King County Boundary Review Board to decide fate of Klahanie

The 10-member King County boundary review board got more than an earful over two nights of testimony from the City of Issaquah, the City of Sammamish, a senior policy analyst for the county, the Sammamish Plateau Water and Sewer district plus a plethora of community groups and individual citizens regarding the annexation of the Klahanie PAA to Issaquah. The BRB is a quasi-judicial body which makes decisions on incorporations, annexations, mergers and disincorporations by cities, towns, and sewer, water and fire districts. Whatever outcome the BRB decides is final, unless appealed to the King County Superior Court. The meeting room at the Issaquah Holiday Inn was packed both nights. The City of Issaquah was allowed to make its case first. Mayor Ava Frisinger took the lead outlining some of the history. Klahanie

and surrounding neighborhoods, were identified as an Issaquah potential annexation area in 1995. “We are a sustainable city with a long history,” Frisinger said. “We are a city of annexations.” Since its incorporation in 1892, which began with just the old town center, Issaquah has annexed all the rest of the areas in its borders. Frisinger said this annexation is the most densely populated one it has undertaken. Bob Harrison, the city administrator took over the presentation, stating that the proposed annexation meets the spirit of the city’s comprehensive growth plan. He said the 1973 comprehensive plan identified the PAA in Issaquah’s long-term planning. He brought up the success of the Issaquah Highlands, and pointed out that the city will provide enhanced services, including improving roads, parks and human services. He reiterated what the Nesbitt study said, that Klahanie residents will pay $383 less in property taxes on an average single-family residence assessed at $320,000. The Nesbitt study was a finan-

cial analysis by an independent consultant. BRB chair-elect, Paul MacCready of Seattle, asked Harrison about taking over utilities in the future — a major hot button in this issue. Harrison said no action has been taken on an assumption of water and sewer serviced in the PAA, which is served by the Sammamish Plateau Water and Sewer District (SPWSD). City finance director, Diane Marcotte said the city has not looked at the numbers yet if they were to assume the water and sewer service, so they could not answer questions about any potential water and sewer levies. BRB board member Evangeline Anderson of Bellevue asked what a water bill would look like if Issaquah assumed the water service. Sheldon Lynne, Issaquah’s public works engineering director said the assumption study hasn’t even been discussed with the city council, but the study will address how to separate those utilities. It has been Issaquah’s stance all along that there will be no change; water and sewer would still be

provided by SPWSD, however Issaquah’s policy is to provide direct retail water and sewer services to all customers within its limits. Lynne said previously that the assumption study would not even be presented to the Issaquah City council until after the first of the year. He said utilities are a non-profit, with a budget separate from the city budget. A utility assumption would also have to be presented to the BRB for approval. SEE KLAHANIE, 2

Construction of a paved public road on a private right-of-way will eventually include bike lanes and traffic management measures. The upgrade was voted in by the Sammamish City Council after hearing concerns from area residents. Building may begin as soon as the end of October. Contractors for William Buchan Homes have been continuing construction on Lawson Park, a 31-home residential development twothirds of a mile east of City Hall. The project occupies what was once half of a secluded neighborhood along a privately owned gravel section of SE 14th Street. The western half remains a private road, but the council authorized in March the construction of a paved public right-of-way, in light of the county hearing examiner’s determination that it could either be improved or barricaded. Residents along the road, as well as in neighboring Renaissance Ridge and the Windsor Boulevard developments, were SEE ROAD, 3

Frisinger said the assumption study, completed this year, only includes areas served by Bellevue and areas served by SPWSD that are already in Issaquah’s borders. She said the council didn’t want to include utility issues or an assumption in the Nesbitt study because they didn’t know what the outcome of the Nesbitt study would be. “Those assumptions are a separate process,” she said. Jay Krauss, the general manager of SPWSD testified that the district, which has been in existence since 1948, currently serving 54,000 people, was formed in partnership with the developer of Klahanie. “The district’s services were designed specifically for Klahanie,” Krauss said. “Issaquah has an expressed policy of providing utilities to annexation areas. The city’s plan is undeniable — they intend to take over the water and sewer.” He said such a takeover would have profound consequences on customers and the district. Currently the percentage of all of the district’s water connections that are in Klahanie is 18.5 percent, and the percentage of all of the district’s sewer connections in Klahanie is 30.4 percent, which would be a huge hit to the district. Krauss said the current assumption study enters into an agreement with RH Engineering to assume parts of SPWSD in Issaquah now, serviced by other districts as a result of previous annexations. Krauss said the district wants the annexation proposal to go back to Issaquah so it can make its intentions clear about water and sewer. BRB chair, Mary Lynne Evans of Seattle

asked Krauss and Scott Jonas, the district’s operations manager if they were satisfied with the protection of their wells (that are inside Issaquah’s City limits). Krauss said “absolutely not.” That in itself, is another issue. Sammamish was represented by Mayor Tom Odell and city council members Don Gerend and Ramiro Valderrama. “We have a great deal of difficulty with this process because the PAA has never been adjusted to reflect city incorporation in 1999,” Odell said. “Much has changed over the years — many of the residents of the PAA and Sammamish weren’t even here at the time of the last vote (to annex to Issaquah).” Odell also pointed out the geography of the area. Most of Klahanie abuts Sammamish. It was echoed by many, that Sammamish and Klahanie consider that they are residents of the Plateau. Karen Wolf, a senior policy analyst with King County, said Sammamish — if it chose to do so — could amend its city comprehensive plan to designate the PAA as its annexation area, then approach the Growth Management Planning Council to amend the county-wide planning policy to designate the area as Sammamish’s annexation area on the official annexation area map. However, the two cities cannot overlap. “They both can’t designate it as their PAA in the official King County-wide planning policy,” Wolf said. “The growth management planning council could say to Issaquah you had your chance, but that would be unprecedented,” Wolf said. A failed vote to annex into Issaquah is not considered a removal of the PAA from Issaquah’s comp plan — Issaquah would have to amend the plan to remove the PAA. Wolf said it was the analysis of the county

that the annexation is within the goals of the growth management act and that it is consistent as an urban growth area. “Might you have been thinking about getting your feet on the ground before?” BRB member Anderson asked of Sammamish, wondering why it didn’t pursue adding Klahanie to its PAA before. Odell said they didn’t take action in 2002 because they were busy building a new city. Then there is the conversation about police and fire. Lee Soptich, the fire chief for Eastside Fire and Rescue, explained to the BRB that EFR, which began in 1999, was created through an interlocal agreement between North Bend, Sammamish, Issaquah, King County and Washington Fire Districts 10 and 38. He said the directors of EFR have not take a position on the annexation because two of its partners are involved. Noting that the interlocal agreement expires at the end of 2014, any one of the partners can give notice to withdraw at the beginning of 2014. As previously reported in this paper, Sammamish is unhappy with the business arrangement with EFR because it’s based on assessed valuation, not calls. David Kappler of Issaquah, who is against the annexation, is a former Issaquah City Council member. He has studied the EFR formula well. “This annexation would partially remove the tax base of a very active special purpose district and replaces only a small percent of the much needed revenue,” Kappler said. He said the district collects about $2,150,000 per year from the residents of Klahanie. He said if Klahanie is annexed to Issaquah or Sammamish, EFR will lose approximately $1,300,000 in net revenue per year which would have to be made up through increased charges to the rest of the district, reduction in district costs, increased payments from EFR partners or some of

each. “Sammamish believes they are overpaying EFR and is giving serious consideration to leaving the partnership,” Kappler said. “This in not an idle threat on their part. Sammamish owns three stations and 40 percent of the rolling stock now used by EFR.” Kappler provided an exhibit showing that a home assessed at $450,000 in Klahanie would pay $791.95 in fire tax compared to $286.20 on a home of the same value home in Issaquah should annexation occur. “I checked 10 different properties up there (Klahanie) and no one has challenged my numbers,” Kappler said. Gerend also brought up the fact that no one seems to have the money to widen Issaquah-Fall City Road, but Sammamish has the ability to do so, right now. Kirsten O’Malley, representing “Klahanie Choice,” said the residents of Klahanie are of a more similar demographic to the people in Sammamish. “We’re both suburban on the plateau,” she said. “Klahanie is a planned development.” The group hired attorney Rick Aramburu, whose testimony drew the ire of one Klahanie resident in particular. Aramburu said Issaquah has not committed to zoning, a concern of the group. Issaquah City Council will decide on zoning at its Oct. 7 meeting but the BRB will not meet to publicly deliberate until Oct. 10, with final decision anticipated in Nov. He suggested the board reject the annexation proposal to allow Sammamish to make its proposal. “Let them put up or shut up and if they don’t then Issaquah can come back. The competition between the two municipalities must be resolved,” Aramburu said. Frisinger had the last word. “Let the voters of the PAA decide,” she said.

reluctant to accept greater thru-traffic on their roadways. A traffic study estimated increases on 14th from zero to 200 trips per day, and increases of more than 100 on each of the neighboring developments’ main roads. Following repeated public comment on the issue at the council’s Sept. 3 meeting, city staff hosted a neighborhood meeting to hear concerns. “100 percent” of the meeting attendees wanted the project limited to foot and bicycle traffic in order to keep potential teenage speeders cutting through from Skyline High School, Public Works Director Laura Philpot said. “We did pose the question to them … if the road is constructed, let’s spend some time focusing on that,” Philpot told the council at its Sept. 16 meeting. “The first thing we heard is they would like to see it expand to accommodate bicycles. They didn’t want bicycles to have to share a lane with vehicles. “They (also) felt that, if the project were to go through, they would like to see the city implement

some traffic-calming features in anticipation of this.” Connecting 242nd Drive Southeast was already wide enough to stripe bike lanes all the way to Southeast Eighth Street’s established lanes if desired, she said in response to a question from council member Nancy Whitten. The traffic-calming measures would fall under the city’s Neighborhood Traffic Management Program, which executes in two phases. Phase One involves passive measures including volunteer watch, an information campaign, signage installation and police target enforcement. Phase Two involves active traffic calming projects such as traffic circles and speed humps. Implementation requires 60 percent approval from the affected area. “If the barricade does get opened, then I would request this 12-month long traffic management project,” street resident Sharon Steinbis said in public comment. Steinbis said she believed Renaissance Ridge, Lawson Park, Windsor Fields, Windsor Greens and Coyote Country would all benefit from traffic intervention. “When 248th was opened, it became a shortcut to the high school,” she

DANIEL NASH, Issaquah & Sammamish Reporter said. “So we now have this intersection at 248th Avenue and 14th Street with stop signs and, typically, the high school students blow right through… They may start at 25 or 30 miles per hour near Windsor Greens but, as they hit southbound on 248th, they’re hitting 35 and 50 miles an hour.” Mayor Tom Odell expressed hesitance at prioritizing one neighborhood’s traffic concerns over others. “This neighborhood is not unique,” he said. “This sort of situation exists all over the city of Sammamish. I have a little heartburn with pulling this one out of the line and putting it ahead of the line. We also have not heard, frankly, from the people of Windsor Green, who would continue to bear the bulk of the so-called high school

traffic that is currently on their road and will increase in the future. They were not consulted and that bothers me.” Deputy Mayor Ramiro Valderrama-Aramayo and council members Don Gerend and Whitten said they believed the city was obliged to give consideration to any neighborhood they had actively altered. Only Odell voted against the motion to move forward with the improvements. The project’s design consultant was directed Sept. 17 to add the improvements to their original road plans, Philpot said. NO, NOT HUMAN On Sept. 13, a Klahanie man entered the police department lobby with what he believed to be human bones. An officer informed him they appeared to be animal bones, and advised the King County Sheriff ’s Office had jurisdiction of his area. FALSE ALARM At 5:51 p.m. Sept. 15, two officers were dispatched to the intersection of Newport Way NW and 17th Avenue NW, where it was reported a person was on top of a shed wearing camouflage and carrying a rifle. Police located a large group of people playing with air pellet guns. A BIT ANGRY Police responded to Providence Point Drive Southeast on Sept. 17, where a caller reported a reckless driver. The driver had cut off the complainant near the East Lake Sammamish Boulevard roundabout and flipped him the bird. Dispatch initially reported the suspect was also swerving on the roadway.

Sammamish NOT HIS, AFTER ALL At 5:05 a.m. Sept. 16, an officer spotted a vehicle, associated with a recent burglary, parked at a gas station. One of the occupants was a known burglar and frequent suspect. His name came up with two arrest warrants, for which he was taken into custody. The officer observed several tools in the backseat of the car. The other occupant initially said they were his, but changed his mind when he was told he could be charged if any possessions he claimed had been reported stolen. The car was impounded. COPPER On Sept. 16, residents reported the theft of copper from their home under construction. Plumbing fixtures had been taken.

LETTERS LET KLAHANIE VOTERS CHOOSE ISSAQUAH OR SAMMAMISH Klahanie Choice is a neighborhood citizens group dedicated to helping Klahanie and surrounding neighborhoods make the best choice for our future. When Sammamish incorporated in 1999, the Greater Klahanie neighborhoods were not included in the city boundaries; we remained in Issaquah’s Potential Annexation Area (PAA). A Memorandum of Understanding (MOU) was signed between Sammamish and Issaquah in 2002, wherein Issaquah indicated that it would release Klahanie from its PAA and allow Sammamish to add it to its PAA, thereby making it eligible for annexation to Sammamish. This transfer of PAA was never consummated by Issaquah and, in 2005 a vote was taken to annex to Issaquah. The vote passed, but not the vote to assume a share of Issaquah’s existing bonded indebtedness. As a consequence, Issaquah decided to go against the vote of the people and not annex Klahanie to Issaquah. Now, eight years later, Issaquah finally decides to respond to another desire of the citizens of Klahanie to be a part of a city, rather than being governed by King County. In the meantime, however, Sammamish has matured and is a wonderful residen-

tial city, very similar to Klahanie, in excellent financial condition (no bonded indebtedness) and cradles Klahanie geographically. Sammamish has expressed a desire to annex Klahanie, if the Klahanie citizens so choose, but this cannot happen without consent of Issaquah and changing of the PAA. Many of us in Klahanie feel that Sammamish could be a better fit for Klahanie, for the many reasons so compellingly expressed at the Boundary Review Board Hearing, Sept. 1819. We are asking Issaquah to give us the opportunity to choose which city we would like to be annexed into. Issaquah has tentatively scheduled

an election in February, 2014, subject to the outcome of the Boundary Review Board decision. We are asking to have two questions on that ballot: 1. Do you want to annex to a neighboring city? YES NO 2. Which city do you want to be annexed to? Sammamish Issaquah This would allow the two cities to fulfill the term of the 2002 MOU which states, that the “city of Sammamish and the city of Issaquah find that it is generally in their best mutual interests to accommodate requests for annexation based upon the preferences of the citizens within a PAA.” Let Klahanie decide. Give us a real choice.

The point man for school change J

oshua Halsey is about to become one of the most important people in public education in Washington. For a few more days he’ll manage the South King County Science, Technology, Engineering and Math Learning Network — a mouthful of jargon for a job guiding an $11 million program to improve achievement of 117,000 students with creative and cuttingedge instructional techniques. On Oct. 7, he’ll begin work as the first executive director of the Washington State Charter School Commission in Olympia. In this gig, he’ll be in the vanguard of a voter-driven effort to transform learning for the state’s 1 million public school students. Jerry Cornfield With passage of Initiative 1240 last year, Washington will be allowing up to 40 private nonprofits to run schools with public funds. . Halsey, who will earn $100,000 a year, will be steering the nine-member commission as it sorts through applications this winter and decides next February which to authorize. His exact role is getting formulated, but he said he expects to be an “active participant” in the decision-making. “I would hope we would avoid experimentation sites,” he said. “What we really want is innovation sites.” Halsey, who is married and a father of two young children, is an unfamiliar name for many veterans entrenched in the state’s education establishment. This should give him an unsullied foundation on which to build relationships with those trumpeting the value of these alternative schools in helping students as well as those still trying to prevent any from

opening because they consider them unconstitutional. Commissioners chose him from a crowd of candidates, which included some with experience doing a similar job in other states. “You will find him to be a strong leader,” said Steve Sundquist, chairman of the Washington commission. “His Joshua Halsey unique mix of experience, curiosity, and empathy will serve us well as we work to create the strongest charter school network in the nation.” He’ll also need to be adept in the political arena, a place he’s not been visible to this point in his career. Once the first charter school opens — possibly in fall 2014 — the state and school districts will have five years in which to authorize the 40 allotted charters. If the commission wants more it will need to convince the Legislature and governor to pass a law adjusting the cap. Charter schools still remain largely disliked in parts of the state and among many state lawmakers. All it will take is one less than shiny operation to surface to imperil chances of getting rid of the cap. RAM brings brews to Issaquah

More than 100 people will be employed to staff the new RAM Restaurant and Brewery in the Issaquah Highlands. The restaurant opens Monday, Sept. 30, joining the group’s other 29 restaurants. It will be The RAM’s only Eastside location. The family-owned restaurants was started in Lakewood, Wash. 43 years ago by Jeff Iverson Sr. The business is now run by his sons Jeff Iverson Jr. and David Iverson.

Regional Manager Marty Hillis said they have been talking about locating in the Issaquah Highlands for six years. The Issaquah RAM is the company’s 11th Puget Sound location and has 6,566 square feet and seating capacity of 330 guests, not including a large outdoor patio. Dave Leonard, the regional brewer, said at the 2011 Great American Beer Fest in Denver, The RAM’s Blonde Ale won a gold medal. Leonard said over 3,500 beers were judged at the competition. The Total Disorder Porter won gold in 2010. The restaurant also has a full bar, domestic beer and a wine list. Happy Hour specials are Monday to Friday from 3-6 p.m. and 10 p.m. to closing. Hillis said The RAM is not just a sports bar, but a family restaurant, with 80 percent of the focus on the food. Nightmare at Beaver Lake continues to seek youth and adult volunteers. The Children’s Alliance has recognized Sen. Andy Hill, R-45th district, as one of its 2013 legislative champions for his work to end childhood hunger. Hill secured additional funding for the State Food Assistance program, which provides grocery money to legally-residing, low-income immigrant families. Hill’s district includes Sammamish. Hill’s Senate plans boosted the program’s funding by $9.4 million for the next two years. Hill, the Senate’s budget leader, successfully kept the funding in place during final budget negotiations with the House, the alliance said. Village Theatre has scored a hilarious hit with “Xanadu,” a campy, athletic spoof of the notorious flop turned cult classic. If you never saw the original movie starring Olivia NewtonJohn and Gene Kelly — so bad it almost single handedly spawned the birth of the Golden Raspberry Award — you’ll still walk out laughing after seeing this stage adaptation. The Tony nominated musical satire, originally produced on Broadway in 2007, written by Douglas Carter Beane, with music and lyrics by Jeff Lynne and John Farrar, is wrapped around the film’s original chart-topping songs like “I’m Alive,” “Suddenly,” “Evil Woman,” and “Have You Ever Been Mellow?” The year is 1980: a creatively-frustrated street artist on the Venice Beach boardwalk, Sonny Malone, desperately needs a muse to finish his chalk mural of the nine Greek muses, entitled “Ancient Greek Arty Chicks.” Enter Grecian muse Clio, in leg warmers and roller skates — disguised as mortal Australian girl Kira. She introduces him to real estate magnate Danny McGuire, owner of an abandoned building where he dreams of creating a roller disco palace. overdone Aussie accent included. Stokinger also delivers powerful vocals as the lovable, smitten beach bum in jean cut-offs. Clio’s cackling evil muse sisters, Melpomene (Lisa Estridge) and Calliope (Christine Riipii), get down singing a mean version of “Evil Woman,” but also get many of the laughs. The plot revolves around the jealous sisters’ scheme to curse Clio and send her to the Netherworld for daring to defy the divine rules that demi-gods cannot fall in love with mortals, nor that muses can share in creating art. Before the end, Kira must confront their father, Zeus, played ably by Jeff Steitzer. Steitzer doubles as dancer, doing a soft shoe routine as Danny McGuire. In any case, you’ll leave feeling joyfully exuberant. For all its silly fun, Xanadu is timely, if for no other reason than its championing the arts, and shows how even how schlock art can be redeemed. My only criticism was that the sound was cranked up so high it distorted some of the vocals. There’s plenty of audience participation. If you come see the musical on a Friday night, you might even be invited onstage to dance along with the cast after the encore. Tickets are $34 to $65. More information is available at 425-3922202. During her time with the Issaquah swim and dive and track and field teams, Gabrielle Gevers has seen more than her share of standout performances. From school record-holder Haley Jacobson tearing up the track and reaching the podium at state on the track to swimmer Kayla Flaten doing likewise in the pool, she has been front and center as the Eagles have maintained their spot among the state’s most consistently solid programs in both disciplines. Now a senior, Gevers is ready to put the final seal on her time with the Eagles. She already owns top-three state finishes in both sports, earning a third place finish in the 400 meter relay in track her freshman year and qualifying in four events in the pool as a junior last season in addition to a host of other accolades. But before she was one of KingCo’s top dual-sport threats, she was an uncertain freshman trying to find her place on the team and without any experience in the pool

or on the track. “I don’t remember why I chose swimming,” Gevers said. “I just read books and was a ballerina.” Making the transition even more difficult was the fact Gevers had been homeschooled for her entire academic career, leaving her without a friendly face on the first day of practice and lacking the common point of reference most freshmen are able to lean on as they take on various roles in the student body. “I was terrified,” she said. “I didn’t know anyone on the team.” While she had no competitive swimming experience before joining the prep squad as a freshman, longtime Issaquah coach Laura Halter said Gevers’ work ethic, determination and curiosity for the finer points of the sport all made her an instantly likable figure among teammates. As her experience in the pool and confidence grew, Halter said she knew Gevers had the chance to have a career that ranked among the best in program history. “Part of the reason she stands out in my mind is her tenacity and hard work,” Halter said. “It’s been fun because her energy is so positive.” An intense focus on the details has been another key for Gevers, according to Halter, and is one of many factors that has turned her in to one of the leaders for the Eagles. One of those underclassmen is also a student Gevers was homeschooled with before she joined the mainstream student body at Issaquah as a sophomore. SEE GEVERS, 10

cuttings and collect the seeds of some of your favorite annuals for next spring.

Many gardeners are never quite sure what to do with bulbs. In fact, some bulbs and tubers cannot be left in the garden over the winter and have to be lifted from the soil and stored inside in a dark, dry place until it is time to replant them. Fall is, however, the time to plant spring-flowering bulbs. Don’t hesitate to ask your local garden center staff for suggestions and tips on which bulbs will need this kind of care.

While she downplayed the significance of her role as a mentor for a freshman now in the same position as she once was, Halter said Gevers has undoubtedly emerged as a figure for her underclassmen to emulate. “She is just such a happy kid, it rubs off,” Halter said. “They see how much fun she is having working hard and being successful, but also just the enjoyment she gets out of it.” The smiles weren’t always the first thing on Gevers’ mind, she can admit now. But with a high school career that now includes multiple state appearances in two sports, nominations to homecoming court and student government and plenty of recognizable faces in the hallways between classes, there are few things she would change. “From my freshman year to now is completely different,” she said. “I know so many people, am friends with so many people and I’m excited to go to school and see everyone.” As excited as she is to see them, Halter and the rest of the Eagles may be even more excited to see her as the season moves toward another push at state. Gevers said her own confidence in the pool has grown immensely and given her the ability to focus on her own technique rather than obsessing over fractions of a second. That will likely mean another shot at the top of the podium at the 4A state meet, with Gevers owning some of the top returning times in 2013. According to Halter, regardless of her fate this season, the legacy has already been secured. “She will be one of the best swimmers I’ve ever coached,” she said. Gevers and the Eagles will be back in the pool Friday against Garfield at 3:30. The regular season concludes Wednesday, Oct. 17 at Julius Boehm Pool against rival Skyline. Cole Blackburn ended a pair of first-quarter drives for Eastlake with interceptions last week to spurn an offense that has still yet to find the end zone through the air in 2013. Quarterback Kilton Anderson has rushed for three touchdowns, and has been aided by the emergence of sophomore running back Rashaad Boddie, who had a pair of scores last week including a school-record 96-yard touchdown run before leaving with an injury.
