School ‘listening sessions’ valuable Support is growing for new bond proposal By Mary L. Grady

After many months of work, the Mercer Island School District is approaching a final proposal for a bond to send to the community for a vote next year. The district has held several ‘listening sessions’ with the public and has gathered input in a variety of ways over the past 15 months. A new bond to rebuild Island schools has taken shape. The dollar amount is less and the changes less dramatic. Many who vehe-
mently opposed the first bond sent to the voters last year have now joined in supporting the proposal. The amount of new construction has been scaled back to reflect voters’ view that the first bond was simply too much and that not enough detail was available to justify the amount. Many felt that the remodeled schools still have several years of life left in them. The amount of the bond has been reduced substantially from $196 million, turned down by voters in April of 2012, to under $100 million. The latest proposal includes a new elementary school adjacent

to the high school campus for approximately 500 students with a developmental preschool, for $42 million; an extensive renovation, rebuild and expansion at Islander Middle School for $49 million; and a 10-classroom addition to Mercer Island High School for $11.6 million. An amount of $3.8 million of state dollars will reduce the total amount to be paid for by local dollars. At a listening session at Islander Middle School on the evening of Aug. 27, some three dozen Islanders came to look at new renderings of the plans and talk one-on-one school with school administrators and contractors. When asked how many attendees felt that they did not know much about the district’s plans, several raised their hands. Others wanted to ask questions about what they already knew.
The nine members of the Metropolitan King County Council voted to elect Mercer Island City Councilmember Tana Senn to represent the 41st Legislative District of Washington state and King County in Olympia. Senn, 42, replaces former state representative Marcie Maxwell, who resigned her seat in July to take a position in state government. The vote of the County Council was held on Monday afternoon. Senn was elected by fellow City Councilmembers to join the Council when former mayor Jim Pearman resigned in 2012 to work for the Federal Emergency Management Agency. Senn has been a Mercer Island City Councilmember since her appointment to the post vacated

by former city mayor, Jim Pearman, in 2012. Senn had put in her name a year before for the seat left vacant by Steve Litzow when he was elected to the Washington state Legislature. Jane Meyer Brahm was selected then. Senn and her family have lived on the Island since 2005. She is already slated to run unopposed for her City Council seat in November. Senn plans on retaining her seat on the City Council for now and will decide later if she will stand for election to the Senate in November.

The Washington State Department of Transportation has announced dates for public ‘scoping’ for a full Environmental Impact Statement on I-90 tolling. The process is to gather input on the potential impacts of tolling that need to be addressed. 1. Between 4 and 7 p.m., Thursday, Oct. 10, at Bellevue College. 2. Lawmakers to conduct statewide ‘Listening Tour’ on transportation funding issue By Reporter Staff
State senators are conducting a statewide listening tour to hear from citizens about state transportation funding. A special legislative session for transportation funding may be held in November or December. The Senate Majority Coalition is also proposing a series of reforms to go along with any new funding. One of the reforms would require that toll revenues be used only for projects on the road ‘corridor’ in which the tolls are collected. ‘Impossible Odds’ is no. 13 New York Times bestseller By Rebecca Mar

When Jessica Buchanan sought out Martin Literary Management for assistance with writing her memoir, Anthony Flacco and his wife and partner, Sharlene Martin, provided a potential list of writers. But after reviewing Flacco’s short version of how he would write the story, Buchanan and her husband, Erik Landemalm, made their choice. While other writers planned to emphasize the Navy SEALs who rescued Buchanan out of the Somali desert, Flacco saw the arc of the story as a love story. “The beautiful thing is that she was determined to have a family with her husband, Erik,” Flacco said. “That is what kept her alive; that thought.” Before Buchanan was taken hostage by Somali gunmen, a group of pirates, she thought that she was pregnant. She was not, but “Impossible Odds: The Kidnapping of Jessica Buchanan and Her Dramatic Rescue by SEAL

Islander Anthony Flacco is the co-author of ‘Impossible Odds.’ Team Six” is dedicated to the couple’s baby who was born after the harrowing ordeal. His name is August, and he is now 11 months old. Major news outlets and talk shows have carried Buchanan’s story. The book, co-authored by Flacco, Buchanan and Landemalm, ranked no. 13 on the New York Times nonfiction bestseller list within a month of its publication, no. 6 on the e-book nonfiction bestseller list, and no. 7 in the Wall Street Journal.
Buchanan’s first TV appearance with “60 Minutes” will re-air on CBS this Sunday, Sept. 15. “The reason this book is called ‘Impossible Odds’ is that this never should have worked,” said Flacco, who is the editorial consultant for Island-based Martin Literary Management. True Value dog ‘Willow’ has died By Reporter Staff
Willow, an Australian shepherd and enduring mascot of the Mercer Island True Value store, died Aug. 16. She was a pet and companion of Islander store owner, De Calvert. Willow was a familiar and friendly presence at the hardware store where she greeted shoppers for more than 15 years. Willow was born March 28, 1998. In June, she started going to work with Calvert. “She has been with me almost every working day of my life,” Calvert said. “If I was sick and had to stay home, someone would come and take her to the store,” she added. According to dog experts, Aussies are working animals bred to herd livestock. The high-energy dogs need purpose in their lives, like a job. The dog had been ill in February, but had gotten better, Calvert said, clearly saddened by the loss. The breed’s life expectancy is 12 to 15 years. For 93 days, the pair was held hostage in the desert. They were rescued by Navy SEALs who staged a nighttime raid. When Flacco finished the first draft of the book, Buchanan said that it didn’t sound scary enough. “She wanted people to know the depth of her terror,” Flacco said. “We finally got it.” Flacco spent hours interviewing Buchanan and Landemalm nearly every day for two months over Skype. “If you’re doing it right, you have to feel the pain,”

Flacco said. “You have to put yourself in the emotional place. I was having to live in the emotional place of those scenes.” Buchanan grew up in rural Ohio and attended a Christian college in Pennsylvania. She had been working in Africa for five years, teaching English and educating children about how to avoid land mines. “This book has freshened my awareness of the kind of courage and integrity that exists, that the popular media, in my opinion, would have you believe is gone,” said Flacco, who recently completed a movie script for the book. “We have a lot of interest from studios, and it will be coming out soon,” he said.
Heart attack survival rate continues to climb in King County
The survival rate from cardiac arrest in King County has reached an alltime high of 57 percent, according to a new report released by King County. Most other parts of the nation have survival rates that hover around 10 percent. In 2012, the EMS system in King County responded to 172,700 calls to 911, including 48,010 for Advanced Life Support (ALS), the most serious or life-threatening injuries and illnesses. auditors will begin updating over 53,000 voter registration records and mail voter registration information to more than 140,000 potentially eligible, but unregistered residents. Updating such a large number of records and conducting focused registration education recently has become possible, thanks to the Electronic Registration Information Center (ERIC). “We need to continue modernizing our voter registration system to be more accurate, cost-effective and efficient,” Secretary of State Kim Wyman said. States have conducted “list maintenance” programs since at least 1993, but there is room for improvement, especially with the technology available to elections officials today, she said. The secretary of state will mail eye-catching and informative postcards containing information on how to register to vote to residents who don’t appear to be registered. Over 1,000 tickets in six weeks to distracted drivers King County law enforcement agencies issued more than 1,100 citations over the past six weeks to drivers for the use of cellular phones. Law enforcement agencies throughout King County participated in emphasis patrols that targeted drivers who were using cellular phones, texting or involved in other behavior that affected their ability to drive in a safe manner. “Despite warnings in the media, we still found a lot of drivers without their full attention on the road,” said State Patrol Lt. Mike Rupert. Law enforcement made more than 2,300 contacts with drivers, which included driving while suspended and DUI. Officers also arrested subjects with felony warrants and recovered two stolen vehicles. In Washington state, drivers are prohibited from texting or talking on their cellular phones without the use of a hands-free device. The fine for this violation begins at $124. Any drivers under the age of 18 are not allowed to use any cellular phone device.

To the editor Consider later start time at Mercer Island High School I feel compelled to speak up about considering a later start time for MIHS students in the future. My seventh-grader already has difficulty staying awake for first period, and I am loath to think how much more difficult it may be for him in the coming years at MIHS, which begins 20 minutes earlier than middle school. He’s certainly a respectful student, so I feel terrible when his teacher last year said he sometimes nodded off in first period. Although he gets to bed early and eats breakfast, the early start just doesn’t suit his growing body. A later start time in high school is also supported by Secretary of Education Arne Duncan, as stated in his press release dated Sept. 5, 2013. I know there is opposition from parents, stating that after-school activities and parent schedules conflict with a later start time. But I would counter that educational excellence should be the priority, as Arne states below. “Study after study has shown mornings are very difficult [for teenagers],” Duncan told the program. “They’re not very awake — they’re groggy, they’re not able to pay attention in class,” he said. Starting later would increase teens’ chances of being focused and concentrating so that they can get more out of their school day, he said. “So often in education, we design school systems that work for adults and not for kids,” he said, citing current high school hours as “another example of that.” Emily Thompson

Premier Periodontics has opened a new office on Mercer Island. The company, which specializes in all areas of periodontics, has offices in Bellevue and Kirkland, and now has added Mercer Island to its list of local communities. The office, located at 2817 80th Ave. S.E., features Dr. Caroline Herron, who recently joined the practice. “It’s been an ideal place and it was a great opportunity,” said Herron. Herron previously worked at a clinic in Burien, but has family who lives on Mercer Island, which made joining the team and working from the Mercer Island office a great fit. Herron said they are a
full-service practice, offering everything from traditional periodontic services to surgical services and implant placement. “We’re here for all the treatments that they need,” said Herron. She said their mission is to help patients and offer a high level of excellence and integrity. The clinic is open Monday through Friday from 9 a.m. to 5 p.m., and Herron will be available to see patients on Wednesdays and Fridays. Those hours will expand, Herron said, as the practice grows. “We really want to cater to the community here,” said Herron. Herron said they plan to hold a grand opening at some point in the future, but no date has been set. “We’re working with general dentists in the area and hope to coordinate with them and invite the community,” she said. Another measles case reported Local public health officials have confirmed a measles infection in a child who was in King County during the contagious period. The child is a King County resident who was incompletely vaccinated — with only one of the recommended two doses of vaccine at an age earlier than recommended — and was exposed to a sibling who had the measles, whose case was previously announced by public health officials. The child was at several Eastside tennis venues on Aug. 28 and 29. Because most people in this area have immunity to the measles through vaccination, the risk to the general public is low and outdoor exposure locations carry lower risk. However, all people who were in the locations around the same time as the individual with measles should check to make sure they have been vaccinated. The new playground at Luther Burbank Park near the Parks and Recreation building is nearly complete. As part of the 2013-2014 Capital Improvement Program, the aging play structure at Luther Burbank Park has been replaced with new equipment, including a zip line, climbing web, improved slides, merry go-round, and safety surfacing. The walkway and finishing details are still being wrapped up, but the new playground is now open. Private donations and a public-private partnership with the Mercer Island Preschool Association made this project a reality. Parks superintendent Jason Kitner said the grand opening celebration of the new playground will be announced and take place sometime this month. Marijuana rules to allocate stores by population The Washington State Liquor Control Board (WSLCB) has approved the filing of proposed supplemental rules that, if ultimately enacted, will help govern Washington state’s system of producing, processing and retailing recreational marijuana. The board has determined that a maximum of 334 retail outlets will be allowed statewide. Per Initiative 502, the WSLCB retail store locations will be determined by using state population figures with a cap on the number of retail stores per county. Given that formula, one outlet could be placed on Mercer Island.

Angel of mercy dies after a long battle with Alzheimer’s on August 29, 2013. Her love and care for children, new mom’s, and the terminally ill blessed many. She was born in Gregory South Dakota and become a long time Mercer Island resident in 1969. Some of her joys in life included singing with the choir at United Church of Christ, and gathering with her PEO sisters. She leaves behind her three children; Dave, Anne, and Keith, and five grandchildren; Caitlin, Sara, Jordan, Krista, and Leonardo. Her family and friends will miss her dearly. 876533

Nadine T. Britt, 58 year resident of Mercer Island, died peacefully in her sleep on August 26, 2013 at Manor Care of Lacey. She was born to Elmer F. and Frances Thomas in the small wheat farming town of Rockford Washington. She grew up on the farm and learned how to work at a very young age. One of her first jobs was cooking breakfast for the crews that went from farm to farm harvesting wheat. Nadine graduated from high school as class valedictorian and went on to be the first member of her family to graduate from college (Washington State College, class of 1940). Following college she worked as a bookkeeper at the Grand Coulee Dam as it was being built and then for the Internal Revenue Service in Spokane. In the late 1940’s she followed her beloved younger brother, Gene, to the Seattle area to look for other job opportunities. In 1952 she married Leo S. Britt, whom she met in a church activities group. They had two sons, Morgan (Xero) T. Britt and Jeffrey L. Britt. Leo and Nadine first lived in Shorewood in 1954 while they built a house in the middle of the Island. They lived there throughout their 40 years of marriage. Nadine worked for the school district in the counselor’s office of both the junior high and high school. After retirement she still worked as a volunteer at Mercer Island’s Family and Youth Services Center. Nadine loved to be active and had diverse interests. She skied, played tennis, golfed, camped, square danced, enjoyed travel and was a member of the Mercer Island chapter of the Eastern Star as well as the Mercer Island Women’s Book Club. She loved to laugh and always brought a smile into the room. Nadine is survived by her two sons, Morgan and Jeff Britt as well as her step-son, Leo S. Britt Jr. and his children and grandchildren. A Celebration of Life memorial service will be held 4:00 p.m. on Tuesday, September 17, 2013 at Holy Trinity Lutheran Church, 8501 SE 40th St., Mercer Island. In lieu of flowers, Nadine had requested that donation be made to Fred Hutchinson Cancer Research Center in Seattle. 876524

The first, he said, was the change in the economy. When the plans were first put together, he explained, the country was in a major recession and interest rates were low. Construction activity dropped dramatically, and many companies were offering their services at greatly reduced rates, downsizing and laying off workers or simply going out of business. Next, interest rates were significantly lower, he added, meaning that the cost of borrowing also fell. Those interest rates have rebounded somewhat, increasing the cost of borrowing money. Now that the economy has picked up steam, fewer contractors are available to bid for business. Many are already busy. As a result, bids have gone up. When superintendent Gary Plano related some issues with the contractor for the newly remodeled music space at the high school, Islander Dwight Schaeffer commented that such hassles were another reason “to leave good enough alone.” When discussing the need for a larger multipurpose room at the school to eliminate the three-lunch period issue, Ira Appelman asked why the west wall of the space couldn’t simply be expanded outward. Plano was quick to point out that he believed it would not be a good use of taxpayer money. “Why didn’t we save the old ‘mushroom’ (structure) at the high school?” he asked. “Why should we pay to maintain an old, outdated school?” Those who support the bond, however, are con-

Despite worries over interest rates, home sales up here and elsewhere By Reporter Staff
August was hot, but not in the way that we usually measure heat. Weather bloggers noted that the average daily low temperature last month was the highest of any month in Seattle since record keeping began back in 1891. Simply put, at just a tick under 60 degrees, no month in the last 112 years has ever been warmer at night than last month. In the real estate market, the number of Island homes
whose sales were final last month were up by nearly 10 percent from a year ago. As a result, the number of homes active on the market as of Labor Day were down. According to Northwest Multiple Listing Service numbers, 38 new homes were added to the market during August 2012, making a total of 104 homes available for sale that month. This year, the same number of homes and condos
were added to the market in August. But as quickly as homes were added, homes were sold. As a result, just 57 were counted as active for the entire month. The number of pending sales during the month also jumped 72 percent to 38 units, up from 22 in process a year ago. The median price for final home sales went up as well, from $587,500 to $975,000 — a 72 percent increase from over a year

With higher demand for Island homes, and the lower inventory, it makes sense that prices are trending higher — all of the ingredients that might make for a tighter real estate market. But what about those interest rates? Mike Gain, the CEO and president of Prudential Northwest Realty Associates, said many industry watchers predicted that rising interest rates would slow down the market. “Well, it has not because despite jumps in prices and interest rates, homes are still more affordable than they have been in decades,” he said. He stated that buyers are on “heightened alert” because of the recent upward movement in interest rates. Darin Stenvers, a director with Northwest MLS, offered advice to sellers who have unrealistic expectations. “Sellers should still be concerned about overpricing their homes,” he emphasized. “Some markets may handle the overpricing; others will not,” he noted, adding, “While sales are brisk, many sellers are not getting the full listing price.”

Above, on Saturday, the Mercer Island High School boys and girls swim and dive teams joined forces to participate in the local Swim Across America event at Luther Burbank Park. The team, Swimmers Saving MI-llions, was the top fundraising team in the area and raised $25,000 for the Seattle Cancer Care Alliance. Team captain Sabrina Steinhauer was the top individual fundraiser, bringing in over $10,000. The group includes former Islander and Olympic champion, Mary Wayte. The boys and girls swim teams have won six of the past eight state championships over the past four years. T h e Islanders were originally scheduled to play a nonconference opponent this Friday, but after the original team wasn’t available, the Islanders started looking for a new team to play. Making things more complicated, the observance of Yom Kippur, which begins on the evening of Sept. 13, would have moved this week’s game to either Thursday, Sept. 12, or Saturday, Sept. 14. Unfortunately, this close to the beginning of the season, few teams were available on Friday, let alone available to play on a Thursday or Saturday during the regular season. Valiant second half effort falls short Senior tailback Bryce Steckler scored all four of Redmond High’s touchdowns to lead the Mustangs to a 28-20 season-opening victory over Mercer Island High School on Friday night. Steckler rumbled into the end zone from 20 yards and 4 yards out in the first quarter, and from 14 yards and 1 yard out in the second quarter, and staked Redmond to a 28-7 lead at halftime. Also in the first, Islander Alex Bell scored on a 54-yard pass from quarterback Alfonso Gonzalez. In the second half, Mercer Island scored on a pair of end zone runs; a 3-yard (Gonzalez) and 5-yard (Kalen Hopkins), one each in the third and fourth quarters, but Redmond held on for the home nonleague win.
