When the guests are gray whales and the setting is the Langley Welcome the Whales Day Parade, exceptions are made like those made April 19. “I thought it came off fairly well,”
said Langley Chamber of Commerce Executive Director Marc Esterly. “I had forgotten there are so many older whale parade participants that always show up.” “By and large, it’s a localized event,” he added. Throughout the morning leading up to the afternoon parade down Cascade Avenue and First Street to

Grange honors members, citizen during Grange month Deer Lagoon Grange will hold an open house this Saturday, celebrating Grange Month for April. During its public meeting, the group will present the community citizen of the year award posthumously to Terry Permenter for his community service at the Island County Fair. Four members will also be awarded with service longevity awards: Jean Farnen, 70 years; Gerald Bell, 55 years; Tom Talbot,

Dally, the local manager, said that more than 1,800 more units used the ferry over the weekend of last year. Both boats ran full speed from Friday until 11:30 p.m. Sunday, carrying an average of 130 cars every 30 minutes.”

Adopting a parks and facilities user code of conduct creates a foundation for the district to enforce its rules. Back in late February, youth soccer coach Terry Swanson was banned for one year after he ignored staff instruction and used a closed field for informal training with high school soccer athletes. The district lacked set policy about how he should be punished, though commissioners did have the authority to uphold or lift — the unanimous choice of the commissioners — a one-year penalty issued by the Island County Sheriff’s Office. “I need to have the tools to enforce the rules,” said Tom Fallon, the parks district’s facility and grounds supervisor. Two-car crash closes Highway 525 By JUSTIN BURNETT South Whidbey Record A two-car accident shut down Highway 525 for about one hour Monday and resulted in a Clinton man being sent to the hospital for minor injuries. The accident occurred at about 5:15 p.m. near Useless Bay Road. Clinton resident Sean Humphrey, 28, was southbound in a 1990 Subaru Legacy and was slowing to make a left turn onto Newman Road when his vehicle was struck from behind. The violent collision sent Humphrey’s car spinning and flipped the other vehicle, a 2011 Toyota RAV4 driven by Clinton resident John Bertrand, 52, onto its roof. Humphrey said later the collision was a bit of a blur. “I remember the glass shattering and spinning,” he said.

Humphrey suffered cuts to his face, and other motorists attended to Bertrand, helping him from the overturned vehicle. “He looked to be OK,” Humphrey said. Bertrand was taken to Whidbey General Hospital for minor injuries, according to Trooper Chris Merwin with the Washington State Patrol. “He fell asleep at the wheel,” said Merwin, of Bertrand. He was cited for “negligent driving in the second degree,” which is the standard charge for falling asleep while driving, Merwin said. Drugs or alcohol are not suspected factors in the crash, he said. The collision resulted in the closure of both lanes of traffic on Highway 525, detouring traffic along Double Bluff and Newman roads, for about one hour. According to Merwin, both vehicles were totaled.

Board creation was the right, ethical choice The right decision isn’t always clear. The road can be fogged with circumstance and variables that make things seem more complicated, or more simple, than they really are. That’s why the Langley City Council’s vote to reinstate a standing ethics board earlier this month was so important. City leaders such as the mayor, who oversees employees at City Hall, should not be tasked with vetting claims of improper or dishonest action against himself or his staff. That job is best left to a third-party group not involved in the daily affairs of Langley government. The council took steps over the past year to help city leaders make sound choices by commissioning the creation of an ethics guide. Though one would think city leaders wouldn’t need to consult such a document to make honest decisions, memorializing a code of conduct is useful. A citizen board will likely do far more for accountability, however, and the council shied from this more effective instrument, only to reverse its decision at the last moment when faced with objections from members of the very group that penned the ethics guide. The reasons behind the council’s indecision are incidental. Rather, the situation and its result is the embodiment of why a citizen board is needed. Divorcing city leaders from the responsibility of having to judge their colleagues, or even themselves, by having the issue vetted first by a group of trusted community volunteers is simply the right decision.
Salmon fry program a swimming success
Education is not an exact science. Yet, there are some surefire winners out there and the Salmon in the Classroom program is one of them. The program, a partnership between the Whidbey Watershed Stewards, the South Whidbey School District and the Schools Foundation, tasked four fifth grade classes with raising 250 coho salmon, from egg to fry, over a four-month period in an aquarium at school. Students spent this past Friday morning releasing them into the Maxwelton watershed. While survivability rates make it doubtful any of the coho will grow to maturity and one day spawn, it wasn’t just fish that was nurtured in that tank at school — it was student interest. This interactive program just may have given birth to a new generation of researchers. At least, several said they were thinking about future careers in science or marine biology. Truly amazing what a few eggs, a bit of “stinky” fish food, and the right educators can accomplish. Well done.

Phony veterans set a poor example Editor, In regard to your article which featured a “51 yearold Vietnam Vet, which would have made him 12 when the war ended in 1975, as a disabled combat Vietnam veteran myself I find it very offensive that people like this gentleman sit on corners and begs rather than stepping up to the plate and taking care of himself and his family. Has he no pride in himself, and what kind of example is he setting for his family? I have worked for the Department of Veteran Affairs for 28 years and have seen countless “veterans” who claim to be disabled, but truly are not — some of them not even veterans. It is

She received a master’s degree in education and was a doctorate candidate at Temple University in Philadelphia. Through all of her life she was a strong advocate for health education, and was often sought after as a speaker by organizations promoting health awareness. In 1982, Jude met her future husband, Chris Spencer, at a ski club and they were married in 1984. Jude and Chris lived on Whidbey Island for the last 22 years, enjoying the dog parks, beach walks, tennis and traveling throughout the United States and Europe. Jude was an avid reader, loved the Langley Library and was a long-term member of the South Whidbey Second Tuesday Book Club. Jude was senior adminis-
trator of clinical operations for 14 years at The Everett Clinic. She also served on the advisory boards for Providence Everett Healthcare Clinic and Project Access Northwest. She was a strong supporter of Big Brothers Big Sisters of Snohomish County, serving for several years as a board member and treasurer. On Whidbey Island, she was a supporter of Whidbey Island Center for the Arts (WICA), Whidbey Animals’ Improvement Foundation (WAIF), and the Sno-Isle Library. Jude was preceded in death by her parents, Jack and Helen Bulman, and brother John Bulman. In addition to her husband, she is survived by her aunt Marion Bulman; siblings Katie Burnett, Gerry Bulman, Susan Cafaro and David Bulman; several nephews and nieces; and her adored four-legged friend, Fred.
Join us on Wednesday, April 30, at Whidbey Island Center for the Arts to celebrate Jude’s life. Falcons trap rival Wolves in shutout By BEN WATANABE South Whidbey Record The taste of redemption lingered for the South Whidbey boys soccer team after beating rival Coupeville 5-0 on April 18. South Whidbey controlled the game on offense, racking up 34 shots on goal, and defense. Coupeville did not get off a recorded shot on goal during the match. Soundly defeating their island rivals made up for the Falcons’ stunning 2-1 loss to the Wolves on April Fools’ Day. “It sent a message,” said Falcon sophomore Lucas Leiberman, who described the game as satisfying. More importantly to South Whidbey, the victory helped shore up their spot as the Cascade Conference’s top 1A team having defeated both King’s and Coupeville this season and tying King’s in the second match. “We dominated all thirds of the game: defensemen, midfields and forwards,” said Falcon junior midfielder Davin Kesler, who played his first game of the season after being sidelined with an injury. “We weren’t going to let them beat us twice.” South Whidbey’s offense was in control early. The Falcons’ first shot came on a free kick inside the penalty area, about 10 yards away from the Wolves’ goal. Coupeville senior defender

shot by da Rosa. The flurry came in the second half, as South Whidbey led 1-0 by the midgame break. Jones scored on an assist by da Rosa in the 54th minute. Muzzy hits game winner over AMHS South Whidbey’s baseball team did something that hasn’t happened in years — beat Archbishop Murphy. The Falcons battled the Wildcats Monday to a 0-0 tie going into the bottom of the seventh inning behind stellar pitching by senior Colton Sterba, who threw a complete game allowing two hits and one walk while striking out six batters. In the final frame, the Falcons got on the winning run when senior Jake Sladky reached first on balls. Trent Fallon bunted to move Sladky to second base. Sladky stole third base. With two outs and a full count, sophomore Ricky Muzzy hit a game-winning RBI single to the outfield. Then came the rush of Falcons who mobbed Muzzy after Sladky scored the winning run. “Probably one of the best pitching performances I’ve seen in high school,” said Falcon head coach Tom Fallon, referring to Sterba. “You could tell he wanted it.” With the win, South Whidbey extended its winning streak to five games after its first series sweep of Sultan with a doubleheader on April 18. The Falcons won 6-0 and 18-8 against the Turks, who remained winless in the Cascade Conference. Brent Piehler, a junior, pitched through six innings allowing zero runs and only three hits. He struck out four batters to give his team a defensive edge before Muzzy closed out the game. At the plate, Falcon senior Nick Bennett hit 2-for-3 and Sterba went 2-for-4 with a RBI. Junior Mo Hamsa and Trent Fallon were 1-for-2 with a RBI. The nightcap was a back-and-forth score fest until the sixth inning. South Whidbey started with four
runs in the first inning to take a comfortable early lead. But Sultan answered with four runs in the third inning. In the third inning, South Whidbey seemed to take its final leap with eight runs for a 12-4 lead. But the Turks bounced back with three runs in the fourth inning. By the fifth inning, South Whidbey led 12-8. The Falcons padded their lead with four more runs in the fifth and a pair of scores in the sixth inning to take a 10-run lead, ending the game after the Turks hit in the sixth inning. Sterba hit 2-for-2 and scored three runs. Piehler batted 3-for4 with two runs scored. Sladky hit 4-for-5 with a pair of runs.
Fastpitch fends off Sultan Turks South Whidbey’s fastpitch team rallied in the sixth inning to defeat Sultan on April 18. The Falcon girls scored four runs in the sixth inning to take an 8-5 lead, then held off the Turks with the bases loaded for an 8-7 victory. Sultan led after scoring four runs in the third inning. South Whidbey chipped away, scoring once in the third inning and three times in the fourth inning. Trailing 5-4, the Falcons added four runs thanks to a monster, bases-clearing double by senior Chantel Brown, who went 3-for-4 at the plate, to the left field fence. Her shot scored three runs, and Brown was able to score on an overthrow at third base. In the seventh inning, the Turks proved patient at the plate. Sultan got a pair of walks, followed by a RBI single to cut the lead to 8-6. Another walk loaded the bases and scored a run to make it a one-run game. But Falcon freshman pitcher Kacie Hanson got the next three outs with a strikeout and two pop flies.

Charter business opens to new possibilities By CELESTE ERICKSON South Whidbey Record Visions of economic development through an expanded South Whidbey Harbor appear to be coming true as the facility welcomes its first new business this month. Whidbey Island Charters, a company offering customized leisure activities for half-day or full-day cruises around the area, will host a grand opening Saturday, April 26. Owner Bob Maschmedt saw a need in the community for more activities. When he heard of the expansion project at South Whidbey Harbor he started to put his ideas into action. “I enjoy meeting new people and sharing the island,” he said. “This is a chance to see people experience this beautiful area.” The 30-foot Bayliner fits six passengers along with two crew, and is open for reservations seven days a week. Once on board, customers will be offered an assortment wines, cheeses and pastries, all
Whidbey-made. The company can accommodate many events including engagements, wedding parties, burials at sea, crabbing or whale-watching. The boat and crew are also available as transportation for hire, or to take people on overnight trips, as long as guests book nearby lodging. Maschmedt is an outdoorsman and professional sports fisherman who previously worked at a lodge in Kodiak, Alaska. The staff also includes DeAnn Mills and two captains, Chad Formhals and Peter Manning. Though fishing is not yet available from the vessel, Maschmedt envisions shuttling anglers to places such as Admiralty Inlet, Deception Pass, Everett or even Seattle. “Our goal is for people to stay an extra day on Whidbey,” he said. Port of South Whidbey Commissioner Curt Gordon said he was encouraged to see a new

One of our highest priority initiatives is economic development,” she said. “Also to provide an opportunity for people to see all that Whidbey Island offers.”

Allen and several family members coordinated the egg hunt, bringing together local businesses to “carry on what she did so well,” Allen said of her grandmother. “There were more people this year,” she said. “We had a good response and good turnout.” About 20 volunteers from seniors to children helped put the event together. A few hundred people attended the event, with estimates around 300 to 400. Families munched on chips and hot dogs while kids scoured the grounds for candy.

Dworkin will ride in the AIDS/LifeCycle Ride from San Francisco to Los Angeles. Dworkin said a big piece of her motivation is to bring information about the disease back into the public’s consciousness. “It’s important to remind people the disease hasn’t gone away,” she said. “There’s an increasing number of women and a disturbing number of children. It’s no longer a disease that only impacts the gay community.” She hopes the money raised will help provide the care people need to live fulfilling lives, she said. Dworkin has known people who have died from the disease and other terminal illnesses — she rides for them. “They were young — too young,” she said. “Personally, I feel some obligation to those I have lost to live fully and push myself, because they’re not here to experience that.” Longtime friend Alicia Lomne, of Langley, said she wasn’t surprised at all to hear of Dworkin’s new endeavor. The ride fits with Dworkin’s personality, as she leads her life with the greater good in mind, she said. “She’s just an all-around good person,” Lomne said. “She’s very thoughtful about things in the world and the general environment around her.” Lomne trains with

Crouch, a sporting goods employee at Sebo’s hardware store in Bayview. “A couple people saw the state trucks coming over on the ferry dumping planters. People are already psyched up for it.” Last week, state hatchery workers dumped more than 8,200 trout into Deer Lake in Clinton, including 208 triploids that average about 1.5 pounds apiece. The trout population of two Langley lakes also increased significantly from plants earlier this month — Goss Lake got 4,244 additional trout, and Lone Lake received 3,055. Cranberry Lake, in Deception Pass State Park on North Whidbey, was stocked with 6,600 trout in March. “My favorite is Goss Lake,” said Crouch, who’s been living and fishing on Whidbey since 1973. “It’s kind of quiet. No gasoline engines are allowed in it. It’s pretty clean and it’s a deep lake.” Goss and Deer lakes are only open to fishing for six months of the year starting Saturday. Licensed anglers are allowed to keep five trout per day with no minimum size restrictions. Some lakes, such as Lone Lake on South Whidbey and Pass Lake near Deception Pass, have special rules.
At Lone Lake, only selective gear is allowed and only one trout no smaller than 18 inches may be retained. Pass Lake’s rules are even more strict. It is a catch-andrelease, fly-fishing only lake where motors are prohibited. Ron Raport of Bothell and his brother-in-law Rob Hauck of Spokane spent Saturday morning fly fishing from their float tubes on Pass Lake. Raport caught and released an 18-inch trout. The scenic backdrop and big trout lured Raport to Pass Lake. “The large fish and it’s beautiful,” he said. “There’s something about this place that’s really cool.” Kaber Cheney of the Oak Harbor Ace Hardware store said most trout anglers who come to his store are headed north to lakes such as Cranberry, Campbell, Heart or Erie. “It’s fairly popular,” he said of the area’s trout fishing. At Sebo’s, shelves are stocked with Power Bait and artificial lures. “If they’re trolling, some guys will use Flatfish,” Crouch said. “Occasionally, they’ll use Rooster Tails. Green color this time of year is usually pretty hot.”
A license to fish Adult anglers looking to go after trout during the April 26 opener are required to have a current freshwater fishing license valid through March 31, 2015. Cost is $29.50 for adults 16 to 69 years old. Fifteen year-olds may buy a license for $8.05 and seniors 70 and older may purchase an annual license for $7.50. Children 14 and under are not required to have a license. Licenses may be purchased online at www.fishhunt.dfw.wa.gov or at licensed dealers such as Ace Hardware in Oak Harbor and Freeland and Sebo’s hardware store in Bayview.

agricultural identity to bring in fresh produce for the inaugural dinner Saturday, April 26 at Clinton Community Hall. Local is the name of the game, with featured menu items coming from Cedar Hill Farms in Clinton, Maha Farm in Glendale, and Willowood Farm of Ebey’s Prairie in Coupeville. Boin, formerly chef at the Braeburn Cafe in Langley and the Glass Alley Cafe in Freeland, will be in charge of preparing the family-style dishes for

Speaking of music, South Whidbey farmer and musician Nathaniel Talbot will perform during the dinner. Clinton organizers with the Chamber of Commerce, the Progressive Association and the Community Council hope the dinner will be a first step in many to jump-start-
ing Clinton’s business core and give it a strong identity that can draw people from around Whidbey and across the water. “What I have heard around is there really is a buzz of, ‘Clinton is the food center of the island, that’s a great idea,’ ” said Carol Flax, a member of the Progressive Association and manager of the Clinton Thursday Market. The dinner will be served family style with large bowls around the table with a dish in it for the table to share. “I hope that they will feel that they’re home,” Sarah Boin said.
