HUB angling to get kids hooked By BEN WATANABE South Whidbey Record A bunch of people on Whidbey Island are hoping they can soon put the adage “Teach a man to fish” and apply it to a few dozen children. The HUB, an after-school hangout for young people in Langley, is sponsoring a pair of free beach salmon fishing classes in mid-September. Their goal, summarized in the tagline, “Give a kid a fish and he eats today, teach a kid to fish and he’ll eat forever,” is to educate and equip children from 5 years old to 17 to hook into a salmon. Hank Hall, The HUB’s executive director, said with the abundance of hotspot fishing beaches around Whidbey it is important to give children the opportunity to learn. “Introducing somebody young or old to fishing opens up a whole new attitude to their life,” Hall said. “It’s clean, it reduces stress … You can fill a freezer with an awful lot of salmon in a short bit of time.” Hall, an avid angler, would know the benefits. He recalled being a boy in a single-parent household with no one having time to teach him how to tie a lure or cast. As a middle schooler many years ago, he wanted to learn how to fish and started a fishing club. That set him on a path to a lifelong hobby—one SEE ANGLING, A9

Long history of Freeland Commissioners delay fish Hall recalled at centennial and wildlife protections By KATE DANIEL South Whidbey Record
Freeland Hall was built as a venue for unity and support in a budding community — a place where the First Thursday Club, which eventually joined with the Community Activity Club to form the existing Holmes Harbor Activities Club, could meet to discuss issues of the day, and a place where hundreds of families would come to gather to celebrate matrimony, important achievements, birthdays and life throughout the years. On Saturday, Aug. 23, hundreds of South Whidbey community members gathered once again within the hall’s rich
brown walls. Their ages were as varied as their memories of events there: weddings, church services, retirement parties, birthdays, and as of that morning, the hall’s 100th anniversary party. Lively piano melodies drifted from the stage, mixing with the laughter of children and chatter of adults to create a joyous medley. Donna Chan of Greenbank said she has lived on Whidbey for “some time” and has attended events at Freeland Hall. By JANIS REID South Whidbey Record A farmer’s right to maintain drainage ditches without regulation was at the core of Monday’s debate on fish and wildlife protections at the Island County commissioners meeting. Unable to reach consensus on the issue, the commissioners delayed adopting the document and agreed to revisit the discussion at their Sept.
3 work session and Sept. 8 regular meeting. At the heart of their debate was the need to adopt government-mandated regulations without creating obstacles for farms within critical areas. Under the current draft, farmers with drainage ditches categorized as regulated streams would be required to go through an expensive permitting and inspection process to perform basic ditch maintenance.
“It would put us out of business,” said Daryl VanderPool, owner of Maxwelton Farm. “We would be done.” Several farmers at the Aug. 25 meeting encouraged the commissioners to revisit the requirements that would affect the island’s farming community. “This was a poorly drafted ordinance before it got SEE PROTECTIONS, A13

Whidbey woman rings in 81st birthday with skydive By JANIS REID South Whidbey Record Dorothy Bell’s recovery from a serious car crash many years ago gave her an adventurous spirit and an appreciation for life. And in keeping with that spirit, Bell lived out a dream Saturday when she jumped out of an airplane on her birthday. She is 81 years old. “I believe life is for living,� Bell said. “I think you have to do what you can do to live your life and be happy. My daughter thinks I’m crazy.� Born in England, Bell has lived in the states since 1978 when she joined her sister and mother who lived in the Seattle area at the time. Bell has had a home on Whidbey since that time and has found a close knit group of friends through the Rolling Hills swimming pool where Bell swims twice a day. It was during one of these swims that Dorothy Bell hatched her plan to go skydiving. From the outdoor pool, Bell could see other people jumping out of airplanes from nearby Jet City Skydiving. Rebecca Ching, a fellow swimmer, said Bell first mentioned skydiving last year, saying she wanted to do it on her 80th birthday. But she didn’t have the $225 it costs to do a tandem jump with a instructor at Jet City. “She’s always wanted to skydive, but no one really

SCHOOLS Board to OK seven new hires, revise The South Whidbey School District will welcome seven new staff members for the 2014-15 school year tonight. At a school board business meeting at 6:30 p.m. Wednesday, Aug. 27, the directors will approve the August personnel report, the final step in official hiring, which is Superintendent Jo Moccia’s duty. The new staff members
are: para-educators for special education Couloir Jensen and Christine Amundson; assistant football coaches Kenneth Griffin and Alexander Heilig; assistant girls soccer coach Marie Shimada; new special education teacher Janine Courtright; and teacher Leah Tormey. The board will also read and discuss a proposed change to the policy regarding staff evaluation procedures. The board proposes to change the wording of the evaluation procedure document to read that evaluations of non-administrative certificated staff perfor-
mance “shall be done in compliance with the current Collective Bargaining Agreement with [South Whidbey Education Association].” In addition, the board will approve the payroll and warrant vouchers as well as the superintendent’s professional development plan for the 2014-15 school year which includes the superintendent’s request to attend three conferences in Spokane, San Diego and Chelan at the district’s expense. The meeting will be held in the Community Room at South Whidbey Elementary School, 5380 Maxwelton Road.

COUNTY Betts appointed to law council Commissioners appointed a new member of the Law and Justice Council for an unusually long term despite opposition from Commissioner Helen Price Johnson. Gerald Betts was appointed to the council last week for a term that begins immediately and runs through February 2017, a two year and six month appointment. The appointments are typically two years. The position was vacated by Aubrey Vaughan, a Republican, when he was selected to serve as interim Island County commissioner. Instead of nominating Betts to simply serve out the remainder of his vacated seat through February, Vaughan
made a motion to extend the appointment for an additional full term. Commissioner Jill Johnson, also a Republican, quickly seconded. “It’s so close to the time… it would be February anyway,” said Vaughan who served on the Council for a year and a half. “Continuity is very important.” Price Johnson, a Democrat, appeared surprised by the move. Democratic candidate Karla Jacks pulled nearly half the votes in the Aug. 5 primary for Vaughan’s District 3 seat and is a top contender to take over the position in November. Price Johnson said she was disappointed with the board’s decision saying that the reason the appointments are staggered is so that newly elected commissioners can weigh in on the appointments. “What the board has done is circumvent what we don’t know yet will be the will of the voters,” Price Johnson said. Price Johnson said that typically someone is appointed to the unexpired term, and then another appointment is considered at the twoyear mark. “Given there’s an election coming up, it seems inappropriate to change that practice,” Price Johnson said. “I have a philosophical issue with that.”

Parks board passes on purchase of more Trustland Trails land Priorities lie elsewhere, commissioners say By KATE DANIEL South Whidbey Record The South Whidbey Parks and Recreation District passed on buying 10 acres of potential trail land. The parks board turned down an offer to buy the parcel of wooded land for $110,000 at its Aug. 20 meeting. Owned by Patty Schiendelman, the property would have been added to the Trustland Trails already owned by the South Whidbey Parks and Recreation District. Board members conceded during the meeting last week that the price was fair and the land favorable, but said that at the time, their priorities kept them for buying it due in part to budget constraints. Doug Coutts, parks director, said the district would not be able to write a check for that amount immediately. Commissioner Bob Hezel Jr. questioned whether the $110,000 was available in the district’s current budget, a sentiment echoed by fellow Commissioner Mark Helpenstell. “From my perspective, it’s a piece of property that, if the price is right and the situation is right, fits into expanding that [200 acres] slightly,” Helpenstell said. “But the net benefit to the property [parks and recreation is] dealing with currently is pretty limited. In theory, we may be able to add a little bit of a trail to a piece of it. My biggest concern right now is in financing.” Helpenstell recommended that the district should

WICA gala, auction features hot-ticket items Whidbey Island Center for the Arts will host its 18th annual Star Gala and Auction entitled “I Believe,” on Saturday, Sept. 6. Kathryn Stevens, auction co-chair, said the theme will be represented through quotes from directors, actors, artists and other community members regarding what they believe about WICA and why they believe the theater is important to fund. “We have so many amazing supporters and contributors that keep this community [evolving] with something exciting and new for the benefit of South Whidbey,” she said. Editorial Public trust erodes as transit leaders wait We had hoped by now that the executive director of Island Transit would either have tendered her resignation, or the Island Transit board of directors would have removed her from the key position. Neither has happened, and the decision-makers say they’re waiting for the results of a state audit before making any such decisions. Meanwhile, trust in the taxpayer–funded transit agency and its current leadership has eroded well past the point of return. This week, the finance director who was blamed for the mess that Island Transit finds itself in now has stepped forward to try to repair her reputation. Executive Director Martha Rose was repeatedly informed of the impending financial collapse and opted to ignore warnings, claims Barbara Savary, who issued her statement after consulting with an attorney. “I repeatedly informed (Rose) that changes and cuts needed to be implemented to avoid the exact situation that now befalls Island Transit.” Rose was also aware the agency was drawing on its investment reserves to cover expenses, Savary said in her statement. At this point, regardless of what the audit finds, it is clear that all confidence in Rose’s abilities to manage Island Transit is near nonexistent, much like the tread of an overused tire. Meanwhile, Island County Commissioner Helen Price Johnson, who serves on Island Transit’s board, appears to be trying to distance herself from the mess while — kind of — demanding answers. As a steward of taxpayer money, we would hope that Commissioner Price Johnson would be delivering answers about what she saw during the period of time leading up to Island Transit’s financial collapse instead of clamming up for legal reasons. We would like to see determined leadership from the commissioner and others on the transit board. They should demand that Rose do the right thing for Island Transit’s future and step aside now. This mess is not going to disappear. In this day and age, trust in government leadership is a fragile thing. Until Martha Rose is gone, there can be no mending of the critical relationship between the citizens of Island County and Island Transit. The long road to rebuilding that trust needs to begin sooner than later.

It used to mean the buck stops here, and I will make it right because I am in charge. Now it means I can make that statement and then penalize my customer base or clientele, my employees, the taxpayers and any other constituents who have indicated their trust in me by placing me in this top position of responsibility.

I can let go of valuable employees and outsource to far-flung regions, cut and slash needed services and products in order to save a penny, and lose thousands of customers and supporters, and thus millions in revenue in the process. I can see to it that the overtaxed populace is gouged even further with higher and higher taxes to make up for the fact that the organization I’ve been hired to oversee has spent its monies on something other than that for which they were designated. I can give myself a pay hike while downsizing and reducing in force and whatever other terms you want to use for issuing pink slips to those unsuspecting workers so far below me. After all, I’m in charge — that’s my responsibility. Whether it be governmental, educational, corporate, public service or virtually any company or institution you can name, I am finding this abhorrent trend occurring among more and more of its executives. They use lip service to indicate acceptance of responsibility

If you’re getting paid for the final accountability, then pay up when you blow it. This is a call for Executive Director Martha Rose, Helen Price Johnson and the other members of the Board of Directors of Island Transit to reverse this trend. Do the honorable thing. Take a pay cut, skip the spendy vacations, or whatever else it takes to get the buses back in service and our drivers’ jobs restored. Nearly one-third of SWHS student body plays fall sports By BEN WATANABE South Whidbey Record More than one-third of South Whidbey High School’s students are registered to play fall sports this year. On the first day of volleyball, boys tennis, cross country and girls soccer, fields and courts were loaded with activity throughout Monday. A total of 168 students are signed up, a handful more than in 2013. Football, which started last Wednesday, has the distinction of being the only Falcon fall sport with a new head coach — its first in more than a decade. Chris Tormey was hired at the 2013-14 school year’s end after co-head coaches Andy Davis and Mark Hodson resigned to spend more time with their families. Tormey leads a program with 57 players. All of the other programs return with familiar faces in charge. Volleyball will aim to reload after one of its best finishes under head coach Mandy Jones. Last season the Falcons qualified for the 1A state tournament but were eliminated after the first day. Rather than starting with basics or conditioning, Jones had the girls slated for varsity practice hitting over and around blockers, scrambling for missed sets and passing to the backline — all issues for South Whidbey at the state tournament. Erickson Gymnasium rang with the sight and sound of 34 girls calling out hits and hollering encouragement. Karyle Kramer continues her treatment for boys tennis, inviting competition and diversifying skills between singles and doubles play. In her third year now, Kramer has 30 boys registered for her program, well more than the maximum for a class 1A varsity squad of eight. That means most of the players will be on junior varsity because Kramer and the boys tennis team do not make player cuts. Despite being a well-versed tennis coach who helps organize the USTA junior program for the South Whidbey Parks & Recreation District, she had help from her predecessor Tom Kramer, who is also her father, as well as assistant coach Nancy Ricketts. Ben Rusch and the 21 Falcon girls soccer players will be assisted by Marie Shimada after two years with Jane Gerlach. Doug Fulton and Shauna Davies continue to work with the boys and girls cross country teams, which were at a training session at Camp Casey until Wednesday. To date, 26 athletes are registered for cross country. Competition was the name of the game across Falcon fall sports.

The design was to keep each player as active on possible despite having, at most, four players on each of seven courts. Jones and her assistants tracked the volleyball players through each drill. Points were awarded for passes, sets, kills and digs. Those points
will be used to sort players between varsity and junior varsity. The first fall sport to see competition will be football with a non-league rivalry game against Coupeville on Sept. 5 at Coupeville High School. Most of the other sports begin competition the following week. he says has regularly been a stress reliever, even when he doesn’t bring any fillets home. One Clinton boy knows the benefits of regular beach fishing. Cody Wilkie, 14, will be one of the instructors during The HUB’s fishing classes Sept. 20 and 21. This is a boy who knows his stuff. Almost every day during one of the fishing seasons, Cody takes the bus or gets a ride with his grandmother to Bush Point where he can cast for

hours at a time. Last year, he caught enough pink and silver salmon to need a second catch card, though some were from a boat. “If I’m not working or doing school, I’m here,” he said. On Monday, Cody was at Bush
Point next to the boat ramp with a dozen or so anglers lining the beach. After a few hours he had two hits, including one that fought its way toward the float pilings and broke free from the line while Cody was being interviewed and photographed. His two most important lessons: knowing the rules and sticking with it. “I’ll them not to give up,” Cody said. “You don’t always catch something.” For Cody, who has been homeschooled most of his life, fishing has been a way to make friends and socialize.
“I just enjoy reeling fish in and meeting new people,” he said. The HUB is looking for lots of help in this endeavor. Hall said he wants at least 15 mentors for each day, so anyone able to spend a few hours teaching children how to tie on a lure and hook, how to cast, and how to feel in a salmon onto the beach. Gear is also needed, with an emphasis on rods and reels in “very good” condition, Buzz Bombs and rotators, and a small tackle box for student who shows up without any equipment. Kake return to Ebey’s Landing after 157 years By RON NEWBERRY Whidbey News Group Of all the phone calls that come into the Island County Historic Society Museum in Coupeville, there probably will not be another that created the sort of buzz that rattled the front desk a month ago. Michael Ferri, a museum volunteer and local history buff, picked up the phone, listened to the voice of a young woman and couldn’t believe his ears. She told him she was a member of a Native American Indian tribe in Southeast Alaska known as the Kake and she wanted to bring some of the tribe’s elders on a visit to Coupeville, a place that held historic significance to her people. “She said, ‘I’m sure you haven’t heard of us,’ ” Ferri said, recalling the conversation. “I said, ‘Oh yes, I have. Everybody in Coupeville knows about the Kake.’ I was exaggerating, of course.” People familiar with the early history of Whidbey Island are likely to have heard about the gruesome demise of one of the island’s most prominent early figures. Col. Isaac Ebey, the first permanent white settler to stake claim on land of what is now referred to as Ebey’s Prairie, was shot, killed, then beheaded in front of his home in 1857 in an act of vengeance by a Northern

When Rick Castellano, the museum’s executive director, got the message that Kake members wanted to visit that same prairie 157 years after the historic incident, he said he was so shocked and excited, “I tried not to fall over. “I’ve been looking forward to this visit forever,” he said. The historic return took place on the morning of Aug. 11 when five Kake tribal members, including three
elders, visited the former site of Ebey’s house that they too had only read about or remembered hearing stories from elders as part of the oral tradition of their tribe’s culture. The Kake tribe’s arrival actually took place Sunday evening, when they came by ferry from Port Townsend and attended an informal reception dinner and gift exchange at the home of Ferri, where the ice was immediately broken by a tribal elder’s humorous remark. “We come in peace,” Ruth Demmert said to her hosts, drawing laughter. Castellano kept news of the Kake visit mostly quiet, not wanting to interfere with an experience that was emotionally moving to some of the members. Coupeville was more of a side trip. The tribe had received a grant to engage in a cultural exchange with the Port Gamble S’Klallam Tribe and visited that tribe on the Kitsap Peninsula to reestablish connections, share information and learn more about a sad chapter of their tribal past. In 1856, 27 members of the Kake tribe, including a chief, were killed in Port Gamble during a shelling by the USS Massachusetts. That attack led to the act of revenge by a raiding party a year later against Ebey, who wasn’t a part of the Port

Gamble attack yet was a suitable target in their “eye for an eye” culture because of his importance to his people on Whidbey. “In reality, it wasn’t just us suffering a murder of Col. Ebey,” Ferri said. “They lost 27 members of their tribe and a head chief over there at Port Gamble. “This was sadness and sorrow on each side of the divide there.” Lynn Hyde, education and outreach coordinator for the Ebey’s Landing Historical Reserve, led the Kake members on a tour of the land where their tribal members took part in the midnight raid that led to Ebey’s death. The Ebey historian shared what she knew of that fateful evening from diary entries and other sources and led
the visitors into the historic Ferry House, which was built on the same property three years after Ebey’s death. She eventually took them to an adjacent field where Ebey’s home once stood and where he fell for the last time. “This is where all of the drama took place,” she said. Hyde spared few details of that night, pointing out that there were eight people in the house, including three children, when they were awoken by the bark of their dog. As Hyde talked about Ebey stepping outside to find out what disturbed his dog, then getting shot in the head and rushing back to the porch to warn others to flee, silence fell over the guests from the Kake tribe and others who attended.
“We walked in two worlds back then where they had no law and order,” Demmert said. “They figured an eye for an eye. Revenge.” Hyde would later recount vivid details of USS Massachusetts’ attacks on the Kake Indians at Port Gamble from her research with women also losing their lives. “It’s a sad story you know,” Demmert said. “It’s a sad story,” Hyde said. “The whole era is a sad story. We still have a lot to learn about why. We don’t have the other side. We only have our side.” In time, the mood lightened and the visitors and their hosts were able to engage in more light-hearted conversation about the past and the present. Both parties reflected on the significance of Kake tribal members coming back to Ebey’s Prairie. What added to the experience was that Monday, Aug. 11 marked the 157-year anniversary of Ebey’s death. Dawn Jackson, a tribal member who organized the trip, said that was entirely coincidental. “It’s kind of eerie,” she said. “My knees get weak just thinking about the date this happened,” Demmert said. “Just reliving history and coming here and hearing the way you people tell the happenings on that day, we can go back and talk about the way this happened.” Near the end of the visit, Jackson wound up walking to the bluff, retracing in her mind the steps of past tribal members, who had come by canoe more than 1,000 miles away 157 years ago. She grew up learning bits and pieces about what happened in the Puget Sound area, even came to Whidbey Island in the past, but was unaware of a direct tribal connection at Ebey’s Landing. “I’d always come through here when I was in graduate school,” said Jackson, who attended the University of British Columbia. “I got off the ferry and came through here and would see that bluff all the time and always wanted to go up there. Now I know why.”

Commissioner Helen Price Johnson tried to get support for an across-theboard exemption for ditch maintenance on existing and ongoing farm operations, but failed to gain traction. “Clearly there’s confusion about what is there,” Price Johnson said. “I share the concern.” County Planner Brad Johnson said he believes that such an exemption would run afoul of the Growth Management Act (GMA) requirements they are trying to meet. “My understanding of the GMA requirements is that we are supposed to be balancing these interests,” Price Johnson responded. Commissioner Jill Johnson said that exempting regulated streams in agricultural areas would be against the spirit of the fish and wildlife protection regulations. “What this whole exercise is about is the protection of fish and wildlife,” Johnson said. “Although this is not

the carnival. Sharon Anderson, hall co-operator, said the event went “very well” with a consistent flow of visitors and plenty of donations. Keasha Jennings, co-operator, agreed with Anderson that the event was a success and noted that the guests seemed to enjoy themselves. Both Anderson and Jennings said they hope to hold more community-wide events in the future. Several raffle items lined the tables, the selection as diverse as the community organizations and individuals responsible for donating them. Gift certificates were available from The
Goose, Sebo’s, The Healthy Pet and other businesses. Paintings, stained glass, quilts, foods and more were also available for purchase. All proceeds from tickets went to benefit the hall for future improvements and events. Children participated in a cake walk, had their faces painted and played games. A dunk tank and bounce house were set up and several vendors including Freeland-founded Whidbey Coffee and the International Order of the Rainbow Girls sold coffee drinks and shaved ice.
