City Council shifts marijuana businesses to industrial zones BY TJ MARTINELL tmartinell@kirklandreporter.com

irkland City Council voted to prohibit marijuana business from opening up in the Norkirk, Moss Bay and Everest neighborhoods while approving them in other Light Industrial Technology (LIT) zones. At its meeting Tuesday night, the council voted unanimously to amend its interim zoning regulations
adopted in March concerning possible marijuana businesses in LIT zones adjacent to residential neighborhoods. The amendment prohibits marijuana businesses in LIT zones where 50 percent or more of the zone’s boundaries are with commercial zones. The interim zoning regulations and the amendment passed Tuesday night are set to expire in September, when the council is expected to take the
matter up again. In a June 6 memo sent to City Manager Kurt Triplett, city staff concluded that it was best to restrict marijuana retail outlets in some or all of the LIT zones under the interim regulations, which last for six months before they expire. City Manager Kurt Triplett stated in a phone interview that the council
has several options available in September. They can either allow marijuana sales only in LIT zones substantially bounded by commercial zones, remove all LIT zones as possible locations for marijuana stores, or restrict them in certain LIT zones while allowing them in other areas, such as North Rose Hill and the area between the Cross-
Kirkland Corridor and Kirkland Avenue south of Central Way. No matter what they decide, however, Triplett said the council is unlikely to pass a permanent ordinance until sometime next year due to other issues on the Planning Commission’s agenda. In March, the council imposed a moratorium on marijuana stores in the Market Street Corridor and other neighborhoods
like Norkirk after residents complained about the potential impact on traffic and crime. Properties that are located next to the designated Kirkland School Walk Routes are also exempt from having marijuana shops. The Kirkland City Council declined to move forward with a bid for a 9/11 memorial sculpture at their June 17 meeting after citizen proponents withdrew their support. The city survey results were fairly lopsided, with approximately 83 percent of respondents in the survey voting no when asked if they supported the city’s purchase of the sculpture. When asked if they supported the city commissioning or purchasing public art commemorating 9/11, 79 percent voted no, and 74 percent voted no when asked if they supported a memorial in Kirkland commemorating 9/11. Respondents provided a variety of reasons for rejecting the proposal, which included the proposed location, Juanita Beach, a place they felt was not appropriate for the sculpture. Some respondents also felt that the art should be purchased privately. During its May 20 meeting, the Council voted unanimously to ap-

Soccer star Hope Solo pleads not guilty to alleged assault BY TJ MARTINELL AND MATT PHELPS Kirkland Reporer
Two-time Olympic gold medalist and Kirkland resident Hope Solo pleaded not guilty to domestic violence charges at the Kirkland Justice Center on Monday. The prosecutor originally asked for $5,000 bail but Kirkland Municipal Court Judge Michael J. Lambo released her on recognizance with a pretrial hearing set for Aug. 11. Lambo also barred Solo from drinking alcohol prior to her next court date.
Solo was arrested for domestic violence after a family argument turned violent at her half-sister’s Kirkland home. Lambo issued a nocontact order with the two alleged victims. Kirkland police responded to a call of disturbance at the home around 1 a.m. on Saturday morning. “The male caller stated that a female at the residence was ‘hitting people’ and they could not get her to stop or to leave the house,” Kirkland Police Lt. Police Blotter The blotter feature is both a description of a small selection of police incidents and a statistical round-up of all calls to the Kirkland Police Department that are dispatched to on-duty police officers. The Kirkland Reporter police blotter is not intended to be representative of all police calls originating in Kirkland, which average about 1,000 per week. Between June 13-19 there were 430 traffic incidents, 18 noise complaints, 14 vehicle thefts, 18 traffic accidents, 12 civil incidents, 41 alarm calls, 38 general traffic incidents, 19 abandoned vehicles, 27 warrants served, 16 cases of harassment, 12 thefts, two violations of court orders, 17 vehicle prowls, 11 animal calls, eight hit and runs, seven DUIs, 11 disturbances, 16 cases of fraud, six domestic disturbance incidents, two malicious mischief incidents, one burglary, two assaults, one trespassing incident, one vice incident and 39 incidents involving one or more arrests.
June 19 Assault: A 19-yearold man was arrested after he got drunk with his father and hit him while staying at his home for several days. Warrant: 7:40 p.m., 200 block of 6th Ave. A 26-year-old woman was arrested on an outstanding warrant.
June 18 Felony warrant: 1:35 a.m., 12000 block of NE 128th St. A 28-year-old man was arrested after he lied to a police officer about his name when he and other friends were contacted for jaywalking. It was later discovered he had an outstanding felony warrant from King County for ID theft and a bail of $10,000. Assault: 4:48 a.m., 120 block of 5th Ave. A 24-year-old man was arrested after he assaulted an inmate while in the same cell. He was transported to another facility because there were too many inmates for him to have his own cell. License suspended: 10000 block of NE 107th Pl. A 47-year-old man was arrested when it was discovered, following an altercation with his neighbor, that he had his driver’s license suspended. The officer who made contact with the suspect stopped him several blocks from the incident in his car. He was taken into custody, booked and cited. No crime was reported between the suspect and the neighbor. Harassment: 10000 block of NE 107th Pl. A 47-year-old man was arrested for harassment after making threatening statements to his neighbor during an argument.

He was booked into the King County Jail. Assault: A 26-year-old woman was arrested after assaulting 29-year-old man. Officers responded after receiving a call from a witness who stated they heard a woman yell “let go of me.” The officers spoke with both the man and woman and determined the woman was the primary aggressor after they found injuries on the man.
June 15 Protection order: 1:04 p.m., 9700 block of NE 119th Way. A 20-year-old man was arrested for assault and violating a no contact order with a 21-yearold female. Warrant: 4:05 a.m., 120 block of 5th Ave. A 34-year-old man was arrested on an outstanding warrant. Assault: 3:56 p.m., 9000 block of 132nd Ave NE. A 34-year-old man was arrested after he slapped his grandmother in the face and shoved her into the wall. He was booked into the Kirkland Jail. Driving while license suspended: 7:13 p.m., 13000 block of 109th Ave NE. A 34-year-old man was arrested for driving with a suspended license and booked into jail. Warrant: 11 p.m., 12000 block of NE 124th St. A 27-year-old man was arrested for an outstanding warrant for negligent driving and booked into the King County Jail.
Mike Murray said. Murray added that upon the officers’ arrival at the home, they could immediately hear the sounds of the disturbance from outside the residence. When officers entered the home they noticed Solo was upset and intoxicated. They also observed visible injuries to Solo’s 17-year-old nephew and her sister. Solo’s nephew had visible scratch marks, was bleeding from his ear and his t-shirt was torn, according to court documents. Solo was upset because “her husband refused to take her to catch a flight because he was being a jerk.” The former University of Washington soccer star is married to former Seattle Seahawks tight end Jerramy Stevens and her legal name is Hope Stevens. The teen told police that Solo appeared intoxicated when she arrived at her half-sister’s home and the
two women continued to drink. An argument between the teen and Solo ensued when she told the boy that he was “too fat and overweight and crazy to ever be an athlete.” The argument became physical, according to court documents. The boy broke a broomstick over Solo’s head. When the Solo’s sister attempted to break up the fight, Solo allegedly punched her in the face, the documents continue. The teen allegedly pointed a BB gun at Solo in an attempt to get her to leave. The boy told police Solo “kept circling like a shark.” Solo was charged with two counts of domestic violence and booked into the south King County detention facility on Saturday morning. “Hope is not guilty of any crime. In fact, our investigation reveals that Hope was assaulted and injured during this unfortunate incident,” Solo’s defense attorney Todd Maybrown said in a statement. “We look for-
ward to the opportunity to present the true facts in court and to having this matter behind Hope very soon.” Solo was the goalkeeper for last two U.S. Olympic women’s soccer teams and played for the University of Washington. She also plays for the Seattle Reign of the National Women’s Soccer League and was forced to miss its game in New York on Sunday. “We are aware of the situation regarding Hope Solo and are currently gathering information,” a Seattle Reign release stated. “We have no further comments at this time.” This is not the first time that police have been called to an incident involving Solo in Kirkland. Police were called to Solo’s Holmes Point home in November 2012. The police report for the incident stated that an altercation between eight different people took place at the home during a house party and a stun gun was used. Stevens was arrested in the case but was never charged.

Warrant: 5:50 a.m., 9300 block NE Juanita Dr. A 20-year-old man was arrested on a Seattle Police warrant for negligent driving, with bail set at $2,000. He was booked into the King County Jail. Warrant: 10:49 a.m., 1200 block of NE 147th Ct. A 59-year-old man was arrested on a warrant for failing to transfer a title.

hen domestic violence is in the news, it’s usually after the worst has happened: a violent assault, an injured child, a murder. So it’s no surprise that when we think about domestic violence interventions we think about police, courts, and hospitals. But what about the role each of us can play? Many of us have either experienced abuse in our own relationships or know someone who has. And often we don’t know what to do about it. Fortunately, in this community, and in every community across Washington State, there is a local domestic violence program: a place where anyone can call—privately and at no cost—to talk with someone about concerns, options, and safety. You don’t have to be the person experiencing abuse to call. Advocates are there to talk with friends and family, neighbors and c ow o r k e r s — a ny o n e — about how to be supportive if someone turns to you for help. But what if we didn’t have to wait until things were awful to intervene? What if we could stop this violence before it started? Domestic violence is preventable and talking with people of all ages about relationships is a key part of prevention. No one is too young or too old to think about what a healthy relationship looks and feels like. It’s never too early, and it’s never too late, to talk about how we deserve to be treated. Conversations build expectations, and talking with our loved ones lets us in on what they’re going through. Imagine how much easier it would be for our friends to turn to us for help if talking about our relationships was something we already did. ne has to like the move by Starbucks to pay tuition for employees to attend Arizona State University Online as juniors and seniors. It’s a wonderful offer that tells an employee that being a barista can be a step toward a better and more fulfilling career and not just the end of the economic road. Is it the answer to America’s higher education woes? Hardly. There are lots of problems that a double-tall latte can’t solve. But it does send a message that there’s enough money to be made from people buying expensive coffee drinks to divert some of it to bettering a worker’s education. We know lots of companies do that as one part of their benefits package. But no one has done it to the extent Starbucks plans, given the thousands of workers it employs and the prestigious university with which it will partner. We know that there are some who doubt the value of an online education. While that may be
somewhat true today, even more quality universities are offering such an education that can provide a career in a quality profession. Even better, students will be able to move on to that job without the crushing burden of school loans. Starbucks is reaping a public relations windfall for its move — and it should. But we doubt thousands of new Starbucks coffee drinkers will flock to the locations in awe of the Seattle company’s
generosity. At least we hope not: how much longer can the lines get before those at the end start dying of thirst? And, we do see at least one other benefit Starbucks likely will see. With all those students having to pull all-nighters to get that term paper (or would it be a term email?) in to the professor, at least students should know where to go to get that needed coffee.

Protect Big Finn Hill park from changes This is not my first letter on this subject. My wife and I moved here from Maine so that she could attend Bastyr University to become a doctor of naturopathic medicine. I am very proud of her. It is a very intensive program and as far as we can tell, the best in our country; and she’s awesome. I digress: We were very fortunate to have found “our” neighborhood. We live next to Big Finn Hill Park. We have made lifelong friends through the school and in our neighborhood and we are eternally grateful for each and every one of them. They are all very near and dear to us and our dogs. It seems to me that since our arrival here, this park has been under attack. There was a proposal to build a fire department as well as a new road through the park. It amazes me that nobody seems to realize what a gem this park is. It may seem irrelevant to some, but we cherish our privacy and stand up for what we believe in. As such, we and our neighbors believe that this park is perfect exactly the way that it is. King County Parks has given a minority user of the park, a majority voice in the future development of the park. I have tried everything in my power to stop the changes to the park, including contacting the King County’s ombudsman’s office and state representatives. I have received no satisfaction and very few responses. I am at my wits end and must now call upon the daily users of the park to at least raise a fuss to King County Parks; and any ear that may listen and be able to act. This will ultimately affect “your” lives more than it will my own. My wife graduates next June. I would like to walk with her in the park when we come back for a reunion; and I would love for that park to be the way it is now. That is what most of our neighbors want as well. We love the haphazard and redundant trails. That means that we will never have to walk
the same way twice. If Evergreen Mountain Bike Alliance and King County Parks have their way, that will not be the case. The majority of the daily users of this park do not want this to become a bike park. Big Finn Hill Park is a jewel and a magical, untamed paradise in the sprawling scourge of the metropolis of Seattle. It does not need to be adopted, it does not need to be improved. It needs to be cherished and protected as it is, as a final frontier against the ever encroaching density of the metropolis of Seattle.

Citizen’s attorneys say Potala Village violates city codes On a day when Lobsang Dargey invited neighbors to join him in a prayer ceremony with Tibetan Monks, neighbor attorney, Brian Lawler, communicated his client’s request that the city deny the building permit for Potala Village. An invitation was sent to “Neighbors of the Property” on behalf of Lobsang Dargey. The invitation was to a blessing ceremony with traditional prayers, the burning of incense and other Tibetan Buddhist rites, performed by a group of Buddhist monks. Neighbors would love to see the property developed but certainly do not consider the current proposal “a blessing.” In fact, Brian Lawler ends his letter by stating “this grossly out of scale project advances no important city planning policies or goals.” The neighbor complaint is that the Potala Village Permit Application, bearing the PathAmerica logo, continues to introduce numerous violations of ordinances, Comprehensive Plan, zoning and municipal codes as well as mandatory public works policies. These are the laws of Kirkland which the developer seems to ignore. These violations include ground floor uses that do not fulfill the letter or the intent of the zoning
code, improper driveway access onto roadways reserved for uses assigned to Principal Arterials, and improper spacing with adjacent driveway and those of the residential properties across the street. Citizens believe that having garbage in the front of the building is contrary to codes and/or shoreline regulations. Neighbors all keep their garbage out of public view. Potala should too. Two weeks ago, the neighbor group S.T.O.P. (aka Support The Ordinances and Plan), once again enlisted the help of their attorney David Mann. STOP identified that the project needs to require a Supplemental Environmental Impact Study. They demonstrated that the lot coverage presented to the consultants for review was 36,385 square feet and the FEIS identified “negative impacts due to incompatible size and scale.” But rather than scaling the building smaller, it has grown to 41,489 square feet of lot coverage. This runs contrary to the EIS mitigations and has never undergone EIS review. Also, Mr. Mann points out that lot coverage increase of more than 10 percent requires a new application for Shorelines Substantial Development Permit. It seems that neighbors will be spending their time insisting that the laws of their city are upheld rather than attending prayer rituals.

or many people Dave Coulier is a part of their childhood. And the actor who played Uncle Joey on the wholesome family TV show “Full House” from 1987-1995 still enjoys performing for his fans. “I get to experience the Full House fans every time I perform,” Coulier said. “I know it is exciting to see someone you grew up with and it is exciting for me.” Coulier will get that experience once again with fans in Kirkland when he plays Laugh Comedy Spot on June 26-28 for the second time in a year. And he knows “Full House” is always the “900-pound gorilla in the room.” “It signals to me that we did quality work if it is frozen in time like that,” Coulier said. “It has never been off the air since 1987.” Coulier knows what it is like to meet someone who is part of one’s childhood. He has spent most of the past two decades in Hollywood as a voice actor and has gotten to work with some of the titans in the industry, such as Jim Henson, creator of the

I got to work with Mel Blanc and with him you are never meeting one guy because he does so many characters. He is bigger than life. I mean it was like ‘that is Bugs Bunny sitting there.’ It was just awe inspiring. “Jim Henson was so kind and to be such a genius. He
just had a sharp focus.” Coulier himself has contributed to the pantheon of great animated Hollywood character voices. He is the voice of Kellog’s Raisin Bran and has worked on “Scooby-Doo and ScrappyDoo,” the “Muppet Babies” and “The Real Ghost Busters” cartoons. He currently does voice work for the Cartoon Network’s “China, Il.” “When you do voices you don’t have to look good,” Coulier joked. “You can even work in your underwear.” He brings those voices to the stage and said that many people are surprised when they see him doing stand-up. “I came up in the ranks as a stand-up,” he said. “I got my start on [The Tonight Show with Johnny] Carson.” And while his friend Bob Saget, who played the lead role of Danny Tanner on “Full House,” currently does stand-up work, Coulier said their shows are nothing alike. “I always say that Bob is my filthy Jewish sister,” Coulier joked. “He goes over the edge.” The multi-talented Cou-

“All of a sudden, we loved each other,” she said. “That’s the way it goes with love.” Haberkamp’s husband also came from a big family, where he was one of 11 children. During the early years of their marriage, they helped take care of many of his siblings after both his parents had died. “He was wonderful, very good to his sisters and brothers,” she said. “He
couldn’t have been better.” During the Great Depression, many of their neighbors and friends lost their homes due to foreclosure, though the Haberkamp’s managed to hold onto the home they had purchased for $14,000. Haberkamp’s husband later went on to build houses for several of his siblings. She remarked, ironically, he never built one for them and she’s
glad he didn’t, as the house she lived in for decades eventually was torn down after she sold it. During her career as a typist, Haberkamp said she had the privilege of writing the first letter for Ben Franklin Crafts and Frames and eventually got a job as an auditor at the Post Office in Hindahl, IL. In 1969, her husband died from cancer. In the years that followed, Haberkamp said although she dated no one seemed right. Also, the men she dated tended to be widowers who kept remarking how they needed someone to cook and clean in their homes. “I kept telling them, ‘for crying out loud, get a maid,’” she said. “One of them actually did.” After retiring at 65, Haberkamp had the opportunity to travel to various parts of the world, including China, where she was able to visit the Great Wall. She also took a train ride on the Trans-Siberian Railroad a few years after the Soviet Union dissolved, where she celebrated her 90th birthday. On the train ride, she said she saw the degree of poverty the common people lived in. Alaska Airlines had to fly in food for the trains and the poor in the area were
given the leftovers. “There was absolutely nothing,” she said. “We got to the stores and the shelves were empty.” Haberkamp lived in Illinois until 2009, when she fell at her home. Because the bedroom and bathroom were both upstairs, it was decided it was time for her to move. She now lives in Madison House in Kirkland, and still enjoys herself with a good scotch on the rocks during happy hour. Since she retired in 1974, the same year Nixon resigned from the presidency, she said she hasn’t concerned herself much about keeping up with technology. As a typist, she worked with an Underwood her entire career, though her company gave her an electronic typewriter to test. Haberkamp said she has never used a computer. Nevertheless, she still manages to stay in touch with her family, which includes 20 nieces and nephews and her daughter Janis, who lives in Kirkland and works as a CRA consultant, while her son Willard is retired. Apparently long life runs in the family. Haberkamp’s younger sister Margaret, 102, lives in Kentucky, and the two of them still talk daily.

irkland resident Helen Haberkamp is a woman ahead of her time. Born on June 29, 1909, she is set to celebrate her 105th birthday Sunday. Put in perspective, Haberkamp was born three years before the Titanic sank, five years before the first shots of World War I were fired and only one year after Henry Ford introduced the Model T. The daughter of a carpenter, she married her neighbor and high school classmate who also ended up going into carpentry. A window at 60, she traveled extensively all over the world up until her 90s. “I never thought I’d be this old,” she said. Born in Arlington, Il, Haberkamp grew up in Roselle, the oldest of a family with three girls and three boys. Luxuries, she said, were few and far between. The house, which their father built himself, had no running water or electricity. It was before the days of baseboard heaters and central heating, so the family relied on a coal stove to heat the house and a wood stove to cook their food. To travel, they relied on horses and carriages, and Haberkamp said she didn’t see her first automobile until she was 16. They
also had no radio, only a piano for entertainment. Raised in the Lutheran-Missouri Synod, Haberkamp learned German and eventually graduated from a local business college where she learned shorthand and typing. When she was 16, she went to work as a typist for Butler Brothers Wholesalers to help support her family. Without a car, Haberkamp commuted to Chicago, which was around 20 miles away, by taking the train. Everything was manual and mechanical. She described much of her work, such as creating carbon copies of orders and shipping invoices, as difficult and occasionally painstaking. Working as a local carpenter, Haberkamp’s father built many of the houses in their area. While working on the roof of their house one day, a young man named Louis, who was a little bit older than Haberkamp and attended the same church, approached her father and asked to help him out, and ultimately Louis became a carpenter as well. Haberkamp said she and Louis remained friends throughout high school. Then, after she graduated in 1927, they started dating. Three years later, they got married in 1930.

The final reveal of all Kirkland Fish Frolic sculptures reeled in more than 200 people June 20 at Nytec Product Innovation Center in Kirkland. The event included a full exhibition and gala auction of the sculptures. Proceeds from the auction were shared by the decorating artist and partner nonprofits. The project was sponsored by 4Culture, the
Kirkland Cultural Arts Commission, the city of Kirkland, the Kirkland Chamber of Commerce, The Heathman Hotel, Nytec and Steve’s Custom Cars. The Kirkland Fish Frolic along the Lake is a public art project that featured twenty-five pieces of art, all created from a base fish sculpture. These sculptures are created by artist Don Rothwell. Various artists were then commissioned to decorate the sculptures in their style. Hunger Summit State Rep. Larry Springer was awarded the “End Hunger Award” for his work in the State Legislature. Springer won the political advocacy award for his hard work to secure funding for the State Emergency Food Assistance Program (EFAP). EFAP provides critical financial and technical resources to food banks and other “onthe-ground” services that connect hungry families with emergency food and support services. “There are too many children in our state who go to school hungry and too many parents who have to choose between paying rent and putting food on the table,” said Springer. “I was proud to sponsor the budget proviso to ensure funding for EFAP continues. Without it, many food banks and distribution centers would have to use their limited resources to cover administrative and technical costs rather than to help the hungry families in our community.” The 2014 Hunger Summit was a gathering of food insecurity advocates, chefs, community activists and business and political leaders. The group met to raise awareness of food insecurity and meal programs as well as to create innovative solutions to address hunger needs in Seattle and beyond.

Kirkland lawyer allegedly stole from clients to maintain lifestyle A Kirkland lawyer has been charged with 17 counts of theft for allegedly embezzling more than $430,000 from his clients from March 2010 to September 2013. Redmond resident and personal injury attorney Brian Kirk Boddy, 50, told police he stole the money to maintain his lifestyle, according to court documents. Boddy, who is in the midst of a divorce, said that he and his wife had grown accustomed to a lifestyle that generated living expenses of $40,000 per month. “He stated that at one time his practice was lucrative enough to support this lifestyle but when his income began to falter he began using money he obtained from client settlements to cover the gap,”
Summer feeding program The city of Kirkland Parks and Community Services Department will be hosting its Summer Feeding Program. The first in the ten week series will be from 11:30 a.m. to 12 p.m. on June 24 at 132nd Square Park in Totem Lake,

Boddy was hired for various personal-injury cases against insurance carriers. “In cases where settlements could not be obtained it was believed that Boddy would continue to act as the victims’ attorney as proceedings headed towards civil trail,” the documents continued. Some of the victims were led to believe their cases were ongoing when a settlement had already been reached. Boddy did this by allegedly forging client signatures on documents. Detectives were able to confirm that checks were received and deposited into a bank account under Boddy’s name. In one case, a client was advised to settle a case but she refused. In another case, Boddy represented a woman injured in a car accident, who had accumulated thousands of dollars in medical bills. The client never received her portion of the $175,000 settlement. Boddy reached settlements in two other
cases in the amounts of $154,000 and nearly $63,000, with the client received nothing. When detectives met with Boddy at his attorney’s offices he admitted to obtaining more than $290,000 in settlements for clients and either never paid the clients their percentage or obtained the settlement without their knowledge and pocketed the money.
