Group forms to fight fair plan Opposition members say the proposal is moving too fast

By BEN WATANABE South Whidbey Record A group opposed to the grand proposal for an overhaul of the Island County Fairgrounds wants the backers to slow their roll, scale back and seek more design input. Wendy Sundquist, one of the Friends of the Fair members, said she and other volunteers with the Whidbey Island Area Fair and its predecessor, the Island County Fair, feel steamrolled by the proposed changes. “All of us have great love for the Island County Fair and were quite shocked with the presentation given in February,” Sundquist said, referring to the Feb. 18 public unveiling. “For whatever reason, no information was sent out about this to the superintendents [of fair buildings during the annual event].” A steering committee of government leaders, nonprofit directors, fair association board members and business owners did not include anyone from the user groups such as 4-H, the equestrian clubs or agriculture in the planning process. Despite little communication from the Friends of the Fair and the committee, upcoming presentations and hearings will likely be delayed. Fred McCarthy, mayor of Langley and one of
the steering committee members, said Tuesday that a meeting of the committee earlier in the morning yielded a decision to push back the county’s hearing at least a month. In the meantime, McCarthy said the committee would plan a meeting to gather public input, rather than a presentation to pitch the changes to the public. “We need to be open to hearing people’s concern at every phase,” McCarthy said. “Our listening would be with the purpose of hearing ideas that could affect the plan. “We’re listening. We think they have some legitimate points to make and want to make sure they feel heard,” he said. The proposal would demolish several buildings, including the Ray Gabelein Sr. Building that houses old farming equipment and other relics of Island County’s rural past, and most of the animal pens and barns. “Names are on these buildings because people put their time, sweat and tears into them,” said Gwendy Hastings, a former fair association member and a Friend of the Fair. Added Sundquist: “Once you destroy all of those buildings, you can’t bring them back.” Members of the Friends group, an informal assembly of people, say they have “more questions than answers” about the $10.12 million
overhaul that would transform the fairgrounds from a small-town gathering into a regional destination for events, conferences, expositions and also house the four-day fair. They said they were worried that it would fundamentally change the nature of the property and the fair itself, that it would not recoup its expenses, and that the public was being pushed out of the process. “It’s so out of the realm of this little area,” Hastings said. “It’s just not practical.” Many members, who spoke in front of the marked-for-demolition barn that houses old tractors and tills, were flabbergasted that the proposal was presented publicly Feb. 18 and would go before the Island County Commissioners in March for approval. “We feel very bulldozed,” Hastings said. McCarthy rejected the notion that the public was intentionally excluded from the planning process. “I don’t think the public was pushed aside,” he said. “I think the people involved with wanting to rethink the use of the fairgrounds for event coordination gathered together leaders of the community who represented lots of people’s SEE FAIR, A20
The Island County hearing examiner will listen for two days to arguments regarding permits for a proposed tidal turbine pilot project in waters off Whidbey Island. The Tulalip Tribes and the PC Landing Corp. are appealing permits issued by Island County for the temporary installation of two tidal energy generators in Admiralty Inlet and related onshore equipment structures. The project is proposed by Snohomish Public Utility District. The hearing starts Thursday, March 6. Craig Collar, assistant general manager of the PUD, said the appeals are nothing new, but are the same issues the parties brought up in challenges to the Federal Energy Regulation Commission, or FERC. He said FERC rejected the appeals and is expected to issue a license shortly. Whidbey Environmental Action Network, or WEAN, filed as an intervenor with FERC for the pilot project. Members of the environmental group said they’re concerned about the on-land portion of the project, which could impact a scarce plant community. Marianne Edain of WEAN said the group is interested in sustainable alternatives to fossil and nuclear fuels, but technology which may do damage in other ways is not a true alternative. “We would love to see a genuine test of this technology,” she said in an email. “Unfortunately SnoPUD has SEE PUD, A20

Whidbey storyteller wins national award Jill Johnson, a Langley storyteller and performer, was nationally recognized for her second CD, “Rebecca – The story of Rebecca Ebey.” She received a Winners Award in the 2014 National Storytelling World Competition. This is the second time she has received an award from the competition. The first was in 2006 for a recording of her show, “Little, But OH My! – the story of Berte Olson.” “This award is even sweeter,” Johnson said in a news release. “The Winner Award is a step up from the Honors Award I received earlier. To receive national awards for both my CDs … feels great!” Johnson wrote and performed the original work, which tells the story of the early settlement of Whidbey Island. The story is told through Rebecca Ebey, wife of Island pioneer Isaac Ebey. Johnson first took hold of the story through documents at the Island County Historical Society museum in Coupeville. She then researched materials on Whidbey and at the University of Washington Special Collections Library. Johnson used excerpts from Rebecca Ebey’s letters and a diary written between 1851 and 1853. Along with shows in California and Tennessee, she has performed the show at Whidbey Island Center for the Arts and the Crockett Barn on Ebey’s Landing, which is named for the Ebey family.

Johnson scolds Island County treasurer Other commissioners call action ‘inappropriate’ By JANIS REID Staff reporter Island County Commissioner Jill Johnson reprimanded county Treasurer Ana Maria Nuñez at the end of Monday’s meeting over a perceived error on Camano Island tax statements. Questioning Nuñez during the commissioner comments portion of the meeting, Johnson drew criticism from her fellow board members as being unprofessional and making a “spectacular display” of the issue. A difference in the appearance of 2014 tax statements issued last month from those issued in 2013 led some Camano residents to believe their taxes had been increased. Nuñez said that this was a “misperception” and that a clarification letter would be mailed sometime this week. Johnson said that while the issue turned out to be a miscommunication with the public, she was not pleased with how Nuñez handled the situation. “I feel I’m standing in front of the principal which I’ve never done,” Nuñez said. The letter that was sent to printers last week from Nunez to the public appears to place blame on the Island County Assessor’s Office, according to Johnson. “If you have any questions about the levy itself, please call the Assessor’s Office,” the letter reads. At Monday’s meeting, Johnson first briefly questioned Assessor Mary Engle, establishing that Engle gave Nuñez’s office correct tax data for both 2013 and 2014. Johnson then called up Nuñez and proceeded to scold her for blaming the
assessor’s office for making an error. In addition, Nuñez waited five days to discuss the issue with Johnson, a Republican, or Commissioner Kelly Emerson, a Republican who represents Camano Island. Nuñez, a Democrat, had been in contact with fellow Democrat Commissioner Helen Price Johnson. Johnson said the full board should have been notified as soon as the issue arose. “I didn’t attempt to hide anything or pass the blame onto anyone else,” Nuñez said. Sending the roughly 12,000 clarification letters to Camano residents will cost the treasurer’s office $4,500 in postage alone, Nuñez said. Some discussion had begun with Price Johnson about county commissioners sharing in the cost of the extra mailing. Johnson said she did not like the idea of island taxpayers having to shoulder the cost of the treasurer’s error. The Stanwood-Camano School District and the assessors office have been receiving calls in recent weeks after tax statements were sent out with what appeared to be a rate increase from 2013 to 2014 in the school buildings maintenance and operations levy. Camano Island residents were told during the last levy approval process that if an increase in this levy was approved, it would replace an expiring levy and would not result in an overall tax increase. Nuñez said some interpreted the higher amount for 2014 as the school district “breaking faith” with the voters, but this is a misunderstanding. “I want to make sure the public understands that the

school district kept their word,” Nuñez said. Johnson said Price Johnson sent out an email prior to the meeting stating her intention to raise the issue at Monday’s meeting. At the meeting however, both Commissioners Price Johnson and Kelly Emerson said they did not support Johnson’s decision to address the issue during commissioner comments. “This is inappropriate for a business meeting,” Emerson said. “I’m going to have to ask you to stop.” Despite her disagreement with Johnson’s approach,

“We needed transparency and we needed to own the mistake,” Johnson said. “It was important that everyone knew what was going on.”

FIRE/EMS No injuries in chimney fire A “stubborn” chimney fire was extinguished Saturday night in Freeland without any injuries and little property damage, said a South Whidbey Fire/EMS official. The 6 p.m. fire on June
Beach Road, a small strip off East Harbor Road, took two hours to quell. Neither of the two occupants were harmed. “It was a typical, run-ofthe-mill chimney fire that was just a stubborn one,” said Paul Busch, assistant chief of South Whidbey Fire/EMS. “It just didn’t want to go out and we didn’t want to leave until we were sure it was out.”
“The people were going to trade out that wood stove anyway,” he said. The chimney was built on the exterior of the cabin, said Busch, which made it easier for them to contain and fight the blaze with a fine spray of water rather than soaking it with a blast. “This cabin was small enough that if it was fully engulfed we could have put it out with a single engine,” he said. Busch recommended that, once the winter season ends and temperatures rise, people have their chimneys inspected and cleaned to avoid any material buildup that could catch fire.
COUNTY Funding doled out for South End Island County commissioners approved
rural county economic development sales tax funding for 2013 to two South Whidbey projects last week. The City of Langley was awarded $257,577 for the Wharf Street Funicular Project, and the Port of South Whidbey was awarded $130,000 for a harbor passenger ferry mooring project. The project funding was green lighted by the Council of Governments last month.
$10,000 marked for disabled vets Island County’s Disabled American Veterans chapter was given $10,000 by Island County through the Veterans Assistance Fund. Commissioners approved the expenditure Monday as partial payment for a new transport van costing a total of $27,266. The van is used by the organization to drive disabled veterans to the Veterans

Trips are Friday, Saturday and Sunday through March, with Thursday and Monday service beginning in April. There will also be a second trip on Saturday, at 11 a.m. and 3 p.m. For a different type of trip, Mystic Sea offers Friday evening cruises that will feature a different local winery or brewery for tasting, appetizers and whale watching. The final Mystic Sea whale watching trip is May 18.

State title-winning soccer coach banned from Sports Complex Water shutoff surprises Langley By BEN WATANABE South Whidbey Record
Last week water was shut off along Second Street in Langley, forcing some businesses to close. The Braeburn Restaurant, for one, missed its popular breakfast and lunch window Tuesday because water service was cut. The new water main was being installed, and the construction team originally thought it would use valves to limit disruption. That was not the case. Instead, water was out much of the morning Feb. 25. “Some of the people experienced longer outages than we had anticipated,” said Jeff Arango, Langley’s director of community planning. “They did the best they could,” Arango said. “But because it happened so fast, warning was not given through the system we had.” Replacing the old water line was one of the major hurdles in the 100-working day project that also includes replacing the stormwater line, power poles and rebuilding the road between Cascade and Anthes avenues. “It’s good to have that part of the project done with,” Arango said, noting that other than the water disruption the project has gone smoothly. Excavation of the south side of Second Street started Monday. New power poles were slated to be installed this week, and an email notification from Arango said each business and property owner would be notified about when their power may be out. Cascade Avenue’s stormwater improvements are expected to start Monday, March 10. Parking remains limited on the street, but city leaders have promoted parking areas at the Island Church of Whidbey on Sixth Street and Cascade Avenue and the parking lot adjacent to the Langley United Methodist Church on Third Street and Anthes Avenue. “From my observations, parking is a bit constrained around Second Street, but parking is available,” Arango said.
In the parlance of soccer, Terry Swanson got a red card last Thursday. Swanson, fresh off a state title victory as coach of the U-17 South Whidbey Reign soccer team, was banned from the South Whidbey Parks & Recreation District fields, an unusual penalty, for a period of one year. He will plead his case to the Parks board of commissioners at 6 p.m. Thursday, March 6, in hopes of having the ban lifted. Doug Coutts, executive director of the parks district, said Swanson was using one of the fields at the Sports Complex this past Thursday.
Recent rain and snow softened the turf to a point that led the district staff to temporarily suspend activities on one of the fields, which Swanson was using informally with high school soccer players before the boys soccer season started March 3. Coutts said parks staff asked Swanson to relocate, but he did not cooperate. “He did not follow staff direction as to where to play, so he was asked not to return,” Coutts said. “He refused multiple directions from staff.” Swanson admitted he did not follow staff direction, but said his decision to work with the players on the field in spite of Parks staff direction was a “case of civil dis-
obedience.” After communicating by email with Coutts ahead of the training session, Swanson said he arrived to find a small field set up with quarter-size goals — “kid” goals, as he called them. For the 17 boys who showed up to train, Swanson said, the field was too small. So he moved to the open field in the southwest corner, behind the restroom area. It was not marked as a closed field, said Swanson, so he moved his players to the full-size turf. “He’s got closed signs on every other field,” Swanson said. “The entire complex is closed.” “We need to be able to use our fields,” he later added. field would be open all year. “We’ve had field peace for six years,” Swanson said. He planned to argue for a resolution with the commissioners to guarantee yearround access to at least one field. Swanson also said in an interview that he would like to see a rotation schedule to avoid one field seeing too much use during rain-soaked fall and winter months. The hearing process requires Swanson to convince the commissioners as to why the ban should to suspended or mitigated.

Editorial Fair plan opposition is not a surprise Barely one month after a special commission rolled out its vision for a new and revitalized fairgrounds in Langley, an opposition group of longtime residents and fair volunteers has formed to fight the proposal. It’s doubtful this was the reception officials had hoped for, but it should come as no surprise. The community has a great investment in the existing fairground — few, if any, lifelong residents don’t have childhood memories at the fair — and for many, this bold and ambitious plan seems to have come out of nowhere. The steering committee involved in designing this vision of a bright and prosperous future fairgrounds was extensive, and included a host of different government entities, but it missed one essential element — broad and extensive public participation. It’s understandable and common for elected officials to want to come up with a general framework for a proposal before approaching constituents. It’s equally understandable, however, that the public would react with suspicion and skepticism when suddenly hit with a $10 million project that proposes so much change to a beloved community asset. Perhaps this is one project that should have included the public from the outset. The plan itself also seems to beg many questions, and makes big promises with few guarantees other than those of a paid consultant. The draft strategic plan, prepared by Anacortes-based Landerman-Moore Associates and available for review at www.whidbeyislandfair.com, claims that after a 10-year build out and sustainability period the new Island Event Center’s annual on-site revenue activity would top $8 million, and more than $3.3 million in gross retained revenue. Those numbers are enough to make anyone stop and scratch their head. There are many other elements of the strategic plan that deserve praise, and members of the steering committee who volunteered many hours on the proposal should be thanked for their hard work and desire to improve the existing fairgrounds. Island County Commissioner Helen Price Johnson, a member of the steering committee, wrote a letter to the editor last week addressing some of these questions. Specifically, she touted the plan as a flexible road map, one that would accommodate course corrections along the way should revenue projections fall short. Let us hope so. A desire to make the fairgrounds more sustainable is something everyone can appreciate and should get behind, but as the formation of this opposition group makes clear, the public is very much interested in this proposal and many large questions have yet to be answered.

Oh, and she also dresses well, drives an expensive car, lives in a nice house or apartment, and spends her money on luxury items, etc. Reagan and his advisors who created this welfare queen myth are the reason the nation moved to make getting a welfare check harder. In reality, as we now know, Reagan’s welfare queen myth was really being used as a dishonest pretext to cut needed government programs for the poor so he could further reduce taxes for his rich friends. Well, that was then, this is now. There is breaking news — Ronald Reagan’s “welfare queen” has been found. She is alive and well and living on either Camano Island or somewhere in Kitsap County. That’s right, it is none other than Island County Commissioner Kelly Emerson. This is the same Kelly Emerson whose political party decries all the “takers” who want free money from the government. This is the same Kelly Emerson who bemoans all the wasteful govern-

ment spending and claims to be the champion of hard-working taxpayers who already pay too much of their hard-earned money in support of government programs and government employees. And, yes, this is the same Kelly Emerson who is feeding at the government trough by demanding her commissioner’s salary but not showing up for work to earn it. She skips more meetings than she attends in person and on occasion phones it in from god knows where. By any reasonable definition, that is “welfare.” I’ll leave it to the Island County Prosecutor’s Office to determine if any criminal wrongdoing is also implicated by her actions. Where is the outrage from the Tea Partyers who constantly harp about taxpayer dollars being used for inappropriate purposes? Why is there total silence from those on the right? We all know how vocal they would be if a Democrat pulled these shenanigans and demanded to be paid for work that is not being done. Irene A. Stevens
Irene A. Stevens, 95, died at 5:15 p.m., Feb. 26, 2014 at Careage of Whidbey. She was born March 12, 1918, in Chicago, Ill., to Olaf Leonard and Anna Kristine Lovendahl from Denmark. Irene grew up on the north side of Chicago, graduated from high school and became a book-
keeper for a Chicago ice skating rink, Peterson Furniture, Matel Corp, and Gencoe Park District. She was married to Willard C. Stevens in 1942 and had three children: Judith, Gary and Gayle. Irene retired in 1984 and moved with Willard to La Habra, Calif., close to Gayle’s family. Willard passed away in 1996 and in 2005 Irene moved to Greenbank, Wash. She was an active member of the senior center, volunteered at Whidbey General Hospital and the Freeland Library and attended the Evangelical Free Church. She loved crafts and making quilts for her great-grandchildren. She is survived by her daughters Judith Slepyan (David) of Langley and Gayle Rogers of Freeland; daughter-in-law Ruthie Stevens Patton of Cedar Grove, Wis.; nine granddaughters, 11 great-grandchildren, and her best friend Mildred Fredrickson Larson. She was preceded in death by her husband Willard, son Gary Willard Stevens, and son-in-law John Rogers. The family thanks Kelly, Stacie, Freddie and the entire staff at Careage for their kindness and care. A celebration of her life will

Longtime Coupeville resident Jackie Weber passed away of natural causes on Feb. 11, 2014, after a long battle with Alzheimer’s disease. Jacqueline Louise Weber was born May 15, 1938,
and raised in Seattle. She attended Queen Anne High School and graduated from San Jose State College in 1960 with a degree in education. Jackie went on to teach elementary school in California and in the Shoreline School District in Washington, for a total of 10 years. Jackie married Dick Weber in 1965 and together they had two daughters. After their younger daughter was in school, Jackie began a second career in advertising and sales, first with Cuisinart and later with Valpak of Western Washington, until her retirement in 2003. After retiring, Jackie and Dick enjoyed traveling to interesting places including Antarctica, Europe and Kamchatka. Jackie is survived by her devoted husband of 47 years and their daughters Sandy Cronin and son-in-law Tom Cronin of Cleveland, Ohio; and Margaret Weber of Riverside, Wyo., as well as her sister and brotherin-law Margaret and Scott Thomson of Carmel, Calif. Falcon coaches pick families over football By BEN WATANABE South Whidbey Record Wanting to spend more time with their families, South Whidbey High School football co-head coaches Andy Davis and Mark Hodson have resigned. They informed their assistant coaches last week over dinner, a meeting some thought was to discuss the spring training regimen and summer camp. Players, informed by Davis and Hodson at a team meeting during the high school’s lunch Thursday, were shocked by the news. As of this week, it was still settling among the returning players and outgoing seniors. “Everyone was pretty surprised,” said Parker Collins, a junior who served as the backup quarterback and is poised to be the starter next season. “It was a random thing that caught me off guard.” Both of Davis’ children are in high school. Beck, a senior, was an all-conference defensive lineman on the football team. Morgan, a sophomore, played volleyball and basketball — a team for which Davis is also the head coach of — and plays on the softball team. After 24 years coaching high school sports, 14 of which were spent at South Whidbey, he wanted to focus on being a husband, father and single-sport coach. “The commitment to coach backto-back sports is a big commitment,” Davis said. “It’s time to scale back a little bit.” “It’s hard to miss your kids growing up,” he said later. Hodson has four children, two

Coaching football meant he sometimes missed his daughters’ volleyball matches, and Hodson said he was switching priorities. “I’d love to watch my kids play volleyball and travel in spring, visit schools with Abby [his oldest daughter, a junior],” Hodson said. Spending more time with his family began Monday night for Hodson. He spoke by phone from Sea-Tac airport awaiting a plane to travel east to Tel Aviv, Israel, with his father and brother, both of whom have been assistants for the football team. “I like the kids at South Whidbey, but I like mine more,” Hodson laughed. The assistant coaches were said to be following their head coaches in

also resigning. One assistant, Jim Thompson, said the staff’s decision to quit was not because of any confrontation with the school administration or district staff, but because they stuck around to work with one another. Both Davis and Hodson said their decision was not made for any reason other than to spend time with their families. “I’m not angry and quitting,” Hodson said. “I had an awesome time here.” “If I was really thinking of it only as a football coach, I’d stay another year,” Hodson added, citing the returning players’ skill and attitude as reasons he wanted to stay. When asked to estimate how many hours per week during the football season each spent on football and related tasks, they laughed.

Davis was also the team’s junior varsity head coach, so he pulled double duty not only under the Friday night lights, but again Monday, from September to November. Game days were at least five-hour commitments, each practice lasted about three hours, plus countless hours lost to studying opposing teams’ game film. All totaled, Davis and Hodson likened the coaching position to a second full-time job. South Whidbey’s football program has a long history of longterm coaches. For three decades, Jim Leierer led the Falcons to the playoffs and a pair of state championship games. He was succeeded by Mick Heggennes for 19 years. Davis

and Hodson took over and ran the program for the past 14 years, which Hodson joked would be considered a short time given South Whidbey’s coaching history. “I’ve enjoyed every second of it,” Davis said. South Whidbey’s coaches are required to submit a written resignation before it can be considered official by the South Whidbey School District, which signs coaches to contracts. Once the resignations are turned in, the district will post the position internally. If no applications are submitted from district personnel, the position will become available for non-district staff.

SW alumna piece featured in orchestra performance By CELESTE ERICKSON South Whidbey Record The Saratoga Orchestra of Whidbey Island is diving into its third concert of the Season of Discovery this Sunday. The concert features the last finalist conductor, Anna Edwards, with “Simply Delicious.” The program includes music from Maurice Ravel, Francis Poulenc, Samuel Barber, soprano soloist Catherine Haight, and Seattle composer and 2004 graduate of South Whidbey High School, Angelique Poteat. Poteat grew up on the island and performed with the orchestra during the 2008-09 season, and has returned off and on over the last two years. Poteat said she was thrilled to have her work, “Spring Grove,” featured in the program. “It’s exciting being able to share my music and experiences since graduating,” she said. “I am very much looking forward to the program this weekend.” The piece was inspired by a cemetery in Cincinnati, where she was studying at the time. The cemetery was unlike anything she had experienced, with an arboretum, mausoleums and a
pond. She often would spend her days writing in the parklike setting. In the piece she presents the “timeless serenity of a peaceful resting place and also having outbursts of energy,” she said. Poteat continues to work on her writing with inspiration from Pearl Jam and Nirvana. She said she enjoys the challenge of combining the rhythms with classical music. “It will be a lot of fun see what kind of rhythms and textures I can create with this, which will hopefully inspire a large variety of audience,” she said. Poteat will be performing with the Saratoga Orchestra this weekend. Next January, she will also be performing with the Seattle Symphony. The third composer finalist, Edwards has worked in the music community for 20 years and is founder and music director of the Seattle Collaborative Orchestra. She has worked and played with groups including the Seattle Youth Symphony, Auburn Symphony, Pacific Northwest Ballet, Northwest Chamber Orchestra and the Northwest Sinfonietta. The program begins at 2:30 p.m. Sunday, March 9 at South Whidbey High School, 5675 Maxwelton Road, Langley.

For Langley jazz guitarist Troy Chapman, that full experience is the aim of his new album “Time and the Hours.” Chapman, known for his work in bands such as Pearl Django, Trio Nouveau and Billet-Deux is forging his own path and creating music that he wants to hear. “I set out to create an album exactly how I wanted it to sound, without others trying to steer it,” he said. Chapman is returning
to and recreating musical styles that have influenced his more than 30 years of playing music. He is using elements of the styles to create his own sound, which he described as modern ambient jazz. The album combines the talents of Chapman, drummer Scott Small and his son, Jonathan Small, on upright and bass guitar. The group began performing together in 2012 and aimed to develop a style of their own. They performed regularly at Ott & Murphy in Langley, experimenting to find the sound they wanted
to deliver. “We didn’t set out to fill a specific genre,” Chapman said. He instead wanted to explore the “sonic qualities” of recording itself, and use sounds people wouldn’t think of as musical, he explained. Chapman uses a range of sound through a computer program controlled by the notes of his guitar. The additions provide for a layered, symphonic experience including music from horns to kettle drums and, of course, the guitar. The sound is different from anything drummer

Scott Small has worked on, he noted. “Everyone knows Troy as the gypsy jazz guy. Well, this is not the gypsy jazz guy,” Small said. “It’s something unique that Troy has created.” Small has played on the professional level for more than 30 years in a variety of styles including jazz, worldbeat, soul and rock and roll. It wasn’t until Small heard the album in its entirety that he realized what Chapman was trying to achieve. “It was a revelation for me,” he said. “He’s not just playing music, he’s playing atmosphere.” The combination of sounds and instruments is one of the biggest challenges for Small, who has to stay completely in sync with the computer when performing live. “I have to be dead perfect with a lot of what I play,” Small said. “It’s extremely challenging for me. In a normal jazz group there’s a give-and-take and looseness to the music. That’s possible with some of the tunes, but some don’t have that flexibility.” The album is a great thrill for Small who describes the music as a different experience with each encounter. “Each time you listen, you hear more details,” he said. For Chapman, anything and everything can be music. It’s all a matter of how

Island County District 3 sees third commissioner candidate step forward
PUBLIC NOTICE Whidbey Telecom is a local telecommunications company that has been serving the South Whidbey area since approximately 1908. During the intervening years, we have worked hard to build a telecommunications system that provides high quality telephone and other telecommunications services to the communities we serve. We have done this, notwithstanding the higher costs of serving rural areas in the State of Washington and when few, if any, other telecommunications companies were interested in serving our communities. 1
We have served and intend to continue to serve both residential and business customers in our service area with high quality telecommunications services at attractive and affordable rates. In addition to our basic voice telephony services, we offer throughout our service area advanced telecommunications services, including Internet access, high-speed data services, special calling features, voice mail, caller ID, and our full featured Spark voice service with unlimited long distance.2 Each of the basic voice telephony services offered by Whidbey Telecom is comprised of several components, including, but not necessarily limited to, the following: (1) singleparty, voice grade access to the public switched network or its functional equivalent; (2) an unlimited amount of local usage at no additional charge to end users; (3) access to 911 or enhanced 911, as implemented by local governmental authority in Whidbey Telecom’s service area;3 and (4) certain toll limitation services for qualifying low-income consumers (generally, those residential consumers who are eligible to participate in the federal Lifeline program). Whidbey Telecom’s monthly charge for such basic voice telephony service is $14.00 for each line designated as “residence” service and $16.50 for each line designated as “business” service. The residential charge may be reduced as described in the next paragraph. Applicable federal, state, county and municipal taxes and surcharges, including federally-mandated end user charges per line, are in addition to these amounts.4 The rates, charges, taxes and surcharges mentioned in this notice are subject to change, and in some instances are subject to change without notice. With respect to most, if not all, of its service area, Whidbey Telecom participates in the Federal Lifeline and Tribal Link Up programs and the Washington Telephone Assistance Program (“WTAP”). Under these programs, Whidbey Telecom offers to qualifying lowincome consumers one or more discounts off of the monthly rate for basic residential exchange service and one or more discounts off of the non-recurring charge to install a basic residential exchange service access line. Whidbey Telecom’s current discounted monthly rate for Lifeline residential service on non-Tribal lands5 within its service area is $11.25, and for Lifeline residential service on Tribal lands within its service area may be as low as $0.00. These rates apply to Lifeline service lines that are not enrolled in WTAP. For lines within its service area that are enrolled in WTAP, regardless of whether or not they are enrolled in the Lifeline program, Whidbey Telecom’s current discounted monthly rate for WTAP residential service within its service area is $8.00. Under the Tribal Link Up program, Whidbey Telecom’s installation charge for residential service for a qualifying low-income consumer on Tribal lands within its service area may be discounted by up to $100.00, and under WTAP, its installation charge for qualifying residential service on either Tribal or non-Tribal lands within its service area may be discounted by up to $22.00 for a WTAP participant. Lifeline is a governmental assistance program, the Lifelinesupported service is non-transferrable, only eligible consumers may enroll in the Lifeline program, and the Lifeline program is limited to one Lifeline discount per household. The Tribal Link Up program and WTAP are also governmental assistance programs and are subject to restrictions. Participation in the Lifeline program, the Tribal Link Up program and/or WTAP requires that the qualifying consumer satisfy eligibility criteria and comply with applicable program rules and requirements. The above-described services are available to all qualifying subscribers of Whidbey Telecom. The charges for these services are reflected each month on our normal telephone bill, and may be accompanied by charges for other services provided by Whidbey Telecom. The services described in the immediately preceding two paragraphs are those that Whidbey Telecom offers and must advertise in order to be eligible for federal funds that are used to help offset the high cost of serving rural areas and bringing affordable telephone service to residences and businesses in rural areas. By JANIS REID South Whidbey Record Camano Island resident Marc Hennemann said as county commissioner he would keep taxes down and make public safety a priority. Hennemann is the second Republican to announce his candidacy for Island County District 3 commissioner, a position currently held by Commissioner Kelly Emerson. Karla Jacks, a Democrat and Camano Island resident, and Richard Hannold, a Republican and North Whidbey resident, have already thrown their hats into the ring. Hennemann said he has met fellow Republican Richard Hannold, but believes he can offer a wider breadth of experience. Hennemann served in various capacities in the Air Force for 21 years and earned a masters of public administration from the University of Oklahoma. In addition, Hennemann said he plans on “raising and spending a good bit” of money to win. Hannold, in contrast, has said he plans to keep it simple and take a
grassroots approach including going door to door. “I’m willing to spend the money on the campaign,” Hennemann said. “There’s no point in finishing an election with money in the bank.” Among his top priorities is ensuring the county has proper funding and resources for public safety. “I want to make sure that Sheriff [Mark] Brown has the money he needs to do his job,” Hennemann said. In addition, he would like to see the county’s expenditure process change from an incremental budget model, where departments are given extra money as needed each year, to a zero-based budget model, where departments must assume that no extra money will be available. “That has proven a good way to hold down expenses,” Hennemann said. “I want to hold down taxes. There may be a time when we need more taxes, but I don’t see it now. We need to get a lid on what people spend.” On the subject of controversial Outlying Field Coupeville and the aircraft noise,

Hennemann said he would “side with OLF” and those who support the Whidbey Island Naval Air Station. Still, Hennemann said he would be willing to talk to those who would like to see the airfield closed. “Even though I live on Camano I would be elected island-wide,” Hennemann said. As Island County deals with the legalization of recreational marijuana, Hennemann said he’d prefer to see the growing and processing operations in industrial areas instead of rural areas. He said the rural areas may “present problems” and negatively affect neighboring properties. Hennemann said he plans to purchase a boat and travel across the water from Camano Island to attend all meetings in person. Born in San Diego, Hennemann grew up in New York State. In addition to his master’s degree, he also holds a bachelor’s in political science. A Vietnam veteran, Hennemann joined the U.S. Air Force as an intelligence technician shortly after college graduation. After leaving active duty to complete his education, he returned to active duty as an intelligence technician. In addition to completing tours in South Korea, Turkey, Panama and Saudi Arabia, Hennemann also assisted with various tactical operations abroad from bases in South Carolina and Virginia. Following his retirement from the Air Force, Hennemann worked as a social studies teacher. Hennemann and his wife, Irma, moved to Camano Island in 2012. They have two grown children, a shih tzu dog and a Maine Coon cat.

Hastings said that simple math from the proposal, based on the amount of revenue the plan expects from certain areas and the number of days expected to be rented, showed the daily rental fee for the covered equine/ multi-purpose area would
be $1,265, far higher than the few hundred the riders pay for their events currently. “You’re going to lose locals,” said Virginia Keck, the swine barn superintendent during the fair, who has volunteered with the fair for 20 years. Added Hastings: “I know we’re locals, but we use the grounds currently.” Sundquist, the sheep barn superintendent during the annual fair, raised several concerns over the
revenue stream detailed in the proposal. The plan to draw 249,200 visitors to the fairgrounds every year seemed steep to her and the other Friends of the Fair. Getting people to Whidbey Island from the mainland, they said, remains an unresolved issue. “People aren’t going to wait four hours in a ferry line to come here,” Gary Gabelein said. Even once they arrive, parking lot revenue that is projected may fall short, Sundquist and Hastings

They noted the line of cars that park on either side of Camano Avenue south of the fair and east on Sandy Point Road rather than pay parking fees at the park and ride, the middle school or the private lot near Edgecliff Drive. “Our goal is to see the fair turn 100,” Sundquist said. “We do not want to put the fair out of business.” To help spread their message to slow the process and seek more public input, they created a Facebook group.

been cutting corners and changing the rules to push through this pilot project.” Collar strongly disagrees with this characterization. “We would invite anyone who is interested to actually review the FERC application, record, and project plan and draw their own conclusions based on the facts,” he said. Edain also questions whether Snohomish PUD conducted archaeological work, noting that fishermen found an anchor that may have been from Capt. George Vancouver’s 1792 voyage into Puget Sound on the west side of Whidbey Island, as first reported in the South Whidbey Record. Island County Planning Director Dave Wechner said the county is in an unusual position with regard to the appeals. The county issued a shoreline conditional use permit to the Snohomish PUD based on the PUD’s own environmental study required under the State Environmental Policy Act, or SEPA, he said. Though the Tulalip Tribes and PC Landing are challenging Island County’s issuance of the permit, they are focusing arguments on
the sufficiency of the PUD’s environmental review. Edain claims the PUD changed the appeal rules on its SEPA determination so that it could not be appealed administratively. So appealing Island County’s issuance of the permit became a mechanism for challenging the SEPA. Snohomish PUD proposes placing the “hydrokinetic pilot project” one kilometer west of Central Whidbey’s Keystone Harbor. It would be the centerpiece of the utility’s project to study the viability of using tidal currents to generate electricity. The turbines would produce 300 kilowatts of energy, enough to power 250 homes, but will only be in place for three to five years. The Tulalip Tribes argues that the PUD’s environmental study failed to address cumulative environmental impacts, failed to address impacts on endangered species and failed to address adverse impacts to Tulalip Tribes cultural sites on Central Whidbey from upland cable trenching operations, according to the statement of appeal. The Tulalip Tribes is asking the hearing examiner to vacate the conditional use permit or remand the permit for additional environmental and archaeological review.
