Man sentenced over 31 years for murdering ex-boss Victim shot in 2008, dies 15 months later due to related injuries BY RAECHEL DAWSON rdawson@fedwaymirror.com

Maleng Regional Justice Center judge sentenced a Puyallup man, convicted of murdering his former Federal Way boss, to 31 1/2 years last Friday. A jury found Kareem Harris, 32, guilty last month of first-degree murder and weapons enhancement charges. Harris initially faced second-degree attempted murder charges but they were amended to murder after Wilbur Lee Gant passed away on Jan. 10, 2011 of injuries directly related to when Harris shot him multiple times in 2009, just 15 months prior. Harris and Gant worked together at Milgard Windows in Fife until Harris was fired in May 2009 for lying on his timecard. Court records said he was leaving work early and getting a coworker to clock him out at the proper time. As Harris’s supervisor, Gant was the one who discovered the timecard

Bruce Dammeier, R-Puyallup, spoke about the 30th District legislator’s political career, which began as a Federal Way Councilman in 2010. Federal Way Mayor Jim Ferrell also presented Freeman’s wife Sonya with a city flag. Freeman, a Democrat, won his House seat for Position 2 against Jack Dovey during the general election. Democratic precinct committee members will nominate three candidates to fill Freeman’s seat on Dec. 1. After the hearing, court documents say Harris threatened Gant with a gun he kept under his seat and was “not afraid to use it.” About five months later, Federal Way police were dispatched at 5:26 a.m., on Oct. 28, 2009 to Gant’s apartment complex, located at 127 S. 340th St. in Federal Way, and found him laying in the parking lot with several gunshot wounds. People called 911 with reports of hearing six gunshots and a man screaming for help. Gant was laying 30-40 feet away from his vehicle, which had a broken driver’s window and a bloody driver’s seat. As police approached, he told them it was Harris who had shot him because he was fired earlier that year. or 19 years, Jason Mertl has been stringing about 100,000 lights throughout his Federal Way yard, setting up handcrafted wooden figures and putting on a Christmas display for his community each holiday season. “It’s everyone’s Christmas tradition to come see the Christmas display,” Mertl, 32, said. “Without it, I’ve been told it’s not Christmas.” People, out of the blue, have stopped him in the grocery store or restaurant

to tell him they really appreciate what he does. Mertl compares his residential production to the big-time commercial displays in parks and other popular events. He has a personal designer who draws up the display each year. There are wooden angels singing with a wreath, a “12 days of Christmas” theme and plenty of lights on trees, shrubs and bushes. He even decorates his neighbor’s front yard so there’s more to see. “It’s always been in my blood to do the Christmas display,” he said. “But we

When the light show is active during the holiday season, he does use about three times the amount of electricity but “it’s worth it.” People often drive by to take photos but if they stay awhile, they’ll hear Christmas music playing in the background. They may even get a chance to meet Mertl — he’s usually outside ensuring things run smoothly.

The actors perform the characters as well as produce the sound effects live. Directed by Alyson Soma, Rosebud’s “It’s a Wonderful Life: A Live Radio Play” will feature local talent — Phil Duncan, Claudette Elliott, Tama Fulton, John Kelleher, Mike Klein and Jason Rose. A recent article in US News highlights the benefits for students who participate in Junior Reserve Officer Training programs across the country. In Federal Way, there are two Air Force programs, one at Todd Beamer and one at Federal Way High School. The program is not a recruiting program for the military. Instead, Junior Reserve Officer Training is an opportunity for students to learn about careers, leadership and community service.

He feels like he’s had a blessed life and that he can and should care for others. Byron get’s a lot of satisfaction from helping out.” Byron Hiller works as a realtor for Coldwell Banker Danforth in Federal Way with his wife. His volunteer efforts include being president of Federal Way Rotary Club and board chair for the Auburn Chamber of Commerce. He has volunteered for ReachOut, FUSION (Friends United to Shelter the Indigent Oppressed and Needy) and Christ Lutheran Church. “I have been part of the community since the early 70s and have watched Federal Way grow and change,” Byron Hiller said. “I have always been happy

to participate wherever I can to help people and help the community.” The Mirror recognized Byron Hiller as its Citizen of the Month for November. With this recognition, he received a $50 gift certificate to Jimmy Mac’s. “He definitely deserves this,” said Brian Ailinger, Byron Hiller’s friend. “He is always looking for ways to help the community and that is a rare person.” Ailinger and Byron Hiller often volunteer together. “Byron and I met at church 15 years ago and have been great friends ever since,” Ailinger said. “He’s always been a good role model for me and he got me to be more involved in the community.” Ailinger said he always made the excuse that he didn’t have time to volunteer before he met Byron Hiller. “He taught me that it’s important to create priorities and how I can juggle my obligations,” Ailinger said. “I learned how wonderful it is to give back to your community.” Byron Hiller said he gives his community ser-

vice the same importance as his day job. “I devote one-third of my working day to my civil groups and projects,” he said. “What usually happens is that opportunities come knocking and others fade away, so I just try to go where I am needed.” His wife agrees he deserves the recognition. “He does so much community service and he’s inspired me to do more as well,” she said. “There is literally no limit to what he is willing to do.” Julie Hiller said she met her husband when she was hired to work at his mother’s real estate office. “He wasn’t planning on going into real estate at all, but we were going out and he realized I was really into it and decided to pursue it with me,” Julie Hiller recalled. “We got married when I was 18 and he was 19 and now we’ve been married for 33 years.” “Some people will write checks and some give time to organizations,” Julie Hiller said. “Byron gives both ways and he does it from the heart. He does it because that’s just who he is.”

Man charged with raping 15-year-old in Federal Way BY RAECHEL DAWSON

S

tate prosecutors recently charged a Seattle man with kidnapping and raping a 15-year-old girl in Federal Way. Vinny Kabwe, 20, was arrested on Nov. 16 and is being held on a $25,000 bail for allegedly offering to take the girl home from a party, but instead raping her behind a Kentucky Fried Chicken near Southwest 336th Street and 21st Avenue Southwest in Federal Way. Officers were dispatched to the Pavilion Apartments at 5:43 a.m. on Nov. 16 to reports of a girl crying and stating she had been raped. The girl and her two friends went to Southcenter mall on Nov. 15 and caught a ride back to Federal Way with someone they didn’t know. According to court documents, the victim said whomever gave them a ride, took them to a party at the apartments. She and her friends wanted to go home later in the

night but the males at the party allegedly wouldn’t give them a ride home. The victim’s friends decided to walk, while she stayed at the party because it was cold. Kabwe allegedly offered the girl a ride home and the two got into a black sedan. While en route to her home, court documents allege Kabwe pulled into an alley behind the food franchise and vaginally raped the girl. “She stated that the male ‘choked’ her with a single hand sometimes restricting her airway but she never lost consciousness,” the documents state. “Officers observed a scratch in the area of [the victim’s] right clavicle that she was unaware of but later guessed she received this from Kabwe as he held her down in the backseat.” Kabwe allegedly told her to stop crying and screaming, and “quit playing around or I’ll kill you,” the documents continue. During the assault, the girl noted he did not wear a condom.

Documents state Kabwe drove her back to the apartments where she calmly got out but then ran to a nearby apartment and pounded on a woman’s door, where police were called. As the girl recounted what happened to police, she said her sweater was left in the backseat of the car and the suspect was “African or Somali and spoke with an accent.” He was about 6 feet tall with a thin build and a short afro-style haircut. He was wearing a white polo shirt and jeans. She would be able to identify him in a field test, she said. Police contacted the girl’s friends and they led police to the apartment where the party was. Five males stepped out of the apartment and acknowledged the party. Kabwe was still inside with his 19-year-old girlfriend. After he exited the apartment, police discovered he was still wearing the same clothing as the girl had described and he was immediately arrested.

He told officers they had the wrong person and that he had loaned his clothes to a friend and he had been with his girlfriend all evening. But the girl identified Kabwe “without hesitation” at the police department and also pointed to the car she was allegedly raped in. Police obtained a search warrant for the car once they saw a sweater in the backseat. Officers also obtained video surveillance of the Kentucky Fried Chicken property. A male and female are observed in a black sedan at around 5:27 a.m. Although the footage is “hazy,” officers still saw a “struggle or commotion” in the backseat. “At one point, a dome light comes on and goes out, it appears that the female is kicking in the backseat with the male over top of her,” the court documents state. The girl was treated at a local hospital for pain and a scratch on her chest. Kabwe will be arraigned on Dec. 1 at the Kent Regional Justice Center.

I am thankful for the businesses who support the Mirror. • Your passion for all of the big projects in our community, including the Performing Arts and Conference Center, the Town Square Park and the city’s recent purchase of the former Target site, among others. Whether your feedback about such projects has been controversial, candid or praiseful, your responses show that you are paying attention — and that you care.

Outgoing Sen. Eide served with distinction “I have been blessed to be able to serve in the Legislature; it is the last place I never thought I would be … politics,” says retiring state Sen. Tracey Eide. But serve she did — and with distinction. Eide has served in the state Legislature for almost two decades and has been one of its most powerful leaders for over half that time. She has the skill and grace to talk with national political figures, such as U.S. Sen. Patty Murray about the transportation needs of her district, while being equally at ease having coffee with a local constituent who is concerned about education. She still possesses her PTA mom normalcy that reflects both her beginnings and her constituents. “I’ve never forgotten how I got where I am and the people I represent. Issues with kids are what I enjoyed most.” She is so well respected that she served as majority floor leader from 2005-12 and

chaired the National Conference of State Legislators Telematics Committee in 200102. She delivered $105 million in transportation projects, such as the triangle in south Federal Way near Costco. Despite years of failure, she showed her resilient side and never gave up as she led the fight to change the 60 percent constitutional requirement on school levies to a simple majority to ensure our democracy works for our children’s education. The public approved the change in 2007. Since then, one-third of all successful levies are a result of her efforts and they have added $1.6 billion to our education needs statewide. The 2010 Federal Way school levy, which added $3 million to our district, passed with less than 60 percent and would have failed if not for her efforts to change the Constitution. She is quick to say how much she enjoyed [ more ROEGNER, page 6 ] Bob Roegner

Making city more attractive for business Anyone interested in making Federal Way a more attractive city for businesses and a better place to live should be paying close attention to the city’s purchase of the former Target property. I noticed in the Mirror’s editorial on Nov. 22 titled “Questions about Town Center purchase in Federal Way,” which I inferred as a list of negative questions intended to undermine the

City Council’s decision to make the purchase. Numerous people have been searching for the formula to attract industry to Federal Way. For anyone who reads the Mirror that hasn’t lost some sleep over trying to solve the potential blight that we have in the downtown core, your comments will simply fuel their bias to continue with the old ingrained behavior. The Puget Sound is recognized as a high tech, innovation center in the U.S., and is well on its way to becoming a key element of a global economic mega-center. Federal Way sits right in the middle of this whirlwind of growth. While significant development has been occurring in every other city in King County, little of the same has occurred within our city. What is our problem?

Attracting new businesses, both large and small, to our city has been problematic. Companies who would move their headquarter operations here, and, definitely, newer and smaller companies, want to be in an environment that allows their companies to retain and attract talent and to be successful in a globally competitive environment. We need look no further than Weyerhaeuser’s planned departure for evidence that we need to upgrade our image. Doyle Simons, CEO, was quoted as saying, “… Moving our headquarters to Seattle will give us access to a larger talent pool to meet future recruiting needs, not just in this region, but from across the country.” Our city will continue on the current trajectory until we make a concerted effort to change our image. The Per-

forming Arts Center and the development of the former Target property are aimed squarely at doing just that. In any case, a blighted Federal Way will lead to a declining tax base, which will lead to a downward spiral in many services. How do you address that problem? It is my belief that the recent incremental changes, when compounded, could begin to have an effect on the attractiveness of doing business here. We need to foster a creative positive process for change in Federal Way and not a community that lives in fear of change. Federal Way could easily slip into an economic free fall. The Mirror could play a significant role in bringing about change in our community if significant change is going to materialize.

Garry Welch, Federal Way

Thank you for homeless assembly We would like to congratulate St. Vincent de Paul Parish, a member of Sound Alliance Group, for putting on such a great assembly recently to highlight the need for a day center for the homeless in our area. St. Vincent’s is leading the effort to get a day center in our area, as Reach Out continues to serve homeless men and women at night in the winter. We appreciate the community’s support for the shelters and we are happy to see there is good and growing support for a day center.

Police respond to bomb threat at high school FROM STAFF REPORTS

Federal Way High School students and staff returned to their classrooms safely after police responded to a bomb threat at the school on Nov. 21. School officials found a note at approximately 11:15 a.m. in the 100 hall classroom area. “Someone had written a note in one of the classrooms indicating … a bomb threat,” said Debra Stenberg, spokeswoman for Federal Way Public Schools. She said a certain time passed between when the note was written and when

someone discovered it, “but we always have to take [bomb threats] seriously and give them serious consideration.” Federal Way police evacuated five classrooms near where the note was found and sent students and staff to the library. Over an hour later, police did not find anything and allowed students and staff to return to the building at 12:25 p.m. For more information, visit www.facebook. com/fwps210.

Dr. Mike Ulissey of the Breast Diagnostic Center in Federal Way uses groundbreaking technology for mammograms, by using 3-D equipment. This enables him to spot cancer long before it shows up on a regular mammogram. Thanks to his technology, my situation was discovered very early. Instead of a long cancer journey, mine was a walk in the park. Very few mammogram sites have this technology. You are fortunate to have it in your community along with a kind, caring, compassionate doctor to journey with you. If you haven’t had a mammogram in the last year, do it today with Dr. Mike Ulissey. Performing Arts Center Shindig was inspiring community event Based on what I witnessed at the Shindig event, I feel I should write to you about your Mr. Federal Way’s column of last Friday. I did not hear Rob McPherson say anything about the Mirror during the evening. He was too busy being a wonderful performer and lively emcee for the show. He did tell the audience about his busy, upcoming, international performance schedule as an opera singer and I imagine he doesn’t have a lot of spare time. The Shindig was, however, was an inspiring community event for the benefit of all of Federal Way. Rob was very, very nice to take the time to serve the community at this event! Please print a retraction to your implications about what Rob McPherson is alleged to have said. I don’t think your information sources were accurate.

Eide sponsored a bill that restricts drivers from texting or talking on a hand held phone while driving, and her intermediate drivers license bill cut teen driving deaths and serious injuries in half. She was named one of Seattle Magazine’s 10 most influential people for her efforts, not partisan politics or headline hunting, just getting things done that save peoples lives. Current Majority Floor Leader Joe Fain, R-Auburn, says, “With politicians easily captivated by title or political intrigue, Tracey was all about governing. Tracey led on issues important to South King County without worrying about who got credit. She always kept her word and was a joy to work with. The Senate and the state of Washington will miss her influence.” And so will Federal Way. Eide’s clout in Olympia will not be easily replaced. But she says after almost two decades it was time to go. “It’s humbling to serve 18 years and I thank the voters for the opportunity.”

Q&A with Mr. FW: Body cameras and Black Thursday/Friday videos will be pursuant to the Public Records Act, but a little worried whether this “free rein” of footage will prompt broadcast news to obtain footage of someone getting arrested, even if they aren’t charged with a crime. Since the Federal Way Mirror typically doesn’t name someone until they’re charged, Mr. Federal Way only hopes other media outlets follow the same ethical policy and think twice before potentially ruining someone’s life by publishing their arrest on TV. Several cities are outfitting police uniforms with the cameras and it’ll be interesting to see what transpires from it. But Mr. Federal Way can tell you that the Federal Way Police Department isn’t considering these body cameras, nor are there plans to. Cathy Schrock with the police department said there was once a year-long pilot program for “dash cams” or dashboard cameras. She said the technology was hard to maintain, it was expensive and the public records retention was “more than staff could handle.” Mr. Federal Way commends the department for not getting in over their heads on this one. Q: Mr. Federal Way, will you be participating in Black Friday or Thursday deals? Many stores are opening at 6 p.m. on Thanksgiving this year. A: Well, Mr. Federal

Way will certainly not be shopping on Thanksgiving — there’s a game against the 49ers that is not to be missed. But putting the game aside, it’s easy to say those who shop on Thanksgiving don’t know the value of family or what it means to be thankful. The perception is they are greedy for good deals and have no respect for the Thanksgiving American tradition. Mr. Federal Way says take a look at the big picture. To be honest, Thanksgiving was supposed to be about coming together with Native Americans to share a grand feast. Instead, we stole their land and gave them smallpox. Car prowls reach highs this time of year. People are laid off or affected by adverse weather conditions — think of those who work outside for a living. Yes, Black Friday is a materialistic venture but Mr. Federal Way can’t help but think of holidays that so many people do care about and that’s Christmas and/or Hanukkah. Mr. Federal Way can’t help but think of those single mothers who can only afford the thing their teenage son wants by waking up at 3 a.m. on Friday or sacrificing her Thanksgiving dinner. And Mr. Federal Way can’t help but think of the reason people act crazy during these times. Yes, people are materialistic but what about the pressure parents feel? The pressure to satisfy their children’s Christmas wishes? Mr. Federal Way ultimately salutes those who do sacrifice Thanksgiving or their sleep for their loved

ones so that Christmas looks a little brighter than their every day normal. It’s easy to teach humility and humbleness, but everyone wants to feel special sometimes and

maybe Black Friday/ Thursday can provide that even if just for a second on Christmas morning. Q: Mr. Federal Way, sweet potatoes or yams? A: None of your busi-

ness.

: Mr. Federal Way, Attorney General Bob Ferguson announced his legal opinion on police body cameras on Monday after Sen. Andy Billig requested the opinion on five legal questions surrounding the use of body cameras by law enforcement officials. What do you think of Ferguson’s opinion? A: Ferguson opined that police “don’t need permission to record their interactions with citizens” because those interactions with on-duty police are presumed to be public, according to the Associated Press. Mr. Federal Way can see the logic in that but, using that same logic, citizens and media professionals should also have that same right. While most of the time police don’t attest to others recording, Mr. Federal Way only needs to conduct a simple Google search to see videos of upset cops, using every excuse to demand citizens to stop recording or to back away. What shocked Mr. Federal Way was that Ferguson said officers are “under no obligation to turn off the cameras if people object to being recorded — even if the conversation is being recorded at someone’s home,” the Associate Press article continues. It’s illegal to record a phone conversation without someone’s knowledge or permission in Washington state, so why is it legal to record through a video camera without their permission? hree students at Todd Beamer High School sat together to sign off for their future in sports. Softball pitcher Madison Rogers, golfer Dax Wallat and volleyball player Reed Copeland signed their national letters of intent on Nov. 19 in the library at Todd Beamer. Teachers, students, family members and coaches gathered in the library to celebrate their success, including Athletic Director Jerry Peterson. “This is a proud day for our school watching such great students and athletes sign off to a great future,” Peterson said. “In a way it is sad because this means we have to say goodbye to them soon, but I know they are set off to go on a great journey and will make us proud.” Rogers signed to play softball at Colorado School of Mines. She was a South Puget Sound League all-league pitcher, was selected as Washington Player of the Year in 2013 and has a 4.0 GPA.

Todd Beamer High School’s volleyball player Reed Copeland, left, golfer Dax Wallat, center, and softball pitcher Madison Rogers, right, signed their national letters of intent on Nov. 19. SARAH KEHOE, the Mirror “I want to thank my parents for supporting me, especially my dad who has coached me all my life,” Rogers said. “I have to give my brother credit too because he always competed with me, which made me work harder.” Wallat is set to play golf at North Dakota State

University. Wallat has played in varsity golf at the high school for four years and was a medalist in 13 out of 18 golf matches this year. He also played varsity soccer and has a 3.89 GPA this semester. “It’s the people in my life that have helped me get to this point,” he said. “My

parents, uncle, teachers and my coaches have been there to encourage me and make me a better player. When you have a great support system around you, it makes you want to work harder to make them proud.” Reid got a full ride, Division 1 scholarship

to play volleyball at the University of Wyoming. She helped lead the Todd Beamer volleyball team to their first-ever playoff appearance and she was voted the Most Valuable Player by South Puget Sound League. “I owe everything to my mom who has come to every volleyball game since I was in sixth grade,” Reid said. “She’s always supported me.” Reid also thanked her coaches. “My freshmen coach sought me out and got me playing volleyball in high school,” she said. “And my junior and senior year coaches always pushed me to work hard and made me run if I had a bad attitude.” After the seniors signed their letters of intent, they enjoyed treats with those who attended. “These are great kids, outstanding athletes and good citizens in this school,” Peterson said. “I’ve been fortunate enough to watch them play and compete at the highest levels and I can’t wait to see what they do with their futures.”

Man faces charges for indecent liberties, attempted burglary

A

51-year-old homeless man was arrested Nov. 21 at the Club Palisades apartment complex in Federal Way. He faces charges for indecent liberties, attempted burglary and assault. Federal Way police received calls about the man disturbing several residents at the apartment complex. A woman called police reporting she saw someone on her friend’s porch and he was looking into her apartment. She described the male as Hispanic, late 20’s, about 5-foot-3 inches, thin, with a shaved head and mustache. She told police that as she was on the phone with them, the man was standing about one foot from the opposite side of the sliding glass door on the porch. The man pulled on her friend’s door and was trying to gain access to the apartment. The woman living in the unit put a locking bar into place to prevent the man from getting into her apartment, while her friend called the police. The woman told the suspect she was going to

call the police and he ran and jumped over the fence, according to the police report. Police soon received a second call from the security guard at the apartment complex, reporting he received two calls from residents of a suspicious male knocking on doors and asking for a ride, according to police reports. A woman reported she was approached by the suspect while coming back to her apartment with her boyfriend. The suspect had been trying to get inside when he saw the couple and walked over to her, asking for a cigarette. When her boyfriend tried to intervene, the suspect tried to hit him on the head with his skateboard. The boyfriend blocked the hit and the suspect punched him several times in the head. Police arrived on the scene, chased the suspect down and handcuffed him, according to police reports. Officers reported as they were conducting an investigation, a female came up to them and said she was approached by the suspect earlier.

She said he told her he was “high” and asked her if she wanted to go to a party and drink with him. After she said no, the suspect reached around and pulled her up against him and tried to press into her and kiss her mouth. The woman yelled at him to stop and was able to pull away. She reported he then asked her for a threesome and when she declined he walked away and hid in nearby bushes, according to police reports. Another woman stated she had just finished parking her car when the suspect approached her and asked for a ride, saying he was leaving for Los Angeles the next day. She told him no and he followed her to her apartment and continued to ask for a ride. The woman told police she was scared and managed to get away from him, get inside her apartment and lock the door. Police reported all of the involved parties were individually shown a picture of the suspect and positively identified him. They are currently running a criminal background check on the man.

Graduate starts organization to honor high school heroes Woman’s film inspires students to make the world a better place

gone wrong, protect those who cannot protect themselves and even save the world,” Edmiston wrote in her essay, titled “What True Patriotism Means to Me: A New Breed of Superhero for the 21st Century.” BY ALISA GRAMANN Edmiston knew her essay For the Mirror lent itself to the spoken word nicely, and she and uring her junior year at Federal Way her father — a screenwriter — had often talked about High School, Paige taking on a project together. Edmiston wrote an essay When the levy to fund about true patriotism and remodeling of Federal Way a new kind of superhero. They as spoken word with some desire to help others first, make right what has plainly documentary footage of the students, she said. The

D

end result was a 22-minute film called “Reinventing the Patriot.” Edmiston also founded The Sidekick Collective, an organization that works to recognize and empower students who prove that they are working to make a difference. The collective uses Edmiston’s film as an engine to inspire students and encourage educators to nominate students for recognition. In March of 2013, Edmiston and her team began filming students at Federal Way High school. By mid2014 the film was ready for its first screening at the school. In October, the Gig Harbor Film Festival hosted the film’s world premier showing. Though the film is only 22 minutes, it was given an hour time slot, allowing for a panel of educators to answer questions and generate discussion on cultivating change-making students. The collective is now working on putting together more screenings in Federal Way, both at

the high school and home screenings. “It has given me a sense of purpose and reason,” Edmiston said. The collective and the film gave her 2008 essay a second life, and she is using that opportunity to help others. As students are nominated to the collective, Edmiston said it is humbling to see the kinds of things other students are doing to make the world a better place. “It’s a reminder that we can all do more,” she said. Secret nominators give student names to the collective and its League of Extraordinary Advisers, who select one student to recognize as a “cosmic hero” every spring. The student receives a grant to help continue the student’s work. “We’re a little like Professor X,” Edmiston said. For more information on The Sidekick Collective, to watch the trailer for “Reinventing the Patriot” or to schedule a screening, visit www.sidekickcollective.com.

Police recognized for highest professional standards with reaccreditation plishment. The process of being accredited as a law enforcement agency is rigorous, with less than 10 percent of all law enforcement agencies in the United States accredited, the Federal Way Police Department is one of only seven agencies in the state of Washington that is nationally accredited by the Commission on Accreditation. This achievement shows the department is “among the leaders in policing in the region” and demonstrates our commitment to excellence. The standards for the Law Enforcement Accreditation program provide best practice parameters and guidance for law enforcement agencies voluntarily choosing to achieve accreditation. This set of standards continues to provide a process to Andy J. Hwang

he Federal Way Police Department’s dedication to protecting our community includes the commitment to holding ourselves accountable to the highest professional standards and continually working to improve our department. Our national accreditation is an important, visible element of that commitment. After undergoing a successful on-site assessment and a thorough review of our procedures and protocols this past August, the Federal Way Police Department went before the Commission on Accreditation for Law Enforcement Agencies for reaccreditation and received the Gold Standard Award with Excellence. Accreditation represents a significant professional achievement — as an organization, we are all very proud of this accom-

systematically conduct an internal review and assessment of an agency’s policies and procedures, and make adjustments wherever necessary to meet a body of internationally accepted standards. Accreditation: • Requires an agency to develop a comprehensive, well thought out, uniform set of written directives. This is one of the most successful methods for reaching administrative and operational goals, while also providing direction to personnel. • Standards that provide the necessary reports and analyses a chief needs to make fact-based, informed management decisions. • Requires a preparedness program, so an agency is ready to address natural or man-made unusual occurrences. • Requires mechanisms for developing or improving upon an agency’s relationship with the com-

munity. • Strengthens an agency’s accountability, both within the agency and the community, through a continuum of standards that clearly define authority, performance and responsibilities. • Reduces an agency’s liability and risk exposure because it demonstrates that internationally recognized standards for law enforcement have been met, as verified by a team of independent, outside assessors trained by the Commission on Accreditation. • Facilitates an agency’s pursuit of professional excellence. With over 480 standards in the Law Enforcement Accreditation program, there is a lot of blood (OK, not literally!), sweat and tears that go into the accreditation process. The Federal Way Police Department achieved their initial accreditation in 2002 and has been reaccredited

7 tips for getting more sleep BY LISA VALDES special to the Mirror

Getting enough sleep is important no matter the season, but as the days grow shorter and the nights get longer, it’s more important than ever. For one thing, adequate sleep is important for keeping our immune system strong. Flu shots are important, sure, but your best defense

against the plethora of germs you’re sure to encounter this time of year is plenty of rest and good nutrition. Good sleep can be harder to find, unfortunately. Few of us can just make up our mind to get a good night’s sleep in the same way that we can make up our mind to eat more leafy green vegetables. But, the National Sleep Foundation

does have a list of suggestions to help you get to sleep and stay asleep. If you try these tips and still have trouble, it’s probably time to discuss the matter with your physician. These are adapted from “When You Can’t Sleep: The ABCs of ZZZs,” by the National Sleep Foundation. • Set a schedule: Go to bed at a set time each night and get up at the

same time each morning. Disrupting this schedule may lead to insomnia. • Exercise: Try to exercise 20 to 30 minutes a day. Daily exercise often helps people sleep, although a workout soon before bedtime may interfere with sleep. For maximum benefit, try to get your exercise about five to six hours before going to bed. • Avoid caffeine, nicotine, and alcohol: Sources of caffeine include coffee, chocolate, soft drinks, non-herbal teas, diet drugs and some pain relievers. Alcohol robs people of deep sleep and REM sleep and keeps them in the lighter stages of sleep. • Relax before bed: A warm bath, reading, or another relaxing routine can make it easier to fall sleep. You can train yourself to associate certain restful activities with sleep and make them part of your bedtime ritual. • Sleep until sunlight: If possible, wake up with the sun, or use very bright lights in the morning. Sunlight helps the body’s internal biological clock reset itself each day. Sleep experts recommend exposure to an hour of morning sunlight for people having problems falling asleep. • Don’t lie in bed awake: If you

Do something else, like reading, watching television, or listening to music, until you feel tired. The anxiety of being unable to fall asleep can actually contribute to insomnia. • Control your room temperature: Maintain a comfortable temperature in the bedroom. Extreme temperatures may disrupt sleep or prevent you from falling asleep. Best wishes for a good night’s sleep tonight and every night. Federal Way service clubs donate dictionaries FROM STAFF REPORTS

Every third-grader in the district has a brand new dictionary, thanks to the generosity of the Federal Way Service Club Network. More than 1,700 dictionaries were passed out this year as part of the Dictionary Project, which is in its ninth

year. The Federal Way Service Club Network includes the Rotary, AM Kiwanis, Noon Kiwanis, Lions, Greater Federation of Women’s Clubs, Masonic Lodge, Jobs Daughters, McMillan Grange, Steel Lake Highline Grange and the Des Moines Rotary.

Since the beginning of the project in 2006-2007, more than 15,000 thirdgraders in the Federal Way School District have been given dictionaries. The goal of the project is to assist all students in becoming good writers, active readers, creative thinkers and resourceful learners.
