The city of Covington is hoping for help in providing a brighter, cheaper glow to the city. In step with multiple other cities in the state, Covington is hoping to replace hundreds of its street lights with more energy efficient light-emitting diode lights. The problem is upfront cost — an estimated $144,000, Public Works Director Don Vondran said the city would like to swap between 290 and 336 of the 491 bulbs lighting the city. The lights in question are on green fiber glass poles, with cobra heads and mast arms. These lights were installed by Intolight, a division of Puget Sound Energy. Intolight is offering a rebate of $19,000 to convert to LED, leaving a net installation cost of $125,000. The annual cost for maintenance and power of the current
King County’s sale of 35 acres of property in the Donut Hole to the Tahoma School District for the site of the new Tahoma High School is slowly inching toward completion. Previously stalled talks between the district and the county were restarted after a state law MAPLE was changed VALLEY to allow the city to annex the property into the city of Maple Valley in 2013. An agreement was reached later that year after the state legislature kicked in $4 million for the purchase. Additionally, the district began moving forward with design plans for the new high school after voters approved a construction bond in November that will

saac Johnson had been itching to ride in the annual Seattle to Portland Bicycle Classic since he first heard about it at age 13. This year, at 16, it became a reality. Johnson, who lives in Maple Valley, set out on the 202 mile journey Saturday morning with his dad, Kenton Johnson, and his uncle.
“I always loved going places, and since I’m not that old, well right now I am, but I wasn’t old enough to drive and go places, so I chose bike riding,” Isaac said. “Basically, once I started bike riding to places – lakes, parks, and then to school - I just never wanted to quit, so I just kept going and then I learned about STP Seattle to Portland — and I always loved both cities, Seattle and Portland.”

Isaac started riding his bike all over Maple Valley in 2011, easily racking up 20 miles a day, he said. This year he and his dad started increasing the miles, building up to between 70 and 80 miles at a time in preparation for the two long days to Portland. It wasn’t hard for Isaac to convince his dad, and then his uncle, to go along for the ride. “When I was his age I had my first road bike and I remember growing up riding on the BurkeGilman Trail and I’m from this area originally, so I grew up in these parts,” Kenton said. “It kind of brought back memories of enjoying riding and I really hadn’t [ more RIDE page 7 ]

Sheriff fires Holiwell BY DENNIS BOX Editor
King County Sheriff John Urquhart fired Darrion Holiwell Tuesday. Holiwell, a King County Sheriff ’s Office deputy assigned to the Ravensdale firing range, was arrested June 19 and charged with three felonies. He is in the King County jail with bail set at $150,000. He pleaded not guilty to the charges.
The King County Prosecutor’s Office charged the 49-year-old Holiwell with promoting prostitution, theft and selling a controlled substance, steroids. According to Urquhart, the criminal investigation is continuing. Urquhart said, “Darrion Holiwell violated his oath, the trust of his fellow deputies, and the trust of the citizens of King County. He does not deserve to be a police officer.”

Talk about a bad break. A 30-year-old man from the Maple Valley area was arrested and booked on July 9 for attempted burglary after attempting to break-in to a police officer’s home. According to Detective Jeff Johnson, with the Maple Valley Police Department, the owner of a residence on the 22800 block of
Southeast 266th Street returned home at around 4 p.m. and saw an unknown bicycle in his driveway. The homeowner, a police officer who’d just finished his shift, saw no initial signs of entry, but heard a splintering of wood from the backyard, Johnson said.. The officer went to the backyard and saw the alleged suspect peeking his head through a broken door to a crawl space into the house. Johnson said the homeowner

Bennett has been with the Sheriff ’s Office since 1990 and worked as Maple Valley’s chief for most of the past decade. She spent one year elsewhere within the Sheriff ’s Office when she advanced from sergeant to captain. In June, Bennett told the Reporter that she has
immediately drew his weapon and detained the suspect in handcuffs. “You know its a bad day when you pick the wrong house to burglarize,” said Johnson, who declined to name the involved officer but stated he was a member of an agency outside of the King County Sheriff ’s Office. “The guy is a uniformed police officer. It makes it a lot easier to do the case.” Johnson said the suspect declined to give a statement at the scene, but he didn’t believe the man realized the home belonged to an officer. “He had no clue,” Johnson said. “It’s just a target house… In this case, the house was up for sale so there was signs that the house was maybe not being occupied.” There were no injuries reported

Tim Eyman comes up empty
Rarely can the lack of action trigger so much reaction as it did last week when Tim Eyman didn’t do something he so often does – turn in signatures for an initiative. Word that the professional initiative promoter from Mukilteo failed to qualify his latest anti-tax concoction for the November ballot ignited an outburst online of those in the Puget Sound’s political punditry. That’s because it’s been a few years since Eyman came up empty in his attempt to legislate through the ballot box. His critics wistfully hope it is a sign of failures to come and an omen of his eventual exit from Washington’s main stage of politics. Without question, Eyman has lost his bling and his brand of self-centered politics dressed up as populism no longer gives voice to public angst and anger as it once did. But one setback isn’t likely to neuter Eyman’s influence – real and perceived – on the electorate or the electeds. There are reasons for this year’s dud effort. He had a poorly conceived measure and he never rebuilt the bridge to business supporters he blew up last year. This year’s offering, officially known as Initiative 1325, required lawmakers to endorse a constitutional amendment requiring that tax increases be approved by a two-thirds majority and then put on the ballot for voters to ratify. If they didn’t, the state sales tax would be slashed from 6.5 percent to 5.5 percent. That’s a pretty complicated sell for someone with a clipboard standing outside a supermarket trying to get signatures. And he didn’t have many of those because the usual flow of dollars to pay for them from Jerry Cornfield

During the next few days, legal pot stores will start popping up all over King and Pierce counties. However, some of our cautious, duly-elected, local officials have, diplomatically and politically, decided to slap a moratorium on legal pot within city limits. Of course, that’s only temporary, until they figure out how they want to handle the issue. In the meantime, to get your buzz on you’ll have to drive to retail weed stores in cities without a moratorium or just about any other wide spot in the road. I knew this would happen sooner or later, but it’s still a bit boggling to realize the hour has finally arrived. Yet, upon the eve of this auspicious occasion, there are still many people who can’t get their heads around the idea. The other afternoon, a rather casual acquaintance and I were sharing coffee in the Lee, when he turned to me and said: “I just don’t understand why a fella wants to try that crap.

There is no end to levies and taxes he could consider challenging on behalf of a citizenry which feels overtaxed. That requires Eyman to rethink his methods and his motives. Pushing initiatives in cities around the state isn’t easier and pays a whole lot less than what he’s been doing most of the past 15 years. If his “thousands of supporters throughout the state” are truly behind him this may be their only way to ensure there isn’t another November without an Eyman measure on a ballot somewhere.

Without that financial aid to hire professional petitioners, Eyman and his reputed “thousands of supporters” were on their own to get it done. And they didn’t. “We worked really hard, but our signature drive for the 2/3-For-Taxes Constitutional Amendment fell short this year,” Eyman wrote in an email to supporters, without acknowledging how many signatures were gathered. “We’ll just have to work even harder next time.” What “next time” looks like may determine whether Eyman effectuates a rebound to relevancy. If he wants to maintain a statewide profile, he’ll need to make amends with his old allies. Without their wallets and their wisdom, Eyman’s ability to continue earning regular paydays will

Can you explain that to me?” Well, yeah, I probably can. (And it isn’t very often I can explain much of anything.) There actually seems to be an innate, genetic reason for our desire to use not only pot, but a host of other stimulants and depressants and psychedelics, running the gamut from caffeine to heroin. Yes, you read that correctly. Inherent in our very DNA, there appears to be a desire – a biological need – to experience and seek new and original states of consciousness. Socialpsychological experiments have fooled around with this idea for at least 50 years and, in the last 30, the “hard” sciences have uncovered additional supporting evidence. A lot of it. While using CAT scans to map and define specific areas of the brain, scientists have isolated a particular region in our frontal lobes that quests and explores new experiences and new states of awareness. Through the years, scholars have hung various labels on this region and each label suggests a slightly different interpretation of what’s going on there. Thus, it’s been called the “curiosity center” and it accounts for our desire to experience new stuff in general. Christian groups have sighted this area as a
“spiritual center,” thereby claiming we have an inherent need for religion; that is, our brains are wired to seek “spiritual dimensions.” Hoping to be more objective about the whole thing, most scientists generally agree it’s a part of the brain that simply craves new states of consciousness. So, we consume caffeine because we want to wake up an be more alert. We smoke nicotine to get the same effect. We often use alcohol to relax, to attain a more mellow and sociable state of mind. Therefore, to answer the casual acquaintance I mentioned earlier, we try pot because we’re curious about the effects. Some people also try heroin. The intensity of our inherent desire for new experiences varies from one individual to another, just as I.Q. or physical agility or sexual energy varies. Then too, outside social conditioning and situations can suppress or stimulate our natural, genetic legacy. Consequently, some people anxiously and willingly and recklessly try any damn fool drug that comes down the pike, while others think twice before having a second cup of coffee. But – and this is my main point after all this scholastic babble – we all inherit, with varying degrees of intensity, a desire to seek and experience new states of consciousness. Other experts on the subject who commented on the study said that these latest findings confirmed prior research that also saw a connection between sedentary behavior and greater mortality risks. It would be unfortunate if the excitement over major sport events like the World Cup or the Olympic games didn’t trigger more engagement in physical activity, especially among the
young. These are occasions when parents could have a better shot at motivating their kids (and themselves) to exercise or just play together. “One big advantage is that children get to see many sports and athletes in a condensed time frame. It’s the perfect time for parents to encourage their children to consider what interests them,” said Karen Magnussen, herself a figure skater from Canada who won three World Championship medals and Olympic silver. Parents should listen and observe how their youngsters react, and support the ambitions they may develop based on what they see in the accomplishments of others, she added. THE LAND The 35 acre parcel is located in what is known to residents at the Donut Hole, which is 156 acres of unincorporated land within the urban growth boundary off KentKangley Road Southeast and Southeast 228th Street. It is home to nine holes of Elk Run Golf Course, a stand of trees and the county’s 13-acre roads maintenance facility. The county is buying out Elk Run’s lease on the property, to be vacated by the end of the year, and will also be closing the maintenance facility in stages. The Donut Hole property, which is officially known as Summit Place, was annexed into the city at the end of 2013, according to Maple Valley City Manager David Johnston. There was some confusion over the date of the annexation when it came up earlier this year that the county’s Boundary Review Board had not yet had the opportunity to review the annexation. “There was an administrative part of state law that was
[ RIDE from page 1] thought of getting a road bike and starting to ride was appealing.� For Kenton, riding the STP was an iconic Pacific Northwest bucket list activity. “I had a chance to climb Mount Rainier when I was about 21 or 22 and this was one of those bucket list things to do, so I said, ‘Ok, lets get ready and lets try it and lets do it,’� Kenton said. As they prepared, both father and son agreed that the hours on the bike were just as important as the number of miles they went. “You want to build up so you are riding eight to nine hours on the bike and it’s really about getting your posterior end conditioned for sitting on one of those little seats,� Kenton said. “You’re going to be on it all day.� Isaac remembered their first long ride from Marymoor Park to Gasworks Park as being tough. “It was kind of painful,� Isaac said. “And then a couple of months later my dad said there was a harder one.� That ride, from their house in Maple Valley to Mud

THE COUNTY
The city has been working on its end to make sure that the pieces are coming together for future development. Earlier this year the City Council passed an ordinance that will make it easier for the county to create the lot that it will sell to the school district. “They are finalizing that process now so they can create that lot description and carve it out of the whole 156 acres,� Johnston said. “So hopefully in the next couple of months you should see that sale take place.� Additionally, the city needs to update uses of the property in its comprehensive plan update it is undergoing this year and then change the zoning for the property. “That property is now going through two different comp plan processes,� Johnston said. “Right now any property in the Donut Hole does not allow educational facilities to be built on it and we are using this year’s comp plan update to change that.� The second part of the comprehensive plan update, Johnston explained, will focus on the remaining acreage. “That’s being incorporated into our vision process,� Johnston said. “Sometime in the second quarter next year, we know by June, it will be done — that the city will have acted on a comp plan and zoning changes for a comp plan update.� He added that the city has invited the county to weigh in
At the county level, the sale is slowly working it’s way through the bureaucratic process. Cameron Satterfield, the communications manager for the county’s department of executive services, spoke on behalf of the facilities management division, which oversees all of the county’s real estate assets. He said on Tuesday that the packet of information related to the sale started with the facilities management division and is currently with county Executive Dow Constantine’s office. “It is with the executive’s office right now for their review,� Satterfield said. “It will probably go the (county) council the end of this month or next month.� Once the information reaches the County Council it will be reviewed by a committee to be approved and then sent back to the full county council for approval, at which point it would become an ordinance and the sale would be finalized. “The closing on the deal would be no later than the end of the year,� Satterfield said. He added that it’s difficult to say when the closing date will be. “It really depends on the property, where it’s located, who it’s begin sold to,� Satterfield said. “There are so many variables that I couldn’t give you an exact timeline. This one has been in the works for a little while.�
Mountain Dam, was an approximately 70 mile round trip journey and became one of the most memorable of their training rides. “It’s up highway 410 going towards Crystal and it has about a 2.5 mile hill on the way up,� Kenton said. “The fun thing to see was the difference between that earlier ride Isaac described, which was a flat, probably 50-mile ride, to see him go another 20 with a lot more challenging, with a lot of road riding, little to no shoulder, and a nice big climb up 410. And right as we got almost to the top of the hill I was leading the whole way and I felt Isaac on my back tire, and I’m like, ‘Do you want to go ahead?’ and he blew by me and just left me in the dust. I’ve been training since Febru-
ary, I’ve put 1,700 miles on my bike and he still blew me away at the end of the hill.� While Isaac wanted to try for the full 202 miles in one day, the threesome decided they would stop for the day at Napa Vine, about 115 miles in, and complete the ride on Sunday. They stayed at Napa Vine Elementary School for the night, one of the STP pit stops along the route. Kenton said the organization of the race by the Cascade Bicycle Club made it easy to plan for everything from training to race day logistics. “They had a whole training schedule available online [ more RIDE page 8 ]

That’s apparently not fast enough. “I don’t see us moving forward without the funds,” Vondran said. “I don’t know where the money would come from.” Besides the potential cost savings, there are multiple benefits to LED lights: a whiter, brighter and cleaner glow; better color distinction at night; cutting electricity use; greater uniformity of light on the ground; and they last longer, reducing maintenance costs. The current lights have not been a cause of complaint for Covington residents, Vondran said. “It’s more about saving annual funds,” Vondran said. The lights needing conversion vary in age — from just a couple years to at least 10. The heads would not be touched only the light itself. Vondran said the city will apply for a Department of Commerce grant that would cover a larger chunk of the costs. Grant applications are not due until mid-September.

Ray Lane, Puget Sound Energy Spokesman, said the early adopters of the upgrade to LED street lights include Des Moines, Buckley, Woodinville and Sedro-Woolley. “Many of PSE’s municipal customers are currently discussing system-wide LED upgrades,” Lane said in an email. The city of Renton underwent a much larger streetlight conversion in August, changing about 3,865 bulbs, which cost about $4.3 million. Renton funded the replacements with a $500,000 grant from the Department of Commerce, $589,000 from Puget Sound Energy and $3.2 million from a 15-year low interest Qualified Energy Conservation Bond. Preeti Shridhar, Deputy Public Affairs Administrator for the city of Renton, said anecdotal feedback from the public has been nothing but positive. “What we’ve heard is people really like the lights,” she said. “The whole place lights up… From a community perspective this has been a wonderful program.” Vondran said he is hopeful for good news on the grant front, because it is expensive to pay for the current street lights. “It would be great to save $15,000 a year,” Vondran said. “It doesn’t seem like a lot but it does add up.”

He also said that there were plenty of resources available along the way, including meal stops, mechanics and medical help. “We basically are prepared to repair a flat if we get one between 20 mile stops or between mechanics, but all along the way they will have mechanics available,” Kenton said. “They even have massage available. We’ll carry a multi tool and a tube to change a flat but otherwise there will be services available if we need them.” On their way home on Tuesday, Isaac summed up the experience by saying, “It was great.” “I thought the only difficult things were the two hills we did the first day,” he said. “That was a hot day, probably in like the
90s. The second day was pretty easy, it was mostly flat and basically the only problem is it started raining at the end. And also there was lightning.” His favorite part of the experience was riding on the highway and how much speed he built at the end, heading into Portland. “I had a good group to pace myself with,” Isaac explained. And as for the true test of completing any event, Isaac definitively said he would ride the STP again. “We don’t know if we’re going to do it next year, but I would do it next year if I could,” Isaac said.

KENTLAKE ALUM GRADUATES BASIC TRAINING Air Force Airman 1st Class Kyle L. Murphy graduated from basic military training at Joint Base San Antonio-Lackland in San Antonio, Texas. Murphy is a 2010 graduate of Kentlake High School. The airman completed an intensive, eight-week program that included training in military discipline and studies, Air Force core values, physical fitness, and basic warfare principles and skills.
Carpooling to the Big Show

Taylor Smart and Jordan Cowan are friends and rivals; teammates from an early age who ended up thousands of miles apart, but now share a simple car ride on the road to the majors. They took diverging routes to the same place. “Coming out of high school he had a little jump start,” said Smart, a 22-yearold infielder from Maple Valley. “We each had different paths and I wouldn’t trade mine for anything. He got picked out of high school and I got picked out of college.” The Seattle Mariners drafted Smart, a 2010 Tahoma High School graduate, in the 26th round of the 2014 draft, assigning him to the A-league affiliate Everett AquaSox. In the process, he joined Cowan, 19, who was drafted directly out of Kentlake High School in the 37th round of the 2013 draft and sent to the Aqua Sox after spending last season with two Mariners’ Rookie league affiliates. Cowan remembers lis-
tening to the draft when he heard Smart’s name called. “I was like, ‘what, who? I know that guy,’” said Cowan, a sweet-swinging lefty second baseman. After two successful seasons at Western Nevada College, Smart finished his career at the University of Tennessee where the righthander batted .280, with a .381 on-base percentage, with six home runs and 48 RBIs. Cowan, hit .255 over 44 games on two rookie-level teams in 2013. Although the AquaSox sit at the bottom of the Northwest League standings, Cowan has put together strong offensive numbers for a second basemen. He ranked near the top of the team with a .284 batting average through 23 games, as of Tuesday. Smart has had a slower start, batting just .220, but had notched nine RBI’s. Smart should have collected his first professional home run on July 9, for a ball that appeared to hit a metal sign beyond the fence, but the umpires ruled it stayed in play. Smart said Cowan has helped ease the transition to professional baseball, although his stroke at the plate hasn’t yet caught up with his defensive prowess. “I’ve been playing pretty dang good defense,” said Smart, who mainly plays shortstop and third base,
but can play three infield positions. “I’ve struggled a bit offensively — it’s a bit of an adjustment period. I’m not worried about it at all... As hard as it is, you can’t look at the numbers because it’s only going to mess with your head.” Cowan said his professional experience is enhanced by having a familiar face along for the ride.
“I’d always been watching him play and learning from him and now I get to play with him,” Cowan said. “It’s pretty cool.” The pair grew up together in baseball through the well-known Stubby’s Infield camps run by Bill Stubbs. Smart said. “We would see each other most every day in the summer and work out together.â€? Cowan even remembers trying to mimic Smart’s fielding mechanics when growing up. “He’s like a big brother to me,â€? Cowan said. Despite the natural rivalry between Tahoma and Kentlake, Smart said the competition never soured their relationship. “We never liked each other’s high school teams but we always liked each other and respected each other,â€? he said. Somehow, despite their lofty big league dreams, Smart doesn’t remember any conversations about playing together in the pros. “It’s kind of crazy how it all worked out,â€? Smart said. “It’s just kind of one of those weird coincidence things, but kind of cool how it happened.â€? Since both players live at home with their parents, the drives to Everett Memorial Stadium have been relatively easy. Smart’s car still remains in Tennessee, so Cowan’s been doing the driving thus far. Typically, 90s hip hop, rap or techno bounce out the stereo speakers, as the pair talk about the last game, next game and/or upcoming road trips. It takes between 50 minutes and 1 hour 15 minutes, depending on traffic. They usually arrive before the rest of

their teammates. “We’re always talking baseball, so it kind of helps,� Smart said. Minor league baseball can be cutthroat, everyone aiming for solid stats to get noticed and advance toward the big club. But Smart doesn’t look at his fellow infielder as competition. “I don’t think you can really look at it like that,� Smart said. “We each want to be successful. It’s going to come down to who produces. If we both succeed, we both succeed.� There’s no crystal ball into baseball future and Smart doesn’t really consider the possibility of playing side-by-

side with his friend in Mariner’s caps. He’s busy focused on the now, not the potential five or six years, quite literally, down the road at Safeco Field. Though, he admits, it would be pretty cool. “It would be crazy if both of us got up there,� Smart said. “I don’t think I could even put that into words.�
