King County may increase sales taxes and tabs to find money for buses, roads To avoid huge cuts to Metro, King County will move to a “Plan B” if the state transportation package fails Reporter staff
King County Executive Dow Constantine said he is ready to look for another way to fund Metro bus service in the county if the state Legislature does not pass a stateside transportation package. “A statewide transportation package that is fair and balanced is still our first choice, but in the absence of action by the state, an imperfect local option becomes necessary so that voters can have the chance to save bus service and maintain roads,” said Executive Constantine. Toward that end, the Metro workers union, the Amalgamated Transit Union Local 587 announced a tentative agreement on a new threeyear contract that, if ratified, could preserve some bus service. The tentative agreement calls for a one-year wage freeze followed by a 2 percent fixed-rate wage
increase in each of the remaining two years of the (existing) contracts. The tentative wage agreement would save between $8.4 million and $12.7 million over the life of the contract, or about 40,000 of the 600,000 hours of bus service that would have to be cut in the absence of stable funding. “Local 587 recognizes Metro is in the midst of an unprecedented funding crisis,” said union President Paul Bachtel. “This is an agreement we feel we can take to our membership – one that reflects our shared desire to keep our operators on the job and buses on the road for our customers.” County leaders have proposed the establishment of a Transportation benefit district to allow a new tax to be approved just for King County transportation needs. To accomplish that the county must request authority from the state to ask its voters to fund transit service and roads in cities and the unincorporated areas through an increase in the motor vehicle excise tax. Referred to as the "local option," the revenues raised through such a measure would allow Metro to avoid cuts to bus service. It would also provide
funding for cities and the unincorporated areas to maintain their roads and make related transportation improvements.

Changes proposed on Mercer Island include the elimination of Route 202
that stops on S.E. 24th Street at the Park and Ride at the United Methodist Church. It provides access to and from I-90 via West Mercer Way. Route 204 will remain and will ‘combine’ with the 202 for service between the Island’s South-end and the Mercer Island Park and Ride via Island Crest Way. It will operate for more hours of the day— between 6 a.m. and 6 p.m. instead of ending at 3 p.m., but will not run during the weekends. It will only run every 60 minutes instead of every 30 minutes. Other routes to be eliminated due to low ridership include the 201, 203, 205. Route 216, which stops at the park and ride will remain. Three months of public meetings are now underway in advance of County Council consideration next spring of the proposed service cuts. compelling Metro to outline a proposal to cancel 74 bus routes and reduce and revise another 107 routes to reduce costs starting next year. Metro Transit held off making service cuts for five years by creating more than $800 million in reforms and efficiencies, along with the temporary Congestion Reduction Charge. Metro needs an estimated $75 million in annual revenue to keep existing service on the road and purchase replacement buses. Metro last month carried 412,000 average weekday rides, its second-highest ever. The agency is nearing the annual record of 119 million riders last seen in 2008. But there are other impacts from transportation funding shortfalls. The county Road Services Division has 40 percent fewer workers than in 2009 as a consequence of the lack of funding. As a result, the roads system is deteriorating, service levels are reduced, and fewer roads will be able to be plowed should a regionwide storm strike.

High school radio to continue broadcasting sports Students receive technical education credits for KMIH broadcasting class By Joseph Livarchik

KMIH FM, the Mercer Island High School radio station, began its third year broadcasting live boys and girls basketball games last night, Dec. 3. This year, the station will broadcast both home and away basketball games. Also this year, the station began broadcasting Mercer Island home football and girls soccer games. Radio broadcasting teacher and KMIH station manager Charlie Hilen has seen KMIH FM grow over his three years at MIHS,
both through broadcast and in the classroom. Hilen, who began teaching at Mercer Island in Sept. 2011, started with one student enrolled in the radio broadcasting class. Hilen, who hopes to broadcast away games for football and girls soccer next year, said radio broadcasting offers students a glimpse into the real world. “It’s pretty cool we can offer a unique program like this with real world experience,” Hilen said. “It’s not what it’s like; you’re actually doing it. I like the term ‘real world,’ real application, real class. Here’s how it is in the real world.” KMIH broadcasts from a master control room and two production rooms at Mercer Island High School. The station broadcasts commercial-free in Seattle at 88.9 FM and 94.5
FM and streams online at www.hotjamz.org. Hilen said the station’s broadcast runs anywhere on Lake Washington, from Tukwila to Kenmore, as far east as Lake Sammamish, and all the way out past West Seattle. It is listenersupported, student-run and on-air 24/7. Students do the production, music selection and scheduling. “We’ve had emails from all over,” Hilen said. “A grandma emailed me thanking me for doing this. Her grandson played basketball, and she never watched him play. Now she can tune in live and hear her grandson play basketball.” Radio broadcast is a Career Technical Education (CTE) class, which is a graduation requirement. Hilen said his class covers all the basic concepts

of radio, including audio production basics, history, engineering basics, public affairs projects, as well as learning about the Federal Communications Commission (FCC). While all radio broadcasting students get to be on the air, Hilen said students go through checkpoints and levels before being able to broadcast live. With three audio recording rooms in the back of the classroom, students start out recording their on-air spots, making sure everything is correct. Advanced students work on day-to-day operations, working to make sure the broadcast runs smoothly. Some advanced students are allowed to do one-hour specialty shows on Sundays. Students also have to come up with a promotional event they must promote by creating flyers, a 30-second radio spot and social media posts. “When students leave the course, they’ll have a portfolio of on-air work and different production work. They could use that as a resume,” Hilen said, adding he’s had students go off to work for CBS and Sandusky radio. Hilen said KMIH FM sticks with a Top 40 format to maintain a businesslike approach toward the station, allowing students to look at chart trends to see what works and what doesn’t. But KMIH FM does more than sports and music. If a disaster should occur, the city of Mercer Island encourages residents to listen to KMIH for emergency information. The station assists with the city’s emer-
gency management, meaning it is set up to broadcast during the event of adverse weather. Backed up on a generating system, the station never goes off the air. Announcements for delays and school cancellations are pre-recorded by students and can be sent remotely via the internet. While Hilen said he’s looking forward to getting mix shows going again with guest DJs, the focus for what’s next for KMIH FM will be toward raising money for the station to update equipment. KMIH FM is a non-commercial educational (NCE) radio station which relies on listener support. And even though overseeing the station broadcasting sports sometimes requires long nights, Hilen said there’s no place he’d rather be. “I love what I do and I’m teaching my dream job,” Hilen said. City Parks and Recreation Dept hopes Islanders will ’buy a key’ for music

Mercer Island Parks and Recreation is raising money to purchase a Yamaha Clavinova digital piano. The city hopes to expand musical educational and performance options by owning a piano at the Community and Event Center. A piano will enable the department to offer performances at Senior Social programs and events, Senior lunches, gallery receptions, and lessons. The piano will also be available for use by special event rental users. The department is looking to the community to help make this a reality. For $100, anyone can “buy” a key. The goal is to raise $6,500 enough, to purchase the piano. Everyone who ‘buys’ a key will have their name on a piano key poster board at the Community and Event Center until after the fund raiser is over, as well as on a permanent plaque on the piano. Mercer Island had 84 participants in the 2013 Seattle Marathon and HalfMarathon on Dec. 1. Competing against 5,809 entries in the halfmarathon, Mercer Island’s Carl Garrett finished 11th overall with a time of 1 hour, 19 minutes and 9 seconds. Seattle’s Matthew McClement won that race with a time of 1 hour, 11
minutes and 24 seconds. Islander Rhonda Glass finished 207 overall and first in the women’s 50-54 division with a time of 1 hour, 35 minutes and 18 seconds. Out of 2,123 full marathon runners, Mercer Island’s Paul Barach finished 123 overall, crossing the finish line with a time of 3 hours, 18 minutes, and 15 seconds. Islander Danica

Tim Eyman may wind up losing more from this month's election than just an initiative. The Mukilteo resident's last ballot measure put him at deep odds with longtime allies in the business community, and it could take a while to regain their trust -- and their all-important financial support. Some, like the Washington Food Industry Association, vow to sever ties completely after the battle on Initiative 517, which voters overwhelmingly defeated. It would have given signature-gatherers nearly unfettered access to grocers' private property. “There's a whole bunch of us very active in the business community saying no more,” said Jan Gee, the president and chief executive officer of the group, who also helped manage the No on 517 campaign. “We will not be giving Tim money to do an initiative or do a campaign.” Eyman acknowledged it was a mistake to include language that would have expanded where signaturegathering could occur. “If I had to do it over again, I wouldn't have put any of that stuff in there,” he said. “It is what it is.” But he seemed nonplussed at the idea the food industry association and other business groups would go their own way on

initiatives. “Every initiative is a la carte. Everyone is free to support the ones they like and not support the ones they don't like,” he said. There are others in the business community wary of associating with Eyman, but not as resolutely against doing so as Gee. “I can't really say one way, or another, what our relationship in the future with Tim Eyman will be,” said Jan Teague, president and chief executive officer of the Washington Retail Association. “I will say if he wants to engage in policy that deals with our industry, it would make some sense that he talk to us, and he didn’t. I am hoping that would be a lesson he takes to heart,” she said. Gee Tim Eyman said members of the opposition coalition are encouraging leaders of the Association of Washington Business to steer clear of Eyman. That would be significant because the AWB — the largest statewide business association with 8,100 members — has been a major financial supporter of Eyman's last two successful initiatives: I-1053 in 2010 and 1-1185 in 2012. an independent committee to help qualify and pass the measure. It spent $617,000 in the effort. That year, Gee's group contributed $5,000 directly to Eyman's political committee. In 2012, AWB contributed $112,000 in cash to Eyman's organization and provided roughly $450,000 of in-kind donations to help qualify the initiative. That money went directly to the professional signature-gathering firm hired by Eyman. Given their long ties, AWB leaders aren't ready to turn their back on him. “I guess I'd have to say it would depend on the issue,” Jocelyn McCabe, vice president of communication wrote in an email. “As you know, we have supported some of his initiatives in the past … but AWB did not support his most recent measure, I-517,” she wrote. “So we can't rule it out entirely; it would largely depend on the issue.” Eyman said the business community benefits greatly from the anti-tax measures he pushes and would be surprised if they could find anyone to achieve the success he's had. He claimed that he abandoned his car and came to Mercer Island to seek revenge on Bill Gates. There, he broke a window of the residence in the 1800 block of Mercer Way with a surveillance camera. The suspect was arrested and detained in king county jail. DUI: Just after 12 a.m. on Saturday, a driver was stopped for speeding at 2200 76th Ave S.E. His slurred speech and the smell of alcohol on his breadth, lead the officer to believe he may have been under the influence. He admitted to drinking. The driver was arrested with BAC readings of 0.113/0.114. DUI: At 2 a.m. a 39-yearold Seattle man was arrested as he was merging onto West bound

I-90 at East Mercer Way. The responding police officer noticed that he had been skirting into the middle-lane. The officer reported that it seemed the driver's vehicle was cutting up the traffic bumps. When pulled over, he realized their were no tires on the passenger side of the car. The driver said he had been in an accident on I-90 and the wheels on his passenger side had been missing for two days. When asked how much he'd had to drink, he replied: "Not that much, a couple." He was arrested for DUI. WARRANT ARREST: Just after 1 p.m. an officer was dispatched to arrest a suspect with a Mercer Island warrant at the Lake Washington Boulevard Denny's off of the 44th Street exit on I-405. The suspect was in route to Issaquah jail when he began to show signs of a drug overdose. The officer checked his vital signs and the suspect was transferred to Medic One in the Issaquah jail parking lot. He was later admitted to the Issaquah Swedish Hospital. FRAUD: A Mercer Island woman reported that a Verizon cellphone account had been fraudulently opened in her name, sometime in the last three weeks. Verizon accepted the fraud statement but would not reveal further information without a subpoena.

Press releases are one of the easiest, least expensive and most effective ways to keep the media –and through them, the public—up-to-date on your company and its events. As you can see here, there are some basic rules for writing press releases that work. Newsworthy: Press releases read like news – not sales or marketing promotions. If they read like advertising, editors will ignore them. Concise: Keep press releases short, just one or two pages, if possible.
Orderly: Write “more” at the bottom of the first page if there are multiple page. Use END, or -30- at the end of the last page, even for one-page press releases.
Catchy: Write an interesting lead that gets to the point, and fast. Everything of critical importance should be in the headline and the first paragraph. If it doesn’t pique the reader’s interest immediately, don’t expect anyone to wade through the rest.
Responsive: When reporters contact you, respond promptly. The reporter who calls you may be working on a story for tomorrow’s paper or writing an article for an online news site that will be posted that day. If you call back too late, you won’t make it into the story.
Jargon-Free: Your press release should be easily understood by anyone reading it. Get rid of unnecessary jargon. Current: Include the release date or “For Immediate Release” at the top of page one under the contact information and write “NEWS RELEASE” IN THE UPPER RIGHT CORNER. Targeted: Know your audience. Instead of sending your press release to a wide audience, develop a targeted list of the journalists and publications that cover the subject matter and are likely to be receptive by the readers.
Actionable: Include a contact name with telephone number and an e-mail address.
Attachments: Include a photo caption, sources, contact and a release date. Timely: Take deadlines and lead times into account. Newspaper need copy daily, and wire services and Web sites can generate new copy hourly. Distribution: The Reporter Newspapers prefer you email your press release. Follow up: Reporters receive numerous press releases on a daily basis. If you decide to follow up with a phone call, tell them immediately the topic of the release and the exact date you sent it to them.

A discussion will follow the screening. Representatives from the Mercer Island Food Pantry and from Teen Feed will participate in the discussion and talk about their organizations. The event is the first in a library-sponsored, teenrun program called ReelTime, ReelTime is a documentary series that aims to shine a light on prominent social issues that are far too often overlooked. The goal of the program is to challenge the status quo, raise awareness about these issues, and inspire collective action. When it comes to social change, film can’t do it all, but it can set the stage – laying out the issues in a way that people can hear and building interest in potential solutions. The screening is free and open to all; donations to the Mercer Island Food Pantry are encouraged. A collection bin is located in the front entrance of the library. The food bank’s website has a list of donation items that

These donations will provide directly for the approximately 125 Mercer Island client families who rely on the Food Pantry monthly. “Many Island residents are surprised that there are families experiencing food scarcity living on Mercer Island,” Manriquez said. “In fact, the number of the food bank’s clients, all of whom have documented Mercer Island residency, has doubled in the past five years, and approximately half of the client families have children under the age of 18 living at home,” she added. Ultimately, A Place at the Table shows us how hunger poses serious economic, social, and cultural implications for our nation, and that it could be solved once and for all, if the American public decides — as they have in the past — that making healthy food available and affordable is in the best interest of us all. We all have something to bring to the table to end hunger in America. Sustainability key in new school designs Architects looking for input on sustainable building designs for new schools By Reporter Staff
The Mercer Island School District, Mahlum Architects and Integrus Architecture will host a community listening session on potential sustainability practices in district buildings on Dec. 9 from 6 until 9 p.m. at Islander Middle School. “We are committed to effectively using the dollars we have to make our district practices more sustainable, efficient and affordable,” said MISD Superintendent Dr. Gary Plano in a press release. “There is a lot that can be done these days around sustainability practices in buildings. We want to talk to the community about what their specific priorities in sustainability are.” Architects will present a list of sustainable options discussed during the development of the educational specifications for each of the projects and take community input concerning other ideas and values around sustainability. “Several ideas we are considering based on feedback we have already received include utilizing natural site features and low-impact development, rain gardens and bioswales, energy efficient mechanical, plumbing
and lighting systems, geothermal heating and photovoltaic panels,” schools official Dean Mack said in the release. “We’re also going to plan ahead to make sure there can be shared use of the facilities in the community to maximize utilization and value.” The shared values, insights and comments from the listening session will be part of the final designs of the three overcrowding solutions included in the bond proposition Islanders will vote on in the Feb. 11, 2014 special election. Mahlum is leading the design and development for the proposed fourth elementary school and Mercer Island High School addition, while Integrus is the lead for the Islander Middle School expansion. Both teams will be present at the listening session with MISD staff.

Eyes wide open in Zambia
Mercer Island High School student, Ben Pawlosky talks about his time in Africa
As I walked down the hallway, the aroma of boiling nshima and kapenta hit my nostrils. In front of me was a line of unfamiliar faces, peering up at me with curiosity. The corridor buzzed with voices foreign to me as the 40 teens strung along either side of the hallway bantered with each other in their native tonguesN y a n j a , Bemba, Lozi, and some, even in broken English. I was in Kafue, a village about one hour south of Lusaka, Zambia's capital, and I was mesmerized. I piled my plate with food, scooped up the small fish called kapenta with a handful of doughy nshima and dove into lunch. A man who I had met the day before turned to me, and through
a mouthful of food declared, "pretty good, huh?" I nodded back, eyes wide with excitement. I knew that he was referring to lunch, but I was thinking of everything. When I left for the trip, I had no idea what to expect, but so far, everything had surpassed any expectations that I had. I was in Zambia with the African Education Program, or AEP. AEP's goal is to give children in Zambia a chance to be educated by helping them acquire the sponsorships that would help fund them as they move onto high school. I travelled with my aunt and four other volunteers who I had never met before. Every day I was expectBen Pawlosky ed to be responsible for myself, and to take care of myself. sorships. It was a task I relished because I got a chance to learn their backstories. One particular story that grabbed my attention was that of a 14-year-old girl named Madeline. Madeline had grown up very poor, like the majority of Zambian children, but when she was 12, her mother died of malaria, and a few months later, her father died of the same disease. Madeline and her younger sister had no one. For two years Madeline took care of her little sis-
ter and herself, sleeping in abandoned buildings, fields, and even the streets. And every week, three times a
week, she would come to the youth center, working hard to do well in school. This was beyond impressive to me -- the fact that she was taking care of her sister, living without any parents, and still wanted to learn was incredible. Her story does have a happy ending, however. Agnes, the head of the center, took Madeline and her sister into her home, and they now live with her, and a number of other children that Agnes has taken in. The kids eagerness to learn was inspiring, and it opened my eyes to the true importance of education. I am extremely glad to have had the chance to go on the trip, and I'd do it again in a heartbeat. Helping people this way has opened my eyes to the world around me, and provided me the opportunity to develop a stronger sense of connection with others. Ben Pawlosky is a senior at Mercer Island High School. After graduation, he plans to attend a fouryear university, but also is thinking about returning to Zambia and the African Education Program before college.

To be accurately called Champagne, the wine must come from the Champagne region of France, which is 90 miles northeast of Paris. It is about 45 minutes by train from Paris--almost six hours from Bordeaux. To the purist, sparkling wines made outside of Champagne must not be labeled as Champagne. Many French Champagne houses have California branches. Moet et Chandon has Domaine Chandon, G.H.Mumm has Mumm Napa, Roederer has Roederer Estate, Taittinger has Domaine Carneros Taittinger. However, nothing in the world tastes like true French Champagne. It is attributed to “terroir” which strictly translated means the land. Loosely translated, terrior is a sense of place encompassing geography, geology and climate. Even though these many French Champagne houses have American branches, nothing compares to the yeasty, nuttiness of true Champagne. When we visited Champagne several years ago, we stayed in Reims, the largest city. Rheims, as it is also known in English, is a throbbing metropolis with a vibrant night life in the middle of an
agricultural area. It is a great place to stay and then take the train (or a taxi since France was having another of their constant strikes) to Epernay where many of the major Champagne houses are located. Driving through Champagne, we were surprised at how many wineries there were, finding out later that there are over 16,000 producers albeit some are very tiny. We happened to stop at one which turned out to be a teaching venue. The students were delighted that we stopped which allowed them to open bottles for tasting. My husband speaks passable German which didn’t help but we communicated well with hand motions and the students’ small knowledge of English. Mercer Island High School girls swim captain Caitlin Cox, signed a national letter of intent to attend California Polytechnic State University in San Luis Obispo, Calif. Cox was among 13 swimmers and one diver to sign letters of intent with Cal Poly, Mustang head coach Tom Milich and Cal Poly director of athletics Don Oberhelman announced Tuesday, Nov. 26. “She’ll definitely help us significantly,” Milich said in a press release. “Between she and [fellow recruit] Breanna Tran, they definitely add depth in the backstroke, and both of them can help us in the medley relays.” Cox, a senior, recent-

For Michelle Perry, youth sports are nothing new. A Newport Hills resident and mother of two boys, ages 14 and 11, Perry has been on the athletic circuit for years with her sons in various sports. When the two added water polo to the list, Perry was unsure what awaited them in the pool. But after watching them practice and play under the instruction of John Jacobson, she was quickly sold. “He gave them immediate feedback and pointers,” she said. “Then threw them

Northwest Water Polo Club is the name of the new club he is bringing to the Eastside, and one he hopes to expand in the coming years as the game continues to grow outside of Bellevue and Mercer Island, where it is most popular currently. “It was awesome, a wonderful experience,” he said of his time with Rain City. “We grew a lot in the span of two and a half years.” Jacobson took on the task of growing Rain City after coaching youth teams and serving as graduate assistant for California Lutheran University and playing at Whittier. POLO | FROM 13 two years ago and saw that number swell to nearly 150 last season. That growth was due in large part to specialized programs for youngsters and Masters, including a team that made Nationals, something Jacobson said he hopes to duplicate at NWPC. Using water polo as a method of cross-training for various other sports was another attraction for prep athletes, and Jacobson said taking the enthusiasm for water polo to Issaquah, Sammamish and other areas around the Eastside is another key focus going forward. “We had kids who did swim team and soccer, or lacrosse and football,” he said. “You get to apply those skills in a different setting.” Evan Kaseguma, a former board member and coach at Rain City, said Jacobson’s passion for the game will be missed by his former club. “He wants the best for all of his athletes,” said Kaseguma, who also coaches the Bellevue High School teams. While his passion for the game and focus on his
athletes was a keystone for Jacobson at Rain City, it was far from his only distinguishing quality. Rain City saw one of its players earn national recognition in the pool when George French, a senior at Bellevue, was named to the regional Olympic Development squad. But even with several of its high school players helping Bellevue to three consecutive state titles, Jacobson said the key to the success of was integrating players of all age and ability levels. “We didn’t have a lot of programming centered towards younger kids,” he said. “When we got those started we saw a lot of growth.” The club will offer teams for high school aged boys and girls, as well as a coed program for middle schoolers and athletes as young as eight years old. Perry said for her sons, the enjoyment of learning a new sport and excelling under Jacobson’s coaching has been more than enough to keep them interested. “If you can swim, you can play water polo,” she said. “They came so far in a year, it was phenomenal.”
