People will get a chance to tell the city of Kent’s Land Use and Planning Board where they think Kent should allow recreational marijuana businesses or whether to allow them at all. The land use board has set a public hearing for 7 p.m. Monday, June 23, in the Council Chambers at City Hall, 220 Fourth Ave. S.

Kent has a six-month ban against marijuana businesses that expires Nov. 27. The City Council asked city staff and the land use board to look at whether to zone the producers, processors and sellers of the drug. Gone fishin’ Looking to chill? Grab a pole and hit the Lake Meridian dock. It’s more about relaxing than landing a big one, say many locals who come by the fishing dock. If you’re a student, like Dan Nguyen, you just might learn something from the veteran anglers who stop by. Nguyen is one of the many fishermen and women who stop by the dock in the afternoon. A student at Kentwood High School, he started coming to the dock in April and has learned from others. Fishermen, like Bryan Willis of Snoqualmie, enjoy the serenity of the lake. But they also like the chance to experi-

ment with different baits and lures. “And hell,” he said, “if it’s a nice day, you really can’t lose.” The only thing to watch out for, Willis said, are the otters who enjoy the free buffet from the fresh catch hanging off the side of the dock. “If you see that otter,” he said, “you better pack it up and go home.” Covington’s Leo Davis has been fishing at the dock for 30 years. Once he landed an 8-pound salmon, a fight that took him 30 minutes. He had to let his line run out 150 yards past the swimming marker buoy, he said. He hasn’t caught a fish like it since, but isn’t too worried about that. If he gets a bite, it’s nice, but “I mainly just come out to relax,” he said.

The Kent City Council wants Sound Transit officials to pick a Kent location for a new Link light rail station rather than the Highline Community College campus in Des Moines. Council members discussed light rail as part of an information workshop on June 3. Sound Transit plans to pick a preferred route along Kent’s West Hill by early 2015 with a final decision in 2016 about an extension from South 200th Street to South 240th Street. The extension is scheduled to open in 2023. “Having the station at Highline would be very convenient for the students but I feel like it might be a missed opportunity for the city to have that catalyst for redevelopment there that a station provides,” said Council President Dana Ralph at the workshop. “If it’s back at the college, we lose some of what we are hoping to gain along Pacific Highway. I’d rather not see it located on the Highline campus. I’d like to see it where we can take advantage of the increased activity.” Highline sits just west of the Kent city border, along South 240th Street and west of Pacific Highway South. City officials worked with the city of Des Moines to adopt zoning regulations and design guidelines in 2011 under an Envision Midway plan in anticipation of light rail coming to town. The

“The M3 zone is designed for industrial activities that have unusual or potentially deleterious operational characteristics,” according to the staff report. “Potential adverse impacts of marijuana production are not specifically known at this time.” As far as retail stores, staff recommended to allow sales only in the gateway commercial zoning district.

That area runs roughly north of Highway 167 near South 228th Street along 84th Avenue South to about South 208th Street. “This zone is not located within close proximity to residentially zoned areas,” according to the staff report. “The intent of this option is to not overburden the Kent Police by locating these facilities in areas with historically high crime rates and to protect

A Vancouver man, tracked down after Kent Police pulled over two men in a stolen car, received a nine-month prison sentence for his role in a scheme to steal cars in Oregon, create fake title documents and sell the vehicles to Washington customers on Internet sites. Duc Long Tran Vu, 26, was sentenced May 30 in U.S. District Court, according to the U.S. Attorney’s Office. Vu, a former University of Washington engineering student, was involved in at least two sales of stolen cars, according to court documents. Two brothers were stopped by Kent Police in a 1998 Honda Civic that had been stolen in Oregon and advertised on Craigslist. That stop eventually led police to Vu.

Sound Transit is looking at as many as eight potential locations for the Kent-Des Moines station, said Charlene Anderson, city of Kent planning manager. Councilman Dennis Higgins said he prefers a station to be built along Pacific Highway South, also known as Highway 99. “I recognize it needs to be within walking distance from Highline,” Higgins said. “But as much inside the city as it can be while within walking distance of Highline would be ideal from our perspective. I think 30th (Avenue South) might be too far east but the east side of Highway 99 or on Highway 99 if we could get them to do that.”

Kent Police are concerned about retail marijuana outlets if they are located in high crime areas. City planner Katie Graves told the board it could consider zoning for just certain marijuana businesses, such as allowing producers and processors but not retail sales or allowing retail but not producers or processors.

Wills, meanwhile, focused on a single activity and found great success through it. The arts moved him. On Monday, Wills won a 5th Avenue Theater

Award for an Outstanding Performance by an Actor in a Leading Role as Robbie Hart in the school’s production of “The Wedding Singer.� He’ll be flying to New York City on June 25 to represent the state for his honor. “I’m floating still,� he said, “it still hasn’t hit me.� Wills developed an interest in theater from an early age when his father took him to the Snoqualmie Falls Forest Theater.

When he saw his older brother’s high school performance of “Fame,� he was sold. As a freshman, Wills tried out for Kentridge’s “The 25th Annual Putnam County Spelling Bee� and beat out several juniors and seniors for a part. Being in the theater program, under the teaching of Jenny Grajewski, helped him realize his talents for theater and music. “She’s incredibly dedicated,� Wills said. “She loves kids, she loves helping kids a lot, too.� Staying with musical theater has been one of Wills’ most proud moments because it took a lot of personal drive and motivation to know that he was doing something he enjoyed. “It’s not an easy thing to do in high school. There’s a lot of misconceptions,� he said. “Luckily at KR we have an amazing program. It’s a lot of hard work. I’m most proud that freshman year I decided to audition for my first show.� Lin and Wills said that the biggest lesson they came away from high school was to be true to yourself. “The biggest part — I think it’s an obvious thing everybody learns, is to be yourself,� Wills said. “You can try to adjust to as many groups as you want to and be a different person at parties, but you need to know what you love to do.�

You can learn a lot from teaching.� Khazoyan is looking forward to the freedom and distance of college and exploring a new place. She plans to attend the University of California, San Diego, where she will study biomedical engineering.

“A new town, a new city, a new state,� she said. “I like the idea of a different environment.� Llavore plans to study aerospace engineering at the University of Washington. Khazoyan and Llavaro said that they learned a lot in high school indirectly without a teacher, and that some of those lessons were more important than words or numbers. Khazoyan learned the importance of acting in her own interests against what people wanted her to do. “In high school you get more freedom than in middle school or elementary, but it’s still a pretty structured environment,� she said. “But sometimes you have to make the choices that are going to best prepare you for college

or the future, and fight for that. “Only you know what’s best for your interests,� she said. “Know what’s best for you, even if other people aren’t telling you that that’s what’s best.� Llavaro, on the other hand, emphasized not stressing out too much over classes. During his four years in the International Baccalaureate program, he tried to always take one easy, relaxing class, such as wood shop. “School doesn’t always have to be serious,� he said. “I think that’s what differs me from most of the IB students you see. “I always keep relaxed,� he said. “The reason people struggle most is because they’re in that stigma that the only way to do well is by stressing out about it.�

a Running Start student who is considering music and theater. Lin’s choice of study, while still flexible, is based on her father’s urging to follow a career that will allow her to move through different settings and meet new people. “He didn’t take many risks when he was younger. He became an engineer at a large corporation where it’s difficult to jump around places,� Lin said. “He really just encouraged me to not take that path and go into business where it’s not so specific.� She split her time between countless activities such as student government, dance, gymnastics and track. “I spent 25 or 30 hours doing extracurriculars each week,� Lin said. It got to the point where she was spread too thin. Despite the demands, she was glad to try out many different things. “Sometimes it isn’t about the payoff on paper, it’s about how rewarding is the experience,� she said. “You’re always taught that grades are so, so important, but you may lose some of those opportunities trying to chase these good grades.� Lin was up to the challenge and excelled in track and field. “I didn’t pole vault till sophomore year,� she said,

Appreciating Cooke’s service, devotion to city What was said in Susan St. Clair’s letter (“Article exposes Cooke and her obligation to pay up,” Kent Reporter, May 30) is exactly the reason why, after one year of living in a condo, I sold and moved out. At the time, I observed it was clear the homeowner association would, in very short time, have the development involved in litigation that would prevent anyone from selling. And sure enough, shortly after we sold and moved out, the association managed to do just that. Susan’s letter of public reprimand about (Mayor) Suzette (Cooke) reminded me of those days, and how glad we were to have gotten out of there, in time and unscathed. Because of the way Suzette has been portrayed in the Reporter by St. Clair, I have to write in disagreement of

This is not the actions of anyone inconsiderate or of anyone who is a dead beat. So, although it may be true that exposure of her remiss is not altogether bad for us to know, I do believe that St. Clair’s letter went too far, which indicates a grinding of an ax, or perhaps she is only jumping on the chance to exert her power to make Suzette look in the public’s eye to be less than she is. I am aware this is the way some homeowner associations like to operate. I would like to take this time to openly thank Suzette for her service to the city of Kent. I and many others are most appreciative.

Imagine 350 college grads walking across the stage to receive their degrees in a ceremony with no valedictorian and no student honors. That is exactly what the 2014 graduating class looked like when WGU Washington held its third graduation ceremony earlier this month. Sounds unconventional and non-traditional? It is, and intentionally so. WGU Washington has no campus and the students are not required to attend courses in person. They do their coursework online with their mentors while they stay at home with their families. Most work, but all do their studies at their own pace, not the university’s or the instructors’. The average bachelor’s degree takes 30 months. WGU stands for Western Governors University. Founded in 1997 by 19 governors, it came to Washington in 2011 when then-Senator Jim Kastama (DPuyallup) and Rep. Phyllis Gutierrez Kenney (D-Seattle) sponsored the legislation. The university serves working adults and the 950,000 state residents who have started – but not finished – their college degrees. The average age of the WGU Washington student is 36. Students come from urban, suburban and rural areas. WGU Washington uses competency-based instruction that measures learning rather than time in a classroom. In other words, you need to know the information thoroughly before you move to the next level. It is a pass-fail system with no letter grades. The important thing is the student masters his or her work, so potential employers know they can do the job. It doesn’t matter if you miss a class where important information was covered because WGU Washington is self-paced with mentors tracking progress and assisting students to master the materials. And there’s another difference. Typically, after the graduation ceremony euphoria wears off for graduates of traditional colleges and universities, students are faced with starting a new life away from campus, finding a job and starting to repay their student loans. The cost of a college education is staggering these days and 71 percent of grads are leaving college with loans averaging almost $30,000 – and the Federal Reserve reports that student loan debt has nearly tripled over the last decade. That heavy debt weighs on students long after they leave college. Pew Research reports that households

carried a flip phone for the last five years. It came equipped with a camera but little else. There were no apps, no fun games or other gizmos to kill the time, just text messaging and the ability to talk to people. How ’90s of me. They have so many doohickeys, the latest games and other features. I felt old, and out of step. The new-wave phones even tell me how far it is to a selected restaurant, how far it is to the nearest green, how far away I am from completing the hole and how far it is to the watering hole after finishing a bad round of golf. My brother’s latest phone cost him around $300, plus the contract, plus the apps, plus whatever else, which equals a whole lot of money.

I purchased mine from the store, which has a bull’s-eye for a logo, for $44.99. I spent a few bucks on a “Louie Louie� ringtone and got the free app that tells me with a frowny face how far I am away from the nearest green in miles. I still can make phone calls, but only when my phone is in a good mood. The camera is better than the $300 Fuji I bought 10 years ago. Guess I’ll have to upgrade that, too. But please give me time. Pretty soon they will come out with a phone and computer that will be mounted in your glasses. And I’m still trying to get the camera in my phone to make me look thinner. Wish me luck. And Pew found that student borrowers carried almost twice as much other debt (car loans, credit cards, mortgages) than non-borrowers. On the other hand, WGU Washington is affordable because tuition is charged at a flat rate of approximately $6,000 per 12-month term for most programs. Rather than paying per credit hour, students may complete as

many courses as they are able during a term without incurring additional costs. Compounding the problem for the graduates of traditional brick and mortar campuses is the job market remains tight. According to an Accenture survey, only 11 percent of this year’s graduates are leaving college with a job offer in hand. And almost half of graduates from 2012 and 2013 report they are underemployed and working in jobs that have nothing to do with their college degrees. Compare that to WGU graduates. In a 2011 Lighthouse Research survey of nearly 4,000 grads, 65

percent reported they got a raise, promotion or new job responsibilities as a result of their WGU degree and three out of four reported they were employed in their degree field. Does this mean that WGU will replace the traditional college campus? No, but it offers working students and those who dropped out of college another affordable option.

The City Council is also considering amendments to the zoning code that would remove building height and wall length limitations from Kent City Code section 15.08.260, Green River Corridor district regulations. Additionally, the City Council is contemplating an amendment to Kent City Code section 15.09.045 that would require Midway Design Review on all MCR, MTC-1 and MTC-2 zoned properties. This would change the current requirement which only calls for Midway Design Review on properties designated TOC, Transit Oriented Community on the City’s Comprehensive Plan Land Use map. Finally, prior to sale of the property, the City is contemplating a short subdivision of the entire Riverbend Golf site (parcel 2322049011) into 8 separate lots and a tract for the Green River Trail. The Riverbend Surplus Property (Par 3 course) is part of this larger parcel, which also includes a golf driving range, mini-golf course, associated parking and two acres of unused land. These other areas are not part of the contemplated sale, rezone or comprehensive plan amendment. The larger site may also be affected by related zoning code amendments being contemplated by the City Council. ZONING: The eastern portion of the Riverbend Golf site is zoned

MR-M, Medium Density Multifamily. The western portion, known as the Riverbend Surplus Property is zoned SR-1, Residential Agricultural. The contemplated rezone and comprehensive plan amendment would only affect the Riverbend Surplus Property. The Riverbend Golf site is located at 2030 West Meeker Street in the Kent Valley. Land within the Green River Corridor district (all property within 1,000 feet of the Green River) is designated with a range of commercial, residential, industrial and agricultural zones. Larysa Krishchuk is picking up the pieces, building clientele as she tries to make a go of it as a first-time proprietor. Krishchuk, a licensed massage therapist, assumed management of a once financially-troubled spa on the East Hill. Elle Day Spa abruptly closed four days after Christmas, putting Krishchuk and fellow employees out of work. The owner said he could no longer stay in business because he was paying legal fees, stemming from a lawsuit in which a woman accidentally fell and hit her head in the spa. The sudden closure upset customers, especially those who were promised services and gift cards that were no longer valid. Krishchuk decided to step in. With the support of her family, she redesigned and re-opened the spa in March. She was able to retain some customers, even offered price-reduction specials to those who lost gifts received during the holidays. Vivian Clinical Day Spa is named after her three children – Vitaly, Victoria and Anna – in portmanteau fashion. The spa, located at 12911 SE Kent Kangley Road, specializes in treating stress, pain and injury. Massage therapy, facial treatments, waxing and lash and brow tinting are among its many services.

Linda passed away Wednesday, June 4, 2014 after a courageous battle with cancer. She is survived by her husband of 52 years, Charlie Denny, her brother Steve (Jeri) Hughes, sons, Todd, Christopher, David (Kim) and Shawn (Tracey) and five grandchildren, Jordan, Regan, Cameron, Quinn and Lauren. A devoted wife, mother, grandmother and friend. Linda was a graduate of the University of Washington and spent over 30 years as a para-educator in the Kent School District sharing her love of art and reading. Linda was a gifted artist actively involved in the Renton Annual Art Show and Kent Arts Commission. She was an avid gardener, as evidenced by her beautiful personal garden, as well as sharing her talents with various garden groups; most recently as a volunteer in developing and improving the Soos Creek Botanical Garden. A celebration of her life will be held June 14th, 1:30 p.m. at St John the Baptist Catholic Church in Covington, followed by a reception at the Soos Creek Botanical Garden in Auburn. But I found out my true passion is teaching, so I want to become a high school math teacher when I’m done with football. I found that out on my journey to failing to being an aeronautical engineer.” Baldwin came to Kentridge because a baccalaureate committee wrote the Seahawks in an effort to get a player to speak at the event. Organizers and students were thrilled that player turned out to be Baldwin. Seattle signed Baldwin in 2011 as a free agent from Stanford University. He signed a new three-year contract in May. Baldwin had 50 catches for 778 yards and five touchdowns last year in the

Despite those accomplishments, Baldwin spent about 19 minutes talking about the path to success rather than his feats. He even appeared to be taken aback when the crowd gave him a standing ovation after his introduction. “You all really want to stand up?” he said, motioning the audience to sit back down. Baldwin, who grew up in Gulf Breeze, Fla., delivered a message that students need to stay strong in their goals, even if those goals change. “It will not be easy,” he said. “A lot of you might be going into the work force now or off to college and you are going to have times when you want to quit and give up. But that is the most beautiful part of the life you are going to step into. Do I go on this path or this path? Multiple decisions are going to made in the next few years of your life.”
