I summoned what I thought was a reasonable amount of authority and announced myself, “Bonney Lake Police. I’m entering the building. If anyone is here, make yourself known now and come out with your hands up.” It was day one of mock scenes at the Citizen’s Academy and for once, I was on the other side of law enforcement. Or at least I was pretending to be. I spent 10 weeks attending twice-weekly classes with the Sumner and Bonney Lake Citizen’s Academy programs, in an effort to better understand the police departments I cover. I knew I would enjoy myself, but never did I imagine the fun learning opportunities I was about to experience. I rounded the corner and a familiar face peered out at me

We were walked through each situation by an officer, testing our ability to determine when use of force was called for and our understanding of law enforcement. Both Bonney Lake and Sumner programs were very similar, though each had its own approach and unique qualities. The courses provided interactive opportunities for citizens to obtain a taste of everything that goes into law enforcement – from traffic stops, to prosecution, to specialized task forces. Class topics included criminal law; department operations; dispatch and reporting crimes; metro animal services; SWAT, bomb squad and K9 demonstrations; emergency vehicle operations; patrol procedures; live taser demonstration in which participants volunteered to experience a short but clearly agonizing shock; a driving under the influence wet lab in which two city employees of different size and stature consumed alcohol in a controlled setting and then performed standard field sobriety tests; firearms training; domestic violence; narcotics; and many others. “It gives our citizens the opportunity to get to know their local police department and to under-

Spartans district champions

The Sumner Spartans won the district title Saturday for the first time in school history. The Spartans faced off against league rival White River Hornets. Despite a close game, Sumner won 2-1. The district championship game was a bit reminiscent of the league championship game the Spartans and the Hornets played on April 30.

The Spartans won that game 6-2 to end the regular season as the South Puget Sound League 2A champions. “The league and district championships were part of our goals at the beginning of the season,” coach Casey Adcox said. “It’s very cool to achieve both of those.” The Hornets have lost four games this season and three of them have been to Sumner. The Spartans are 4-0 in the post season and enter state as the number

one seed from the West Central District. Sumner plays Lynden next at 1 p.m. Saturday, May 24 at Yelm High School. The winner from that game will advance to the next round. Playing Lynden in game one has fueled the team’s energy and drive even more, Adcox said. To make it to the district championship game, the Spartans faced league opponent Fife in the semifinals. Sumner has played Fife

floodgates.” In the championship game, Sumner scored first with one run in the first inning. The Spartans held the lead until giving up one run to the Hornets in the top of the sixth inning. However, the tie didn’t last long. Sumner quickly answered with the winning run in the bottom of the sixth inning. A two out infield single led to the winning run.

Panthers lose two in districts Staff Writer

The Bonney Lake Panthers took fourth place in the district tournament Saturday at Auburn Mountainview. The Panthers next enter the regional tournament and will face off against Glacier Peak at 1 p.m. Saturday, May 24 at Skagit Valley College in Mount Vernon. The Panthers are 2-3 in post season play. The Panthers advanced to the West Central/ Southwest 3A District semifinals by beating

Mountain View 2-1 on Wednesday. Bonney Lake fell to Timberline 3-0 in the semifinals Saturday. One of the highlights in the semifinals was a 4-6-3 double played turned by Bonney Lake in the bottom of the first inning. The Panthers played Shelton next to determine its seeding. Bonney Lake lost 4-2 to Shelton.

Free insurance, I just can’t say no I’ve run into a major problem with Obamacare: I can’t get rid of my free healthcare. Let’s retrace my freeloading steps. I’ve held a string of full-time jobs since college that always offered health insurance. I moved to Seattle in July of 2013, months before open enrollment for the Affordable Care Act. I started this adventure without any known employ ment, so I coasted for a month on COBRA. Some freelance writEric Mandel ing paid by the Staff Writer hour, but no benefits, so I traveled the private insurance route for the first time. I purchased an affordable plan that covered the basics for just over $100 per month. That plan more than doubled on Jan. 1. This increase also coincided with the bubble bursting on my freelance opportunities. Thus, I was down to one job, which paid $50 per article — and they only needed me to write one article per week. Although I am a pretty frugal man, even I can’t live off $200 a month in Capitol Hill, where my relatively inexpensive rent for a studio apartment cost upwards of $1,000 per month. Luckily, I had a Sugar Mama (I love you, Laura) to keep me afloat. Barely. So back to the insurance situation. I wasn’t sure what to expect with the new health

In 2012, something amazing happened: Republicans and Democrats came together during a bitter election-year campaign and fixed the National Flood Insurance Program. The federal government had been subsidizing multiple thousands of property owners who live in floodprone areas. In fixing the program, they ended the program’s increasing debt, making it fiscally and environmentally sustainable. Trouble is, this bi-partisan reform only lasted two years. In March of 2014, Congress, both Republicans and Democrats, reversed themselves and gutted the improvements they had made. Learn about this story, and understand its implications from, “Hell and High Water,” by Michael Grunwald, found in the May 19, 2014, edition of “Time.” Background: Congress created The National Flood Insurance Program in 1968, a few years after

Hurricane Betsy had battered New Orleans, costing property owners more than a billion dollars. Insurers had refused to insure properties in flood-prone areas, so Congress stepped in to offer “taxpayer-assisted protections for existing structures.” At the time NFIP raised insurance rates and standards for new construction to ref lect the financial risks of building in flood plains. The program worked well for a while. But over time, it became less rigorous about risk and more generous about rates. FEMA redrew high-risk flood areas, ignoring the worst-case scenario storms. Doing this encouraged more people to live in high-risk areas. Many of the insured were able to repeat-

edly collect insurance claims, especially those who could afford to buy waterfront property. Hurricane Katrina exposed this “disaster waiting to happen” in 2005. NFIP had to borrow more than $18 billion from the U.S. Treasury to cover its debts. There was no way to recover the losses through raising rates on homeowners. Both the left and the right were angry for different reasons. The right was angry at the taxpayer subsidies and the left was upset because building continued in dangerous flood-plain areas. Even the powerful National Association of Realtors went along with a desire to end the abuses because it hurt their sales. Los Angeles Democratic Rep. Maxine Waters was the 2012 bill’s author. Rep. Judy Biggert, a Republican from southern Illinois, aided her in getting the bill passed to end insurance subsidies to second homes built in flood-plains and businesses and property in high risk areas that had made repeated damage claims. The bill also accurately updated flood-plain maps to reflect

Desiring another term in the House Position 2 seat is Independent Democrat Chris Hurst. He was elected in 1998 and 2000, then took a fouryear break. Returning to politics, he was elected in 2006, 2008, 2010 and 2012. He is being opposed by Kent’s Phil Fortunato, who lists his affiliation as Independent Republican. And, like every customer service nightmare, the calls to cancel are so frustrating. It’s a transfer from one machine to another, with none of the options applying to me. I dial zero dozens of times and ask for the operator and get nowhere. The automation has simply hung up on me at least once. So, I’ve resigned myself to staying covered for free at everyone else’s expense forever. At least I’m helping the sign up numbers — doing my part in the Land of the Free.

It’s easy to blame politicians for bowing to political pressure in an election year, but it’s also a comment on voters who like the idea in theory of passing reforms, but not in practice when it will cost them money. As seas

They are outside in the elements, whether the sun is out or a storm is on the horizon, to protect and serve. Their mission is to ensure public safety and make it home to their own families at the end of the day. For all they know, the next person they come across could be a sig-

nificant danger to society. Stranger things have happened, and while we are sitting comfortably at the table with our family, or yelling maniacally as we watch a football game with friends, they are the ones who shield us from all of it. “You know, we don’t like it either,” Steve told me. “We get pulled over sometimes too. In fact, we’re just like you. We are moms and dads. We have families, hobbies and lives outside the police department. We go to baseball games. We’re not out to make anyone miserable, which is why I encourage anybody to attend the Citizen’s Academy, whether it be here or in another city. It’s difficult to understand where we are coming from until you see it firsthand. This is an opportunity for us to connect to the community

Sumner’s course began with a presentation from the Tacoma-Pierce County Chaplaincy. It set the tone gently but firmly by making it clear to everyone that police work is intense, and the stories we were about to hear were real accounts. It’s not like a game of cops and robbers or a crime show with all the details neatly tied together and closure at the end of the episode. Police and other emergency personnel are exposed to the murkiest corners of society and the role of chaplains is to help navigate them through that darkness. They provide spiritual and professional support during violent, and often deadly, incidents. They arrive on scene when needed and sometimes, retired Chaplain Art Sphar said, that means waking up at 2 a.m. for a call. But it also means checking in on officers at the department after the event has concluded. Each officer handles the emotional burden differently, he said. They lean on each other when needed and a healthy amount of detachment is typically present. But what they see and experience can cause mental turmoil that isn’t always easy to pull them-

Washington State Patrol Troopers Cliff Pratt and Bill Henkel spoke to the Bonney Lake class about their roles as bomb technicians on the Interagency Bomb Squad – an explosives unit tasked with identifying and properly handling suspected explosives. They rolled in with the bomb squad vehicle – a monster of a tank – and two robots which are utilized in order to reduce human exposure to danger, whenever possible. Class members were given an opportunity to don the bomb suit, approximately 90 pounds of protective gear. Cliff said he entered the field because it is a family tradition. His great uncle was killed in the line of duty in 1945 and his father was a trooper as well. He enjoyed listening to the stories his dad told him of responding to vehicle collisions, bank robberies, shootings and even animals in distress. But growing up in law enforcement comes with personal sacrifice, he said. It was a sacrifice he was willing to make and now, he asks his family to do the same. “I knew as a kid that holidays were never on the day they were supposed to be. If my dad was able to attend birthdays or baseball games, he was usually in uniform, on his way to or from work. That was all OK because we knew that our family’s sacrifices were for the greater good, to make our community a safe place for everyone,” he said. “That is even more so with my family now that I am a bomb technician. It is a specialized, highly trained dis-

cipline and there are very few of us doing the job. By the time I am called, it is because no one else wants to touch, or even be near, the potentially deadly situation. And that is exactly why we do it. When it happens we want to be there. We want to handle it, to make it better, to keep our family and our community safe,” he said. Excitement from demonstrations by the bomb squad and SWAT team members and a trip to the Puyallup jail was easily predicted, but as Bonney Lake class president Karl Moore put it, “there were no boring classes.” Even topics that may seem routine, such as traffic patrol, had new light shed onto them. “The lecture portions of the course were extremely thought provoking, and having hands on type activities weekly made the course a very exciting endeavor. Each of the presenters was an obvious expert in their field,” he said. Nobody likes to see red and blue lights flashing in their rearview mirror and I am no exception. In fact, I’m convinced there exists a previously undiscovered law of physics: If a patrol officer is in the vicinity, they will pull me over. Don’t get me wrong, I’m a law-abiding citizen for all intents and purposes. I typically get stopped for silly things, such as a burned out headlight, or driving a measly five miles over the speed limit – OK maybe 10. It used to bother me. However, I now appreciate their intent with understanding and gratitude that I didn’t before. I’m not a dangerous criminal but to a police officer, anyone could be. The law is designed to create a safer environment for us and as was proven

Honeymoon is over, now it’s time to fix problems

I planted petunias in a large pot. Now I notice the lower leaves of the petunias are turning yellow. I think the plants look a bit wilted but I water the pot every few days and keep the soil moist. It is a very large half whiskey barrel. Should I add more fertilizer? I mixed plant food into the soil when I added the petunias. R.L., Kent

I suspect a drinking problem – as in too much water. Here are the clues to this diagnosis. First, lower leaves turning yellow are a sign of root damage. Second, a plant that is overwatered will start to look wilted as the roots rot from too much moisture and are unable to take up water. Third, you planted just a few plants in a large container – too much soil with too few plants in a container can hold an excess water, especially when the plants are young and newly planted. Finally, the fourth reason your petunias may be drowning is that you mentioned you water every few days to keep the soil moist. In our climate you may not need to water for weeks due to rain and cloudy weather or need to water every day if the weather heats up. You must feel the potting soil and water only when the top inch of soil is dry to the touch – never on a set schedule. I do not recommend more fertilizer – try to let the soil dry out even if it means placing an umbrella over the container or moving it

Diagnosing your problem was easy – it is the classic case of the cold coleus. These colorful foliage plants don’t just hate a frost, they start shaking in their roots when the night temperatures dip to 40 degrees. The other f lowers you planted adjust to chilly nights but not coleus. The other clue to this cold case is that you added compost to the soil and there are black marks on the stems of the plants. Compost is great but it holds moisture and can encourage leaf and stem blight in plants like coleus that are super sensitive to cold damp conditions. I would take tip cuttings of your surviving coleus by snipping out the top growth that might still be healthy and placing these cuttings into a glass of water indoors. If you see roots forming in a few weeks you can try again with coleus. This time grow your coleus in containers of potting soil and keep them under cover and protected from rain storms and chilly nights.

Over the past few weeks, the City Council has: • • Authorized an engineering review of the Grainger Springs water pump house improvement project; • • Renewed contracts for the community garden, Swiss Sportsmen Club (PD firearms training) and Allan Yorke Park concession stand; • Amended the City code relating to building permit fee calculations; • Ratified the Mayor’s reappointment of Randi Reisenberg and • Chauntelle Hellner to the Park Board; • Awarded a contract for water main leak detection services; • Awarded a contract to Molly Maid for custodial services;

Extended the moratorium on recreational marijuana businesses; Accepted 29 refurbished Automated External Defibrillators (AEDs) from East Pierce Fire and Rescue via a 2014 2014 Heart Rescue Program Community Grant. An AED will be placed in each police car, as well as other strategic City locations. Authorized the submission of four Federal Highway grant applications for improvements along SR410.

Weed Abatement Spraying Program Starting Soon

he city will began its annual weed spraying program in the next few weeks, which is dependent on a forecast of dry weather for several days. Brush, trees, and other vegetation will be chemically controlled along City roads in the Rightof-Way (ROW). Spraying is dependent on weather conditions. The program follows strict application procedures by trained and certified workers. The weed abatement program: Eliminates vehicle and pedestrian traffic hazards from vegetation that is blocking

traffic signs and pathways; Prevents the spreading of Tangsy Ragweed and other invasive and noxious weeds; Prevents future fire hazards, and Maintains the quality appearance of the City. Property owners with City ROW adjacent to their property have the option to cut the grass and bushes themselves to avoid the City applying chemicals in front of their homes. 84th Street Water Project Will Inconvenience Area Residents

eginning on May 19th the City of Bonney Lake will begin installing 1,900 linear feet of ductile iron water main on 84th Street E (from 182nd to Locust). Other miscellaneous items will include installing 10 new service connections; installing 550 linear feet of corrugated polyethylene storm sewer pipe; installing 5 new storm structures. The city will also be backfilling and compacting an existing stormwater pond, and overlaying 800 tons of asphalt on 84th Street East from 182nd Avenue East to Locust

Avenue East. It is expected to take three months to complete the project. This will cause some disruption and inconvenience for area motorists and property owners along 84th. On April 14th all property owners along the construction route were sent letters explaining the project. When completed, the improvement will enhance water pressure and fire protection in the area, as well as improve storm water drainage. 
