Front Street trucks bring frustration

Town of Coupeville officials are working with Front Street merchants to address concerns about delivery trucks double parking and blocking traffic. Mayor Nancy Conard said that years ago, Front Street used to have loading zones, but merchants requested additional parking and agreed to eliminate those zones. Now, the town is receiving complaints from merchants about the delivery truck issues, and the town is working to mitigate those concerns. One of the biggest problems is trucks are double parking when downtown is packed in the middle of the day. “It’s interesting how many go down at the lunch hour,” said Councilwoman Jackie Henderson. The other concern is how long they are parking on the street. Councilwoman Molly Hughes said she’s received complaints from community members including photos of incidents involving delivery trucks blocking drivers and nearly crashing, causing accidents. She’s also witnessed trucks make multiple deliveries and move slowly down the road.

Financial fiasco causes transit to make big cuts By Jessie Stensland Co-Editor

A total of 24 employees will be laid off, Saturday bus service is being cancelled and five routes will be eliminated or changed due to financial problems uncovered at Island Transit. Martha Rose, director of Island Transit, said she fired Financial Manager Barbara Savary in May after she disclosed that the agency didn’t have the money to pay $135,000 in bills. Rose said she was dumbfounded to discover that Savary hadn’t been running the monthly cash flow analysis for years. She said the simple, internal report is not only a vital part of the job, but would have alerted the agency to cash flow concerns years ago. Island Transit is an independent agency overseen by a board of directors. It offers farefree transit and is funded by a nine-tenths of

1 percent sales tax and grants. The operating budget for this year is $12.2 million. Unbeknownst to her, Rose said, Savary was dipping into investments as expenses outpaced revenues for years on end. Rose said she found unpaid bills in Savary’s desk after she was gone. “We are implementing swift, decisive changes in service to fix the problem,” Rose said. “We expect to come out of the clouds in about a year.” Members of the agency’s board of directors said they were shocked by the revelation. Bob Clay, transit board member and Coupeville councilman, announced the developments at the recent Town Council meeting. He claimed the reports the finance manager was providing to the director and board were “erroneous.” Clay said the board didn’t see regular financial statements, but that will change. He said taxpayers trusted Island Transit with pro-

viding specific services. “We’re going to fail those people for a short time,” he said. Island County Commissioner Helen PriceJohnson, a member of the transit board, said she was extremely disappointed and that her heart goes out to riders and employees affected by the cuts. “Every aspect of this must be investigated, by internal audit and state audit,” she said. Also, I want assurance that there was no illegal activity.”

Rose said she hopes to bring back employees and restore routes by the end of 2015. As a result of the shortfall, the transit board approved an $800,000 note — basically a bank loan — to pay bills. On top of that, the board OK’d issuance of a $1.5-million bond to pay the balance of the agency’s matching funds for the new transit facility near Coupeville. Treasurer candidates vying for General Election By Janis Reid Staff Reporter

Candidates running against Island County Treasurer Ana Maria Nuñez said they can do a better job handling the county’s money. Nuñez’s former chief deputy Wanda Grone filed to run for the seat last month and was immediately fired. “I’ve learned now how to run a treasurer’s office,” Grone said. “I’m honest. I work hard.” The third candidate, title and escrow manager Christa Canell, said she’s running because of complaints she’s heard from former clients about mistakes in the treasurer’s office. “Things aren’t running

properly,” Canell said. “I’ve managed an office. In escrow accounting, you don’t have room for error.” Despite the political jabs she’s receiving from her opponents, Nuñez maintains that she has done many positive things while in office and wants the chance to do more. “To be a good treasurer, you have to open yourself up, you have to really believe in what you are doing and that you want to make a difference,” Nuñez said. Nuñez, a Democrat, has worked in government accounting for more than 16 years as a Department of Defense employee. She was appointed as the treasurer’s chief deputy prior to winning the top role in 2010. She

is a licensed certified public accountant and has a master’s degree in accounting and financial management. “Running again was not an easy decision, but I believe I can still make a difference,” Nuñez said. “Four years is a start. It’s not a finish.” One main criticism stems from an extended leave Nuñez took last year to assist an ailing family member. In addition, Nuñez takes four weeks of vacation every year, she said. Nuñez said she’s not going to apologize for taking the leave that she’s earned or for helping her family. “I was never out of the loop,” Nuñez said. “I was OK with it, and so were the commissioners. Choosing to use your leave is your business. It refreshes you.” Grone, a Republican, said Nuñez’s multiple absences made it difficult to get things done and that she failed to delegate key tasks. The treasurer’s office has been struggling with a backlog of unprocessed tax supplements, which Nuñez inherited from her predecessor. In addition, errors made with the Clean Water Utility fee and the tax statements for Camano Island residents have also plagued Nuñez’s tenure. Grone said Nuñez’s

hands-off leadership and abrasive personality contributed to some of the problems. As a recent chief deputy, Grone said she is the best equipped to go in, take over where Nuñez leaves off and get the office caught up. “I found, the times she was gone, the staff responded well to me as a leader,” Grone said. “My car was always the last one to leave the parking lot. I recognize the actions that need to be taken to improve this office. I expect accountability.” Grone is a 29-year Washington resident, living the

improving accuracy and efficiency. “That’s my goal — to go in and do it myself if I have to,” Canell said. “That’s taxpayer dollars. The office should work as a cohesive team, and I plan to help and get involved.” Ultimately, Canell said she’s running because she believes she can do the best job for Island County. “I care about the people in our community … they deserve someone who knows how to run an office and be accountable to the taxpayer,” Canell said. Canell is a lifelong resident of Island County and has worked as the branch manager of Land Title and Escrow for 16 years. She also has a limited practice officer’s license through the Washington Bar Association. The primary election is Tuesday, Aug. 5. The two candidates with the most votes will proceed to the general election in November.

Outsiders challenge party favorites for state seat By Jessie Stensland Co-Editor

Two candidates backed by their respective parties are being challenged by party outsiders in the race for state representative, position 2 in the 10th Legislative District. Dave Hayes, a Republican from Camano Island, is seeking a second term. He faces three challengers in the primary election, including one candidate from his own party. Island County residents should have received their ballots in the mail. They should be returned by the Aug. 5 primary election. Oak Harbor resident Brien Lillquist, who admits to being unconventionally honest in his views, is running as a Republican. He previously sat at the North Whidbey Park and Recreational District board. His reason for running is without nuance. “I don’t like any of the people down there,” he said. “My main concern is that nothing seems to change.” Mount Vernon resident Nick Petrish, a Democrat, earned the endorsement of the Island County Democrat-

ic Party. He has many of the conventional views of Democrats, but a unique background. He grew up hunting and fishing in Anacortes and was an interrogator in the U.S. Army before becoming a union electrician; the Second Amendment and labor rights are both important to him. “I’m all about guns, gun safety and gun rights,” Petrish said, adding that he feels a practical solution can be found for the registration issue. Oak Harbor resident David Sponheim is also running as a Democrat but has been spurned by the party. On its website, Island County Democratic Party warns against voting for Sponheim, stating that “He is not actually a Democrat. Don’t be confused!” Sponheim ran for president as a member of America’s Third Party, a centrist political party he co-founded, but he said his views most closely align with Democrats when it comes to the two major parties. However, Sponheim said in a letter to the Whidbey News-Times, “The Democratic Party is completely

out of step with the people of America.” “I’m a fiscal conservative and a liberal on social issues,” he said. Sponheim and his partner, Sarah Hart, have an Internet video chat program. They talk politics and introduce a variety of creative solutions for world problems. Sponheim raised some eyebrows when he applied blackface to parody of Barack Obama on his program. He maintains he’s not a racist and was just exercising his First Amendment rights. The four candidates agree that funding education is likely be the biggest issue facing state lawmakers in the wake of the McCleary decision. In that ruling, the state Supreme Court found lawmakers aren’t meeting their constitutional responsibility by fully funding education and must fix the problem by the 2017-18 school year. Hayes, who serves on the House Education Policy Committee, said he expects that McCleary will “absolutely overshadow everything else” during the next legislative session. Hayes said he doesn’t

think a tax increase is necessary and will only consider one as a last resort. He said lawmakers should be able to find savings from reforms and streamlining government. The state simply doesn’t have the billions of dollars extra it would take to fully fund education, Lillquist said, adding part of the problem is that small pet projects “nibble away” at the budget, but even without those expenditures,

the money just isn’t there. Lillquist said he isn’t in favor of raising taxes to fund education. Petrish said he is more optimistic about the McCleary issues and believes solutions are out there. He said the state can raise money by closing corporate loopholes in tax law and “clawback” tax breaks from companies that don’t keep up their end of tax-break

bargains. Sponheim has many unique ideas for improving education and raising funds. He supports the legalization of recreational marijuana and believes it can be a goldmine for the state but said progress in opening dispensaries has been too slow. He proposes that the state set up a scholarship fund that will be doled out to students based on test scores.

One merchant apparently took it upon themselves and spray painted a no parking zone to accommodate their delivery drive. That action prompted several complaints, and Conard said the town is addressing that issue and the spray paint will be covered. Vickie Chambers, executive director for the Coupeville Historic Waterfront Association said the spray paint incident is what prompted a dialogue about the delivery truck issues on Front Street. “They’re bigger, louder and more frequent,” she said. “It’s an issue and we’re hoping to work together to increase the safety on Front

Street.” Conard said the town is working with the association to work with merchants and the delivery businesses to see if deliveries can be completed prior to 11 a.m. each day and to ensure that more than one truck is not double parked at the same time. A letter was drafted by the town and association and was distributed to effected businesses. The Coupeville Marshal’s Office is also trying to open a dialogue with delivery drivers on a one-on-one basis. “Increasing people’s awareness of this rapidly will help,” Conard said.

Riders who rely on routes 5, 6, 7, 8 and 9, or Saturday service, will also be affected; the routes being changed are in North, Central and South Whidbey. Island Transit is holding a series of community meetings in August to discuss the modifications and suspensions. After Savary was fired, Rose brought back the former finance manager, Sandra Kuykendall, whom Savary had succeeded, to get things back in order. Rose also asked the state Auditor’s Office to come earlier than usual for the audit. During an interview this week, Kuykendall explained that she’s audited the records and developed a picture of what went wrong. She said Island Transit had $6.2 million in investments when she retired in January of 2010. Of that, $4 million was earmarked for the construction of a new facility. The rest essentially served as a reserve for the operating budget. “We have always been very healthy and very frugal,” she said. From looking through the books, Kuykendall said she discovered that Savary had stopped doing the analyses after the first few months without telling Rose; as a result, she wasn’t able

to warn the director or the board when the operations started running in the red. To cover the shortfall in operating expenses, Savary spent large portions of the investments as they matured, instead of reinvesting everything. By the end of 2010, about $500,000 of the investments were gone; another $700,000 was spent on operations in 2011, Kuykendall said. U.S. Rep. Rick Larsen helped Island Transit obtain an $18 million federal grant for the new facility in 2011. Island Transit needed to come up with $4.4 million in matching funds necessary. Rose said she thought the money was already in the bank. According to Kuykendall, however, investment funds continued to be raided to cover operating expenses until only about half of the original $6.2 million remained. Kuykendall said Rose had every reason to believe the money earmarked for the facility was still there and was understandably “blindsided” when the bills came due and Island Transit came up short. As a result, Island Transit obtained the $1.5 million bond to raise the necessary match and a $800,000 note for operating expenses. Kuykendall said investments are now at zero. Kuykendall said she was surprised that state auditors didn’t identify the problems in their yearly audits. “It would have been nice if they had said, ‘Whoa, horsey, where’s all your

cash?’ ” she said. Through it all, Rose claims that Savary never warned her about the cash flow problems. She said she didn’t think she had to micromanage the finance manager, but it’s something she will definitely do in the future. A reporter contacted Rose and a couple of IT’s board members about budget problems a month ago, but none of them mentioned the impending layoffs, widespread route cuts or that the finance director was terminated because of the cash flow problems. Rose told the reporter that the “county connector” in Skagit County was being modified and Everett connector canceled due to cuts in state transportation funding. She now says she didn’t realize at that time that deep cuts would be necessary to right the ship. In fact, Rose said she flew home from a family vacation just weeks ago after being notified of the seriousness of the problem. Rose said layoffs are being done in stages. Some were laid off as of July 1 and others have until July 31. The 13 operators will be laid off on Sept. 1. “As the executive director of Island Transit, I take full responsibility for this situation,” she said. “Island Transit truly regrets the disruption in service to our community members, and we deeply regret having to lay off some of our wonderful employees.”
