Study reveals groundwater contributed to massive slide By NATHAN WHALEN Staff Reporter
Homeowners still living near the massive landslide area in Ledgewood are wary as more pieces of the bluff continue to slough off. Ralph Young, a resident living near the landslide site, said a large piece of the bluff broke away last month. “We were concerned it’ll slide again,” Young said. Island County Public Works Director Bill Oakes said officials anticipated that more parts of the bluff would break off and that the debris field from the springtime
landslide would remain unstable. The massive landslide occurred in March 2013, destroying a portion of Driftwood Way and prompted the evacuation of several nearby houses. Oakes said a final geology report concerning the landslide was completed in late 2013. That report described the incident as “unprecedented in recent history” and said it “represents one of the largest landslide events in the recorded history of the Puget Sound area.” The report, which was compiled by GeoEngineers, SEE STUDY, A8

Coupeville schools seeking support for levies

Coupeville School District has two proposals on the Feb. 11 ballot. The first request is for renewal of the maintenance and operations levy, which will bring in $2.24 million each year for four years. That money accounts for nearly one quarter of the school district’s revenue, according to school district officials. It helps pay the salaries for teachers, paraeducators, a school nurse, counseling and library services. It also helps fund student transportation, sports and

COER goes after Growlers By JANIS REID Staff reporter
The Coupeville-based group that filed a federal lawsuit against the Navy over jet noise in July is now demanding the EA-18G Growlers be completely removed from Whidbey Island Naval Air Station. “Growler jets, with their low-level training operations, have no business on Whidbey Island or in any other populated and environmentally sensitive area,” according to COER President, Michael Monson. “It is now our position that the Growlers must go, and we are making that case to our state and national elected officials and communities throughout the region.” The Navy has started transitioning its electronic attack squadrons comprising the EA-6B Prowlers to the EA-18G Growlers. The Navy is also considering bringing in two additional Growler squadrons in 2016. The group had previously called for a closure of Outlying Field Coupeville, which shares a border with Ebey’s Landing National Historical Reserve and where the Navy conducts touch-and-go Growler operations. The Navy also conducts Growler operations at Ault Field, where some nearby residents have also complained about jet noise. “We now know that people in other places are affected and at risk,” said Ken Pickard of COER. “If the Navy could mitigate the problem, they would have done so. We can’t ask that the noise we endure be shifted to their communities.“ Complaints about the noise have also surfaced in surrounding communities such as La Conner, Mount Vernon, Port Townsend and the San Juan Islands. COER members said last year that the
Growlers would be tolerable if Navy kept the number of operations at OLF to 6,120 annually, the number estimated in a 2005 environmental assessment. The Navy has conceded that operations did exceed this number by roughly 3,000 in 2011 and 2012, and have agreed to keep to the 6,120 projection. For this reason and others, the group maintains that the Navy “can’t be trusted” to keep their word and that the alleged difference in noise level from the Prowler to the Growler has caused them to change their stance on the issue. “Many citizens tolerated jet noise for years, but bringing in the Growlers was the tipping point,” said COER member, Paula Spina. “The Navy and its Growler expansion has been destructive and divisive for people in Puget Sound, pitting Island communities against each other,” said Maryon Attwood of COER. “If the Growler expansion is writing on the wall, Whidbey Island and the Ebey’s Landing National Historical Reserve will be a less attractive place to live and visit.” NAS Whidbey is the only air station to base the new Growler squadrons. Its predecessor, the Prowler, has had squadrons based and trained primarily out of NAS Whidbey since 1971. Four Marine Corps Prowler squadrons are currently stationed at Marine Corps Air Station Cherry Point in North Carolina, and a reserve squadron moved to NAS Whidbey last year from Joint Base Andrews in Maryland. During a recent interview, Congressman Rick Larsen said he doesn’t think basing the Growlers elsewhere, or closure of OLF, is likely in the foreseeable future.

A scraped-up door is believed to be the entry point of burglars who stole computers from Senior Services of Island County’s South Whidbey Center last week.
Burglars hit Senior Services By JUSTIN BURNETT Record editor
Burglars struck another blow on South Whidbey, this time to a nonprofit group. Senior Services of Island County’s South Whidbey Center in Bayview was broken into and the thieves got away with several computers, some cash and other miscellaneous items. Organization leaders said Senior Services was burglarized before, but it’s been some time and the experience left them rattled. “We haven’t had a burglary in nearly 10 years,” said Cheryn Weiser, executive director of Senior Services. “It was a little bit of a shock to say the least.” “You feel like you’ve just been violated,” she said. “The trust you have with the community we serve has been shaken a bit.” The break-in occurred between the hours of 11:30 p.m. and 4:30 a.m. Wednesday, Jan. 15. The thieves are believed to have entered through a back door, using a flat, sharp object to pry it open.
From there, the burglars made their way through the building prying open doors to locked offices. They made off with three laptops: a grey Dell Latitude, a newer model Dell with a docking station and a 15-inch screen Toshiba. Some cash and a yellow Motorola walkie-talkie with a charger was also taken. The information contained on the computers includes non-detailed mailing and membership lists. The level of information that may have been compromised is equivalent to that which is commonly found in a phone book, organization officials said. Senior Services of Island County will be following this announcement with notifications to those whose information was involved. Calls to the Island County Sheriff’s Office for comment were not returned by press time, but Weiser said the burglary was reported and that an investigation is underway. In the meantime, South Whidbey Center employees are doing their best to make do as replacement computers have not yet arrived.
“It’s certainly a disruption in our service,” Weiser said. Lynae Slinden, director of South Whidbey Center, has been using her personal computer to conduct business. It’s not the best situation, but the work has to be done, she said. Slinden added that three replacement computers are expected to arrive Wednesday. Burglaries on South Whidbey are on the rise. Between June 1 and Dec. 11 of 2013, there were 87 residential burglary reports on the South End, from Houston Road south. That’s a rise of 27 percent from the 63 reported burglaries during the same time period in 2012, and an increase of 39 percent from the 53 burglaries that occurred during the same six months in 2011. Weiser was aware of the rash of burglaries and wasn’t too excited about joining the ranks of victims. Police hope long sentences will take a bite out of crime By JESSIE STENSLAND Staff reporter
Four men known for dealing drugs in Oak Harbor received lengthy prison terms over the last month. Michael K. Koepke was sent away for 11 years and eight months. Brent E. Lambert receive a sentence of six years and eight months. Scott A. Chamberlin got five years and eight months. Kevin T. Rollyson got an even 10 years. Police officers said they hope that taking the dealers off the streets not only means fewer drugs circulating in the community, but a slow down in property crimes. There’s been an notable increase in burglaries on Whidbey Island during the past six months, which law enforcement officials said they believe is likely related to drug use. Detective Carl Seim, the drug investigator for the Oak Harbor Police Department, was responsible for bringing down three of the four drug dealers by working with informants and conducting “controlled buys” of methamphetamine and heroin. Seim said he targets the most prolific drug dealers. He said he often tries to “flip” lower-level drug dealers who get busted. “It will probably quiet down for a couple of months until someone is brave enough to start doing a lot of dealing,” he said. Chief Criminal Deputy Prosecutor Eric Ohme handled the cases against the four men and took a hard stand in court. “Drugs are the root of much of the crime in Island County,” he said. “Thanks to the efforts of the Oak Harbor Police department a number of local drug dealers have recently been taken off the streets and received

Travel, event planning business opens downtown By SARA HANSEN Staff reporter
If you look up at the second level of a building in historic downtown Oak Harbor, you might see a silhouette of a wolf. “I love wolves,” Iris Gutman said. “He’s guarding my business.” Gutman started Oak Harbor Travel and Event Planning a year ago out of her home and just moved into an office on 801 S.E. Pioneer Way. She moved to Oak Harbor two years ago to be closer to her children, who live on Vancouver Island and at Whistler. She has three grandchildren she loves to visit. “It’s all about family,” Gutman said. She chose Oak Harbor because she liked the feeling she got when she arrived. “The small town, make yourself at home feeling,” she said. “This is where I want to live, this is where I want to fish, this is where I want to play.” For 34 years, Gutman has worked in the hospitality industry, and she’s happy to

Originally, she started out teaching but applied for a job in sales at a full-service convention center. At the first conference she ever ran, only 250 people were expected to attend. That number quickly
ballooned to 1,200 attendees, and she had to figure out how to make it work. “It was crazy, I had people sleeping in my office,” Gutman said. A baby (which was named
after her) was even born at the conference, she said. “Every hotelier has experiences that are just jaw-dropping,” she said. After that, Gutman was hooked and knew she was on
the right career path. Gutman used to work in Helena, Mont. Because the city is between Glacier and Yellowstone National Parks, she was responsible for organizing trips, events and everything in between. She’s been a step-on guide for tour buses too. Using her past experience, Gutman organized a two groups to come and visit the island last summer— one from Alberta, Canada, and another from California. With all the history the island has, many retirees and travelers would enjoy the area, she said. “A travel agency is not a thing of the past, I’m here to help you,” Gutman For example, if people are planning a family reunion, they can come to her. She can arrange for the hotel rooms, where they want to hold a dinner party, organize a barbecue or even book a sailing trip — Gutman said she takes care of all that. “I’m your employee from the minute you dream until the last person leaves,” Gutman said. ‘Happy guy’ becoming a familiar face along highway By SARA HANSEN Staff reporter

Driving by on a weekday, you’ll see a guy smiling with a sign in front of Louie-G’s Pizza. He’ll give you a wave as you’re waiting for the light to turn green at the intersection of State Highway 20 and Pioneer Way. “I just wave at people and they wave back,” Demetrice Wall said. “You wave at someone random that you don’t even know and they wave back.” The first time Wall was hired to be a sign waver, he was a little nervous. “It was scary because I wasn’t used to it,” Wall said. “I got nervous. Then I just started dancing and doing my thing.” The music resonating from his ear-buds is an eclectic assemble. Wall said he likes to mix it up with reggae, hip hop, techno and some rock. “Sometimes if the wrong type of song comes on, it can throw you off,” Wall said. Wall has been working at Louie-G’s Pizza for two months, but this isn’t his first sign gig. He used to work at Liberty Tax, but that job was only seasonal during tax time. “I wanted more work and they just didn’t have it,” Wall said.
Victoria Hallett, one of Wall’s coworkers at Louie-G’s Pizza, said he’s always smiling “He’s just a happy guy,” Hallett said. “He’s out there, doing his thing and he loves his job. He’s a good worker.” Louie-G’s Pizza owner John Youngsman Sr. said Wall is great to have around. Youngsman also said if it’s raining or snowing, he doesn’t want Wall out there facing the elements. “If I wouldn’t do it, I wouldn’t want anyone else to,” Youngsman said. Wall said it’s not just his employer who is looking out for him. During his first week on the job, a man passing by stopped and asked him if he was cold, and then came back with a hot cup of coffee to warm him up. Most of the time people are really friendly and shout hellos from there vehicles, Wall said. During his shift, he sees people going about their day, whether it’s good or bad. Besides being a people person, Wall said this type of job is great if you like to be outside. But it’s not just about moving a sign around to the beat of the music. “It’s not about the dancing,” Wall said. “It’s about letting people know about specials and getting them out there.”

OAK HARBOR CONTINUED FROM A1 turning cheers into groans under Edoga’s watchful eye. A perfect run? Edoga didn’t think so. “That was all five standing up!” one student shouted. “Come on, Mr. Edoga!” Programming robots to do such maneuvers wasn’t something middle school students were able to do in the Oak Harbor School District until the present school year. It became possible after a replacement levy was approved by Oak Harbor voters last February, allowing $7.35 million in local tax dollars to continue to be used to help fund the school district each year. Almost a year after the levy’s passage, middle school robotic students are among those realizing the benefits of that vote. That class, as well as a class titled “Making Stuff,” are two new career-tech electives added to the middle school curriculum and represent programs that have been added or restored because of the levy. Edoga taught three classes of robotics at Oak Harbor Middle School in the first semester, and will have three more at North Whidbey Middle School when the second semester starts Friday. This is in addition to the robotics classes he teaches at the high school and the Robotics Club he guides. “The reception has been amazing,” he said.

“I think it is pretty cool,” said Charlie Pabona, an eighth grader at Oak Harbor Middle School. “Our electives before were Spanish and languages. Now, we have robotics.” At a time when Oak Harbor schools have experienced reductions in federal and state funding in recent years, the levy has substantially lessened the impact of those cuts, said Lance Gibbon, school district superintendent. The school district already has covered significant ground, adding and restoring programs and positions and will continue to do so over the four-year period spanning the levy. Giving credit to the levy, the Oak Harbor School District so far has been able to: n Restore junior-varsity sports programs at middle schools, more than doubling participation and eliminating cuts. n Bring back an elementary, middle school and high school counselor and secondary level support staff for at-risk kids. n Restore after-school buses for secondary students who stay longer for tutoring and extra-curricular activities. n Bring back elementary school instructional assistants, adding more clerical support in offices, more supervision and allowing libraries to stay open more days for students. n Restore half-day, everyday kindergarten due to the ability to fund mid-day transportation. n Bring back curriculum replacement cycle to allow for the purchase of new textbooks and electronic instructional material, starting with new secondary social studies material next school year.

He also pointed to the ability to now tackle major maintenance and capital projects. “As a school district and personally, I’m so grateful for the Oak Harbor voters that they recognize the importance of a strong school district,” Gibbon said, “because it’s their support that enables us to protect and restore what I think are vital programs and services for our 5,500 kids. We are very fortunate to have that support in Oak Harbor.” Gibbon knows what could have been, considering the impact of federal cuts, and sequestration, in his military community. “A levy loss coupled with all the cuts that have to do with Impact Aid and state funding would have been devastating to the quality of
education for our kids,” he said. “More programs will be continue to be protected and restored thanks to the levy.” That’s music to the ears of William Weinsheimer, principal at North Whidbey Middle School. He knows that the addition of junior-varsity athletics in middle schools means healthier after-school activities for more kids. Girls basketball and wrestling start this week. “One of the challenges for middle school students and families is finding safe activities for kids after school,” Weinsheimer said. “It’s nice for kids to have that. “It also helps engage kids. They feel better about school.” In Edoga’s robotics class, Gabe Salinger took extra care in building a robot out of LEGOS that would succeed in its mission of collecting cardboard tubes. He and Pabona teamed up to build and program the unit and send it on its way. “It is pretty cool,” Salinger said. Many students who took middle school robotics will also take the companion class, “Making Stuff,” a hands-on, problem-solving class that involves design and construction of models. It is a precursor to the high school course, Technology Foundations. “I think it’s really important,” said Marc deLeuze, who teaches the classes at both middle schools. “It’s going to help to bring our middle school students to the high school already with a little bit of technology interest in their brain and their gut.”

The second request, a technology levy, would provide the school district with $300,000 each year for the next four years to allow officials to continue upgrading the district’s computer systems. Voters first approved the technology levy four years ago. With that levy, school officials have purchased 738 devices over the past four years. Those devices include 313 iMacs, 197 iPads, 192 Chromebooks, displays, LCD projectors and a district-wide phone system that was recently installed. The phone system, which is Internet based, cost approximately $17,000. The dollars also paid for professional development for staff. “Coupeville is a wonder-
ful community and they’ve been really good supporting the schools in the past,” said Christy Kellison, who is co-chairing the Friends of Coupeville Schools volunteer group with Susan Armstrong. Both measures have to pass by a 50 percent simple majority. If the measures are approved, a property owner in Central Whidbey would pay $1.302 per $1,000 assessed property value. A homeowner who has a $250,000 home would pay $325.50 each year. Ballots went out to voters living within the school district boundaries last week. They have to be postmarked by Feb. 11 in order to be counted. Ballots can also be dropped off at the Island County Elections office on North Main Street.

Kellison said volunteers have been busy posting signs in people’s yards and visiting community groups. People will be rallying at the corner of Main Street and State Highway 20 to encourage voters to support the levy. Levy supporters were seen Jan. 24 and will visit the busy corner Jan. 31 and again on Feb. 7.

Help bring local history to the pages of your newspaper PUBLISHER’S COLUMN

A community newspaper is a historical record. With every edition of the Whidbey News-Times, events are recorded for posterity. On a regular basis, as I unlock my office door, there is someone poring through the back issues of the newspaper, furiously taking notes. At times I fear it is forgotten — even by those of us in the newspaper business — that our responsibility goes beyond reporting the news of the day. In 1999, when I became the publisher of the newspaper in Yelm, I was horrified to learn that, several years earlier, as the sale of the newspaper was taking place, the previous owner opened his doors and invited the community to come in and take whatever photographs they wanted. Essentially, local history accumulated over nearly eight decades was scattered to the wind. I spent the next 13 years trying to locate some of that history and share it with the community by seeking photos to publish in the newspaper. Some photos undoubtedly fell into private collections. Others went to the local museum. While a museum will certainly preserve that history, it was a small organization run by volunteers. There was nobody dedicated to locating or identifying old photos, or who could regularly work with the newspaper to share them with the community. One of my objectives as editor of the Whidbey NewsTimes is to bring local history to life within the pages of the newspaper. After posting some historical photos on our Facebook page at www.facebook.com/whidbeynews, it quickly became apparent people want to see more. I will be meeting with Peggy Darst Townsdin, author of the book “Oak Harbor,” to launch a new feature in the newspaper called “Looking Back.” Darst Townsdin has generously agreed to share some of her photos with the newspaper. I believe there are countless other photos out there that will help tell the story of our island communities, and I am hoping that others, like Darst Townsdin, will share that rich history. Vehicles should be ID’d as state law requires Editor, The concerns stated in your Jan. 11 opinion piece, “Concerns lay in response to audit,” are the same as mine. I have met with Island Transit Director Martha Rose for issues concerning the agency. Presently I am campaigning for a southbound bus shelter at Ledgewood Beach, which would serve the communities of Bonair and Ledgewood. During our meeting, she stated that there is $10,000 for the bus shelter. Building permits still need to be secured from Island County and the state Department of Transportation. The length of time taken by Island County to process a permit to me is unfathomable and WSDOT is the next major hurdle. What is also unfathomable is that this is the second time the state Auditor’s Office has found the same issues. We don’t need the state Legislature to enact an exemption for the identification of vehicles, which Rose is requesting. The vehicles should be identified
as state law requires. It gives credibility to the use of vehicles. The board of directors for the Island County Public Transportation Benefit Area should be looking at funding and service. Island Transit is the only public transportation in the state of Washington that does not collect a user fee. This model is fine for Island County, but brings it into competition with Skagit Transit, Community Transit and Everett Transit, which collect user fees. Let Whidbey and Camano continue with their funding model if that is what the voters want, but restrict the competition with other public transportation systems. Brian Martin Coupeville

MORE LETTERS TO THE EDITOR Form 22W
COER president has no right to cry ‘victim’ Editor, This is in response to Citizens of Ebey’s Reserve President Michael Monson’s Jan. 24 letter to the editor. In his letter, Mr. Monson continues ad nauseam his straw-man fallacy. Yet again, he misrepresents what Form 22W accomplished, which was to warn prospective home buyers, Mr. Monson included as we all know, of “significant airport noise.” He cannot simply state that Form 22W is a “nondisclosure,” and then use that as a means to attack the disclosure process as a whole. The bottom line for Mr. Monson can be boiled down using the following three passages from his own letter: “Noise victims like me have claimed that we never signed a noise disclosure or a proper one. “When Windermere Real Estate Coupeville offered to check my
personal file in their office for a ‘noise disclosure’ late this last December, I agreed. They found a [Form 22W airport noise disclosure] document I initialed 10 years ago. “This so called ‘Form 22W’ said nothing about jets, or the OLF and only made reference to ‘airport noise.’” He refers to himself as a “noise victim.” The definition of a victim, as per a Random House Dictionary, is one whom was “… deceived or cheated, as by his or her own emotions or ignorance, by the dishonesty of others, or by some impersonal agency.” He was duly warned of the possibility of significant airport noise by virtue of his having initialed a form disclosing that very thing. Is the form vague? Yes. However, jet noise falls under a reasonable expectation of what might constitute ‘airport noise,’ notwithstanding the fact that the airport in question is a military installation. Therefore, Monson’s stipulation that Form 22W is worthless and is a “nondisclosure” does not somehow magically make it so. As a final thought, if Mr. Monson is as concerned about full disclo-
sure as he claims to be, perhaps it is time he discloses that which has been obvious to a great many on both sides of the debate since his initialed Form 22W was discovered, which is that he is more concerned with having been exposed as being someone whom was duly warned. This is contrary, of course, to his claims otherwise — and thus can no longer play the “victim card” more so than he is concerned about the level of detail in a disclosure form warning prospective home buyers of the possibility of significant airport noise. Practice call to 911 was a ‘big mistake’ Editor, This week, I was telling and showing my 5-year-old granddaughter how to use a telephone to call 911. I explained how the police, fire department or medical ambulance would respond to a call. I first
explained how the operator would respond with “what is your emergency” and they would help her get help. We first used the land line phone; I let her listen for the dial tone and then dial 911. We did not type 911 with the dial tone activated. Next, we used an old, nonactivated cell phone to practice a 911 call from a cell phone. As soon as we dial 911 the phone came to life, I immediately ended the call. Big mistake. I thought we’d hung up before the call went though. The next day, an Island County deputy sheriff came up the driveway. I asked the deputy if there was a problem and he responded they had received a 911 call from the area. I am guilty, I said and explained that I was teaching my granddaughter how to call 911. Problem solved. Lesson learned. The deputy explained that I should have stayed on the phone and explained what had happen. Thank you to the Island County Sheriff’s Department for the followup. Gene McCormick Coupeville

By JERRY CORNFIELD Democratic Gov. Jay Inslee and Republican Sen. Curtis King may have set down their poison pens, but are no closer to forging agreement on a transportation funding package. Their exchange of stinging missives last week on low-carbon fuel standards continues to punctuate negotiations and imperil chances of a bipartisan deal getting inked this session. King, chairman of the Senate Transportation Committee, is convinced Inslee will wait until lawmakers depart Olympia in March then unilaterally impose tougher standards for the level of carbon allowed in fuel sold to motorists. He insists this will drive up the price of gas and wants the governor to categorically deny he would act in such a manner. Inslee unquestionably views a low-carbon standard as a mechanism for developing cleaner fuels and a critical weapon in the fight against climate change which he’s made a sig-
nature issue in his first term. But he said he’s not discussed adopting any specific standard nor proposed anything resembling what King calls a “carbon fuel tax.” In other words, there is nothing up his sleeve and thus nothing to deny. What sparked the vitriolic scrap especially when it seemed the sticking points between the House, Senate and governor were on things like what to do with the sales tax on road projects and the amount of money going to transit districts? It is the Pacific Coast Action Plan on Climate and Energy signed in October by the governors of California, Oregon and Washington, and the premier of British Columbia. As documents go, this is a fine specimen of political speak, an iteration of lofty promises and an escape clause for leaders to not keep them. In one section it says “Washington will set binding limits on carbon emissions and deploy market mechanisms to meet those limits.” Translated, that’s a pledge for a cap-and-trade system which is a very divisive issue in the Legislature. In another part on reducing greenhouse gas emissions from vehicles, it reads “Oregon and Washington will adopt low-carbon fuels
standards.” No surprise King and his colleagues are inflating much import to those words to keep the governor on the defensive about his intentions and derail any attempt at enacting new rules. Inslee is doing what he can to deflate the significance of what he signed saying repeatedly there’s no proposals drafted and none will be pursued before studies are done and public hearings held. Moreover, the pact itself seems to bolster his case by concluding with a clear statement that nothing in it is “legally binding” on Washington. That disclaimer isn’t proving to be a calming influence in Olympia where already slim chances of reaching an accord on a transportation funding package worsen as long as there are unresolved differences between Inslee and King. Rev. Richard H. Porritt, Sr. Richard Harley “Dick” Porritt, Sr., age 92, was called home to his Lord and Savior on Jan.17, 2014 at Swedish Hospital Rehab Center in Seattle, following a brief illness. He was born March 28, 1921 in Pawtucket, R.I. to George and Marion Porritt. Richard completed his secondary education in Providence, R.I. and went on to complete his A.B. Degree in Economics at Duke University in Durham, N.C. in 1943. He attended Midshipman School at the University of Notre Dame, and in September of 1943, Richard received his commission as an ensign in the U.S. Navy, serving as a navigator on attack transport ships USS Electra (AKA-4) and the USS Tazewell (APA-209). He participated in several Pacific island invasions. He was released from active duty in 1946, but remained in the reserves until his resignation in 1954. Richard was married to the love of his life, Jean Catherine Wadsten on Sept. 23, 1944 at Treasure Island Naval Station, San Francisco. In 1946, Richard worked as an accountant for Gilbert

In 1950, Richard left RCA and attended Lutheran Theological Seminary in Philadelphia, receiving his bachelor of divinity degree. He was ordained by the New Jersey Synod of the United Lutheran Church in America and became Pastor of Epiphany Evangelical Lutheran Church, Pleasantville, N.J. He continued his education, receiving his master’s degree in divinity and furthered his studies in the graduate school at Lutheran Seminary. Ten years later, he accepted a call to St. Paul’s Evangelical Lutheran Church, Torrington, Conn. In 1985, 22 years later, Richard retired from the ministry and he and Jean moved permanently to Oak Harbor. Richard enjoyed playing the piano and organ, foreign languages, camping and bowling. He had a passion for swimming and swam five days per week for many years at the John Vanderzicht Pool. He was swimming three days a week before entering the hospital last week. He loved Bible study and was constantly striving for a deeper understanding of the Bible. He was a member of Grace by the Sea Church of Oak Harbor. Richard had a passion for technology. He was an early PC and Apple user and gained a quick knowledge of the operating capabilities of both systems. He put his knowledge to good use as a volunteer for Navy-Marine Corps relief for 17 years. Richard is survived by four children and their spouses: Karen and Paul Lanspery of Escondido, Calif., Richard
and Susan Porritt, Jr, of Oak Harbor, Donna Porritt and Samuel Bromage of Avon, Conn., and Tracey and James Dunlap of Woodinville, Wash. He is also survive by grandchildren Adrienne Reade, Michelle Fleharty, Kristin Wilson, Kelly Hahn, Aaron Bromage and Carl Dunlap and by great-grandchildren Bentley Reade, Taryn Fleharty, McKenna Fleharty, Isabella Wilson, Liam Wilson, Rachel Hahn, Laura Hahn, Ethan Hahn, Nathaniel Bromage and Emma Bromage. He was preceded in death by his wife Jean, by one son, Michael, and grandson John Lanspery. A Celebration of Life for Richard will be held this spring. Cremation was held with interment to follow at Sunnyside Cemetery in Coupeville. Joyce Anne Parmley passed away at her son’s home in Snohomish on Jan. 18, 2014. She was born Clara Roberta Mataresi on Jan. 24, 1926 to Italian immigrants Mario and Ida Mataresi.

Joyce Anne Parmley
Upon her mother’s death in 1929, she and her sisters were placed in an orphanage and her newborn brother was adopted immediately. April 16, 1936, Joyce was adopted by Anne Bateman of Medford, Ore., and her name was changed to Joyce Anne Bateman. She was raised in Medford and was a member of the Methodist Church. Joyce attended Taylor University in Indiana and Willamette University in Oregon studying music. There was a ninth grade class prediction for Joyce, that she would be a “blues singer at the Coconut Grove.” Music was always a very important part of Joyce’s life. October 19, 1947 she married Lewis Newell Parmley in Hernando, Miss. As a Navy wife she began the challenge of having and raising children all over the world. Her son Terry was born in Tennessee, daughter Cindy in Virginia, son David in Morocco, son Robert in Tennessee and son John in Okinawa. After stays in Oak Harbor and Texas she returned in 1963 to Oak Harbor. In 1969 she and her husband divorced and Joyce chose to make Oak Harbor her home. The Seaplane Base Chapel was her first church in Oak Harbor. She began attending the First United Methodist Church during a time the congregation met in the Oak Harbor Movie Theatre. (The church was being rebuilt after a fire destroyed the existing church.) After becoming a member of the First United Methodist Church in 1972 she spent the next 38 years being an active member of the choir and numerous other church ministries. She had a special love for singing. She retired in 1993 after working 22 years in various civil service departments of the Defense Logistics Agency at Whidbey Island Naval Air Station. Joyce was preceded in death by her brother John Barkus, formerly of Marion County, Ore. and her daughter Cindy Parmley, formerly of Dallas, Ore. She is survived by her sisters Helen Frace of Portland, Ore.; and Beatrice Tucci of Portland, Ore., her sons Terry Parmley of Everett, Wash.; Dave Parmley of Seattle, Wash., Robert and Brenda Parmley, of Anacortes, Wash.; and John and Joanne Parmley (daughter of Margaret and Gene Loper of Oak Harbor) of Snohomish, Wash. Joyce also has 10 grandchildren, 16 great-grandchildren and one great-great grandchild.

Inc., highlighted several factors that likely triggered the collapse: n The presence of preexisting slide planes with low strength. n Possible buildup of groundwater and hydrostatic pressure because of slide debris that may have impeded seepage. n Erosion at the toe of the slide area regularly occurred during storm events, particularly during the 2012-13 winter. n High seasonal and cumulative precipitation resulted in increased water infiltration, high amounts of surface water runoff, high groundwater levels and increased seepage into the slide area. The report notes that groundwater was a significant factor to the slides that were recorded in spring 2013. People still living near the area are still feeling the impacts of the disaster. To provide access to the area, Island County installed a one-lane-wide access road that connects Fircrest Avenue with Driftwood Way. Residents living in the neighborhood experienced the limitations of the road last week when a fire destroyed a condemned home. Fire engines weren’t able to maneuver down the road and smaller brush rigs had to be used to fight the blaze. After the landslide, county officials red tagged two homes, which means they’re unsafe to enter and yellow-tagged three others, meaning people can’t stay overnight in those homes. The report recommended those homes retain those tags through the 2013-14 winter and spring seasons. However, the homeowners could provide more studies to support a change in the status of the effected homes. A significant portion of Driftwood Way remains closed and buried under dirt, debris and fallen trees. Oakes said there aren’t any plans to repair the road. The debris field is too unstable and work won’t take place until it stabilizes, he said. The county will continue to monitor the conditions of the landslide area.

Coupeville switching to Olympic League in fall By JIM WALLER Sports editor
In search of a more level playing field for its athletic teams, Coupeville High School will leave the Cascade Conference and join the Olympic League next fall. Though the switch isn’t official (some procedural paperwork needs to be completed with the two leagues and the state), the move is a “done deal,” according to Coupeville High School Athletic Director Lori Stolee. Two years ago, primarily because of concerns with injuries to football players, Coupeville parents, coaches and administrators started looking for a more equitable situation for their athletes. Coupeville is the smallest school, by far, in enrollment in the Cascade Conference, and for years it and King’s were the only 1A schools in the eight-team league. The other six schools are 2A. Next fall Coupeville will be the smallest 1A school in the state with 225 students in grades 10-12. Other enrollments in the Cascade Conference range from Cedarcrest’s 691 to King’s 368. “The Cascade Conference has been very supportive,” Stolee said, and understands Coupeville’s situation and wish to move. The change in leagues picked up momentum when the athletic directors from Port Townsend and Chimacum, both small 1A schools like Coupeville, approached Stolee. Port Townsend is in a similar situation as Coupeville, being the only 1A school along with eight 2A schools in the nine-team Olympic League. (Port Townsend, however, competed in the 1A Nisqually League in football.) Chimacum, a full-time member of the 1A Nisqually League, was also dissatisfied with its situation; six of the nine league schools in the conference are private. The Port Townsend and Chimacum athletic directors asked Stolee to consider forming a four-team 1A division within the Olympic League along with Klahowya High School of Silverdale, which will drop from 2A to 1A next school year.

The win over Lakewood broke a 37-game Cascade Conference losing streak for Coupeville. The two teams traded leads all night, then the Wolves saw a five-point third quarter advantage disappear into a nine-point deficit in the fourth period. Then the Wolves roared back behind six points from Anthony Bergeron and four each from Wiley Hesselgrave and Matt Shank. Bergeron scored 23 points to pace the attack. Shanked finished with 12; and Hesselgrave, Aaron Trumbull and Nick Streubel each scored six. “Great team effort; good team win,” coach Anthony Smith said. “The bench stepped up.” King’s (9-1, 14-2), ranked third in

In her meetings with their athletic directors, the focus was always on “what is best for kids,” Stolee said. Port Townsend and Chimacum are also similar to Coupeville in their isolation from the I-5 corridor, Stolee added. The other Cascade Conference teams are much closer to the Seattle area and its offseason athletic opportunities, such as private coaches, academies and elite teams. The move does include a few negatives, primarily in scheduling. With what will be essentially a four-team league, it may be difficult to find 14 non-league games to fill out a 20-game schedule. Coupeville football coach Tony Maggio supports the move: “I love it. (The) teams are close to our size. It levels the playing field not having to play 2A powerhouses.” David King, the head girls basketball coach and co-head coach of the softball program, said the Olympic League will present “a whole new set of teams to learn.” On the other hand, he said, “Playing new teams is intriguing.” “If it puts us on a more even playing field,” he added, “then I’m all for the change.” Head baseball coach Willie Smith said, “I am actually excited for the change… Competitively, I think we will do well.” When Coupeville joined the Cascade Conference, Smith said, the coaches and athletes knew it “would be a tough transition.” Within a few years, the Coupeville athletic programs “did a great job of rising to the level of the Cascade Conference,” he added. “I still believe we made the right choice.” To be successful in the future, Smith said, “We need to work on strengthening our programs from the ground up.” The bottom line, Stolee said, is “at the end of the day, we did what was best for the kids.”

Former Oak Harbor High School football coach Dave Ward was inducted into the Washington State Football Coaches Association Hall of Fame Saturday, Jan. 25. Ward, along with Rob Friese of Willapa Valley and Gordon Elliott of Auburn, was honored at a banquet in Everett during the association’s mid-winter conference. Ward led Oak Harbor to the 4A football state championship, the only state title for the Wildcats in any sport, in 2006. Ward coached 18 years in Oak Harbor, helping the Wildcats reach the playoffs in five of his last six seasons before stepping down in 2007.

A field trip with Whidbey Audubon Society offers closer look at birds as well as an education from experienced leaders

As the fog lifted from West Beach parking lot at Deception Pass State Park, bird watchers pulled spotting scopes out of their cars and headed for the beach. “This is the perfect light this morning,” Jo Reeves said. It was around 9 a.m. on Saturday, and they were all there to try to spot the red throated loons that would be arriving soon. More than 25 people attended the Loons at Deception Pass field trip put on by the Whidbey Audubon Society. Usually between eight to 12 bird watchers attend a trip. “We’ve got a big group today,” said Joseph Sheldon, one of the trip leaders.

Reeves, another leader, made the trek from Freeland to come for outing. “We kind of come from all over,” Reeves said. Sarah Schmidt, one of the three leaders, said this annual field trip is usually one of the more popular events with birders. But finding a good day for this field trip can be a bit challenging sometimes. The red throated loons like to come and feed at Deception Pass about 20 minutes before the Port Townsend high tide, and tides can fall around 6 a.m. or 3 p.m. which are not optimal times for trips, Schmidt said. “It’s not easy to find a Saturday with an outflowing tide that hits in the morning,” Schmidt said. When this happens, dozens can be seen feasting in the seafood smorgasbord off shore. “There’s some good feeding out there,” Schmidt said. “You get a sense of the current by watching the birds move along.” The red throated is the smallest of the three loons found on Whidbey Island, Schmidt said. The other two are the common and the Pacific loon.
Red throated loons also separate themselves from the other two species because they can take off from small bodies of water. Loons cannot take off from land because of how their legs are positioned on their bodies. They are further back, which helps them propel through the water. If they don’t land on the water, they are unable to take flight. “They can only scootch along,” Schmidt said.
They get into serious trouble when it’s been raining, Sheldon said. Roads and airstrips look like bodies of water and the loons will land on them. “If they land, they cannot take off,” Sheldon said. “You have to get them to a large body of water so they can take off again.” Pacific and common loons need larger bodies of water to pick up speed and take off, while the smaller red throat can take flight in less distance. “They can spring into the air,” Schmidt said. Its name is a misnomer this time of year though. “They’re in winter plumage, so they are very white,” Schmidt said. This is just one of the many field trips the Audubon Society hosts. It usually at least a couple field trips a month. “Sometimes there are emergency trips,” Sheldon said. “Something is being seen and we just have to go out.” The island is a great place to go birding because of all the Important Bird Areas. This designation by the Audubon Society means these sites provide essential habitat for one or
more species of bird. This includes sites for breeding, wintering and/ or migrating birds. Deception Pass is designated as an IBA, as well as other areas, such as Crockett Lake Crescent Harbor Marshes, Deer Lagoon, Penn Cove, Port Susan and Skagit Bay. The birders didn’t just stick to the beach though. To warm up, the group took a walk by Cranberry Lake and through the campground. The trip leaders tried pishing — imitating an alarm sound — to see if any small birds would pop out of the woods. Schmidt cautioned attendees to be careful when using that technique though. It shouldn’t be used during breeding times, and it might lure females away from their nests leaving their offspring unprotected. As they wandered around the park, attendees were able to help identify different species together, consulting their books as needed. Everyone used their expertise in the discussion. And as the morning started to inch closer to noon, the birders and the red throated loons began to make their way out of Deception Pass State Park.
