Music lovers descend on Oak Harbor Festival attendance soars in year two By JANIS REID Staff reporter

Oak Harbor’s second annual music festival brought music lovers from all over the world to enjoy the sights and sounds of Puget Sound. Oak Harbor Music Festival president Margaret Livermore said attendance more than doubled from last year, drawing more than an estimated 6,000 people. “The weather was gorgeous,” Livermore said. “We’re all exhausted, but it was well worth the trouble.” Informal polls conducted during the festival revealed that people traveled from far and near, hailing from places like Holland, Norway, Texas, Massachusetts and New Hampshire. “They had probably come to visit family and friends, but they knew this was happening and scheduled accordingly,” Livermore said. The event kicked off in style Friday by a brief ceremony followed by opening band Polecat and continued through the weekend,

wrapping up around 8 p.m. Sunday. “I’m just so blown away,” said Wallie Funk, who attended the event. “This has got to be one of the greatest community events in any place ever,” said Funk, who formerly owned the Whidbey News-Times. “I’m just so proud of the organizers.” The event started last year as the Oak Harbor Music and Jazz Festival, but the name was shortened this year. The three-day festival featured all sorts of music from rock to pop, from jazz to bluegrass. Livermore said that while the event creates a fun com-
munity atmosphere, the real purpose is to fund music scholarships for local students. The Oak Harbor Music Festival received its 501(3) nonprofit status last month, allowing organizers to apply for grants and other types of assistance. The festival has already provided a $1,000 music scholarship Oak Harbor High School graduate and vocalist Kaitlyn McClimans, who is attending Western Washington University this fall to study music education. Livermore said the festival has received $1,100 from two donors to put toward scholarships, and it is their hope to provide more than one scholarship next year. Livermore said it was clear the festival had at least broke even, but is was unclear at press time how much money they had made for scholarships and next year’s festival. The scholarship is named after former Oak Harbor High School music teacher Ed Bridges, who attended the festival with his wife.
Olympic View gearing preparing for all-day kindergarten BY RON NEWBERRY Staff reporter
seemed to be enough time to fit in all the lessons. “We always felt like we were rushing through everything,” said Susan Stockfeld, a kindergarten teacher at Olympic View since 2000. “We were always trying to teach a fulltime curriculum in a half-day program, so this will be nice.” The state has earmarked 2018 as the target date for all elementary schools statewide to be offering free, full-day kindergarten. Olympic View was among the schools that qualified this year based on the percentage of
students at the school eligible for the federal free or reduced price lunch program. It’s not the only school in the district where kids attend all-day kindergarten. Oak Harbor Elementary offers a fee-based program that costs $260 a month. Also, the school district offers a free fullday kindergarten through the federal Title 1 program for qualifying students based on academic need. As Che’ Gilliland buzzed around her classroom, sorting through boxes and decorating walls, a smile rarely left her face. Setting up a classroom just before the start of a school year never felt so good for Gilliland, a kindergarten teacher at Olympic View Elementary School. “I’m so excited,” Gilliland said. “It’s just been waiting and waiting and waiting.” The school year that begins Thursday,
Sept. 5, in the Oak Harbor School District will be unlike any other for four kindergarten teachers at Olympic View. Their school qualified for new state funding to become the first elementary school on Whidbey Island to offer full-day kindergarten without a fee or special criteria. Olympic View will offer four classes of fullday kindergarten taught by four teachers in four different classrooms. Whidbey Island named one of best places to retire By JANIS REID Staff reporter
A national retirement publication has listed Whidbey Island in its book entitled “America’s 100 Best Places to Retire.” Published by “Where to Retire” magazine, the book is now in its fifth edition. “We believe that retirement locale scouting is fun,” said Annette Fuller, managing editor of “Where to Retire” and co-editor of the book. “This volume helps the process with its wellresearched profiles of 100 cities that retirees love. “Where to Retire” magazine has been dedicated solely to discovering these destinations since 1992, so the knowledge in the pages is deep and wide. It takes you on a coast-to-coast trip like no other book can do.” Other Washington locales named in the book include Olympia, Port Townsend and Spokane. The book includes locales that have been featured destinations in “Where to Retire magazine.” Each profile, written by an author who
is familiar with the area, combines local knowledge, extensive research and indepth interviews with retirees who have already made the move. “For a long time we were one of the best kept secrets, but word as gotten out,” said Chet Ross, executive director of the Freeland Chamber of Commerce. “Climatewise, access to Seattle … it’s an end unto itself. Like the tourism saying goes, ‘It’s the shortest distance to far away.’” A quick facts data box within each profile sums up information on taxes, climate, walkability, housing and health care. “It’s just such a beautiful location,” said Hazel Welliver, executive director of Harbor Tower Village retirement community in Oak Harbor. “There are a lot of retirees here because of the base, so there is a good-sized senior community here.” Welliver added that while there are plenty to do here on the island for retirees, locals are also a short drive or ferry ride away from

tor. “It’s really a no-brainer. So far, $5,500 of the original estimated goal of $6,000 has been raised for the project. But Mueller, owner of Wind & Tide Bookshop, said that she’d like to raise another $2,000 to compensate artist Nancy Hakala for the additional time and work she put in. Hakala started the project on Pioneer Avenue in early
July and expected to be mostly completed except for some final touches by the end of the weekend. Mueller said Hakala plans to put in more time to add more detail to the mural, which is being painted on the sidewall of a building at 841 Pioneer Way. The mural features an open storybook the rests on a wood table. The storybook includes seven historic images of Oak Harbor and North Whidbey. Hakala wants to add more details such as old postcards in the space on the outside of the storybook. “The space is larger than anticipated,” Mueller said. “So we wanted to add more to it.” Mueller said that those who make significant donations can have a say in
what details are added to the mural’s outer edges. The postcards are likely to include people, so contributors can submit a photo of a relative to be “immortalized” on the wall. “It’s an opportunity for someone to say, ‘Paint in my dog,’ or ‘paint in something else,’” Mueller said. She also said that large contributors will get their names on a plaque that will be mounted on to the wall. “If you donate a minimum amount, say $500, your name or your company name can be up there forever,” Mueller said. Funk hopes gift leads to more scholarship donations By JANIS REID Staff Reporter
Former Whidbey NewsTimes owner Wallie Funk donated a sculpture to the City of Oak Harbor to preserve the memory of four great teachers. “It’s in recognition of the impact they had on Oak Harbor High School students during their tenure there,” Funk said. Funk unveiled a rendering of the artwork at the opening ceremony of the Oak Harbor Music Festival Friday, Sept. 30. Mayor Scott Dudley was there to accept the piece on behalf of Oak Harbor. “It’s great to see the impact the community has on people’s lives and how individuals give back to their community,” Dudley said. “In the case of Wallie Funk,
Wallie Funk he’s giving back his dollars in sculpture. We’re living in a beautiful community and art pieces are a part of that. We are very pleased and excited about the piece.” The names of four teachers will appear on the sculpture, including Funk’s nowdeceased wife Maryanne Funk. The other honored teachers are Tom Carroll, Pat Hawley and Trudy Sundberg. Hawley is the only honoree who is still living.

with the work.” Nash’s art will soon be accessible to all Oak Harbor residents and visitors once a location is determined. Funk owned the Whidbey News-Times with co-publisher John Webber from 1964 to 1989 when he sold the newspaper to Sound Publishing.

Matt Fikse became a third-generation gemologist last month keeping with family tradition. Grandson of Gerald and Janet Fikse, founders of Gerald’s Jewelry on Midway Boulevard in 1958, Matt Fikse said he plans to take over the family business after his parents Dave and Jane Fikse retire. “I’m so proud to be a part of what my grandparents and parents have built,” Matt Fikse said. “It will be an honor to carry on the tradition they have been known and respected for.” The graduate gemologist diploma is the most prestigious credential in the industry and is recognized by gem and jewelry professionals around the world. Matt Fikse received his diploma from the Gemological Institute of America, a non-profit institute in Carlsbad, Calif. As a resident student, he completed an accelerated curriculum of eight hours each day over several months. “It is the degree to have in our industry,” Dave Fikse said. “My father had a correspondence degree, I have my residence degree and Matt has his residence degree. We made the decision that the degree was very important.” In addition to his Graduate Gemologist diploma, Matt Fikse also earned GIA diplomas in Graduate Diamonds, Colored Stones and Accredited Jewelry Professional. GIA’s mission is to ensure the public trust in gems and jewelry by upholding the highest standards of integrity, academics, science and professionalism.
Matt Fikse said he’s always had an interest in jewelry and gems and started working for his family several years before deciding to go for his gemology degree. “I knew I would really enjoy working with the people,” Matt Fikse said. “Now I know more about the technical side.” A new colored LED sign went up this year at Gerald’s Jewelry, an investment Dave and Jane made in the future of the business and in their son. Matt Fikse said he doesn’t feel much pressure in taking over the family business. “I knew I liked doing it,” Matt Fikse said. “A lot of the pressure is my drive to be the best I can be and make everyone proud,” Matt Fikse said. “I’m hoping to be able to learn as much as I can.”

Whidbey Playhouse opens season with a comedy about three elderly women with a shocking secret By RON NEWBERRY Staff reporter
Amidst the wackiness on stage, some stifled laughter could be heard from a front row seat at Whidbey Playhouse. It was the dress rehearsal for the comedy thriller, “Too Soon for Daisies.” Unable to contain short bursts of laughter was none other than the play’s director, Stan Thomas.
Season opener “Too Soon for Daisies” is the 2013-14 season-opening play for the Whidbey Playhouse.The play is a comedy thriller directed by Stan Thomas, produced by Allenda Jenkins and written by William Dinner and William Morum. It will run Sept. 6-22 with performances every Thursday, Friday and Saturday at 7:30 p.m. and Sunday at 2:30 p.m.Tickets are $16. It didn’t matter how many times he’d heard the lines before. It didn’t matter that he’d directed the play before in Chicago 10 years earlier. Thomas was moved time and again by the nutty behavior and mannerisms exhibited by the play’s three leading ladies. “That’s the part of directing I love,” he said. “I love to see actors create their own characters based on what
the script has. I encourage that. I want them to personalize their characters.” “Too Soon for Daisies” begins playing Friday night, Sept. 6, kicking off the 201314 season for the Whidbey Playhouse. It is the second play directed by Thomas at the playhouse since he and his wife moved to Oak Harbor from Chicago three years ago. His involvement with theater on-and-off stage has spanned three decades from one windy city to another. “I love this town,” Thomas said. “I love the weather. I love the ocean, the mountains, all that stuff. It’s very nice.” Thomas also is quite fond of the British play he is currently directing and a cast that includes some veteran playhouse performers who got busy practicing English accents and lots of lines. His chief task during casting was to find three lead actresses to play the comedy’s central characters. He found them in playhouse regulars Joyce Napoletano, Cori Siggens and Victoria Lacey. The story revolves around three elderly women who “escape” from a retirement home and turn up at what appears to be an abandoned residence. They dream about it becoming their new home only to find out they’re not the only ones trying to take up residence. When a visitor arrives, suddenly takes ill and dies with the house’s deed in

Playhouse. But she nearly didn’t make it to the last Thursday night’s dress rehearsal. Sick at home with the stomach flu, and throwing up most of the day, she arrived to the playhouse about an hour and a half before dress rehearsal began.
“That took a lot of courage,” said Lacey, who plays the character with the thickest Cockney accent, Edie Boggs. Napoletano took on the role partly because she felt the character she portrayed was similar to herself. She also likes doing comedies. “I wanted to do it No. 1 because of Stan,” Napoletano said. “He’s an amazing man. “The whole concept of these three old women going through this whole charade appealed to me. I’m also like Freda anyway. It’s not like a real step for me. I’m kind of that controlling, take care of everything (type of person).” But at 50, she wasn’t sure she would be convincing enough for the part. But then she changed her mind. “I thought, ‘Well, I’m getting the AARP notices, so I guess I can do it.”
Siggens is a veteran of community theater in Oak Harbor and where she grew up in Vancouver, Wash. She plays the role of the scatterbrained Joy Philpotts. “I sort of auditioned on a lark not realizing I had 306 lines and that’s 306 cues to memorize,” Siggens said. “That’s OK. Funk’s contributions continue many years after his retirement publisher’s column

It’s been more than two decades since Wallie Funk retired after many years as co-publisher of the Whidbey News-Times, but his legacy thrives, not only through this community newspaper, but through his art donation this past weekend to the City of Oak Harbor. Anyone who knows Wallie recognizes his distinctive booming voice instantly — if it doesn’t shake the rafters, it certainly should. Wallie’s donation of a sculpture to the city was announced at the opening night of the Oak Harbor Music Festival. In addition to several decades worth of newspapers and photographs chronicling the community during a different time in history, the sculpture is just one more of Wallie’s many generous and meaningful contributions to this community. Some of those gifts may be less tangible than a sculpture, but all are nonetheless invaluable. For those who don’t know Wallie, he was co-owner of the Whidbey News-Times and South Whidbey Record for more than 30 years with co-publisher John Webber. I had the good fortune of meeting Wallie while working on my high school newspaper, and the even better fortune of having him as a mentor and role model, a relationship that remains intact to this day. Over the years, Wallie was one of the most highly regarded leaders in Oak Harbor. When he took you to lunch in town, it took half an hour to get to the table because he had hands to shake, backs to pat and stories to share. If he realized how important he was, it wasn’t something he lorded over anyone. I suspect that, even to this day, he would laugh robustly at the very notion he did anything but what a newspaper publisher was supposed to be doing. Longtime readers of the News-Times may remember Wallie’s weekly column, “Whidbey Wrap Up.” It was a mixture of local items of note, politics and humorous observances. Pay attention to what candidates are saying Editor, Oak Harbor Mayor Scott Dudley was in my neighborhood over the weekend, going door-to-door, distributing political flyers for “his” candidates for city council. Oddly enough, he never even mentioned the names of those candidates, much less anything about their qualifications for the office. Instead, he made what I believe to be blatantly false statements about current council members and their positions on the issues. At my neighbor’s house, same thing, different false statements. This is the epitome of a smear campaign. It’s a shame that our mayor does not conduct himself with the same integrity as the candidates he seeks to replace. I urge all voters to closely and care-
fully evaluate what you “hear” during this campaign, especially if it comes from Mayor Dudley, because if he’s talking, you’re hearing distortions, half-truths and a self-serving agenda. Judy Smith Oak Harbor

Climate change a larger concern for Navy base Editor, The recent fuss about the importance of Whidbey Island Naval Air Station to our island’s economy is understandable given the outsized percentage of good jobs related to the base. The community screams, “Jets = Jobs!,” and falls over itself in deference to the base. Yet, astonishingly, does nothing to prevent a much larger threat to the base than the recently-filed noise lawsuit. The Proceedings of the National Academy of Sciences just published a peer-reviewed article listing 1,429 cities and towns in the USA that are endangered by climate changeinduced sea level rise. until 2050, we will eventually experience an unavoidable rise in sea level of over 10 feet. Further, if we continue our current emissions through 2100, the rise will be 23 feet. Such sea level rise presents a grave threat to our air station, the lowest of whose runways sits just 18 feet above mean sea level. If this surprises anybody in Oak Harbor, it is no surprise at all to senior Navy leadership, which established a Task Force Climate Change years ago specifically to look at threats to Navy operations likely to be brought on by climate change. Naturally the swamping of coastal infrastructure would force the Navy to consider moving bases to higher ground. Since air stations are probably easier and cheaper to move than ship yards, they would likely be the first to go. Ships, of course, will float on the higher water but planes cannot land on submerged runways. Fortunately, the Academy of Sciences report, authored by Benjamin H. Strauss offers a better way forward. It predicts that lowering carbon emissions would likely spare hundreds of these towns. Unfortunately, lower emissions are precisely what the Island County commissioners just rejected when they scrapped a county-wide recycling program. Increased recycling would have saved a great deal of energy, lowering our county’s contributions to rising sea levels while offering the Navy something more concrete than empty slogans and photo-ops thanking them for jobs. Oak Harborites who understand “Jets = Jobs” ought to put our money where our mouths are. If you value the base, you should be frantically urging the Oak Harbor Chamber of Commerce, the Oak Harbor City Council and the county commissioners to aggressively implement a low-carbon energy policy. Prove you value the base through steps such as driving less, improving your home’s energy efficiency, purchasing the local utility’s green electricity option, and divesting from fossil fuel corporations. Even our small local governments can demonstrate national-level leadership on climate change while simultaneously protecting the base through any number of imaginative initiatives. These might include taxing the pollution (through, say, gas taxes instead of property taxes), setting and meeting extremely high government energy-efficiency standards, tightening building code efficiency standards, funding public transportation and bicycle-commute options and enacting aggressive recycling programs. Only fools dismiss such measures as tree-hugger sentimentalism. Climate change is here, and it’s deadly serious, yet we can do something about it. Those mindlessly driving their
gas-guzzling SUV’s and elected officials neglecting their leadership role endanger our sea-level air base much more profoundly than those complaining about noise. Noise can be reduced, but the sea will not be held back by any seawallconstruction measures affordable under foreseeable federal budgets. No number of “Jets=Jobs” bumper stickers will paper over the danger that wasteful energy habits and smallminded government leadership bring to our isolated economy. Bob Hallahan Oak Harbor
Lawsuit
Citing a few RCWs is not due diligence Editor, William Burnett’s Aug. 29 letter is a fine example of inducing unintended consequences. He begins by stating that all who have read of his lawsuit over the commissioner’s chair have misconstrued his objective. Yet, rather than explain his general remark, he suggests that my remarks about it are in gross error. He says that state law is germane — supposedly to his assertions — and therefore are not silly. Indeed, it seems to me that his limited citation of the pertinent Washington law serves to support my contention that what he argues as causative support for his position is “silly.” He uses only two of about 80 RCWs, and none of the approximately 100 pertinent notes to title RCW 36 of which I immediately stipulate, most are not germane to the discussion. Several are, but, I fear, his interpretations are neither exhaustive nor entirely disinterested. Trouble is, for example, “year” in nowhere clearly defined and having only three voters (commissioners) involved is sure to lead to paralysis in case of dispute and hand too much power to a single person on occasion. RCW 36.32.030 has an introduction which notes that the entire subtext is necessary because of conflicts in earlier regulation. Which is what I mean by calling some of the things involved silly — attempting to fully legislate for highly complex actions almost always is silly. I’ll leave it to any sufficiently interested to read the RCWs and make up their own minds about what the legislature may, or may not, have had in mind. Citing one or two regulations here does not do service to the complexity of the matter which other comments on the Burnett letter have elicited. Burnett concludes his letter saying my “scenario is non sequitur.” To my memory and knowledge, I have never written a “scenario,” hence I cannot be “non sequitur” whatever Mr. Burnett is talking about: non to what. Officials already have tools to deal with ‘frivolous’ requests By JERRY CORNFIELD
Those looking for a more transparent government are increasingly relying on public records to make it happen. They hope the more documents they obtain the clearer their view of what’s really going on behind closed Cornfield doors in school districts, city halls and county buildings. But there are those throughout the public sector convinced some of these Washingtonians are abusing the Public Records Act. An alliance of government forces — whose members often are the targets of the records — tried unsuccessfully earlier this year to rewrite the act to make it easier to repel requesters whose motives they question. With the help of Republican and Democratic lawmakers, they pushed a bill to make it easier for public agencies to block requests and to limit the time spent compiling records. Though the bill died in the legislative process, the matter reappeared in the state budget in the form of a provision to spend $25,000 contemplating ways to help governments deal with records requests they consider harassing. Lawmakers tapped the Ruckelshaus Center, a joint venture of the University of Washington and Washington State University, to facilitate a conversation between those in the alliance and those who viewed the failed bill as an unprecedented attack on citizens’ right to petition their government. By Dec. 15, the center is supposed to put forth recommendations. The effort is just getting off the ground and folks at the center are tamping down expectations what will emerge. Michael Kern, the center director, said the time frame is too tight to pull the parties together for fruitful face-to-face sessions presuming everybody on all sides is interested in doing so. The game plan is to speak with 20-to- 30 people who’ve been visible and vocal in the legislative conflict then prepare an assessment of the situation based on what center staff hears in the interviews. “We’ll report what the diverse interests say,”
he said. “It will not include our opinions because we don’t have opinions. We are a neutral third party.” That’s not quite what Democratic Rep. Dean Takko of Longview envisioned when he helped persuade leaders of his party to put the proviso in the budget. Takko, who sponsored the failed bill, hoped the skilled forces at the center could blaze a trail lawmakers could not. “Myself and quite a number of other people think there’s something we need to address,” said Takko, a former Cowlitz County assessor and Cathlamet City Council member. “I don’t think anybody wants to hide public records. What we’re trying to do is stop frivolous requests.” Now, he’ll take whatever they provide this winter as a possible starting point for legislation in 2014. “In all honesty, we probably will not be a whole lot further than when the session ended,” he said. “It’s a big enough issue that we have to take some baby steps forward.” Another person interested in talking with Kern’s team is Jason Mercier, an analyst with the Washington Policy Center and member of the Washington Coalition for Open Government. The coalition strongly opposed Takko’s bill. He sees no reason to change the Public Records Act. The problem isn’t he law, he said, but officials understanding of it. Many do not realize what tools are already available to them when someone submits one of those so-called burdensome requests. He suggested lawmakers asked the wrong question with the budget proviso. Leaders in local governments say hefty requests can chew up staff time and taxpayer dollars but there’s no data on how much time and money is wasted to back up their claims, he said. Getting the answer would really inform the discussion, he said. Sounds like something a public records request, or two, could clear up. fascinating glimpses into Wallie’s world. In October 1980, for example, Wallie wrote in his column that then-state Attorney General Slade Gorton dropped in, “tieless and shirtsleeves,” seeking support in his bid to unseat veteran Sen. Warren Magnuson. Many local, state and federal politicians, as well as countless other community leaders, took a seat in Wallie’s wood-paneled office over the years, probably distracted as I once was by the countless photos, awards and mounted cross-section of a tail hook that hung on the wall behind his desk. And, like me, they were probably seeking his approval. I don’t think it’s a stretch to say that it was critical to win Wallie’s support if a politician hoped to have any chance of winning the votes of Whidbey residents, especially on the
north end of the island. To this day, I have no idea about Wallie’s personal politics. I don’t know whether he is Republican or Democrat. It never mattered. Any conversations we had about politics always centered around a candidate’s character and ethics, and whether they were truly the best choice to represent the people of Whidbey Island. For me, Wallie’s ability to remain above the fray, focus on what’s best for the community and take the path that he believed to be right is a valuable lesson for all community newspaper publishers. n Keven R. Louise went into the arms of her Lord and Savior after suffering illnesses for some years. She was born in Saratoga Springs, N.Y. Louise met Jim Looff and in 1939 they married in Santa Monica, Calif. In 1971, they moved to Whidbey Island where Jim was born and raised. There are still a few Looff’s around Whidbey Island. Louise was preceded in death by her husband, Jim Looff, of 55 years and her second husband, Gene Barker, of nine years. choose to be spontaneous as often as possible. When rain and wind drenched Paris one day, we pulled up our hoods and headed to the Eiffel Tower, armed with Whidbey Island sensibilities. Sure enough, most visitors chose to take refuge in nearby cafes, enabling us to walk right up to the ticket window and onto the tower’s elevator. Other hearty souls joined us and we thrilled at seeing Paris covered in rain drops. Another afternoon we walked into a cathedral filled with sights, sounds and scents that remain with me to this day. Games under Friday night lights usher in a new prep sports year this week. The Coupeville and Oak Harbor high school football teams will get the fall ball rolling when the Wolves host Bellevue Christian and the Wildcats head to Snohomish at 7 p.m. Friday, Sept. 6. The other fall teams begin play next week and will be previewed in Saturday’s Whidbey News-Times.

Coupeville After winning only five games over the past three seasons, Coupeville is primed for a breakout season, according to head coach Tony Maggio. Maggio’s optimism is buoyed by a boatload of returning talent, including 14 letter winners. “I’ll take our first 11 against anybody,” Maggio said. Among the group are two of the area’s top players, senior lineman Nick Streubel and senior back Jake Tumblin. Streubel, a 6-4, 280-pound bulldozer, is receiving interest from several Division I schools (particularly Wyoming) and “every DII school you can imagine,” Maggio said. Tumblin is being heavily recruited among the DII ranks, including Central Washington and South Dakota School of the Mines, Maggio said. They will be joined by a talented group of returning lettermen: Brett Arnold, Jared Dickson, Joey Edwards, Ben Haight, Gunnar Langvold, Wade Schaef, Josh Bayne, Oscar Liquidano, Carson Risner, Aaron Wright, Wiley Hesselgrave and Lathom Kelley. Senior Langvold and junior Bayne split time at quarterback last fall and are fighting it out for the starting spot this year. Langvold threw for 418 yards and four touchdowns in 2012; Bayne tossed for 341 and four scores. If Langvold gets the nod, Bayne will most likely start at one of the wingback slots after rushing for 249 yards last fall with a 6.73 yards per carry average. Arnold returns as the

Tumblin, however, is the key to the Wolves’ run-heavy attack out of the Wing-T. Although he missed a game last year, he still racked up 787 yards at nearly seven yards per carry. He also had a team-leading 16 catches for 350 yards and a bushel of return yards and finished with over 1,500 all-purpose yards. Maggio has a rush-first philosophy and last year the Wolves ran for over 2,200 yards; a total he would be happy to repeat. That should happen behind a veteran line of Streubel, Risner, Haight, Liquidano and Wright. Coupeville, however, completed only 39 percent of its passes, and that has to improve, Maggio said. He doesn’t want to throw more, just be more efficient. To become more effective through the air, Maggio added Orson Christensen, a 50-year coaching veteran, to his staff. Christensen, who coached
college football for 26 years, has cleaned up the quarterbacks’ throwing technique, added more classroom work and changed the route combinations. A 60 percent completion rate is this year’s goal, according to Maggio. The defense is undergoing a change as well. New defensive coach Brett Smedley is installing a 3-5-3 alignment to get the most athletic kids on the field. Depth is an issue, once again, for Coupeville, which fields fewer than 40 players. Maggio said as long as the Wolves stay healthy, they will be okay. Coupeville is in the second year of a revised football schedule. Because it is the smallest school in enrollment in the Cascade Conference, Coupeville plays only a portion of a league schedule, meeting the smallest 2A schools in the conference and filling in the gaps with nonleague games with other 1A schools. Oak Harbor is one of the Western Conference’s top programs, finishing among the league leaders each year over the past decade. For head coach Jay Turner, it has been a matter of reloading and not rebuilding each fall. This year, however, it may take a little extra manpower to fill the gaps left by the graduation of more than 40 players from last season’s club. The Wildcats finished second in the Western Conference 3A North in 2012 (3-1 league, 6-4 overall) and qualified for the playoffs. Among the graduates were statistical leaders Ian Kolste, Fred Webster and JoJo Webster. Kolste, who was second team all-league quarterback, passed for 1,376 yards and 15 touchdowns. No other Wildcat completed a pass. Fred Webster rushed for 1,034 yards and nine touchdowns, while his brother JoJo caught 45 passes for 730 yards and eight touchdowns. Both earned first team honors. In all, seniors were responsible for 70 percent of the rushing and 76 percent of the receiving yards last fall. Defensively Oak Harbor lost first team all-leaguers Isaiah Trower (back) and Jon Laningham (linebacker) and second-teamer Dakota Sinchak (back). Turner, however, does have returning talent to build upon. Back are first-team selections senior Sheyenne Sams (defensive back) and junior Tyler Adamson (defensive line); second team choices Matt Zafra (offensive line), Sams (running back), senior Troy Sturdevant (tight end) and senior Rhys Mattila (defensive line); and honorable mention picks Ray Quinday (offensive line), Jackson Constant (offensive line) and Julian Faralan (linebacker). The list is heavy on lineman, and the big boys are the team’s strength on both sides of the ball, according to Turner.

Sams is the leading returning rusher, running for 452 yards and five touchdowns last season. Faralan ran for 156 yards and two scores, and junior Dejon Devroe added 82 yards. Faralan is the top returning receiver, catching eight balls out of the backfield for 203 yards. Tight end Sturdevant had four catches for 45 yards. Other returning lettermen runners and wide receivers are Anthony Alexander, Kennan Davila, Zach Jones, Isiah Rennes, Nathanael Stanford and Kekai Tarrant. The quarterback battle includes last year’s junior varsity starter Clay Doughty and converted linebacker Mike Laningham. Turner said, “Both are very hard working kids with great attitudes.” Key newcomers, Turner said, are Dyllan Harris (wide receiver/defensive back),
Savion Passmore (running back/defensive back) and Tanner Walker (running back/linebacker). The team’s weakness, Turner said, is its inexperience at the skill positions. “We are also a very young team this year with a number of underclassmen starting and playing a lot,” he added. Marysville-Pilchuck, last year’s Wesco North champ, is the team to beat again this year. The Tomahawks return first-team, all-league players quarterback Jake Luton and running back Austin Joyner. Joyner, one of the country’s top junior backs, average over 14 yards per carry last year and torched Oak Harbor for 260 yards. After M-P, the teams in the Wesco North are similar – a little experience and a handful of newcomers – Turner said. Oak Harbor was picked to finish second behind Marysville-Pilchuck in a recent coaches’ poll. Though inexperienced, this year’s team, Turner said, is “a great group of kids to coach.” He added, “They are hard working and are extremely coachable. The coaching staff is really enjoying working with them. We are all excited to see what happens on Friday nights.”

education program. But the program at Olympic View is open to all incoming kindergarteners in its attendance area. “I’m just thrilled,” Olympic View principal Laura Aesoph said. “We have lots of kids whose parents both work or there is a single parent or one parent is in the Navy. These are really busy families. They want their kids to
have the same advantages of maybe other families that are maybe not so economically impacted. This sort of evens out the playing field.” Aesoph, who began teaching in 1978, pointed to research that shows the benefits later in life from getting a head start academically, socially and emotionally that a full day of kindergarten can help provide. She said that half-day kindergarten took away some of that important social and emotional development time. “In the old days, kindergarten included pretty important components that helped kids develop socially and emotionally,” Aesoph said. “They had structured play time and a lot of time to interact with the teacher and time to do imaginative things, painting or dressup or playing in the kitchen. They learned a lot of social skills doing those things. “In the last 15 years, the bar has really been raised for students to learn more earlier, but in half-day programs, something had to go.” Teachers love the idea of restoring more time for social and emotional development to complement the academics at a more relaxed pace. “The kids really need that extra time,” said Kathy Ridle, literacy coach for the Oak Harbor schools and former kindergarten teacher. “Not only do they get the social and directed play kind of opportunities, they also have
time for the academic goals that are expected.” Oak Harbor schools superintendent Lance Gibbon said he’s looking forward to the day when all Oak Harbor schools offer full-day kindergarten. A recent Washington Supreme Court decision led to the recent state funding and to the 2018 deadline for all schools. As part of the new program at Olympic View, teachers will spend conference time in individual family sessions to build a rapport with kindergarteners and their parents. Kids will be shown how to hold a pencil and will get a chance to draw a picture, among other introductory lessons. The four kindergarten classrooms are located next to each other in one pod. Teachers joining Gilliland and Stockfeld at Olympic View are Jeff Hume and Krista Hanson-Walker. Hume, Stockfeld’s husband, is returning to Olympic View after spending the past three years at Crescent Harbor. The last time he was at Olympic View he shared a classroom during a time when there were morning and afternoon kindergarten sessions. Hume was busy decorating his own classroom last week and quick to joke. “Now I get my own classroom,” he said with a grin. “I’m moving up in the world.”
Most of Puget Sound closed to crabbing, reports due Oct. 1 Most areas of Puget Sound closed to recreational crab fishing at sunset Monday, Sept. 2, with summer catch reports due by midnight Tuesday, Oct. 1. The only two areas of the Sound that will remain open to crab fishing after Labor Day are marine areas 7-North and 7-South near the San Juan Islands. Sport fishers who crab in those two areas after Sept. 2 must record their catch on winter catch record cards. All sport fishers licensed to fish for Dungeness crab anywhere in Puget Sound have until Oct. 1 to submit summer catch reports to the Washington Department of Fish and Wildlife. “Catch reports play a major role in determining how much crab is still available for harvest during the winter season,” said Rich Childers,
Fish and Wildlife’s shellfish policy lead. “It’s important that we receive reports from everyone licensed to fish for crab in Puget Sound – whether or not they caught crab this year.” Childers said WDFW will announce winter crab seasons for Puget Sound in early October after completing its assessment of the summer fishery. Crabbers can submit catch record cards to Fish and Wildlife by mail at CRC Unit, 600 Capitol Way N., Olympia, WA 98501-1091. Catches may also be reported online at fishhunt. dfw.wa.gov/wdfw/puget_ sound_crab_catch.html from Sept. 3 through Oct. 1. Crabbers who fail to file their catch reports on time will face a $10 fine when they purchase a 2014 Puget Sound crab endorsement.
