As many as 50 local businesses suffered combined losses totaling $175,000 or more during the 10-day telecommunications failure of early November, according to Brendan Cowan, director of emergency management for San Juan County. The monetary losses of local businesses was among a long list of complaints and problems brought before the state Utilities and Transportation Commission Monday, Dec. 9, as part of its investigation into the widespread outage and the response by CenturyLink, the single-largest provider of telecom services in the San Juans and owner and operator of the underwater fiber-optic cable that ruptured and shutdown much of the islands voice, internet and 9-1-1 services starting in the early morning hours of Nov. 5. A lack of information about the outage itself and what steps were being taken to repair the cable proved a source of frustration for many. Friday Harbor Town Administrator Duncan Wilson said CenturyLink showed a “lack of initiative” in getting information out to the public and the news media, calling the information that was provided “muddled at best.” Roche Harbor Resort General Manager Brent Snow was even more emphatic.

Port moves forward at waterfront Demolition of fire-marred Spring Street building to begin in January By Steve Wehrly Journal reporter

It didn’t take long for the Friday Harbor Port Commission to order the first major change in the Spring Street Landing replacement building plan. Instead of an east-west building orientation, perpendicular to the waterfront at the south side of the property, the design team is being told by the commission to return to the north-south orientation of the present burned-out building, and move the building a few feet north and a few feet closer to the waterfront. Commission Chairman Greg Hertel explained that the best view from the building decks, especially from the restaurant deck, must include the boat activity in the bay and the ferry coming and going from the ferry dock. “It would be a major mistake to take that wonderful harbor view away,” said Hertel, even recognizing that the original orientation would provide a nice park from the street to the water’s edge. The revised plan would also move the planned small

At the hearing, CenturyLink announced it would credit its business and residential customers for the loss of service during the outage. “The credits that CenturyLink will be issuing will be for 15 days for both phone and internet,” according to Jan Kampbell, spokeswoman for CenturyLink. The company also said that the bill for fixing the fiberoptic cable totals about $2 million to this point. Neither

the credit nor the cost did much to mollify more than a dozen islanders who came forward to testify. “Failure to communicate” and “redundancy” were common themes raised at the hearing, which the UTC convened at 6 p.m. in the county council’s hearing room in Friday Harbor. “Frustration” at the lack of information was mentioned by many who testified. Tim Grigor, Vice President and General Manager for Centur yLink’s western Washington region, and Tim Reynolds, regulatory affairs manager, gave an account of the outage from its inception in the early morning hours of Nov. 5 to restoration of full service on Nov. 15. Reynolds noted the company provided 18 press releases during the outage, and participated in

Although this smaller building will be included in the plans for permits, construction may be postponed depending on funding availability. Part of the commission’s idea is also economic, Hertel said. “We need to maximize the commercial areas to support the public areas,” said Hertel, who thought the revised plot plan would yield a better long-term revenue stream. The commission also approved a $75,000 contract with MEM Enterprises of Friday Harbor for demolition of the burned-out building, without chairman Hertel’s amendment that demolition should begin immediately. Port Director Marilyn O’Connor explained that the insurer needed “a few more days” to finish their work on the old building, but that “demolition should start after the holidays and be finished in about two weeks.” Revised conceptual drawings should be available for public comment and commission action in January. “We’ve got to decide on the scope of the building and site plan and get the permit process started or we won’t be able to start construction in September and finish before summer 2015,” Hertel said. 2013, of 205 marriage licenses issued in San Juan County, 47 were for same-sex couples, roughly 22 percent of the grand total. But that’s not all, as far as matrimonial data goes. While the auditor’s office keeps tabs on applications to wed and the number of marriage licenses it issues, the state Department of Health tracks wedding ceremonies and where those ceremonies occur. San Juan County sits near the top of that statistical ladder as well. Between Dec. 9 of 2012 and Sept. 30 of this year, a total of 389 wedding ceremonies took place in the San Juans. Of those, 80 were for same-sex couples. At roughly 20 percent, San Juan ranks fifth among the state’s 39 counties when same-sex marriages are calculated as a percentage of the number of total weddings overall. Statewide, of the 42,408 weddings that happened between those dates, roughly 7,701, or 16.6 percent, were same-sex marriages, according to DOH. Henley notes that some of the state’s border counties, like San Juan, Island and Clark, have the greatest percentages of same-sex marriages. The numbers appear to bear that out. In the DOH data, King and Jefferson counties rank second and third, respectively, and Clark County, home of the city of Vancouver and neighbor of the Portland, Ore. metropolitan area, tops all others, at 30 percent. At 19 percent, San Juan’s neighboring Island County ranks sixth.

The UTC can assess monetary penalties for rule violations, and can order credits for missed telephone service, but the commission did not comment on any future actions it might pursue. The commission cannot assess damages for loss-ofbusiness or other expenses arising out of the service disruptions.

Buffers: return of ‘cookie-cutter’ By Steve Wehrly Journal reporter

Planning Commission recommendations to amend wetland protection buffers in the Critical Areas Ordinances were received favorably by the San Juan County Council at its Dec. 10 council meeting, but action was deferred until February pending further consideration and a public hearing. The proposed changes were fashioned in response to issues raised by the Growth Management Hearings Board in its decision on appeals filed earlier this year by Friends of the San Juans, the Common Sense Alliance and others. The GMHB essentially ruled in favor of contentions of Friends, but both Friends and the Common Sense Alliance have appealed the GMHB decision to the San Juan County Superior Court. The ordinances were passed after a contentious six-year process and must now be amended and returned for review by the GMHB in order for the county to achieve compliance with the state Growth Management Act. The wetland protection buffers were, and still are, among the most fought-over parts of the ordinances. The county council in 2012 decided not to follow state Department of Ecology guidelines, but the planning commission decided during its November deliberations to adopt the DOE’s method of determining water quality buffers. The staff presentation to the council says the planning commission’s recommendation addresses the GMHB’s decision in four ways: critical areas are protected within the “Best Available Science” range included in the CAO adoption record; the lower pollution percentage removal and the controversial methodology originally adopted by the county in the CAO are eliminated; using the DOE guidance establishes buffers, a

so-called “one-size-fits-all or “cookie-cutter” approach, which comport with best available science; and the risk for failure to protect critical areas is reduced from “high” to “moderate”. Friends attorney Kyle Loring applauded the recommendation in a statement: “By using one of Ecology’s standardized, site-specific buffer methods, the county can rely on a tested model that increases predictability and lowers costs for landowners while at the same time providing better protection for our wetlands, streams, and seas, and the critters that need them. Friends supported this approach in 2007 and continues to support it today.” Dave Cable, president of the Common Sense Alliance, said that he was “a little disappointed” in the planning commission plan and that CSA’s appeal to the Superior Court would continue. The council continues to follow its schedule for compliance with the GMBH decision, which includes another hearing on Dec. 17 on the recommended changes, a public hearing on Feb. 11, council deliberations and decision on Feb. 18 and filing of the revised CAO with the Hearings Board no later than March 5. Both the original CAO and the revisions are intended to become effective March 1, although the Common Sense Alliance has asked the Superior Court to freeze the effective date of the CAO until all appeals are finally decided.

Lifeline for many under attack in Farm Bill in D.C.

America’s most effective anti-hunger initiative is SNAP (food stamps). In Washington, the 15th hungriest state in the nation, it helps put food on the table for 1.1 million hungry people, providing about $1.40 per person, per meal. That may not sound like much, but to a hungry family with children, SNAP makes all the difference in the world. SNAP helps families stay on their feet as they find work and put their kids through school. For many, SNAP means they can pay rent and cook dinner in their own home. For others, SNAP means being able to afford childcare for working parents and provide their kids with a nutritious breakfast. For far too many, SNAP means they can make ends meet with their full-time jobs that don’t pay enough otherwise. The problem of hunger and food insecurity on early childhood development is real and research has shown a lasting impact on academic and life success. Yet in Farm Bill negotiations, Congress is now proposing changes to cut another $8.6 billion from SNAP. This, just after Congress already cut $11 billion when they let economic stimulus spending for SNAP lapse on Nov. 1. Turning to our hungry

children and low income working families—again— to solve budget problems is no solution. Currently 15.8 million children experience hunger in the US (21.6 percent of all children) and 30.5 million (42.1 percent) of all children under 18 live in families with incomes below 185 percent of the federal poverty level. We as a nation need to protect our most vulnerable and passing a Farm Bill that increases hunger among children, seniors and veterans is not an option. Let your legislators know SNAP is part of our vital safety network helping nourish our children and provide them with opportunities to be successful in school and life. Energy wasted in petty protests over US Customs

Dear Editor: I am a senior at Spring Street International School and I am disappointed in many of the members of our community who have been very angry and aggressive about the relocation of the Customs office. I feel that all this energy could be directed to positive and important issues in our community. Would you please consider printing or posting the attached letter (below). and energy being angry about US Customs moving to another office. Why be angry about something that is so absolutely petty when you can direct that energy to something that is much more worthwhile, like promoting cancer research, promoting awareness of domestic violence, or any number of other important social issues. This change of offices is an opportunity to create a better working environment for the Customs employees. The number of employees has expanded because we are on e of the busiest ports of entry in Washington state. Anyone who crosses the international border must stop at the nearest port of entry, which many times is Friday Harbor. In the past, many of these people would only go to the office at the port and leave. Now, they will be walking into the center of town and may take the opportunity to shop at our local businesses, while before they would have never even entered town. The Customs employees here in Friday Harbor are known as officers, not agents, which means their authority is not as inclusive as an agent. Also, these officers are members of our community. They own houses here, they shop here, their kids go to school here, and they retire here. They are members of our community. And when you attack someone’s job, their livelihood, you attack them. The personal attacks and anger that were shown at the recent community meetings do not reflect well on our community. As a member of this

B) The visual impact of CBP uniformed, armed, bullet-proof vested, jackbooted officers coming and going from this space will give tourists the willies. And from time to time there will be prisoners, presumably handcuffed, being escorted to their planned “on premises” holding cell. Ironically, GSA had been working with our own port authority and another private party to relocate to one of these two locations, and without a hint of anyones knowledge there was announcement of a “signed lease” for the DHS occupancy of this prime retail space. It came as a complete surprise and shock to everyone. The vast majority of citizens of Friday Harbor and the entire island would like this situation reversed. It is amazing that GSA can select a location for an activity like this without a concern for what the community might think. They admitted as much in a town hall meeting held on Nov.

25. What hubris. The economy of our island will not be helped by this relocation. It only has the potential to cause harm over any good. We are not against DHS or CBP and our objection has nothing to do with that, we believe they provide a necessary protective service and they do their jobs very well. We just want a viable retailer that can bring additional revenue to our town and island to occupy that prominent location. And we certainly don’t want the militaristic image which is immediately associated with powers of intimidation being thrust into every vacationing tourists face on the main corner of our town. A more friendly face at First & Spring What’s on Conservation agencies, rather than your ‘top ten’? security, could be a win-win for all

ith Christmas Day just a week away, it’s way past time to have that shopping done, the tree trimmed, presents wrapped, and stockings stuffed. Unless, of course, you’re like us, and you get a certain thrill and a special kind of kick out of leaving it all to the last minute, trying to pass off what’s simply a case of procrastination as some type of strategy. The dark days of December are also a good time for taking stock of the many events that took place over the past 12 months; the good, the bad and the somewhere in between. As we have done at this time of year since time began, or so it seems here at the Journal, we’ve been busy sorting through the headlines, flipping through the pages and scrolling up and down the website to put together our annual year-end list of the stories that had the greatest impact on San Juan Island over the last 12 months, the Top Ten Stories of 2013. We think we’ve whittled it down and come up with a pretty good list, which will be published in the Dec. 25 edition. Still, we’d enjoy hearing from you, and seeing what you think are the year’s biggest events. They may not match up. Medical fund for Wilson family

A financial assistance fund has been set up at Islanders Bank by friends of Jerry Wilson, who is battling prostate cancer. A longtime islander, Wilson was a manger at Friday Harbor's former

ear Secretary Jewell, Senator Murray, Senator Cantwell, and Representative Larsen, I am emailing to request that you consider establishing a coordinated public lands information and interpretive center in Friday Harbor. This facility could showcase the San Juan Island National Historical Park, the San Juan Islands National Monument, US Fish and Wildlife Wilderness islands, and perhaps more of the state and county public lands that are located in the San Juan Islands. As we began the process that led to the designation of the San Juan Islands National Monument, Secretary Salazar issued a memo (May 31, 2011) to the agencies in the Department of the Interior. Secretary Salazar’s directive was embraced by many in the community and led to the establishment of the Conservation Partnership. In addition to the National Park Service, Bureau of Land Management, and US Fish and Wildlife Service, the Conservation Partnership also includes several public lands agencies in the islands: Washington State Department of Natural Resources, Washington State Parks, San Juan County Parks, San Juan County Land Bank, the San Juan Preservation Trust, and more. The idea for a ‘one-stop shop’ public lands information and interpretive center was identified as a high priority at the community listening sessions hosted by the Department of the Interior. My request for your consideration at this time is due to an opportunity for a win-win solution to a very difficult situation on San Juan Island. On Nov. 25, I attended the US Customs and Border Protection community forum regarding the relocation of the Friday Harbor Port of Entry. The relocation site selected by the General Services Administration is in the heart of downtown Friday Harbor, on the corner of First Street and Spring Street, the main street of town. I (and my sense of the majority of the community) appreciate CBP’s current level of service in our community and recognize their need for a larger office facility. However, there is significant community opposition to the relocation site selected by the GSA given its location at the center of the commercial core of Friday Harbor and the potential negative impacts to our tourism-based economy. There is also concern with the GSA’s signing of the lease without any public process. The GSA representative’s statement at the forum that “there is and possibly can be a public process but it is not required” was met with overwhelming dissatisfaction. I hope that in the future there will be a requirement for some kind of public process when the GSA leases property, especially in high-profile situations such as this. The only option I see for the GSA to reconsider alternative locations for the CBP that would meet with broader community support

would be for the GSA to identify an alternate tenant for the current lease. The time is right to move forward with the establishment of a coordinated public lands information and interpretive center. The best location in the islands is Friday Harbor, and the best location in Friday Harbor is the corner of First and Spring streets. Contributed photo The San Juan Island Lovel Pratt National Historical Park is located on San Juan Island and formerly had a small interpretive center in downtown Friday Harbor. The San Juan Islands National Monument, recently designated by the president, is bringing more tourists to the islands, and more demand for information about the National Monument and other recreational opportunities. Visitor numbers during the summer of 2013 are up at the San Juan Island National Historical Park and San Jun County’s hotel/motel tax collections have also increased from the previous year. The property the GSA has signed a lease for on the corner of First and Spring streets would be an ideal location for a ‘one-stop shop’ information and interpretive center. The location, within a block of the ferry landing, provides access, especially to the thousands of visitors who walk on the ferry for a day-trip to the islands and may not be able to visit all the public lands first-hand. The existing layout includes ample space to provide information, for interpretive displays, and for offices. Alternative sites for CBP include the Port of Friday Harbor (the Port designed a building, with public in-put and at port expense, that apparently meets all of CBP’s requirements), a property on Beaverton Valley Road (just outside of town; whose owner submitted a response that apparently met all of GSA/ CBP’s requirements and at a total cost that is apparently less than the total cost of the lease that was signed), and a trade with the San Juan Island National Historical Park’s offices on Mullis Street. I hope that you will take this opportunity to establish a ‘one-stop shop’ public lands information and interpretive facility at an ideal location, provide the GSA with the opportunity to identify an alternative location for CBP that meets CBP’s needs and has broader community support, and provide our community with a win-win solution. he Santa Ship will make its 53rd sojourn to San Juan Island, Saturday, Dec. 21. That’s not a misprint. It truly is No. 53. For more than half a century the Jolly ‘Ol Elf has sailed into Friday Harbor to grace the island with the special sort of holiday cheer that only he can deliver, collecting Christmas wishes and mingling with a throng of adoring fans as he goes, and double-checking to make sure who’s been naughty or nice. If you’re not sure which of the two lists you’re on, it might be wise to get down to Spring Street Landing early to have enough time and space to make a good impression. Look for Santa and his merry band of elves to make landfall at about 5 p.m. After a meet-and-greet at the landing, it’s off to The Village at the Harbour and Friday Harbor Middle School for Father Christmas and crew, hitching a ride onboard a shining red and white fire engine and under escort of Friday Harbor’s finest. The longest-running holiday tradition on San Juan Island, bar none, the Santa Ship is co-sponsored by the Lions and Kiwanis clubs. But plan to stay for awhile, because festivities in the harbor continue even after Chris Kringle and company depart on their tour of the town. The closing act of the evening’s double-bill is the indomitable Lighted Boat Parade. Sponsored by San Juan Island Yacht Club, the annual parade features a flotilla of boats — large and small — decorated and illuminated in their holiday finest. The fleet sets sail from Shipyard Cove shortly after the arrival of the Santa Ship and make two tours of the harbor, passing twice within a few feet of Spring Street Landing, before setting course back to the cove, and safe passage beyond.

Solstice star: remembering Ernest F

amily and friends of Ernest Pugh will celebrate the life and times of the late longtime islander on the longest night of the year, Saturday, Dec. 21, the date of the Winter Solstice. The celebration will be hosted by San Juan Community Theatre, beginning at 4:30 p.m., and will feature tributes in drama, poetry, song and special performances.
