School board defends trips
Board removes Moore as president

The Federal Way School Board has defended its recent overseas trips as necessary for the district’s Global Learning Initiative. Last month’s trip to Europe, along with previous trips to China and other parts of Asia by Superintendent Rob Neu and board member Tony Moore, racked up nearly $100,000 in total costs. During the Oct. 15 board meeting, Neu explained the informational/data basis for the trips and the district’s Global Learning Initiative. Neu said that making sure students are internationally minded, with the skill sets to ensure success in the new global economy, is absolutely essential. The superintendent referenced a book called “Sixteen Trends, Their Profound Impact on Our Future.” The trends Neu highlighted included: • For the first time in history, the old will outnumber the young.
In a 3-2 vote, with the deciding vote coming from the man himself, Tony Moore was removed as the president of the Federal Way School board at the board’s Oct. Tony Moore 15 meeting. The other two votes in favor of Moore’s removal were Claire Wilson and Danny Peterson, with board members Ed Barney and Angela Griffin voting against Moore’s removal. Wilson was voted in unanimously as the new board president. Moore will remain an active member of the board. Moore said he felt that his ongoing legal troubles were likely to be a distraction to the district moving forward. Moore is accused of [ more MOORE, page 11 ]

After beating back cancer three times in her short life, 14-year-old Kajmere Houchins has found another opponent to take on: bullying. Houchins, a student at Illahee Middle School in Federal Way, has started a petition on change.org that calls for students to be included when their schools and school districts begin to draft anti-bullying policies. Houchins’ petition has already garnered significant attention. The Washington State Board of Education is considering
the petition after she presented it to the board in September. That board is set to vote on the petition in the near future. “The point of the petition is to give students a voice, to let them have a say in what affects them the most,” Houchins said. “And that way they can actively participate in the policies that school boards are making.” Houchins was the lead speaker for an anti-bullying assembly at Illahee on Oct. 15, where she let her classmates know that bullying is a serious problem for their generation — and that it’s up to everybody to take part in solving the problem. A financial analysis of the proposed Performing Arts and Conference Center (PACC) has raised multiple red flags from one of Federal Way’s most successful businessmen. At an estimated $32 million, the polarizing PACC would be the most expensive project in city his-
tory. Supporters say the PACC will be a catalyst for economic development in the downtown core near the transit center. Opponents call the project a potential boondoggle. Along with public discussions, the city’s economic development department and PACC advisory group have sought feedback from Jeff Stock, who is best known as CEO of Wild Waves Theme Park. Stock is a former professional

soccer player who owns Omni Properties and coffee company Caffe D’arte. Stock also owned and operated Wild Waves from 1992 to 2000 before selling the park to Six Flags for $19.2 million. In an Oct. 10 letter obtained by The Mirror, Stock said the PACC would be an asset to the community that provides jobs and makes a positive economic impact. However, he expresses reserva-

tions with the project’s pro forma, which analyzes the PACC’s anticipated costs from construction to operations. The city’s pro forma estimates about $670,000 in revenue in the PACC’s proposed first year. However, the pro forma also factors in best-case scenario fundraising and grants in order to bridge the gap in the total operating cost. [ more PACC, page 2 ]

www.federalwaymirror.com to get to the exact number needed to show a positive cash flow,” Stock wrote. “Pro forms like these lose credibility to me because I feel they are worked from the bottom up.” In his letter, Stock expressed reservations about the pro forma’s lack of a reserve fund for maintenance, along with the reliance on a limited fundraising pool in Federal Way. “Another thing to think about is the PACC could cannibalize the Dumas Bay site, and this should be brought into the equation,” the letter said, referring to the facility on Dash Point Road that houses the Knutzen Family Theatre. The letter also addresses the city’s plan to leverage Community Development Block Grants (CDBG) to finance the project. In August, the city council voted 4-3 to move
forward with an application for the U.S. Department of Housing and Urban Development (HUD) Section 108 loan program. The program allows cities to borrow against their CDBG funding to pay for capital projects. If approved, the city would borrow about $3 million and repay the money through CDBG funds over the loan’s term. “Debt service on a loan of this size for 20 years, I am told, would be in the neighborhood of $200,000 per year,” Stock wrote. “And this loan was not included in the pro forma.” After reviewing the current pro forma, Stock thinks the city should be prepared to allocate at least $500,000 per year from its annual budget — compared to the $200,000 annual city expense that was originally estimated. “It would be irresponsible

Carrel said the city has not yet had an opportunity to fully review the letter. “The pro forma is intended to generate more discussion — at the council level and with residents — and the letter is an example of that happening,” Carrel wrote in an email to The Mirror. “We look forward to further discussion on the main points he raised.” The pro forma analysis team includes professional
experts in the performing arts, conference and hospitality industries, according to the city, and includes the director of the Edmonds Arts Center.
Editor’s note The pro forma that Stock received Sept. 10 was slightly revised Sept. 17 to show reductions in expenses. The new pro forma predicts a profit of about $22,000 in the first year, but the version Stock has analyzed shows a profit of about $2,100. The changes stemmed from a Sept. 5 meeting in which city council members and the public asked questions of Joe McIalwain from the Edmonds Center for the Arts. “We are some ways away from a ‘final’ pro forma and a next step in the decisionmaking process,” Carrel told The Mirror.

Police Blotter Following is a sample from the Federal Way police log: Wild Waves traffic problems: At 11:25 p.m. Oct. 12 in the 36000 block of Enchanted Parkway S., police responded to reports of a vehicle accident. A disagreement arose between two drivers. The first party had been stuck trying to enter into the stream of traffic for a considerable amount of time, according to witnesses. One member of the first vehicle got out of the vehicle at one point, and stood in front of other cars so their vehicle could finally get out. A person in another vehicle, observing this, became upset and then exited their vehicle and stood in front of the first vehicle. Work vehicle stolen: At 10:51 a.m. Oct. 13 in the 34000 block of 13th Ave. SW, a man reported his work van was stolen by unknown suspects. The victim reported he had seen the vehicle at approximately 2 a.m. before going to bed. Rims stolen: At 12:20 p.m. Oct. 13 in the 33000 block of Pacific Highway S., it was reported that unknown suspects had broken into a secure area at a tire dealer and stole eight sets of aluminum rims. Woman removed from library: At 2:20 p.m. Oct. 13 in the 34000 block of 1st Ave. S., a woman, who had been previously trespassed from the library, was discovered in the library. The woman was arrested and escorted off library property without incident, according to the report. Small dog killed: At 2:37 p.m. Oct. 13 in the 31000 block of 3rd
Place S., a small dog was killed by two larger neighbor dogs. According to the report, the small dog had made its way into the larger dogs’ yard, at which point they attacked and killed the smaller dog. Burglar discovered in closet: At 7:02 p.m. Oct. 13 in the 950 block of SW Campus Drive, residents of an apartment came home to a burglary-in-progress. According to the report, police discovered the would-be burglar hiding in a closet in the apartment. The report notes the burglar had attempted to steal an Xbox gaming console by placing it in a backpack. Woman arrested at bar: At 12:13 a.m. Oct. 12 in the 27000 block of Pacific Highway S., police responded to reports of a woman allegedly assaulting two other patrons at a bar. According to the report, the woman was arrested because she had previously been trespassed from the bar, and the bar still had the paperwork on file and available to show police. Copper wire theft: At 8:59 a.m. Oct. 12 in the 28000 block of Pacific Highway S., it was reported that unknown suspects had stolen copper wire from a number of “heat pumps” at a Buddhist facility. The report notes the suspects broke into the basement of the facility and rummaged around, but found nothing worth stealing. Latent prints were discovered throughout the facility and on a pair of wire cutters left behind by the suspect(s), according to the report. Woman finds ammo: At 12:10 p.m. Oct. 12 in the 30000 block of 9th Ave. S., a woman was cleaning out her garage when she discovered a box of ammunition. The woman had no recollection of ever having purchased the ammunition. The woman gave the box to police for disposal, the report notes.

The Federal Way City Council denied a girl’s effort to change city code so that she could keep a pygmy goat as a household pet. By a vote of 6-1, and at the recommendation of Mayor Skip Priest, the council declined a motion for the city’s planning commission to pursue the code revision. Ava Anissipour, 12, first made headlines back in July when her family received a citation from the city’s animal services unit. The family’s two pygmy goats generated complaints
from neighbors over the odor and noise. One of the goats was designated as a service animal and allowed to stay on the family’s property. However, city code classifies goats as large domestic animals that require a minimum property size of 70,000 square feet. The Anissipour family lives in the Brittany Lane neighborhood, near Wild Waves Theme Park, on a property that measures 6,000 square feet. As a result of the code violation, the second goat had to go. On multiple occasions, Ava Anissipour has addressed the council as to why the city should allow both of her goats to stay under one roof. One reason is that pygmy goats are herd animals who need
to live in pairs. Anissipour and supporters also argued that the goats behave better and smell better than most dogs. At least two neighbors disagreed, and asked the city to leave the code alone. In the end, the council praised Anissipour for her diligence, but empathized with the private property rights of neighbors. Several
council members visited Anissipour’s home and her neighbors, and said the smell of animal feces was strong. “The neighbors have a right to enjoy their homes that they have bought and paid for... and not smell that terrible and offensive odor,” said Councilmember Dini Duclos. (Read more online)

Boeing’s international stature, and the state’s global agriculture industries. “The objectives of the (Global Learning) initiative are first and foremost to learn from our international educators,” he said. “We have got to do better, in Federal Way, in Washington state, in the United States. Why not learn from those around the globe? In doing so, we develop international partners, sister schools, we can share resources, learn and grow together…I would love to see every student in Federal Way have the opportunity to study abroad, I would love to see every staff member in Federal Way have the opportunity to teach and learn and share with their partners around the world.” New board president Claire Wilson said the initiative, and the recent trips, are an integral part of FWPS’ future. “The Global Initiative is about having an opportunity for every one of our kids to be successful,” she said. “As a parent, as a community member, it’s important for each student to know they can leave school and not be placed in a track, or placed in a position, but
that they have some choice about what that might be… We want all of our children to be competent, we want them all to be successful, we want them all to have opportunity. And that’s what the Global Initiative is about.” A popular perception that arose throughout the community after the costs of the trips came to light was that, for all intents and purposes, Neu and the board were basically getting the chance to go on vacation on the taxpayers’ dime. Board member Ed Barney said the most recent 19-day trip to Europe was anything but a vacation. “I don’t want to do this again, I don’t want to live out of a suitcase for three weeks,” Barney said. “It was, in no ways, fun.” Board vice president Angela Griffin agreed with Barney, and said that the most recent European trip was a grueling experience. “Ed alluded to the intensity of our travels. We arrived in Finland on a Wednesday evening, and Thursday morning we were up at schools,” she said. “And we went like that every day. On weekends, we were traveling to another T:4.8333” country and then got up
on Monday and visited more schools. The Friday before we left, we were out at schools until 4 p.m., so it was a very intense learning experience.” Griffin touched on the fact that throughout the rest of the world, student and teacher exchanges among countries is commonplace. “The norm is that administrators, teachers, students, visit other countries annually,” she said. “That is part of their education. Little kids were saying, ‘I’ve been to Australia, I’ve been to Africa.’ It was part of the culture in other countries.” “There’s a big world out there to explore beyond the borders of Federal Way, and we want our students to be able to go out and explore that big world,” she added.
FYI In the spring, Neu and Moore’s month-long trip to China came with a price tag of about $33,350. Neu also took two solo trips to Indonesia and South Korea, with the total costs of those two trips equaling $3,361.97. The most recent trip to Europe cost about $60,000. All travel expenses equal about .04 percent of the district’s overall budget of $213.3 million.

The second incident occurred around 11:30 a.m. Oct. 6. A 7-year-old boy reported that a similar male suspect attempted to grab him near the same location near Brigadoon. The boy reported that the male fled
the area on foot. A K-9 unit search turned up negative. According to an email sent to The Mirror, the girl’s mother said police arrived at their home about an hour and 40 minutes following the first incident on Oct. 5. “We met with officers at the school to give the report where it happened,” the mother wrote. “Due to her age (and my shock), the sketch artist appointment was scheduled for the next

Q&A: School board drama and healthy sperm Q: Mr. Federal Way, do you think it was a good move by the Federal Way School Board to remove Tony Moore as president? A: Mr. Federal Way is having a hard time deciding what was the point of Tuesday night’s vote. Seems to Mr. Federal Way that Moore and the school
board wrote the screenplay for the meeting before it was held. In other words, it was pretty rehearsed. Moore is still on the school board and still has the same exact voting power as he had before. He just no longer has the “title” of president before his name, which essentially means nothing, in the grand
scheme of things. Moore is accused of scheming with a tire company employee in Portland, Ore., to steal more than $150,000 in semi-truck tires in 2011. A grand jury indicted Moore on Aug. 23. Moore will go to trial in Oregon, and his next court appearance is Nov. 25. “I really believe that the most important thing that happens in this district has to do with our kids,” Moore said at Tuesday’s school board meeting. “It’s far more important than any one person. Your kids are

the most important thing and the future of our country depends on it.” Obviously, Moore will have his day in court and it will be decided if he is guilty or innocent. That’s the beauty of the American justice system. Mr. Federal Way is actually hoping it’s just a huge misunderstanding and Moore can get back to his duties on the school board. That would be the best potential outcome for Federal Way schools. Because a guilty verdict in the case would mean the school board will be further
dragged through the mud. But, until that happens, Moore will still have a vote on the school board. Q: A new study by a researcher at the Harvard School of Public Health has shown that eating bacon and other processed meats can cause men to produce lower amounts of healthy sperm. Thoughts? A: First thought is why was this study done? Second thought is why was this study done at Harvard and not in some 13th-grade, community college chemistry class? Mr. Federal Way would much rather have researchers at Harvard — probably the most prestigious
higher-education institution in America — working on ways to cure cancer or Alzheimer’s disease, rather than linking a BLT with low sperm count. The study published by the American Society of Reproductive Medicine concluded that “processed meat intake was associated with lower semen quality” and fish was associated with higher semen quality. The Harvard researcher also said it’s not clear why such foods might negatively affect sperm quality. Impressive stuff, Harvard. What’s next? There has been much talk recently about the proposed Performing Arts and Conference Center (PACC). A large, beautiful convention center, performance hall and multi-use facility built to compliment a lovely central city park and meeting place could be a tremendous blessing for the city — a “cherry on the top” of a very solid, booming, financial base here in Federal Way. The PACC would provide exceptional space for a large variety of events. Touring companies, school activities, tech classes, plays, choral, band and orchestra competitions and performances, major speakers, lecturers, political events, hobby shows, travel programs, celebrations, fundraisers, concerts, ethnic festivals, bridge competitions, body building and fitness competitions with sports vendors could all be a part of it. The mayor speaks with urgency about the need for business and economic development in our downtown core. He points out that our police force and other vital city functions are funded with business taxes. Property taxes alone cannot support them. As city council members have stated, there is a great need for a solid economic plan for Federal Way to get business booming and the funds coming in for the benefit of everyone. They see the PACC as a potentially important part of that. When representatives of the Freedom Foundation met with our mayor and city council members recently (Diana Noble-Gulliford, Jeanne Burbidge, Susan Honda and Kelly Maloney, and a special meeting with candidate Mark Koppang and others) they reported that we have one of the best city councils in the state. They admonished us to appreciate the honesty, fiscal responsibility and balanced budget to date. They urged great care in PACC funding and lauded our council’s decision to support the PACC with appropriate grants and private funds while refusing a city bond to pay for it — a unique and exceptional approach in the state. Building our financial base first with free or reduced business permits, proper zoning and incentives to encourage new businesses should be our top priority. With a solid financial base, and a clear focus on free market job creation, public safety, crime prevention and much-needed basic city maintenance, we can safely consider moving ahead on tremendous projects like the PACC — from a more privately funded and operated, solid perspective. With these essentials, free from extra government controls and/or debt, and with citizens and businesses working together, nothing can hold us back.
I will vote no for FW school levies Since nobody on the school board has replied to my email, I assume that my concern is of no interest. Yawn. I did read in the news about Tony Moore resigning as Federal Way School Board president and the $60,000 that has been spent on trips to “benefit the children.” In this current state of financial affairs, I have to say “not a priority.” Rest assured, as a citizen for 27 years in this com-
Mayor racks up a mixed record Mayor Skip Priest is a proud man who has devoted much of his adult life to serving the community and wears his affection for Federal Way like a badge of honor. Priest has been involved in many organizations and community projects, but he is particularly attached to the Hylebos Wetlands. His community involvement led to his election to the Federal Way City Council, mayor in the council-manager form of government, state representative, and now a part of the history in a way no one else can duplicate: the city’s first full-time directly elected mayor. A second term would be both a reward and proof of the community’s appreciation of his service. But his route to a second term has taken a different road than one would have expected just a few months ago. Back then, it was thought Priest might run unopposed. Now he is in a close rematch with Deputy Mayor Jim Ferrell. Priest assumed office during the worst economic downturn since the early 1980s, and his term has been marked by budget cuts, not new programs. Priest’s most visible side is unassuming and humble — an “aw shucks” image of Jimmy Stewart who just wants to help make the city where we live a little better, and doesn’t care who gets the credit. He is affable and has a good sense of humor. That is what most people see, and it is an accurate description. But there is more to the story in this unpredictable year.
First it was the Pinewood Apartment murders that brought community attention to mental health, domestic violence and gun control. It also brought Jim Ferrell into the race. Then came a complaint filed by Councilmember Kelly Maloney about the mayor’s temper and behavior. The mayor calls it his “direct mode.” His other side was not a well-kept secret, but it took a formal complaint for the issue to become part of the public discussion. That was followed by a police report regarding the Mayor Priest’s late-night trip to retrieve his campaign signs — and a request from the police chief to have the Washington State Patrol investigate the case to ensure the public of objectivity. But there are positive sides to Priest’s record. At a time when other cities have had significant financial problems, Federal Way tightened its belt and came through the challenges pretty well. But the cuts Priest had to make to provide a sustainable budget also contributed to some of his political problems. He saved money by working with city employees to reduce the costs of benefits. But he ran into problems with the Federal Way Police Officers Guild. In the past, Priest didn’t apply for a COPS grant to add police officers because he was concerned about the city’s ability to pay for the officers when the grant expired. I did not vote yes to spend my money on junkets to Europe as class sizes continue to grow, educator workloads continue to expand, and box tops continue to be cut to buy school supplies.
Until every school board member who participated in this egregious spending is replaced, I will continue this crusade. I have contacted David Brower, principal at Decatur High School, in the interest of letting him know that the teachers and educators just took a big hit by their school board in the public eye through this wasteful spending. Maybe if he feels the same, we can get some boots on the ground to change this
behavior before it’s too late and educators lose future community investment in schools.

Scam warning from FW senior This is a warning to Federal Way residents, and probably elsewhere in the Puget Sound area. On Sunday, Oct. 6, a very nice, very friendly man came to my door and said
he was in the neighborhood. He was looking for cars that had some scratches that he could bring back to looking like new again. He said he would put a protective coat on the car that would last for six years. He said he works in a shop during the week, but on weekends, he was trying to find some extra work to help care for his wife and six children. [ ROEGNER from page 7] his relationship with the police, who are backing Ferrell. However, the friction doesn’t appear to have hampered police operations. The city is pursuing a COPS grant this year, but that was pushed by his opponent, and Priest agreed as part of the budget deliberations. Priest has also funded other support programs to give balance to crime fighting. Mayors frequently are judged by how they respond to circumstances they had no control over. Such is the case of the Pinewood murders. It was the biggest set of homicides in the city’s history. Priest gets good marks for comforting families, and he says he was on location in the middle of the night. But others say they haven’t seen any followup or policy changes because of the incident. There has been no elevation of support for domestic violence or gun control discussion. A notable improvement is the expansion of the Safe City program into the neighborhoods, causing residential crime
to drop. However, commercial crime has increased. Objectively? It’s a mixed record — certainly positive enough for Priest to claim some credit for improvement, but also enough area of concern for his opponent to challenge. Unwilling to consider any tax increase, Priest has worked to bring more business to town and can identify several. Unfortunately, some high-profile businesses have also left town, again leaving a mixed record. His economic development director is also the planning director and the point person for the Performing Arts and Conference Center (PACC). That workload has caused some criticism from council members who would like more focus. Priest says he is trying to save money. The PACC is one of the biggest issues separating the candidates. Previously, Priest had seemed only lukewarm to the idea as he pursued other projects such as the Crystal Palace. But this year he claimed the project and made it his own. He has exerted leadership unlike any other project in his term. He views the PACC as the cor-
nerstone of what our future downtown will look like. Support has been building, but so far it has not gained widespread acceptance because of its cost. Local business leader Jeff Stock has raised serious questions about the financing. Priest received the endorsement of the Tacoma News Tribune and was rated “outstanding” by the Municipal League. Ferrell was endorsed by the Federal Way Mirror and received a “very good” from the Municipal League. Overall, Priest’s record is mixed. And while the economy is partially at fault, Priest had some unforced errors that were surprising. His record is certainly good enough to ask the public for a second term. But there are also enough questions to give his opponent reason to ask the public for a change. Almost three years ago, Priest won with a comfortable margin over Ferrell. This time, insiders believe Ferrell has gained the momentum and the race is now too close to call. Next week: Jim Ferrell.

Even more impressive stuff, Harvard. How much did these studies cost, and what’s the point of them? Also, where does Mr. Federal Way send his resume? This Harvard thing sounds like the perfect gig for a middle-aged dude. Here’s Mr. Federal Way’s conclusion: If you are a young man watching more than 20 hours of TV in a week, it would be nearly impossible for you to have a baby because you are a knob. And knobs don’t ever talk to girls, let alone have the “opportunity” to participate in the act of having a child. Thank you. Mr. Federal Way will be expecting his research grant any day now. And, after reading about this stellar research at Harvard, there are now times that Mr. Federal Way wishes Mr. Federal Way ate a lot more bacon and watched a lot more TV during Mr. Federal Way’s

First, he offered to show me the kind of work he was talking about by taking care of one scrape on the front of the car. He did that, and it looked just fine to me, so I said that he could do the other spots on the car. I might add that my car is an older one, but in good shape. The car has the little kind of scratches, etc., that can happen in a parking lot over the years. When he was finished, he had me come out to look at the car. The car did have a nice shine all over. However, he had put a white paste on all of the scratches he was supposed to have taken care of. He said it was something that needed to be left on until the next day as a “protection” to give the spots time to set. A regular shop has a special area that they use for that purpose. I was kind of skeptical about paying him, without being able to see the finished product, but he was a good talker and gave me his phone number in case there was anything he needed to come back for, and so that

What happened to the old-time girl costumes of Cinderella, Raggedy Ann or a basic witch? Nowadays, designers have Raggedy Ann wearing a blue, white and red halter top, mini-skirt and candycane tights. Mr. Federal Way’s suggestion is to go with the tried-and-true costume of cutting two eyes, a nose and a mouth in a white sheet and going as a ghost on Halloween.

Houchins has beaten cancer three times. Her first go-round was with neuroblastoma, and then she had to beat acute myeloid leukemia twice. That fight, combined with other factors in her life, has made kids perceive her in unfortunate ways. “I’ve been bullied before. I’ve been bullied because I’m short, because my parents are gay, because I was in and out of school for cancer treatment, and kids didn’t know I was out for cancer treatment,” Houchins said.

I could refer others to him who might need to have similar work done. I’ll admit that I didn’t stand there to watch every move while he was doing the work. Needless to say, when I washed the paste off the next day, none of those spots had been taken care of the way he did the first one. They had washed the car and put on something to make it shine, but then they had just put that paste on over the scratches. No repair work. Not surprisingly, I could not reach him on the phone number that he had given me. As a senior citizen, we have been of a generation where a handshake was good, and we took someone at their word. In the past, I’ve gotten some very good work from people who came to my door, figuring that if someone could provide some work I needed to have done, and I could help them out at the same time, it was good for both of us. Now I am out of the money I paid him, and will doubt even those who honestly are looking for work. Another thing: Look at the way that son is being raised. Here the father could have been training and teaching an honest trade to his son, but instead, is teaching him how to lie and cheat.

[ MOORE from page 1] scheming with a tire company employee in Portland, Ore., to steal more than $150,000 in semi-truck tires in 2011. A grand jury indicted Moore on Aug. 23. Moore was arrested Sept. 17 at SeaTac Airport as he boarded a plane to Amsterdam on a trip sponsored by the school district. He was released from King County Jail on Sept. 20 after posting a $50,000 bond. Moore said he is innocent of the charges and will remain on the school board. Moore will go to trial in Oregon, and his next court appearance is Nov. 25. “Not to be a distraction, I choose to vote to resign,” Moore said. “I really believe that the most important thing that happens in this district has to do with our kids. It’s far more important than any one person. Your kids are the most important thing and the future of our country depends on it.” Board member Danny Peterson originated the motion to have Moore step down as president. “I am disappointed that we are here at this point and that a resignation has not been given yet,” Peterson said. “It’s clear that Director Moore’s personal legal issues right now are a distraction to the great and important work going on in our district. It has eroded public trust…This vote is not whether or not he’s innocent or guilty. The courts will decide that. Rather, this is an opportunity to begin to restore public confidence and trust in this board, and getting back to the focus on students and teachers and the great work that’s ahead of us.” Griffin explained her
reasons for not voting to remove Moore, saying she didn’t think Moore needed to resign or be forced out. “I don’t agree that there needs to be a resignation from our president for this position. I believe it’s a board decision as to whether or not Tony Moore should remain president,” she said. “The public communication is happening so that as a board, the five of us can discuss and talk about whether or not there is any type of distraction or concern (over) the personal activities that are happening with Mr. Moore.” Barney said he believes Moore has always been able to keep his personal life separate from his work with the school board, and didn’t feel Moore’s legal issues are a distraction. “I honestly do not feel there is a problem with Mr. Moore remaining as president. He has, over the years, been able to separate his personal life from the business of the board, and he has been a strong advocate for students and this district,” Barney said. “I believe that as he continues to pursue whatever it is, that he will be able to continue to keep his personal life and professional life separate.” Moore said he hadn’t resigned at this point because he wanted the process to be transparent, and that a backroom resignation goes against his idea of open government. “This conversation is difficult to have in public, but it’s one that must be had in public,” Moore said. New board president Wilson thanked the board for their vote of confidence in her, and gave a continued vote of support to Moore as the district moves forward.

The Washington State Supreme Court unanimously upheld a $1.1 million civil judgment Thursday in a Federal Way police negligence case involving the murder of a 66-year-old woman in 2008. In May 2008, Baerbel Roznowski, 66, was stabbed 18 times by her boyfriend, Chan Ok “Paul� Kim, just hours after a Federal Way police officer delivered an anti-harassment protection order. The civil suit claimed that Roznowski’s death could have been avoided had Federal Way police officer Andy Hensing, who served the order, read the Law Enforcement Information Sheet that accompanied the order. The protection order contained information on Kim’s history of assault and violent behavior, along with provisions that restrained Kim from contact with Roznowski. The order stated that an interpreter

who spoke Korean would be needed to ensure Kim understood the provisions. According to Federal Way, following the service of the non-domestic violence order, Chan left the residence and later returned, committed the homicide, then attempted suicide. “Bensing knew, or should have known, that Roznowski and Kim were both present and that his service of the antiharassment order might trigger Kim to act violently,â€? said the Supreme Court opinion written by Justice Mary Fairhurst. “Given this knowledge‌Bensing’s duty to act reasonably required him to take steps to guard Roznowski against Kim’s criminal acts.â€? In 2010, Kim was sentenced to 244 months in prison for the murder of Roznowski. Kim pleaded guilty to second-degree murder. “The city has not fully reviewed the court’s decision,â€? We fully accept the Supreme Court’s decision in this matter.� In 2010, a jury found the Federal Way Police Department negligent in enforcing the protection order and awarded Roznowski’s estate $1.1 million. The civil suit was brought by Roznowski’s daughters, Carola Washburn and Janet Loh, both of California, in May 2009. The deadline for early registration is Nov. 3. Teams are formed by local school and/or area. The divisions are divided into co-ed leagues. Leagues consist of kindergarten/1st grades, 2/3 grades, 4/5 grades and 6/7 grades. Hoops and courts are modified for specific grades. For the first time since 2004, the Decatur boys tennis team will be able to raise a banner as the champions of the South Puget Sound League. The Gators finished the SPSL 3A Division regular season with a 7-2 record. The Peninsula Seahawks also finished with two losses, but the teams split their two matches during the SPSL South season and
will share the division championship. “I am super happy for them,” said head coach John Cassens. “It Zach Martin was very fun for them. They got to win the league and now we get to put that up on the wall at school.” According to Cassens, no one on the entire Decatur team plays
tennis year-round, like many of the top players in the area, making the league championship even more special. “They all completely overachieved,” he said. “They really figured it out this year. The Gators were led all season by the threesome of Ken Sheedy, Mitchell Grant and Steve Kang. Kenny Mayne might have the biggest name at the 2013 Federal Way Public Schools Athletic Hall of Fame induction ceremony Thursday night at Todd Beamer High School, but the six honorees definitely took center stage. Mayne, the ESPN personality and 1977 Thomas Jefferson graduate, served as the master of ceremonies to honor five former coaches and one notable alumnus inside the school’s Great Hall. This year’s inductees included coaches Lee Anderson, Rick Den-
nison, Bob France, Jean Licari and Pete Refling, who all left a lasting mark on the district’s middle and high school athletic programs. Quinn Gillis was this year’s Professional Achievement award winner. This award is given to a district graduate who is continuing to model athletic excellence and leadership through a career in education and coaching. If Federal Way officials have their way, all four district high schools will play in the same division of the South Puget Sound League next fall. Having all four schools in the same division of the SPSL has been a long-standing battle between Federal Way and the rest of the league. The last time the Beamer, Federal Way, Thomas Jefferson and the Decatur athletic programs played in the same division was in 2005-06, when they competed in an old configuration of the SPSL North. Since then, the four schools have been shuffled around the league like a deck of cards. Beamer was the first to move when, after a year and a half of discussions, the school was shipped to the SPSL South in 2006. The four Federal Way district athletic directors didn’t participate in the vote to move Beamer because it was their stand that the four schools should be kept together in the North Division. In 2010, Federal Way High School joined Beamer in the SPSL South, while Jefferson remained in the SPSL North Division. That is also when Decatur dropped to the SPSL 3A because of lower enrollment numbers. [ more decatur page 34 ]

During the last enrollment cycle, Beamer had the highest student population in the district with 1,464 students. Jefferson followed with 1,447 students and Federal Way was right behind at 1,322. Decatur is the smallest high school in the city with an enrollment of 1,129. At the time, officials believed dropping into the 3A classification would have a positive effect for Decatur in sports. The school’s teams struggled during their last couple of years as a 4A school, especially on the girls’ side. “For us, it’s a win, win, win,” Blauser said. “It’s good for the community. These kids grow up together and play against each other in middle school.” Having all four Federal Way schools in one division of the SPSL will create more of a sense of community, but also generate more money from ticket sales at the games because fans aren’t traveling as far to watch. It will also cut down immensely the money schools spend on travel expenses.

Jefferson won both the singles’ and doubles’ championships and its 43 team points outdistanced second-place Tahoma and Kentridge, who tied with 26. To illustrate Jefferson’s dominance, the Raiders occupied three of the four championship-match spots for Wednesday’s finals at Auburn Riverside. Sophomore Alex Chan beat junior Cameron Martin for the SPSL singles’ title, 6-4, 6-4, and TJ seniors Zach Martin and Vivek Ramanujan downed an Auburn team in the doubles’ championship, 7-6, 6-4.
The top-nine finishers in both the singles’ and doubles’ action advanced to the West Central/Southwest District Tournament, which will be played next weekend at the Capital City Tennis Center in Olympia. The TJ doubles team of Hakeem Clark and Alex Papke also clinched a spot at districts. Clark and Papke finished in eighth place after losing to a Tahoma team Wednesday in three sets, 5-7, 6-1, 10-7. Beamer will be represented at the West Central District Tournament by the doubles’ team of Max Dalrymple and Ben Arata. The pair rolled into the semifinals before losing to Martin and Ramanujan, 6-3, 6-3, and ended up in third place after beating a Kentwood team, 1-6, 6-4, 7-5.
By moving back into the 4A classification, Decatur alone will save thousands of dollars the school currently pays to bus student athletes to games. In the Federal Way school district, the individual school’s Associated Student Body (ASB) must cover transportation costs to extracurricular events. Moving into the SPSL’s 3A division cost Decatur an extra $8,500 a year because of the longer bus rides to places like Peninsula and Enumclaw. Before moving to 3A, Decatur’s ASB spent between $30,000 and $35,000 a year on transportation costs competing in the SPSL South Division. According to Blauser, a lot of work needs to be completed by both the Federal Way school district and the SPSL. Federal Way has had preliminary discussions with the league about moving all four schools into the same 4A division, but no decisions will be made until after the the first of the year, he said. The current SPSL South includes Graham-Kapowsin, Bethel, Spanaway Lake, Emerald Ridge, Puyallup,
Rogers, Beamer and Federal Way. The SPSL North includes Auburn, Auburn Riverside, Kent-Meridian, Kentwood, Kentridge, Kentlake, Tahoma and Jefferson. One possibility would be to create three 4A divisions by school district and geographical location. The south section could include Graham-Kapowsin, Bethel, Spanaway Lake, Emerald Ridge, Puyallup and Rogers, a central division with the four Federal Way schools along with the two from Auburn, and a north division with the four Kent schools, plus Tahoma. “This is well overdue,” Blauser said. “This is going to benefit our community and our kids. We are just looking for a viable option right now. It’s still early in the process. But the folks at the SPSL seem to be on board.” The Federal Way district has been in a version of the SPSL since it was called the Pierce County League in the 1950s. The name changed in the 1960s to the Puget Sound League, then to the SPSL later in the decade.

The Thomas Jefferson Raiders picked up an unexpected victory Oct. 10 over the Auburn Trojans in South Puget Sound League North action, 26-23. The Raiders tallied the final 14 points of the game at Auburn Memorial Stadium to improve to 3-3 overall and 3-2 in the SPSL North. Trailing 23-12 entering the fourth quarter, Jefferson senior quarterback Niko DelaCruz connected on a 51-yard scoring strike to Phillip Cuadros to tighten the game to 23-18. DelaCruz scored the gamewinning touchdown with just 46 seconds remaining in the game on a 1-yard run. He added the twopoint conversion to finalize the score. Jefferson jumped on top of the Trojans (4-2) on a 35-yard pass from DelaCruz to James Fitch in the first quarter. The Raiders missed the extra-point to go up 6-0. Auburn then scored the next 16 points of the game to take a 16-6 halftime lead. Jefferson junior running back Zach Grayson got things going in the second half by rumbling 64 yards
for a touchdown to cut the Auburn lead to 16-12. The Trojans came right back with a 14-yard touchdown pass from Atkinson to Dom Ecklund, which was followed by the fourthquarter TJ scores from Cuadros and DelaCruz.
At Federal Way 47, Beamer 28 After being tied at 14-14 at halftime, the sixthranked Eagles outscored the Titans, 33-14, in the second half to get the SPSL South victory Friday at Federal Way Memorial Stadium. Federal Way (5-1) was led again by junior running back Chico McClatcher, who finished with 317 all-purpose yards and five touchcowns. The Eagles took a 14-0 lead in the first quarter on a 39-yard touchdown pass from Keenan Curran to Charlie Taumoepeau and a 105-yard interception return by McClatcher. But Beamer (2-4) fought back to tie the game on a 14-yard run by Brodie Martinez and a 6-yard pass from Taylor Davis to Christian Stafford. It was all Federal Way after that. McClatcher opened the second half with a 7-yard touchdown
run, Curran added a 31yard run and McClatcher rambled 84 yards early in the fourth quarter to give the Eagles a commanding 34-14 lead. McClatcher added a 63-yard run and an 89-yard fumble return to finish out the scoring for the Eagles.
