Vashon Island Fire & Rescue (VIFR) has launched an investigation into allegations against Assistant Chief George Brown after the local firefighters’ union issued a vote of no confidence in him. In a letter to VIFR’s board signed by Steve Palmer, the president of the International Association of Firefighters Local 4189, and Leslie Pohl, the union’s vice president, the two wrote that Brown’s “actions, words and behavior had fostered a work environment which continues to be contentious, demoralizing, demeaning and displays a notable lack of leadership.” VIFR Chief Hank Lipe declined to be interviewed about the situation, calling
the matter a personnel issue, but emailed a statement to The Beachcomber saying he didn’t know the “substance of any allegations against the Assistant Chief.” “To date my assessment of George Brown’s performance and conduct, based on what I know, has been very good,” he said. Brown, in an interview, said he was shocked at the vote of no confidence and didn’t agree with the union’s assessment of his performance. The assistant chief of operations said he was hired to make changes within the department, an agency with both paid and volunteer responders, and “change is difficult for everyone involved,” he said. “It hurt. Obviously on a personal level, it hurt,” Brown said. “Personnel matters should be handled in-house. I’m disappointed they brought it to this stage.” Lipe said he had retained an outside
investigator to find out the “factual allegations, to look into them, and to report back to me regarding their merit.” “After I get the investigator’s report, I will decide what action to take,” he said. Meanwhile, the VIFR board was scheduled to discuss the matter in an executive session closed to the public on Tuesday evening after press deadline. Brown, 50, was hired in 2009 after a long career as a captain at the fire department in Pullman, Wash., and four years as Deputy Chief of Training at the department in Clarkston, Wash. While some board members declined to comment in detail on union’s recent vote, calling it a personnel issue, three board members did say they have been pleased with Brown’s performance and they were happy that he has implemented changes that the board requested. The Tramp Harbor dock has been a popular spot for islanders since it was built as a ferry dock in 1916. To meet current environmental codes, however, officials say the pier must eventually undergo changes such as the removal of creosote pilings and installation of grating to allow more light to filter through to the habitat below. The dock’s current lease arrangement expires this month and involves state and county agencies and the Vashon Park District. Members of all agencies have begun talks to extend the lease, according to park district manager Elaine Ott. Stephanie Lorenz with the Washington State Department of Natural Resources (DNR) indicated all the parties involved expect the dock to be around for years to come, though details still need to be sorted out about work that needs to be done and sources of funding for it. “DNR understands the historical value that Tramp Harbor holds for the island and the value Tramp Harbor continues to provide the community as a public use facility,” Lorenz said in a recent email. Proposed zoning laws would set limits on new marijuana businesses By SUSAN RIEMER Staff Writer
Several public officials will be on Vashon next week, seeking input on proposed zoning regulations that will govern marijuanarelated businesses that arise in the wake of Initiative 502. Last fall, Washington voters passed I-502, which legalized the possession of small amounts of marijuana. Among the issues government officials are considering as implementation of the law draws near is where the county will allow new businesses to be located. Staff at the King County Department of Permitting and Review (DPER) have drafted a proposed ordinance concerning their locations in unincorporated areas of the county, including Vashon, and are seeking input on the measure in a series of public meetings, the last of them to be held Tuesday on Vashon. “We want a broad range of input on the legislation,” said John Starbard, the director of DPER. Starbard said he expects some of those who attend meetings will speak up in favor of the stiffest controls possible and others will likely express views that are the polar opposite. “You find out where the extremes are and work toward an agreeable solution,” he said. The meeting is in many ways historic, and yet it is also routine, he added. “It is not unlike any piece of land use legislation,” he said. “How do we accommodate the (various) needs and concerns?” DPER’s proposed ordinance provides a framework for growing, processing and selling marijuana and includes the following conditions, according to a recent press release. • Indoor growing and processing of marijuana would be allowed in areas zoned as Community Business, Regional Business and Industrial. • Outdoor growing would be limited to the Agriculture and Rural Area zones. • Retail sales would be allowed in the SEE MARIJUANA, 11

Voice of Vashon hopes to offer the island’s first FM station Group will take advantage of first chance to apply since 2003 By SARAH SCHWARZ For The Beachcomber
As Voice of Vashon volunteers and board members work toward creating Vashon’s first official FM station, they are getting closer to fulfilling a dream on which the organization was founded, according to board member Rick Wallace. Voice of Vashon (VoV) first applied for an FM license in 2003, but due to FCC rules limiting the frequencies available to community stations, it was not granted a license. In 2010, Congress passed the Community Radio Act, which allows for more community nonprofit stations on the air. VoV will file their new application in October, and members feel there is a much higher chance that this one will be approved. “We are going to have a strong application, because we have strong community support,� said VoV board member John Midgley, who is heading application efforts. In order to receive an FM frequency, VoV must file an official application to the FCC that includes writing as well as engineering elements, Midgley said. They are working with Common Frequency, a non-profit in California that helps community stations through the application process. VoV was founded in 2001 by a small group of islanders. It currently broadcasts online and operates an AM station primarily used for island alerts. They are

The new FM station would broadcast from a low-frequency antenna on Vashon and would reach the majority of the island, but not the mainland. Should the license be granted, the FM station will be for the community to direct, and organizers said it would be a live station, though there would not be live programming 24 hours a day. Community members will be encouraged to brainstorm ideas and come up with the basis for radio
programs that could range from talk shows to music, as long as the topic or the individual putting the show together is from Vashon, Midgley said. If community members have ideas but don’t know how to execute them, VoV will teach them to produce the show themselves. “The whole idea is to have community members do music, talk, etc. shows, and to have them available to the community,� Midgley said. If and when the FM station is up and running, Midgley said they hope to work with Vashon High School students to pro-
duce shows as well. VoV is already training some community members to create shows for the online station. VoV is already brainstorming possible ideas for programs. Midgley spoke of a morning show similar to those on larger news stations, but with a Vashon focus. Community members would discuss the day’s news, weather, traffic and ferry lines. VoV also hopes to bring community members together to have conversations about issues on Vashon that would then be heard by the larger community. “A live FM station would allow us to do what we do now, but more efficiently and with more community interaction,� Rogers said. The FCC only accepts applications for two-week periods once in a while, Midgley said, 2003 being the last opportunity. Although Midgley feels they have a good chance of having their application approved, he stressed that nothing is guaranteed. Midgley said VoV has been receiving a great deal of community support from individuals as well as from Vashon Allied Arts and VHS. Volunteers collected about 1,500 signatures in support of the efforts at this year’s Strawberry Festival, which will be included in the application. “We have a lot of support, and we will do the best we can,� he said. “But we can’t guarantee anything.� It will be several months after all applications are submitted before the FCC announces any decisions. If VoV is granted a station though, Midgley said they can be up and running in a matter of days, since they already have an active online station.

Concerns about herbicide use bring change in practice at Maury park By SUSAN RIEMER Staff Writer
An islander’s concerns about herbicide use at the Maury Island Marine Park have prompted changes in the use of chemicals in King County’s restoration efforts there. Now, when workers deem herbicides necessary, they will not spray herbicides but instead will use a more targeted application technique, and county officials will improve public information at the site and conduct a soil and water test for the herbicide. These changes came about after islander Frank Jackson, who is the chair of Vashon-Maury Island Groundwater Protection Committee, went for a walk at the park recently and found workers there spraying blackberries. The park is a 300-acre expanse that features stunning views of Puget Sound and Mount Rainier, but was a former mining site, and until the county began restoration efforts there last fall, it was overrun with invasive plants. The county purchased the park to benefit the shoreline, the near shore and the upland habitat, according to Tina Miller, who oversees the project through King County’s Department of Natural Resources and Parks. While Jackson has high praise for the extensive restoration work completed so far, he is concerned about chemicals in the environment and sounded an alarm, talking to county officials and bringing the issue to a July meeting of the groundwater committee. “I felt that they are leaving a toxic chemical legacy for everyone unnecessarily,” he said in a recent phone interview. “Is that going to have a zero effect on the marine environment right down the steep slope? I don’t think so.” The product in question is Garlon 3A, a broad-spectrum brush and broadleaf herbicide with the active ingredient triclopyr. Jackson said in his research about the herbicide, he found a report from the state of

If chemicals are deemed necessary, he said, then questions need to be raised about their potential harm. It is not just the active ingredient that might cause harm, he noted, but so-called “inert ingredients” in a product, which sometimes make the active ingredient more toxic than it is on its own. He noted he was pleased that the county will test at the site, but he cautioned that it is very difficult to test for the inert ingredients. He also noted that triclopyr has a half life of 39 days, and it has been found in Puget Sound. Scientists are beginning to understand more about individual pieces of information regarding toxins in the environment, but, he said, it is not yet possible to provide concrete answers that would be helpful to know in instances such as this one. “We still need to connect more dots,” he said. For Jackson, the lack of concrete, scientific answers is part of what is so disturbing about introducing toxins to a natural environment while restoring it. “The most worrisome thing is how many things are unknown,” he said.

Possible consequences of I-502 raise concern
A surprising debate at a quiet fire department
As a community, we must seek answers to relevant questions
It’s not easy to get to the bottom of allegations against George Brown, the Assistant Chief of Operations at Vashon Island Fire & Rescue. If members of the firefighters union, which recently cast a vote of no confidence in Brown, are to be believed, then Brown has shown a serious lack of leadership and management abilities and has treated department employees so poorly that it has created an unpleasant work environment for some at the station. If Brown is to be believed, he has simply implemented needed changes asked for by Chief Hank Lipe and VIFR’s board, and those changes haven’t gone over well. One thing most do seem to agree on is that this move by the union has stirred controversy at a fire department that has been quiet for quite some time. Several years ago, VIFR was highly criticized by the community as it publicly struggled to transition from an all-volunteer department to one with some paid responders, grappled with a high-profile lawsuit and went through several chiefs in a short period of time. Both Lipe and Brown, who came on in 2008 and 2009, have garnered praise for bringing greater order and accountability to what some called a loosely run agency. We were surprised to hear last week that at last some union members had concerns about Brown almost as soon as he came on and claim that the assistant chief has refused to change his behavior. A few things about this story don’t make sense to us. If Brown has simply followed orders from Chief Lipe and the board, as Brown and some board members have suggested, then why do union members have such high praise for the chief? On the other hand, if Brown has done such a poor job over the last several years that he’s garnered ongoing complaints and created an unpleasant work environment, why do some board members say they’re just now learning there are concerns? And if the changes at the fire station have been for the better, as board members say, why couldn’t Brown have implemented them without making most of the paid department members unhappy with him? We hope the outside investigator hired by VIFR is impartial and can present a clear picture of Brown’s time at the department to the chief and the board. While some board members seem supportive of Brown so far, we hope they will also keep an open mind and consider any facts that arise from the investigation. For the department’s sake, we hope that the union’s claims are unfounded and Brown isn’t the poor manager and aggressive man they make him out to be. If union claims are true, we hope the chief and board respond appropriately and Lipe, who only commented by email for the article on this issue, will be honest and forthcoming with the public. We believe union members when they say Brown’s supposed mismanagement hasn’t impacted VIFR’s service, and we hope this issue is resolved soon so the department can stay focused on its mission rather than trying to navigate another public ordeal.
Washington state is under close scrutiny. Vashon may make the news — seriously. The nation is watching us and carefully following our choice to legalize marijuana and see what the outcomes of this choice will be at the state and local levels. The Vashon Alliance to Reduce Substance Abuse (VARSA) coalition wonders, are we, here on Vashon, watching this as closely as the rest of the nation? Do we realize the implications of the choices that we make? Are we prepared to go to the local hearing on this topic? Do we know what questions to ask? As VARSA coalition members, we have attended national trainings, state symposiums and county workshops that have helped us progress from feeling overwhelmed to understanding the questions that need to be asked. We have asked ourselves, our coalition members, friends and children if we should be alarmed or what we need to do. As a coalition, we have heard the reality that as a state and individuals, we voted to legalize marijuana. However, we did not think about the myriad of consequences in our lives on Vashon. Collectively, we viewed it as a political right, with some of us in favor and some of us opposed. We did not process the magnitude of questions, choices and policies that need to be made as a result of this law being passed. It was and is overwhelming. As we have learned, connection with others, education and asking questions are helping us understand what is at stake. For a week, at a national conference on the reduction of substance use, the two of us, as VARSA co-chairs, sat with concerned individuals from almost every state and heard their alarm about the fact that Washington state is not prepared with specifics to address the myriad of implications from legalizing

LETTER TO THE EDITOR Ferries
Cutting in line is poor form and should be reported Cutting in the ferry line seems to be more acceptable today than in years past. On festival weekend, I experienced this twice, both times by islanders that know better. Coming on to Vashon from Fauntleroy, I had a woman driver cut in front of me. I reported this to the ferry worker at the head of the dock. His response was, “Yeah, she does it all the time.� On Sunday the line departing Vashon at the north end after a fun-filled festival was to the top of the hill near the fire station. We slowly crawled down the hill. At Cunliffe Road, a car pulled into line right off Cunliffe. They were approached and spoken to by several drivers, yet refused to enter the line at the end. We moved down the hill as the next boat loaded. At this point, I got out of my vehicle and took photos of the license plate and of the people in the car. I spoke with them, letting them know that I would report them for cutting the line unless they chose to
go to the end of the line. Another boat loaded, and we were now near the dock. Another person again spoke to them. They were informed that the person that owned the car would receive the citation. At this point, they left the line and yet reappeared a few minutes later driving back down towards the ferry dock. They somehow managed to board the same boat we were on a few cars behind us, indicating they somehow reentered the line ahead of all the cars waiting. I am saddened to experience this type of behavior from Vashon residents. The ferry workers have their hands tied and are not allowed getting involved. RCW 46.61.735 prohibits line cutting at any ferry terminal. It is a traffic infraction for a driver of a motor vehicle intending to board a Washington State ferry to “move in front of another vehicle in a queue already waiting to board the ferry.� It is in the rest of our best interest to call the sheriff’s office’s non-emergency number, 296-3311, and report violators when we see this behavior. The police are the only ones that can immediately act in these situations. — Tressa Azpiri

Boy Scouts from Vashon Troop 294 take a break at the “Hole in the Wall” on the West Coast Trail of Vancouver Island. Nine scouts and five parents completed the 50-mile backpack trip, which is considered one of the most beautiful and challenging hikes in the world. The group was gone for seven nights and returned Aug. 1 after enjoying the long trek, where they saw gray whales breaching and black bears cavorting and enjoyed relaxing time around the campfire. The troop welcomes new members and meets at 7 p.m. Mondays at the Sportsmen’s Club, though the group is on a hiatus from meetings until September. WHAT TO DO HERE VASHON IN WAR TIME
An author reads her book Jean Ameluxen will read from her first novel, “How It Was for Billy Nelson,” at 6 p.m. Friday, Aug. 9, at the Vashon Bookshop. The novel is set on Vashon during World War II, and its narrator and title character is 9 years old when the Japanese attack on Pearl Harbor launches the United States into World War II. The boy and his family watch as their friends, the Uyedas, are sent to an internment camp. Billy’s dad works to take care of the Uyeda house while they are gone, especially after a Japanese-owned home on the island is set on fire. Rationing, victory gardens and scrap drives become part of their lives. The story also weaves Billy’s life into other wartime happenings on Vashon and around the country.

Save the date for ‘Naked’ Seattle theatre veteran Maria Glanz will return to the Open Space for Arts & Community with her wildly popular and newly expanded one-woman show “See Me Naked,” for one performance only at 8 p.m. Saturday, Aug. 24. “See Me Naked” won audience acclaim and numerous awards in previous productions. After a Seattle run in early 2012 and a successful Kickstarter campaign that spring, Glanz dove back into the show, rewriting and investigating and expanding the text. New drummer Julian Zurdo joined the company, and in March, the show re-debuted at the Capitol Theatre in Yakima. “See Me Naked” is an interactive comedy that explores personal boundaries and feelings relating to being naked, both literally and symbolically. Following a striptease fail, an embarrassed amateur opens up to her audience about why exposing herself publicly is so difficult and so important for her to do. The show starts as a comic monologue, but soon becomes a dialogue when she begins to question members of the audience about their own feelings about being unclothed. The heart of the show, said Glanz, is how easily audiences contribute their own hilarious and often embarrassing experiences, making every performance unique. Sounds of summer Concerts make the weekend go ’round By ELIZABETH SHEPHERD Staff Writer
A
wild weekend of music is in store for islanders, with four very different shows scheduled to raise the rafters at venues around town.
Ghana comes to Vashon with Paa Kow’s big band The fun will start at 9 p.m. Friday, when drummer, band leader and composer Paa Kow brings his nine-member All Means Band to the Bike’s stage for a free night of exuberant, danceable world music. Expect songs in a mix of Paa Kow’s native language, Fante, and English. Pete Welch of Vashon Events is bringing the bandleader to town and promoting the show. “Paa Kow is so inspirational,” Welch said. “I can’t wait to see the energy he and his band bring to the Bike.” Paa Kow, who grew up in a small village in Ghana, has shared the stage with many African greats, including Amakye Dede, George Darko, Kojo Antwi, Nat Brew, Hugh Masekela and Vusi Mahlasela. According to Welch, he is widely acclaimed as a drum set player and has toured worldwide. The All Means Band, he said, bridges the gap between Ghana and America.
An evening of classical Spanish guitar The passionate and sonorous strains of classical guitar will be played during “Friends: Made in Spain, An Evening of Classical Guitar,” a concert slated for 8 p.m. Friday at Havurah Ee Shalom, at
15401 Westside Hwy. S.W. Juan Carlos Lorenzo, a visiting performer and teacher from Bilbao, Spain, and Canadian guitarist Matt Klassen, who now lives in Redmond, will play a program featuring mostly Spanish classical guitar music. In solos and duets, they’ll treat listeners to music by Albeniz, Sor, Scarlatti, Jobim and other masters. The concert is recommended for all ages, and admission is by donation. No one will be turned away for a lack of funds.
Rafe Pearlman will offer otherworldly vocals Welch is also the promoter responsible for bringing Rafe Pearlman and his band to Nirvana at 9 p.m. Saturday for a free show. Saturday’s show, Welch said, is a warm-up for Pearlman’s upcoming gig at the Tractor Tavern in Seattle. Over the years, Pearlman has had a number of eclectic musical adventures, including performing on “America’s Got Talent,” headlining at music festivals, performing as the first male voice on Sony’s “God of War” video game and being involved in many different recordings and bands. His recent release, “Dust & Gold,” is a collection of songs recorded with his longtime collaborator Jonathan Plum. The record has earned raves, including one from KIRO Radio’s Lisa Brooks. “I’ve never heard a singer with such pure tone,” she said. “I want to share his gifts with everyone.” Dividing his time between Los Angeles and Seattle, Pearlman also performs with the Chelsea Royal, the William Close Earth Harp Collective and, for those who don’t mind getting up early

Bluesman Sammy Eubanks plays a benefit Award-winning bluesman Sammy Eubanks and his band will play a benefit for Vashon Community Care at 8 p.m. Saturday at the Red Bike. Eubanks — who brings a mix of blues, traditional country and rock ‘n’ roll to his playing and vocals — has opened for major stars, including Clint Black, Lee Roy Parnell, Kenny Chesney, Merle Haggard, Sawyer Brown, Colt Ford, Pat Travers and BB King.
His music, concert organizers said, is inspired by an equally diverse list of artists, including Robert Cray, Little Ed and the Blues Imperials, George Strait and George Jones. IndieMusic.com selected his album “Riding Alone” as its 2011 Editors Pick, and the Inland Empire Blues Society chose it as the best blues album that same year. Open Air, an outdoor aerial festival, will launch its third annual presentation at 4 p.m. Saturday, Aug. 17, on the grounds of Open Space for Arts & Community. The event — described by organizers as a “splash of circus and magic in the meadow” — will feature performers including rope artist Terry Crane, performing with Upswing Dance Co. Local artists Janet McAlpin and Lynelle Sjoberg will debut a new piece, Martha Enson, Esther Edelman and a group of students she calls “her silkworms,” the mother/daughter duo of Elizabeth Klob and Madeleine Schroeder, Lisa Elliot
and her students; Leah Mann, David Godsey and the Rock Island String Kollective will also perform. There will also be an appearance by Dragon, a creation of island designer and theater artist Patricia Toovey. Attendees are urged to bring a picnic and a blanket to enjoy the mountain view and performances. The show is for all ages. Admission is by donation, with $10 suggested for adults and $3 for children. Shared office space opens in Vashon town By SARAH SCHWARZ For The Beachcomber
HUB070, a new office space in Vashon town, offers an opportunity for individuals, small businesses and organizations to learn from one another while sharing an office space, says its founder, Carolyn Amick. “Vashon tends to be a very individualistic place ... which can create redundancy,” Amick said. “This will bring those disparate groups together.” HUB070 opened in the Spinnaker Building on Friday, when visitors could check out the space as part of the First Friday Gallery Cruise. HUB070 includes a private office, semi-private office, multiple desk spaces and two conference rooms. Individuals or small groups can rent space anywhere from two days per month to full time, and all spaces are rented on a monthly basis. The model on which HUB070 was created is used by similar organizations around the world, Amick said. Amick, a longtime islander and business consultant, was inspired to open one on Vashon when she visited the Seattle HUB. Founder and CEO of the Seattle HUB, Brian Howe, has since served as a mentor throughout the process of developing HUB070. Seattle’s coworking space has attracted professionals of diverse backgrounds to collaborate or share skills. While the Vashon space may not attract the same diversity, Amick said, she believes users will still embrace the model. “You will have to apply to be part of HUB070,” Amick said. “But I think it will be pretty self-selecting based on the philosophy of coworking.” Due to the open nature of the office space and the coworking
model, Amick noted that those who are concerned about privacy in their work would likely not want to be part of HUB070. HUB070 can be useful to a variety of people, according to its website. Groups that need a conference room once or twice a month can rent space without paying for an office that sits empty most of the time. Individuals who telecommute or work from home can rent a desk and have a quiet, business-oriented space in which to work. “We really want to reach out to telecommuters,” Amick said. “Larger companies often even pay the fee if the individual feels it is a more productive environment.” Those who do not need an office space can still benefit from HUB070. Amick said she intends to organize many workshops there, the first of which will be focused on the blogging program Wordpress. Instructors will be brought in to lead them, and topics will depend on what the community desires, Amick said. There are currently a variety of spaces available, and HUB070 is eagerly awaiting applications, Amick said. All members will have access to high-speed wireless internet, a printer, copier, fax machine, and full-time participants will have free access to the conference rooms. There are also openings for people who want to use the space after hours and on weekends. Fees range from $30 to $375,per month, depending on the space and the frequency of use. Amick called the community’s response to her endeavor “amazing,” saying that three people who visited the First Friday opening plan to apply for space there. Peace Corps member to share experiences By SARAH LOW For The Beachcomber
Landlocked and bordered by Bolivia, Brazil and Argentina, Paraguay is one of South America’s most isolated countries. Plagued by a long history of war, poor governance and widespread poverty, it’s not a place where most would choose to spend their time. Vashon native Ian Crozier just spent 28 months there. Crozier will give a talk about his Peace Corps experience in Paraguay next week. “It’s a big world, and Peace Corps is a good way to experience things we’d never see or be exposed to otherwise,” he said. Crozier, a 2005 graduate of Vashon High School, joined the Peace Corps after studying International Affairs at Lewis and Clark College in Portland. From February 2011 to May 2013, he lived and worked in rural Paraguay with a focus on education and library development projects. “I trained local teachers in using interactive techniques and didactic materials to help improve educational outcomes,” he said of his work. After a year at his initial placement in a
remote northern community, Crozier was relocated due to security issues, the nature of which he declined to discuss. Despite this disruption, he was able to continue his work and that of the volunteers before him in the new town, culminating in the opening of a library where none existed before. Crozier says he had long been interested in volunteering abroad, and he was interested in the Peace Corps specifically because volunteers serve for about two years, time he said was needed to get to know and really become a part of a community. Volunteers with the agency are also allowed to defer student loan payments during their term of service, a benefit that makes it an attractive option for many graduates. “It wasn’t easy,” Crozier said of his time there. “But it was a good use of my energy. Coming back has been an adjustment. I would love to visit Paraguay again, hopefully in the not too distant future.”

Wrestlers compete on national stage One young grappler places seventh in his event By SARAH LOW Staff Writer
Two Vashon wrestlers competed in a tournament billed as the “world’s largest wrestling competition,” last month, with one medaling at the prestigious event. High schoolers Chase Wickman and Shane Armstrong traveled to Fargo, N.D, with their coach, Anders Blomgren, to compete at the Junior & Cadet National Wrestling Championships, held July 13 to 20. The two qualified for the competition after scoring high in state and regional events. “This is the big one,” said Blomgren. “There were over 12,000 matches. Some weight classes had up to 85 kids participating.” Chase placed seventh overall in the Freestyle competition for his weight class. Shane won one match in the Greco-Roman competition for his weight class, but sustained an injury and subsequently suffered a close loss in his next match. “It’s a really tough competition and you absolutely have to be at the top of your game. Being injured was definitely a factor for Shane,” Blomgren said. This was the first trip to Nationals for both boys, and their coach had nothing but praise for them. Blomgren noted that while many young athletes are enjoying their summer fun and taking it easy, Wickman and Armstrong have been training hard. “It was a privilege to go with them. Their integrity, behavior at the event and the fact that they gave everything, they weren’t intimidated, made me proud,” he said. He sees potential for both boys to return to Nationals and do well, referring to them as “pillars” of the Vashon High School team. Wickman’s enthusiasm is apparent. The 15-year-old said that even after 10 years of wrestling, he’s still looking forward to whatever he can accomplish. When asked if he plans to continue to wrestle beyond high school, maybe even aim for something as big as the Olympics, his answer was clear. “I’ll keep going as far as possible,” he said. “It’s a long road still, but I definitely want to.”

Members of the Vashon Rock Riders 4-H Club represented the island with style at the recent King County Fair. The club’s lone novice, Tessa Watson, won two championships and was in the top three for all other classes. Juniors and cousins Tyler Silverthorn and Caden Cunningham took the Grand Champion and Reserve Champion titles in their performance events, ranging from showmanship and huntseat through stockseat and trail. They also rode wonderful dressage tests. Cunningham took fifth place in figure eight and flags and Reserve Champion in pole bending and keyhole during the gaming section. Intermediates Roehre Cunningham and Stephanie Provost made a strong start in the dressage section, with Provost Grand Champion and Cunningham Reserve in Showmanship. Their dressage scores were high enough to qualify them for the State competi-

McArthur was Reserve Champion in the 2 ft., 6 in. division of equitation over fences. McKenna Anderson, on her greatly admired palomino Missouri Fox Trotter, took Reserve in the T-1 test. Anderson and Shea Bray also participated in the performance section on their gaited horses, with Bray riding Asti, an Icelandic pony. Bray is currently an alternate for State in intermediate performance, along with McArthur and Dani Gray-Wishik. Gray-Wishik and Avery Jones both earned admission to the medals program in huntseat with their fine performances at the county fair. Provost and Cunningham again landed their one-two punch in showmanship for the performance section. Stephanie won the Championship trophy, and Roehre won his bronze medal in showmanship. Seniors added to the hardware, as Anaca
Murphy earned her card, then her bronze medal in showmanship, and Zoe Jenks won a huntseat bronze and qualified to compete for trail medals. Both Anaca and Zoe are qualified for State in the dressage section and performance section, as are Provost and Cunningham. However, all of these riders are likely to select one section and decline the other, to avoid missing too much school and placing too much stress on their horses. Murphy also received the President’s Award, given to a member who best exemplifies the values of 4-H. Seniors Ruby VonHenkle and Emily Kruly rode well in both the dressage and performance sections, with Kruly taking Grand Champion in the 18-inch cross-rails equitation class and VonHenkle with impressive performances in dressage, performance and western games. — Bunny Hatcher is a leader of the Vashon Rock Riders 4-H club.

Veterans and novices row winning races on Greenlake By PAT CALL For The Beachcomber
The Greenlake Summer Extravaganza regatta marks the end of the summer rowing season. This year’s event showcased a powerful display by upcoming, current and recently graduated Vashon Junior rowers. With the federal sequester silencing the Blue Angels, Vashon rowers put the “thunder” back in the event with 10 victories and four second place finishes in 17 races entered. Saturday’s light and consistent tail wind made for high stroke rates and fast times on the 1,000 meter course. A highlight of the day was the first ever race by four freshmen women rowers with just two weeks of experience. The four (stroke Riley Lynch, Virginia Miller, Oakley Reid, Katrina Heffernan, and coxed by Ally Clevenger) took gold and rowed more like seasoned veterans than novices, perhaps because three of the four have siblings who are already accomplished rowers. “I think George has done a great job for the department,” said board member Neal Philip. “He’s really helped the chief in turning things around.” Palmer, who presented the letter about the vote at last Tuesday’s regular board meeting, said the 23-member union’s vote, taken last month, was overwhelmingly no confidence. In an interview, Palmer declined to give the tally, saying it was done by secret ballot, but said that union members requested the vote earlier this year, and a petition to the officers to hold a vote was signed by all 20 regular members except one. Union members include the department’s 17 firefighter/ paramedics and firefighter/ EMTs, the facilities director, maintenance supervisor and several chiefs who work directly under Brown. At Tuesday’s meeting, which was also attended by about a half-dozen union members, Palmer said the vote took place only after members complained repeatedly about Brown’s behavior to Lipe, gave him poor evaluations and tried to address their concerns through their own meetings with Brown. “We basically feel like we have no further resort,” Palmer told the board. In an interview, Palmer elaborated on the union’s complaints, saying he felt Brown was a poor manager and an ineffective leader, keeps a schedule that takes him off-island much of the time and is sometimes disrespectful and aggressive, making inappropriate and even obscene comments to those under him. He said Brown was highly critical of VIFR’s program from the time he started and implemented changes in its operations without collaborating with members first. Pohl, in an interview, echoed some of Palmer’s concerns, and said she’s been frustrated that Brown has kept a schedule where he usually works two
weeks straight on Vashon then spends one week in Lewiston, Idaho, where his family still lives. She said union members thought the schedule would last a year or two while Brown transitioned to living full-time on Vashon. “He tries to do a lot of it over the phone, but some of it falls through his hands,” she said. Pohl added that she believes Brown has been disrespectful to her and other women in the department. “It’s clear he doesn’t respect women in the fire service,” she said. Mark Brownell, a firefighter/paramedic at VIFR for seven years and the Battalion Chief of Emergency Medical Services, said he has had similar concerns about Brown for years and said he has seemed unwilling to make changes when approached with the union’s concerns. “I like him as a person. I just think he’s not willing to change or not prepared to manage this particular group of employees,” Brownell said. Brownell, along with Palmer and Pohl, called the vote of no confidence the union’s last-ditch effort at making their concerns known at the department. “We’re suggesting this is a colossal problem and we need help,” he said. “Overlooking it is no longer acceptable.” All three union members said the group, until now, has been careful to not publicly comment on their unhappiness with Brown, fearing for the department’s reputation. About a half-dozen years ago, internal issues at VIFR, a highprofile lawsuit and a high turnover rate in the chief position cast a negative light on the department. Deborah Brown, a longtime VIFR volunteer who hasn’t actively responded in recent years but has worked with Brown in other settings, said she was shocked to hear about the union’s vote. She called Brown upbeat, reliable and clear about his expectations. She said she liked the changes she’d seen in the volunteer system, although she noted she wasn’t actively responding. She said she had even considered creating a volunteer petition in support of Brown, but decided it wasn’t needed. “My dealings with him have all been very positive,” she said. Several other VIFR volunteers did not return phone calls from The Beachcomber or declined to comment on the record. Lipe said he expected the investigation, which is being carried out by a private consulting firm based in Seattle that specializes in internal investigations, to be completed by the end of the month. Palmer, the union president, said on Tuesday that union members were pleased that Lipe and the board appeared to be taking their vote seriously. “The members of the Local welcome the opportunity to participate in a process that will lead VIFR back to the path that Chief Lipe set us on five years ago,” he said.

He said he planned to move full-time to Vashon this fall, and informed the board of his intention to do so last year. When asked about obscene or inappropriate comments, Brown again denied any wrongdoing, saying he didn’t know of any instances where he’d offended someone at the department. “If someone construed something out of context, I’ve got to know about it to fix it,” he said. If he offended someone, “I would apologize,” he added.

Hanna Gardiner
July 1996-August 2013 Hanna “the Wonderdog” Gardiner died peacefully on August 3, 2013, surrounded by her family and best friend. A Black Lab, Hanna was born in 1996 in Port Orchard. She was adopted by Joanna Gardiner in 2004. Over the next 9 years, Hanna proved to be a truly amazing dog: beautiful inside and out, smart, with a gentle yet funloving nature, loyal beyond measure. After Hanna came to live with Joanna, she enjoyed 3 years with Boomer, a Black Lab/pit bull mix who was the love of her life. Boomer taught Hanna how to play and relate to other dogs. After his untimely death, Hanna went on to a career helping Joanna take care of other dogs. She was especially good at winning over the fearful ones. Over the years, she made a happy circle of dog buddies with whom she enjoyed walks through the Agren Woods. Hanna was a member of Church of the Holy Spirit, where she helped teach Sunday School for 3 years. She also visited the Community Care Center as a part of a Sunday morning worship service and visitation committee. Hanna especially liked attending the Feast of St. Francis in October for the Blessing of the Animals. Hanna was featured in the VIPP calendar and, in her younger days, proudly marched in the Strawberry Festival parade, one year leading the VIPP marchers. Hanna enjoyed food, her friends, the beach, food, balls, camping, meeting new people & animals, water, going along for the ride, food, and cuddling. She was especially fond of Dr. Nell Coffman and grateful for the loving care she received from everyone at Fair Isle. They kept her healthy & happy throughout her long life. Hanna is survived by her mother, Joanna, and feline siblings Cattie & Bootz. She will be missed by her many friends including Lucy, Jay, Bo, Bob, Bennie, Zeppo, Guy Noir, Abby, Luke, Hilda, Emma, Cinders, Bert, Willie, Snoopy, Dashiel, Max, and Berty. 9 Year old Gizmo is a peculiar little cat who is named after one of the characters in Steven Spielberg’s movie “Gremlins�, because she had such darling oversized ears as a kitten. She has very pretty, plush fur and is quite petite. Because of her rough beginnings she would do best with adults (or older kids) and sometimes has a little fear of dogs. She would be fine with a couple other cats however. Gizmo loves having her ears scratched and receiving attention, but also likes running around outside or playing with her catnip toys.
5 year old Prima is indeed a prima donna who wants to have the starring role in her new home. She loves humans but she is not excited about sharing the spotlight with other felines. She likes attention but she can be independent enough to entertain herself. Come and visit this beautiful star at our shelter.
10 year old Pat was found abandoned at the end of Caster Rd. When some nice folks found him they didn’t know if he was a he or a she so we called him PAT after the SNL character. He has the most incredible green eyes. He is the kind of guy who is great around humans but has no use what so ever for other cats. He would like to find a new home asap!
