Walking along South Whidbey’s Wilbert Trail on a summer day, the majesty of the 347-acre forest is easy to experience. A short, five-minute trek from the road and visitors are only 5 yards away from an ancient guardian, a massive cedar tree that towers above the hundred-foot high canopy of South Whidbey State Park. Keeping people from touching, and possibly harming the wooden sentinel, is a small fence. Keeping the rest of the short, 1.5-mile trail serviceable is the work of park staff and a growing group of dedicated volunteers. There is work to be done in the state park, and people who volunteered for years recently organized into the Friends of South Whidbey State Park. “There are so many special places there,” said Fletcher Davis, the acting president of the friends group. “Our parks are backyards for people who don’t have backyards.” That sense of stewardship drew about 75 people to a kickoff party for the Friends of South Whidbey State Park in mid-August. The group is working on formalizing itself as an official entity and a board of directors must be established before it can charge a membership fee — $12 for an individual, $20 for a family or $50 for an organization. Davis and his wife, Elizabeth, have lived near the state park since 2000 at their Smugglers Cove Road home. In those 13 years — 17 counting parttime residency — the couple visited the park regularly for walks on Wilbert Trail. They lead tours along the welltrodden path that loops from the south entrance to the north entrance of the state park. On their tours, they met and hosted people from across the country and the world, from Germany and Italy to British Columbia. “It’s amazing how many people come there and from different parts of the world,” Davis said. In the 2014-15 biennium, state parks are budgeted at $20.2 million in direct state funding, $7 million less than

More than 1,500 report for first day By CELESTE ERICKSON South Whidbey Record A ringing bell will once again be a familiar sound for South Whidbey School District students. The first day of school began Tuesday, Sept. 3, for more than 1,500 children and teenagers enrolled in the district’s four schools.

Whidbey named top retirement spot By JANIS REID South Whidbey Record A national retirement publication has listed Whidbey Island in its book entitled “America’s 100 Best Places to Retire.” Published by Where to Retire magazine, the book is now in its fifth edition. “We believe that retirement locale scouting is fun,” said Annette Fuller, managing editor of Where to Retire and co-editor of the book. “This volume helps the process with its well-researched profiles of 100 cities that retirees love. Where to Retire magazine has been dedicated solely to discovering these destinations since 1992, so the knowledge in the pages is deep and wide. It takes you on a coast-to-coast trip like no other book can do.” Other Washington locales named in the book include Olympia, Port Townsend and Spokane. The book includes locales that have all been featured destinations in Where to Retire magazine. Each profile, written by an author who is familiar with the area, combines local knowledge, extensive research and in-depth interviews with retirees who have already made the move. “For a long time we were one of the best kept secrets, but word as gotten out,” said Chet Ross, executive director of the Freeland Chamber of Commerce. “Climate-wise, access to Seattle… it’s an end unto itself. Like the tourism saying goes, ‘It’s the shortest distance to far away.’” A quick-facts data box within each profile sums up information on taxes, climate, walkability, housing and health care. “It’s just such a beautiful location,” said Hazel Welliver, executive director of Harbor Tower Village retirement

The 100 cities are all distinct, said Fuller, yet they have many qualities in common that active baby boom-

SHERIFF Man leaps from Deception Pass A 51-year-old Everett man died last week after jumping from Deception Pass Bridge on North Whidbey. The Island County Sheriff’s Office reported that bystanders witnessed the man leap from the bridge at 12:25 p.m. Wednesday, Aug. 28. The man was later pulled from the water by fishermen in a boat. He was transported to the hospital but did not survive. This time of year, the swirling waters below the famous bridge are busy with boats and the beaches lined with fishermen as the salmon season is in full force. Several people commit suicide each year by jumping from the bridge,
which is in one of the state’s busiest parks. The Island County Coroner’s Office reported that the family doesn’t want the man to be publicly identified. His death was ruled a suicide.

Getting new playground equipment is on the to-do list for Langley’s Parks and Open Space Commission. At the last city council meeting, two representatives from the commission told Langley leaders they were working on funds to replace the playground equipment at Generation Park. The corner park at Second Street and DeBruyn Avenue features a swing set that could be

Crews may work through some weekends to ensure the project is finished on time, he said.
Field said there’s still a lot of work to do with the project both onshore and offshore. The project will add 400 linear feet of dock space to the harbor. A mechanical accident caused a barge to tip and a crane to slide from the barge into the water Wednesday, Aug. 14. The crane was lifted a week later on Thursday, Aug. 29. Neptune Marine will install the remaining 13 piles at the harbor.
COUNTY Critical area rules plan to debut A public participation plan has been drafted for Island County’s critical areas ordinance update and is set to go before decision makers today. The plan will be presented to the Island County Board of Commissioners at 10 a.m. Wednesday, Sept. 4, in the commissioners’ hearing room, 1 N.E. Sixth St. in Coupeville.
The update is for the county’s fish and wildlife habitat conservation area rules, and is in response to legal action and subsequent order by the Growth Management Hearings Board earlier this year. Critical areas ordinances are state-mandated, comprehensive land-use rules that regulate development in areas considered environmentally sensitive. They are required by law to be updated periodically with the best available science. Last December, Island County Planning and Community Development was seven years past its deadline to update the fish and wildlife section of the critical areas ordinance when a South Whidbey-based environmental watchdog group, Whidbey Environmental Action Network, or WEAN, filed a failure to act petition with the hearings board. The regulator body agreed with WEAN, and in a January ruling gave the county six months to complete the required update.

County invests in clear winter roads
Island County Public Works officials are preparing for the upcoming snow season with plans to purchase four new snow plows. Department leaders are set to present the plan to the Board of Commissioners at their regular work session. The meeting is scheduled for 9 a.m. Wednesday, Sept. 24, in the commissioners’ hearing room, 1 NE Sixth Street in Coupeville. The purchase is for blades only, not trucks, and would replace the county’s four oldest plows. The retired gear will be included in an online surplus sale once the new plows are received. The price tag for each plow blade is $5,935, for a total estimated cost of $25,800. They are being purchased through a Washington State contract.

Parents across Whidbey Island waved goodbye to their children yesterday as they headed out for the first day of school. For some, it was a new and perhaps worrisome experience. Sure, they look cute with their little Spiderman or Dora the Explorer backpacks, but how will they do? Will they make friends? What about their teacher? For a first-time parent who is watching their child embark on a new chapter in life, there are a lot of questions. For me, it’s familiar territory. My 12-year-old entered seventh grade and he long ago traded in his superhero-themed backpacks for cool-kid clothes and a bad haircut. Pleas for Legos and action figures have been replaced with requests for an iPhone, video games and credits for his Kindle, most of which are thankfully spent on digital books. Our back-to-school preparations were the usual – purchasing new clothes, supplies and discussing academic expectations. We did break from routine in one way, however. This year we had a serious conversation about drugs, specifically the dangers of students sharing prescription medication. Common and easy to acquire, these are legal but deadly killers if used incorrectly. The consequences of such abuse are chilling and we drove the message home. If it’s not from a vending machine or the cafeteria, don’t eat it. Please. This wasn’t something we brooded about in the days of Spiderman backpacks; discussions like these seemed so far away. Well, time flies and it’s now clear that parents never really stop worrying – old fears just make way for new ones. I guess it’s all part of loving your kids. But school isn’t doom, gloom and scary things. In fact, it’s quite the opposite. Along with acquiring an education — knowledge that will shape and guide their destinies — school is where young adults come of age. In those awesome and terrible years they experience the beauty of first love and the hurt of a broken heart; triumph and defeat in sports or clubs; friendship and betrayal. They learn about dedication, responsibility and the consequence of hard work, be it success or failure. These are indelible lessons of youth and adulthood, and some will be remembered fondly, others with sadness or regret. Be happy for your children, for Tuesday was more than a first day back to school. It was the beginning of the next chapter in the first great adventure of their lives.

Editor, I would like to thank Jeff Blake for his recent heroic actions in putting out the fire in my home on Maxwelton Beach and the South Whidbey Fire Department for their prompt response last year and this year to fires in my home. I had never before had a fire in any home I lived in, and it is a very scary situation, especially as I live in Southern California and cannot respond myself to emergencies in my Whidbey Island home. Hospital levy
New board needed, not new tax Editor, Yes, it’s time to vote against the proposed levy for Whidbey General Hospital. Two years ago, the same levy failed for lack of a super majority, according to the hospital CEO. Yes, it’s time to get a new hospital board, a board that realizes what the patients of a first aid station really need, and it is not a $50 million levy strapped to the back of patients. Yes, it’s time to cease sending six or seven emergency vehicles to the scene of most minor accidents. Yes, it’s time to realize that a first aid station like Whidbey General is for
patients’ healing, not a social gathering place as depicted in some of our area’s local newspapers. Yes, it’s time for the board to review their mission — which should be to provide the best first aid possible. No, it’s not time to hit the voters of Island County with a $50 million levy that the citizens cannot afford. This levy will have an effect on three or four generations. Please stop the madness. net Facebook, City of Oak Harbor/Island County resolutions, rallies and petitions have dwarfed the handful of “Ebey Reservists” who attempted this same litigation scheme in the ’90s. It’s not about the Growler; their goal is to shut down the OLF and NAS Whidbey if necessary. The facts remain: A. It’s not about the “Ebey Reserve.” The federal statute (and county ordinance) states the Reserve’s mission is to ‘preserve historical record from the 19th century to present.’ The Navy and OLF have been part of that record and are listed in the founding documents. B. The “Growler” — many of the litigants attempted a similar scheme in the ’80s and ’90s when the Prowler was fully implemented, claiming the Prowler was “much noisier” — déjà vu. C. The noise — the Growler is comparable to the Prowler and 6,000 OLF flights amounts to about 45 minutes a week — about five
times less than the volume flown at OLF in the ’70s and ’80s. The 112-decibel noise at a Seahawks game lasts for hours, not to mention rock concerts, which many of the litigants have attended, or the loud music in their children’s earbuds. D. The 68 percent of county economics and jobs driven by the Navy — most of the litigants are retired or independently wealthy. It is about them, the litigants, a few rich landowners, several with law degrees who either failed to read their homeowner noise disclosures, simply don’t like the military and don’t care if critical training is reduced — coming from their ’60s era — or both of the above. To the majority, your support and actions matter more than you can imagine both to our Whidbey sailors but also the Pentagon admirals who make basing decisions. Navy should not be demeaned Editor, I am a firm believer in the freedom of speech for all. Yet I don’t understand what gives certain people the audacity to belittle and demean the job of the Navy. I know what the job of the jets are and even though I do believe wholeheartedly that they are the sound of freedom, it’s so much more than that. Those jets protect the men and women on the ground in war zones. Those jets and their roaring noise is a sound of hope. Hope that a family member is going to come home safely. Hope that a knock on your door won’t be a chaplain.. The other thing I don’t get: people say they are fighting for the children, what about the military children who see the signs and then ask, “Why do they hate the Navy? Does that mean they hate my dad? Do they hate me too?” What gives you the right to make kids feel that way? I won’t apologize for the 25 to 30 second inconvenience when the jets fly over because the jets even fly over Navy housing. The family members that choose to live in Oak Harbor and live in housing, we hear the jets too. We can see them and hear them and I happen to like the sound of hope. ALECiA StAffOrD Oak Harbor

Service dog laws must be followed Editor, The bottom line on service dogs can be found on the Americans with Disabilities website. However, if one is so arrogant as to believe the law does not apply to them, please remember that you are tarnishing the reputation of true service dogs and making it harder for
legitimate handicapped persons to enter and enjoy the same facilities you do. If you are not truly handicapped, please leave the dog at home. This prevents possible physical attacks on innocent by-standing true service dogs who are diligently trying to do their jobs. I know this from personal experience, having a dog attempt to make mincemeat out of another innocent bystanding dog at at WAIF’s “Wag & Walk.” No one knows what will set any dog off. The work is scheduled to occur Monday through Friday during September and October. Activities such as Djangofest, Sept. 18-22; Soap Box Derby, Sept. 21; Farm Tour, Sept. 21-22; and Main Street 5k dog/owner run, Sept. 29, will not be affected. The first project is on Anthes Avenue. About 1200 feet of roadway will be resurfaced from Sixth to Second Street. The budget for this project is $100,500 of which $75,000 is federal grant money. The second project involves Camano Avenue. About 2,100 feet of Camano will be surfaced from Sandy Point Avenue to Cascade Avenue. The budget for this project is $139,600 of which $108,800 is federal grant money. Two ADA compliant curb ramps will also be installed.

In total, $240,100 of projects are scheduled, with over 76 percent of the funding coming from federal funds. The city budget was able to cover $56,300. These paving projects came about as a result of previous and current city involvement in the Island Regional Transportation Policy Organization, or RTPO. Whidbey Island mayors and commissioner representatives of the port districts in Island County, as well as state and local transportation officials, meet on a monthly basis throughout the year and are responsible for the distribution of federal funds for road improvement projects. For 2013, road maintenance projects were a priority. The RTPO expects to have funding available for the coming year as well, and the city is prepared to apply for this funding during the next budget cycle.

By BEN WATANABE South Whidbey Record There’s a new coach leading the up-and-coming Falcon volleyball players. Her feet are plenty familiar on the court at South Whidbey High School’s Erickson Gym. After all, Amanda Spalding spent three years with the team, including her senior season when Mandy Jones took over as volleyball varsity head coach. “I remember Amanda being a really great defensive player,” Jones said. “Being able to have a former player come back and coach with you and remember some things you taught them when they played, it’s a great experience and a great feeling.” Spalding is in charge of about 10 girls on the C-team, the first rung on volleyball’s three-team ladder. The ranks will fluctuate over the course of the season as some girls move between varsity, junior varsity and C-team. South Whidbey volleyball saw 34 girls try out for the team this season, and funds were available for a coach stipend for the C-team. Without the stipend, Jones faced the possibility of cutting a dozen or so players. “There’s a lot of young, good talent in that freshman class,” Jones said. “That would have been a tough decision.” This year, 14 freshmen came out for Jones’ volleyball

Falcon volleyball teams have made the district playoffs each of the past three seasons, two of them in the 2A classification and last season as a 1A program. Keeping as many players as Jones can is a major goal every year, with the idea that bringing an entire team from ninth grade to its senior year gives Jones a veteran-laden squad. “That’s always a worry as a coach, with cuts; if you cut girls if they’ll try out again the next year,” Jones said.

That’s why Jones sought out Spalding. Back in spring, Jones asked her if she would lead the C-team. At the time, Spalding declined. About a month before the season began Aug. 26, Jones asked her again, and Spalding agreed that time. As a Falcon senior in 2008, Spalding returned to volleyball after not playing her junior season. That was Jones’ first year as a head coach, and she recalled being nervous at first and a bit too animated at times with the girls. “I don’t think I’m as hard as I was,” Jones said. “I don’t throw my clipboard nearly as much as I used to.” Spalding was the Falcons’ libero, a defensive specialist
in charge of keeping the ball in the play, digging for the ball and returning serves. After a recent practice, Spalding remained at the high school with one of her players, waiting with her to be picked up. That kind of leadership spoke volumes to Jones, who already sees the players responding to Spalding’s dedication — a lesson Jones also learned her first year, the same year she coached Spalding. “Finding that fine line of coaching and being their friend, in a sense,” said Jones of what the most important coaching lesson she learned in 2008. “In the end, you have to be their coach and teach them those life lessons.”

‘Amazing Race’ host to ride Whidbey Island for MS By JANIS REID South Whidbey Record More than 2,000 people from Seattle and the surrounding areas will traverse through Skagit and Island counties to raise awareness about multiple sclerosis Sept. 7-8. Among those pedaling will be Phil Keoghan, host of TV’s reality show “The Amazing Race.” Keoghan is founder of No Opportunity Wasted and an advocate of MS research who is working with the tandem cycling organization called Together in MS. Now in its third year, Whidbey Island has been a regular destination for the event. The route offers riders an opportunity to
“test their endurance on several dynamic courses each day, ranging from 22 to 97 miles, offering views of stunning landscapes as well as access to several stocked rest stops,” said Rick Desimone who is handling public relations for the event. The two-day Washington Bike MS Ride begins and ends at the Skagit County Fairgrounds. During the two-day ride, cyclists can traverse one of four courses each day, turning around at La Conner, Deception Pass, downtown Oak Harbor or North Penn Cove. Keoghan will be pedaling on a tandem bicycle in this year’s ride, along with Regina Lyalls, a mother and professional who is living with MS.
Her connection to the Bike MS rides is personal. On the same day she received her first Bike MS ride registration packet, her doctor called with her diagnosis. Lyalls is determined to continue forward on her path and not allow her disease to take her away from what she loves to do — cycle. Lyalls attributes her determination to the many dedicated individuals she has met through the Together in MS program. The Greater Northwest Chapter of the National MS Society sponsors three rides annually: the one in Washington, one in Montana which occurred in August and one in Alaska which is occurring Sept. 7-8 as well. According to organizers, the campaign

seeks to inspire the MS community by showing that MS does not have to define or limit the aspirations of the more than 400,000 people in the United States of America who are living with the disease. There are 100 Bike MS events a year all around the country. Keoghan’s 25 years of work earned him nine prime-time Emmy Awards as a producer and host of the CBS’s The Amazing Race. Since 2011, the Together in MS tandem cycling teams have ridden approximately 1,200 miles at 17 National MS Society Bike MS events across the country to help raise awareness of MS in local communities. Together in MS will participate in a series of five Bike MS rides across the country in 2013.

Frequent flyer makes fourth jump By CELESTE ERICKSON South Whidbey Record It lasted less than one minute, but 87-year-old Trudy Martin felt the wind rush across her face and the adrenaline pump through her veins as she raced toward the ground at about 180 miles per hour. Martin, a Langley resident and adventurer, landed from her fourth tandem skydive jump at Harvey Field in Snohomish last month. She has always liked the air and once hoped to be a pilot. To date, she’s been in an air balloon, a paraglider and ridden in planes across the mountains in Alaska and New Zealand. “I like heights,” Martin said. “It makes you feel like you’re a bird. I have no fear of it.” Martin thought this time was more addictive than her previous jumps. After a 15-minute flight to the top with scenes from Mt. Rainier to the Seattle skyline, Martin took the plunge. She jumped from 13,000 feet above the Earth, traveling at 180 miles per hour for about 60 sec-
onds. When the parachute opened, the speed was reduced to about 29 miles per hour for the five-minute ride to the ground under a full canopy. She said most people jump from around 10,000 feet, but being a frequent flyer, Martin was upgraded to 13,000 feet, which provides for a longer freestyle time. This was an easier jump, she said, because she wasn’t overwhelmed with the experience as she was on previous jumps. This time, she could enjoy parts she missed before, such as the scenery. Martin has had the same tandem partner for past three times, instructor Kelly Craig. Landing is not painful, she just gets up and walks away after a jump. Most people still think that landing is the hardest part, but it’s much easier now, she said. At the field, the view is spectacular looking up as well with jumpers diving one right after the other, she said. Children especially love to watch it, she said. Jo Moccia off the year by reaffirming their student learning goals during their monthly
meeting, Aug. 28. The goals include having 100 percent of graduates career and college ready by 2020 and implementing an evaluation system for all staff members to focus on promoting career and college readiness in students by 2014. Six new teachers and staff members joined the district this year with 14 teachers and staff members rearranging positions. Also, phone systems throughout the district were updated over the summer.

The parks system turned 100 in March, and the birthday was less than ideal as funding continued to shrink due to poor Discover Pass sales, the $10 to $30 entry fees required to visit places like South Whidbey State Park or Deception Pass State Park. Ranger Kevin Lease, who presides over South Whidbey State Park in the summer, said all camp sites were reserved for the Labor Day weekend and most weekends from June through mid-September in 2013. Overall campground reservations at the 47 spots, including eight that have power and water, Lease said, were up 10 percent. The 60-person group camp site was booked every weekend from Memorial Day to September. “It’s been a good outing this year,” Lease said.
With more visitors, however, comes more site and trail damage, which requires more work. Utilizing a friends group will alleviate some of the burden on an already reduced park staff. “Having an organized friends group is something the park has always tried to get done,” Lease said. While Friends of South Whidbey State Park has been created, the details of that relationship are still being hammered out. Volunteers will likely operate as park greeters, interpretive guides and trail maintenance workers. Evidence of that work can be seen along the trails, with knocked down or blown over trees sawed into pieces and moved off the trail in several spots. A pair of volunteers staffed the park’s visitor booth/store, selling a family firewood ahead of the Labor Day weekend. “The friends group is a good way people can contribute and help out in the park,” Davis said.
