Hospital folks begin planning expansion By Nathan Whalen Staff reporter

Now that voters have spoken, hospital officials are beginning to plan the expansion of Whidbey General’s Coupeville campus. Voters appear to have approved a $50-million bond proposal that will fund construction of a new wing at the publicly owned hospital. As of Nov. 7, 13,063 Whidbey Island voters approved the bond while 8,169 voters rejected it, which is above the 60 percent supermajority needed to pass. With the bond passing, hospital officials are starting to plan for the new wing. Spokeswoman Trish Rose said no timelines have been set yet. “We haven’t done any of the detail planning,” Rose said before Monday’s hospital board meeting. “We didn’t want to until the bond had passed.” The hospital’s building committee will meet later in November to examine regulations and go over possible building methods before forwarding a recommendation to the hospital board of commissioners. Once the construction method is decided, then the project will go out to bid. Hospital officials needed the bond to finance construction of a new wing that will be located on the south end of the hospital’s Coupeville campus. The new, 31,000-squarefoot wing will include single-patient rooms along with additional space to accommodate future growth. A new parking lot will be built to replace the one that is lost with the addition of the new wing. The current patient wing will be modified for clinic space for hospital services. The Nov. 5 election marked the second time Whidbey General leaders asked voters to approve bonds to pay for expansion. In 2011, it failed to top the 60 percent supermajority needed for approval. This time around, however, the hospital benefited with the help from the Friends of Whidbey General Hospital, a volunteer group tasked with promoting the bond. The volunteers focused their efforts on the north end of the island. The volunteers’ work seemed to have been fruitful. The majority of precincts on the north end of Whidbey saw more than 50

Coupeville hosts veterans recognition By Nathan Whalen Staff Reporter

Dozens of patriotic residents took some time Monday to honor the men and women who served this country. The Town of Coupeville organized a Veterans Day recognition ceremony late Monday morning for veterans of every branch of the armed forces. Taking place at the Veterans Memorial located at the Island County campus, veterans from each branch unfurled a flag while members of the Shifty Sailors sang each branch’s song. “Veteran’s Day was originally established in recognition of the end of ‘The Great War,’ World War I,” Coupeville Mayor Nancy Conard said during the ceremony. “Fighting ceased in that war at the 11th hour, on the 11th day of the 11th month. Regrettably, additional wars and conflicts occurred after World War I.” Conard also took time to mention the background of each of the veterans unfurling flags. • Lt. Col. James Puhr, U.S. Army: Puhr served in the Army from 1951 to 1971. His career included tours of duty consisted of Germany, Korea and Vietnam. He was awarded the Air Medal, the Bronze Star and the Legion of Merit.

• Lt. Col. David Sullivan, U.S. Marine Corps: Sullivan served in active duty in the U.S. Marine Corps from January 1966 to January 1970. Serving as a captain, he was posted in Vietnam working as a Vietnamese language, pacification and intelligence officer. He served in the reserve until retiring in 1993. • Capt. Jill Usher, U.S. Navy: Usher served as a line officer from 1972 to 1988. She served in Washington DC; Conterey, Calif; Seattle; and Barbados, West Indies. Prior to her retirement, she was assigned to San Diego where she oversaw Navy housing. • Col. William Bradkin, U.S. Air Force: Bradkin served in the air force from 1956 to 1959 and the reserve from 1960 to 1988. His active-duty assignments in the Central Pacific and his reserve assignments included deployments to Germany, Korea and numerous stateside locations.

• Capt. Richard Collins, U.S. Coast Guard: Collins graduated from the Coast Guard Academy in 1957 and served until 1986. He served on a cutter and commanded a Coast Guard station in the Philippines. His later assignments included posts in San Francisco, Seattle and St. Louis. • Ken Bishop representing John Moon, Merchant Marine: Moon in 1944 entered the Merchant Marine at the age of 16. He served on Liberty Ships that ventured throughout the South Pacific during World War II. Following the war, he enlisted in the Navy. • Dick Johnson, representing Bill Ethridge, unfurled the POW/MIA flag: Johnson is a veteran of the United States Army and he is a representative of the Disabled American Veterans, which is also the custodian of the memorial. Ethridge wasn’t able to attend the

The group opposing flight operations at the U.S. Navy’s Outlying Field Coupeville will hold a meeting on Central Whidbey later this month. Citizens for Ebey’s Reserve said it will be focusing on jet noise and its effect on public health. The meeting is 4:30-6:30 p.m. Tuesday, Nov. 19, at the Coupeville Recreation Hall, 901 N.W. Alexander St. According to a news release issued by COER, University of Washington experts will be making presentations about the effect of jet noise on “children and human health in general.” “This free educational forum, specifically prepared for this event, is for anyone interested in scientific studies regarding the growing concern for how jet noise impacts our health,” the group said in its news release. Featured speakers will include Karen Bowman, Dr. Catherine Karr and Nancy Beaudet. Bowman is a registered nurse, an environmental health specialist and a member of the Washington State Nurses Association. Karr is a pediatrician with a doctoral degree in epidemiology and master’s degree in environmental health/toxicology. She is also the director of the Northwest Pediatric Envi-

ronmental Health Specialty Unit. Beaudet is an exposure scientist for the Northwest Pediatric Environmental Health Specialty Unit and the University of Washington Occupational and Environmental Medicine Clinic. Beaudet investigates chemical, physical and biological exposure, and has extensive experience conducting compliance inspections for the Occupational Safety and Health Administration and the Washington State Department of Labor and Industries. “The more studies that are completed, the stronger the links seem to become between jet noise and adverse cardiac impacts,” she said. Paula Spina, speaking on behalf of the group, said it is not their intent to press any kind of agenda or message. It is the group’s hope, she said, that those reviewing the information will join the experts in looking critically and scientifically at the effects of jet noise. “We did not give them any marching orders as to what to find or how to do their jobs,” Spina said. “If they had come back to us and said that there were no adverse impacts we would have accepted that finding.” Spina said this event is not intended to be a forum for debate or argument, but strictly an informational session. “I would hope everybody that could, would attend this meeting and get the facts concerning how noise affects health.”

Percentages in Oak Harbor precincts ranged from 57 percent to 76.5 percent approval. The approval rate in North Whidbey precincts ranged from 41.5 percent to 58.79 percent. As of Nov. 7, the Island County Auditor’s Office received 21,232 votes for the bond. With the bond’s approval, property owners will pay approximately 32 cents per $1,000 assessed property value for 25 years. The owner of a $250,000 home will pay approximately $81. Rose said volunteers are busy picking up promotional signs, which will be recycled.

He was a bombardier in a B-17 that was shot down in Germany during World War II. Ethridge, along with other crew members, spent the remainder of the war in POW camps. He wrote a book about is experiences and he also advocated for the county veterans memorial. Andy Walker, a member of the Shifty Sailors, sang the Star Spangled Banner at the start of the ceremony and the crowd joined in a rousing rendition of God Bless America at the conclusion of the ceremony. Coupeville’s veteran’s recognition was one of several events taking place to recognize the holiday on the island.

Voters smart to pass Whidbey General bond While results haven’t yet been certified, last week voters seemingly approved a $50 million bond for Whidbey General Hospital to upgrade and expand its facility. Megan Hansen While some opSome perspective posed the passing of the bond, speaking out against a property tax increase that would cost homeowners 32 cents per $1,000 assessed property value, the project will also help boost our local economy. Really that equates to $81 for a person who owns a home valued at $250,000. Not only will the bond bring much needed improvements to the dated hospital, but it will bring wages and tax dollars back into our local economy. Taxes from the project will make way back into town coffers and can then be used for additional projects or needs in the community. It’s a win-win. Whidbey voters were smart in approving this bond and hopefully we will start seeing action on the project soon. The new facility will bring a new 31,000-square-foot wing including, single-patient rooms. The new facility will be current with current hospital regulations. It’s something residents on Whidbey deserve. Hospital spokeswoman Trish Rose said none of the detailed planning is in place yet, but a building committee will be meeting later this month. Hospital CEO Tom Tomasino wrote in a letter to the editor this week that staff promises to wisely invest our tax dollars and keep us informed and engaged in the process as much as possible. With a project this size, we can’t expect not to be impacted by the project to some degree like traffic impacts. As hospital officials move forward with plans, I think communication with the public will be key. Promise to be good financial stewards Editor, Last week, the Whidbey General Hospital bond was approved with 61.53 percent of the vote. Support was widespread up and down the island—the bond received majority approval in 33 out of 37 precincts and in several precincts, it garnered more than 75 percent. Sincere thanks to the many bond supporters, particularly the Friends of Whidbey General Hospital, who worked hard to educate the public and spread awareness of this measure. To pass, the bond needed a supermajority of 60 percent, which is a challenging goal to obtain. It’s hard to raise taxes, and it should be. Bond approval is an enormous vote

of confidence and trust. As CEO of this hospital, I assure the taxpayers of Whidbey Island that we take this responsibility very, very seriously. Our promise to you, the community we serve, is to wisely invest your tax dollars to build not only a state-of-the-art facility, but also a healthier future for Whidbey Island. Homebuyers should heed discloser advise Editor, I would like to comment on Pat Smith’s letter to the Oct. 17 Whidbey Examiner, titled “Noise Disclosure Part of the OLF Problem.” To some, especially those who have purchased homes near the OLF, it may seem as if the noise disclosure did an inadequate job of informing them about the noise. In my view, the document achieves its purpose. It warns potential buyers of jet noise near OLF. After being so warned, it is up to the homebuyer to apply due diligence to the situation. A prudent home -buyer has many highly effective tools available to help him make good choices.

Reuble

Raymond Charles “Ray” Reuble Raymond Charles “Ray” Reuble passed away peacefully on Oct. 28, 2013 after a brief battle with heart disease. He was born on Sept. 18, 1933 in Coupeville, Wash. to Gus and Marie (Tesch) Reuble. He graduated from Coupeville High School, class of 1952, and then became an International Farm Exchange student to New Zealand for nine months. He returned to the U.S. via a trip through Europe and then home on the Queen Mary. Following his time abroad, he attended Walla Walla College. Ray married the love of

his life, Dora Mehrer, on May 6, 1962 in Grandview, Wash. They settled on the family farm in Coupeville, Wash. and started their family. In 1971, other opportunities led them to relocate in Burlington, Wash., where Ray and Dora both began life long careers working at All West Select Sire. Ray was always active in his community, both in Coupeville and in Burlington. He was a board member of both the Coupeville School Board and the Island County Fair, as well as a member of the Lions Club and a Rotarian. Ray was also an avid 4-H supporter, participating as both a member and a leader for over 40 years. His involvement in the dairy industry led him to be a member of the Washington Holstein Association garnering him the title of “Mr. Holstien.” Ray retired from the dairy industry in 2003, allowing him to spend more time in the garden, and traveling with the family he loved. Ray had a beautiful lead voice and loved to sing barbershop. His passion for this music and the people he met through his involvement in the Barbershop Harmony Society gave him years of enjoyment.

He made life-long friends and created wonderful memories with his family in the over the 45 years he was involved. Ray is survived by his wife of more than 50 years, Dora Reuble, of Burlington; his daughter Tammy Reuble, of Mount Vernon; his daughter Pam Harvey, son-in-law John Harvey, granddaughter Carson and grandson Cooper, all of Edmonds; his older brother Karl (Sandy) Reuble of Bellingham; his younger brother Jerry Reuble of Mount Vernon; his brothers-in-law Morris (Dawn) Mehrer of Issaquah: Don (Shirley) Mehrer of Seattle and numerous nieces and nephews. Services will be held 2 p.m. on Friday, Nov. 1 at the Seventh Day Adventist Church in Burlington located at 800 Peacock Lane, Burlington, Wash. Wedding show puts Whidbey Island’s vendors on the map By Celeste Erickson Staff Reporter

Buses full of newlyweds, mothers and wedding and event enthusiasts toured the Coupeville area Saturday for the inaugural Weddings on Whidbey and Events Tour. The occasion featured more than 45 vendors ranging from the island’s premiere venues to catering services and wineries. Shuttle buses took 200 ticket holders to five locations across Central Whidbey where vendors showed off their best work. The tour began at the Crockett Barn in Coupeville followed by Willow Pond Lodge and Lakehouse, Ciao,

bayleaf and concluded at Garrison Hall at Fort Casey Inn. Each stop featured a handful of vendors for people to browse. Deborah Jacoby and her mother, Marilyn, attended the event for her upcoming Labor Day weekend wedding at Fireseed Catering. Jacoby, a Seattle resident, chose Whidbey because she wanted a destination wedding that was convenient for her guests. She also wanted to show off the area to her out-of-state visitors. “The island provides a nice representation of the Northwest,” she said. The tour gave her the opportunity to meet some of her current vendors, including

The toppers are also made for other special events and can include animals. Each topper takes between two to three weeks to create and costs start at $300. Heggenes has been making cake toppers for 10 years.

She said she enjoys working with such joyous people. “The best part is the happy occasion of a couple in love,” she said. Danielle Lafleur-Dutta of Dutta Photography in Everett said the tour had a good, relaxed vibe, which was different than past wedding shows she has attended. She said being at other shows is like trick-or-treating with the vendors. Here the crowd “ebbs and flows,” allowing her to enjoy more time with each person that comes to her table. Lafleur-Dutta said she often photographs weddings on Whidbey Island and the tour gave her a good opportunity to have more personal time with potential clients. Gloria Mickunas, owner of Whidbey Party Girls! and organizer of the event, said the first year of the tour was phenomenal. Mickunas is already planning next year’s tour showcasing venues on South Whidbey. She said the tour provided a lot of newlyweds meaningful communication with potential vendors. In a big wedding, it can be hard to engage and talk to vendors about the end product, she said. “(The tour) was a great day for Whidbey to get up to bat,” she said.

Hank Hanigan, chief operating officer at Whidbey General Hospital, will spend $50,000 to replace the linoleum in the clinic. Moisture from the

Despite her support for the utility, Price Johnson said the error was “unfortunate.” “I guess people can be happy they had a two-year break,” Price Johnson said. Johnson said that the computer program used to assess taxes and fees may not be the only issue. Those with tax exempt status who should have been charged the utility must be entered manually, she said. “It’s true to say it’s a software error,” Johnson said. “But you have to tell it what to do. This is definitely on the county’s side.” This is not the only problem discovered recently in the Island County Treasurer’s office. In October, the Washington State auditor’s office found that the office had been consistently behind in processing property tax supplements. Nunez said last month that the backlog was created due to lack of staffing and that they plan to be caught up by mid-2014.

Critics have said that the roughly $40 that appears on property tax statements is a fee that was not approved by the citizens. “I have never agreed with this utility,” said Commissioner Kelly Emerson. “This unfortunately will not gain support to eliminate the utility. I have tried that before.” However, Emerson suggested that at minimum the board should consider exempting agricultural land from the fee. Price Johnson pointed out those who are not assessed the fee by law cannot benefit from the fee, which pays for assistance with rural drainage systems and other water projects. She added the board may need to revisit what types of parcels could be exempt from the fee. “When we created it was to create designated programs that are, in my opinion, essential for the community,” Price Johnson said. “We also knew it wouldn’t be perfect so it may need to be modified.”

Administrators of the controversial clean water utility program discovered that more than 1,400 additional parcels will need to be assessed in 2014. Island County Treasurer Anna Maria Nunez, who has been out of the state for three months recently due to a family illness, told commissioners last week a computer glitch was to blame for the error. Properties designated as tax-exempt were not charged the utility fee, from which they are not exempt. The new parcels primarily comprise those in water districts and home owners associations, according to Public Works Director Bill Oakes. Nonprofits will also begin to be charged the fee. This includes churches, parks, tribal lands, fire and EMS plots, hospitals, senior centers, Island Transit locations, universities and veterans organizations. “We do apologize for the

error,” Nunez said. While the commissioners considered going back and assessing those parcels for more than $56,000 in additional revenue, they agreed to fix the problem moving forward and begin charging those parcels 2014. “I want people to know that we thought about it, but it makes no financial sense to go back to collect that now,” said Commissioner Jill Johnson. Johnson said the new fee may be a hardship on organizations who have already created their 2014 budgets. “This can be a game changer for those on small budgets,” Johnson said. The utility fee, adopted in late 2010 by the Island County Board of Commissioners, was created to address water quantity and quality concerns by generating revenue for surface and ground water programs. The program collected $1.46 million in 2012 and is estimated to collect roughly $1.5 million each year moving forward.

Jake Tumblin rushed for 315 yards, but it was the one yard he sacrificed that was the most memorable in Coupeville’s 54-0 win over visiting Chimacum Friday, Nov. 8, that brought a feelgood finish a frustrating season. That one yard went to Raymond Beiriger, a reserve senior running back, who scored his first career touchdown in his final game. Coupeville head coach Tony Maggio said his team had several goals heading into the game, including getting Beiriger a TD to reward him for his dedication to the program and getting Tumblin’s season rushing total to over 1,000 yards. With Coupeville comfortably ahead 33-0 late in the second quarter, Tumblin slalomed through the Cowboy defense for what appeared to be a 40-yard touchdown run. He, however, purposely slid to a stop at the 1-yard line

to give Beiriger a chance to score. Beiriger carried it in from there on the next play and his appreciative teammates carried him off the field on their shoulders. Getting Tumblin his 1,000 yards was a lofty wish. That meant the speedy senior would have to pile up more than 300 yards, a rare feat when a 100-yard game is considered an outstanding effort. With his blockers doing their part, Tumblin sealed the deal with his fourth touchdown of the game on his 23rd carry, a 65-yard scamper in the fourth quarter. Maggio said he “felt bad” for Chimacum by playing Tumblin late in a one-sided game: “They are like us – hurt really bad (with injuries). But it meant a lot to him.” The victory gave Coupeville four wins in nine games, far below the victory mark the Wolves hoped to accomplish this year. Coupeville began the sea-
