Kent Mayor Suzette Cooke has asked the City Council for a $31,000 per year pay increase to make her salary more in line with peer cities, which each pay higher wages. Cooke makes an annual salary of $102,192. The request would raise

the salary to $133,192. Cooke did not return several calls for comment about the proposed pay raise. Everett pays its mayor $158,988 per year, Renton $134,400, Bellingham $132,792, Auburn $126,444 and Federal Way $112,800, according to 2013 figures compiled by the city of Kent mayor’s office. The amount of $133,192 would be the market average based on

the mayor’s pay in those cities. “The mayor has noted her salary is out of alignment with peer cities by about $31,000 per year,” Derek Matheson, city chief administrative officer, said at an Oct. 28 council budget workshop. The mayor didn’t put the salary increase request in her preliminary budget for 2015-16. Matheson brought

up the pay increase as part of an unfunded needs request during the mayor’s office budget report he gave to the council. Only the council can raise the mayor’s pay. “I can’t deny the mayor’s salary is out of alignment with the peer cities,” Councilman Les Thomas said in [ more COOKE page 4 ]

Kent Police arrested 26 men on one day for investigation of patronizing prostitutes during a recent undercover sting at a hotel. The man ranged in age from 21 to 60, said Kent Police Cmdr. Jarod Kasner. He added they were mainly from King County, including the cities of Kent, Renton, Auburn and Federal Way. “These types of collaborative enforcement stings are successful in combating human trafficking and making an impact,” Kasner said about the reason for the Oct. 29 operation. Officers targeted “johns” or customers of prostitutes. Police placed an ad in the escorts section of Backpage. com with a phone number to contact a woman featured in the ad, according to a police report. Undercover female officers from the Federal Way Police Department posed as prostitutes or “escorts” and answered the phone. The woman would get the man to agree to pay for sex and to meet at a specific hotel in the 22500 block of 83rd Avenue South. Police used two hotel rooms to operate the sting. Lawyers have filed a class action lawsuit against Seattle Impact FC owner Dion Earl as well as the Major Arena Soccer League and its commissioner Kevin Milliken. The scathing lawsuit on behalf of former Impact employees referred to Earl’s conduct as owner of the Kent-based Impact as “despicable” and called him a “tyrant,” according to court documents. The first-year indoor soccer team opened its season Nov. 8 at the ShoWare Center. Earl Earl was more interested in the dance team than the soccer club and used the soccer team as a vehicle to promote himself, including throwing his image and name on “all of the Seattle Impact promotional material,” according to the papers filed this month by HKM Employment lawyers Jason Ritterieser and Don Heyrich. The attorneys are pursuing a number of damages, including emotional distress related to the alleged wrongful terminations, emotional and physical distress related to the sexual assaults and the loss of incomes related to employees who quit their jobs only to transfer into the hostile environment that Earl fostered. Lawyers filed the suit on behalf of former Impact employees Elizabeth Buslon, Jessilyn Roberts, Amy David, Lauren Baumann, Danielle Esquibel and Joe David. [ more LAWSUIT page 7 ]

KentHOPE, a nonprofit organization dedicated to reducing homelessness in the community. The Nov. 1 benefit at New Beginnings Christian Fellowship showcased stories of transformation and the vision of establishing a permanent homeless center in Kent, a place where people will have around-the-clock access to those resources necessary to move toward stable housing and a more secure future.

KentHOPE board chair Pat Gray brought attention to the success of the organization’s programs: the KentHOPE Women and Children’s Day Center; Women’s Overnight Rotating Shelter; Search and Rescue Missions; and Car Camping. The keynote speaker, Sheila Sebron, began her remarks with, “Sometimes

things don’t work out the way you plan.” Sebron is a parent and veteran, formerly homeless. She is a member of the Committee to End Homelessness Governing Board, and made a compelling case for providing services and resources to those in need. It looks like Kent city officials might extend for another two years an agreement with King County to provide animal services to the city. The current three-year contract doesn’t expire until Dec. 31, 2015, but county officials want to know by the end of November how many of the 25 cities want to stay in the Regional Animal Services of King County program. The Kent City Council told Parks Director Jeff Watling, who oversees the animal services agreement, to send county officials a letter of intent that the city wants to extend the contract

through 2017. The city has contracted with the county for animal services since 2010. The county previously paid for all costs. Kent pays between $250,000 and $300,000 per year to the county to provide animal control, sheltering and licensing services, Watling told the council at a Nov. 4 budget workshop. “They (county officials) need to get an understanding from all 25 cities if everybody’s in or if some that are out that changes the calculation of the cost,” Watling said. “They are asking cities to at least provide a commitment letter by the middle of November so that we can gage what negotiations will look like. Are we going to spend the next couple of months negotiating this two-year extension or are we going to be in the process of the next 12 months negotiating a new agreement?”

Federal Way Police arrested Sharp in June 2013 but he stayed in his first race for City Council and voters elected him over Bailey Stober in a close November 2013 contest. Relatives of Ken Sharp tipped off police about the thefts. His mother lived in Federal Way at the time of the thefts. Sharp reportedly used the money to help out his financially struggling business as well as to pay for trips and jewelry. He resigned in January after two weeks in office because of what he said were “pending legal issues I fear will become too distracting for my fellow council members, for the mayor and for city staff.”

The mother of former Kent City Councilman Ken Sharp died on Sunday. Sharp pleaded guilty earlier this year to stealing $297,500 from his mother’s bank accounts. Sharp is scheduled to be sentenced Jan. 22 on seven counts of first-degree theft and one count of mortgage fraud. The length of his prison sentence is contingent on the amount of restitution he can come up with and pays to the King County Clerk’s Office.

Despite the death of Helen Sharp, Ken Sharp still must pay the restitution, said Page Ulrey, King County senior deputy prosecuting attorney, who is handling the theft case and specializes in elder abuse crimes. “He (Sharp) is still required to pay the restitution,” Ulrey said in an email. “The restitution goes to the heirs of the victim, if the victim dies at any point before it is paid in full. Washington has a statute that says that someone who has committed financial exploitation of a vulnerable adult may not inherit from that vulnerable adult. “So presumably, that will be the case here. That means that the restitution would be owed in full to the remaining heirs. The money will go to the estate of Helen Sharp.” A judge in October continued Sharp’s sentencing date to give him

Kent Police first used a vehicle impound fine in July 2009 shortly after the Legislature passed the measure in an effort to slow prostitution activity along Pacific Highway South, a well-known prostitution area for decades.

Under state law, cities can designate areas as known prostitution zones based on previous crimes. The city must post signs to indicate the zone as a prostitution area.

We must make sure women live without fear I am the father of 6-year-old twins. My wife Colleen and I want to raise a son who respects women, and a daughter who lives in a world where she is respected and free from violence. In September, NFL football star Ray Rice’s assault on his then-fiancée, captured on video, received significant media attention and brought to national awareness the unfortunate prevalence of domestic violence in our society. The statistics are sobering. An estimated one-in-four women experience rape, physical assault or stalking in the context of a relationship or a date. The Washington State Coalition Against Domestic Violence reports that 35 people were killed in Washington state last year as a result of domestic violence. Overwhelmingly, these tragedies are the result of men’s violence against women. They include the woman strangled and beaten by her boyfriend and the mother murdered by her daughter’s ex-boyfriend. These are our mothers, sisters, daughters and friends. When violence against women makes the headlines, people often ask: “Why does she stay?” But this question wrongly places the burden on the victim. It is time to stop asking “why does she stay?” and instead ask “why is he violent?” October was Domestic Violence Awareness Month. I am committed to leading an office that works to eliminate violence against women. Our work with stakeholders has helped pass legislation to punish offenders and empower survivors. We dedicate grant dollars to local advocacy organizations that provide services to survivors in rural communities. Our work will continue. We can all do our part. Enforce Kent’s fireworks laws The article that ran a few weeks ago in the Kent Reporter entitled, “City Council committee to study fireworks ban,” indicates there remains much to be desired regarding Kent’s approach to this issue. I hope I’m wrong, but this committee appears to be an effort by the council to give the impression of working on the matter while planning to take little if any meaningful action. At its first meeting, the committee discussed concerns such as how hard it would be to actually enforce such laws, the deficiencies of current statistics gathering, the fact that it would take a year before any new ordinance would take effect, the additional burden enforcement would place on police resources, etc. Summed up, they apparently went through a wide range of arguments they might use to dodge the issue rather than tackle it. In contrast, there was seemingly no discussion of the need or a desire to act. Meanwhile, each of the above listed concerns is laughable at best. Do we not enforce our traffic laws simply because not every violator can be caught? Does the one-year delay issue mean no new ordinances should be enacted? And as for the concern about police resources, a little time spent by a few officers issuing citations in the vicinity of Lake Meridian alone would provide a significant return on investment. Use ShoWare as police hub Sometimes my epiphanies amaze even me. I am reading that the ShoWare Center is losing money faster than national Democrats are losing elected offices and that the pricey new police station for Kent is too costly for voters. Some local politicians lecture us that the only plausible resolution to such problems is to raise the B&O tax and increase other taxes in sneaky ways as well. The police headquarters will be basically a simple office building. Where is it written that government workers need an office with a window?

Repurpose the voluminous ShoWare Center as the Police HQ. Voila. Two problems with one stone. Or make the Kent Commons folks a deal and give them the ShoWare in return for their present facility adjacent to the Regional Justice Center. Another epiphany has arrived. Like Elizabeth Warren, I am a tiny bit Native American. In fact, I think my obscure tribal identity was called the ShoWare tribe. The thing to do is give us º our own reservation. I will fill the floor of the under-used entertainment facility with slot machines! A pig’s ear will transform to a silk purse moneymaker! Voila, voila! Do not confuse this repeated exclamation with the town in Central Washington. – Michael L. Cook

Show leadership, other options Proposition A failed. No one in Kent wants our police force to have substandard facilities, equipment and training. What we do want is political leadership. Thirty-three million (34 million minus 1 million for the jail) dollars divided by 48,000 square feet is $687.50 per square foot. That is what our leaders want us to pay for this building. Questionable operations While I don’t know the actual number of articles, I’d guess that the most talked about subject on the Kent Reporter front page over the last year has been

the “Great ShoWare Center Disappearing Cash Act� performed by the political magicians on our City Council. Now, while I believe we need places like the ShoWare to make Kent a nice place to live, I also believe there needs to be

some changes to how it is operated. To that end, I was stunned to see the Nov. 7 article, “ShoWare operator gets contract extension�. Our city council unanimously agreed to keep the same operator we’ve had all along. This operator manages booking, budget,

vendors, etc. After all the press, complaints and discussions about the ShoWare, are you really telling me that not one of our councilmembers had misgivings about utilizing the same operator? [ more LETTERS page 7 ]

Using this agreement, Earl was able to exercise minute

control over the organization to prevent any word of his wrongdoing from reaching the public. His behavior culminated in two incidents in September when he allegedly sexually assaulted two women on the Impactâ&#x20AC;&#x2122;s dance team, which has since disbanded. The first incident was at the Dream Girls strip club in Seattle, while the second was at his home in Kent. â&#x20AC;&#x153;This man is dangerous and must be held accountable for his actions,â&#x20AC;? said

According to Austin, Earl sent similar suggestive messages to his daughter, asking her to join him as his personal masseuse during a two-day trip to Portland, Oregon. Kent Police arrested a man for investigation of reckless driving after he allegedly hit speeds of 85 mph during wet road conditions along Southeast 240th Street on the East Hill.

A U.S. District Court jury in Seattle convicted a 43-year-old Auburn man of sex trafficking, including pimping a 15-year-old girl he met in 2013. Nathan James Bonds was convicted last Friday of two counts of sex trafficking of a juvenile and two counts of transportation of a juvenile to engage in prostitution, according to a U.S. Attorneyâ&#x20AC;&#x2122;s Office media release. Police cited a woman for investigation of illegal

dumping after she reportedly dumped yard waste on a neighborâ&#x20AC;&#x2122;s property in the 11600 block of Southeast 196th Street in the Panther Lake area. A neighbor initially complained to the city of Kentâ&#x20AC;&#x2122;s code enforcement division about the Oct. 24 incident before a code enforcement officer referred the complaint to police for potential criminal charges, according to the police report. A police officer investigated the incident and found out from the neighbor that the woman reportedly had been dumping yard waste on the undeveloped property for the last year. The officer observed several piles of leaves and other yard debris under a tree.

he raped her. Over the next few days, Bonds coerced the girl into working for him as a prostitute, convincing her she had no other options. The Auburn man advertised the girl on Backpage. com and made her give him all of the money she earned from prostitution acts. He also recruited the girlâ&#x20AC;&#x2122;s 17-year-old friend to work for him as a prostitute. On April 19, 2013, Bonds transported the two teens as well as a drug-addicted, homeless woman that he had also manipulated into working for him as a prostitute, to Portland to engage in prostitution. Bonds forced the two teens to take sexually explicit photographs, and then used some of those photographs to advertise them on Backpage.com.
