Proposed marijuana business pulls out

One of three applicants for recreational marijuana-based businesses on Whidbey Island is pulling its application. Ester Bandelin Rodriguez said the planned Coupeville-based Salish Sea Industries is withdrawing its land-use permit due to federal regulation conflicts. Rodriguez, along with Judy and Josh Harvey, and Mark Rodriguez proposed to build a 3,833-square-foot barn for the production and processing of marijuana on Edgefield Lane off Engle Road. The problem, Rodriguez said, was part of the property includes a conservation easement with the Whidbey Camano Land Trust. “As there is a federal component to this easement, which provides little to no flexibility at present time, we simply do not wish to enter into a protracted legal battle with the federal government at taxpayer expense,” Rodriguez and her counterparts said in a prepared statement. Pat Powell, executive director for the Land

Trust, said she notified Salish Sea Industries that the terms of the conservation easement would not allow them to do something that is in violation of federal law. Powell said part of the $75,000 easement was paid for with federal funds. “The Land Trust has no position on this issue,” she said. “We just have to make sure property owners comply with easement regulations.” The proposed location for Salish Sea Industries lies within Ebey’s Landing National Historical Reserve. County officials initially proposed banning pot businesses from the area, but that changed after Coupeville farmers said they were against restrictions that would treat Central Whidbey different from other areas of the county. While the permit was still in process, the public was invited to comment. One resident wrote against the proposed business, but Rodriguez said he was misinformed and thought all property within in the reserve is federally owned, when in fact a large

It’s baby season at Pronkin’ Pastures Alpaca Ranch in Greenbank, and owners LeeAnna and Ron Jorgenson welcome visitors. The ranch, which will be a stop during the Whidbey Island Farm Tour next month, is right in the midst of birthing season with five baby alpacas, known as cria, and two more expected in the coming weeks. The most recent birth occurred last week, with the addition of Aladdin, who was named in honor of recently deceased actor Robin Williams. Tim McDonald, executive director for the Port of Coupeville, submitted a letter of resignation last week. It is a necessary transition, McDonald said. “For totally personal reasons, I need to move on.” McDonald is making his resignation effective Dec. 31, but said he is willing to stay on temporarily in the event the port does not find a replacement by then. “I want to thank the port board for providing outstanding leadership during my tenure,” McDonald wrote. “I have worked in the public sector for more than 35 years, and I hold

this current port board as the best and most dedicated board I have worked with.” McDonald started in his position in December 2013, replacing former executive director Jim Patton. The port will begin McDonald the process of finding a new executive director. The position is currently a salaried position earning $3,200 a month, or $38,400 a year.

Participants sad to see Rendezvous go By Ron Newberry Staff Reporter

The way of life Don Abel and his wife Margaret have enjoyed during their retirement years will continue to take place in other parts of Washington state, with the next stop penciled in for Sequim in early September. But when Abel took off his bear claw necklaces and packed up his Ram’s Lodge tent at the Rendezvous on Central Whidbey Island Sunday, it marked the end of an era. It was the last Rendezvous put on by the Central Whidbey Sportsmen’s Association after a quarter century on the island. The club couldn’t find enough interest among members to continue an event that reflects on, celebrates and re-enacts the fur trader and fur trapper gatherings that were once a part of the North American landscape in the 18th and 19th centuries. “I like the people on Whidbey Island,” Don Abel said. “Even the people who live there, not just the Rendezvousers. They’re a gracious bunch of people. I’m going to miss them.” Abel, 83, and his wife of 55 years live in Kenmore but have traveled the state to participate in Rendezvous for decades. Abel, who goes by the mountain man name of “Ram,” gets dressed in full

Outside of looking the part, participants act it out, too, competing in friendly period games such as blackpowder pistol and rifle shooting, tomahawk tosses and knife throwing. Abel enjoys sharing his knowledge of the mountain man era and being around others who share his passion. He points to a necklace around his neck filled with

grizzly bear claws and shares a story about the bear’s demise. The incident happened before he was born during the early 1900s in Whatcom County between Bellingham and Lynden, he said. A grizzly bear attacked his grandfather’s horse, tearing off one of its ears, and prompting his grandfather to reach for his rifle.

Abel said he remembers seeing the horse — and the missing ear — when he was a young boy. It’s one of two bear claw necklaces he wore as he visited with others who attended the Rendezvous, including Earl Irish of Bellevue. Irish said he’s attended the Rendezvous near Coupeville for nearly 20 years and couldn’t miss the final one.

Chris Eliassen said a lack of interest by the Central Whidbey Sportsmen’s Association led to the decision to end the event. With a membership of roughly 500, only Eliassen and David Hollett volunteered to organize the event in each of the past four years, and it got to be too much for two people. Eliassen said it takes about a half dozen to adequately put on the Rendezvous. “With two guys, we’re just cooked,” Eliassen said. Abel said attendance over the four-day gathering wasn’t as large as he hoped it would be. “Some people are sick. Some people pass away. Other things have taken place,” he said. “This has happened in more than one Rendezvous. The interest is still great for anybody involved in it.” Abel said he hopes there is one day rejuvenated interest on Whidbey. Finding new locations is tricky. Sites must meet safety requirements because of the shooting that’s involved. The Rendezvous near Coupeville was unique because it was highly visible from State Highway 20, while many sites are tucked away deep in the woods. That’s another reason Abel was disappointed to see the Whidbey Rendezvous go away. “But that’s part of life,” he said.

Thanks to all who made another great festival Editor, I want to express my most sincere appreciation for the numerous volunteers who made the 2014 Coupeville Arts and Crafts Festival a success. The Coupeville Festival Association has promoted and hosted the annual Coupeville Arts and Crafts Festival for 50 years. The CFA is a nonprofit, all-volunteer organization consisting of 25 standing committees and 250 plus volunteers. There is no paid staff. All nonoperational proceeds go into the 98239 Coupeville area in the form of project grants and scholarships. In December 2013, those annual grants and scholarships totaled $774,000 for the past 50 years. The CFA has partner agreements with various Coupeville organizations to help run various areas of the festival. Those partners include: Pacific Northwest Art School — hosts of the juried art gallery in the Coupeville Recreation Hall, Coupeville Chamber of Commerce — operators of the beer and wine garden in front of the museum, the Coupeville Boys and Girls Club — providers of volunteers to run two parking lots, Coupeville High School History Day students, and Wilbur Purdue — who managed trash and recycle pick up. The Coupeville Lions Club helped with setup on Friday and Saturday morning and then tear-down and load-out on Sunday evening. The Coupeville Lions did the setup and tear-down of nine customer rest stations throughout the festival grounds. The U.S. Navy — who provided volunteers who helped at many areas of the festival throughout festival weekend. This festival would not be possible without the continued support of individuals and sponsors from Coupeville. What does it mean to take responsibility? Editor, “As the CEO of ____________, as the mayor of ____________, as the chairman of the board of directors of _____________, as

the superintendent of _____________, as the top executive of ___________, as the head honcho of _________, I take full responsibility for this situation.” Please explain to me what that means anymore. It used to mean the buck stops here, and I will make it right because I am in charge. Now it means I can make that statement and then penalize my customer base or clientele, my employees, the taxpayers and any other constituents who have indicated their trust in me by placing me in this top position of responsibility. I can let go of valuable employees and outsource to far-flung regions, cut and slash needed services and products in order to save a penny, and lose thousands of customers and supporters, and thus millions in revenue, in the process. I can see to it that the overtaxed populace is gouged even further with higher and higher taxes to make up for the fact that the organization I’ve been hired to oversee has spent its monies on something other than that for which they were designated. I can give myself a pay hike while downsizing and reducing in force and whatever other terms you want to use for issuing pink slips to those unsuspecting workers so far below me. After all, I’m in charge — that’s my responsibility.

Whether it be governmental, educational, corporate, public service or virtually any company or institution you can name, I am finding this abhorrent trend occurring among more and more of its executives. They use lip service to indicate acceptance of responsibility while taking none. No skin is removed from any of their noses. They feel no pain, only gain. Whatever cliché you want to use, it happens time and time again. It has to stop. If you’re getting paid for the final accountability, then pay up when you blow it. Don’t make those whom you are there to serve pay for your lack of oversight and failure to do what you’re paid the big bucks to do. This is a call for Executive Director Martha Rose, Helen Price Johnson and the other members of the Board of Directors of Island Transit to reverse this trend. Do the honorable thing. Take a pay cut, skip the spendy vacations or whatever else it takes to get the buses back in service and our drivers’ jobs restored. If you can’t, then accept your own pink slip, move over and let someone else take over who not only says they take full responsibility, but who also means it.

While working on the permit application, Salish Sea Industries worked with Island County, the Land Trust and Ebey’s Landing National Historical Reserve. “To our knowledge, we were in good standing with all of them,” Rodriguez said. “The only conflict we encountered was the easement.” While not all of the proposed location is conservation easement, Salish Sea Industries cannot operate on the other portion of the property because the bordering property is zoned rural residential. Per Island County Code, marijuana-based businesses cannot operate in rural-residential areas. Another permit application still in processing is submitted by Maureen Cooke, who filed applications for a site plan and a building permit for a 760-squarefoot marijuana retail store in Bayview next to the El Corral Mexican restaurant.

She opened the shop for a short time in early August — though she didn’t have any product — but it turned out she didn’t have the necessary approvals from the county. A third Whidbey Island applicant submitted this month, Bud Brothers, a proposed producer/processor business on Goldie Road in Oak Harbor. “We’ve had several preapplication conferences and conversations with potential applicants that have yet to file for county approval, but at present, we have only three applications,” said David Wechner, Island County Planning Director. He confirmed Salish Sea Industries withdrew its application Tuesday morning via email. A third application is also pending for a business proposed on Camano Island.

Boys and Girls Club serves need in community By Jim Waller Staff Reporter

The Boys and Girls Club will continue its emphasis on providing physical fitness opportunities for the youth of Coupeville by sponsoring a flag football league this fall. The four-week activity will run Sept. 18 to Oct. 11 with the help of volunteers from the Coupeville High School football team and coaching staff. “We will have a weekly practice/clinic each Thursday night starting Sept. 18,” said Unit Director Jamie Scharich. The kids will be divided into two divisions: one for third and fourth graders and the other for fifth and sixth graders. Games will be played on Saturday afternoons to avoid conflicts with morning soccer matches. In addition to the flag football program, the club will continue to run youth basketball this winter.

Other physical activities are sprinkled consistently throughout the year. “There is so much research out there that supports the relationship between physical play and learning,” Scharich said. “I also know that it is through physical play that we can help kids learn life lessons: winning and losing gracefully, sportsmanship, endurance and perseverance.” Among the activities this summer were a Flag Football Day, an Olympic Day, a week-long unit on music and movement and a weekly dose of Triple Play, which includes running, jumping and games to promote a healthy lifestyle. The Coupeville Boys and Girls Club opened in 2006, and Scharich began working for the club in 2013. “I have a degree in elementary education and a masters in school administration,” Scharich said. “At the club I get to do all the joys of teaching –– I get to watch

kids have light-bulb moments and I get to expand their worlds –– and then, at the end of the day, I don’t have to assign homework or stress about state-mandated testing, so it’s a perfect job for me.” The club is much more than a fitness club for kids. It’s a daycare, self-help seminar and academic setting all rolled into one. “I want the kids to see their world as bigger than themselves and that it is okay to dream big,” Scharich said. During the school year, the club opens at 6:30 a.m. and provides children with a breakfast and a safe walk to school. At the end of the school day, the children are met by a Boys and Girls Club staff member to escort them back to the club for a snack and activity that is “fun with a purpose.” “We want an element of learning without sacrificing fun,” Scharich explained. A typical week includes Monday’s Power Hour, a national program that focuses on homework with tutoring. Tuesday is Tournament Day, with an emphasis on sportsmanship. Triple Play takes place on Wednesdays, fine arts are introduced on Thursdays and Friday is free choice. Each week during the summer is built around a specific theme. Coming this fall will be WISE Guys, followed by SMART Girls in the spring. These programs for third-through-fifth graders promote positive self image, healthy relationships and problem solving. The club is expanding its reach to teenagers, according

If we had the opportunity, the space and the finances, I would have a teen program that met daily and not just once a week.” This summer the club offered its first teen camp, meeting each Monday in July for a field trip. One adventure was a day-long boating trip with Captain John Stone. This fall, the club will meet at the middle school on Wednesday afternoons and then offer a Teen Night the first Friday of each month beginning in October. The club has integrated itself into the community.

“We serve the youth of this community,” Scharich said. “We open our doors when families need us most. When the Youth Coalition shut down, we opened our doors and took over their teen program. When the CWYAA (Central Whidbey Youth Athletic Association) cut its basketball program, we picked it up. When families were struggling to find morning childcare for their kids, we stepped up and started running an early-morning childcare program.” The community has responded by accepting the club; the club is 100 percent self sustained. All of its yearly running costs come from the
