It’s not clear how that money would be exchanged, said Treat, whether as cash or in the construction of a new parking structure. The city would like to add between 150 and 250 spots, said Deputy Mayor Dan Grausz. Sound Transit’s study will determine how many spots are feasible for the com-
munity center expansion. The city expects light rail will eventually bring even more people to the Parkand-Ride than are currently using it. Grausz said while he didn’t think the extra spots would impact adjoining homes or block any views, he did have concerns about the traffic it would generate on a residential street, not designed to absorb the added volume of cars. Conversations with Sound Transit about parking have been ongoing. The city has explored many ideas for the cre-
ation of additional spots. Between 2006 and 2008 it expanded the footprint of the Park-and-Ride. Several alternatives in the Town Center were also presented, including a site at Walgreens, which later fell through. The land north of the community center is occupied by a big dirt hill, which Treat said he expected would be leveled and used for a twostory structure. If the Mercer Island Community and Events Center proved feasible, Sound Transit representatives promise not to encroach on the Pea Patch. Treat said that the city will also work to make sure construction doesn’t impact Event Center operations.

Though a public hearing was canceled for Monday, August 4, City Council and staff have been studying a Transportation Benefit District (TBD), to fund the six-year Transportation Improvement Plan (TIP). Even after postponing the resurfacing of Island Crest Way until 2016, the Street Fund budget is expected to go negative in 2017. The 2015-2020 TIP also faces financial struggles, with a negative Street Fund balance of as much as $1.7 million by 2020. Council directed staff at a May 19 meeting to study the implications of creating a TBD and implementing a $20 car tab fee. State law allows cities to establish TBDs, which function as tax districts to fund transportation improvements, so long as they are consistent with existing plans and are required by growing congestion. In the case of Mercer
Island, staff are considering a $20 car tab fee that would go into effect six months after being authorized, as early as spring of 2015. TBDs can pull from four separate sources of revenue: Property taxes, a percentage of sales and use tax, vehicle tolls or vehicle fees. Voter approval is not required for car tab fees of $20 or less and because a $20 vehicle charge levied by King County expired in May, Islanders wouldn’t see any extra charges. Money would be collected when car owners renewed their vehicle. If enacted the tax could net $350,000 a year. According to the Department of Licensing, there are 17,687 registered vehicles on the Island. But some worry that extra taxes would hurt the chances of passing a

transportation package in the Legislature. They point to the recent failure of Proposition 1, which 52 percent of Islanders voted down. Prop. 1 included a $60 car tab, though most of the fee would have gone toward restoring regional bus service. Other cities have considered similar options. Fiftyfive cities in Washington state now have benefit districts, many of which implement similar fees of $20. Council would likely adopt the fee ordinance in either September or December. Community briefs Plan ahead for Art Uncorked A new Wine and Art event will debut on the Island next month. Art Uncorked is sponsored by the Mercer Island Chamber of Commerce and the Mercer Island Visual Arts League. It will be an evening of wine tasting, art, music and food in the heart of downtown Mercer Island. ot a pencil? Maybe open up a spreadsheet. Let’s see if we can name some of the construction projects underway — or poised to begin — on our Island. There are more than a few. First, plans for the Sound Transit station in the center lanes of I-90 are still in flux. What to do about buses and the interface between the two modes of transportation? Will more land be needed? Should buses loop around city streets? Next in the Town Center, the developers of the Legacy project have yet to clear away the old buildings that housed the Islander Restaurant and True Value. But they will. Next, plans for a Performing Arts Center — still in fundraising mode, will include another piece of parkland, a sliver of Mercerdale Park , with the approval of the City Council. (Remember — Bicentennial Park, on which the building will be situated, is a city park.) Just northwest of there, condos are being built into the hillside behind Farmers Insurance. To the east across Island Crest Way, 14 homes are planned on 86th Avenue S.E. In just a matter of weeks, demolition crews will take down the old North Mercer gym - a.k.a. Youth Theatre Northwest, and a new elementary school will rise up. A new addition to the high school will follow. Heading down Island Crest Way, it is a bit of a shock to see homes demolished and new ones being built in their place. Who knew there was so much land behind the vegetation there? Similar changes are taking place along the East and West Mercer Ways. At the South-end, the new fire house is taking shape. Contractors have prepared Islander Middle School for more construction along its western flank and the portables that stood there are now, temporarily, in front of the school. Are we done? No, not by a long shot. hat a weekend. Fine temperatures, (mostly) clear skies — and the Angels returned to their rightful place high above the waters of Lake Washington. Down below, there are dozens of public safety personnel on the ground and in the water, both before and after the Angels roar above. They orchestrate traffic. They round up drunks, rowdies and trespassers. They make it work. A big thanks also goes out to Island residents who live at or nearby prime viewing spots. For the most part, such neighbors tolerate the crowds that cram into their neighborhoods, park every which way and encroach onto lawns and driveways to view the airshow each year. It is not always pleasant - but much appreciated.

Re: background checks for guns buyers — Vote I-591 not I-594 A reader’s letter in the July 30 issue of the Reporter claimed I-594 gun show backgound checks reduce domestic abuse, shooting accidents and suicides. This reader submits that responsible journalism requires substantiation and documentation for such assertions. Basic logic would indicate that such sad events would not be prevented, or relevant to “background checks.” Danny Westneat of the Seattle Times told this writer on March 18, that the FBI does not have state-by-state rejection data on “backdround check” results. Many law abiding firearm owners do not want any government to have an ownership list, and when told (correctly) that federal law prohibits such a list, think of Benghaszi, IRS official Laura Lois Lerner taking the Fifth Amendment; VA hospital administation deceit and record falsifications, and on and on, all justifiably creating doubt of Big Government trustworthiness. The City Council seems to be accepting the bus terminal idea on Mercer Island in an attempt to get money from Sound Transit to provide funds to create additional parking. Closures bring last hurrah for unfettered I-90 access Make no mistake; last week’s I-90 commute definitely looked like a headline for the good old days. As stories of traffic mania circled around Seattle due to the construction closure on I-90, those fortunate enough to be living on Mercer Island were the beneficiaries of living downstream from the construction project. While people in Issaquah and Bellevue and many other places had to put up with hardship, the residents of Mercer Island, at least in this particular instance, seem to be in the catbird seat. Traffic volumes westbound on I-90 were way down, even at eight o’clock in the morning. Normally an average of 68,000 cars a day make the trip into the city. Traffic flowing from Mercer Island into Seattle seemed to be moving at full speed. Is this the last time we ever are going to be witnessing such light weekday volumes and such easy flow? Transit told the community that construction on the two “transit only” middle lanes of I-90, the ones to be reserved for light rail, will begin in 2017. For the next two years, we can expect to see normal traffic volumes, but it seems unlikely that we will ever again see traffic flowing as easily as we did last week. Every day, thousands of cars use the center lanes, including many single drivers. When construction (constriction?) starts, all traffic will be diverted onto the main line, composed of three general purpose lanes and one HOV lane. Instead of five lanes for Mercer Island drivers, there will be three, unless you carpool. Unless there is a large shift toward taking the bus, and later the train, this looks to be a fairly congested solution. But not last week. Islanders could bask in the glory of the good old days, when cars could streak across the bridge with abandon, or at least at 60 m.p.h. Those of us who travel know that there are people who live in smaller cities, places like Boise, who can actually drive unimpeded along highways as if it was 1955. Remarkable. But the rest of us know that the future looks different. So enjoy, have a sip of Italian limonata, feel the astringency of some future loss, sing along with Willie’s On-The-Road-Again anthem and smile. Just be sure to keep your ORCA card nearby.

Parking is an issue in the Mercer Island Town Center. We all recognize that parking is a problem. What are the causes of the problem? We are told that 47 percent of the Park-and-Ride is used by non-residents commuting to Seattle. Do we know what percentage of street and commercial parking space is being used by: Resident commuters from the South-end, people working on the Island, off Island commuters to Seattle, apartment dwellers that don’t want to pay for parking in their building and apartments that were not required to provide enough parking? Is the Eastgate parking garage used to capacity? If not, why not? Light rail will exacerbate the issue. A new light rail station is planned for Mercer Island. Rather than just being a stop, this will be a major station requiring additional parking for cars and for buses waiting for light rail to arrive. We are told that Mercer Island is more “direct.” It is a straighter line but is it faster and more efficient? How do we discourage everyone from driving to the new station? By 2021 the South Bellevue Park-andRide and bus stop will be replaced by a four story parking garage and bus terminal. Light rail to Mercer Island and Bellevue is expected to start 2023. Why is the South Bellevue location not used by buses coming from the east on I-90 as the primary link to the light rail? It is easier and faster
(three miles less per round trip) for buses to get off I-90 at the Bellevue Way exit, before they reach the traffic starting at the East Channel Bridge and going across the Island. The Reporter noted that the cost of the bus terminal on Mercer Island would cost between $8 million and $18 million depending on which option is chosen. The Mercer Island location is expensive and disruptive, while the South Bellevue location would be more efficient, less disruptive to business and residents and would save $8 to $18 million. The South Bellevue location will not be a destination, but a transfer point and would make for a faster trip to Seattle and back, by avoiding the I-90 congestion in both directions. To add to the problem, Metro has announced reduced bus service on the Island due to a lack of demand. Is this a case of bad supply so the demand is low? Do we need better bus service on the Island to get to the light rail station and downtown? Perhaps parking at the South-end with smaller buses making more trips would help. The city could run a more efficient and less expensive system compared to Metro. The initial attempt by the city to address parking, we are told can be solved with a parking garage downtown. Is that what we want in our Town Center? We need more businesses to service the community and places for customers to park. To address this need for parking the city attempted to organize the purchase of the Walgreens property for Youth Theatre Northwest Cultural Center and Parking. It is not surprising that it was not successful. Thanks to Farmers Insurance allowing the use of their parking garage for events, Youth

A life of art
Island artist Gertrude Hollis turns 100 By Ann Breckon

Mercer Island artist Gertrude Murielle Borne Hollis has had a life filled with both art and movement. She was born in Kentville, Nova Scotia in 1914. She crossed into the United States with her family to Boston at the age of 6. Her interest in art and growing talent were evident early on but there was an obvious mischievous streak. She drew cartoons for her high school magazine and did a drawing of a selfimportant math teacher. Prior to moving to Washington state in 1950, Hollis studied at the Massachusetts College of Art in Boston. She later sacrificed continuing her own education to support her family and put a younger sister through school. But she excelled. Working with a variety of art mediums, she does skillful portraits and landscapes. Her art has been celebrated and prized. The Mitsubishi International Corporation owns a large and dramatic abstract painting by Hollis of Mt. Rainier. It hangs in its Seattle offices at the Columbia Tower. A triptych by Hollis was also purchased by Fredrick and Nelson for the Seattle offices of the department store chain. Her work has been exhibited in the Frye Art Museum and hangs in homes and galleries throughout the Northwest. Hollis has long been active in numerous professional associations, including the

Mercer Island Visual Arts League which she helped found; Seattle Co-Arts, and the Women Painters of Washington, where she has been active for 40 years. She has continued painting. Her last public showing was held two years ago. Then, two of her pieces were hung at the Mercer Island Chamber of Commerce as part of an art exchange with French painters through the Sister Cities' Association. In addition to being an artist, she was a competitive swimmer and diver. She plays the piano by ear. She and her husband Don were great sailors, participating in Seattle's Opening Day of Boating festivities and daffodil parades for many years. Hollis and her husband had one son. Hollis also gave art lessons to both young and old. She worked with teen artists through the Mercer Island recreational council. “They were so grateful,”she
told a friend recently. “They would be there early with their pencils, waiting for me to arrive,” she said. Some of those students have gone on to have successful careers in art themselves. She has stayed active. She loves to dance and has continued dancing with the Eastside Singles Friends until recently. She was also an adventurer. Hollis often packed the family station wagon with art supplies and friends to drive to Arizona, the Cascades, Eastern Washington, the San Juans, and even Mexico, to paint. An open house in honor of Hollis’s 100th birthday will be held between 3 and 5 p.m., Sunday, August 10, at 9747 S.E. 40th St. Mercer Island. Please RSVP to 232-9107. Police MONDAY | 4 ACCIDENT: A car parked legally in the Mercer Island Shore Club parking lot was hit by another vehicle that backed into it. The driver of the offending car got out, looked at the damage and left without leaving contact information.
THURSDAY | 24 CAR PROWL: Between 8:30 p.m. on Wednesday and 7:45 a.m. on Thursday, a car was prowled in the 8100 block of Evergreen Lane. The owner of the Nissan Armada reported $700 in cash missing an a Visa credit card. When he called to cancel his credit card, he discovered that several purchases had
been made earlier that day. His car was left unlocked overnight and the owner of the car said his neighbor’s mailbox had been broken into the week of Jul. 14.

Emily F. Woodson moved on from this life July 8, 2014, as she completed 100 years of life on this planet. Born in Unionville, Missouri, she spent the majority of her life in the Pacific Northwest. Mary Wayte Bradburne remembers most things about her trip to the ‘84 summer Olympics very clearly. She remembers joking around with her brother Mike right before her 200-meter freestyle race. She remembers how she felt standing on the block before the starting gun went off. But she hasn’t thought about those things in a long time. She said after about year twenty, the story gets old. “I’m busy,” she said in a recent phone conversation. “I have a family, I work full-time. Mercerdale Swimming Club, which is now the Mercer Island Youth and Family Services Thrift Store at Mercerdale Park. She began swimming yearround when she was 8 years old, after asking her mother, ‘Who are these kids that are beating me and why are they beating me?’ She trained under coach Jack Ridley while swimming with the Chinook Aquatic Club, and she credits Ridley for preparing her to be an Olympic swimmer. Though she admits her feelings about being an Olympian have changed tremendously over the years. “At first, there was this sense of ‘Is this really real? Could I repeat it?’ That’s why it was important to go

In 1996, his firm sponsored a U-8 boat and from there, made the jump to the unlimited class. “It is a monsterous difference between the unlimited class and other boats,” he explained. That is proably why his firm’s name and involvement in hydro racing remained under the radar until the last few years. The boat, piloted by J. Michael Kelly last weekend, probably averaged 140 m.p.h. on the oval, Graham explained. But the boats can hit 200 m.p.h on the straightaway. Graham said most people do not understand the level of difficulty involved in driving one of these machines. “It looks fairly simple but it is not,” he said. “The people who drive these boats are talented; there are difficult, technical decisions made every second. There is a radio man talking in your ear. And if you want to win, you have to have a strategy.” Graham said he has not driven the boat. He prefers paddleboarding around the Island or walking. He doesn’t need to drive it. He is thrilled to be involved in such a sport and to win. “I am beside myself — I am honored to have my name and my family’s name on this boat,” he said.

St. Monica students are USATF Junior Olympic qualifiers Two St. Monica School students competed at the USA Track and Field Junior Olympic championships July 6 at C entral Va l l e y H i g h School in Makena Wick Spokane Valley. Fifth-grader Makena Wick and eighth-grader Landon Armstrong both earned status as Junior Olympic qualifiers for the Pacific Northwest region. Only the top five athletes in each event earn Nat i o n a l Landon Junior Anderson Olympic Qualifier status, with some events having as many as 40 com-
petitors. Wick medaled in the 400-meter race with a personal record of 1:04 and also medaled in the 4x400 relay, recording the fastest time on her relay team. Wick is ranked in the USATF’s top 50 athletes in her age division. Armstrong medaled in all three of his individual events, which included the 100-meter race, the 200meter race and javelin. He set a personal record in the 100 meters at 12.08. Armstrong is also ranked in USATF’s top 50 athletes in his age division. As a javelin thrower, he is currently ranked 6th in the nation for his age group.
Mercer Island won five of its six tournament games, taking two of three from Cascade to clinch the championship. The team averaged 13 runs per game in the tournament and hit nine home runs. Team members include Alex Arron, Will Atkinson, Nathan Buchan, Tyler Butson, Evan Dickstein, Ethan Fallis, Matthew Feldman, Caiden Fukano, Wesley Ho, Michael Lee, Paul Noone, Jack Shoop and Tripp White. of life. That has been wonderful.” Watching video clips of the 1984 women’s 200-meter Olympic race, one may be surprised by Bradburne’s cool demeanor before the event. When she waved to the crowd during pre-race introductions, Bradburne appeared calm and collected, even breezy. She said there were a few important factors that contributed to her state of mind immediately before the race, beginning with her preparation. “I knew that I would’ve done nothing different leading up to that point,” she said. “I’d done everything I possibly could have to prepare; there’s nothing I would’ve changed in my training or prep.” The next piece was upon spotting her brother Mike, with whom Bradburne says she shares a twin-like quality, her brother yelled his sister’s nickname “Grandma!” which helped ease some pre-race tension. Finally, when she lined up with the other swimmers for the event, Bradburne said she felt something she hasn’t experienced before or since that Olympic race. “When I actually got behind the block, it was like God wrapped his arms
around me and I felt the most unbelievable peace I’ve ever felt in my life,” she said. “After having that experience of incredible peace wrapping around me, the race was sort of secondary. Everything past that is crazy.” Bradburne said she’s read about other athletes having similar experiences on the grand stage. She was just happy to be there and to be ready. “It’s like on any given day, this could’ve been anyone else’s race and you know that. The world is celebrating you and in your head, you’re thinking, ‘I’m not Michael Phelps. I’m not Janet Evans.’ To have everything line up at the right time for my perfect race is humbling. It’s incredible.” After the ‘84 Olympics, Bradburne returned to the summer Olympics in Seoul in 1988, winning a silver medal in the women’s 4x100-meter medley relay and a bronze medal in the women’s 4x100-meter freestyle relay. She retired shortly after, returning to the ‘92 games as a color commentator. These days, Bradburne is limited in her swimming, as she’s dealt with tendonitis in her shoulders and legs. After moving back to Seattle with her family three years ago, Bradburne has
been meaning to take her kids to the pool that bears her name. She’s heard about the repairs needed at Mary Wayte Pool and stated that the pool should be named after the benefactor who returns it to its former glory, whoever that may be. “The area has a rich history and heritage of good and great swimmers, so the thought of one more pool possibly shutting down makes me sad,” she said. “If I had unlimited resources, I’d do something about it.” While reflecting over the past three decades, Bradburne asked herself what in her environment led to her obsession with getting to that place where succeeding is so important. She acknowledges that the culture of where she grew up definitely played a significant role. “In this whole period of reflection, I’ve seen how much it means to me to have grown up on Mercer Island and have those friends and teachers,” she said. “My graduating class was extraordinary, they were good to each other.
