2015 budget available for public review By Megan Hansen Co-Editor
The 2015 Coupeville town draft budget reflects an increase in staffing for the planning department, something Mayor Nancy Conard says she thinks residents will appreciate. Within the $6.2 million operating budget, the department will see an increase to 1.5 employees. Currently the town planner is a part-time contracted position. There is also a part-time contracted position that will change into a town employee position. This position assists in dealing with public questions and processing permits. Conard said transitioning from contracted to town employees is being done to improve continuity within the department.

Transit opens doors to meet candidates The community will get a chance to meet candidates for the interim director position for Island Transit Friday. After a public reception at 5 p.m., the board is scheduled to go into executive session. The members may name the new interim chief afterward. The names of the candidates haven’t been released. The special meeting of the Island Transit Board of Directors will begin at 1:30 p.m. Friday at the Island Transit Operations & Administration Building on Highway 20 near Coupeville. The board will be in closed-door, executive session 1:35-5 p.m. to evaluate the qualifications of an applicant for public employment. It will be followed by the hour-long reception at 6 p.m. The board will be back into executive session at 6 p.m. An open public meeting will resume upon completion of executive session with possible action relating to the selection of an interim director. District explores levy
Facilities plan includes athletic improvements By Megan Hansen Co-Editor
Aging and inadequate facilities were the focus of Coupeville Schools Superintendent Jim Shank’s State of the Schools address last week. While no formal action has been taken, Shank said the school board discussed voting on a resolution to go out for a capital facilities levy during the December board meeting. If passed, a levy would run in a special election in February. Shank said he does not have a dollar amount tied to the proposal yet but will have better numbers in December. It’s a quick turnaround, but previous levies have passed with similar timelines, he said. During his address, Shank highlighted the facility needs of the district, then took attendees on a tour of the middle school to see for themselves. On the list of needs are new heating and cooling systems for the middle and elementary
schools. “If you’ve ever come to the school for a parent-teacher conference, you were probably cold,” he said. “And if you went to a play and the heat was on, you couldn’t hear.” Other necessities include replacing the middle school roof, fixing water damage at the elementary school, repairing plumbing in the elementary school bathrooms as well as updating those. “It’s time to get them done,” Shank said. A committee, which worked for a year reviewing district facilities, also suggested building a new cafeteria space at the elementary school connecting the multipurpose room and
repairing the existing gym space. Shank said when discussing the issue with various community members, they asked why the regular Operations and Maintenance Levy can’t be used for these needs. “The M&O Levy is used for common repairs,” he said. “There’s not much extra there.” As an example, he said it cost the district $23,000 last year to repair the elevator at the high school. He also highlighted the need for updating and repairing district athletic facilities. The track was installed in 1984.

A last-minute count of ballots from Camano Island may not be enough for commissioner candidate Karla Jacks. Rick Hannold, a North Whidbey Republican, still leads after the latest count for a seat on the Board of Island County Commissioners. Jacks, a Democrat and Camano Island resident, closed the gap to 134 votes in Thursday’s count, which means a recount is likely. If that happens, appointed Commissioner Audbrey Vaughan will get to spend a little extra time on the board. Hannold has 14,770 votes and Jacks has 14,636. That’s a difference of just 0.46 percent. Hannold was ahead by 301 votes on election night and increased his lead to 416 votes on the Wednesday count of ballots. Michele Reagan, elections supervisor at the county’s Auditor’s Office, explained that the office received ballots from Camano Island last,

She said the amount of time it will take to do a recount could depend on other races. It currently looks like a statewide recount will be necessary for Initiative 1351, which concerns K-12 education. The new commissioner will not take office until after a recount, if necessary. The winning commissioner candidate gets to take office immediately following certification because the current commissioner was appointed.

Still, Reagan said the office has counted all but the disputed ballots, so the results aren’t likely to change significantly. The next count is scheduled for Nov. 25, which is the certification date. Reagan said she has about 160 uncounted ballots that have signature issues. She said those people were sent letters and she urges them to respond so their votes can be counted. She said a recount will be necessary if the difference in votes is less than 2,000 and also less than 0.5 percent of the total vote. At this point, she said it

Coupeville receives county lodging tax funds By Janis Reid Staff Reporter
The Coupeville Chamber of Commerce and other town organizations have received more than $50,000 total in lodging tax grants. The Island County Board of Commissioners approved $220,000 in lodging tax funds county wide at their regular Monday meeting. The lodging tax, a 2 percent charge on hotel rooms, is used for the promotion of county destinations and events.
The Coupeville Chamber of Commerce received $26,750, which it uses both for Coupeville’s promotion as well as running its visitors center. Lynda Eccles, Coupeville’s chamber executive director, said the center sees more than 15,000 walk-ins a year. “The allotment is a big part of the expenses for the visitors center,” Eccles said. “We could not run a visitors center without the county’s 2 percent funds.” Ebey’s Landing National
Historical Reserve received $10,000 to support a number of its programs, including the junior ranger youth program and visitor guide advertising. The Island County Historical Society received $8,800 for promotion of its Coupeville museum and associated programs. The Pacific Northwest Art School received $5,000 for catalog production, mailers and national advertising. The Coupeville Historic Waterfront Association was awarded $3,000 to promote the 2015 Mussel Festival.

Golf cart zones headed for county approval By Justin Burnett Whidbey News Group
Island County may soon join Coupeville and other communities across the state in allowing golf carts on public roads. A majority of Island County commissioners agreed this week to move forward with a public hearing on draft regulations that would provide a framework for communities to establish golf-cart zones in rural areas. The meeting is scheduled for 6 p.m. Monday, Nov. 24, in the Commissioners Hearing Room in Coupeville. As of now, Commissioner Helen Price Johnson and Commissioner Aubrey Vaughan have both voiced support for the proposal, while Commissioner Jill Johnson is undecided. “We are hopeful that will remain the status quo,” said Tom Cahill, a Beverly Beach resident and one of about 121 people who have petitioned the board to adopt such rules. The Beverly Beach community has worked on the proposal for more than four years, an effort that resulted in the passage of key legislation in Olympia and paved the way for the adoption of similar rules in Langley, Coupeville and a handful of other municipalities across Washington. According to Cahill, the community effort began with one resident. The man was battling cancer and used a golf cart to get to community functions. It was easier and more comfortable than trying to get into his SUV, Cahill said. The public functions were doing him well, but the habit was interrupted when a sheriff’s deputy arrived and warned that golf carts are not legally allowed on public

Over the next four years, former state senator Mary Margaret Haugen helped push through a bill (2010) that allowed counties and cities to adopt regulations for their use. While Coupeville and Langley both took advantage of the legislation, Island County was slower to move forward. Safety concerns and legal issues delayed action until recently when the discussion was raised again. Draft rules were penned that outline how such zones would be established and regulated. To start, only areas with speed limits 25 mph or less would qualify. “It won’t apply everywhere,” said Bill Oakes, director of Island County Public Works. “There will be areas where they don’t meet the speed limit requirements. The idea is to keep them [golf carts] out of high-volume and high-traffic areas.” Communities that do qualify would then need to
prove its support with a petition signed by 51 percent of property owners. Property frontage is a factor as well; people with the most land have the most say. “It’s not a one-to-one vote,” said Oakes, in a work session with the commissioners on Wednesday. “If you have more frontage, that signature is more valuable on a petition.” “So, if you have three people in a neighborhood, you could have one decider,” Commissioner Jill Johnson responded. According to Oakes, the same process is used for road vacations and is a calculation method commonly used by public works departments. Johnson voiced concerns about legal liability and safety
as well. Oakes acknowledged that the county would likely assume some liability by lawfully allowing golf carts on public roads. As for safety, the topic has long been an issue, and initial concerns voiced by island police concerned the state’s lack of requirements for standard vehicles lights — headlights, turn signals, etc. — and were cause for the initial delay. The problem was enough of a headache that supporters successfully lobbied legislative District 10 Rep. Norma Smith, R-Clinton, to introduce a new bill that would allow counties greater flexibility in adding its own requirements. The legislation moved out of the House of Representatives swiftly with broad support but died in the Senate.

Smith said this week that later meetings with county officials alleviated legal fears about county’s independently mandating lights on golf carts, and the proposal now includes just such requirements. Golf carts would need to have all the lights currently equipped on cars, under the draft rules. Smith said having an additional transportation alternative for the public is a positive, and the environmental benefits are clear. She remains hopeful the measure will move forward. “To me, it makes perfect sense,” Smith said. In an interview following Wednesday’s meeting, Johnson said she’s still on the fence about whether to support the golf-cart ordinance. She still has concerns about liability, and whether this is “something we need to be doing,” but that her main fear is one of safety. “I’m not sure I’m voting ‘No’ on this, I’m just not sure I’m voting ‘Yes,’” Johnson said. Under the existing regulations, users would not be required to have a driver’s license, but do need to be 16, and have completed a drivers safety course or have “past driving experience,” accord-
ing to Oakes. Langley Police Chief Dave Marks said he had concerns when the city adopted its ordinance several years ago, such as people driving them while intoxicated because they believe, “They aren’t really cars,” but it’s proved a non issue. “I thought at first we’d have problems, but it’s worked out pretty well,” Marks said. Coupeville Mayor Nancy Conard reported similar success, that the town has yet to experience any real headaches. Both municipalities require users to acquire a license at City Hall. So far, they’ve had few takers: two in Langley and just one in Coupeville. Oakes said the county’s proposal carries no such requirement. Communities seeking to establish zones would be required to pay several fees. The application is $150, signs marking zone boundaries are $100 each and maintenance of each sign would carry an annual $50 fee, Oakes said. The meeting later this month would include three votes by the board: one for the regulations, one for the fees and another concerning the Beverly Beach community’s request to establish a golf cart zone.

Thanks to those who served and continue to On page 20 of this week’s edition, you will find a few photos and a short overview of the Veterans Day program held Tuesday in Coupeville. The event was organized by the Central Whidbey Lions Club and featured representatives of all branches of military, including those who served or by people who wanted to honor family members who have served. It was a moving ceremony, led by Coupeville Mayor Nancy Conard. It was a great tribute. We couldn’t fit all of the photos taken during the program, but a slideshow is available on our website, www.whidbeyexaminer.com World War I — known at the time as “The Great War” — officially ended when the Treaty of Versailles was signed on June 28, 1919, in the Palace of Versailles outside the town of Versailles, France. However, fighting ceased seven months earlier when an armistice, or temporary cessation of hostilities, between the Allied nations and Germany went into effect on the 11th hour of the 11th day of the 11th month. For that reason, Nov. 11, 1918, is generally regarded as the end of “the war to end all wars.” It is also why Nov. 11 was proclaimed Veterans Day in 1919 by President Woodrow Wilson. The original concept for the celebration was for a day observed with parades and public meetings and a brief suspension of business beginning at 11 a.m. While not all businesses close for the holiday, taking time out of the day Tuesday was a great way to honor our veterans. The lions are also responsible for all the American Flags that grace the streets of Coupeville each holiday. Thanks to the Central Whidbey Lions for organizing such an event, and thanks to all who serve and have served.

Revise structure of Island Transit
Editor, There are several ways of looking at why Island Transit is in disarray. One is to focus on people. The other is to focus on organizational structure. When one takes the perspective of focusing on people, such issues as their competence or honesty become most important. It follows from this thinking that if the executive director or the board is replaced with “competent” and honest people, then the problem will be solved. We are not saying there isn’t merit in this approach sometimes, or even in here, but we think it is also useful to consider an alternative that the structure of the agency did not hold people accountable, and that was invit-
ing mismanagement. One major reason for having supervisors is that people are more inclined to do their jobs if they have good supervision. Human nature can make it so that we take the easiest way out at times. The board structure for Island Transit is atypical in our experience and is not one that structurally demands good oversight. It appears it is composed solely of elected officials. A well-rounded board for a public agency would have people with expertise in finance, delivery of the service — in this case, transportation — business, law, law enforcement, etc. Additionally, a board should have some people who are regular consumers of the service. Functional boards have one or two people
who can be pains in the neck. They ask hard questions and are not satisfied with glib answers. A board needs to be large enough that there is a good probability that some people like this will be included. A board should have committees. For example, most boards should have a finance committee drawn from those on the board who have expertise in accounting, finance, investing, etc. Those committees should meet regularly to review and monitor matters pertaining to their areas of expertise and should regularly report to the full board. Our proposal is to revise the constitution of Island Transit to provide for a structure that would prevent this kind of thing from happening again.

The Coupeville Booster Club will once again be serving up piles of crab in support of middle and high school athletics. The annual Crab Feed and Auction is 6 p.m. Friday, Nov. 14 at the Oak Harbor Elks Lodge. Cost is $30 advance tickets or $40 at the door, if available. Tickets are available at Keystone Cafe and Cascade Insurance. The evening will include a dinner of Dungeness crab straight from the Puget Sound. There will also be beer and wine and other tasty items provided by booster
club members. Coupeville High School student athletes will act as servers for the evening. Dale Sherman will serve as auctioneer for the evening while Willie Smith will serve as emcee. Items include weekend getaways, a week-long stay in Cabo San Lucas, gift certificates to local restaurants and smaller hand-made items by local artists. This is the booster club’s largest fundraising for the year and the club hopes to raise about $15,000. Funds raised go to support athletic programs at the schools including Pay to Play scholarships.

The features of the famous specimen can be seen as an indicator that North America was originally peopled by coastal Asians who worked their way around what’s now Japan and Kamchatka to Alaska and then points south. Looking at bone growth around the point, scientists believe he encountered that spear when he was 15-20 years old (Kennewick Man is believed to have been around 40 when he died.) The injury to his hip from the 2-inch-long point was significant. Researchers think he must have been helped by other people to survive and regain his health. So although he was a tough dude, he wasn’t a lone wolf. Kennewick Man’s skull reveals still more injuries. He had two small skull fractures, one on his forehead. Possibly he was in a serious fight. Smithsonian Magazine” details all this and more about Kennewick Man, an ancient skeleton found on the banks of the Columbia River in south-central Washington state in 1996. The occasion for the article is the publication of a 680-page book on Kennewick Man being released this fall by Texas A&M University Press. Carbon-14 dating indicates Kennewick Man lived about 9000 years ago. His ancient bones have told researchers an interesting tale about the route the first people to reach North America may have taken in their journey to reach our part of the world. Wedding Tour shows off island’s offerings Lake Stevens couple wins Whidbey wedding set for Jan. 17, 2015 By Justin Burnett Whidbey News Group

A wedding planner, photographer, florist and a host of other industry vendors and support businesses will have some extra work this winter thanks to the second annual Weddings on Whidbey and Events Tour this past weekend. The tour, which commanded a registration list of about 200, was held Saturday at four locations around South Whidbey: Fireseed Catering and Events Garden in Langley, Dancing Fish Farms in Freeland, Freeland Hall and the Roaming Radish Catering and Event Facility at Holmes Harbor Golf Course. “I thought it was fantastic,” said Gloria Mickunas, tour organizer and owner of Whidbey Party Girls! “People seemed to enjoy themselves; they were booking vendors; what’s not to love?” But best of all, the tour did what it was designed to do — shine a spotlight on the island’s growing wedding industry and make clear that events on Whidbey aren’t limited to summer. “The main goal of the tour is to brand Whidbey for winter events,” said Mickunas, adding that at least two cold-season weddings were booked. “There’s going to be about a dozen local vendors with January work, and that’s huge.” Saturday’s tour began with a drawing for Win a Whidbey Wedding, a contest in which couples from
Western Washington and out of state vied for an island wedding worth $16,000 this January. Forty-three couples competed by submitting a short explanation why they should win, with the public voting to narrow down the running to 10 finalists — five were from Whidbey Island. The lucky couple was then selected by a drawing, with Jacqueline Rutherford and Nicholas Serrano of Lake Stevens taking the prize. “It was a shock,” said Rutherford, who admitted she was overwhelmed and shed a tear or two when they were selected. As winners, their wedding will, of course, be held on Whidbey, at Dancing Fish Farms, which is just fine with the couple. Serrano said the island has an “earthy” and “local” feel that will make their special day all the more memorable. “It’s really comfortable here,” he said. For those who didn’t win, they spent hours perusing the four event locations, each of which was packed with various industry vendors. For Madisun Clark and David Stern of Greenbank, who were recently engaged and work as event producers, it was a great opportunity to shop around and get a few ideas for their special day, beginning with where to tie the knot. “We’re trying to find the right spot,” Stern said. The couple said they were impressed by many vendors, but none so much as with PlumaPaper, which specializes in wedding invitations and printing. “She does beautiful stationary,” said Adrienne Dumais, of owner Krista Mullis. “We don’t have anything else planned yet, but we have stationary down.” Overall, participating vendors seemed pleased with the tour. This is the event’s second year running, with the first highlighting Central Whidbey and this year being focused on the south end.

“I’m amazed how many are coming from off-island,” said the Rev. Dave Bieniek, who is based in Coupeville but officiates ceremonies across Whidbey. “It’s [the island] becoming a destination. “Today would have been a great day for a wedding,” he added, noting Saturday’s sunny skies. Ali Vail, of Vail Studio in Oak Harbor, agreed. Vail and her husband, Erik, do more shoots offisland than on, and the tour is important because it highlights Whidbey’s wedding professionals and the great weather. This is a great place to get married, anytime of year, and the tour is getting that message out, she said. “It’s really good for the island to get this kind of exposure,” Vail said.

Island County commissioner named chairwoman By Janis Reid Staff Reporter
Island County Commissioner Helen Price Johnson will serve as the board’s chairwoman in 2015. Price Johnson, who represents Central and South Whidbey, was unanimously selected Monday to lead the Island County Board of Commissioners. Price Johnson will assume her chairwoman duties on Jan. 1. The traditional annual rotation has been bucked in recent years due to partisan politics and infighting. The move was intended to restore an annual rotation to the board leadership, according to Commissioner Jill Johnson, who made the nomina-
tion. “I have been the board chair for a year and a half, and I think that’s been sufficient time chairing, and I think going back to the rotation is healthy for the county,” said Johnson, who represents the Oak Harbor area. The nomination was seconded by Commissioner Aubrey Vaughan, who represents part of North Whidbey and Camano Island, and Price Johnson accepted the appointment. Former commissioner Kelly Emerson, a Republican, was passed over for her turn at chairwoman in 2011 when Price Johnson and former commissioner Angie Homola, both Democrats, appointed Price Johnson. Emerson nominated
herself as chairwoman at the end of 2012 and again at the beginning of 2013. She was named chairwoman in March 2013 but was stripped of the title after defying board consensus. Johnson has served as chairwoman since that time. Emerson quit suddenly in May of this year, seven months short of her complete
term. A Camano Island resident, Emerson also has a residence in Kitsap County, where she ran for auditor in this year’s election. She lost to her Democratic opponent by a margin of 5 percent, according to the Kitsap County elections website. Price Johnson pointed out that, according to county
code, the board chooses the next year’s chairperson during the first regular board meeting after the general election but has the option to defer that decision until the newly-elected commissioner takes office. Though the election results have not been certified, the apparent winner for District 3 commissioner is
Republican Rick Hannold of North Whidbey. He leads opponent Karla Jacks, of Camano Island, by 134 votes as of last count. The narrow margin has triggered a recount. Johnson said she wouldn’t change her vote in the new year and that re-establishing the traditional rotation was a priority for her.

Football team, Maggio go out with win Other Coupeville High School fall coaches, teams look to future By Jim Waller Staff Reporter
The Coupeville High School football team wrapped up the season and closed out the career of coach Tony Maggio with a 55-38 win over Bellevue Christian Friday, Nov. 7, at Mickey Clark Field. The win was the final fall sporting event for Coupeville High School, and the coaches of the tennis, soccer and volleyball teams reflected on the season and their teams’ futures.

Bayne paces CHS in season finale
It was a going away party for Maggio, and Josh Bayne and his teammates made sure it was an eventful bash. Maggio announced earlier in the week he was stepping down as the Wolves coach after three years at the helm to devote more time to his family and job. It was also the final game for Bayne, a senior running back, and he lit up the stat sheet with 311 yards rushing on 19 carries. He also caught two passes for 40 yards (both went for touchdowns), had 22 return yards and scored six times. Defensively, he recorded seven tackles, grabbed an interception and recovered a fumble. been more impressive, but he sat half the third quarter after tweaking his ankle. Coupeville dominated early, going up 14-3 in the first quarter. “I thought the game was going to get away from them (Bellevue Christian),” Maggio said, “but they got back into it.” The Wolves made some mistakes, including four poor center-quarterback exchanges that wiped out downs, a failed fake punt and a penalty that erased a touchdown. The Vikings took advantage, cutting the lead to 27-24 heading into the final quarter. The Wolves offense then revved back up and outscored BC 28-14 in the fourth period. Bayne, who sat some of the third quarter with the ankle issue, returned in the fourth and immediately ripped off a 64-yard touchdown run. Quarterback Joel Walstad linked up with Ryan Griggs for two long scoring tosses, and Coupeville pulled away. Walstad, a senior, finished 7-for-12 for 182 yards and four touchdowns. Griggs caught three passes for 102 yards and two scores. Wiley Hesselgrave ran for 64 yards on six carries, and Jacob Martin added 38 yards on eight carries. Hesselgrave topped the Wolves with nine tackles and a fumble recovery. Oscar Liquidano and Dominic Dausey
added seven tackles each. Dausey and Gabe Wynn registered sacks, and Martin had an interception. Coupeville finished the year with a 5-5 record, improving each year under Maggio. The Wolves won four games last fall and two in 2012.

Stange praises Curtin, likes future
After senior Aaron Curtin qualified for the state tennis tournament in singles by finishing second in the district meet, coach Ken Stange said, “It’s been an honor working with Aaron these past four years, and I’m fortunate to have another state run with him this spring. It should be a blast.” Stange said second singles player Sebastian Davis had a break out performance in the league tournament and that the district tournament “wasn’t all bad for Sebastian.” “He went 1-2 and all three of his matches gave him valuable experience as we look to next season,” Stange said. “Next year, he’ll be the guy who is vying for a state berth instead of settling for fifth. Cowan proud of club’s effort through season
Coupeville High School soccer coach Troy Cowan is proud of the members of his club and their efforts this fall. He called Erin Rosenkranz the catalyst who “would initiate our offense and get the ball to her teammates.” In regard to goalkeeper Julia Myers, Cowan said, “She has just grown leaps and bounds this year and I couldn’t be happier with her play all season. She was animated, vocal and led the team with her positive attitude Saturday. “I don’t have all the stats from the season totaled yet, but I do know Julia has at least 86 saves, while supplying five shutouts for CHS. Having seen some great goalkeepers, I am confident when I say Julia Myers is the best goalkeeper in

The Wolves lost two key defenders (Jennifer Spark and Jacki Ginnings) to injuries, which led to
“tweaking, interchanging, training and re-training our defense all season,” Cowan said. The players handled the adjustments well, Cowan said, and stayed true to the team’s inside-out defensive philosophy. The defense was led by four-year varsity starter Ivy Luvera, according Cowan, and “stayed strong.” Christine Fields, Mia Littlejohn and McKenzie Meyer formed the backbone of the team, he said. “Ana Luvera, Micky LeVine, Marisa Etzell, Bree Daigneault and Sage Renninger are the hardest working, committed and offensively minded players I have worked with,” Cowan said. “These fine young ladies did everything I asked and more. (I) couldn’t be prouder of them and am extremely thankful for the time and dedication they gave to the program and to each other.” The future of Coupeville soccer is bright, Cowan said, with the return of several starters and captain Spark and the growth of role players Kirsten Pelroy, May Rose, Tia Rose, Lauren Bayne and Ashley Smith. The young players “all made huge strides in improving their play and will be impact players next season,” Cowan said. He also praised the contribution of foreign exchange student Hanna Seiffert: “Hanna was a real treat; she has a great sense of humor and played hard for the Lady Wolves.”
Volleyball
First-year coach likes direction of program Volleyball coach Breanne Smedley said she likes how her team “fought hard” all season and “showed improvement.” “It all makes for a good future,” she said, “but the seniors are going to be missed.” This was the Wolves first year under the direction of Smedley, and with it came some struggles because of the “growing pains,” she said. Smedley said she believes the program is headed in the right direction as the team developed a “culture of being disciplined” and “an excellent work ethic.” “The players are all coachable and want to improve and are buying into the culture,” she added. “It was definitely a good year; the players were easy to work with and eager to learn.” She lauded the growth of several young players thrown into varsity action. When junior setter Sydney Autio was lost early in the season to an injury, freshman Lauren Rose was forced into action. “Lauren was composed in a very tough role,” Smedley said. Sophomore Valen Trujillo was counted on to help anchor the defense as libero, and she displayed great improvement throughout the season, according to Smedley.

It’s phenomenal.” The district also can’t host track meets because it’s not regulation. It’s only six lanes — regulation is eight — and it’s a quarter-mile track measured in yards, not meters. Other repairs include resurfacing the tennis courts, fixing the motor on the bleachers in the gym, replacing broken doors and installing new bleachers at the football field. Another problem the district faces is that plans for Engle Field, developed in 2004, are set to expire in April. The plans were paired with the high school construction project but couldn’t be completed due to a financial shortfall, Shank said. If a levy doesn’t pass, the district will have to start over on that plan, which in-

One issue the district faces is declining enrollment. The district has seen a steady decline since the 2008-09 school year. Shank said the majority of families are moving away due to other employment
opportunities. But they have lost students to other districts on the island. Shank said making repairs and having better facilities might make the district more appealing and help enrollment. The district cannot specifically campaign for the levy and a levy campaign group is being formed.

BUDGET: Planning positions added From page 1 Increasing one of the positions will provide a little bit better coverage so there’s always someone there for the public, she said. This is just one of several budget changes reflected in the draft, which is available for public review now. A budget hearing is set for 6:30 p.m. Tuesday, Nov. 25, during the regular town council meeting. The proposed budget reflects a 1 percent property tax increase, which was approved last month. That increase generates an estimated $3,500 for the town. The town will continue to fully cover the cost of health insurance for all its employees, including the 5 percent premium rate increase.
In addition to a 2 percent raise, Conard said she sees the town absorbing the 5 percent insurance cost increase as an additional raise for employees. The town also gives each employee $400 monthly to cover the cost to insure dependents or cover medical costs. With changes to the marshal’s office, the town is also seeing a savings. The town signed a contract with the Island County Sheriff’s Office in early 2014 to provide police services. This eliminated four staff positions and all of the associated costs. The 2015 budget allots $533,000 for that contract. Conard said that’s a savings of roughly $27,000. The town will also spend
some money to update policies and continue projects such as the Front Street oneway conversion. A projected $487,000 fund balance is anticipated at the end of 2015. Per town policy a $200,000 balance is required. Conard said she has recommended the town council explore ideas for using some of those leftover balance dollars. “We need to update our six-year capital improvement plan,” she said. “We’re scheduled to do that early next year and I suggested after we complete that, we revisit how to use those funds.” n Copies of the draft budget are available at Town Hall or it can be viewed online at www.townofcoupeville.org/ref erence_files/budget15.pdf
