A career fireman found out what it’s like to be rescued this week after a morning crab pot check turned into a life-threatening emergency. Charles “Chuck” Maddox, a Freeland resident and Snohomish County Fire District captain, was checking his catch in Holmes Harbor shortly after 7 a.m. Monday when a line around his foot caused him to lose his balance and fall overboard. Maddox found himself treading very cold water and attempting to right the small aluminum dinghy, but meeting with limited success. Knowing from his training that the danger increased with every second spent in the frigid water, estimated by the National Oceanic and Atmospheric Administration to be in the low to mid 50s, Maddox did the last thing he could — he began calling for help and blowing a whistle attached to his life preserver. “God did I blow that whistle,” Maddox later laughed, recalling the chilly water temperature. Fortunately for Maddox, someone heard
him and that was East Harbor Road resident Virginia Bloom. She and her husband, Ken, were still in bed and only half awake when they heard a puzzling sound. “I’m thinking, ‘That’s not a bird, what is that?’ ” Bloom recalled. Listening for a few minutes, it became clear that it was in fact a whistle and that a person was also yelling for help. Rushing out to the edge of their property, their suspicions were quickly proved correct. “Sure enough, there was a guy clinging to a half submerged boat ... he was yelling ‘I’m freezing.’ ” Ken Bloom called 9-1-1 and about 15 minutes later, the couple watched as a South Whidbey Fire/EMS marine rescue boat sped out and scooped up a very cold Maddox. According to Deputy Chief Mike Cotton, the recovery went smoothly and without incident. They were all back at the Freeland Park dock within a few minutes, and the crew of the fireboat watched as their shivering Snohomish County colleague dashed to an SEE RESCUE, A11
Management of the Island County Fairgrounds is still the responsibility of the Island County Fair Association, for now at least. That may change in the coming months, or even later this week, as the county’s budget director and commissioners will discuss the property’s lease agreement. Discussion is scheduled to begin 11 a.m. today in the commissioners hearing room in Coupeville. The two parties — the county and the non-profit association — are still waiting to see what will be worked out. Diane Divelbess, president of the fair association, said her agency needs adequate funding to run the 12.8-acre property, and that their position is resolute. If they do not get financial support from Island County, they are prepared to walk away from the property and focus solely on producing the four-day fair. “In order to put on a better fair, we just think that a different arrangement has to be made,” Divelbess said. Don’t think the fair association’s resolve undermines their commitment to the dusty, rustic fairgrounds though. “It’s hard to do because we’ve invested a lot of blood, sweat and tears,” she said. Island County commissioner candidates share vision By JANIS REID South Whidbey Record While candidates for Island County Commissioner District 3 share the desire to help shape the future of the county, their individual visions differ widely. The five candidates — four Republicans and one Democrat — will compete for the top two slots in the Aug. 5 primary and advance to the general election in November. District 3 voters will select the two final candidates, but the winner will be selected in a countywide vote. Camano Island Republican Kelly Bagley, a quality assurance technician for Amazon, said his priority will be bringing “joy” to Island County. Bagley said he learned this “joyful” model while he served as a missionary in Africa, and would provide the same model to each department head and committee chairperson. As a leader, Bagley said he would ask staff what they need to do their jobs and free them to use their creativity in problem solving. “I would say, ‘How can I help? What do you need to unblock your creativity?’” Bagley said. “This is at the root of all the issues the county faces.” “It all comes back to joy,” Bagley said. Marc Hennemann, also of Camano, said he plans to be a good steward for constituents’ tax dollars if elected. “I’m hearing from people that we are spending a lot of money and they don’t like how we’re spending it,” Hennemann said. “What

Camano Island Republican Aubrey Vaughan, who was selected last month to serve as interim commissioner until the election, said that his top priority is working with the other two commissioners to find practical solutions. Vaughan has ser ved on the county’s Law and
Justice Committee for the past year. “I want to demonstrate that I am a participant in governance,” Vaughan said. “It doesn’t have to be the way it was. You don’t walk into a room with a solution. You have to work with people.” Vaughan said he hopes to bridge the divide between Whidbey and Camano islands and help the residents of his district feel heard and represented.

PARKS Possible pay changes coming Possible compensation changes will be discussed at the South Whidbey Parks & Recreation District’s commissioners meeting Wednesday night. The meeting, which begins at 6 p.m. at 5475 Maxwelton Road, will include discussion of the parks district’s compensation and benefits study. There will also be an executive session, closed to the public, for them to discuss implementation of the compensation study’s results. South Whidbey Parks commissioners also plan to review their fees and charges policy. Such a policy would include possible rental of the covered picnic areas at Community Park and the Sports Complex.

COUNTY Funding for sex offender program The Island County Sheriff’s Department will receive $75,778 for the Registered Sex Offender Address and Residency Verification Program. State funding in the amount of $4.8 million was allotted in 2012 to local law enforcement for fiscal year 2012 under state code for the verification of sex and kidnapping offenders. This annual award is effective July 1 through June 30 of next year. Island County Sheriff Mark Brown said he keeps track of roughly 100-115 sex offenders county wide. Offenders level I through III are required to undergo face to face verification every three to 12 months depending on the level of their offense. The program was initiated by the state in response to the 2007 abduction, rape and murder of 12-year-old Zinna Linnik of Tacoma. Terapon Dang Adhahn, who was convicted of the crime, was previously convicted of a sex crime but was considered a “low risk” Level I sex offender. The lack of proper registry reporting factored into the crime, leading to a statewide debate on sex offender monitoring, according to news reports.
NAS WHIDBEY Officer to break pull-up record A petty officer stationed at Whidbey Island Naval Air Station plans to attempt to break the Guinness World Record for “Most Pullups in 24 hours” on July 26. Mike McCastle said he is performing the feat to raise awareness and funds to assist service members who have been injured in the line of duty. All proceeds from the event will be donated to the nonprofit organization Wounded Warrior Project, and will support a full range of programs and services for this generation of injured veterans and their families. “It’s not about the record,” said McCastle in a news release. “It’s not about the war. It’s about the warrior. This challenge will test my physical limits, but I will recover. 24 hours of discomfort does not compare to the sacrifice our wounded service members and their families make every day.” The event will be held at Fort Nugent Park in Oak Harbor starting at 6 a.m. when McCastle will begin performing pullups for 24 hours straight in an attempt to break the current world record which, according to Guinness, is 4,030 set by Navy SEAL David Goggins. The event will host live music, vendors, a raffle and other activities to help raise awareness and donations in support of the Wounded Warrior Project.

Editorial Benefits outweigh the bad of Glendale Imagine if you lived a few blocks from the water, or maybe just across the street, but you had to get in your car and drive miles away just to legally stand on the beach and throw a few stones into the waves. That’s the situation in some areas of Whidbey Island where the shoreline is tied up in private hands and public beach access is scarce. Fortunately, Island County government has taken steps in recent years to help ensure that people can get to the water without leaving their neighborhoods. The county, for example, is currently in the midst of litigation with a Greenbank resident over the ownership of a beach property. In a split decision last year, the county commissioners accepted a donation of 300 feet of Mutiny Bay. These actions have been politically difficult and have encountered snags along the way, but will ultimately improve the quality of life for Whidbey residents. Most recently, however, the county commissioners nearly passed up the chance to purchase a valuable beach property in the Glendale neighborhood of South Whidbey because of concerns that the county doesn’t have the funds to maintain it. Proposed by the Whidbey Camano Land Trust, the organization altered the terms of its original proposal — it agreed to manage the area preserved — and is partnering with the county on the project. Island County is applying for two state grants, totaling about $900,000; the Land Trust is using its own money and borrowing more to purchase the property upfront and will hopefully be reimbursed once the county receives the grant money. Three separate waterfront properties will be preserved. One houses the old Glendale Hotel and the pier, another is an adjacent parcel with a house and boat launch, and a third is undeveloped property just south of that. Unfortunately, the Land Trust may remove an existing concrete boat launch and an over-water pier at Glendale. With limits on funds, the group has little choice but to demolish the over-water structures, particularly the boat launch. The end result will be 420 feet of shoreline secured for public use, but property restricted to non-motorized use only. The pier is old and constructed with creosote pilings. It’s currently closed, and renovation to make the structure safe would top $200,000. The Land Trust should make sure it explores every option before taking the step of removing either the boat launch or pier. With strict rules nowadays on the construction of shoreline structures, it’s likely that they will never be rebuilt once they are gone. Perhaps the Land Trust could team up with Island Beach Access for a fundraising effort to preserve one or both of the structures. But even if such efforts don’t work and the structures are removed, the decision to preserve a key piece of beach access for the Whidbey Island community was the right one. Once again, the Land Trust came to the rescue.

Editorial claiming First Street project was ‘rude’ was uncalled for Editor, Due to the two recent articles regarding the cancellation of my First Street development in Langley I would like to clear up a few errors. The project was designed originally to have two stories that ran the length of the property at the First Street level. There was never any plan to ask for a third story level as the code allowed only two stories. After two years and three different designs, I hired a new archi-

He and Langley Community Planning Director Jeff Arango came up with the third story addition, open space and building separation idea as it was done at the Wharf Street, and Jeff thought it could be a trade off for the open space that I was providing. This would have rid the project of its bulkiness and scale. The trade off would have given me the lost space that was imperative to reclaim as the below level building costs and the bluff retaining walls were extremely expensive and critical to the project. We came up with a plan to build a large viewing platform between the two restaurants with public access that would have given the citizens a spectacular unobstructed view of the entire Saratoga Passage. We were unable to work this out with the planner so I decided that I had put enough money and effort into trying to do this project. More problems face First Street than views Editor, I want to criticize the editorial, “First Street proposal was not a good fit,” written by Justin Burnett in the July 12 edition of the South Whidbey Record. Just a week after the newspaper asked the community what they want from their community newspaper, he wrote a scathing editorial about the Francisco commercial proposal in Langley. His editorial missed some very important facts, which were easily obtainable. As a community, I think we all want fair reporting and editorial opinions that don’t rush and don’t miss facts. The City of Langley, the South Whidbey Record, and some in the community, are focusing on the height of Mr. Francisco’s development and potential water view blockages. That is all well and good, but why is no one focusing on the stability of the bluff at First Street? This spring I found three reports online (1983, 2006, 2011) that the City of Langley has regarding hazard/emergency mitigation. These reports show that the City of Langley has known for decades that they have a street safety problem. In 2013, rain and melting snow caused a major slide from Cascade Street to Wharf Street, blocking the marina, businesses and residences. Luckily, no one was hurt. The 1983, 2006 and 2011
reports are clear that First and Wharf streets are at risk due to bluff stability. The city knows they have this issue, yet I can’t find evidence of any current grant applications or anything else that would help the city afford to have stabilization work done. At one point, the city did have a grant to widen Wharf Street, which would also stabilize the bluff. C’mon folks, we have a far more serious problem than just views of the water. If First Street is damaged beyond repair because of a slide or an earthquake, downtown Langley will be affected in a major, negative way. Mr. Francisco’s project offers engineered bluff stabilization for his property and for First Street to the tune of at least 210 feet along First Street, at no cost to the City. Vet response to pet crisis was awesome Editor, As part-time island residents, my family has had little need for veterinary assistance for our animals, who travel with us every summer. This past Saturday morning, however, our little Schnauzer took on an opponent that was more than she bargained for, causing her to suffer serious injury. After frantically calling area vets, we found the only one open on Saturday morning was South Whidbey Animal Clinic. As we approached the clinic with our wounded Daisy, we found the Clinic’s staff on the sidewalk waiting for us. They immediately took her to stabilize her and assess the injuries. They acted with calm professionalism, understanding and compassion. Daisy needed to be transported to the mainland for additional care and the clinic not only arranged the details, but also called ahead to the ferry so we could get priority boarding.

By JIM WALLER Whidbey News Group Central Whidbey’s season came to a crashing end Monday at the Little League junior All-Stars softball tournament at Meridian Park in Shoreline. The team of 13/14-yearolds lost 15-12 to Woodinville, which eliminated Central Whidbey from the state tournament. Things in Shoreline start-
ed off rocky for Whidbey. Ridgefield, the District 6 champion, defeated Central Whidbey 11-4 in both teams’ first game Saturday. But Whidbey rallied for a close victory Sunday over Bellevue/Mercer Island. Boosted by the bat of Sarah Wright and the arm of Bella Northup, the Central Whidbey team returned to its winning ways with a 4-1 win. Wright drilled a two-run home run with Katrina McGranahan, who reached base on a single, aboard in the fifth inning to snap a 1-1 tie. Northup, meanwhile, buzzed through the District 9 lineup with a one-hitter
complete game, striking out nine and walking two. Central Whidbey’s first run came on Robin Cedillo’s RBI single that drove home Northup. Hope Lodell tacked on the final run with a sacrifice fly in the sixth. Central Whidbey shook off the first-game jitters that haunted it the day before to play error-free, “solid fundamental defense,” according to coach Kevin McGranahan. The win lifted Central Whidbey’s season record to 18-1 and pushed it into a loser-out game with Woodinville on Monday. Woodinville opened the tournament with a 17-5 win over Evergreen and then lost 12-3 to Auburn.

By MICHELLE BEAHM Whidbey News Group When Holly Slothower wanted to find a way to better her future and gain some life skills, she found a great opportunity with Central Whidbey Island Fire & Rescue. She was only 17 when she started the classes to become an emergency medical technician, and by the time her training was complete, 18-year-old Slothower was working as a volunteer EMT, and eventually went on to be trained as a firefighter, as well. “It was probably one of the best decisions I could have done,” she said. “It’s given me a lot of insight that most teenagers don’t get in the early stages.” “It was awesome.” Now 20, Slothower is a part-time employee with the department, and intends to use her training and experience to someday pursue a career in law enforcement. The fire district, which covers about 50 square miles from Mutiny Bay and Highway 525 to Libbey Road and Highway 20, currently employs 12 full-time staff and nine part-time employees. The department has just 17 volunteers. “In a perfect world, somewhere between 30 and 40 volunteers would be wonderful,” said Chad Michael, deputy chief of Central Whidbey Fire & Rescue. Central Whidbey has three fire stations and would ideally have about 10 volunteers for each station, according to Michael. By comparison, South Whidbey Fire/EMS has about 50 volunteers. Deputy Chief Mike Cotton said the district could use a few more at some stations, but that overall volunteer levels were steady. “I wouldn’t say we’re strug-

According to Central Whidbey Training Captain Jerry Helm, anyone 18 and older living in the district can volunteer. “Men, women — doesn’t matter,” Helm said. “Everybody above 18 years old and can drive a vehicle [can] start the process.” The training process, which is completely paid for by Central Whidbey Fire & Rescue, includes a few months of training, with classes on nights and weekends to fit around work and class schedules a volunteer may have. Volunteers can become firefighters, EMTs or both,

of people, and if you have time and can make it work, it’s a good opportunity to be involved in your community,” said Helm. Michael said that volunteers have the option of either responding to any emergency calls they choose, or signing up to be on-duty volunteers out of the station itself, when they will then respond to any call that comes in. Kyle Jacobsen started his firefighter training when he was 20 and still in college. Since graduating, he got a job
off-island, but still returns to Whidbey Island for his parttime job with the station. “It was a great opportunity,” Jacobsen said. “It was a good step. I wanted to see if this is what I wanted to do, and being a volunteer helped form that, and I knew I wanted to serve some way.”

according to Helm, and the training for one takes about three to four months. Helm said that anyone considering volunteering with the district is more than welcome to call or drop in for more information. He said he would happily talk about what being a volunteer would entail, the training and the work. “The initial training up front is a little bit of a time commitment, but once that’s over with, you get to be involved with a good group

Not all volunteers turn firefighting into a career, though. Most of them remain volunteers and work their day jobs. “In my mind, the biggest benefit is the fact that, particularly in a small community, is that you get to help out your friends and family and neighbors,” Michael said. Helm said a benefit for some people is that the training counts towards some college credit. According to Slothower and Jacobsen, many fire departments can sometimes look down on volunteers as not being on the same level, but they said that it’s the complete opposite at Central Whidbey Fire & Rescue. “That’s one thing I really love about my department,” said Slothower, “There’s not really a bridge between full time, part time, volunteers. ended very differently had he not been wearing a life preserver. Even those who are trained in emergency response can find themselves in unexpected trouble, which is why it’s so important to always be prepared, he said. While this was a lighthearted incident that ended well for a friend and colleague, Maddox’s rescuers agreed this was a testament to the importance of both having and wearing a lifejacket. “They don’t work unless you wear them,” Cotton said. “He was wearing it and it saved him.” He noted that the water temperature is still cold enough in the summer to result in a fatality. Bloom, who later learned that it was Maddox, a neighbor for many years, said she was relieved to hear he was OK. “He won’t live this down for a while, but thankfully he lived through it,” Bloom said.

The seaside streets of Langley brimmed with light, laughter, art and music this weekend during the 39th annual Choochokam Music and Arts Festival. Choochokam, or a gathering of stars, appeared to live up to its name this year as thousands of attendees filled the town with a jubilant ruckus. Art and craft vendors lined the roads selling wares ranging from glimmering accessories to vibrant paintings, Mehndi body art, handblown glass and more. Shop owners and artists chatted with customers composed of friends old and new, neighbors and visitors from Everett to the East Coast. The scents of a savory smorgasbord of foods wafted from the edge of the festival area where restaurateurs served up a variety of delights from falafel to pulled pork, pad Thai and shaved ice. To combat any concern that the warm weather might damper anyone’s enjoyment, South Whidbey Fire/EMS set up a spray-pole near the food vendors and nonprofit area, which doused attendees with a spritz of cool water. In the Kids’ Zone, members of the Whidbey Children’s Theater and Northwest Language Academy entertained

Foundation volunteer and South Whidbey resident, sold souvenir posters and T-shirts from the non-profit booth located in the US Bank parking lot Sunday afternoon. According to Copenhaver, sales, like the spirits of her fellow festivalgoers, were high. “We’ve only lived here for three years, but it’s everybody’s favorite weekend,” she said. Copenhaver added that, despite a blown-out knee, the street dance remains her favorite part of the festival. “Jumping on concrete is probably not the best decision,” she said with a laugh. The dancing didn’t end with the dimming of Saturday’s festival lighting, and by Sunday morning kids and adults from the Good Cheer Thrift Store to Useless Bay Coffee Company were back to tap their toes and
sway their hips in time. Robert Keene and his son came from Burlington to sell their handmade sterling silver, gold, copper and bronze jewelry. They have been coming to Choochokam off and on for 12 years, returning for the idyllic location and lively festival aura as much as for the solid customer base. “It’s a beautiful place,” Robert Keene said. For next year’s 40th festival, organizers intend to turn up the volume and incorporate even more musical acts. the fairgrounds from a rural ring of stables, barns, arenas and stages into a modernized event center that would be leased out year-round. The hope was that such a facility would bring in a greater and steady source of income. But critics disagreed with
its projections of drawing hundreds of thousands of visitors to the small fairgrounds, as well as its designation of several structures for demolition. That proposal now appears to be mothballed as the property’s near future gets sorted out.
Elaine Marlow, the county’s budget director whose department handles landlord duties such as the fairgrounds, said she did not expect new information to be presented from her end. She was waiting on financial information from the association about its utilities and general maintenance expenses, which she thought would not be presented until after the fair at the end of July. “Obviously they’re busy getting ready for the fair,” Marlow said. “My task is to look into the lease and come up with some information on the actual cost spent on the property,” she added.

ment. Port commissioners spent part of their July 8 meeting talking about running the fairgrounds. Port Commissioner Ed Halloran, who represents Langley, said they were no closer to a decision than they were last month. “I think people are going to have to be patient,” Halloran said, adding that as a first-year port commissioner he is still learning about the district. His novice status on the port board did not keep him from explaining that the district would need to hire someone if it indeed assumed the property. “It’s a big, big request for the port to do anything more than be one of the components,” Halloran said. “But to even start to hint about managing that thing, I think it’s clear that it’s unmanageable.” Were the port to assume management of the property and its aging buildings, many of which were claimed by proponents of the fairgrounds overhaul to be beyond repair, it would leave the fair’s production to someone else. A driving reason for the port to even consider something with few maritime ties is the district’s mission to “enhance the economic wellbeing of the community.” Even that part of the nowstalled fairgrounds proposal was hotly debated in public presentations. Some people decried the possible increase in traffic given the revamped fairgrounds’ productivity. For the fairgrounds to make money, it needed to host events nearly every week of the year. Halloran said he had concerns about making the fairgrounds, as they exist now, marketable for revenuegenerating events other than the Whidbey Island Area
Fair. “The fair is terrific,” Halloran said. “It meets all of the needs of the community. But what are you going to do the other 50 weeks?” Funding is a major concern of port leaders. The district has a small staff that runs eight locations on South Whidbey, many of them boat launches and waterfront parks. Its taxing authority is defined as all of South Whidbey, essentially from Mutiny Bay Road’s northern extent to Possession Point. Having the port as its landlord was OK with the fair association, as long as the district could adequately maintain the property and its buildings. “The thing is, the port has a limited taxing authority, which we don’t have as a fair association,” Divelbess said. “Whether that’s sufficient for them to tackle this, only time will tell … . At least they might be in a position to say, ‘Let’s talk.’ ” Getting the county to commit more money and a dedicated staff person to run the property would help make the property more profitable, Divelbess said. “Everybody on the island wants the fairgrounds to continue to exist and to maintain its heritage, its charm and usability,” she said. “To get more help from the county, its usability would increase.” Halloran said the county has some soul-searching of its own to tackle. He noted that there is a new interim commissioner, and that by next year, another commissioner may be in his place. Depending on who is voted in, Halloran said, could greatly impact the county’s dedication to figuring out what to do with the fairgrounds.
