Alcohol and marijuana: A complicated world for parents and teens by Greg Allmain gallmain@fedwaymirror.com With the privatization of liquor sales in 2011, and the legalization of marijuana in 2012, it’s not easy being a parent these days, especially a parent of a teen or beyond. While the impacts of marijuana legalization have yet to probably be seen or felt, some feel that the privatization of liquor hasn’t had the most positive effect in communities, often citing statistics regarding sharp spikes in liquor and alcohol theft from grocery stores. Community members, from treatment specialists to law enforcement, say that these changes in the law still have worrisome implications, but also warned that other substances, like heroin, have recently flown under the radar, while its use among youth has continued to increase. Mike Heinisch, executive director of Kent Youth and Family Services (KYFS), said his agency is always open to Federal Way families looking for help with a child who might be experiencing issues with substance abuse. “People can call in and talk to us about what we might suggest they do, as far as intervening with the youth. We ask them that if they do have concerns, to let us do

a quick assessment of the situation, and give them an idea of what might be going on,” he said. KYFS has been a contract partner with the city of Federal Way for a number of years, receiving funds from the city’s General Fund Human Services allocation to help treat Federal Way’s youth. The agency itself has been operating in the South King County area for 44 years. Heinisch noted that they receive referrals from local schools, other public service agencies, and oftentimes, families.

Marijuana With the legalization of marijuana, Heinisch noted that many kids operate under the incorrect impression that consuming that particular substance is legal for someone their age. “The message is that it’s still illegal for a kid to be using marijuana,” he said. “The law says … that the age of consent is 21. We have kids who would tell you, ‘Well it’s legal now so they can’t do anything to me about using marijuana.’ That’s simply not the case.”

continuedfrompage2 For Federal Way Police Department’s interim Chief Andy Hwang, the marijuana legalization issue may have some unexpected results that proponents may not have foreseen. “From a law enforcement perspective, the marijuana initiative is going to increase demand on police services,” Hwang said. “I also think it may place increased demand on core, social services. The more of this product we have in our community, it’s reasonable to expect there will be an increase in usage by people.” Hwang added that from a public safety perspective, marijuana legalization is especially a concern. With the increased demand/use, he worries about increases in DUI incidents and similar public safety concerns. “It will have an impact on health and safety,” he added. Heinisch said that for he and his peers in the treatment industry, the legalization of marijuana is likely to mean an “uptick in use and abuse.” “Even though the access (to marijuana) is going to be a little more difficult, we anticipate that (its use among youth) is going to be a problem,” he added. According to a 2012 report titled “Drug Abuse Trends in the Seattle/King County Area: 2012,” marijuana use “is widespread and treatment admissions have held fairly steady in recent years.” That report notes that of those treatment admissions, “half of admissions are under 18

and three-quarters are male.” Marijuana use among youth for the data studied showed that “48 percent of marijuana admissions” were youth, which is a “much higher proportion than for other substances.”

Alcohol When it comes to alcohol, Heinisch said that for KYFS, it will likely remain among the top issues his facility sees going forward. “I think alcohol will remain the most accessible, and secondly, the most frequently used drug of abuse,” he said. The 2012 abuse report seems to prove Heinisch’s professional judgment correct, with the data compiled in the report showing that 127 youths under 18, and 405 youths ages 18-25, were admitted to a treatment facility in 2012 for alcohol. The only other substances with comparable admission rates for those ages were marijuana and heroin. For Hwang, the largest issue with the privatization of alcohol has been the continued worry of liquor theft. According to statistics compiled by the Federal Way Police Department, there were 139 incidents of liquor theft recorded in Federal Way in 2013. That was less than the 152 incidents recorded in 2012, although a noticeable upward trend began in June 2012, the month the new privatization law took effect. “We know the number of thefts have gone up since it’s been privatized,” Hwang said.

Hwang’s predecessor, Brian Wilson, had warned the Federal Way City Council last May that retail liquor theft was “a major issue,” which would require a variety of agencies at the state and local level working together to stem the tide.

Everything else 10 years ago, the scourge of treatment professionals and law enforcement officials were synthetic drugs, most commonly methamphetamine. These days, the hard drug that seems to have the greatest traction among youth is heroin. Citing the 2012 abuse report, “heroin treatment admissions are up, particularly for young adults ages 18-29.” The report also noted that for the data studied, heroin-involved deaths were up again, particularly among those under 30 in King County. Heinisch said that this increase in use can be attributed to accessibility and the proliferation of opiate-based painkillers. “A lot of kids nowadays get started on (them because) they have access to them through medicine cabinets at home,” he said. “They get started on using the opiates, the Vicodin, etc., and quickly find out it’s too expensive and/or hard to get.” “Street heroin is a lot cheaper,” he added.

Annually, more than 86,000 babies are screened for congenital disorders by the Office of Newborn Screening. These are conditions that, when identified early, can be successfully treated to allow the baby to live a longer, healthier life. If left undiagnosed, these disorders can cause severe disability or even death. During its October 2013 meeting, the state Board of Health recommended including this test in the series of newborn screenings done at the Department of Health’s Public Health Laboratories.
