Mirroring the trend of the County as a whole, just under half of the more than 17,500 eligible Island voters or 9,600 people, cast their ballots in the Nov. 5 General Election. Nearly a third of those who did vote, skipped voting for candidates for Mercer Island City Council. In the two contested City Council races, Positions 2 and 6, just 6,800 voters, or about 70 percent of those who voted, chose to
votes — a difference of 975 votes. There were 9 votes for write-in candidates for Pos. 2. In the race for Pos. 6, between, Rich Erwin and Benson Wong, a total of 7,400 votes were cast with the majority or 4,900 going to Wong. King County Metro has proposed big changes in its service next year, due to high operating costs and low ridership on many routes thoughout its system. Changes on Mercer Island include the elimination of Route 202 that stops on S.E. 24th Street at the Park and Ride at the United Methodist Church. Beginning Wednesday Islanders will receive a survey that if filled out, will demonstrate the importance that I-90 has in their everyday lives. The Washington State Department of Transportation is mailing
out a survey to all Mercer Island residents and business owners asking about their use of Interstate 90. Starting Nov. 13, the survey will arrive in the mail. As part of this survey, residents will be asked to complete a week-long travel journal by recording their trips across the I-90 bridges from Sunday, Nov. 17 through Saturday, Nov. 23. Data collected from the survey will help inform WSDOT of the potential effects different I-90 tolling options between Seattle and Bellevue could have on Mercer Island residents and
businesses. For more see the sample below. WSDOT is considering tolling options that could give Mercer Island a free or discounted trip on and off the island. All survey responses are anonymous and require no identifying personal information. Returned surveys should be postmarked by Tuesday, Nov. 26. The City encourages all residents and business owners to participate in this project. Visit the DOT’s I-90 tolling website for more details.

Hundreds ate, mingled and danced in colorful garb Saturday night at the Mercer Island Presbyterian Church. It was a celebration of Diwali, the festival of lights, which this year fell on Nov. 3. “It’s the triumph of good over evil,” explained Shaarika Kaul, dressed in a sapphire gown. The Mercer Island High School student had earlier that evening performed her own rendition of a Bollywood dance. Diwali is for India what Christmas is for America. The Hindu festival is celebrated almost universally in India, where the five-day jubilee signals the beginning of the holiday season. There are different legends pointing to the origin of Diwali, which
translates roughly into “row of lights.” In one, many years ago a prince named Shri Ram was exiled from his father’s kingdom. In the 14 years he was away, his wife was kidnapped by an evil demon king. To rescue her, Shri Ram w a g e d war. Upon his safe return, the people of Ayodhaya decorated their h o m e s and city w i t h diyas, or oil lamps. Throughout the church dining hall, paper cutouts of the lamps dotted the walls, wicks jutting from small clay bowls. Specific customs depend on the region but several traditions anchor the festival, like puja, a prayer followed by the lighting of diyas. Families clean their homes and yards, decorating

entrances and walls with rangoli patterns and garlands of marigold. “A lot of Indian customs are synonymous with life,” explained Vaishali Kukreja, a member of the Mercer Island South Asian Community (MISAC), which coordinate d S a t u r d a y ’s festivities. “Like a spring cleaning, you clean out your home and pray to the goddess of wealth with the hope that she will come and give you prosperity.” MISAC began hosting the Island’s own Diwali six years ago with the hope of engaging Eastside families and incorporating kids into a tradition they may not otherwise grow up with stateside. Public hearing set for Island parks and recreation plan update The City of Mercer Island is updating its parks and recreation comprehensive plan, which was last revised in 2007. The new plan will include six years of potential projects that anticipate the community’s needs, stretch limited public funds, and fulfill legal obligations. A draft of the plan is available on the City of Mercer Island website. The City is seeking input from the public through its website and at a public hearing scheduled for Monday, Dec. 2 during the regular City Council meeting. Mercer Island has very defined boundaries and virtually no remaining undeveloped land. With limited opportunities to expand on existing parks and open spaces, emphasis in the future will be on maintaining current facilities and landscapes, as well as adapting facilities and programs to meet the changing needs of the city’s residents. The current planning effort is focused on the following tasks: Updating the 2007 plan’s demographic, historical, inventory and analysis data; Developing a more accurate picture of facilities’ lifecycles to gauge future repair and renovation needs; Conducting a survey of the trail infrastructure that Parks and Recreation now maintains; Adding a new sustainability component to the plan to enable City
Council to implement its Sustainability Policy. A parks and recreation plan is a standard tool employed by municipalities across Washington as part of comprehensive planning, and the city has used one to guide park development since 1963. It is also the first step toward accurate financial planning of capital projects. The plan does not replace the city’s normal budget process, but it does provide supplemental information to help council form future biennial budgets, and an approved plan makes the City eligible for grant and donation funding for capital projects. Newly-expanded online portal streamlines city permit process Developed by the eCityGov Alliance, which was formed in 2001 as an inter-local agency with web-based services, MyBuildingPermit.com allows for fewer trips to government offices, paper files and a more flexible review process. “It is very exciting to be part of the new wave of plan review. The whole idea of online review is a win-win,” said Valerie Graber, a mechanical plans examiner for Bellevue. “Everything is at the reviewer’s fingertips to help in the review of an application – our digital code books, associated permits, archived plans, manufacturer’s information and more...We are able to work with clients in a more team-like environment.”

Legislators to discuss funding for mental health services tonight A total of 43,929 people received mental health services and 9,249 received outpatient substance abuse treatment in King County last year. The King County Community Legislative Forum on Issues for Mental Health and Substance Abuse in 2014 is between 6:30-8:30 p.m.; Wednesday, Nov. 13, at Town Hall, 1119 Eighth Avenue, Seattle.
Fred Jarrett will provide opening remarks. Over 20 state legislators and more than 400 community members are expected to attend. King County legislators and members of the community will come together tonight in Seattle to discuss the upcoming 2014 legislative session and the need to ensure critical state and federal funding for mental health and substance abuse treatment services. Preserving critical treatment with adequate funding tops the list of King County social service priorities. The program will feature the personal stories of people in recovery from addiction or mental illness, thanks to the treatment services they received. A roundtable discussion with state legislators will close the program. The forum will be moderated by radio host Neil Scott of Recovery Coast to Coast (Clear Channel AM 850), a show focused on addiction and mental illness treatment and recovery. The annual forum, now in its 17th year, is co-sponsored by the King County Alcoholism and Substance Abuse Board, the King County Mental Health Board, the King County Community Organizing Board, and the local chapters of the National Alliance on Mental Illness (NAMI) – NAMI Eastside, NAMI Greater Seattle, and NAMI South King County. State Natural Resources Board acts to preserve forestland in I-90 corridor At its regular monthly public meeting Tuesday, the Board of Natural Resources authorized funds for the purchase of a 105.7-acre parcel in eastern King County that will preclude its commercial development. The $1.26 million purchase of the property, known as Echo Lake, from a group of private sellers effectively prevents nonforest-related development there. The site, which borders the Raging River State Forest managed by the Washington State Department of Natural Resources (DNR), is currently approved for 10 home sites. “This acquisition will preserve vital working forestland, while enhancing stream and wildlife protection in the I-90 corridor,” said Commissioner of Public Lands Peter Goldmark. DNR will manage the parcel to protect stream and forest habitat for fish and wildlife, while producing sustainable long-term income to the Common School Trust, which funds public school construction statewide.

Sleep deprived drivers can kill S
even years ago, I sped across the I-90 Bridge to Harborview Medical Center. As I did, I begged for God to take my life, “Take Me instead. Not Her!” Fifteen minutes before, my wife Mary Beth and I had received the phone call that every parent dreads. Our seventeen-year old daughter Mora was in the emergency room at Harborview Medical Center. All we knew was that she had been in a terrible car accident, and that her condition was critical. Like any parent, I bargained and begged aloud for God to spare the life of my child. We found out soon afterward, the accident was caused by the driver of the car she was riding in, who fell asleep at the wheel. That day and the months and yes, the years that followed, have led in part to the proclamation by Governor Jay Inslee that Nov. 11-17 is Washington State Drowsy Driving Prevention Week. We can’t think of a better way to get our story — and those of others harmed by a sleepy driver out in front of the public. Since those dark days, I’ve told our story about drowsy driving - over and over again. And I will continue to do so until people take drowsy driving seriously. That frantic trip across I-90 was just one of the moments from that harrowing time that are seared in to my psyche. Memories of terrible moments like that are what push my family and I in our mission to talk about the dangers of drowsy driving: The sadness in the doctor’s eyes three days later as she took my wife and I over to a private corner after the morning consult was over. She told us that the trauma team was very disheartened. After being in a coma for three days, Mora’s brain was not showing any signs of response, and

Decreasing City taxes will enable Islanders to better absorb the School Bond and School O&M Levy tax increases scheduled for a February vote. Between the $785,000 General Fund surplus and the increase in Building, Permitting and Planning Taxes, the Council can improve the Island's affordability by lowering property taxes. Helping families with lower property taxes make it more probable our citizens will pass the School Construction Bond and the School O&M Levy scheduled for vote in just four short months. No doubt there are already designs or commitments for this money. But using this money to lower property taxes in this pre-dominantly single family community is the right policy to improve the Island’s affordability and Islanders’ quality of life. As part of the 2nd Quarter 2013 Financial Status Report, which I presented to the Council on September 3, I projected that the General Fund would have at least a $785,000 revenue surplus in 2013. This projected revenue surplus is wholly attributable to stronger than expected development activity on the Island, which has resulted in higher than projected construction-related sales tax revenue and development permit fees. This is a temporary revenue bump, not an ongoing increase. As a result, I won’t be recommending that it be used to fund ongoing operating costs in 2014, which is what would happen if the Council opted to correspondingly reduce its 2014 property tax levy by $785,000. Rather, I will be recommending that the temporary 2013 revenue surplus be used primarily to replenish or build various reserves toward target levels (e.g. City’s Rainy Day Fund) and to fund various capital project needs. This has been the City’s long-standing financial practice. There are two notable examples of how this approach has helped the city. In 2004, it enabled us to accumulate one-time funding for the construction of the Mercer Island Community and Events Center, thereby reducing the amount of debt the City needed to issue. Next the approach allowed the city to accumulate one-time funding for the Long-Term Care Reserve for Police and Fire LEOFF I (Union) retirees. Regarding the LongTerm Care Reserve, I should mention that it is only partially funded, with an actuarially estimated liability of $4.08 million versus a $1.04 million cash balance as of the end of 2012.

CAR PROWL: A vehicle was stolen from the front of a residence in the 8500 block of 79th Pl. When it was stolen, it was locked, the windows were rolled up and the keys accounted for. It was later found a block away with the driver’s side door unlocked, the window rolled down and the trunk rifled through. Only a 12-pack of Coca Cola had been stolen. CAR PROWL: About $500 in sports equipment was stolen from an unlocked vehicle in the 8500 block of 79th Pl., Friday night and not reported until

DUI: Police responded to a Mercer Island driver reportedly stuck in a ditch in the 4400 block of 86th Ave S.E. When questioned, he admitted to drinking and was found to have a BAC of .257/.248. He was later released to his wife. HARASSMENT: A Mercer Island man reported being threatened with bodily harm over online message boards. The suspect was identified as the current boyfriend of the victim’s ex-girlfriend.

A report from the Washington State Patrol, says that Peter E. Kern allegedly fled from troopers while speeding at 150 mph in the eastbound express lanes of I-90 around 11:30 p.m. with a passenger, 36-year-old Issaquah resident, Kristine L. Espindola. Kern, driving his 2013 Porsche Panamera, exited onto Island Crest Way in Mercer Island where police report he lost control

The luxury vehicle, valued at $79,000 or more, was totalled. The Bellevue man and his passenger were transported to Overlake Medical Center. Kern was arrested and is facing DUI, reckless driving and vehicular assault charges.

Carolyn Grant Lewis - Beloved wife, mother, and grandmother passed away peacefully on October 23, 2013. Carolyn Olive Grant was born January 22, 1931 in Hackensack, New Jersey to Stanley Otto Grant, a carpenter and builder, and Edna Randall Grant, a first grade teacher. After school, in her hometown of Ridgefield Park, New Jersey, Carolyn attended West Virginia Wesleyan College with a major in Economics and minors in Chemistry and Physical Education. Carolyn met Leroy Luther Lewis Jr. after college, while working at General Motors, and they were married in June of 1956. Carolyn’s sons were both born in Pittsburgh, PA, Leroy III in 1957 and Paul in 1959. Lee, Carolyn, and the boys moved to Wilmington, Delaware in 1959 and then to a small farm in Upperco, Maryland in 1964 where they lived until 1979. Carolyn raised the boys and worked as an H&R Block tax preparer while Lee worked as head trust officer for Maryland National Bank. For many of those years Carolyn served as the head of the Women’s Association for the Baltimore Symphony Orchestra organizing many “Show House” fundraising events, and was instrumental in the creation of the Meyerhoff Symphony Hall. Carolyn was awarded a Congressional Commendation for outstanding community service to the people of Baltimore by Clarence D. Long in 1978. Carolyn tended a large garden and orchard at the farm in Upperco. She was active in sports; playing tennis, coaching girl’s basketball, and horseback riding. Carolyn had a horse of her own, a Pasafino named “Rosie”, whom she adored and rode for many years. The family spent summers boating on the Chesapeake Bay, at Lake Wallenpaupack, PA, and on the eastern shore of Maryland. Always supporting her husband, when Lee accepted a position at Seattle Trust in 1979; Carolyn moved permanently from Maryland to Mercer Island with Lee Jr., son Paul, and horse Rosie. Leroy III moved to the NW shortly after college. Carolyn became involved with the Seattle Symphony Orchestra, worked for the Washington State University Small Business Development Center in Seattle, as a financial analyst, as a tax preparer, and became a Certified Financial Planner. Carolyn was an active member with leadership roles in the Women’s University Club and Insider’s Investment Club for many years. Carolyn has served in leadership positions in a variety of volunteer organizations on both east

and west coasts; sitting on both local and national boards primarily symphony related. Carolyn was a longtime Seattle Symphony Orchestra Board member, volunteer, and ardent supporter. She joined the SSO Board in 1980 and served a total of 26 years before being elected a Lifetime Director in 2008. During those years Carolyn wore many Symphony hats, and was involved with Soundbridge, Holiday Musical Salute, Sympatico, Crescendo, Musical Legacy Society, and the Seattle Symphony Volunteers, in addition to her duties as a Board member. Carolyn loved music and performance of all kinds attending many seasons of The Seattle Symphony and events at the Seattle Opera, Fifth Avenue Theater, and the Seattle Repertory Theater. She also loved the music of Willie Nelson and Kenny G. Boating and travel were passions for Carolyn and Lee. They cruised the waters of Puget Sound, the islands of Northwest Washington and western British Colombia on their boats, and travelled to many countries throughout the world. In June 2006, Carolyn and Lee celebrated their 50th wedding anniversary with friends and family at gatherings on both west and east coasts. Carolyn’s husband for over 56 years, Leroy Luther Lewis Jr., passed away on January 17, 2013. Carolyn was a person of deep faith, an active member of Bellevue Presbyterian Church, and “The Women at the Well” bible study and support group.The 23rd Psalm was her guiding light. Carolyn is survived by her sons Leroy Lewis III and Paul Lewis, her daughter-in law Betty Hames-Lewis, and her grandson Grant Daniel Lewis. Magdalene Hedwig Dreyer
Magdalene Hedwig Dreyer, née Fresenius, was born on January 28, 1916 in Mainz, Germany. She spent her childhood in the town of Burg bei Magdeburg where her father served for many years as Lutheran pastor. After her marriage to Roy C. Dreyer in 1938, she settled in Schleswig-Holstein, his homeland, where they raised two children, Gesine and Ocke, during the war years. In 1950, the family immigrated to the United States, residing briefly in Chicago before moving to Bellingham. During their long American sojourn, they lived in different cities, including Cleveland and Pittsburg, but always returned to the Northwest, especially Seattle, their favored place of residence. From 1976, they lived in a historic cottage on Mercer Island in a neighborhood once known as East Seattle. Magdalene never had acquaintances or contacts, only friends, wherever she lived, but especially in East Seattle. Some years after the death of her husband, Magdalene became an affectionate friend and traveling companion of her neighbor, Elliot Marple. Besides traveling to France, Germany, Greece, and Turkey, Magdalene and Elliot spent many happy days wandering the byways of northwest Washington, until separated by his death in 2001. Magdalene passed away at her home on October 30, 2013. She is survived by her son and daughter, her grandchildren, Natania, Elena, Lynette, William, and Karie, and five great-grandchildren. A commemoration will be held for friends later in the year. In lieu of flowers, memorial donations would be gratefully appreciated. The latest data reported by the Northwest Multiple Listing Service, shows that the median price of all homes sold on the market last month jumped by more than 25 percent over October a year ago. The median final price of the 31 single family homes that closed last month reached $1.125 million, up to nearly 27 percent over a year ago. Just four Island condominiums sales were finalized last month. The median price for those units was $333,000, double the median sale amount of a year ago. The number of condos in the final sale process remained flat over a year ago at seven. The number of single family homes where the sale is in process but not yet final, was down by 20 percent over a year
earlier with just 19 homes. The inventory of single family homes on the market before Halloween was up more than ten percent last month to 105, with condos remaining in single digits. These levels are still below the numbers of homes available here over the past few years. More inventory is still needed to meet demand, suggested Dick Beeson, principal managing broker at RE/MAX Professionals and a past chairman of the Northwest MLS board of
directors. Three counties – King, Pierce and Snohomish – have less than three months of (housing) supply, well below the 4-to-6 month level that is generally considered to be an indicator of a balanced market, Beeson said. “It still looks like a potential housing shortage in Puget Sound come 2015 if building doesn’t increase,” he added.

And Grover estimates that the majority of MISAC members are from the Island. The event went late into the night. South-end Fire Station to break ground by end of month Reporter Staff
On Nov. 18 City Council will be opening and awarding a bid for Mercer Island's South end fire station. The building was constructed in 1961, intended then only as a
temporary location. At the time, MI was still a part of the King County Fire District and initially housed two engines and living quarters for three firefighters upstairs. When the city of Mercer Island first approached Kenton Pies about designing and building a new dragon statue for Deane’s Children Park, he wasted no time, immediately setting to work on a clay model. Flipping through books provided inspiration

and when the city formally decided to rebuild the structure, instead of retouching it for $30,000, the 81-year-old artist happily left retirement for the project. “When I first did this [it] was something creative to do. I didn’t have any idea of how popular it would be, or how universal it would become,”
said Pies, taking a break from the assembly of the dragon one afternoon last week. “I don’t think I even knew over the years, that this was called the dragon park.” Pies worked sideby-side with his assistant, Derek Von Heeder almost daily for eight weeks. Dozens of phone calls and emails were

Over the weekend an acid-based paint was applied. “So many people have reacted to it,” said Pies. “Even since we’ve been working on it, people have come up to the fence and will wave.” Pies was first recruited for the project in 1965,
in the early days of his artist career. Back then the park wasn’t owned by the city of Mercer Island and when MI staff first considered replacing the structure, they couldn’t find records of his work. Only his name, scrawled in all caps at the base of the dragon head hinted at the sculptor’s identity. In 2005 Pies moved to Montana. He continued his artistic career, but branched off into other
mediums. A portfolio filled with photographs reveals elaborate entryways, wood carvings and paintings of the Montana landscape. Pies recently launched plans for an arts center near his home. Though pulling up brochures of his work, and thumbing through photos, it’s clear he’s kept himself busy. “This is more than just a play structure,” said Amber Britton, project manager with Mercer Island Parks and Recreation. “This is a piece of art.” The city is paying $60,000 for the new dragon, which is paid for by MI’s 1% for the Arts Fund. Of that sum, Pies will pay $7,000 in taxes and admits between
material, labor and transportation, he’s not likely to make much of a profit. “But to think of all the kids that will play on this, that is much more satisfying than even what I’d done before,” says the artist. “People have been bringing their grandkids here for years, have played on it as children,” says Britton, “even people that don’t live on the island. There are so many people connected to it.” A ribbon cutting ceremony will be held at Deane’s Children Park on Nov. 16 at 2 p.m. All are invited.

The Mercer Island girls swim and dive team captured the SeaKing District 2 championship Saturday, Nov. 9. Mercer Island won with a team score of 263. Bainbridge finished second with a score of 231, followed by Lakeside at 218. There were plenty of Islander highlights throughout the meet, beginning with the Islanders placing second in the 200 yard medley relay behind their relay team of Caitlin Cox, Sabrina Kwan, Sofija Raisys and Alex Seidel. Bainbridge took first with a time of 1:49.82. In the 200 yard freestyle, Maeve Murdoch finished fifth with a time of 1:59.13. Leah Fisk placed seventh and Audrey Hixon finished ninth. For the 200 yard individual medley, Emily Olsen finished eighth, while Esther Choe finished 11th. Sabrina Kwan finished seventh in the 50 yard freestyle, while Heather Robinson finished 10th, Rachel Hecker 11th. In the one meter diving competition, Hadley Michaels placed fourth with a score of 316.95. Emily Lightfoot placed eighth, and Kayla Varney placed ninth. Islanders fall to Bonney Lake
MIHS girls soccer season ends at Liberty

Mercer Island traveled to Sunset Chev Stadium in Sumner for Saturday’s 3A District matchup with Bonney Lake High School. But after a spirited first half, the Islanders fell to the Bonney Lake Panthers 44-20. Trailing 7-0 in the second quarter, the Islanders tied the game on Alfonso Gonzalez’s 10-yard touchdown pass to Alex Bell. The Panthers responded, scoring on touchdown runs of 76 yards and 32 yards from Robert Combs. The Islanders struck back on a 32-yard touchdown run by Gonzalez, cutting the deficit to 21-14 heading into halftime. But in the third quarter, it was all Bonney Lake. Touchdown runs from Combs and Ethan McElderry put the Panthers ahead 38-14. Mercer Island responded in the fourth quarter with a 66-yard touchdown pass from Gonzalez to Kalen Hopkins. But the Panthers sealed the win with another touchdown run from Combs to eliminate the Islanders.

Amidst the rain and wind, the Mercer Island girls soccer team battled the Liberty High School Patriots Thursday, Nov. 7. Despite a showing of solid defense, the Patriots prevailed over the Islanders 1-0. The loss ended the Islanders’ season. “I’m so proud of this team,” said Coach Terry Ryan. “They gave everything. To go on the road and deal with the weather, I thought they were awesome. They tuned the weather out, they just went out and played their hearts out. That’s all a coach can ask for.” It was another defensive battle in the first half for
the Islanders, with both teams heading into halftime scoreless. Senior Jacquelyn Anderson scored for Liberty in the second half to put the Patriots ahead 1-0, and they never looked back. It was the second matchup between the two teams in a week, with the Islanders prevailing in the previous matchup 3-2. Ryan said he believed the Islanders played better in Thursday’s loss than in their previous 3-2 victory over the Patriots. Ryan praised Liberty’s team while also praising Mercer Island’s back line, pointing out that after beating Interlake 4-0 in their previous matchup, Liberty managed only one goal against the Islanders. “We had one defensive
lapse and they scored,” said Ryan. “We played well enough to win and didn’t get that break.” The Islanders finished 8-3-3 in the 3A/2A KingCo conference, behind Bellevue and Liberty for third place, and 11-53 overall on the season. Senior Kiana Chang was selected to the 2013 3A/2A KingCo All-Conference First Team, while senior Suri Johnson was selected to the All-Conference Second Team. Michele Day, Katie Rorem, Jamie Mounger and Hayley Snyder garnered All-Conference honorable mention. Mercer Island head coach Terry Ryan was selected as the 3A/2A KingCo Conference Coach of the Year.

21 musicians tapped for ‘All State Band” Twenty-one Mercer Island High School band students were selected from a pool of applicants from around the state to perform with one of the Washington All-State Honor groups. They will represent MIHS in Yakima, at the Washington Music Educators Association state conference in February. The students submitted audition tapes and were selected in a blind audition. This is the largest number of Mercer Island band students ever to be selected to participate in one year.
