Snohomish Co. takes over Gowdey investigation

There’s a new sheriff in town. The Island County commissioners approved a contract Monday that empowers the sheriff’s office to run the Coupeville Marshal’s Office. Sgt. Rick Norrie will step in and function as the new Coupeville Marshal March 1, but

under the guidance and budget of the Island County Sheriff’s Department. Norrie replaces Lance Davenport, who chose to leave the position because union rules would prevent him from keeping the marshal’s position with the sheriff’s department. The marshal’s office has struggled with the ability to staff patrols with an office that has repeatedly turned over. Under the approved three-year contract,

the town will pay roughly $440,000 to the sheriff’s office in 2015 for law enforcement services. The town currently pays $450,000. “I think the contract speaks for itself,” said Sheriff Mark Brown. “It’s been vetted by both the county commissioners and the city. It’s a workable plan and is something we’ll massage along the way.”

Science Olympiads

An investigation into a Coupeville deputy marshal has been turned over to a detective with the Snohomish County Sheriff’s Office, according to Oak Harbor Police Chief Ed Green. Hodges Gowdey, a 13-year veteran of the Coupeville Town Marshal’s Office, was charged in Island County Superior Court on Feb. 11 with unlawful imprisonment and witness tampering. The instances are charged as domestic-violence-related crimes. Police allege that Gowdey, 44, got into a fight in 2007 with his then-girlfriend and handcuffed her on the side of a road; he allegedly later coached her to not to tell investigators about the handcuffing incident, according to the police report. Gowdey was released from jail on the charges after posting a $30,000 bond. Gowdey’s attorney, Chris Skinner of Oak Harbor, said his client will plead not guilty at his March 3 arraignment. “We will be aggressively defending the case,” Skinner said. Green said the case was handed over to the Snohomish County Sheriff’s Office to avoid any potential conflicts of interest. Detective Brad Pince, who is taking over the case, said he’s looking into new allegations against Gowdey, but he doesn’t know if they will lead to additional charges. The recent allegations against Gowdey came to light while the Town of Coupeville

Science students prepare projects for regional competition By Nathan Whalen Staff Reporter

A small group of students are spending their afternoons rebuilding and tweaking science projects in preparation for competition. The regional Science Olympiad competition takes place this weekend at Seattle Central Community College. Fourteen students

at Coupeville High School are competing in this year’s series of events. Students participated in an invitational tournament earlier in the month to see how their projects stack up. After the invitational, the Olympiads have been scrambling to rebuild and improve their machines. Sophomores Sam Wynn and Shane Squire

are participating in Mission Possible, in which they have to build a Rube Goldberg-like contraption that completes an activity in as many steps as possible. “You just have as many different kinds of energy transfer,” Wynn said. “It was a cool

WGH officials found payroll error prior to audit By Nathan Whalen Staff Reporter

Several employees at Whidbey General Hospital are seeing smaller paychecks thanks to a snafu in a new payroll system. State auditors in a report released Feb. 18 said hospital officials did not have adequate controls over payroll to safeguard public resources. The result of that condition caused the hospital to make $183,000 worth of overpayments to employees. Whidbey General Hospital is busy recouping the money by making deductions to the affected employees’ paychecks as allowed by state law, spokeswoman Trish Rose said in an email. She noted “the audit did not find or allege deliberate wrongdoing on the part of any WGH employee or manager.” The Washington State Auditor’s Office audits the hospital annually. The current audit covered Jan. 1, 2012 through Dec. 31, 2012. Whidbey General Hospital employs approximately 700 people and has annual expenditures of $48.9 million. The hospital district also has five

collective bargaining agreements in place. Officials installed a new electronic payroll system in 2011. Hourly employees are paid based on time cards supported by scans of their badges while salaried employees submit monthly timesheet that record time off, according to the report. Auditor’s poured through the hospital’s records during the last months of 2013 and they presented their finding to the hospital’s finance committee on Jan. 28. The state officials noted in the report: • A lack of segregation of duties within the departments of payroll and benefits. • No comparison of paid time off was claimed in time records to the amount earned before it is paid. • Payroll manager manually enters leave accruals for staff with contracts that have collective bargaining agreements. There is no secondary review to ensure the entries are accurate. • Supervisors don’t have adequate knowledge regarding use of the automated system and employee contracts. “The district has not

made it a priority to assess the risk associated with its payroll process,” the report states. “It also has not documented the required procedures for the process nor provided adequate training for the employees and supervisors. As a result, any intended controls are either unknown or not being followed.” To remedy the situation, state auditors recommended: • Ensure supervisors have knowledge regarding use of the automated system an employee contracts. They also have to ensure adequate monitoring and oversight of the payroll process. • Ensure staff and supervisors review and sign off on time sheets before they’re processed. • Develop policies and procedures for collection of overpayments to employees. • Strengthen internal controls to decrease the chances of overpayments or unearned paid time. • Limit employee access to the payroll system only to functions they need to perform their duties. Rose said the hospital staff discovered the problem in August months before the audit and had taken steps to

respective competitions this weekend, they then head to the state competition that takes place April 12 at Eastern Washington University. Nationals take place the following month at University of Central Florida.

Under the proposed contract the sheriff’s office will provide the town with two dedicated employees, Norrie and one deputy who will maintain their Coupeville Marshal’s Office uniforms and drive Coupeville patrol cars. Though the sheriff will wield the ultimate authority, town leadership will continue to direct law enforcement priorities. Sheriff deputies will patrol and answer calls when marshals are not on duty. “It’s a win for the county

and the city of Coupeville,” said Commissioner Jill Johnson. “It provides predictable and top notch coverage. It’s a good example of how we can improve law enforcement without spending additional tax dollars. The community and the tax payer are coming out winners on this one.” Commissioner Helen Price Johnson said the contract is a good way to leverage resources to ensure law enforcement needs are met. “I commend you both for doing that,” Price Johnson said.

But, imagine waking up to a day-to-day, in fear of seeing your neighbors, friends, even families being killed, beheaded, tortured — women and children being raped and killed. For what? For just believing in the same God as we do, for not denouncing God and conforming to someone else’s beliefs. Right now these inhumane crimes against innocent families in the Middle East, Syria and other countries are now happening even more than ever before. Hundereds, even thousands, of innocent people are being slaughtered for their faith. And this terrorism seems to be ignored by our current administration and Congress. I am not only heartbroken for our brothers and sisters in Christ’s name, but I am disappointed in our administration and Congress who represent the people of the U.S. If we as the United States do not tolerate terrorism, then why is this getting worse? Why are they ignoring these crimes? I am asking that if you to have a heart, whether you are a Christian or not, and call Congress or our representatives to please do something about these inhumane acts of terrorism against innocent families in these Middle East countries. And to keep these people in our hearts, to pray for them in these horrible times of persecution they live daily. Please pray for these families. Bergeron dreams of college hoops By Jim Waller Staff Reporter

Anthony Bergeron is a “diamond in the rough,” according to Coupeville High School boys basketball coach Anthony Smith. Bergeron, a senior who recently completed his high school career, would like to play college basketball but is not on any college coach’s recruiting radar. That’s a shame, Smith concludes, because Bergeron has the ability to help a program that is willing to beat the bushes and find him. One of the primary reasons for Bergeron’s anonymity is his lack of basketball experience. Most kids start playing in youth leagues; and then, if they are talented enough, move on to middle school and high school teams. High School is the end of the line for most players. Though they may have the work ethic and experience to continue, they are too short, not quick enough or lack the coordination required to play at the next level. Bergeron possesses the one quality that keeps most players from advancing to college courts – elite athleticism. He, however, lacks the

one quality most high school players do have – experience. Bergeron did not start playing organized basketball until his junior year in high school. “I never thought I was good enough to play,” he said, “but I really liked watching it so I decided to give it a try.” Learning the game was rough at first, but Bergeron blossomed into the Wolves’ most talented player. When he first started to play, Bergeron was surprised by the complexity of the game. “Team defense kept messing me up,” he said. The conditioning was also a shock: “We did a lot of running in practice; I didn’t realize that.” Bergeron’s work ethic is strong, Smith said, and his improvement grew each day.

In basketball years, Bergeron is still a toddler. He has an explosive first step, pogo-stick jumping ability, a smooth jumper accurate out to the three-point line and the ability to finish at the rim with either hand. What he doesn’t possess is a deep understanding of the game, and he struggles with the team concepts and the nuances of basketball, he said. Those come from playing, not just practice, and he has a great deal of game-time to make up. During the high school season, he “played good at times and bad at times,” he said. “It was like I wasn’t playing for two quarters.” The time off, Smith said, wasn’t from lack of effort but lack of understanding the complexities of playing without the basketball.

Bergeron, who is 6-3, played inside in high school but will have to move outside in college because of his height. To handle the guard position, he is working on his ball handling skills. Bergeron said he would like to play in a community college program for two years and then transfer to a Division I four-year school. He has his eye on Whatcom College in Bellingham, which he learned from Smith, “cares for their players a lot and are known for putting players further than community college.” Any college that came calling, he said, he would consider. Now it’s a waiting game, hoping that a recruiter will scour the rough for that hidden gem, polish him up and give him a chance.

Nelson takes over boys soccer program When the Coupeville High School soccer team hits the pitch for the first time this spring, the head coach will be different but what is seen on the field, at least at first, will look familiar. New coach Kyle Nelson, who served as an assistant the past two years, plans to follow the lead of his predecessor, Paul Mendes. “I will continue on with much of the same philosophy as coach Mendes,” Nelson said. “He has been successful over the years, so I would like to try to continue with that. As the season progresses, I am sure there will be things to change to adapt to this year’s players. But to start, most things will be the same as it has been

the past couple of years.” Mendes coached high school soccer for 33 years, including the past eight at Coupeville, before stepping down last spring. Nelson said he likes coaching, which led him to apply for the head coaching position, adding “I enjoy the challenge of building a competitive program.” Another reason hits closer to home: “Also, my two boys have been playing soccer for years in the rec program here in Coupeville. The oldest is currently in high school and the youngest is an eighth-grader, so I am doing this as well to be involved in their sport.” Nelson will stress academics with

his players (“That is their primary job as a student.”), but wants them to have fun as well. “I want the players to be there at practice and, overall, enjoying themselves,” he said. Nelson said it will be a successful season if there is improvement from the first practice to the last game and if the team is playing its hardest and being competitive. He cited soccer great Pele: “Success is no accident. It is hard work, perseverance, learning, studying, sacrifice and, most of all, love of what you are doing or learning to do.” The style of soccer the Wolves will play will be determined by what “best suits our players and their strengths,”
