Breast cancer awareness 5k fundraiser in Sumner By Theresa De Lay Staff Writer

Each year, hundreds of participants dress in their best pink attire and participate in the Come Walk With Me 5k in Sumner to show

their support for breast cancer fighters and survivors. The fundraiser begins and ends at the Old Cannery Furniture Warehouse. In addition to the 5k, the Woodcreek Pediatrics Kids 50 Yard

Sen. Pam Roach, R-Auburn, met with residents and community leaders at a town hall meeting Sept. 25 to discuss the history and future of recreational fishing on Lake Tapps. Representatives from the Washington Department of Fish and Wildlife (WDFW) were in attendance, as well as several City Council members, club leaders and recreational fishers from the area. Roach decided to host the meeting after reading a letter from community member Ken Castile. Castile’s letter detailed concerns that Lake Tapps isn’t fulfilling its potential as a recreational fishing spot. “I fished here in the 60s and 70s … kids could go out and fish and get a bucketful of fish in a few hours but the lake was entirely different in those days,” Castile said. “This lake that we’ve got today is entirely different than the lake we had in 1998 for example. So we’ve got to take a look at the whole thing.” The purpose of the meeting was to provide a forum for brainstorming, said Roach. No specific changes were on the agenda and everyone who chose to participate was given a chance to speak. “My goal is to have a free flow of thoughts,” said Roach. Many questions were addressed including

New Investments In K-12 Education

This legislative session was remarkably slow and cumbersome but the end product was a major win for our kids and education. We held the line on tuition increases for higher education for the ﬁrst time in over 25 years, as well as making an additional $1 billion investment in K-12 education. The state Supreme Court, in the McCleary v. State landmark education funding lawsuit, ruled that the state must follow the state constitution that mandates K-12 education to be the state’s “paramount duty” and be funded before other programs. This year’s budget takes a giant step forward to comply with the court ruling. What does this mean to the students that reside within the 31st Legislative District? The most exciting news is that now most all children entering kindergarten will receive a full day of education. Many districts offered a “fee based” all-day kindergarten classroom and now all children will receive the same education which is not based on if they can afford the extra time in the classroom. We feel this creates equity and raises the bar of excellence for all students.

Additional dollars were allocated to a program with the K-12 system called the Learning Assistance Program (LAP). These LAP funds target students with the greatest gaps in their education by providing reading and/or math assistance. Class size always seems to be a concern for teachers and students alike. As we prioritize spending at the state level we are ever diligent to use evidenced-based data when deciding where to put money. Funding was provided for reducing class sizes in K-1, increasing the instructional hours in grades 7-12, transportation, and materials, supplies and operating costs. We are proud to report we made huge gains in fully funding education at the state level.

Economy and Jobs

The state’s economy is slowly growing. While it is still a fragile recovery, we are beginning to see our state’s unemployment rate move downward and tax collections growing by $2 billion, or roughly 7 percent, every two years. This year, we made meaningful policy changes to encourage job creation and retention by easing the cost and time burdens associated with doing business in Washington state.

Small businesses are the backbone of our local economy and as a team we continue to work on reducing government regulation that limits job growth. Even though Washington unemployment rate dropped 1.6 percent last year, we were part of a bipartisan effort to pass a budget that did not raise taxes on property, sales tax or business and occupation taxes. It was necessary to live within our means so as not to imperil the recovery that is underway. At the same time, it was important to prioritize spending to ensure our most vulnerable citizens were not left out. In recent years, we have tightened up policies regarding those in need. While it is important to give people a hand up during difficult times, we eliminated programs that handed out cash. We created safeguards with accountability measures and fraud prevention. State electronic benefit cash cards, or EBT cards, that were being used in casinos and on cruise ships are no longer accepted. This is one example where we found efficiencies and did not raise taxes. We know government does not create jobs, but it can create an environment

that encourages employers to expand operations and attracts new employers to our state. As a team, we will continue to support policies that put people back to work in good-paying jobs.

Public Safety and Protecting Our Vulnerable Citizens

The highlight of our work on public safety was the driving while under the inﬂuence of drugs or alcohol (DUI) and child sex trade legislation. The state of Washington is now recognized as one of the two top states promoting innovative and effective legislation that crack down on child prostitution. Early this year, there were several horrible stories about families being killed by drunk drivers. We worked together and sponsored legislation that tripled the sentences for drunk drivers that kill people in car crashes. We enacted legislation that will ﬁnally deal with repeat offenders and bar access to their vehicles after their second DUI arrest. We will continue working to keep citizens safe as public safety remains one of our top priorities.

In Conclusion

We work for you and are a uniﬁed team that, while sometimes differing in views on issues, always come together to do what is right for the communities of the 31st Legislative District and the state. Much is made of the partisan divide, but we are proof that common ground can be found by building a coalition from the middle outward. We both supported the state budget this year, key job-creation reforms, educational outcomes and teacher support measures and a host of other bills. What is most important is that we sit down together as your team to ﬁnd solutions that allow us to represent you to the best of our abilities. Police Blotter All persons in the police blotter are presumed innocent until proven guilty in a court of law. Sept. 17 In Broad Daylight: An officer responded to a home on Church Lake Drive for the report of a burglary earlier in the day. The reporting person was showering and her preschool-aged child played downstairs while the theft occurred. A purse and other personal items were taken. No suspect information is available and the child wasn’t harmed. Sept. 19 Juvenile Warrant: A woman called to report the whereabouts of her son, who possessed three outstanding warrants. Officers responded to the residence, where the suspect was found sleeping in a back room. He was detained without

Heroin: A suspicious person was reported at an unoccupied residence; the homeowner was on vacation and the reporting person was asked to watch over the house. Upon investigation, heroin was found in the suspect’s possession and a felony arrest warrant was confirmed. He was arrested for the warrant and possession of a controlled substance. Disorderly Conduct: An officer responded to a disorderly subject report at a coffee shop on state Route 410. The subject was consuming alcohol in the parking lot and verbally harassing customers. He was identified at a nearby restaurant, where he continued to display disorderly behavior. He was placed under arrest for a warrant out of Sumner Police Department and later booked into Enumclaw jail. Sept. 20 Vehicle Prowl: The victim of a vehicle prowl report-

edly observed the suspect walk away from her vehicle, parked directly in front of a state Route 410 drugstore. The victim confronted the suspect who was holding a plastic bag containing items from inside the victim’s car. The suspect returned the items except for a box of Pop Tarts, which the victim said he could keep. Responding officers collected evidence and reviewed the store’s surveillance. The suspect was identified and a citation for one count of vehicle prowl in the second degree was forwarded to the Bonney Lake Prosecutor. Sept. 21 Shoplifting: A Bonney Lake grocery store reported the possible theft of two whiskey bottles. A witness recorded the suspect’s vehicle license plate number. Officers approached the registered owner’s address and the suspects were located inside. The driver of the vehicle claimed he was unaware the alcohol was stolen and that the presumed thief had al-

ready left with one of the two whiskey bottles. The unopened bottle was recovered and the other was paid for to avoid additional repercussions. No charges were filed. Sept. 22 Bike Theft: An officer responded to a complaint of bicycle theft on 97th Street East. Over the course of a week, two bicycles and a motorized mini-bike were stolen from the same residence on three separate occasions. There are no suspects at this time. Sept. 23 A Pair of Shoplifters: The Loss Prevention team at a Bonney Lake retail store caught two women shoplifting a large amount of items; a shopping cart and two medium-size purses were all filled with stolen goods. The responding officer arrested them for Theft 3 and they were trespassed from the store. Narcotics: At approximately 2:19 a.m., a patrol officer pulled over a vehicle for illegal headlights.

The driver was found to have a misdemeanor warrant for arrest, as well as large amounts of narcotics and unexplained cash in his possession. He was arrested and booked into Pierce County Jail. Sept. 24 Theft, Fraud and a Seizure: A person called to report a theft that occurred in early June. The victim was leaving her friend’s house when she witnessed one of the cats having a seizure. She quickly tended to the animal but in doing so, dropped her backpack in the front yard. She left after the episode and later realized her backpack was gone. She was unsure if it had been stolen or misplaced at the time, but a recent fraud attempt was made with checks she knew to be in the missing backpack. A case number was provided for the theft and the fraud attempt was handled by her bank. The cat made a full recovery.

Bonney Lake High School Homecoming The Bonney Lake High School Homecoming Football Game is scheduled for 7 p.m. October 4 at Sunset Stadium against Peninsula. Senior Homecoming Royalty will be announced during the half-time show. This year’s homecoming theme is “Cruise Around the World.” The homecoming dance is scheduled for Oct. 5. Other homecoming activities include: Dress Swap After school swap for girls to trade dresses and shoes for the homecoming dance. Hallway Decorating Contest Each grade will get a different hallway and a set amount of hours to decorate in their given “Cruise Around the World” theme. Spirit Dress-Up Days Students are invited to show their school spirit by participating in spirit dress-up days during Homecoming week.

those related to fish stock, catch limits, boater speed limits, invasive plants and the economic opportunities of improving recreational fishing on the lake. The meeting began with introductions around the room and WDFW representatives presented a history of the lake. A 105-yearold stocking record was revealed, beginning with bass in 1904. Most recently, the tiger muskie was introduced almost yearly since 2000. The purpose of introducing tiger muskie to the lake was to provide opportunity for recreational fish to thrive while the muskie preyed on less-desirable species. The WDFW reports that bass population seems to have gone up relative to muskie population. However, the most recent analysis of the lake was in 1997. The lake was dominated by non-game fish at that time. Much has changed recently, as Castile pointed out in his letter. Lake Tapps is entirely different now than it was 15 years ago. Changes in the community have affected the water, plants and fish population in the lake. The first step, said Roach, will be to provide an accurate and up-to-date analysis of Lake Tapps. WDFW will be conducting a scientific assessment as soon as possible, but an exact date is yet to be set. Science aside, this will provide an excellent opportunity to engage the community, said Roach. School groups, youth clubs and scout troops could all benefit from participating in the week-long lake sampling. Once scientific evidence is gathered, community leaders will be able to form a plan for implementing changes the fishing community wishes to see at Lake Tapps.

After months of planning and construction, Bonney Lake’s Safe Routes to School Trail — which includes the first mile of the Fennel Creek Trail — has been completed. Mayor Neil Johnson announced a ribbon cutting ceremony in celebration of the trail link. The $800,000 Fennel Creek Trail link is most-

ly funded by a grant from the Washington State Department of Tra nspor tation. The link provides students a safe route for walking and biking to schools including Victor Falls Elementary, Mountain View Middle School and Bonney Lake High School. Components of the project include a paved trail, boardwalk and bridge. The ceremony will be open to the public and

Director of charter schools appointed Joshua Halsey is about to become one of the most important people in public education in Washington. For a few more days he’ll manage the South King County Science, Technology, Engineering and Math Learning Network — a mouthful of jargon for a job guiding an $11 million program to improve achievement of 117,000 students with creative and cutting-edge instructional techniques. On Oct. 7, he’ll begin work as the first executive director of the Washington State Charter School Jerry Cornfield Commission in Political writer Olympia. In this gig, he’ll be in the vanguard of a voter-driven effort to transform learning for the state’s 1 million public school students. With passage of Initiative 1240 last year, Washington will be allowing private non-profits to run schools with public funds. Up to 40 such alternative schools will be allowed to operate under contracts, known as charters, issued either by the commission or approved school districts. No more than eight can be authorized in one year and applications from those seeking to be in the initial wave are due in late November. Halsey, who will earn $100,000 a year, will be steering the nine-member commission as it sorts through appli-

Proper planning provides desirable downtown As I come up Elhi Hill I marvel at the sight of Mount Rainier, looming large. That view is the brand of Bonney Lake. I live just behind the new Franciscan Medical Pavilion, and I am thankful that the height of the new Franciscan Medical Pavilion does not block that view. That is because of planning. I am also thankful for the new jobs created by that building and the business within it. According to recent census information, 15.5 percent of Bonney Lake age 16 or older are employed in the education, health and social services fields. Construction employs 11.9 percent. The 45,000 square-foot medical office building with parking for 200 houses physicians’ offices, an urgent-care medical clinic and other outpatient healthrelated services that provides jobs for plateau residents. That is because of planning. The facility, on 3.2 acres on what used to be South Holly Street was the location of a trailer court in the 1960s. There were many potential uses after the trailer court vacated. When I moved here in the mid-1980s it was vacant. I remember at one time it was going to be an upscale restaurant

that would allow you to dine while viewing Mount Rainier. One developer wanted to put in apartments just before the market downturn. But that busy corner in downtown now allows Plateau residents to enjoy convenient access to high-quality medical services, closer to their homes. That is because of planning. And to accommodate the increased traffic at the intersection, there was widening of Sky Island Drive and SR 410, the addition of left turn lanes, new traffic lights, new sidewalks, retaining walls were added and landscaping. Utilities were moved. As a resident who drives through that intersection every single day, there is a huge improvement, especially with the frequency with which the traf-

fic signals cycle. That is because of planning. I was at the last planning commission meeting where the periodic update of the city Comprehensive Plan (comp plan) was discussed. The Growth Management Act (GMA) of 1995 requires cities, counties, state and federal governments to work together to plan for growth. A regional approach is used; it is called the Puget Sound Regional Council (PSRC). The last major update of Bonney Lake comp plan was 2006, with some revisions and additions since then. And PSRC policy and the GMA have recently been updated. Jason Sullivan, senior planner of the City of Bonney Lake provided a brief but thorough presentation of the need to update the comp plan on an ongoing basis. There is a need to remove redundancies and internal inconsistencies. He explained that grants and loans with a potential value of up to $30 million are contingent on the City being in compliance. Sullivan listed items that need work and new items to be developed and added. The presentation included a

They were the only women to perform combat missions during the war. The heroic and decisive roles they played in Russian military tactics earned them the nickname “Night Witches.”

considered, by many, to be a private basketball court for two homes. It is 0.37 acres (about 16,200 square feet). It was an illconceived park idea and if it could save the city money to better-serve residents, its closing should be considered. But honestly, how much does the maintenance on a 100’ x 162’ space cost? Instead of

closing the park, maybe the city should evaluate cuts somewhere else. The whole discussion of closing Madrona Park is “penny-wise and pound foolish”. There is something wrong with the city’s spending habits if it cannot pay to maintain the few parks it has. So, Ms. Carter do not attempt to strike fear into citizens by mentioning closing Viking, Simmons, and Cedarview parks—you

are employing the “silly politics” you mention. You should focus your attention on the city’s spending habits, not scare citizens into taxing themselves more. Your argument proves what many in the Proposition 1 battle shared: the city cannot be trusted with more money. FFARBL is not a group to elect officials, rather, it is a group of families who want to inspire community involvement and awareness; encourage open, responsible and efficient government; and support a thriving economy. So, I would like to remind Ms. Carter what the definition of endorse is: to declare one’s public approval or support. FFARBL has never posted that McClimans or Mulligan are even running for council. It is the paper that made the connection. Should McClimans and Mulligan deny that they helped to found the group? Wouldn’t that be

dishonest, Mrs. Carter? Because McClimans and Mulligan helped to establish the group, does not imply official endorsement. I give them credit for trying to remove their campaign from FFARBL altogether. FFARBL has made no endorsement of any candidates nor will it. Ms. Carter, I am sorry that you are still bitter about the Prop. 1 defeat. I would like to join you in mourning because; I too, think Bonney Lake should have more parks. I think these are the best lines of your opinion piece: “Personally, I am glad it was on the ballot, as I support parks.

Yes, it failed miserably and cost $28,000 for the special election.” So, you don’t have a problem with wasting $28,000 on an election? Wow! It’s not McClimans and Mulligan who chose to use city funds to build an $8 million facility to house a growing court system. Years change, but kids stay remain the same Throughout the course of childhood, there are some things that never change. I’ve spent a lot of time in recent days comparing my youngest daughter’s toddler ways to her teenage ways. When she started school as a kindergartner she would come home and report to the family what infraction each of her rowdy classmates committed. She was my police girl. She could not believe anyone would think of breaking school rules much less carry out their evil plot. This was a child who as a toddler had a temper that could take down the Incredible Hulk. Her terrible twos lasted from 18 months to 5 years old. But by the time she got to kindergarten (at almost 6 years old because she missed the age deadline for starting school with her September

birthday), her temper seemed to convert itself to being controlled law enforcement. I thought of her early police

And you didn’t look over your shoulder when you switched lanes.” “I looked in my mirror and there was no one behind me when I turned the corner, so I already knew there was no one in that lane.” “Our driver instructor said

you’re always supposed to look over your shoulder.” “Whatever.” She long ago quit reporting about her classmates infractions and has transferred her law enforcement talents to policing her parents’ driving skills. Or lack of driving skills. I had her take drivers’ education when she turned 15 because my older daughter’s instructor said it was a good opportunity to have a whole year to drive. When a child turns 15, they can get a waiver for their permit if they are signed up for drivers’ education. I thought, “What a great idea!” My oldest didn’t start driving until she was almost 18, I figured it would be great for my youngest to get her license when she turned 16. And unlike my oldest daughter, my youngest was anxious to drive. So I signed her up. It turned out it was too fast and too overwhelming. She was partnered for instructional drives with an almost 18 year old girl.

They did drives on Saturdays and then again on Sundays because her partner was in a hurry to finish. There was no time for practicing in between. She felt traumatized by the intensity of the driving lessons. The subsequent year passed with her driving fewer times than I have fingers on one hand. I could not get her into the car to practice and the opportunity for her “whole year of practice driving” was slipping away. When she was around 2, I set up a “potty chart‚“ giving her stickers every time she used the toilet in an effort to potty train her. A couple of days later, she informed me, “I’m not old enough for this.” I knew there was no way I would convince her she was ready if she didn’t feel ready, so I let it go. Then a week or so later she told me she was ready and she was potty trained ever since, even at night. Now she is 16, her permit is about to expire and we’ve been

driving a lot lately. She’s a good driver and her parallel parking is pretty impressive. Her father and I were trying to push her just to go for it and test for her license. She’s not ready. To renew her permit will require a trip up to the DOL, a wait in line and she’ll take the written test this time. It’s a pain, but I can’t make her get her license when she doesn’t feel ready. Have you heard this before? I fully expect only a week or so to go by before she informs me she’s ready to test for her license. Some things never change.

He’ll also need to be adept in the political arena, a place he’s not been visible to this point in his career. Once the first charter school opens — possibly in fall 2014 — the state and school districts will have five years in which to authorize the 40 allotted charters.

The Panthers lost 50-14 at home in a nonleague game against Union from the 4A Greater St. Helens League. Union showed impressive speed on

both side of the ball, but Bonney Lake was able to execute and move the ball. “It was a rough game for the Bonney Lake Panthers,” coach Jason Silbaugh said. “While the score was not close, it did not show the improvement that the boys made from week three to week four.” The coach said after Union scored in the first quarter, “(Bonney Lake) came right back and answered with a nine-play drive capped off by a 25 yard touchdown run by Ethan McElderry.” Bonney Lake scored in the fourth on a run from Robert Combs. Highlights: • Isaiah Weed - 14-22 for 123 yards • Ethan McElderry - 15-53 yards and one touchdown • Robert Combs - 2-70 yards one touchdown, three receptions for 20 yards South Puget Sound 3A league play begins next week 7 p.m. at home against Peninsula.

The Sumner football machine keeps moving with a high powered offense and a smothering defense. The Spartans crushed Clover Park at Harry Lang Stadium Friday 35-6. The Spartan ground game racked up 301 yards. Coach Keith Ross said the ground game, “set the tone for ‘what we do’. We ran the ball and played great defense. Defense has really played well this season.” Ross added, “Jess Lindal had 16 tackles and lead the defense which had eight

tackles for a loss by six different players.” Sumner had two interceptions by Jace Johnson and Mason Sykes inside the end zone. “We are very business like,” Ross said. “We know what we do and we go do it. The players and executing the game plans very well.” Scoring for Sumner was Brandon Tuilaepa on a 67-yard run. Next came Triston Wedington catching a 28 yard pass from quarterback Chase Torgison. Tuilaepa scored again from 30 yards out and DeJon Lynch posted the final six on an 11 yard run. “We are a true brother-

hood and are playing like a team that puts the team in front of the individual,” Ross said. We need to stay focused and play with a sense of urgency.” Next up is Franklin Pierce on the road 7 p.m. Friday.

100 years ago, Wilkeson School first opened her doors and hallowed halls to the local elementary and secondary students. The school was a crowning jewel in a thriving mining town and was constructed with the local sandstone that is quarried less than a mile from the school. The school was built and designed by Tacoma Architects for $35,000. There were nine rooms in the top two levels. Some of our very own students are 4th and 5th generation Wilkeson students. Today the school takes pride in their mission to ensure that all students are learning at high levels for success beyond high school. Wilkeson Wildcats are College Bound!

On Friday, October 11th will be the Centennial Ceremony for all alumni, past staff, and community leaders. The event will being at 1:30 and will include a formal ceremony outdoors and feature student performances. There will be an alumni and staff reception to follow in the gym. On Saturday, October 12th from 10am - 2pm will be the Centennial Community Day. The school and campus will be open for Wilkeson Families and the greater community to enjoy activities throughout the day. Activities will include Pioneer Museum interactive exhibits, local community groups, games, coke oven tours, school tours, etc.. Food will be available for purchase. Visitors will be able to purchase commemorative postcards, shirts, and sandstone. All proceeds will go towards the Wilkeson Centennial Project sponsored by the Wilkeson PTA. In addition, visitors can view the new conceptual landscape design and make donations towards the purchase of plants and trees to enhance and beautify the school grounds for years to come. Focus on Glacier Middle School Welcome to Glacier Middle School, a place where student growth is our priority focus!! Our strong community ties are at the core of what makes Glacier a great school. There is not a day of the week that Glacier is not buzzing with activity. Whether it is the regular school day, the community athletic events, or music festivals, our building is more than a place of learning, it is a hub of our vibrant community. At Glacier we focus on the entire middle school experience. Whether students compete for us on the athletic field, entertain us on the stage, perform in our band or choir, serve in our ASB, or participate in the many other activities in our school, Glacier students are encouraged to extend their learning beyond the classroom.

Our staff is committed to the hard work necessary to help each student at Glacier find success. Our school mission identifies our commitment to ensuring high levels of learning for all students.

PACE - The PACE class at Glacier Middle School is a method of individualized academic intervention and en-

richment for students . Struggling learners are identified and then systematically assigned to receive targeted interventions from teachers at increasing levels of intensity. Students who do not require academic interventions are allowed to choose from a short menu of rotating and engaging enrichment activities. This occurs during a specific time, for 35 minutes every Tuesday through Friday. Faculty and staff use the PACE period to teach organization and study skills in addition to an anti-bullying curriculum during the first two weeks of each quarter.

CCSS – The staff at GMS has been working hard to design their units around the newly adopted Common Core State Standards (CCSS). The CCSS provide our staff and students with consistent and clear awareness of learning expectations. This clarity of learning allows for a teacher to more specifically design instruction to meet students’ needs and furthermore to communicate with parents as to how they can support their child.

ENGLISH LANGUAGE ARTS / SPRING BOARD – Our Language Arts teachers have re-

cently participated in four days of training for our newly adopted Springboard curriculum. Spring Board is the Language Arts curriculum grades 6-12 in the White River School District. The curriculum was designed by the College Board and infuses rigor, high expectations, and differentiates for all students at all grade levels. Not only does the program prepare students for pre AP and Advanced Placement coursework in the high school but it also provides culturally and personally relevant activities designed to engage students in problem solving, academic discourse, and critical analysis. What makes this curriculum a rigorous and powerful connector to advanced coursework is the consistent exposure to critical thinking skills and behaviors which are commonly found in college level course work. Texts become more increasingly difficult, and writing tasks are increasingly complex in order to build the students ability to write for a broad range of purposes and audiences.

ALGEBRA AND GEOMETRY – Students at GMS are assessed frequently to monitor learning and gauge a student’s readiness for algebra and geometry. Students at GMS have consistently scored high on the End of Course exam for Algebra and Geometry > 99%. Much of this success is dedicated to the tireless professionals who offer extensive math support and interventions which we call Math Camp and Algebra Camp.

HIGH SCHOOL CREDITS IN THE MIDDLE SCHOOL – Glacier middle school offers multiple opportunities for students to

receive high school credit. Students can claim high school credit in Algebra, Geometry, and Spanish. These credits can be redeemed during the high school career. The family chooses whether or not they want to claim the middle school grade for the high school GPA. Students also fulfill the Washington State History credit for graduation while in middle school. The cycle of falling leaves and decaying summer plants is how organic matter is returned to the soil each autumn to provide nourishment for the next crop of plant life in the spring. So why do we rake, bag and then pay to send away our fallen leaves and cut grass? Small yards, tidy gardeners and lack of time to store and compost our own October organic matter is to blame but sometimes it is a simple lack of understanding about the most important living organism on our planet – our soil. 10 things to know about your soil • Your soil is alive. Every teaspoon of soil is teeming with tiny microbes that feed off of organic matter, breathe, reproduce and keep the rest of us alive. • Removing all the leaves, decaying plants and insects from your soil destroys the balance of carbon, nitrogen and living soil creatures – so plants struggle to grow. • Autumn leaves provide a blanket of insulation for the soil and this helps to protect not just the earthworms and plant roots from the cold but also offers protection for all those tiny microorganisms living in your soil. • Your soil needs air for the tiny critters to breathe. Next, the plant roots stop growing as they cannot penetrate the compacted soil. • Your garden beds do not like to be raked and leveled and cleaned of all debris in the fall. Nature never intended soil to go naked in the fall. Work debris and leaves, compost and manure into your vegetable and flower beds just a bit and leave the soil uneven so the hills and valleys can collect rainfall while the organic matter is only partly buried as it continues to decay and feed the soil during the winter months. • Earthworms, moles, voles, beetles, centipedes and all those other creatures you can see living beneath the surface of the soil are good for your soil structure. Using manmade plant foods from a box or in a liquid form will feed the plants but will not feed and improve your soil. “Natural” fertilizers release nutrients slowly – the way nature intended. • Flowers might be pretty but healthy soil is a beautiful thing – the source of life itself storing all the food,

air and water we humans need to survive. It is time we stop paying money to haul away the “soil food” nature provides us in the form of fallen leaves and use this natural resource to feed our soil instead. So what to do with all those October leaves? Pile them, compost them, shred them, store them or just leave them on top of the soil to feed, insulate and pro-

tect – just the way nature intended. Note: Always remove large leaves from your lawn and diseased leaves from around the base of plants. Sullivan stressed that teaming with neighboring cities and overlapping agencies is what has to be done. It is required by RCW 36.70A.070-080. The sanctions for not playing together as a team? Loss of low interest loans. Loss of grants. Bluntly, in my words, not being awarded funding of public works projects. Sullivan explained that the transportation element of the plan needs to be rewritten. Why? The city currently has a “conditional certification” from PSRC which allows the city to be considered GMA compliant. Conditional certification is used by PSRC if only a limited set of issues are identified during review and the city and PSRC agree to resolve the issue by a timeline. This means providing regular updates to PSRC by the city to ensure progress and that the issues are resolved. How did that happen? PSRC’s previous review of the city’s 2006 comp plan discovered it was consis-

tent with the Puget Sound Regional Council policies of Visions 2020 (Vision 2020 was the predecessor to Vision 2040), but did not conform with one of the key requirements in the transportation planning provisions of the GMA. What happened was future land use assumptions were inconsistent and used throughout the plan, including the transportation element, which resulted in an internal inconsistency in the plan preventing full certification. This has also been discussed at a council meetings on more than one occasion. Planning provides economic vitality, like the Franciscan provides services, jobs, permit and tax revenue for the city, improved the neighboring intersection and provided sidewalk connections and safe crossings at the intersection for nonmotorized transportation. The comp plan will have a new section called Active Living to encourage active and healthy living. I imagine the Franciscan is a good example of that new element. I suppose that if the YMCA had been built at the WSU forest it would have brought economic vitality in the form of up to 125 new jobs, mostly for youth and young adults, provided a nurturing envi-

ronment to swim, exercise, take classes on healthy lifestyles. And of course the construction jobs, the revenues. Arts, entertainment, recreation, accommodation and food services provide 6.7 percent of the jobs in Bonney Lake for workers over age 16. Areas of the city were developed at different times. The Downtown area was originally developed before Bonney Lake became a city February 28, 1949. If you look at county records, you will see how crooked

Sullivan assured that the Active Living element is not a plan to force us to exercise. There will be no tickets for failure to workout, no food police. It will be up to each of us to make a personal choice to push back from the table and not eat too much cheese cake.
