Concert to benefit Oso landslide victim By Ron Newberry Staff Reporter

The feeling of loss over the lives taken in the Oso landslide hit home on Whidbey Island. And residents on the island are rallying to help. A benefit concert is planned for Friday night, April 4, at the Roller Barn in Oak Harbor to help Seth Jefferds, an Oso resident who lost his wife and granddaughter during the March 22 mudslide. Jefferds is the brother of Whidbey residents Ian and Rawle Jefferds, co-owners of Coupeville-based Penn Cove Shellfish. Seth Jefferds’ wife Christina Jefferds and their 4-month-old granddaughter Sanoah Huestis were in the Jefferds’ Oso home along the Stillaguamish River when the slide struck. “He lost his house, his wife and grandchild,” said his sister-in-law Karen Jefferds, Ian’s wife. “He’s not the only one certainly. We’re trying to do everything we can to help him rebuild his life,” she said. “A lot of people wanted to be involved to help generate money for him.” Whidbey-based band Johnny Bulldog will perform the benefit concert, with doors opening at 6:30 p.m. and music starting at 7:30 p.m. Tickets are $50. The use of the Roller Barn is being donated for the event, as is pizza from Hot Rocks Pizza and beer from Flyers Restaurant and Brewery. Tickets are being sold at Flyers, Re/ Max Acorn Properties and Ace Hardware in Oak Harbor and bayleaf, the Front Street Grill and Red Apple Market in Coupeville. Seth Jefferds, a volunteer firefighter in Oso, and his stepdaughter Natasha Huestis had gone to town when the mudslide occurred. It took nearly a week until searchers found the bodies of their loved ones. Christina Jefferds, 45, was a dental office manager in Marysville known for her gentle-heartedness. “She was a great person,” Karen Jefferds said Monday. “I guess like anybody, we’re all in mourning. We’re dealing with it the best we can.”

Forever Fund making memories Trust Board announces 2014 grant recipients By Megan Hansen Editor

Kathy Baxter is a punch list away from completing her dream home. As she walks through her newly preserved and renovated historic farmhouse in Ebey’s Landing National historical Reserve this week, she ponders how all the stars aligned at just the right time. Last year Baxter purchased the Perkins House, built in 1890 and located on Ebey Road. With the help of a grant from the Ebey’s Forever Fund and personal financing, Baxter was able to convert the old farmhouse into a dream. The grant from the Ebey’s Forever Fund was $11,000 for windows, doors and siding. As

with all of the grants, Baxter had to match the funds. During the process, Baxter said, her goal was to make the house what it needed to be and not all about what she wanted. Over the course of the year, she’s fondly named the house Mable. “She just looks like she’s standing up straighter,” Baxter said this week. As Baxter’s preservation project on the house nears a close, a new batch of property owners are being given the same opportunity. The Trust Board of Ebey’s Landing National Historical Reserve announced its 2014 grant recipients. The matching grants aim to stabilize and sustain iconic heritage buildings listed on the National Register of Historic Places. An independent advisory committee was

established to review the grant applications. “With over $160,000 in funding requested, there were a total of 12 applicants, with nine projects awarded grants,” said Carol Castellano, office administrator for Ebey’s Landing National Historical Reserve. Some of those projects include the installation of a hay mow floor and rafter stabilization at the Comstock Barn; shingle roof replacement and window protection at the Engle Water Tower; and chimney repair and window/sill restoration at the Old County Court House on Madrona Way. “Ebey’s Landing Historical Reserve is all about the history of the people, their homes and their buildings,” said Paul Whelan, who served on the grant review board. “Ebey’s See GRANTS, page 7

A judge kicked a 33-yearold Coupeville man out of court last week for repeated angry outbursts. During the hearing, Brenten M. Mulroy yelled out, “I didn’t do this, man.” He later called out “danger my ass” and made other comments when a deputy prosecutor described his risk to the community. Island County Superior Court Judge Alan Hancock told Mulroy to leave the courtroom, saying that he was “unruly and contemptuous.” The rest of the hearing was held in Mulroy’s absence. Prosecutors charged Mulroy March 26 with firstdegree burglary. Due to his extensive criminal history, Mulroy could face more than nine years in prison if convicted of the charge. A resident of Morris Road reported that his neighbor, Mulroy, burst into his home without permission and punched him several times in the face March 5;

Mulroy on March 23. During an interview with a deputy, Mulroy claimed that the resident invited him into the house. He said he then got into a fight with the two men, the report states. Chief Criminal Deputy Prosecutor Eric Ohme requested that Mulroy be held on $50,000 bail based on his criminal history, which includes domestic violence, attempting to elude, unlawful imprisonment and a federal charge. Vendors gear up for first 2014 farmers market By Ron Newberry Staff Reporter

Linda Bartlett could sense by the warmth on her face that the season was changing. If not that, a certain spring in the steps of her chickens was another sign. “My interns all arrived last week,” said Bartlett, who runs Rosehip Farm & Garden off Fort Casey Road with her partner Valerie Reuther. “We’re fully into it now.” Bartlett will be among several Whidbey Island growers, crafters, food vendors and others on hand at the first Coupeville Farmers Market of the season from 10 a.m.-2 p.m. Saturday, April

5, at the Coupeville Community Green. One of the state’s oldest established farmers markets, Coupeville is marking its 36th consecutive year. It is the earliest of the Whidbey farmers markets, falling on the first Saturday in April. Bayview will kick off its market April 26 and Oak Harbor May 15. Peg Tennant, manager for both the Coupeville and Oak Harbor markets, said participation gradually picks up as the growing season progresses yet, she expects to see some over-wintered crops from farmers, the kettle corn vendor, bedding plants for

sale, artisans and others. “One thing we’re doing new this year on opening day is having an opening market basket giveaway,” Tennant said. “This one does not require a purchase. If you come, you’ll get a ticket and have a chance at a smaller than usual seasonal basket that’s given away every year.” What visitors won’t see are petitioners asking for signatures. Tennant said Coupeville Farmers Market members voted that out this year. “It is not a place to recruit people to your theological or political points of view,” Tennant said. “It needs to be welcoming to everybody. That’s

what we strive for.” Bartlett was planning to bring some over-wintered kale and leeks planted during late summer and fall as well as pea shoots and arugula from new crops keeping warm in her greenhouse. She always looks forward to the farmers market in her town. The market will run from 10 a.m. to 2 p.m. on Saturdays for the next 27 weekends with the exception of Aug. 9 when the 50th Coupeville Arts & Crafts Festival takes place. “You get to see friends and people you haven’t seen all winter,” Bartlett said.

2036 regional population projection unrolled By Janis Reid Staff Reporter

Island County planners estimate that Island County will grow by nearly 10,000 people by the year 2036. Regionally, they project that North Whidbey will grow by 6,232, Central Whidbey by 991, South Whidbey by 1,211 and Camano Island by 1,018. Using these estimates, the county would grow from a population of approximately 78,400 today to 87,917 in 2036.

The regional population projection is one of many steps required in the update of the Comprehensive Plan every eight years. The population trend is used throughout the county’s departments to assist in planning each area’s needs for services and infrastructure. Washington state counties are required to use a 20-year population estimate to ensure urban growth areas are adequately sized and allow for future growth. Island County Board of Commissioners unanimously

adopted the projection at Monday’s regular meeting. The next step is to allot the estimated population to municipalities and rural areas individually, according to Island County Planner Brad Johnson. An additional public hearing will be held once the localized population totals are compiled. Johnson told commissioners that they arrived at the figures presented by looking at county growth trends over the last 40 years, and found them to be very consistent.

The only notable population shift they expect will be associated with the Navy base. The Navy base projects its military population to increase by 25 percent with the arrival of additional squadrons over the next several years. Johnson said an addition-

al 2,530 was allotted to North Whidbey to allow for the population increase. In addition, Johnson said that the county is working on a “phased-in” resource allocation model so that the county funding and projects related to population growth are rolled out over time.

Communities really come together when tragedy strikes When tragedy strikes, communities pull together to support one another. While the Oso landslide didn’t happen on Whidbey Island, it did affect some in the community. And regardless of where it occurred, the Whidbey Island community is rallying in several different ways. Well-known Penn Cove Shellfish owners and brothers Ian and Rawle Jefferds lost family. Their brother, Seth Jefferds, lost his wife Christina and granddaughter; four-month-old Sanoah Huestis is the youngest of the known victims. The Jefferds are an integral part of the community and give back whenever they can. Their participation in Musselfest brings people to town, helps boost local economy and raises money for student scholarships. In small communities like Coupeville, most people know one another. When one hurts, they all hurt. In support of the Jefferds, the community is holding a benefit concert featuring Whidbey-based Johnny Bulldog 7:30 p.m. Friday at the Roller Barn in Oak Harbor. Doors open at 6:30 p.m. Tickets are $50 and can be purchased in several locations in Coupeville and Oak Harbor. The venue, food and drinks are all donated by the community. A fund has also been set up to support Seth Jefferds at www.gofundme.com/7s58tc Others in the community are also stepping up, finding ways to collect donations and help. Whidbey Coffee, which has locations all over the island, was collecting money this week at any of its locations. The coffee company also said it will match any donations up to $1,000. Also, with opening day of the Coupeville Farmers Market Saturday, the market, in coordination with the Coupeville Historic Waterfront Association and Coupeville Chamber of Commerce, will be hosting a coin, cash and check drive called “Community to Community, Heart to Heart.” Proceeds will go to American Red Cross with designations to Oso relief. The market is 10 a.m. to 2 p.m. at the Coupeville Community Green behind the library. Whether you have the monetary means to show support or find other ways, we encourage the community to come together in any way it can. Remember, it was only a year ago we were dealing with our own landslide and the community then rallied in support. Thankfully at that time we weren’t mourning the loss of loved ones.

Submit comments to protect wildlife health Editor, For years scientists have wondered why whales, for no apparent reason, would choose to cast themselves out of the water to die of dehydration on some beach. Now we know. They were trying to escape from the tortuous noise of our war machines. Not just explosives, but “active sonar,” used in antisubmarine warfare and to map the ocean floor.

We now know it disrupts feeding and breeding but, also ruptures eardrums and bursts lungs. Think of a series of sonic booms or a lightning flashes going off in your face. You would probably want to escape as well. These sounds travel for hundreds of miles in the water. Nevertheless, the Navy wishes to radically increase these operations. By its own estimation, their actions will cause more than 500,000 instances of marine mammal injuries, including at least 250 deaths; 275,000 instances of temporary hearing loss and 600 instances of permanent hearing loss over the next five years.

A deaf whale is the equivalent of a blind bird. It will not survive in the natural world. There are no hearing ear dogfish to assist them. You can view the Navy’s draft Environmental Impact Statements and submit comments at www.NWTTEIS.com Tell them they must not increase the damage already being done to our beleaguered marine mammals. They could even adopt the strategies for protecting them as the governments of England and Spain have. Deadline for comments is April 15.

Soccer win over SW highlights week in sports CHS trips previously unbeaeten Falcons By Jim Waller Staff Reporer

South Whidbey produced more chances but the Coupeville High School soccer team produced more points in a 2-1 win over the rival Falcons Friday, March 28, at Mickey Clark Field. Tuesday, March 25, Coupeville fell to visiting Cedarcrest and Mother Nature 2-1. The win over South Whidbey didn’t start well for the Wolves. It took the Falcons only two minutes to score, but from there the Coupeville defense led by goalkeeper Joel Walstad shut the door. That didn’t stop the Falcons from trying to ram it open. Time and again South Whidbey peppered Walstad, but the keeper valiantly weathered the attack. Meanwhile, the Coupeville offense created only a few scoring opportunities but took advantage when it had a chance. Josiah Campbell hit the upper right corner of the net from 20 yards out late in the first half to knot the score. In the second half, Zane Bundy scored the game winner off an assist from Campbell to wrap up the win over the previously unbeaten Falcons (1-1, 3-1). “We played tough defense, with Joel Walstad playing fantastic in goal,” coach Kyle Nelson said. “We really only had a few opportunities in the second half, but we made good on one of them. It was a tough game against a quality

Playing an outstanding all-around game, Coupeville crushed host Concrete 13-0 in five innings Thursday, March 27, but the Wolves couldn’t take advantage of scoring opportunities at Archbishop Murphy Monday, March 31, and lost 5-1. “(The Concrete game) was a great game for us: pitching, defense and hitting,” said coach Willie Smith. The Wolves scored three in the first and second innings, five in the third and two in the fourth to cruise to the win. They collected 14 hits, with five players recording more than one: Kurtis Smith, 3-for-4, double, three RBI; Ben Etzell, 3-for-3, double, three RBI; Morgan Payne 2-or-3, double, four RBI; Aaron Curtin, 3-for-3, RBI; and Aaron Trumbull, 2-for-3, two runs. It’s a pleasure to serve on the committee and to see the dedication that people in the community have to preserving the history of our local homes and buildings.” To date, the Ebey’s Forever Fund has awarded more than $288,000. That’s more than $576,000 into local preservation projects when considering they are matching grants. “I think about this project alone, about how much it put into the local economy,” Baxter said. “There’s not a lot we didn’t get on the island.” Baxter hired Whidbeybased contractor Pete Saltwick, who owns Ebey Restoration and Construction in Langley. Baxter said she hired someone who had an understanding of historic preservation and someone who would care about the project. “The hardest thing to do was managing all the people,” Saltwick said. “During disassembly, I knew what to expect. There were no surprises.” Last April, the house was stripped to its bones. Siding was removed to uncover original siding and the roof was replaced. While the siding was replaced to reflect the house’s history, much of it was able to be saved. A lot of the materials for the project were repurposed. Exterior siding that couldn’t be used for siding was repurposed and used as interior trim.

Central Whidbey Hearts and Hammers is looking for sponsors to help make its annual workday more beneficial to the community. The nonprofit organization uses its workday to help repair and rehabilitate homes around the community. The volunteers do this at no cost to the homeowners, who are either physically or financially unable to do the repairs themselves. “The primary focus is health and safety,” said Jim Short, a member of Hearts and Hammers. This year, the work day is Saturday, May 3. There are currently 16 projects on the organization’s list. Material costs are estimated at more than $4,000, according to the group. One of the main goals of Hearts and Hammers “is to help people who can’t afford to repair their homes to repair them so they can stay in their homes,” said Short.

After stripping the floors to the original hardwood, almost 100 percent of it was salvageable, Saltwick said. “The first half of the century, these were throw away floors.” The floors were definitely a labor of love. “We had a hard time getting the linoleum up,” Baxter said. “My hands hurt so bad. “I’m pretty proud of these floors.” A huge unanticipated expense of the project was complying with the county’s

noise ordinance guidelines. Every wall had to be thickened to repel noise, Baxter said. The cost of adding a layer of “shear” to the house to fit county regulations — $10,000-$15,000, she said. While it was something Baxter said she was initially resentful of having to do, she

said ultimately was happy it was done. She said the house doesn’t creak in the wind anymore and the house just feels much more sound. “I’m going to appreciate that as much as anything else we’ve done,” she said. “The benefits far outweigh the cost.”

To help change that, Hearts and Hammers is implementing a new sponsorship program, which will offer sponsors perks such as bumper stickers, window decals, wall plaques and more. There will be different levels of sponsorship, including Individual at $100, Commercial at $200 and Patron at $500. All donations to the organization are tax deductible. “The Sponsorship program should help stabilize our funding, giving us a better idea of what we can do year to year,” Schisel said. “And hopefully it will allow us to take on bigger projects.” According to Short, all the money received from donations goes towards supplies and expenses. Participants are all volunteers. The types of repairs the organization does includes leaky roof repairs, rebuilding rotten decks and general home maintenance.
