State warms up to improving HOT lanes accessibility

Drivers who use the high occupancy toll (HOT) lanes along Highway 167 between Renton, Kent and Auburn won’t have to put up with the illegal to cross double white stripes much longer. The state Department of Transportation (DOT) will change the double white stripes to one white stripe this July. The change will allow drivers easier access to move in and out of the HOT lanes where they want rather than the limited access and exit points with the two stripes. The highway features a single toll lane for about 10 miles northbound and southbound between Renton and Auburn. Kent Mayor Suzette Cooke enthusiastically clapped her hands after Craig Stone, state DOT assistant secretary toll division, told the Kent City Council about the change at

She and other city officials have wanted the double stripes removed. “If you’re coming from Renton to Kent, you can’t get to Kent,” Council President Dana Ralph said. “You can only get to the very far end of Kent. And then you deal with congestion to come back. There is some signage but not enough to let people to know you’re here. …I’m very pleased that once again you will be able to access the other two-thirds of town.” Crews are expected to start work in July and take about three weeks to change the striping and signage. Kent city financial staff project revenues from taxes and fees to continue to slowly trend up the next two years. Revenues from taxes and fees are projected to increase 1.5 percent in 2015 compared to the 2014 budget, according to a May 20 report to the City Council from Paula Barry, interim finance director. Revenues are estimated to hit $99.6 million in 2015 compared to the 2014 budget of $98.2 million. “Going into the 2015-16 budget cycle, we’re taking a very conservative approach when we’re looking at revenues,” Barry said. “We’ve looked at trending and there has been a very steady growth in revenues and it’s projected as we’re moving forward that growth is going to continue at a very [ more BUDGET page 4 ]

students would tacitly ask her to be present when they got into a fight, so if things got out of hand she could break it up. When it comes to the issue of bullying in the district, Cleveland
has a few ideas of where it comes from and how to improve it. The issue symbolizes different problems in Kent, ranging from social and economic issues to the way the district structures educa-
tion and how different cultures interact. Often, Cleveland said, bullying or aggressive behavior stems from situations that a child encounters [ more BULLYING page 2 ]

The Kent International Festival welcomes people of all ages, ethnicity and cultures to the ShoWare Center for the sixth annual program on Saturday. The free festival, “Learn from Each Other,” runs from 9:30 a.m. to 10 p.m. and features musical entertainment and dancing, exotic foods from throughout the world from Kent restaurants and offers a variety of cultural booths. New to the festival is a hand-carried
float parade, a feature stage for learning about cultures and traditions, and the festival finale. The festival begins with the Generations Walking Together parade of all ages and cultures dressed in traditional attire. The walk begins from the Kent Station and ends at ShoWare Center. The event officially opens at 10 a.m. with musical groups, dance troupes, drums, belly dancers and instrumentalists until 5 p.m. and then reopening at 6:30 p.m.

[ BULLYING from page 1 ] at a young age, such as elementary school, and often carries that chip on their shoulder “There’s a whole host of reasons why kids are portraying outward the bullying behavior,� Cleveland said. The issues typically start at a young age, she said, and they can stem from a number of different issues that usually relate to a student’s social, academic or home life. “It does stem from home life and what they see and
what they’re involved in,� Cleveland said. “It also stems from their academic success or lack thereof. It stems from the communication and quality of communication and feedback they receive in the school system. It stems from a variety of influences.� If a student finds themselves suffering academically, it can put pressure on them to not try and make them feel even more vulnerable. This in turn can lead to self-esteem issues that they’ll project outwards, Cleveland said. She references how gifted

students are often treated differently than others, and given more engaging curriculum, which can lead other students to assume that they’re bad at what they do, even if they do have latent talents that the school district’s curriculum doesn’t necessarily bring out. The middle school and early high school social worlds are also times of upheaval for students, Cleveland said. enth grade and then back to the top again in eighth grade and finally on the bottom in ninth. It can be easy for a student to inadvertently say the wrong thing to the wrong person at the wrong time to accidentally start an argument. What may be OK in one family of one culture may not be a respectful thing to say in another culture, Cleveland said, and the misunderstandings and inadvertent disrespecting can create social friction. “You’re going to have a little bit of chaos,� she said. It’s easy for a fight to start, or an enmity to brew, with a retaliatory nature and from a culture that, Cleveland said, is built around not backing down. “There’s a type of save face deal going on,� Cleveland said, regarding the areas around Kent-Meridian. “It is part of the culture in this surrounding area,� she said. The resulting psychological belief in standing your ground is a chief cause of many of the fights that take
place between students in the district. “That’s what’s going on, until somebody tells you differently or until you grow enough and mature,� Cleveland said. “As I matured I understood that that wasn’t the way to behave.� One solution, Cleveland suggested, is providing mediation services to help community members. “Maybe there should be a community panel in this area that represents all the different neighborhoods. “The community has to come together on this one. To solve any problem in this area, the school has to get help,� Cleveland said. The district has been working to develop better anti-bullying programs, said Brad Brown, director of Student and Family Support Services. He’s purchased the Second Step Anti-Bullying program, which runs from pre-kindergarten to eighth grade. The programs are poised to reduce impulsive and high risk behavior, and were recommended through

the district’s Anti-Bullying Task Force. Instead of intensive antibullying, the programs try to teach respect and character development. “We’re trying to make it a value in the district,� said district spokesman Chris Loftis. Cleveland herself organized a weekend anti-bullying event at Kent-Meridian, which she says had positive results but dwindled over time as students fell back into old habits. The problem was that the school’s lessons only went so far, and weren’t always reinforced when students went home. The community is still the first place to go for anti-bullying programs, Cleveland said. No matter how much the Kent School District spends on new programs, speakers and weekend events, the lessons have to be present outside of the school to truly sink in. “I spent $50,000 on antibullying programs at KentMeridian,� Cleveland said, “but it only goes so far.�

Man busted in Kent for interstate drug distribution with drugs disguised as chocolates BY STEVE HUNTER shunter@kentreporter.com
Detectives with the Sheriff ’s Office assigned to the city of Shoreline along with the U.S. Postal Inspectors Office and the Juneau Police Department arrested two men for investigation of distributing narcotics. Detectives identified a man
residing in various hotels in the Kent and Renton area as an allegedly main supplier of heroin, cocaine and methamphetamine. The man was supplying street level dealers operating in the Shoreline, North Seattle and Edmonds. The man was also sending

King County Sheriff ’s Office detectives arrested a 46-year-old man at a Kent hotel in connection with distributing heroin, methamphetamine, cocaine and
ephedrine between the county and Juneau, Alaska. That man and a second man arrested in Juneau reportedly packaged and disguised the drugs as commercially made chocolates, according to a Sheriff ’s Office media release on Wednesday.

Kent Police arrested a Lakewood man May 20 at his home wanted in connection with an assault against an 18-year-old woman on April 20 at a West Hill gas station. Police tracked down Tony Costello because of tips from viewers of Washington’s Most Wanted (WMW) television show on Q13 Fox, said Kent detective Melanie Frazier. People identified Costello from video surveillance aired on the show. Lakewood Police assisted with the arrest. “It’s quite exciting to get a capture like this,� Frazier said. “You know, collaborating with WMW and getting tips that came in and actually being successful at apprehending somebody, it really makes everything worthwhile.� Costello has been convicted of 13 felonies and arrested 27 times. He faces a June 2 court date on the latest assault charge. He remained Wednesday in the King County jail.

A discussion about drugs and alcohol can be a difficult discussion between parents and their children. “These are issues that are in schools and in society that we really have to talk about,� said Erick Munson, who had to deal with the subject firsthand when he found his 12-year-old daughter using marijuana and alcohol. “When she did I was totally clueless on what to do.� Munson joined Kent Police Officer Howard Engledow and consultant Jerry Blackburn for Drugs and Alcohol 101, a city of Kent seminar that provided parents with help on how to talk to their children about

drugs and alcohol. The seminar was staged at Faith Baptist Church on May 22. Only 18 were in attendance. The panel helped parents identify the top four drugs teens use: cigarettes, alcohol, marijuana and prescription drugs. According to a survey, one in four high school seniors smoke marijuana, and one in three drink. “You can definitely tell your friends that everyone is not doing it,� Engledow said. “The vast majority are not.� The speakers also explained how drugs were linked to violent and sexual crime, and that drunken driving caused the most deaths among teens
each year. Blackburn is a teacher at Bellevue College’s addiction studies program and a community educator and consultant with LakesideMilam Recovery Centers. He discussed some of the physiological effects of smoking marijuana, including its impact on time awareness and tracking on the central nervous system. He also emphasized the way the drug can affect mental development in teenagers as opposed to adults. Understanding the effects and dangers of drug use wouldn’t be helpful without also helping parents identify drug use patterns, so they can approach their
children, the panel said. “The key thing is change, obvious things that you know as a parent are not right, or aren’t normal behaviors,� Munson said. They include a loss of appetite, slow walk and red eyes or an inability to sleep. A major indicator, Munson said, was a change in social circles and direct avoidances of previous friends, as well as secrecy and paranoia. If parents find their child using, Blackburn suggests finding a treatment facility for kids to help work out their drug or alcohol problem. “It’s the only health care people try to avoid,� he said.
A King County Superior Court hearing date for ex-Kent City Councilman Ken Sharp was rescheduled for June 3. Sharp, who faces firstdegree theft charges, had a May 27 date rescheduled, according to defense attorney Greg Girard. Attorneys from either side can ask for a court date to be continued. Once both sides are ready, a judge can set a trial date. Sharp’s case has been continued numerous times. Sharp faces seven counts of first-degree theft for reportedly stealing $297,500 from his 93-year-old mother’s bank account and putting the money into his account. If convicted as charged, Sharp faces a prison sentence of 22 to 29 months. Sharp pleaded not guilty to the charges in August. Sharp resigned in January after only two weeks in office because of the pending theft charges. He narrowly defeated Bailey Stober in the November election despite reports of the theft charges.

If you’re coming from Sumner and going to Bellevue you can get on the inside lane and stay there.
“But if you get on in Kent and want to get off the interchange up and down that really constricts you. I’ve seen a transit bus coming on at Central and illegally go across the stripes because they couldn’t wait to (South) 212th to get in.” A University of Washington study for the state showed people violated crossing the double stripes to get into the lane because of traffic congestion. Drivers had to wait for gaps in traffic and access points were not convenient to reach exits. Double stripes will be kept in certain areas to prevent heavy weaving and at the ends of the systems so drivers don’t cut late into the HOT lane ahead of those already in the toll lane. The ticket is $124 for illegally crossing the double lines.

Sales tax revenues, including that $8 million, are projected to increase by 3.4 percent in 2015 compared to the 2014 budget, Barry said. The city increased overall revenues by about $12 million from 2012 to 2013 because of a new B&O tax, a new cable utility tax, an additional internal utility tax as well as higher than anticipated sales, utility and real estate taxes.

City officials fear each legislative session that state leaders might take away those funds. The streamlined sales tax measure passed by the Legislature changed the state in 2008 from an origin-based system for local retail sales tax to a destination-based

much better than during the Great Recession when the council dealt with revenue shortfalls by cutting employees and programs. Barry said revenue projections for 2016 show a 0.8 percent increase from the 2015 projected budget. Barbara Lopez, city financial planning manager, told the council that finance staff emphasized to keep projections in check. “One of the goals of the conservative budgeting is so that at the end of the year that the norm is 1 to 2 percent over budget,” Lopez said. “That’s your goal at the end of the year to budget your revenue sufficiently so that you’re still coming in over budget by 1 to 2 percent. We feel this conservative budgeting will get us to that particular point.” Council President Dana Ralph told Lopez and Barry that’s a good approach. “I’m thankful that’s the way we are looking at

The HOT lanes operate from 5 a.m. to 7 p.m. every day. The state will study the single-striping midway through next year and issue a report in the fall about how the redesign is going. But the early reports suggest drivers will like it rather than the double stripe which was intended to make more of an express lane with entry points about every two miles. “The public is saying they don’t like the striping, we’re listening to them,” Stone said. “You’ll be able to get in and get out where you want to.”

Tolls for the HOT lane range from 50 cents up to $9, depending on traffic. Solo drivers must have a Good To Go pass and pay a single toll to drive any distance along the 10-mile corridor. Vehicles with two or more occupants can use the lane for free as can buses and motorcycles. Electronic signs indicate the toll rate at entry points. “It’s an average eight minutes savings for a $2 toll and there are times when people are saving 21 minutes,” Stone said. The volume of traffic determines the rate with the goal to keep traffic going at least 45 mph in the HOT lane. “It’s supply and demand,” Stone said. “It adjusts the rate every five minutes for the traffic level. Lower traffic, lower rate and higher traffic, higher rate.” The state started the toll lane in 2008. Expenses exceeded revenues for the first two years but usage has tripled since the lanes opened. “Our first two years we were not operat-

Question of the week:
I’ve run into a major problem with Obamacare: I can’t get rid of my free health care. Let’s retrace my freeloading steps. I’ve held a string of full-time jobs since college that always offered health insurance. I moved to Seattle in July 2013, months before open enrollment for the Affordable Care Act. I started this adventure without any known employment, so I coasted for a month on COBRA. Some freelance writing paid by the hour, but no benefits, so I traveled the private insurance route for the first time. I purchased an affordable plan that covered the basics for just over $100 per month. That plan more than doubled on Jan. 1. This increase also coincided with the bubble bursting on my freelance opportunities. Thus, I was down to one job, which paid $50 per article – and they only needed me to write one article per week. Although I am a pretty frugal man, even I can’t live off $200 a month in Capitol Hill, where my relatively inexpensive rent for a studio apartment cost upwards of $1,000 per month. Luckily, I had a Sugar Mama (I love you, Laura) to keep me afloat. Barely. So back to the insurance situation. I wasn’t sure what to expect with the new health plan portal. All I’d heard were complaints in the media. They were basically all true. Calling was worthless. The website would freeze before I could enter anything about myself. The system eventually improved. After about a week, the Washington Health Benefit Exchange website allowed me to document my monthly income to see what plan I’d qualify for. So I double checked my math and, yup, still just $200 a month. I’d qualified for Apple Health Care. I never needed to show proof, and, as far as I know, they never validated my truthfulness with any sort of background check. I also found no expiration date.
Please explain it to me I didn’t know what Apple Health Care really meant, and I had trouble finding anyone who could explain it to me. Eventually, I was told this meant absolutely free health care. For anything. Like Medicaid. In fact, it was Medicaid. This sounded wonderful. Perhaps a little too wonderful. I felt a little dirty. I was still surviving on savings and didn’t want to be sucking from the taxpayer teat if not truly on my last couple pennies. It’s not that I’m ungrateful. I appreciate the idea of free health care for those, like I was, who need help in a transition or are down on [ more MANDEL page 6 ]

Coverage on Cooke is factual, informative I wasn’t very surprised to read the responses written in regard to the May 9 article about Mayor Suzette Cooke’s financial troubles. She has a fairly solid fan base as evidenced by her reelection. However, I don’t see the Kent Reporter article as an attack on the mayor in any way at all. The story was based on simple undeniable facts and not conjecture. Sometimes the facts can be unpleasant, but they’re still facts. The mayor is a public figure and as such is subject to public scrutiny. Every constituent has a right to know who their elected officials truly are. To not report the facts, good or bad, would be a disservice to the readership and community at large. The Kent Reporter did not insinuate that Mayor Cooke can’t do the job. In fact, it quoted others as saying that her financial hardship should not interfere with her ability to carry out her civic responsibilities. There are others on the other side of the street who would disagree. It doesn’t matter. What does matter is that the Kent Reporter continues to inform and educate so we may draw our own conclusions.

Article exposes Cooke and her obligation to pay up I would like to personally thank the Kent Reporter for the article on Suzette Cooke. This was not an atypical tabloid article as many have commented in the letters to the editor. The article was based on documented facts about a prominent political figure in Kent, who walked away from her financial obligations/commitments. As the article went viral, I have received numerous kudos, not only from the Kent community, but also from concerned citizens in Western Washington. I wonder if the individuals slamming the article would be singing the same tune if the mayor of Kent stuck them with her outstanding debt? Maybe the individuals sympathetic about Cooke’s plight would be
willing to create a special ”get out of debt fund.” I seriously doubt that, and why be politically correct in this matter? I say, just get over it. Cooke created her own problems and was exposed. Now she just wants to walk away and make them disappear like nothing has happened without any consequences. I find it appalling that we as a society tolerate this type of behavior and prefer to cast a blind eye. We want to sweep it under the carpet, so that our newspapers and politicians have a more “sanitized feel.” Again, we applaud the story. By the way, the condo association still has yet to receive payment for maintenance work that was approved by her last year. – Susan St. Clair

That leads to the crux of my current quandary: I’ve tried multiple times to cancel my Apple Care plan, but have been unable to do so. As far as I can tell, there is no “let me out� option online. I’ve called multiple phone numbers three or four times and sent an email asking to help me cancel, but, as far as I know, I’m still being covered. It seems as though they don’t want me to leave.
And, like every customer service nightmare, the calls to cancel are so frustrating. It’s a transfer from one machine to another, with none of the options applying to me. I dial zero dozens of times and ask for the operator and get nowhere. The automation has simply hung up on me at least once. So, I’ve resigned myself to staying covered for free at everyone else’s expense forever. At least I’m helping the sign up numbers – doing my part in the Land of the Free. A Kent firefighter is among those who will be honored Sunday in Olympia at the 2014 Washington State Fallen Firefighters’ Memorial Service. The annual service, which is open to the public, honors those firefighters who gave their lives the previous year for the communities they served. It is sponsored by the Washington State Fire Fighters’ Association, the Washington Fire Chiefs, the Washington Fire Commissioners Association, and the Washington State Council of Fire Fighters. This year’s ceremony, at 1 p.m. at the State Capitol Rotunda, recognizes the following firefighters:
Engineer Robert Schmidt, Kent Fire Department Regional Fire Authority; crew chief Zachary Jake VanderGriend, Forest Service contractor; firefighter Jess Hernandez, Seattle Fire Department; firefighter Albert A. Nejmeh, Tacoma Fire Department; fire equipment operator John Knighten, Spokane Fire Department; firefighter Robert Hamel, Clark County Fire District 6; and Capt. Carl Murray, Vancouver Fire Department. Schmidt, 50, died in April 2013 after a 10-month battle with brain cancer. Because his cancer was determined to have been caused by his work as a firefighter, Schmidt’s death is considered to be a line of duty death, according to fire officials. Gov. Jay Inslee will speak at the service. The service begins on the front steps of the Capitol Rotunda with a pipes and drums led procession.

KENTWOOD BOYS SOCCER MAKES FINAL FOUR Kentwood High School continued its improbable journey to its first Class 4A boys soccer state title with another win in the state tournament on May 24. The Conks dropped Gig Harbor 2-1 at French Field and will play a semifinals matchup with Snohomish at 8 p.m. on Friday May 30 at Sparks Stadium in Puyallup. The Panthers are 18-2 overall and will be in their eighth Final Four, according to the Everett Herald. Kentwood finished the regular season with a 15-2-3 record. The Conks advanced through to the final eight thanks to a 1-0 win on May 20 over Garfield, their third shutout of the postseason.
Isaiah Terry had difficulty coping with the sorrow of a stinging, season-ending loss. He and his teammates had gone far, so far, in the last three seasons. Few Kentridge High School baseball teams have achieved so much during a succession of state-bound springs on the diamond. Hydroplane enthusiasts got the chance to see one of the sport’s most storied boats for free during the Hydroplane & Raceboat Museum’s Hydro Fever open house last weekend. The boat, known to the hydroplane community as the “Blue Blaster,� a nickname for sponsor Atlas Van Lines, is close to being restored after more than four years of work. As the pride and joy of the Kent museum, it is set to run at Seafair this summer. But there have been mixed emotions about seeing the boat on the water again after Bill Muncey’s 1981 accident in Acapulco, Mexico. The legendary driver was killed during his final competition at a world championship race when he lost control of his boat. “It was such a traumatic event when (Muncey) was killed, and it’s such a touchy, emotional subject,�
said Don Mock, a volunteer who has been with the museum since its beginning in 1984 and has been working on a crew to restore the boat. “A lot of people felt the boat should never run again, (that) it should be sort of a tribute or a shrine (and that) it should never touch the water,� Mock said. Muncey left behind a family, including son Will Muncey, who was at the event promoting a book he wrote about his father’s life. As a Muncey he too was a hydroplane driver. Four generations of his family were involved in hydroplane racing, whether as drivers or as crew members. “If you go back to like the ’50s and ’60s, especially the ’50s, we didn’t have the Seahawks,� Muncey said. “In the ’50s, we didn’t even have any kind of major league sports. This was the only thing we had that was truly, legitimately,

major league.� Many members of the hydroplane community who feel this way about the sport were also at the event, among them volunteers who have worked at the museum for years. “We would go down to the lake every Monday through Friday, pack a picnic lunch, a blanket and go out and sit on the beach and watch (the boats) go round and round the lake,� said volunteer Carolyn Graham, who grew up watching the sport. But every time the old days of racing were brought up, Muncey’s name and memories of his boat seemed to find their way into the conversation. Graham described him as the name in Seattle, a racer everyone thought was wonderful. “A lot of people have ties to this racing activity, so I think that (will) be a very good thing to see that boat on the water,� Muncey said.
