Clinton family adds a bit of sparkle to South Whidbey’s holiday season By CELESTE ERICKSON South Whidbey Record The Christmas lights are up and running at Clinton resident Jerry Beck’s home for the holiday season. Beck’s annual Christmas Light Show is nearing its 18th year of production. Guests will view scenes of children playing, a large family of snowmen, a nativity set with live goats and more during the half-mile drive. The show is powered from 6 to 9 p.m. daily at 6504 Robin Lane, Clinton. Coming from Highway 525, turn left at the power pole wrapped in lights. For Christmas Eve and Christmas Day the show will have extended hours beginning
at dusk and ending later in the evening. On Christmas Day, the lights will stay on until dawn for late travelers. The show runs through Dec. 31. The show uses 2.45 megawatts of electricity and produces a bill between $400 to $600 each season, according to estimates from Beck. But providing a show for the average 1,400 guests who drive through makes the tab worth it. For Beck, it’s a tradition he carried on from his father. He’s always loved Christmas lights ever since his father taught him how to put them up, he said. Beck started his own light show because he didn’t see many

Several people have submitted applications for new marijuana retail shops on South Whidbey.
So far, 19 applications have been made to the state for recreational marijuana licenses for proposed businesses in Island County. Only one applicant, however,
in the community. In the beginning the show included a few thousand lights and has since grown to feature up to 60,000 lights. This year, the show uses between 40,000 to 45,000 lights. It has since become a family affair as well. Beck’s five-member family spends three weeks setting up the lights before their Thanksgiving opening. “It’s a family event that we get to do over and over again,” he said. commissioners to review jet noise disclosure forms By JANIS REID South Whidbey Record A revelation that Island County has two different noise disclosures is compelling the commissioners to review the issue next week. Disclosing the scope of jet noise that a potential home buyer might experience has become a hot topic since a Coupeville-based citizens group filed a federal lawsuit against the Navy in July over EA-18G Growler landing practices at Outlying Field Coupeville. The Navy is currently conducting an environmental impact study on the noise from the Navy’s Growlers, which is replacing the EA-6B Prowler. Citizens groups in Coupeville and North Whidbey have complained that the Growler is louder and that the Navy is conducting too many touch-and-go operations, both at Ault Field in Oak Harbor and at OLF. Navy representatives have said that the Growler operates at a similar noise level to the Prowler, but conceded that touch-and-go operations have exceeded their estimates by roughly 3,000. Island County commissioners asked Planning Director David Wechner to prepare an analysis of noise disclosure statements and present his findings information during the com-
missioners’ work session Wednesday, Dec. 18. “There’s a lot of interest and people are trying to understand,” said Commissioner Helen Price Johnson. “I think it’s important that the county provide this information in a comprehensive way.” Chapters 9 and 14 of the Island County Code both contain noise disclosure statements but cover different areas, said Wechner. Island County adopted a noise ordinance in Chapter 9, “Public Peace, Safety and Morals,” in 1992. Former Island County commissioner Mac McDowell said this “Airport and aircraft operations noise disclosure ordinance” was adopted after the 1991 Base Realignment and Closure Commission, or BRAC, considered Whidbey Island Naval Air Station for closure. The BRAC process led some residents to voice their concerns about jet noise levels, McDowell said, and prompted Island County to adopt a noise disclosure ordinance to ensure area home buyers are properly informed about what they might expect. Johnson said she expects Wechner’s presentation to reveal that both disclosures are valid, but are intended for different purposes. Jason Joiner, government affairs director for the Whidbey Island Association of Realtors, said he was not familiar with the history of how this version of the noise disclosure came to be the standard for local realtors. But, he said, “It’s the opinion of our association that we want to disclose as much as we possibly can.” Joiner added that he believes local realtors would be in favor of a “stricter more informational disclosure.” The current noise disclosure is an Island County initiative, but the Navy does make recommendations, said Mike Welding, public affairs officer for NAS Whidbey Island.
“The Navy works with local communities to promote development compatible with air operations,” Welding said. “However, the Navy can only make land use recommendations. Local planning organizations control land use planning and zoning, including noise-zone real estate disclosures.” According to the Navy’s Air Installations Compatible Use Zones, or AICUZ, document, it is not recommended that residential development occur within noise zones 2 or 3 which exceed an annual average of 65 decibels. “The community’s land use regulatory agency needs to enact land use controls to ensure the highest degree of health, safety and welfare of their constituents,” states the AICUZ document.

WAIF finds new leader By NATHAN WHALEN South Whidbey Record Leaders of Whidbey’s animal shelter tapped the Midwest to find a new executive director. Charles Vreeland started his tenure as the new chief of Whidbey Animals’ Improvement Foundation Nov. 4. Vreeland comes to Whidbey Island from Kansas City, where he was the CEO of the Humane Society of Greater Kansas City. He held that position for seven years. During that time, he saw the organization’s budget increase from $800,000 to $2.1 million and the number of animals the organization acquires increase from approximately 700 a year to 2,100 a year. Vreeland heads the organization that operates shelters near Coupeville and in Oak Harbor along with several thrift stores on Whidbey Island. He said he has two major tasks to accomplish: help raise enough money to pay for a new shelter on Central Whidbey and implement a financially sustainable mix of programs. WAIF officials are busy raising around $1.8 million to pay for construction of a proposed 8,700-square-foot shelter on 9.8 acres of land located across the street from the Coupeville shelter’s current home. The news of her leaving was a bit of a surprise at first to the mayor. “We had every expectation that she would find it to be the right match for her,” McCarthy said. Cablao’s departure is the third loss of a department head since McCarthy was appointed in February. Stringer left in April, former police chief Randy Heston retired in August, and now Cablao. “You have to look at each change as an opportunity to get better,” McCarthy said. “It certainly isn’t my goal to change a lot of staff members. We have good morale in general in the city.”

Snapping to my senses: giving is never a tired topic By JUSTIN BURNETT Early in the morning is the best time to write. 6 a.m. is best as no one is around and the blank page feels like an open road and the keyboard Ford’s soon-to-bereleased Mustang. Yet, on Tuesday morning the topic of this column was still undecided. Giving during the holidays had been the plan but the inspiration simply wasn’t there. Thinking that people must be tiring of hearing about the need to give — one of the more common editorial threads in December — the idea was about to be abandoned when I received a bit of inspiration. Audrey Neubauer is an 11th grader who grew up on Whidbey Island but is now attending school in Seattle. She wrote to The Record about a project she hatched two years ago to collect books and funds for a struggling school library. Now in her third year, she’s expanding her mission in hopes of helping additional elementary schools. Just after her email, a second arrived concerning 4-year-old Weston John Dill of Clinton. For over a month, he’s been collecting coats, scarves, hats, and gloves for homeless children at the Everett Gospel Mission women and children’s shelter. Sounds like typical South Whidbey kids to me. This community simply breeds the spirit of giving and Audrey and Weston are just two of a hundred great examples. Just try and count all the nonprofits and charities south of Coupeville — it will take all day! I won’t try that here but there are one or two that should be mentioned, beginning with Good Cheer. As always, the food bank is collecting food and needs donations. It serves an average of 850 families each month, with that number increasing in the winter. Staying warm with adequate winter wear is another simple necessity easily taken for granted. People out there are shivering and need our help. Fortunately, South Whidbey makes giving to those with less pretty headache-free. Donating food can be done in person at Good Cheer in Langley or with a monetary donation online at http://goodcheer.org/donate/ It also accepts clothes, as do a host of other thrift shops on the South End. You can also donate while you shop at the Bayview Holiday Market. Winter wear for children is being collected at the seasonal venue from 10 a.m. to 2 p.m. Saturday, Dec. 14. Resting on our laurels or being “too busy” to make it to the food bank this year is easy to do. Surely we’ve all done it at one time or another. Thankfully, we have young people like Audrey and Weston who snap us back to our senses and remind us of what’s really important, that giving is never a tired topic. Exercise outlets should accept Silver Sneakers Editor, Us seniors had until Dec. 7 to select our Medicare Advantage Plan for 2014. Many of us had to change providers for 2013 due to decertification of our plan. An unfortunate part of that change was a movement to the Silver Sneakers fitness program from Silver and Fit. This year none of the approved Island County Medicare Advantage Plan providers offer Silver and Fit. The problem with that is the closest exercise spot for us is either Mukilteo or Coupeville on the Silver Sneakers program. A large Freeland club chose last year to go with Silver and Fit. Where they had over 250 seniors on the Silver and Fit, they now have under 50 using it from retirement health plans. Family Care in Clinton and Freeland has applied to Silver Sneakers but has

not heard back. There is another club that’s an option, but not the one in Bayview. It is important for us seniors to have exercise outlets that are within a reasonable distance from home. I personally don’t think Coupeville or a ferry ride to America is a reasonable alternative. It would be a huge win for the community if the Freeland club again accepted Silver Sneakers members. Starting the season 0-3 wasn’t exactly in the Falcon boys basketball team’s script. Amid a three-game losing streak heading into Cascade Conference play, South Whidbey lost with identical 55-45 scores to Seattle Academy and Friday Harbor. One of the Falcon co-captains hung his hat on the fact that South Whidbey has held each of its opponents this season to under 60 points. “We’re keeping great teams to scores where we want them to be,” said Falcon senior Brandon Asay. “If we can consistently keep teams to under 60, once we get our offense working, we’ll be winning more games.” The long boat ride to Friday Harbor yielded little return for South Whidbey on Saturday. South Whidbey played without one of its starters, senior CJ Sutfin, and struggled from the tipoff. Wolverine senior C.J. Woods carried the Wolverines early in the game, scoring eight points in the first quarter. “They came out a lot more intense than we did, and they took advantage of that,” Asay said. By halftime, Friday Harbor owned a 30-22 lead that South Whidbey did not retake. Out of the break, South

Whidbey made back-to-back shots to trim the score to 30-27, one basket from a tie. But the Wolverines tore off a 17-3 run to end the third quarter leading 47-30. “If you’re not making shots, it doesn’t matter how well you’re playing defense,” said Falcon head coach Scott Collins. The Falcons tried to rally with three-point shooting, usually led by Asay and Sutfin, in the second half. Missing Sutfin, Asay launched a barrage of shots and sank six three-pointers to lead all scorers with 22 points. But it wasn’t enough. “By then, it was too late,” Asay said. Despite leading the way against the Wolverines, Asay was held in check against Seattle Academy in the Friday night game, another 55-45 loss, though that game was at South Whidbey High School. The Seattle Academy Cardinals broke out from a 10-9 deficit in the first quarter to lead 24-17 by halftime. In the third quarter, Seattle Academy ran away to a 41-28 lead that was enough of a cushion to withstand a 17-point fourth quarter by South Whidbey. Asay pegged the offense’s slow start to Falcon shooters’ inability to get decent looks from the perimeter. That led to junior Parker Collins wracking up a game-high tying 18 points, though only five Falcons scored in the game. Still without an identified point guard, the Falcons had not dug themselves into a

Four wrestlers win weight classes at Chief Sealth By BEN WATANABE South Whidbey Record South Whidbey's wrestlers wasted little time finding their fight and setting a tone for the season at a tournament in Seattle on Friday. Four Falcons won their weight classes and five others placed in the top three at Chief Sealth High School in West Seattle. “It's been a long time since we had five guys in the finals,” said Falcon head coach Jim Thompson. “I don't know if I've ever had five guys in the finals before.” Loaded with seniors, South Whidbey finished in third place in team points behind Darrington and Ballard, a 4A school in Seattle. But the Falcons weren't far behind, and

Against Friday Harbor and Seattle Academy, South Whidbey recorded 20 blocks and 13 steals. Grace (Mead) Copeland Balkema, 92, passed away in her sleep Nov. 20, 2013. Grace was a resident of Whidbey Island for 16 years and belonged to the Useless Bay Golf and Country Club. In the 195, senior Beck Davis followed suit with three pins as well. “For the first time in a long time, I had some wrestlers out there that wrestled with chips on their shoulders, with some meanness,” Thompson said. "When those two guys go on the mat, there's a meanness that I hope gets passed on to the rest of these kids." For Chavez, who was nicknamed “Giggles” because of his lighthearted attitude on the football team, it was a tone-setting match. Senior Services offers Adopt-aSenior program People looking for a meaningful venture this holiday season are asked to consider partnering with Senior Services of Island County’s Adopt-ASenior program. It provides customized care packages based on the gift donations. The Adopt-A-Senior Program needs individuals, families, community groups and local businesses that would like to provide holiday assistance to Whidbey Island seniors or individuals with a disability who may be alone, isolated or are experiencing hardship. The Adopt-a-Senior program will serve seniors throughout Whidbey Island, culminating with the delivery of care packages before Christmas. The program will match seniors with sponsors who agree to provide for their needs. Sponsors can be individuals, families, small businesses or religious groups. Those interested in being a sponsor of the program can find registration packets at the Bayview Senior Center and Oak Harbor Senior Center. Seniors will be matched with an interested sponsor who may be looking to help seniors and people with disabilities. Here we are, smack in the middle of holiday party time, awaiting Santa’s visit followed by the close of another year. I can’t speak for everyone, of course, but among many of my friends and certainly in my own home, there seems to be a consensus that 2013 has been a very bumpy ride in many ways, and we’re looking forward to saying farewell to this arduous year. There’s no point, and certainly not enough column space, to go into all the downers we’ve been subjected to during 2013 — and it’s not quite over yet — from the mess our government is in to random violence and acts of pure insanity. But, being human, we can’t help but hope that things will get better and, as always when a new year approaches, optimism is riding high right now. We’re all looking for something cheerful, hopeful, happy to carry us into 2014, and though I can’t personally guarantee a better year to come, I can perhaps help with the thing I love best, one thing that never fails to cheer me up — party food. So, let the partying begin, let the good times roll, and may I wish all our readers a happy Christmas and most especially a hopeful, happy, healthy New Year.

fet table laden with many tasty treats and in the company of friends and/or family is just about my favorite way to enjoy the holidays. If you’re in the midst of planning just such an event, or thinking about some gift treats, I hope these recipes can help. Because we live in the land of bountiful seafood, there must always be “something fishy” with our holiday buffet. I’ve eaten many salmon/crab/ shrimp/clam dips over the years; this simple smoked salmon dip is one of the best of them.
SMOKED SALMON DIP cup crème fraiche cup plain Greek yogurt 4 t. prepared horseradish 1 lb. thinly sliced smoked salmon 2 T. thinly sliced chives, plus more for garnish Kosher salt and freshly ground black pepper 1 lemon Flatbread, chips, bagel chips, rye or pumpernickel toasts, crackers, etc. 2/3 2/3
Whisk first three ingredients in a bowl until well blended. Put salmon in a food processor and pulse a few seconds at a time until salmon is in pea-sized pieces. Add the salmon and chives to the crème fraiche mixture, fold in well. Season to taste with salt and pepper. Refrigerate if not using immediately, for up to 3
days. Using a vegetable peeler, remove zest from the lemon; cut lengthwise into thin strips. Garnish the dip with lemon zest and two or three long pieces of fresh chives. Serve with the assorted breads/crackers. Makes about 3 cups of dip. Another, very impressive and delicious treat using salmon is this do-ahead mousse.
SALMON MOUSSE 2 envelopes unflavored gelatin ½ cup cold water 3 T. lemon juice 2 cups salmon, cooked, flaked 1 t. minced onion or shallot 1 cup mayonnaise Dash of Tabasco sauce to taste Soak gelatin in cold water for 5 min.; then dissolve it over hot water. Be sure it is completely dissolved. Add lemon juice; cool. Mix together the flaked salmon, onion, mayonnaise and Tabasco. Fold into the gelatin mixture. Spoon into a mold, I have a mold shaped like a fish; use whatever mold you like; spray with Pam first, if necessary. Chill until set; unmold and decorate with thin lemon slices or chives, thin pickle slices, etc. etc. Serve with assorted crackers and/or chips. Note: I really like to serve this mousse with some tzatziki on the side; it’s a delicious complement

to salmon. Regular readers know what a cheesecake fanatic I am, but it doesn’t always have to be dessert. A savory cheesecake is a welcome surprise and this one always disappears in a hurry.

on a platter. Top with 1 cup of your favorite salsa and serve with tortilla chips, crackers or bread sticks, with a small bowl of additional salsa on the side, if desired. One more quick, outstanding spread for crackers.
GORGONZOLA WALNUT SPREAD
1 lb. cream cheese, softened 8 oz. sour cream 2 cups smoky cheddar cheese, or Swiss if preferred, grated 3 eggs Spices of your choice, such as ground red chile pepper, red pepper, dried chipotle, onion powder, garlic powder, etc. You can make this as mildly spicy or as hot as you like, but don’t overdo it. 2 fresh roasted poblano or green chiles, chopped Salsa — your favorite In a large bowl, beat together all the above ingredients, mixing well. Pour into a 9-inch springform pan and bake in a preheated 350 degree oven for 45 min., it may take a bit longer; test with a toothpick in the middle to be sure it’s set, otherwise it will be mushy. Remove from oven and cool completely on a wire rack to room temp., then cover and refrigerate overnight. When ready to serve, remove from pan and place
1 lb. Gorgonzola cheese or Stilton, if preferred, crumbled 1 stick unsalted butter, softened 1/3 to ½ cup Tawny Port wine or semi-sweet port wine of your choice 1 ½ cups chopped walnuts In a food processor, blend together the cheese, butter and wine until mixture is smooth. Transfer to a bowl and add walnuts; combine well. Transfer to a crock or ramekins, cover and chill until ready to use; it keeps for up to 3 weeks. Serve with assorted crackers or bagel chips. Makes about 3 ½ cups. If you happen to still have your old fondue pot around, I have a wonderful recipe for a sun-dried tomato pizza fondue that’s been a holiday favorite of ours for years, but it’s too long to put in this column. Residents exploring incorporation are politically diversified and not all were Haugen supporters, he said. “This is not a Mary Margaret project,” McCafferty said. Haugen is in full agreement. In a telephone interview Monday, Haugen said she is enjoying retirement from decades of politics in Olympia — she was unseated in 2012 by Sen. Barbara Bailey, R-Oak Harbor — but did eagerly agree to help out when asked. “For people on Camano, it’s a long way to Whidbey Island,” Haugen said. Many see Camano as Whidbey’s often forgotten or overlooked twin sister, an island in the shadow of power. Decisions are made in Coupeville, the county seat, which is an hour-long drive from northern Camano. According to Haugen, it’s 50 miles from her house and laws are crafted by people who have never even set foot on the island she calls home. “You could be on the planning commission and make rules for us but have never

He alleges it may actually be a financial benefit to both Whidbey and Camano, specifically concerning law enforcement. The Island County Sheriff’s Office has complained in recent years of budget cuts and manpower shortages. Reducing its scope may help cut down on expenses, such as hauling those arrested on Camano to Whidbey jails. “This may be financially smart,” McCafferty said. Sheriff Mark Brown isn’t too sure. Running an effective law enforcement office so far away “certainly is a challenge for me,” said Brown, but contracting services out or starting a new department will be equally challenging. But Brown says they have bigger problems ahead, particularly becoming an urban growth area, or UGA, one of the precursors for incorporation. “I think law enforcement would the least of their problems,” Brown said. But McCafferty claims there are no density requirements for such a designation; all that’s required is a green light from the commissioners. He also said a Camano Island city wouldn’t need to start its own police department, that it could contract out with Stanwood police or Snohomish County, which proposed taking over law enforcement on the island a few years ago. Many are against the incorporation effort, said McCafferty, because of inaccurate assumptions. That includes requirements for UGAs and the need to have existing services. “You don’t have to do all that, you don’t,” he said. There are very specific steps, however, that must be taken. Just 334 voted in favor of it. Haugen, however, says times have changed and that Camano Islanders are much more receptive to the idea today. “It was a totally different island,” Haugen said. McCafferty is equally optimistic but said there is still much research that needs to be done to determine whether incorporation is really best for Camano. “We want to see a rational model on what this really means,” McCafferty said. “It has to be something that’s good for both sides of the water,” he added.

The commission consists of three members, plus a secretary/chief examiner, and appointments carry a six-year term. Ballet presents enchanting performance

By CELESTE ERICKSON South Whidbey Record Experience a performance filled with holiday magic this weekend. Whidbey Island Dance Theatre opens for its 21st year performing the annual holiday ballet “The Nutcracker.” Performances begin at 7:30 p.m. Fridays and Saturdays, 2 p.m. Sundays from Dec. 13 to 21 at the South Whidbey High
School Performing Arts Center. The ballet follows lead character, Clara, as she joins her family in their annual Christmas Eve party. Her godfather Drosselmeyer attends the party with a number of magical gifts including a wooden nutcracker. The nutcracker comes to life and rescues Clara from an epic battle with an army of rats. The nutcracker is
transformed into a prince and takes her through the captivating land of snow and enchanted forests. This year, the ballet company had more community members audition to be part of the performance and new roles were created to accommodate more dancers in both acts. For the dance theatre, the changes are all a regular part of the annual performance.
“We have to keep people coming back year after year,” said Assistant Artistic Director Amy Lehman. “We have to keep it new and fresh for them.” A large, new set piece will debut in the party scene along with new choreography from returning faces — Asharaine Machala with the snow scene and waltz of the flowers, and Jennifer Bondelid with the living room scene. The theatre is known for its production of “The Nutcracker,” and always tries to expand its audience base for young performers. “It’s such a good show to share with people,” she said. The cast relies on its corps of volunteers, with more volunteers this year than ever before, Lehman said. More than 100 people donated their time to help with the performance. “The good thing about our cast is everyone pitches in and helps out with what needs to be done, she said. “It’s really cool to see how everyone rallies together to help put this show on.” Lehman grew up dancing in the ballet on the island and said she always looks forward to reliving the memories through the younger girls. “I remember going through it myself,” she said. “I know how much fun it is.”

The lead character, Clara, will be performed by Faith O’Brochta, accompanied by professional dancer and Whidbey native Graham Vanderwood as the Nutcracker. The pair will dance with a mix of community members, WIDT
alumni and professional dancers, including Lars Larson, Ariana Abrahams, Dade Glaser, Bojohn Diciple, Brittany Falso, Chelsea Matthews-Jensen, Madyson Hunter, Kiana Henny and many younger dancers. Ticket prices have been lowered this year, reserve seating is $18 for adults and $15 for seniors and youths ages 12 and under. Groups of 10 or more people pay $14 per ticket. Tickets at the door cost $20.
Langley advent concert explores the ‘journey’ By CELESTE ERICKSON South Whidbey Record
Langley United Methodist Chancel Choir presents its annual Advent Concert over two performances this weekend. The concert will begin at 7:30 p.m. Friday, Dec. 13, and 2 p.m., Saturday, Dec. 14, at the church on Third Street and Anthes Avenue in Langley. This year the concert features two choirs with a large number of performers — 80 singers and musicians in total. Thirteen pieces will be performed during the concert with centerpieces “The Dark Night of the Soul” and “Luminous Night of the Soul” by Norwegian composer and pianist Ola Gjeilo. But for Bill Humphreys, director of music and liturgical arts, the presentation is much more than a holiday concert. It’s not just Christmas
songs. People come because they know something different is going on, he said. “It’s really about our own story as people,” he said. “We don’t just sit and wait — we journey. The journey includes everything we experience in the past and future.” He said the music and poems provide a powerful vehicle for that journey and carries the soul to a deeper place. “This time of year can be a dark time of year for some people,” Humphreys said. He hopes the music inspires people to bring light to their lives, not necessarily joy. “Mainly that we hold each other on our own individual journey,” he said. Along with the idea of a journey, the concert is also about mixing generations, he said. This is the
first year returning alumna Anna McLeod will join the concert with the Kentlake High School Chamber Choir, which she directs. It’s a first for the church as well, inviting an off-island group to join the concert. The choir will perform two pieces on their own along with two pieces with the concert choir. Guest artists also include bass Karl Olsen, Claudia Walker on celtic harp, Kathryn Fox on piano, Gloria Ferry Brennan on violin, James Hinkley on cello and Alan Benson on guitar. “This concert is going to be remarkable,” Humphreys said. Tickets to the performance are filling up quickly with Friday nearly sold out. Tickets can be purchased at the church from 9:30 a.m. to 2 p.m. on weekdays for a suggested donation of $15.

Control Board is accepting applications for pot retail, pot processing and pot producing businesses until 5 p.m., Dec. 20. Brian Smith, the spokesman for the agency, said the list of applicants is published each Tuesday until the deadline. The agency set a quota for the number of retail pot businesses in Island County at four. One is allowed in Oak Harbor and the rest are earmarked for the county at large. Smith explained that there’s no restriction on the number of grow and processing operations allowed by the county, but there’s an overall, statewide limit of 2 million square feet of marijuana canopy. Smith said that amounts to 40 metric tons of pot, which is estimated to be a quarter of the state’s yearly consumption of the herb. Six applicants from Whidbey Island have applied for permits as producers, plus four others on Camano. On South Whidbey, Whidbey Island Woo Hoo applied for a “tier 3” production license for a site on Bayview Road in Langley; Pote, LLC applied for a “tier 3” production license on East Harbor Road in
Freeland. Tier 3 licenses are for the largest of the production sites, according to Smith. In addition, a tier 1 site is proposed for Greenbank and two “tier 2” businesses are proposed for the North Whidbey area. Four individuals or groups applied for processing licenses on Whidbey, including one each in North Whidbey, Greenbank, Freeland and Langley; two processing licenses were applied for Camano sites. Smith said moratoriums on marijuana businesses enacted by local governments, such as the current six-month moratorium in Island County, won’t affect the state’s issuance of licenses. Licenses will be awarded to applicants that meet the thresholds of the law and pass background and financial checks. If the number of retail applicants exceeds quotas for an area, they will be given out by lottery, he said. The county’s land-use regulation for pot businesses, which planners are currently working on, may impact the size, shape and location of the proposed businesses, but that all depends on the specifics of the rules. Liquor Control will likely issue licenses in March and businesses will probably open in June, Smith said.

The Island County Board of Commissioners is seeking applicants to serve on the Ebey’s Landing Historic Preservation Commission (HPC) for a term that expires on Dec. 19.
