Phase two of Covington Community Park is taking shape and the city is pursuing funding options with the goal to break ground in 2015. Phase one of the park, which is located across the street from Tahoma High School in Covington, was completed in 2012. That phase includes a grass soccer field, a trail over a mile long, two COVINGTON restrooms, an open meadow, forest and parking lot. “Now we are focused on designing phase two,” Angie Feser, parks planner for the city, said. The city is working with a consultant to design and price the project. On the list of projects for phase two currently are a covered performance stage with a grass seating area, completing the trail system, a tennis court, outdoor fitness equipment, one small and one large picnic shelter, a parking and drop off area, as well as all the related infrastructure. Against the advice of YarrowBay, the Black Diamond City Council has accepted a plan for building its future government facilities. In response, the developer said it will file a lawsuit against the city. “We counseled against them adopting the plan because we feel there are errors,” said Megan Nelson, director BLACK of legal affairs for YarrowBay. DIAMOND “It leaves us no choice other than to litigate with the city over the issue. We find that to be very unfortunate.” Nelson asked the city not to adopt a resolution during an April 3 City Council meeting for a more than $48 million government facilities mitigation plan. Though the city has accepted the plan, it has not yet taken a step to adopt the mitigation fee recommendations. The mitigation plan assesses what government facilities will be needed to support the expected population expansion that comes

has grown to nearing its maximum capacity of about 2,000 animals in a year. Because of recent changes with other local wildlife centers, the shelter is expecting about double the amount of wildlife brought to the center in 2014. The number of animal care cases has risen from 174 at this point in 2013 to 234 thus far in 2014. White made a proposal in January to the Maple Valley Parks and

Recreation Commission about building a state-of-the-art wildlife rehabilitation center on the long unused parcel of city-owned land called “Henry’s Switch” and create a space for animals as big as eagles and bear cubs to regain their health. White said she is willing to lease or buy the land from the city. The Maple Valley Park and Recreation Department is still deciding on its priorities for the year. Parks and Recreation Director Greg Brown said Henry’s Switch and one other undeveloped property are in the master plan mix, but are not among the priorities. Despite a small figure and modest voice, when Kentwood teacher Shannon Henderson speaks, her class listens. Henderson, the business and computer science teacher at Kentwood, believes the respect she gets from students doesn’t come from the 15 district awards on her wall. She doesn’t think that they pay attention to her because she has 21 years of teaching under her belt. And they probably don’t cut their chatter because of the banner behind her congratulating her on being awarded the 2014 KSD teacher of the year. One of the most difficult parts of her work is time management, especially considering she teaches six periods a day. Staying up-to-date on the rapidly changing technology sector is one of the most challenging parts of Henderson’s life, and can consume her time outside of the classroom. She says that after grading assignments she often spends hours reading to catch up on advancements in technology. She has also attended conferences on computer science, such as the Cybersecurity Summit for her computer science class, and the Personal Finance for Educators Conference for her accounting class.

“If you have a Snuggie, use it.” It was a lighthearted moment that drew laughs from Cedar River Middle School staff during a training session April 18 on providing basic aid to victims of violence. “The odds of a mass scene of violence happening in this school are slim,” Aaron Tyerman, chief of operations for King County Medic One, told the staff. “But, we know it does happen.” The training focused on what school staff should expect in a law enforcement response to an incident at a school, and on what the staff can do to help anyone who is injured in such an event. Members of law enforcement and first responders from various agencies were on hand for the training, which included a large group session and breakout groups. Tyerman talked about

changes first responders have made since the shooting at Columbine High School. The main idea, Tyerman said, is that law enforcement first responders aren’t waiting when they arrive at a scene. Instead, they will enter the school to stop the event as quickly as possible. He also underscored the importance of preparing and practicing a school’s response to violence. To drive the point home, Tyerman cited the number of deaths in school related fires in the last 55 years: zero. And, yet, three times a year schools are required to do fire drills. Many schools do more drills than that. “If you think about it, I can think of nothing scarier than being in a burning building,” Tyerman said. By comparison, he cited data that 545 people have been injured or killed in school related shootings in the United States since 1990. When staff were asked how many of them had been part of an active

shooter drill, only a smattering of hands went up across the group. The most effective things school staff can do in an incident of violence, Tyerman said, are to know the school’s lockdown procedures, know what they can do to help control bleeding, how to do a rapid trauma assessment, how to place a victim in a recovery position to keep their airway open, how to notify first responders of injuries, keeping a victim warm and knowing what resources they have at their disposal. In the breakout groups, staff members learned ways to stop bleeding, including tips for bandaging wounds, applying a tourniquet, moving a patient and conducting a rapid trauma assessment. Cedar River was the last Tahoma school to go through the training this year. “This was a really positive experience in light of the content of the topic,” Cedar River Vice Principal Robert

Talbert wrote in an email interview. Tahoma High teacher Clare Nance said that she was impressed by how seriously the first responders took the training and she was surprised by some of the things she learned “It was eye-opening to actually try to carry or drag another person,” Nance wrote in an email. “It’s amazing how heavy a body is!” This training came about because of the district’s relationship with first responders through the active shooter drill that is conducted every fall at Tahoma Junior High. Rob Morrow, principal at Tahoma Junior High and the district’s next superintendent, said he was approached by Tyerman about doing the training at the junior high last summer. “The response was so positive we made the decision to train every staff member in the district,” Morrow wrote in an email. Tyerman added in an

able for the public. White said she plans to fill the aviary with six or seven non-releasable birds, such as hummingbirds and bluejays, that have broken wings or permanent injuries. She plans to surround the area with signs and create pamphlets that would give information about conservation and water quality for scout troops or other

visitors. “It’ll give them a better experience,” White said. “We’re trying to teach them to care about wildlife.” White said most of the animals being treated are not available for viewing to the public because they are not pets, but animals that are being rehabilitated so that they can be released back into nature. She said if

the aviary brings people in and inspires even one person to start recycling then it is all worthwhile. “It helps tie in youth group community projects,” White said. “It’ll be more interesting.” The rehab center moved its major fundraiser, the

second annual “Wild in Washington,” from Maple Valley to Tukwila, with hopes of drawing in more supporters from around King County. White said her goal is to raise between $10,000$20,000 this year, after $5,000 last year.

Members of the training team have presented at a national conference in Florida and to various groups in Washington D.C., including the FBI, Homeland Security and officials from the vice president’s office. During the course, the training team also noted that the skills being taught can apply to situations in the world outside the classroom. Ultimately, the goal was to make sure school staff have the basic skills to give aid in an emergency. “You guys are going home at the end of the day,” Tyerman told the staff at Cedar River. “End of story.”

Seventh grade and fake limps The subject this week is the seventh grade. I remember seventh grade as the time the world ended. In the seventh grade, girls suddenly decided I was surreptitiously swallowing snot. I immediately defended myself and said, “No, no, it’s lumpy buttermilk.” Then I would limp and throw my right arm backward and claim I had been gored by a cow. Maybe if I had said a Spanish bull ran over me in Argentina I would have gotten their sympathy. The great limp-cow gore whine always failed, no matter how many times I tried it. The girls ran away and pointed. That still happens when I enter a room, but it’s not girls anymore. It’s government officials (and everyone else). Speaking of government officials and the seventh grade, after years of covering and following many city councils, commissions and government hopscotch, the images of seventh grade cliques with pointing and giggling from across the dance floor keep returning to me. With the 2014 political season officially breaking out of the gates, I have been trying to figure out the best method to choose a candidate for office. tions, most of the ideas they put forward will fall off the cliff once they take a seat. Government is designed to be slower than a teenager cleaning his room and about as transparent (despite all the grand statements about being open). If the candidate is an incumbent and states he or she is not a politician, become nervous and check for a rash. Ask the candidate if an alien with furry hands flew in from the planet Make Believe to pound signs in the ground.

I thought maybe the test should be to find out if the candidate has graduated beyond the seventh grade. Since I haven’t, I thought it would be nice if elected officials are at least beyond fake limps, arm throwing and claims of cow goring. I considered trying to interview some seventh graders to come up with a multiple choice quiz, but they would likely use big words I don’t know. The best course may be to practice my limp again and check for furry aliens discreetly pounding in political signs for not-politicians.

For instance, “Rolling Stone” magazine has listings for Heavy Metal, Classic Rock, Alternative Rock, World Music, Electronic Dance, Contemporary, Blues, Rhythm and Blues, Jazz, Modern Jazz, HipHop, Classic Folk, Modern Folk, Punk Rock and Gothic Rock. That’s extensive, but only a partial list. There are so many charts, every two-bit artist who comes down the pike can release a CD that will shoot to Numero Uno on one chart or another within 24 hours. That’s also about as long as any particular recording will hold the top slot. Of course, CDs are more or less passé, rapidly going the way of vinyl. Today, pop music is simply downloaded; and rarely is an entire CD downloaded, usually only a track or two. (Interesting enough, Paul Allen of Microsoft fame collects old vinyl 33s and is reputed to have the largest such collection in the world.) To further illustrate the present state of pop music take notice of the Electronic Dance Music clubs that are the latest thing in New York, Chicago, Las Vegas and some other major cities. (At a time when the music industry seems terribly tired and sick, the EDM scene is just about the only invigorating pulse around.) While Caesar’s Palace draws 500 fans in a

single night for a Rod Stewart concert, one night in a EDM club can draw 8,000 people who dance – the floor is so crowded it’s a misnomer to say they’re actually dancing – to electronic music created by DJs with laptops and mixing boards. The DJs play their own music and the music of other artists, all spliced together in unique and creative ways. Generally speaking, the crowd has no earthly idea who they’re dancing to and couldn’t care less. Some EDM clubs can gross a million dollars in a single night. (Yes, you read that correctly, and it’s no exaggeration.) The old music companies like Decca, Columbia and RCA are mere fragments of their former selves, replaced by individual producers. Currently a single producer often doesn’t handle an entire CD; instead, the various tracks have various producers, as on Britney Spears’ latest album. In many cases, believe it or not, the producers are simply EDM DJs. To be sure, very high-powered DJs, each of whom can earn as much as $50,000 a night. And as further evidence that popular music is going down the drain, I’d point out that, financially, the pop music industry is worth roughly half of what it was ten years ago.

Can anyone tell me, with confidence, what’s happening to popular music? I know what appears to be happening. I think the digital revolution – as it has done with so much of everything – is flushing the traditional concept of pop music down the proverbial toilet. In years past, there were only two charts that listed the top songs each week: there was a country music listing, to which no one paid much attention, and a single popular chart, commonly referred to as “Your Hit Parade.” Nearly every teenager and many adults in the U.S. followed the Hit Parade with avid devotion and each week people saved their nickels so they could buy a vinyl record of the top song. A mitigation fee is a one-time payment assessed on each unit of new development; the city uses the money to ease the impact of the development on government facilities. The city hired consultant MAKERS in April 2013 to perform a study on the city’s government facilities needs and the findings were presented Feb. 27. The study addressed City Hall, the police department, municipal court and public works facilities. The fire station is covered under a separate process and is not included. MAKERS found that the existing government facilities are generally too small to accommodate the current needs, let alone future growth. The firm also said the city staff and council chambers being in separate buildings is inconvenient and inefficient. After touring eight city halls, police stations and public works shops, MAKERS concluded Black Diamond was most comparable to the city of Bonney Lake and would eventually need 93 additional employees. The interim mitigation fee set by YarrowBay was $1,750 per single family dwelling, $900 for multifamily homes and $1.50 per square foot for commercial construction. The MAKERS study recommended fees substantially higher: $5,803.15 for both single and multifamily dwellings and $2.77 per square foot for commercial. Nelson urged the council against the resolution because the study was “flawed” and violates state law and the city’s comprehensive plan. YarrowBay believes the main flaw is that the fee needs to be citywide. Instead, YarrowBay believes MAKERS only calculated the fee based on the addition of the Lawson and Village Hill developments. MAKERS explained in its documents to the city

that the plan is citywide because future government facilities will serve the entire city, not just the new development. “The population and dwelling unit forecast is the citywide total, regardless of where the development actually occurs,” MAKERS wrote in its plan. “The location of development has no effect on the size of City Hall or the public works facilities.” The second flaw, according to Nelson, is the study calculates a “gap analysis,” which basically shows that Black Diamond underserves its residents with its current general facilities structure. “Instead of applying a credit in the fee, they charged that to new development, which is illegal under Washington state law,” Nelson said. “They can’t force new development to pay existing deficiencies within a municipality.” Colin Lund, YarrowBay chief entitlement officer, wrote in emails to the city the plan and fees appear to be “without basis and unlawful,” with many assumptions in the plan appearing to be incorrect, such as that average square footage for residences would jump from 1,861 square feet to 2,095 square feet. “We are skeptical of these figures and no evidence has been presented to demonstrate their accuracy,” Lund wrote. Lund added the fee proposal is disproportionate because it ignores other sources of funding, such as increased tax revenue that will accompany new development, and also “ignores the fact that the plan appears intended not just to serve the future city, (but) to cure significant existing deficiencies in the city’s current facilities.” The comprehensive plan agreement timeline required the study be completed within 12 months of the commissioning. If not adopted within three years, YarrowBay’s obligation to pay the mitigation fees would be voided. The city took the position that if the plan is required to be finished within a year of the study being commissioned that the plan must also be

Leona Jane Morris Leona Jane Morris, 93, passed away peacefully at home with family members by her side on April 17, 2014. Born May 23, 1920 in Milwaukie, Oregon to Floyd Abram and Dr. Lena Hodges Rudesill, she spent her childhood years in the Sellwood and Ardenwald neighborhoods of SE Portland. Her family moved to Seaside, OR in 1933 and she was a 1938 graduate of Seaside Union High School. Leona completed nurseâ€™s training at St. Maryâ€™s School of Nursing, Astoria, OR in 1941. Leona Jane and Finnis Edwin Morris were married on August 22, 1942 in the Seaside Methodist Church. They were the first couple to recite wedding vows in the new parlor room of the church. Following WWII, Leona and Finnis resided in the Clatsop County communities of Seaside, Gearhart and Swensen where they began to raise their family of five children. Moving to Hood River, OR in 1960, they owned a small farm and pear orchard until 1978. Retiring in 1978 to a home they built in Bend, they enjoyed the scenic beauty of Central Oregon, taking many hunting and camping trips in the Wallowa Mts. and Snake River areas. Following her husbandâ€™s death in 2004, Leona moved to Umatilla, OR. She had resided at Fountain Court Senior Living in Maple Valley since 2009. Leona was active in Ramona Rebekah Lodge #222 in Seaside, holding continuous membership since 1938, and was also a past president of FL Club #16. While raising her family, Leona was involved with her children as a classroom volunteer and PTA member; she served as Cub Scout den mother for her three sons. She was a Boy Scout Troop #22 committee member and volunteered as head cook during summer encampments at the Boy Scout C-Bar-L Ranch. Leona was a life-long, devoted member of the United Methodist Church, serving as a Sunday School teacher and participating in womenâ€™s activities. Leona lovingly crocheted colorful afghans for five generations of her family. Nearly everyone she knew received at least one pair of yarn slippers or a set of decorated hangers. At Christmas, Leona baked more than 80 loaves of tea breads to give as gifts, her way of saying â€œthank you and â€œI love youâ€? to her family and friends. She was an expert gardener and her cupboards were filled with the fruits---and vegetables---of her labors. She enjoyed watching TV sports, especially the Trailblazers and Mariners. Leona is survived by her brother, John C. Rudesill, Bend, OR; four children, Margaret (Larry) Harto, Covington, WA; Robert Morris, Lacey, WA; Howard (Bonnie) Morris, Aberdeen, WA; Alice Hinkley, Sandy, OR; and daughter-in-law Mary Morris, Hydaburg, AK. Feser said that the second tennis court was scrapped because of the impact on large trees that would have needed to be cut down. â€œThe feedback we received was to eliminate the tennis court in lieu of preserving the historic trees there,â€? Feser said. As for the disc golf course, Feser said that it was determined that there isnâ€™t enough space on the site, but that the city still wants to build a course eventually. â€œWe still want to have one in the cityâ€™s park system but there were too many limitations,â€? Feser said. The price tag for phase two is still being worked on. The original estimated construction cost was $2.8 million, according to Feser, but she noted the plans have changed some since then.

â€œWe have since added one more large picnic shelter, the council is exploring running utilities to the education center in preparation for phase three and weâ€™ve eliminated the second tennis court, so those changes will be incorporated into that number,â€? Sleep apnea commonly goes undetected

The word “apnea” is Greek and means “without breath.” Sleep apnea occurs involuntarily and unexpectedly while a person is asleep. It causes a person to stop breathing repeatedly while sleeping -- sometimes hundreds of times a night -- estimates the American Sleep Apnea Association. These moments of breathlessness can last a minute or longer and may not trigger a full awakening in a person. There are different types of sleep apnea. The main types are obstructive sleep apnea and central sleep apnea. Obstructive apnea is more common and occurs when the muscles in the back of the throat relax during sleep and inhibit air flow. With central sleep apnea, a person’s brain doesn’t send proper signals to the muscles that control breathing. Mixed sleep apnea is a combination of

Individuals who may be experiencing sleep apnea may have the following symptoms, according to The Mayo Clinic: • excessive daytime sleepiness • loud snoring • awakening with a dry mouth or sore throat • headaches in the morning • problems paying attention • difficulty staying asleep Others may notice a spouse or family member has sleep apnea by recognizing abrupt awakenings from shortness of breath or intermittent pauses in his or her breathing during sleep. Also, it is important to note that snoring may not be a sign of sleep apnea, but very often loud snoring punctuated by periods of silence is a pretty good indicator of apnea.

Risk Factors

Many people experience sleep apnea, though it may be more pronounced in certain groups of people. Those who are overweight may have obstructions to breathing. People with a thick neck also may have a narrower airway. Genetics also may play a role in a narrow airway in the throat or enlarged adenoids or tonsils that contribute to airway obstruction. Men are twice as likely to have sleep apnea as women, and men who are older than age 60 have an increased risk over younger men. Smokers are three times more likely to have obstructive sleep apnea over people who have never smoked. That’s because, according to the Mayo Clinic, inflammation and mucus retention may occur in the upper airway. People who naturally have difficulty breathing through the nose may be at a higher risk for sleep apnea.

Young women in matching black T-shirts smiled across the net from one another on the Kentlake High School tennis courts April 18. There was plenty of “nice shot” calls and encouragement to one another. But this wasn’t practice and the two sides were certainly not on the same team. On one end was the Falcons, a group of primarily newbies to the game who are learning the intricacies of the sport and to appreciate strong volleys back and forth. On the other, a fairly veteran squad from Kentwood with only one loss on the season, expecting to make a run in tournament play. These matches had been foiled by nature four times this rainy spring. When the teams finally stood across from one another, Kentlake double’s team Shelby Thompson and Sarah Moen saw the Conks as one of the finest they’d encountered. “Playing better people can be better for you, but it can be scary,” said Thompson, a junior, in her first year on varsity. Kentlake tennis coach Barry Fredericks has done a lot of pep talks this year and could be heard on more than one occasion trying to lift the spirits of his young learners. He says things such as, “I have confidence in you, just have confidence in yourself.” Seven of the Falcons’ eight varsity players graduated in 2013, meaning the season has been more about teaching than scoreboard watching. “It’s different,” Fredericks said. “It’s pretty much square one. Hopefully they’re not too discouraged by the scores.”

ERIC MANDEL, The Reporter While the wins and losses haven’t been great, the ideals of high school sports are not lost on the coach. “I believe tennis is a life sport,” Fredericks said. “I’m giving them fundamentals.” Meanwhile, Kentwood sits near the top of the SPSL 4A North standings, jumping out to a 4-1 conference record. Kentwood tennis coach Ingrid Bakke said the Conquerors beat Kentridge for the first time in four years and also took down Bellarmine Prep in route to its 4-1 start. “We’re trying to find not so many highs and lows, but kind of that consistency,” Bakke said. Every school goes through rebuilding years and Fredericks said the Falcons have shuffled a number of

kids in the lineup from JV. Bakke said she doesn’t feel sorry for Fredricks and the Kentlake crew, as one of her top players sprained an ankle, which has forced them to bring up younger players sooner than anticipated. For both teams, the key is to improve every match. “You kind of look for small victories and improvements,” Fredericks said. Moen, who was participating in her first ever varsity match, said even losses are worthwhile. “Even though it’s individual the team is still fun,” she said.

Todd said the city separated the fee from the plan and the fee will be discussed in June. Todd said YarrowBay’s fee was a “placeholder” and not based on any study. She said she was impressed by MAKERS’ thoroughness and that any current issues will be “worked through in the coming months.” When asked about the possibility of a lawsuit, Todd said the city can’t control YarrowBay’s decisions. “It would be unfortunate, but threats of litigation aren’t helpful,” Todd said. “We can’t control who files

lawsuits against us, unfortunately.” Another area of contention is the size of the new proposed building space. MAKERS wrote a general planning standard for administrative uses is 250 square feet per person. The consultant said that is the approximate space provided when approximately 14,000 square feet of “special spaces” for things such as holding cells, evidence storage and council chambers are excluded. YarrowBay calculated that the 95,000 square foot City Hall would accommodate 380 employees if each gets 250 square feet per employee. “Even if we assume only half the new building is office space, the city would have room for 190 employees,” Lund wrote. “This appears excessive.” Nelson said the city has decided to purchase the “Taj Mahal of City Council chambers and police station,” as

opposed to YarrowBay’s more conservative estimate. “The desires that are put forth are inflated,” she said. “So if you inflate the size of the buildings you want and the quality of the facilities you want, all those things will drive the much higher fee.” When asked whether this could be a ploy to drive away potential builders, Nelson said, “There is definitely that possibility. Part of the calculus a builder makes when deciding upon the jurisdiction is the cost of building there.” Nelson said the developer will try to overturn the plan with the lawsuit and believes this disagreement will result in a waste of taxpayer money. “We do believe it’s a waste because both YarrowBay and city are forced to pay litigation fees that are totally unnecessary at this time,” she said. Though Nelson said no lawsuit has yet been filed, that it will be “moving forward sooner rather than later.”
