phone says “fitness killer” Editor, Eric Levine thinks the opponents of the city’s plan to spoil the view from Cascade Avenue with a funicular are “few,” but he really has no evidence of this. What we do know is that when the city asked for comments on the elevator, the response was overwhelmingly negative. We know that when the city had a meeting on the subject, with very little notice, the room was packed, standing room only, with people primarily opposed to the idea. That’s pretty good evidence that opposition to the idea is more than just a few people. As to whether we have “all the facts,” we can only know the facts we have been given. From those, many of us have concluded the project is costly or ugly or useless or dangerous or all of the above. If there are other facts, let them be published for consideration by residents. The Dubuque, Iowa funicular is basically an amusement ride that costs $3 round trip and has people taking the money from 8 a.m. to 10 p.m. This prevents joy riders from just going up and down repeatedly for the heck of it. It is

open only seasonally. Is Eric proposing that the city pay someone to monitor funicular use? If so, why not just have them run a golf cart up and down the road instead, for a fraction of the cost? Another thing I know is that when I say, “funicular,” my iPhone’s built-in voice activated assistant, Siri, autocorrects and types “fitness killer” instead. As my daughter said, that’s perfect. Langley funicular idea should be on a ballot Editor, Eric Levine and some in city government say that those in the community who oppose a funicular are in the minority. Mr. Levine further comments that some who voice opposition do not know all the facts. One fact clearly absent is how the majority of Langley residents feel about the need for such transport. Do the residents of Langley feel that some sort of funicular/tram is needed and of great benefit to the community in order to justify spending $500,000 of our Island County tax dollars? The will of the majority should be the basis on whether this kind of project is constructed and even whether our city budget and resources are being used to investigate and plan for it.

MARK 2.7 million visited Deception Pass Park in 2014 THE DATE Park remains one of the most profitable, visited parks in Washington By RON NEWBERRY South Whidbey Record The magic of Deception Pass State Park was on display on a sunny late afternoon last week and was rubbing off on 4-year-old Haylee Fortinberry. It didn’t seem too cold to comb the beach for treasures. Nor did it seem too cold for a young child to entertain other ideas. “Tomorrow, I’m going to swim,” she told her aunt and grandmother. Another picturesque afternoon so late in the year seemed a fitting backdrop to how 2014 is shaping up at Deception Pass State Park. Park manager Jack Hartt called 2014 possibly the most profitable in park history and said that 2.7 million guests so far this year cements Deception Pass’ status again as Washington’s most visited state park. “This is a very busy park,” Hartt said. Hartt gave his State of the Park presentation during an open house hosted by the Deception Pass Park Foundation at the nearby Walla Walla University Rosario Beach Marine Laboratory Dec. 3. The annual address provided financial status, trends and park project updates as well as highlights from the year. The night also featured talks by members of the Deception Pass Park Foundation, a nonprofit group that raises money to support educational and interpretive programs in the park as well as helps complete restoration projects. They also gave updates about

The park is the busiest in the state and had a great year in 2014. projects and shared their redefined mission to focus more on education opportunities at the park in the future. “We’re hoping to be more education-oriented,” said Liz Merriman, president of the foundation’s sevenmember board, “and we need volunteers to help us.” Hartt called 2014 “a very good year” with the park generating about $2 million in revenue for a net profit of about $700,000. He said the revenue total might be the best ever at the park for a single year, pointing to campsite fees as the major driver with about 125,000 campers in 2014. The warm weather this summer was likely the underlying cause, he said.

“I can only say this is the best in my 11 years,” said Hartt, adding that 70 campsites have been added since he came to the park. “I am confident it is the best ever, but I cannot say that for certainty as I have not seen previous years’ data. However, because of the Discover Pass and increased campsite fees and increased campsites available, I would be surprised if this has ever been surpassed.” The financial success at Deception Pass trickles down to help support the entire state parks system. The park’s costs, including salaries for 10 full-time staff members, a dozen seasonal employees, utilities, repairs and more, amounted to about $1.3 million.

Roger Dale Knapp

Born Oct. 15, 1947 Passed away Nov. 19, 2014 Roger was born to Roy and Ella Knapp in Spokane, Wash. The family moved to Whidbey Island in 1957. Roger married Lynda M. Anderson March 2, 1968. Roger and Lynda had two children, Adrienne and Aaron, and just welcomed a grandson, Rjominn (Roman). Shortly after marrying Lynda, Roger did two tours in Vietnam with the Navy River Patrol. Upon his return, he was hired at

The park’s 2.7 million visitors in 2014 is a steep increase compared to 1.5 million guests in 2010, a year before the Discover Pass user fee was implemented. Although Deception Pass State Park’s popularity has risen, its fulltime staff is down from 16 in 2008. “Two-point-seven million people like us, care about this place and are really glad it’s here,” Hartt said. “There is no way our budget or our staff can take care of it, but I know together we can.” Hartt pointed to several improvements inside the park including shoreline restoration at Cornet Bay, building repairs and new interpretive signage. The Deception Pass Park Foundation played a role in many improvements and is seeking more volunteers to continue its supporting role. Brian Shelly, a foundation board member, gave an update on the amphitheater project, saying that building a stage is the next phase and the goal is for it to be finished by the summer of 2016. The park also wants to offer more events during non-summer months to draw visitors. Hartt said an event happened almost every weekend at the park during the summer, including free outdoor concerts. The foundation’s new mission statement points to “protection through education” and is moving away from structural restorations. The future vision is to create what Merriman called the “Deception Pass Institute,” turning the park into more of a place of learning. Girls claim first win over Friday Harbor South Whidbey’s girls basketball team got its first win of the season in a defensive bout against Friday Harbor on Friday. The Falcons took down the Wolverines in their own Tip-Off Classic tournament for a 33-22 victory in the San Juan Islands. Nearly all of Friday Harbor’s points came from one player, Madie Kincaid, who scored 16 of the Wolverines’ 22 points. Playing for the tournament title, South Whidbey fell to Salem Academy (Salem, Ore.) 60-21 Saturday. South Whidbey plays its first Cascade Conference game Wednesday at Sultan, a crucial contest for playoff position. Sultan dropped to 1A in its size classification and will vie for one of three District 1 tournament berths with South Whidbey, King’s and Cedar Park Christian. On Friday, South Whidbey hosts a doubleheader for its boys and girls teams against Cedar Park, starting with the girls game at 5 p.m.

Several wrestlers land high places at Chief Sealth tournament By BEN WATANABE South Whidbey Record

No South Whidbey wrestlers took a top place at the Chief Sealth tournament Friday, a rare happening under head coach Jim Thompson. Even rarer was the passing out of one Falcon — only

the second time Thompson could recall in his decadeplus coaching career with South Whidbey. Senior wrestler Trevor Miller won his first match in the 220-pound division. Leading in the second-round bout, Miller got rolled onto his back, fought to get out of

the hold, then stopped. “He’s fighting, he’s fighting, he’s fighting,” Thompson said. “Then all of a sudden he went limp. Then the ref slapped the mat. From our angle, we couldn’t see.” “He was literally blue when he came off,” Thompson added. “It was scary looking.” After passing out from the apparent choke hold, Miller was pulled from the tournament by his coach. The Falcons were shut out of a first place in any of the

weight classes, though their odds weren’t great when they stepped onto the mat. South Whidbey only had nine wrestlers competing in six weight classes against a 12-team field that included larger schools such as 3A Chief Sealth and 2A Clover Park. “With this small of a team, we’re not going to be able to compete,” said Thompson of team standings. “All I’m looking to do is getting kids to finals and place in tournaments,” he added. school, however, won the team title. Josh McElhinny, a Falcon senior, took the top spot with a second-place finish in the 145-pound division. He nearly won first place, but lost the championship match in double overtime, which Thompson called “controversial” because of a missed call. Madison Evans, a junior, won third place in the 182. Sophomore 132-pound wrestler Hunter Newman finished in third place. His semifinal match was lost after he shot for his opponent’s legs in the third period, but Newman was taken down instead. Newman lost to the wrestler

who won the 132 title. Four Falcons finished in fifth place: Will Holbert in the 132, Jack Nielsen in the 145, Jonathon Peterson in the 160, and Logan Madsen in the 182. none.” He added that at West Beach last July he saw 33 sea stars, a number that shrank to four by September. The sea star experiences a die-off every 10 years or so, but “never before at this magnitude or this large a geographic area,” Seablom said. Now that the cause is known, researchers plan to develop antibiotics to help combat the virus but will also be watching to see if the new crop of baby star fish evolve and become more resistant, according to PBS. Researchers also pointed out that 10 years prior to the outbreak, sea stars were considered overabundant and that the virus may just be nature’s way of controlling the population. Seablom said he’s hopeful about the research and that the sea star has continually come back after previous dieoffs. “I am fairly hopeful they’ll be back,” Seablom said. “At least they found the cause anyway. As long as there are survivors, they’ll be back.”

On pointe: ballerinas prepare for a holiday classic By KATE DANIEL South Whidbey Record

The word ballerina evokes a mental image of tutus, leotards, dancers’ limbs elongated in elegant poses and toes tapping precisely on pointe. In famous ballets like “The Nutcracker,” ballerinas are known to make complicated feats of agility, ambition and strength look effortless. Dancers who tie on their pink satin pointe shoes and don intricate costumes to dance in such famed performances are those who have worked countless hours over several years in order to earn the privilege. Tessa Sherman and Skyylynn Lippo are two such dancers who will perform in Whidbey Island Dance Theater’s “The Nutcracker.” The two ballerinas, both members of the Whidbey Island Dance Theater company, are dancing significantly different parts. Tessa will dance as main character Clara, while Skyylynn will dance a handful of roles: the girl cousin, a fairy, a snowflake, a flower and a swallowtail. But each of the young women have dedicated themselves to the art form, dedication which has not gone unnoticed by their instructors. Both Sherman, age 12, and Lippo, age 14, have danced since they were about 5 years old. Each has progressed through the ranks at Whidbey Island Dance Theater, attending classes and rehearsals six days a week. Classes usually last about three hours while rehearsals typically run six to seven hours. All the while, the dancers must maintain a high level of physical and mental energy regardless of aching feet or tired muscles. For Sherman, being cast as Clara is truly a dream come true. Having watched her elders dance the coveted role since she first began performing in “The Nutcracker” about seven years ago — dancing as a bumble bee and baby mouse — she had set her sights on one day wearing the beautiful dresses, donning the crown and mastering the demanding choreography. “I was really excited because it was something I really wanted. I was home sick when I saw it [the cast

Sherman said she appreciates the ways in which ballet has increased the control she has over her movements and body. Though, she confessed, the grace she exhibits in ballet doesn’t always translate to her everyday life. “I’m actually really clumsy,” she laughed. Sherman and Lippo, like most dancers at Whidbey Island Dance Theater, both began on pointe at around age 12. According to Danielle Wilkins, assistant artistic director, students usually start using pointe shoes between the ages of 11 and 13. Wilkins explained that this is the age when dancers’ feet have developed enough to consist of more bone than cartilage. But more than just a physical maturity, dancers must also be emotionally ready for the hard work and pain which may be greater than expected. Before starting on pointe shoes two years ago, Sherman’s mother took her to see a podiatrist who advised her of the possible risks associated with dance and, more specifically, the use of pointe shoes. For many professional dancers, years on pointe can mean countless bunions, blisters and bruises.

But for Sherman and Lippo, like most ballerinas, the risks are worthwhile. “It’s standing taller than everyone, going ‘Oh I’m a pretty ballerina now,’” said Sherman with a smile, explaining that dancing on pointe is quite a bit of fun. Backstage during rehearsals, several ballerinas applied toe caps, toe tape and New Skin Liquid Bandage to their feet prior to slipping on the satin pointe shoes. Some dancers also stuff the shoes

with lamb’s wool or other inserts for increased comfort. Each of the young women bend the shoes prior to use in order to break them in. “It didn’t hurt as much the first time but now it hurts because you start to get lots of blisters on your feet,” Lippo explained. Sherman said she has yet to endure any injuries other than the occasional blister. Lippo, however, said she has had quite a few blisters thus far in addition to a handful of

injuries including a sprained ankle which she got after a fall in class, though her injuries don’t typically keep her off pointe for more than a few days. Lippo, who initially took up ballet in emulation of her sister, a former dancer herself, noted that technique is likely the most difficult part of the art form due in part to the necessity for dancers to stretch their bodies in compliance with the elegant and streamlined choreography. “Snow [scene] is really hard because it is really fast; you don’t get a break. And you have to keep your energy up,” she said. Water, protein bars and a strong sense of teamwork and support are essentials, according to Lippo. “We work really well together,” she said. Lippo and Sherman say they have ambitions to play additional challenging “Nutcracker” roles such as the Rat King and Snow Queen in the future. “The Rat King does a lot of jumps, and I like to jump a lot,” Lippo said with a smile. “The Snow Queen is different, I’ve never seen anything like the role of the Snow Queen.” Both girls said they are unsure if they’ll pursue professional dance careers after

high school; but for now, they are committed to the craft. “It’s a sacrifice. You want to be here, it’s not like you have to be here,” Lippo said. “Most of my friends do sports after school, I come here.”

Hong Kong, plus two online stores. When Cameron and his wife Janae decided to leave Vancouver, B.C. for South Whidbey, they expected a change of pace in their lives. The great unknown was how their business would fare, and for a while, it was a struggle. “A big reason we moved here was lifestyle,” Kelly Cameron said. “We knew we’d move and we knew our business would change,” Janae Cameron added. “We didn’t know if it would take off.” Indeed it has. A key turning point for the Camerons was being featured in Food 52, a New York-based food and cooking website. From there, other stores on the East Coast contacted the Camerons, further enhanc-

ing their profile in the home ware industry. Locally, business picked up in recent months. A pair of shops in Langley now sell their products, which Janae Cameron said is a good sign of things to come for their business in the Puget Sound area. “We worked a lot harder to find a store on Whidbey than Hong Kong,” Kelly Cameron said, referring to the Chinese store Pyaar Home, which contacted the Camerons about including their goods in the shop. Now they are considering hiring help if orders keep coming in at a similar pace to the past four months. Janae also spends several hours a day in the shop on the lathe, turning lids and stoppers. The Camerons have their ideal setup. They work where they live, and live where they work. Less than 100 feet from their shop is

their home, where they’re able to stay close to their 4-year-old and 2-year-old children during the day. Janae Cameron noted the perks of having dad eat breakfast and, when he has the time, lunch, with the family. It’s been years since the husband and wife of nearly seven years have spent much time apart. The last time they spent more than a day away from each other was a two-day visit Janae Cameron took to see her mother, other than that, it’s a near 24-hour-a-day relationship. “We’re very different,” she said. “Even our tastes are different.” When they’re in the shop, each gets to retreat into their own world. Kelly Cameron described himself as having a modern aesthetic with an eye for Scandinavian design, while Janae Cameron said she’s more nostalgic. In their shop, Kelly pointed to the lamps he created as an

example of his style, whereas an old camper trailer parked inside was more to Janae’s liking. Then there’s the environment. For a pair of woodworkers, they hardly could have picked a more suitable location than their acreage in Clinton that has a multitude of wood, some of which they have used in their goods, such as a cherry tree that fell during the heavy snowfall and strong winds earlier this month. Outside of their shop are several milled planks of elm and black locust being dried for use in the coming year as the Camerons expand their business to small furniture, such as coffee tables, stools and dining tables. Little wood goes to waste at the Clinton shop. Shavings and sawdust is used for bedding for their goat Lydia, which behaves like a dog by following people around their property awaiting head scratching. Odds and ends are turned

into whatever inspiration strikes the Camerons, including small cookie rolling pins, different shapes for couch legs, and kindling. They’re looking into a wood pellet compressor to turn some of their sawdust and shavings into fuel for wood-burning stoves, for which Kelly Cameron said they could produce enough

for two homes every year. The Camerons geek out over wood types. Madrona is their muse these days for its local ties — it only grows in coastal areas, from B.C. to Northern California — and variety of color. But they also feature lots of walnut for its consistent dark chocolate color and look, and cherry for some of the less rugged uses, such as muddlers. “I feel like cherry is the all-American wood,” Janae Cameron said. A lot of hard work went into their success, matched only by the labor put into each handcrafted piece. That’s why the oft-stoic, soft-spoken Kelly Cameron said he relishes when someone appreciates one of his works. “Some people get excited, and it’s neat to see,” he said. “I like being in demand.”

be sufficient for the legislature to meet its constitutional duty, stating “pouring money into an outmoded system will not succeed.” On Sept. 11, the court also issued a decision holding the Washington State Legislature in contempt for its lack of progress in dealing with state funding for public education. “Right now the legislature is under the gun from the McCleary decision … and also the class size initiative that passed in November,” said Scoles. Voters approved Initiative 1351, a measure to reduce class sizes in public schools by hiring additional teachers, administrators and school district support staff on the November ballot. Scoles said the topic of conversation usually consists of general issues rather than specifics, though Island County school board members sometimes bring up problems such as declining enrollment or the difficulty of finding employment on Whidbey Island. “It’s hard to know if there are tangible changes but they need to hear from us that education is the paramount duty of the state and they’re the ones holding the purse strings,” Scoles said. Smith was unavailable for comment prior to press time. According to Hayes, the feedback legislators receive from school board members at such meetings is paramount to aiding legislators’ decision making. Hayes said he has “no doubt” that the group will discuss overall education funding and the McCleary ruling. He also expects the group to address the methods by which legislators hand down laws to school district officials. The legislature has a

“bad track record” of handing down overly complicated or costly mandates, said Hayes, and that’s something he hopes to remedy by providing school districts with more flexibility. “We pass things down that become complicated in the rules process,” Hayes said. “When OSPI [the Office of Superintendent of Public Instruction] or the Department of Education write the rules that tell the school district how to comply with the Revised Code of Washington, it becomes too complicated.” In addition, Hayes said standardized testing is likely to be a major point of discussion, particularly due to the reliance on test scores in determining high school graduation eligibility. The past decade has seen four different types of standardized tests issued for graduation, and that’s too many variations in Hayes’ opinion. “The state legislature has constantly moved the target on state educators and then come back and pointed the finger at them about why test scores are low,” he said. “We hold our teachers and educators accountable for the fact that we are constantly moving the target.” “I think what we need to bring to that picture is some certainty for parents, educators, and students,” said Hayes, explaining that for families with multiple children, each child may have had to pass a different test in order to graduate from high school, adding undue stress on all involved. “We need to put standards in place for a certain amount of time and allow them [students] to meet them,” Hayes said.
