Sheriff’s guild, county finally hammer out contract Deputies to receive up to $20,000 checks by end of year for back pay By JESSIE STENSLAND South Whidbey Record After six long years, deputies with the

Island County Sheriff’s Office are finally working under a contract. In a last-minute push, both sides in the negotiations were able to come to the table and compromise on issues of pay and benefits, according to Deputy Darren Crownover, president of the Island County Deputy Sheriff’s guild. Island County Commissioner Jill Johnson

said she was pleased that they were able to come to an agreement instead of continuing to arbitration, which was scheduled for next year and would have cost both the guild and the county. “I think that settling the contract with negotiations instead of asking a court to do it fosters a better working relationship,” she said.

Crownover said he was thankful to the county leadership, especially the commissioners. “We’ve been living on 2008 wages,” he said. “It’s nice to bring the guys up to 2014 wages.” The settlement will cost the county hunSEE GUILD, A11

Notable Whidbey’s Suzuki Method network, Island Strings, celebrates 40th anniversary at Whidbey Island Center for the Arts Whidbey’s Island Strings celebrated its 40th anniversary at a concert Sunday, Nov. 9, at Whidbey Island Center for the Arts. Island Strings is a network of Suzuki Method strings teachers based in Langley who offer instruction in violin, viola, cello, bass, guitar, piano, recorder, banjo, dulcimer and harp. The group was founded in 1974 by Linda Good, Paula Pugh and Linda Morris. Eight Suzuki violinists, ages 7 to 13, were invited from the greater Seattle area to join the celebration. A total of 11 Island Strings students, including three adult alumni and 10 teachers, performed. “Paula Pugh who founded Island Strings with Linda Good in 1974, said, ‘It is truly amazing that this program has gone on so long and has touched so many people.’ I agree,” said Island Strings teacher and event emcee Kimmer Morris. council Monday about a request from the school to install a digital sign to display messages. Currently, the school uses an analog reader board with letter cards. The city would have to amend an ordinance that restricts such signs, and the process would go through the Design Review Board and Planning Advisory Board before coming to the city council for final approval. Other buildings in the city of Langley have made similar requests and were denied, city council members recalled. St. Hubert Catholic Church, Langley United Methodist Church and the Island County Fairgrounds asked to install digital reader boards but had their requests rejected. The council members discussed the possible allowance of “institutions” to install digital signs, which would still be subject to evaluation by the Design Review Board.

SCHOOLS SWHS receives academic honor South Whidbey is among 14 Washington state high schools that made the national College Board’s 5th Annual AP District Honor Roll, according to a recent news release. The list includes 547 districts across the United States and Canada that were honored for increasing access to Advanced Placement (AP) coursework while increasing or maintaining the percentage of students in the district earning scores of 3 or higher on AP exams. The attainment of these goals is indicative of the district’s ability to successfully identify academically prepared, motivated students of all backgrounds who will likely benefit from AP coursework, according to the College Board. The College Board is a mission-driven, non-prof-

it organization that connects students to college success and opportunity, according to its website. Founded in 1900, the College Board was created to expand access to higher education.

FREELAND Sewer leader voted to state board Bob Miller, a commissioner of the Holmes Harbor Sewer District, was voted to the Washington Association of Sewer & Water Districts board of directors in September. Miller is the board’s sewer district representative, according to a news release from the association, and will serve a three-year term. The association trains water and sewer district commissioners and water and wastewater treatment plant operators; advocates in the legisla-

ture on water and sewer industry issues; and helps special purpose water and sewer district leaders connect to share best practices for the public good. According to the news release, there are 176 special purpose sewer and water districts in Washington, which serve 30 percent of the state’s residents.

‘Frisco-style Langley funicular floated

By BEN WATANABE South Whidbey Record If a funicular on the Cascade Avenue Bluff in Langley becomes a reality, it may resemble a San Francisco-style trolley. Mayor Fred McCarthy updated the city council at its Nov. 17 meeting on options and cost estimates for the proposed rail and tram transport system down the bluff to the marina. The city has argued it needs a way to move people and their gear from South Whidbey Harbor and the parking areas up the hill on Sixth Street. McCarthy shared pamphlets about one model he liked that looks like a San

Francisco-syle trolley. He said the company believed it could build and install the track for the $500,000 allotted to the city from the Island County Council of Governments. A key factor in the project is the negotiation with a property owner down on Wharf Street. The city does not own any land on which to land any kind of transport, and will need a willing partner to offer space for the base and an easement to reach the street. Previously, Paul and Pam Schell proposed a bridge and elevator to land on their property near their planned inn and restaurant building. Public outcr y

Gratitude at The Record on Thanksgiving Thanksgiving is a time to take stock of our blessings. In the South Whidbey Record newsroom, here’s some of the things the staff is grateful for: Publisher Keven R. Graves: I’m grateful my son Liam has a job and is figuring life out. I’m grateful that I live close to my parents and the rest of my family. I am thankful for those little Vitamin D capsules as we head into the long winter’s nights. Associate publisher Kim Winjum: I’m thankful for my family, friends, dog, health and that I’m able to call Whidbey Island home. Reporter Ben Watanabe: This summer, I was part of something intimate, beautiful and heartfelt when I officiated the wedding of two of my dearest and best friends, and am truly thankful for the honor and experience. I didn’t mess up any names, which was a bonus. I’m thankful to have family and friends that continue to invite me into their lives. And, the following is a small portion of things for which I am not thankful: Diet Coke, donut days, a few scrapes on my car’s undercarriage courtesy of the pre-fix Tokitae’s ramps, ferry-line cutters, ferry lines, auto correct, sharks, snakes, the third season of “The Walking Dead,” any season of “Real Housewives,” and the Seattle Mariners being just good enough to break my heart. Reporter Kate Daniel: This year I am thankful to have graduated college and — after 10 years of working multiple jobs in horse stables, call centers, fast food joints and retail establishments — to have been hired as a reporter at The Record. I’m thankful for my fiancé, cats Alice and Kori and dog Rugaru who decided to move with me to Whidbey Island and who, for some reason, elect to hang out with me every day. And, I am thankful for my family and friends, including my brother who still manages to make fun of me all the way from Germany. Decision to adopt one of highest callings Editor, It is fitting that this season of Thanksgiving is also the season to give thanks to the adoptive parents and families who grace our communities. November is National Adoption Awareness Month. While all adoptions are significant, the particular focus for this month is the adoption of children from foster care. Communities across the nation are gathering to celebrate the hope and the happiness that lies ahead for children and their forever families. The same is true in Island County. On Nov. 21, Island County children and their adoptive parents and families gathered with child advocates, family court judges, social workers and adoption professionals to celebrate the promise of life renewed.

Sweet Mona’s access ramp deserves recognition Editor, We would like to express our thanks to Mona Newbauer of Sweet Mona’s for doing what needed to be done to make her new chocolate shop accessible to all. We were sad when Sweet Mona’s relocated because our daughter couldn’t freely enter the new shop. However, we were very pleased when we saw that the steps had been replaced with a ramp, and that it maintained the cobblestone charm of Langley Village. This was not an easy accomplishment and deserves recognition.

Airfield operations are doomed Editor, It’s not a matter of “if” the Outlying Field Coupeville will close, it’s more a matter of “when” it’s going to close and I believe each of us on the island needs to be making plans and preparations for that eventuality. It was the right thing to build in the early 1940s when it was first developed and it served its purpose admirably. With the advent of the EA-6Bs, the Prowler, and the current EA-18Gs, the Growlers, however, OLF has become obsolete and little can be done to bring it in line with environmental requirements nor the deep issues with its neighboring community, Coupeville. OLF has little room for

South Whidbey Special Olympics team builds bonds By BEN WATANABE South Whidbey Record Every Saturday for the past few months at a Freeland church’s gym, every pass sent and caught and every basket made and missed was celebrated. That’s because each attempt represents a step forward for the Whidbey Wind Special Olympics basketball team, a collection of players whose age ranges as widely as their conditions and disabilities, from Down’s syndrome to developmental disabilities. John Svacek knows the mighty power of the Whidbey Wind. His daughter, 29-yearold developmentally disabled Lauren, formed social skills and, more importantly he says, friendships on the Wind. “This is the best thing that ever happened to her,” he

“She’s so much more social. She had gotten really closed off … She really looks

forward to this,” he added. With a video camera in his hand, Svacek captured every moment of the hour-long practice. If he showed it to the casual observer, here’s what they’d see: casual shooting from the free throw line, way out by the three-point line and the occasional mid-range jump shot. Lots of smiles, hearty laughter and back pats after both makes and misses. Bounce passing drills. A box of four players around the key — an area outlined on the court floor — passing to each other, then to a player shooting free throws from a closer line about 6 feet away from the hoop. through the rim. At the end, they may see the free-for-all players versus coaches and parents full-court game that capped a productive practice in November. All of that is especially necessary this year. The Whidbey Wind teams (one for players over 22 years old, one for the 8-21 athletes) are reigning gold medal champions, and as coach David Bishop joked, they expect the other teams in Washington to give them their best, much in the same way Nation Football League teams go after the Seattle Seahawks. The regional tournament is Feb. 8 in Stanwood and will be the Wind’s first test to qualify for the Special Olympics state winter tournament. Madison Goverde, Northwest Region manager for Sports and Training at Special Olympics Washington, said there are about 520 athletes in the regional basketball tournament where the Wind play to qualify for the state tournament. Competition levels vary as widely as the players’ ages. To some, like Mark Welch, a self described “shooter” who at 44 is the team’s oldest player and its most competitive, winning matters a lot. But even a fiery competitor like Welch said he is a fan of the team spirit of the Whidbey Wind. For many of the Whidbey Wind players, hitting the court is a chance to shine. While frustration of feeling different can dog people with developmental, behavioral or emotional conditions elsewhere, on the court at a Special Olympics tournament

like the one the Whidbey Wind won two gold medals for in February, they became superstars. “A big part of it too is providing for them that experience every child or adult should have, which is participating in a sport or a sports team,” Goverde said. The tournament, just like the Olympics, has an opening ceremony where teams get to walk around the gym to a cheering, adoring crowd with a flag or banner. Those are the things parents and coaches remember. Spaghetti dinners and dance parties are the moments recalled by players Lucas Etzell and Andrew Bishop. Things aren’t always breezy for the Wind. Frustration for special needs players can mount quickly and lead to behavior outbursts. One little girl showed up, did not take part in the first few activities, never touched a ball and sat against the wall crying before leaving. In such instances, the coaches said they let the players have some time to themselves before approaching. If they can’t be calmed down or insist on not participating, Etzell said he’ll let a parent or guardian know as a last effort. The Whidbey Wind is the only team for special needs people on South Whidbey, with a few others in Oak Harbor. Going into its eighth year, the Wind continues its policy of an open door for anyone wanting to pop in for 15 minutes or the full hour. “We are always open,” Etzell said. “It’d be good to have more come.”

dreds of thousands of dollars, but the commissioners had saved for the eventuality, Budget Director Elaine Marlow said. Island County commissioners approved the contract this week. Crownover said the members of the guild overwhelming voted to support it. Under the settlement agreement, deputies will get lump-sum payments of retroactive wage increases, though the payout may not come in time for Christmas. Marlow said the back pay will cost the county about $700,000; about $600,000 of that is actual back pay, while the rest is payroll tax and retirement costs. She estimated that the average deputy, who makes

about $60,000 a year, will get $18,000 t o $20,000 in back p a y . T h e depar tm e n t Crownover has 35 deputies, but a couple are newer and will receive only a year or so of back pay while more-senior members of the department will receive more. Only deputies currently employed will get the back pay; those who are retired do not qualify, she said. Marlow said the goal is to get the money to the deputies by the end of the year. Under the contract, the deputies won’t receive wage increases for the years 2009

With a heart as big as her smile, Angela Vosburg has a way with people. Some describe her as the bright spot in a room, others know a dedicated community volunteer. Still more know her as a savvy and successful businesswoman. While the reports vary, there seems to be one thing everyone agrees on: Vosburg makes both an impression and a difference in people’s lives. For some, it’s been a life changer. Barbara Hunt said she was alone, newly divorced, and weary when she moved to Whidbey to start over. “I didn’t seem to find a way to meet anyone here, and I was feeling isolated and dejected,” Hunt said. One evening, she mustered up the courage to attend a fundraising event. She slipped into a large room full of people mingling, and quickly sat at the first empty chair. For about 5 minutes, though it felt like an hour, she was feeling even more alone, but then she met Vosburg. “A young, beautiful woman came up to me introduced herself as Angela and struck up a conversation with me,” Hunt said. “She then invited me to sit with a group of friends of hers, and that was the beginning of feeling a part of this community.” Leanne Finlay, a South Whidbey Realtor/broker, describes Vosburg as, “Someone who has the innate spark that warms a roomful of strangers, and can let a loner know they have been noticed.” Vosburg volunteers in many capacities in the community, and makes a “huge” difference, she added. Finlay worked with her on the greater Freeland chamber board for several years. Vosburg helps make the meetings focused, witty, and is always striving to make fundraising efforts better than the year before. “Angela isn’t going to think being a Hometown Hero is what she is all about — but the reality is, Angela walks that walk naturally and gracefully every day,” Finlay said. Indeed, Vosburg seriously questions her selection for the longtime Record stories on people who make profound impacts in their communities. “Are you sure people nominated me as a hometown hero? I mean, I am blown away by this,” Vosburg said. “I am such an oxymoron and I have the mouth of a trucker.” She added that she doesn’t think of herself as a hometown hero, and is both surprised and humbled that so many see her in such a good way. “I love most people and I’m work-

Freeland family welcomes triplets By KATE DANIEL South Whidbey Record Brian Johnson, a first-time dad, recently welcomed not one new addition to his family, but three. The new father, who works full-time during the day as a mentor for at-risk youth, said that when he first saw his partner Jessica Monaghan’s ultrasound, he wasn’t sure what he was looking at. Instead of one set of fingers, knees and toes, there were three. Monaghan said she, too, was in shock. “I cried,” she recalled with a laugh. “It’s pretty exciting for me,” said Brian Johnson. “I’m blind going into this, which I think is a good thing.” Both Brian Johnson and Jessica Monaghan are South Whidbey High School graduates. They live in Freeland. Triplet girls Lola Rae, Layla Rose and Langley Reese Monaghan were born Aug. 20 at 9:59 p.m. Lola and Layla are identical twins, while Langley is a fraternal. Monaghan has two older children: Lily, age 8 and Liam, age 6. The older kids, said Brian Johnson, are still adjusting, though both have been a big help. Lily recently brought her sisters to show-and-tell at school and for Liam, he joked, “it is kind of an estrogen overload.”

joked, “What’s the national debt? Trillions?” The family mentioned that diaper donations are welcome, and said that one of Brian Johnson’s acquaintances may hold a diaper drive in the near future.

Perhaps the most important thing, the parents said, is maintaining a routine. “You just have to be flexible and realize you can’t do it all … be in the moment and be as present as possible.” “They definitely let you know what they’re thinking,” said Johnson. He and Monaghan added that the three girls are already displaying distinct personalities. From the beginning, the littlest Monaghans’ lives have not been altogether easy. For this reason, Monaghan said she suspects Lola will be the free spirit of the group. Monaghan’s placenta ruptured during a hospital visit, leading to an emergency C-Section at 33 weeks. But the difficulty didn’t end there. The parents credit Ian and Erin Slade — along with South Whidbey Fire/ EMS crew members and Washington State Ferries staff — with helping to save Lola’s life aboard the ferry to Mukilteo. Brian Johnson explained that Lola, within 24 hours of being discharged, had not been feeding and had developed a rash and “marbling” on her skin which had ascended her torso. When the couple realized that something wasn’t right, Brian Johnson headed back to the hospital; but while on board, Lola’s organs began to shut down. While her

father was able to give her CPR, it was Ian Slade, a doctor parked behind Brian Johnson, who resuscitated her when she again lost consciousness. Another person provided an oxygen mask, said Brian Johnson, and at the Mukilteo dock, an ambulance was at the ready. “I threw my car keys to a stranger,” Johnson said, recounting that as he boarded the ambulance with Lola, the only thing on his mind was the safety of his newborn daughter. It was later determined that Lola’s near-death was the result of late onset Strep B and a blood infection. “There are angels looking over this girl,” said Johnson, explaining that doctors put Lola on antibiotics, restoring her to health. Johnson and Monaghan noted that they are extremely grateful for the help of friends and family, from Brian Johnson’s mom and older brother, Jo and Duane Johnson, to Scott and Nancy Treggett, Tana Walker, Kay Stockholm, Bruce Blakeslee, Tina Daniels, Mandy Jones and the Slades. The numerous community members who have doled out their support, said Johnson, are representative of the uniquely tight-knit community on the South End. “That’s what makes South Whidbey special,” he said.
