Lions offer swim lesson scholarships By Megan Hansen Editor
After more than 50 years of Coupeville Lions running swim lessons each summer, the club has decided to change things around. The club will no longer fit all the swimming lessons into a two-week period this summer at Camp Casey, but will partner with the facility to offer five two-week sessions. Lion member Molly Hughes said the decision was made after years of competing with other swim programs on the island. When lessons were first started, they were the only option on the island. Over the years, additional pools have been built and the club now has to compete. At its height, the program had 200 children participating, Hughes said. Last year, the club served 100. “We’ve always run it as a service project,”

Five submit for principal position By Megan Hansen Editor
Candidates are lining up in hopes of becoming the next principal of Coupeville middle and high school. Superintendent Jim Shank said Monday that there are five applicants already for the position. The position was posted last week after the school board approved the resignation of Principal Sheldon Rosenkrance, who accepted the position of superintendent in Estes Park, Colo. A selection committee is being established with three members. Two were appointed Monday — school board members Vanessa Matros and Kathleen Anderson. The committee is still seeking a third member.

Water Festival makes a splash By Jessie Stensland Editor
One-year-old Delaney Hodges of Oak Harbor toddled up and down Front Street in her yellow outfit as her parents kept a close eye on her Saturday afternoon. But unlike many of the other residents who crowded the streets during the Penn Cove Water Festival, she wasn’t in search of Native American canoe racers, a bowl of mussels or Indian dancers. She apparently wanted a balloon. Which she got, though she wasn’t so hot on the face painting. “This is a lot of fun,” her mother, Katie Hodges, said as she corralled the little girl. She and her husband brought the kids to Coupeville for some outdoor fun. And they weren’t the only ones. Children and puppies were out in force, exploring the sights and sounds of a festival dedicated to both marine life and Native American history. It was standing-room-only at the main stage, where a compelling mixture of story tellers, singers and musicians performed.

Swil Kanim, a member of the Lummi Nation, wowed the crowd with a unique combination of violin virtuosity and native storytelling; he managed to be both funny and inspirational.
Again this year, the Tsimshian Haayuuk Dancers performed traditional dances. The event, as always, revolved around the tribal canoe races. The contestants paddled long canoes with surprising speed in great loops around Penn Cove. Chief Angie Bailey of the Sto:lo Nation in British Columbia said the Penn Cove Water Festival is the first event of the canoe-racing season. She said the team members have been practicing and exercising for the past two months. While the canoe races are a reminder of local history, they’re also a lot of fun. “I get a lot of adrenaline from racing,” she said. “It’s great.”

Heather White Driscoll, a 2001 Coupeville High School graduate, met with readers Monday at Coupeville Library. Driscoll released her first novel, “He Calls Me Harp,” in July 2013. While the book doesn’t come right out and say it, the coming of age story, which centers around a young girl and her older boyfriend, is set in Coupeville. Driscoll said Monday that the story has done really well regionally. During her event Monday, Driscoll shared the process of writing her book and the challenges that went with it.

Deep Sea owner Land trust seeking volunteers fined $301,000 By Ron Newberry Staff Reporter
The state Department of Ecology levied a $301,000 fine against the man whose crab boat caught fire and sank in Penn Cove in 2012, causing an oil spill that temporarily shut down nearby Penn Cove Shellfish. It’s just the latest bad news for Rory Westmoreland, a 51-year-old scrap-metal dealer with a history of running afoul of environmental rules, according to the Department of Ecology. Westmoreland is facing misdemeanor charge in Island County District Court for allegedly abandoning the 128-foot Deep Sea crab boat. Friday, he pleaded not guilty in King County Superior Court to charges by the Attorney General’s Office that he abandoned about 40 barrels of hazardous waste in property from which he was evicted in 2012, the Attorney General’s Office reported. The state charged Rory Westmoreland with one count of violating the hazardous waste management act, a felony, and another gross-misdemeanor count of unlawful dumping of solid waste without a permit. Dick Walker, a member of the spills response team, characterized the $301,000 fine as “very large for the Department of Ecology.” He said Westmoreland was fined for three reasons: for failing to report an oil spill, for failing to clean up an oil spill and for the oil spill itself. The fire response, oil spill response and the salvage of the boat from the floor of Penn Cove was performed by a team of public agencies, as well as the Coast Guard.

State agencies, including the Department of Ecology and the Department of Natural Resources, spent more than $2.8 million on the incident. Walker said the Department of Ecology recovered $1.56 million in spill response expenses from the National Pollution Fund Center; he said the federal government is going to go after Westmoreland to recoup the money. On the night of May 12, 2012, the Deep Sea caught fire — in what was later determined to be an arson — while illegally anchored on state-owned aquatic lands, according to the Department of Ecology. Westmoreland had the boat towed to Penn Cove in December of 2011; Walker said Westmoreland wouldn’t say what his plans were for the boat, though officials suspect that he planned to scrap it. Firefighters attacked the fire that night and the next day, but it rolled on its port side and sank in the evening of May 13. Approximately 5,555 gallons of oil were released, according to the Department of Ecology. Diving contractors hired by the U.S. Coast Guard removed 3,100 gallons of oil from the sunken vessel. The boat was raised and towed to King County, where it was eventually cut up into scrap metal. Westmoreland is scheduled to go to trial in Island County District Court Sept. 11 on the derelict vessel charge.

In 30 years, the Whidbey Camano Land Trust has protected 72 properties, covering more than 7,600 acres. To acknowledge those efforts, the land trust is planning a party. And, as with any largescale bash aiming for success, a small army of helpers are being sought. The land trust’s 30-year anniversary celebration will take place from 2-5 p.m., Aug. 16 at the Camp Casey picnic area in Coupeville. Among the events being planned are outdoor activities, including kite making and flying, guided tours for all ages, a salmon barbecue, music and bird and bat house building demonstrations. “We’re trying to engage the next generation,” said Janelle Castro, outreach and communications manager for the land trust. To make all this possible, the land trust is recruiting volunteers with creative talents to lead hands-on activities related to the organization’s work of protecting
land and providing stewardship. It could mean storytelling, building bird houses or making animal calls. Guides will be needed to take guests on tours of the former military installations at Fort Casey State Park as well as on tours to nearby Admiralty Inlet Preserve, a 46-acre old-growth forest that was one of three major properties protected by the land trust in 2013. The Whidbey Camano Land Trust’s mission is to preserve land that represents the scenic beauty or a way of life unique to Whidbey and Camano islands. The land trust achieves that aim by purchasing the land or partnering with land owners through a conservation easement, a legal agreement between land trust and land owner that removes development rights from the property. Last year, such an agreement was made between the land trust and the Muzzall family, regarding the 113acre centennial farm along north Penn Cove, allowing farming to continue on that land indefinitely.

Kudos to agencies responding to new public records training legislation Agencies in Central Whidbey seem to be getting on the Open Public Meetings Act training bandwagon. And the newspaper couldn’t be more pleased. The concern about agencies following the state law came to light last month after the Coupeville School Board handled its appointment of a vacant seat in a way that could violate the law. The issue was quickly remedied during that meeting, but it’s concerning that it happened at all. The incident gave the newspaper an opportunity to highlight new legislation that requires elected officials to seek regular training on the Open Public Meetings Act and public records law. The new legislation goes into effect July 1, 2014 and requires newly elected officials to get training within 90 days and then every four years after that. In response to the concern expressed last month, the Coupeville School District held board training Monday during its regular council meeting. District administrator Janet Wojenski, who is the district’s public records officer, provided a presentation with information from the state Attorney General’s Office and the Washington State School Directors’ Association. The presentation was very clear and concise and gave the board great examples of ways they could get tripped up on the law by forwarding emails and inadvertently meeting in quorums. Kudos to the school board for quickly responding to concerns and providing that training. Coupeville Mayor Nancy Conard is also jumping on the training bandwagon. After news about the school district issue came out last month, she told Coupeville Town Council about the new law and is currently organizing a training session for town officials through the town’s insurance provider. She said she was going to extend an invitation to other agencies in the area to participate in the training, and that officials from Ebey’s Reserve National Historical Reserve had already expressed interest in participating. It’s great to see agencies in Central Whidbey responding so positively and taking active steps to meet these new requirements. Making decisions that involve public agencies and public funds is a big job and requires a lot of trust on the public’s part. This new training requirement is another tool to help elected officials in their roles as public servants.

MARK Mowing the grass: a spiritual experience THE DATE • Harry Anderson Rockin’ a Hard Place I just mowed our grass for the fifth or sixth time so far this year, repeating a routine that will extend until at least late October. By the time the season is over, I will have mowed our piece of paradise 50 times or more. Mowing is a holy ritual here on the Rock. It defines a covenant between we mortals and whatever causes the grass to grow. For most of my adult life, having lived in (bite-myknuckle) big cities like Los Angeles and Dallas, I hired

David S. Ellsworth
David S. Ellsworth, 87, passed away at Careage of Whidbey on May 8, 2014 with family at his side. He was born to Sherman and Marian Ellsworth in Seattle, Wash. Dave joined the U.S. Navy in 1945 and served in Alaska. He attended Oregon State University and was a member of Phi Gamma Delta. He graduated with a degree in Zoology in 1949. Dave married his beloved wife, Joanne G. Ellsworth, from Whittier, Calif., on Jan. 3, 1953 and they enjoyed more than 61 years together. Their early married life was spent in Bellevue, Wash., while he worked for Seattle Trust and Savings Bank. He later managed his own audio-visual business until retiring and moving to Coupeville. Dave and Joanne have been residents

Mowing was dismissed as something “I don’t have time for.” But on the Rock, mowing our grass is a personal obligation not to be trifled with. We have customs associated with it, and they must be strictly obeyed. Check the weather forecast; it’s embarrassing to get caught in the rain with the mower running. Mow in the afternoon after the marine moisture dries; it alleviates grass clogging the mower. Re-mow as necessary if dandelion stems refuse to be sliced. Plot the yard in your head in advance. Mow the driest part first and the wettest part last. Mowing grass can also
be a transcendental experience. It offers the instant gratification we get from our impatient 21st neighbor yelling as she drives past while I cruise on my riding “lawn tractor.” I feel satisfied and warm all over. It offers the instant gratification we impatient 21st Century humans demand in effort we undertake. “Your yard looks terrific,” a Wearing my sound-blocking ear protectors, I withdraw into a mystical realm of private thoughts, tuning out the sounds of jet noise, motorcycles and the neighbor’s weed whacker. It gives me time to ponder big thoughts, such as why God made nettles and Canadian thistles. And why cell phone coverage can be spotty on the Rock. Growing up, I was given
of Coupeville since 1968. He loved working outdoors on their farm and attending to his beloved pets and livestock. Many years were enjoyed going to Alaska on their boat, DeYata, while they were members of the Fidalgo Yacht Club. In later years, Dave and Joanne spent winters in Surprise, Ariz., relaxing, riding bikes and playing shuffleboard. Dave was recently honored by his Oak Harbor Rotary Club with a life-time membership of Rotary International. He hosted several foreign-exchange students over the years. Dave is survived by his wife, Joanne; his three chil-
dren, Catherine, Stephen and Charles Ellsworth; his two grandchildren, Danielle and Karoline Ellsworth; and his two sisters, Susan Brant and Linda Spencer. A service will be held 1 p.m., Tuesday, May 20 at Burley Funeral Chapel. A celebration of life will be held following the service at the family home in Coupeville.

the assignment of mowing the yard under my dad’s tutelage. But our old mower was the push-it kind, and the work was sweaty – especially on the steep bank in the front yard. I had many more important things to do as a teenager and found excuses not to mow. Thus the grass grew too long, making my eventual suffering worse. But on the Rock I have come to understand what some have called the “zen” of mowing. And I have found the pleasure in it. It’s a connection between human and machine that tames nature but doesn’t destroy it. A freshly mown yard gives a sense of accomplishment that I imagine an artist feels when she finishes a canvas or a pastry chef feels
when he finishes a wedding cake. When Captain George Vancouver first set eyes on the Rock in 1792, he wrote this about the area around Penn Cove: “The surrounding country, several miles, presented a delightful prospect, consisting mostly of spacious meadows … In these beautiful pastures, bordering on an expansive sheet of water, the deer were seen playing in great numbers. Nature had here provided the well-stocked park…” And 222 years later, while riding my lawn tractor and wielding my weed whacker, I am doing my part to tend that delightful prospect and well-stocked park. The regional tournament begins Saturday, May 24. In Coupeville’s loss in the district championship game, the Wolves simply did not play very well, according to coach Willie Smith. “Not a lot of positives to talk about,” Smith said. The loss, however, did not derail Coupeville’s hope of a state tournament berth. “We have two chances (this) week to get to the state tournament, so our season goal is still intact and alive,” Smith added.
South Whidbey scored two runs in the third inning off two errors, a dropped relay at the plate, a walk and a single. In the fourth, the Falcons added two runs with the help of two Coupeville errors. The Wolves threatened in the third, fifth and sixth innings, but always with two outs, Smith said, limiting their chances to score. In the win over Meridian, Etzell fired a three-hitter and struck out nine, and he aided his own cause by picking off a runner, hitting a single and driving in two runs. Etzell picked up offensive help from Aaron Trumbull (3-for-4, RBI), Jake Tumblin (2-for-4, double, two runs), Wade Schaef (2-for-3, double, two runs) and Kurtis Smith (double, run). Smith’s pitch count well over 100, coach Smith brought in ace Etzell to get the final out. Coupeville’s offensive revival the last nine games was ignited by Tumblin. During that span the senior has hit well over .500 with three doubles, two home runs, 10 runs and eight stolen bases.
Friday he was 3-for-3 with a home run, two runs, an RBI and stolen base. “It’s like this every year,” Tumblin said after the game. Once he finally starts hitting, the season ends. His bat, however, is helping keep this season alive. The Wolves scored their first run in the second inning. Korbin Korzan singled with one out. C.J. Though Coupeville fell to South Whidbey in the 1A district tournament championship game, its goal of a deep run in the state tournament is still alive. Coupeville reached the title game by defeating host Meridian 6-1 Tuesday, May 6, and Lynden Christian 5-2 in the semifinals in Blaine Friday, May 9. By finishing second in the district, Coupeville qualified for the tri-district tournament and avoided tri-district’s first two rounds, which are loser out. The Wolves will need to win one of two games at tri-district to advance to the state’s regional tournament round of 32. Tri-district began Tuesday when Eatonville (12-8) met Nocksack Valley (11-12). The winner faces Overlake/Bear Creek of Redmond (14-1) Thursday. That winner challenges Coupeville (12-10) at 10 a.m. Saturday, May 17, at Bellingham’s Sehome High School. If Coupeville wins, it qualifies for state and plays in another tri-district game at 4 p.m. Saturday at Meridian High School to determine the third

The Coupeville softball team dropped a pair of games, losing 4-2 at Cedarcrest Wednesday, May 7, and 10-0 at Lakewood Monday, May 12.

On a double steal, Schaef scored and Tumblin went to second. Kurtis Smith moved Tumblin to third, and Etzell drove him home with a sacrifice fly. Meridian (8-12) scored in the sixth to make it 3-1, then Coupeville put the game away with three runs in the seventh. With one out, Schaef smacked and double and Tumblin followed with his own, driving the ball to the 355-foot mark of the wall. Kurtis Smith reached on a fielder’s choice when Meridian failed to get lead-runner Tumblin, who hurried back to second on the throw to third. Etzell singled in Tumblin, and Trumbull blooped a base hit to load the bases. Josh Bayne’s sacrifice fly finished the scoring. In the win over Lynden Christian, Coupeville pitcher C.J. Smith played Houdini and Tumblin continued his offensive surge. Smith stranded 10 base runners as the Lyncs put runners into scoring position in five of the first six innings before finally pushing across two runs in the seventh. Four times Lynden Christian had a runner at second or third with only one out and failed to score. Much of the pressure Smith faced wasn’t his own

For the third meet in a row, Makana Stone bettered her Coupeville High School 400-meter record, this time at the eight-team conference meet. Though Stone lowered the mark by a tenth of a second to 59.65, she finished second to King’s Anna Parker (58.86). Stone also placed third in the 200 (27.12) to earn the best two places by Coupeville athletes at the meet. In team scoring, the Wolves finished seventh among the girls with 27 points and eighth among the boys with 11. King’s took the girls team title with 208 points; Lake-
wood was the boys champion with 225.5. The Coupeville girls recorded seven other top-10 finishes: third, 3x200 relay (Lauren Grove, Sylvia Hurlburt, Stone, Marisa Etzell), 1:51.36; fifth, 4x100 relay (Grove, Ashlyn Miller, Hurlburt, Etzell), 54.24; seventh, Etzell, 400, 1:05.27; eighth, Hurlburt, 100, 13.76; 10th, Etzell, 100, 13.93; 10th, Hurlburt, 200, 28.34; and 10th, Heni Barnes, discus, 83-02. The Mountaineers (6-10-1) outshot Coupeville 25-6, and Coupeville keeper Joel Walstad made 11 saves. “The boys gave a good effort,” coach Kyle Nelson
said. “They were a tough opponent, playing a physical game.” Coupeville finished the season with a 5-10-2 record, 4-9-1 in Cascade Conference play.
Softball falls twice, begins playoffs Cedarcrest’s first inning was better than Coupeville’s and the Red Wolves won 4-2 in Duvall. Coupeville scored two
runs in its first at bat, Cedarcrest answered with three and that was about it for offense for the rest of the afternoon. With one out in the top of the first inning, Bree Messner and Hailey Hammer singled, then McKayla Bailey doubled them home. After those three consecutive hits, Coupeville would get only two more the remainder of the game. Madi Roberts singled in the second and Hailey Ham-
mer led off the third with a base hit. From there, the final 15 Wolves went down in order. Cedarcrest strung together four consecutive hits, the final two doubles, to score three runs in the bottom of the first. Three straight Red Wolves hits scored the game’s only other run in the third. Coupeville pitcher McKayla Bailey, with the help of an errorless defense, blanked Cedarcrest the rest of the way. Bailey finished with five strikeouts and no walks. Against Lakewood, three hits on offense and eight errors on defense tell the story. The hits were recorded by Hammer, Maddi Strasburg and Messner; Coupeville never pushed a runner past second base. One of the few highlights was an unassisted double play by shortstop Roberts, who snared a line drive and tagged a runner who strayed off second base. The Wolves (3-14, 4-14) begin the postseason Friday, May 16, at Sedro-Woolley’s Janiki Fields. Coupeville plays at 4 p.m. Play in the eight-team, double-elimination tournament continues at noon Saturday.

The weather was perfect for canoe racing in Penn Cove Saturday. Members of tribes from as far away as British Columbia journeyed to Coupeville to take part in the tradition that dates back to 1930. Island County Historical Society provided cedar paddles as first-place trophies, carved by Dick Weber, as well as ribbons for second and third place. The Tsimshian Haayuuk Dancers, dressed in traditional garb, performed for a crowd on Front Street at the end of the festival.

Lions: Club changes annual swim lessons From page 1 she said. “We don’t make money from it.” In fact, the project has always cost the club money. This year, the club will take its budgeted swim lesson funds and use them to hire additional aids for Camp Casey’s regular sessions. Hughes said this lowers the ratio of aids-to-children and gives students more oneon-one learning. The club is also using its budget to offer scholarship assistance to those who might have trouble affording the $45 lesson fee. “It’s a big, big change for the Lions to not have its own swim lessons after 54 years,” Hughes said. “But we have the opportunity to help more kids learn to swim.”
Registration for the lessons starts Wednesday, May 14. Sessions start in June and run through Aug. 28. Children must be 4 years old to participate. Sessions are 30 minutes long and run Monday through Thursday. Camp Casey will offer four morning sessions and one afternoon session. “We’re hoping by doing this we can get more kids in the water,” Hughes said. “Camp Casey runs a really great program and we’re really excited about this.” Parents can register their children by going to the Camp Casey office, calling at 360-678-5050 or going online to spu.edu/caseypool. Shank said the committee will start screening applicants May 28 and do reference checks on May 30. “We’re on a little bit of a time crunch,” Shank said, adding that the timeline may be especially tight if candidates are out of state and need to make travel ar-
