The district dispatched its new rescue boat, the Salish Responder, and boat battled through 25-knot winds and 4-foot seas to reach the tiny sailboat, which was located between Camano Island and South Whidbey Harbor. Following a slow tow to the marina, a shivering Kurt Mitchell of Seattle bellowed “Thank you” to his rescuers in the Salish Responder and emergency medical personnel waiting on the dock. “I was crazy,” said Mitchell, of the conditions on the water. The man was the only occupant aboard the

North Whidbey resident and Republican Rick Hannold will take office later this week as Island County’s District 3 commissioner. The unofficial results available Monday were scheduled to be certified by the Election’s Board Tuesday afternoon after press time. Hannold, whose grassroots campaign won him the election, is expected to be sworn in by Friday. “It was a lot of doors,” Hannold said Monday. “It was amazing how many people said, ‘No one has ever come up and talked to us before.’ ” Monday’s state-mandated recount showed Hannold winning in a slim 144vote lead with 14,865 to Democratic candidate Karla Jacks’ 14,721. Not only did Hannold hit the pavement himself to share his platform, but he had several supporters who went out and knocked on doors for him. These included his former opponent Republican Marc Hennemann, who lost his bid in the primary, and longtime friends Colleen Fleck and her husband Larry. “Doorbelling is the oldfashioned way to do it, but it works,” Fleck said. Fleck said she has known Hannold for several years and agreed with his values and desire to strengthen the county’s economy. “He was a candidate we really wanted to get behind,” Fleck said. “A lot of times people didn’t even know about him and they always

are poised to adopt the area’s first assessment in recent memory. The board says the money is needed to fund tide gate maintenance this summer and cover basic operating costs of the district, expenses that have for years been

covered by individual property owners, but some residents aren’t too keen about the proposal, one that they say seems to benefit a select few, namely farmers. The board will hold a public hearing and is expected to vote

South Whidbey got a healthy dose of snow this weekend, which led to fun for some and troubles for others. South Whidbey Fire/EMS spent much of Saturday, starting at about 2 a.m., responding to emergency calls ranging from downed trees that blocked roads or felled power lines to car accidents and a marine rescue, according to Deputy Chief Mike Cotton. “They’re everywhere,” said Cotton, of the district’s responders. The marine rescue occurred shortly before noon following a 9-1-1 call of a sailboat in distress

Island County 4-H members receive recognition Island County 4-H Club members were honored for their achievements at Achievement Night on Saturday, Nov. 8 at the Oak Harbor Elks Club. The event was a celebration of member accomplishments as well as a thanksgiving gesture to leaders and supporters. The Oak Harbor High School ROTC kicked off the evening with a presentation of flags; afterward, Cara Mathews sang the National Anthem and Madison Krieg led pledges. 4-H supporters such as South whidbey Home Builders, Island Thrift, the Tulalip Tribes, Greenbank Store, Skagit Farmers Supply and Island County veterinarians, Island County Fair board superintendents and more were thanked. Graduating members Caterina Amsler, Kimberly Foster, Cara Mathews, Carlee Mills and Tommy Molitor were recognized for their achievements throughout their years in the program. Picture & clipping bring back days of open buses and mighty women “An old picture and an old newspaper clipping, both of the 1920 vintage, were brought to the Whidbey Record office this week by readers, both perhaps revealing some facets of 1920 South Whidbey life remembered only by oldtimers. “The picture was brought in by Mrs. Rowena Jensen and is of South Whidbey’s first school bus. It was taken about 1922 and Mrs. Jensen could identify all of those in it but wasn’t too sure about the spelling. “From left to right, those pictured are Emil Reddeman, Gladys Cram, Frenchy Geist, Charles Burke, Bill Tiemeyer, Walter Dassell, Elsie Dahlman Mackie and Eldon McMaster. In the front row seat is Rowena Corliss Jensen and the driver is Fred Jensen. “The newspaper clipping came from Mr. Walt Hunziker, Sr., and, while not dated, it appears to have been printed about 1920. It tells the tale of the days when the Town of Langley residents turned over all of their official jobs to women. “Datelined Oak Harbor, the newspaper clipping declares: ‘Langley, on Whidbey Island, which has the distinction of being the first municipality in this part of the world to be governed entirely by women, is quick to challenge the claims of Jackson, Wyo., announced recently in a press dispatch printed in daily papers, that it would become the first city to yield to the domination of women, following the result of a recent city election. “’Langley has had a woman mayor and a full council composed of women for nearly a year and a more earnest or assiduous bunch of officials never directed the officers of that town. During 1919, under man rule, no meetings of the council were held for four months, as no quorum could be obtained. So far, the women have not missed a single meeting.’”

LANGLEY Land swap awaits appraisal Langley’s public hearing over a land swap with the owners of the Dog House Tavern included no public comment and ended with a soft tap of Mayor Fred McCarthy’s gavel Monday. Having extended the public hearing over the city offering about 700 square feet of public property, in exchange for an amount to be determined, from its original Nov. 17 date to Dec. 1, the city waited for further input. On Monday, none was given — save from Councilwoman Robin Black who said she heard from several people who offered “very, very positive feedback” regarding the offer. The Dog House owners were not present at the December hearing, though one discussed their plans at the November hearing. McCarthy said owners

Charlie and Janice Kleiner had contacted appraisers to evaluate the property on First Street and Anthes Avenue, which is the next step in the process toward the reopening of the iconic building’s tavern with a restaurant, residential space and event rental room.

Planning director search continues Langley has found its interim director of Community Planning in retired planner Jack Lynch, a Clinton resident who is president of the Clinton Community Council. Since early November, Langley has operated without a planner after Jeff Arango resigned to take a job with a private firm in Seattle. Mayor Fred McCarthy said he hopes to have the position filled by January, though Lynch is willing to stay on until February if necessary. After a couple of weeks, the job posting yielded 17 applications. McCarthy

said the selection committee will pick four candidates by the end of this week. Those candidates will be interviewed Dec. 16-17. The job pays between $62,400 and $76,000 in annual salary, plus about $35,000 in benefits.

Suspected bank robber caught across the highway By JESSIE STENSLAND South Whidbey Record Oak Harbor police caught a suspected bank robber who wasn’t in a hurry to get away from the scene of the crime

according to police reports. A judge found probable cause to hold Freeman on suspicion of first-degree robbery that same day. His bail was set at $100,000. An employee at Whidbey Island Bank on Bayshore

Drive called 911 at 10:30 a.m. to report that a masked man had walked into the bank with a bag and demanded money. The robber, later identified as Freeman, according to police, walked in quickly with a mask on and told two tellers to give him hundreds, fifties and twenties; he didn’t display a weapon and none was found on him, the police report said. Freeman allegedly left the

bank with $5,900 in his bag, saying he was sorry on the way out. The first officer to arrive saw Freeman walking east along State Highway 20, then go behind a condominium complex before crossing the street to kneel next to a pillar near the former WhidBerry business, the report states. The police officer asked one of the victims to come out of the bank and look across the street at Freeman.

The woman identified him as the suspected robber. Freeman was still kneeling behind the pillar, digging into the backpack when the two officers walked up to him. Next to the backpack was a black bag and an empty $2,000 bill wrapper. Freeman was taken into custody. Freeman allegedly admitted to robbing the bank, according to the report. Freeman reportedly said he and his girlfriend were sick from heroin withdrawal. He said he couldn’t take it anymore and decided to rob a bank, explaining that it was something he had thought about doing before, the report states. The mask worn by the bank robber appeared to be a shirt with holes cut out for the eyes and mouth, the officer wrote. Freeman rode a bus to get to the bank, the report said. “Freeman states he was going to use the money to get well by buying heroin,” the report said. “Freeman states he had been going through withdrawal for the last two days.”

Langley’s funicular budget planning in 2015 draws ire By BEN WATANABE South Whidbey Record Planning for the funicular in Langley’s 2015 budget had three people voicing concern Monday night, and resulted in Mayor Fred McCarthy retracting a sentence in the draft document. At the city’s second public hearing for its $5.5 million budget, the $500,000 project was the subject of much conversation between a trio of critics, the mayor and the Langley City Council. Two Langley residents and a property owner whose Cascade Avenue view would be altered by the proposed funicular or previously floated bridge and elevator objected to the city moving forward with the project. Citing a previous Record story about the city’s budget and a different story about Langley’s progress on the funicular, they claimed city officials were trying to push the project through without adequate public input. Langley leaders, however, said that’s not the case, that if the project moves forward the city would need to go through a lengthy process that includes Planning Advisory Board meetings, Design Review Board meetings, and finally a green light

Councilman Thomas Gill said it was a six month process, at a minimum, and would likely last two years. Including the project in the 2015 budget was necessary in the off chance that work could begin this year; any major work not listed in the budget cannot be done without an amendment to the official budget. “It’s going to be practically

impossible [to get the project done in 2015],” Gill said. Langley has explored a way to connect the marina at South Whidbey Harbor to the city’s commercial core via a lift up the bluff. The harbor is currently accessible by Wharf Street, which has a sidewalk. The Langley Main Street Association also provides limited transportation services up and down the road with a golf cart.

Grants totaling $500,000 for the project have been set aside by the Island County Council of Governments for several years. City leaders have expressed concern that they could lose the money if action isn’t taken soon, though no deadline has been set. McCarthy, upon the request of the three vocal opponents, retracted a statement he penned in the draft

budget’s introduction, one the Record repeated in a recent story, that read “The construction of a conveyance is planned to occur in the Spring of 2015… .” But no explanation of the city’s review and permitting process could quell Langley residents Brian Willows and Nell Anders, who called for a public vote on the project. “Have public hearings and put it to a vote before putting it in the budget,” Anders said. Councilwomen Rene Neff and Robin Black said they wanted to have a more concrete project to show the public, if they were going to put it on a ballot at all. Langley plans to work with the Port of South Whidbey, which manages the marina, before moving forward with the project in whatever form it may take as a funicular, elevator or more golf cart service. In a meeting about a previous incarnation of the project — the bridge and elevator dubbed the Langley Lift — opponents questioned the need for such a connection, as well as how its maintenance costs would be covered. Waiting on the port district’s information about its needs for boaters and visitors to reach the city’s commercial core and more ample

School district to consider transgender student policy By KATE DANIEL South Whidbey Record South Whidbey School District’s board of directors will meet today to discuss the potential adoption or update of policies regarding transgender students, nondiscrimination, Disability History Month, notification of isolation or restraint of students with Individualized Education or Section 504 plans and several other topics as well. Many of these policies, including that regarding transgender students, were recommended by the Washington State School Directors Association. According to South Whidbey School District Superintendent Jo Moccia, this policy, if adopted, would not change much for students. “We have several students who may have been a particular gender biologically and now identify as another gender,” said Moccia. “We

have had a nondiscrimination policy that includes gender, gender expression and sexual orientation for many years.” Other policies, such as that regarding the required notification of isolation or restraint of students with Individualized Education or Section 504 plans, will

Snow was a welcome, but foreseen event

By JUSTIN BURNETT

It was my fault. I did it. You can blame me. Last week, I wished in my column that it would snow and voila — South Whidbey was coated with up to six inches of the white stuff on Saturday morning. Now, I realize that not everyone rejoices the arrival of this seasonal wonder like I do. It seems the very mention of snow sets people to grumbling about the prospects of navigating slippery roads and shivering through power outages. And indeed that’s just what happened to thousands of people from Clinton to Coupeville, though Central Whidbey didn’t see a flake, only power outages. For those troubles, I’m sorry, I truly am, for this experience has made a few things clear. First, my column was proof that newspaper editors truly do wield the power to shape the future, at least when it comes to important stuff like predicting the weather. In more trivial matters, such as politics, we seem to carry less sway as is evidenced by the successful election of North Whidbey Republican Rick Hannold. Despite The Record’s endorsement of his Democrat challenger, Karla Jacks, a state-required recount has determined him the legitimate winner of the November general election by a margin of 144 votes. Congratulations Mr. Hannold, your grassroots effort triumphed and demonstrated that well funded campaigns don’t guarantee victory at the polls. Good luck in office sir, and may you be a champion of the people and an example for all public servants. Please do, however, speak to your constituents soon about heeding the word of newspaper editors, particularly those on the South End, when it comes to matters of urging them to vote for your political rivals. Secondly, my awesome predictive powers aside, it’s also clear that I’m not alone in loving snow. True, my greatest backers on this topic are likely those born in this century — literally — but there are a few adults out there who enjoy the weather as much as I. On the slopes of Community Park, the smiles of parents rivaled those of their children as they rocketed down hills on plastic sleds together. And in Langley, the streets were abuzz with people who braved the frosty climes to grin through chattering teeth as they walked about marveling at the city’s winter landscape. So, I guess it comes down to perspective. For some it’s a hassle, to others a blessing. Whatever the case, I officially claim responsibility and assume all blame or thanks. For my next trick, I predict this week that I will get a healthy raise.

Letters Diking District 2

Assessment proposal a chance to weigh future Editor, Diking District No. 2 covers the south end of the Maxwelton Valley, approximately from French Road down to Burley Road and across from Bailey Road to Maxwelton Road. To the southeast, the district stretches some way up No Name Creek. The district has been in operation since 1914. Until recently, the district did not feel it necessary to raise a levy for its operations. The commissioners and other land owners voluntarily contributed to meeting the costs and there was also some grant funding. This year two new commissioners have joined the board and as part of a general reassessment of its operations have begun a concerted outreach effort to include residents of the district in its decision making process. They have mailed out public notifications of meetings and published legal notices in the back of this paper. I, and other landowners within the district, applaud them for this initiative. At the public meeting of November

8, the board announced a budget for 2015 and defined the parcels in the district. There are also new and more complicated environmental regulations to be complied with along with administrative requirements. These are all welcome changes and promise to improve the watershed management of the lower Maxwelton Valley with substantial potential long-term improvements for fish and other wildlife. Naturally, this is not a simple task. Firstly, there is that question of a budget that must be raised with a levy on properties within the district. The initial budget request was for $19,000, which worked out to about $70 per acre. Following resident input, the board has indicated a decrease in that amount for this year. A letter will be sent out shortly, if not already, with a property roll showing the levy amount decided upon. To keep residents informed of issues facing Diking District No. 2, the board is holding a public hearing this Saturday, December 6 at 9 a.m. in the Little Brown Church, the corner of Maxwelton and French. This hearing is to consider the roll of properties comprising the district and to determine the continuous base benefits received and thus the levy assessed

County board approves conservation levy Public input sought on conservation futures priorities By JANIS REID South Whidbey Record County leaders approved a continuation of the conservation futures levy recently at the same rate as last year despite resident support for a 1 percent increase. Both the county roads and current expense funds, however, were increased by 1 percent for 2015. “When we talked about this levy at work session I made my best pitch to take the 1 percent in addition to new construction for these funds because I believe it’s a program that’s very valuable to our community and I want to make sure we preserve it,” said Commissioner Helen Price Johnson. “I was not able to get additional support for that.” The levy passed 2-0 at last year’s amount. Commissioner Aubrey Vaughan, who was attending the meeting via telephone, lost connection prior to the vote. Several residents expressed disappointment that the board did not increase the levy by 1 percent, which they claimed would only mean an extra 1 cent per month. They also were concerned that the board was prioritizing the needs of law and justice over the environment. “I’m distressed to hear that some of you think … that cutting this modest fund is a means of saving taxpayers from paying excessive taxes,” said Art Huffine. “Do you think we’re stupid? I strongly urge you to maximize these funds.” “Don’t leverage our environmental and natural resources against law and justice,” said former county commissioner Angie Homola. “Let us as taxpayers decide about that, don’t

Let’s stop fiddling around with a penny and tax the things that are important to the community.” Commissioner Jill Johnson defended her vote saying that the public had been passing around “misleading” information about the levy. “It’s not under attack, it’s simply not expanding,” Johnson said. “No parks are at risk, acquisitions can still be made. This is simply not increasing a tax.” While commissioners were comfortable moving forward with the levy itself, they will be soliciting input from the public to help them prioritize use of the funds. Johnson said using the funds to prevent further development around Naval Air Station Whidbey Island airfields should remain an ongoing objective. “I would keep properties that have value to the Navy in terms of protection from encroachment as a top

priority,” Johnson said. “We know there’s conflict in our community when we get development in areas like this. If we are able to provide the open space in an area that prevents future conflict, that would be a high priority for me.” Johnson said that instead of putting out a vague request for projects as they have in past years, setting clear priorities for the type of projects they are seeking will help them better direct the funds. Johnson said she wanted these priorities outlined before applications are requested. Price Johnson said she was unclear whether protecting lands surrounding Navy airfields is an allowable use of the funds and asked staff to clarify at a future meeting. “We need to be prioritizing the natural resource lands and the open space,” Price Johnson said. “If that happens to also align with Naval air station properties that’s something we can discuss.” In addition, Price Johnson said

she would be curious to see how this fund, which is essentially a standalone program in Island County, is integrated and leveraged with other funds in other counties. “I just want to make sure we’re following the RCW [Revised Code of Washington] and the intent of the law in the first place,” Price Johnson said. Price Johnson also requested that commissioners, and the public, be able to view a comprehensive map of what properties, easements and development rights have already been acquired with the fund. Commissioner Aubrey Vaughan, who is a temporary appointee of the board, said that he wants to make sure that the incoming commissioner and the community are allowed to weigh in on the issue. “I’m concerned this board doesn’t have the input that it’s wanting and craving,” Vaughan said. “The community is looking for the board to do a better job with what we’re doing with these funds.” Rick Hannold, who won Vaughan’s District 3 seat pending a recount, said Friday that he agrees with Johnson about prioritizing properties surrounding Naval operations. However, he feels a “common sense” approach is needed and that the county’s critical areas and endangered habitats shouldn’t be devalued. While campaigning, Hannold said he heard from constituents that the funds are being overused or misprioritized and that moving forward “the community feedback is a must.” Staff was directed to bring the issue back to work sessions on Dec. 17 and in January to allow for public input on fund priorities. The direction for the fund needs to be set soon, however, because the deadline to apply for conservation futures money is the end of February.

Commissioner Aubrey Vaughan takes last vote By JANIS REID South Whidbey Record In his last meeting as an appointed Island County District 3 commissioner, Aubrey Vaughan urged the future board to cooperate. “The commissioners have to work together,” Vaughan said. “We can’t ever lose that again because the people suffer.” The remaining board members presented Vaughan with a plaque Monday for his “selfless leadership” to the residents of Island County. Commissioner Helen Price Johnson gave Vaughan kudos for taking on and completing long overlooked projects like paving the parking lot at Camano’s “blue build-

ing.” “I appreciated your bipartisanship and attitude and willingness to look for solutions,” Price Johnson said. “You have been a very strong advocate for Camano and District 3. You are a kind and caring individual and I’ve enjoyed this experience. I hope you will stay engaged with Island County and I look forward to working with you in that capacity.” Commissioner Jill Johnson also thanked him for facilitating “some healing that needed to be done and some trust that needed to be rebuilt” with Camano residents who may have felt neglected by previous representatives. Former District 3 commissioner Kelly Emerson quit

suddenly in May leaving the vacancy for which Vaughan was appointed. Emerson had been criticized for her leadership, work ethic and disruptiveness in board meetings. “Thank you for being that individual and getting us back on track. You’ve been a strong advocate for Camano to the point of almost being a pebble in our shoe. Even after the primary you came back to work … and for that you won my undying respect. You set a standard for what a professional commissioner looks like.” Vaughan admitted that he “moped” for a few days after losing his bid for the primary election in August. But he decided he had a choice, he said.

“I can either continue to mope … or I can dig in and try to accomplish a few things,” Vaughan said. “I can tell you sitting here for a few short months had I not had the experience in the private business world, I would have had a hard time. I would have been lost, really lost — I still was about half lost. But at least I had experience dealing with people, organizations, figures … and that’s been an asset to me.” Among his accomplishments, Vaughan listed the “blue building” project, and assisting in completing the deputies guild contract and the 2015 budget. Despite his strong support for the county’s law and justice needs, Vaughan said that

they “got wrenched” over the budget and had to make some tough decisions. “I don’t think any of the commissioners got everything they wanted,” Vaughan said. “That’s called compromise, government.” Vaughan agreed that Camano needed someone to come in and help them to feel represented after a “difficult time in this county’s history.” “This has been one of the most enjoyable things I’ve done in my life,” Vaughan said. Newly elected District 3 Commissioner Rick Hannold will take office when he is sworn in Friday.

He was disappointed in a lackluster practice, which he credited to the Monday after Thanksgiving. He was worried about senior forward Mo Hamsa’s apparent ankle injury that kept him out of the second hour of drills. Last season, the Falcons fluctuated at the position, with now junior Ricky Muzzy running the offense at the start of the season before giving way to a cadre of players that includes senior Parker Collins. Having Muzzy come off the bench was a major bonus, Washington said, because each has a different style — Pope a potent passer and Muzzy a strong cutter. With two at his disposal, Washington said both, when on the court, will be the main ball handlers. “I believe in the point guards getting the ball, bringing it up the court,” Washington said. In practice during a

full-court, five-on-five scrimmage, Pope put on a display. Three-point shots slipped through the net with a satisfying “thwap,” he was quick to see open long passes to beat trap defenses and made a hard drive to the rim before finishing with his left hand (Pope is right handed). “He has a soft touch and a strong finish,” Washington said. “He’s going to be good. He’s going to be really good.” Tuesday’s rivalry game, after The Record went to press, was the first test and figured to be a good one.

The South Whidbey Reign soccer team is on a quest to repeat as state cup select champions. South Whidbey’s squad finished its regular season with a 6-0 drubbing of the Spokane Shadow Football Club. Playing in the Washington State Regional Club League, a top-tier of soccer talent, the under 18 boys team from South Whidbey hosted the Spokane Club on Nov. 23 and rolled from the start. a penalty shot, and even goalie Charley Stelling got to leave the box and play on the field for a goal on a left-footed shot. Stelling recorded the shutout as well, holding the Shadow scoreless. Beating Spokane was a reversal of fortune from an earlier draw against the Shadow. The Reign finished the regular season with six wins, one loss and four ties. Dora Norene Gabelein

Dora Norene Gabelein

Dora Norene Gabelein passed away at the age of 91 Nov. 25, 2014. She was born in Bayard, Neb., to Clarence and Maude Mellroth, the fifth of 10 children. She came to Washington with her family because the beet farm blew away in the Dust Bowl. Not long after arriving at Whidbey Island, she met Arthur “Johnny” Gabelein, the man who would become her husband of 57 years. They spent almost all of those years on the Bayview hillside within sight of the place Johnny had been born. Together they had three children, Barbara, Richard “Dick” and Cathy. She was the first in her family to graduate from high school, but she never stopped learning. She had an amazing ability for reproducing any stitch or needlework she saw. She taught herself

all of the bookkeeping required for Johnny’s businesses and balanced those demands with the things she enjoyed: gardening, baking, sewing and being “Grama.” In her time, people “made do.” She fed her family on vegetables she grew in her garden, her amazing homemade bread, and deer meat that she butchered and canned over a wood-fired cook stove. If you stopped to visit and Dora wasn’t outside in the garden or at the table sewing, she was probably in the kitchen making cinnamon rolls. Seattle sports teams, classic country music and John Wayne were a few things Dora loved. Her sweet, quiet nature made her competitive streak a surprise. She loved card games and board games and would leave ironing or dishes for later in order to play with her grandkids. Throughout her life, she was “with it,” keeping up with news and trends. Dora was a peacekeeper, full of sparkle and wit. She never complained and was always looking out for others. She will be remembered for her integrity, determination and compassion. Dora was greatly loved by her children Barbara (Joe) Sires, Cathy Burton, Dick (Jimi) Gabelein; grandchildren Sandy (Keith) Kraha, Ron (Lori) Sires, Pam (Todd) Brager, Brad Burton, Darci (Kenneth) Manwiller, Kim Garrick (Scott Deckwa), Kelli Gabelein (Bob Suntjer), and Jeff (Misty) Gabelein; and great-grandchildren.

Her memorial will be held at 1 p.m. Friday, Dec. 5, at Maple Ridge in Freeland. If you wish, wear black or plaid because she loved Johnny Cash, and she loved her logger Johnny. Marshall S. Campbell

Marshall S. Campbell passed away Nov. 4, 2014, in Freeland, Wash. He was born Dec. 11, 1926, in Caldwell, N.J., to Marshall and Gertrude Campbell. Marshall grew up in Caldwell and graduated from Grover Cleveland High School. As a boy, he was an

air raid warden messenger, a Boy Scout and was in the high school band, orchestra, rifle team and track. He spent summers at Estling Lake in New Jersey, where he learned to race sailing canoes. After high school, he took a job as a bell hop at the Peninsula House Hotel in Sea Bright, N.J. He then attended the New York State Merchant Marine Academy at Fort Schuyler, N.Y. After graduation, he became the Third Officer on the SS John Ericson until it burned in New York, then the SS Belle of the Sea, the SS Pioneer Star and the SS Pioneer Gulf, where he earned his Chief Mate’s license. While in the merchant marines, he made frequent trips to Australia, where he met Avis Martin, a young woman from Sydney. She came to visit him in the United States, and they were married in 1952. He then transferred to the U.S. Navy, serving on the USS Monrovia as deck officer and CIC Officer and left the Navy as a lieutenant. After being discharged from the Navy, Marshall and Avis immigrated to Sydney, Australia, with their infant son, Craig, and soon after, another son, Robert, was born. Marshall worked at Qantas flying boat base in Rose Bay. Later, in 1954, they immigrated back to New Jersey, where Marshall attended Rutgers University and earned a degree in mechanical engineering. His sons

Andy and David were born during his years at Rutgers. In 1959, the family immigrated back to Australia again, where Marshall worked for the Goodyear Rubber Co. and then with W.E. Bassett & Associates as the project mechanical engineer for the School of Medicine and Biological Sciences Building at the University of NSW. In 1964, they immigrated back to the U.S., living in Portland, Ore., for a year and then moving to Bellevue, Wash. During this time, he completed the requirements for registration as a professional engineer. Once again, in 1966, the family immigrated to Australia but returned to Bellevue after 11 months, and he took a job with Boeing until the 1970 layoffs. Marshall was then hired at Richardson Associates as project mechanical engineer for the North Satellite Terminal and tunnel at SeaTac airport. He later took a job with the University of Washington facilities engineering group, where he worked another 13 years, followed by three more years at Boeing, and then he retired. Marshall was always physically active. He was involved with his sons in Cub Scouts and Boy Scouts and got them involved in camping and fishing. He climbed Mt. Rainier in 1978 with his son Robert and participated in the Mountaineers climbing course with David. In 1983, he ran a 26-mile marathon with Craig and went on numerous fishing adventure

trips with his son Andy. After giving up running, he took up cycling and joined the Cascade Riding Club and eventually cycled a cumulative 70,000 miles in Western Washington, which included trips to Europe, Bali, New Zealand, Canada and various U.S. states. He also was very involved in cross country skiing and served as a volunteer host at Ski Acres. While in Bellevue, Marshall attended Westminster Chapel and Eastside Free Methodist churches, and upon moving to Whidbey Island, he attended Trinity Lutheran Church in Freeland. He was a member of the American Legion Post 141 at South Whidbey. Marshall is survived by his sons, Craig (Stephanie) Campbell of Kirkland, Robert (Tracy) of Bothell, Andy (Terri) Campbell of Clinton, and David (Kelly) of Snohomish. He had nine grandchildren: (Craig) Kristi, McKenzie, Cameron, Annie, (Andy) Crystal, Keasha, (David) Tiffany, Ben and Shannon. He had six greatgrandchildren: Aiden, Shelby, Kohl, Sophia, Elijah and Thomas. The meeting is set for 9 a.m. Saturday, Dec. 3, in the Little Brown Church, located on the corner of Maxwelton and French roads. Established in 1914, the diking district was created to address drainage issues in the lower watershed. It’s managed by a board of three elected commissioners: Mike Brixner, Carolyn Geise and Daryl Vander Pol. According to Vander Pol, the district’s current boundaries are Maxwelton Road to the west, French Road to the north, Swede Hill and Burley roads to the south and homes up to the 20-footheight contour along the east. The entire area encompasses about 275 acres. The assessment is primarily being levied to fund work on the tide gate at Maxwelton Beach. It was installed about 20 years ago,

and needs to be cleaned and serviced to ensure it continues to function properly. The funds will also help pay for liability insurance and administrative costs, as the district currently operates without a standing budget, Vander Pol said. Expenses to advertise the upcoming meeting with mailers, post cards and legal advertisements in the newspaper were all funded by the commissioners. Similarly, work to maintain drainage ditches has for years been undertaken by individual private property owners rather than with organized and collective efforts by the district and its residents, Vander Pol said. It’s resulted in negative impacts to agriculture and the environment, such as flooded fields and choked streams that hinder wildlife. Vander Pol added that the board hopes the proposed assessment and subsequent efforts of the district will foster dialogue with the community to address ongoing

It should not be based on acreage but tangible benefits received.” They also proposed in the name of transparency and improved communication with the public that the board take advantage of the Internet. Vander Pol said the board felt the per acreage assessment was the most equitable way to tax district residents. Those with the most to gain, such as farmers who have the most land, will pay the most, he said. Those with small properties that are fractions of an acre will pay just a few dollars, he added. Addressing benefit, Vander Pol said the board believes ever yone will receive some even if they don’t realize it. While some

farmers may see more agricultural opportunity, improving drainage in the watershed will serve to protect the fresh water wells and septic systems of residential homeowners. “There’s a great potential impact to both wells and septic systems … but they don’t see that,” Vander Pol said. The commissioner also claimed that while he and his wife farm 50 acres of hayfields, Maxwelton Farm, they maintain ditches on their own dime and don’t stand to benefit from the proposed assessment. “Some people believe we’re doing this from a self-serving standpoint and nothing could further from the truth,” he said. “This is for the benefit of other farmlands and the those concerned with the health and wellbeing of that stream,” Vander Pol said.

Hannold took the lead Election Night by 301 vote which increased to 416 by the next day. Delayed votes from Camano Island closed the margin to 134 where it stayed approximately until the recount.

Couple brings authentic Latin cuisine to Langley By KATE DANIEL South Whidbey Record When Iliana Lopez met her husband, Graham Gori, it was love at first bite. Gori was working for the New York Times and Associated Press as a foreign correspondent in Mexico City when he bumped into Lopez, an art restorer. In Mexico, explained Lopez, it was unusual for a man to do the cooking; and Gori was especially adept at the craft. Some time and several delectable home-cooked meals later, the two were married and built a woodfired oven on the top of their apartment building in Mexico City, christening it with boughs of rosemary and bay leaves. In the coming evenings, they served a medley of delicacies and accompanying libations to friends. “We started cooking for our friends and they all said, ‘Open a restaurant,’ ” said Gori. “Once you start doing something, you open the door for other things to happen,” he added, explaining that he decided to take a break from the news business and purchase a bakery in Guanajuato, Mexico,

Whidbey Island. “We noticed that on Whidbey Island, there is a desire for what we can deliver: food made with heart, with soul, slowly and with traditional recipes that have been handed down from mother to daughter, grandmother to mother, grandmother to niece over hundreds of years,” he said. Lacking funds but with an abundance of heart, the couple decided to work towards opening an authentic Latin American restaurant, Gori’s Gourmex, in Langley. Gori noted that the South Whidbey community has already been quite supportive of his and Lopez’ endeavor, including allocating him a last-minute space at last Saturday’s Bayview Farmers Market where his product — pipian rojo and pozole verde with blue corn hominy — proved to be a hit with patrons. “I am thrilled to support them,” said Vicky Brown of Little Brown Farms in an email to The Record. “Graham’s food is delicious and their family is hardworking and deserving. The authenticity they bring to the

It is a treat for us that they are bringing the tastes of where they lived to our doorstep.” Gori noted that it is difficult to find a restaurant in the United States where the food is cooked with tenderness and love, where the focus is upon making patrons feel not only satisfied, but comforted. “Food is such an incredibly effective avenue to reach people’s souls through their tummies,” said Gori. “Feeding people is related to nourishment, feeling safe. … It satisfies a need for people to feel loved.”

With strict health code regulations, he explained, restaurants are typically designed with functionality as a top priority. “Most [restaurant] kitchens in the United States look like prisons: stainless steel, no windows,” he said. “It’s no wonder they’re all yelling at each other … the environment is not fun.
