Whidbey and Western Washington weather finally beat Randy Heston. The 10-year Langley police officer-turned-chief will officially be a retired lawman Aug. 15. Randolph Heston, who has gone by his nickname “Randy” for most of his life, submitted a letter of retirement to Mayor Fred McCarthy on July 29. “My wife has been on this island since the ‘70s. I got stationed here in the late ‘70s,” Heston said. “We’ve been here 30 years or so, we’ve both dreamed of retiring somewhere tropical.” The Hestons plan to move south to Nevada, “where it’s warmer,” for a while. Enrolling their son into a new high school was a driving force behind the quick notice. School begins in late August in Nevada — the family plans to move to the Las Vegas area — not early September as it does in Washington. After their son graduates, Heston said he isn’t certain what he and his wife would do next. “We’re not sure, and that’s the fun of it,” said Heston, 52. Technically, this will be Heston’s second retirement. He retired from the Navy as a chief petty officer in 2002. While still enlisted, Heston served as a reserve deputy with the Island County Sheriff’s Office for 11 years starting in 1992. Then he started his career with the Langley Police Department in 2003 as a full-time officer. Heston was hired as the city’s police chief in February 2011 after his predecessor, Bob Herzberg, retired. “I’ve been in uniform since 1979,” Heston said. “I think I’ve done my duty — I served my country and I served my city — and I’m done.” As an officer of the law,

Hooker shatters triathlon record, again By JUSTIN BURNETT Staff reporter Nearly 300 people turned out for the 17th annual Whidbey Triathlon Saturday. Participants plied the waters of Goss Lake, cycled down country roads and
pounded pavement to complete the 23.8-mile course through South Whidbey. Judging by the smiling faces at the finish line at Community Park, most had a pretty good time. “I had a blast,” said Everett resident Sam Wilson, a member of a three-person relay team. “I’ll definitely be
back next year.” According to Carrie Monforte, program coordinator for South Whidbey Parks and Recreation District, this year’s race saw a healthy turnout that neared event capacity. A total of 209 people competed as individuals and 23 teams, numbering two to
three strong, participated as groups, she said. In all, the final count tallied out at 276 competitors. “It was a really good turnout,” Monforte said. Top honors once again went to Kyle Hooker, a P-3 pilot stationed at Whidbey Island Naval Air Station in Oak Harbor. The winner of
the 2012 triathlon — he set an event record — Hooker beat his time last year by 7 seconds with a lighting fast finish time of 1 hour, 21 minutes, 27 seconds. “I had a really good swim and kept pushing hard,” SEE TRIATHLON, A12
Neighbors protest cell tower and soil sampling By CELESTE ERICKSON Staff reporter Residents on Lupine Lane in Clinton woke up to an unwelcome noise Monday morning. Nine neighbors had gathered to physically block a drilling tractor from entering the Dorothy Cleveland Trail through an
access road on the small street. Ed Field, operations manager of the Port of South Whidbey, said the workers were checking on area conditions of the proposed tower – a requirement of the building permit. The four workers were drilling for soil samples and slope stability. No permits
were necessary for this job, Field said. The residents were concerned the work on the cell tower had begun before the public comment period was finished, but it already ended, July 31. The neighbors were worried the work would also damage the trail and their septic systems.
Clyde and Marcia Monma were the first to inquire about the situation but were quickly joined by more neighbors. The group called the county and sheriff’s office, but eventually stood back after learning nothing could be done. The group stayed at the scene for an hour and a half. Marcia Monma said the

raffle ticket for the prize. Good Cheer created the event to draw attention to the businesses at the center, said Shawn Nowlin, community outreach coordinator for Good Cheer. She said the two-day sale was successful, aside from the rain on Friday. Nowlin said she was aiming the event for a “hot August night,” but instead got “river run through Saturday.” Nowlin said she will continue the event next year.

“I got it at a pawn shop, actually,” Wray said. “Probably paid $100.“ “It’s not necessarily speed, it’s smoothness. It runs straight.” Winning the two races paid him $600 in Frontier Building Supply gift certificates. Over the past five years that has Wray competed in belt-sander races, he estimated he won $1,400 in prizes and money. “It breaks up the monotony of working all the time,” Wray said. He’ll have to savor the glory of victory and $600 worth of new tools and equipment. Because he won the races this year, Wray cannot race next year. Belt-sander races are a staple event in late July in Island and Skagit counties. The circuit began at the SedroWoolley Frontier, continued at the Oak Harbor location, then Freeland and finished in Anacortes on Aug. 2.

Diking district’s well monitoring disputed
Prosecutor agrees to delay trial
By CELESTE ERICKSON Staff reporter The tension was thick at the Diking District 1 Board of Commissioners monthly meeting Aug. 1. The board presented its findings from its well monitoring report which showed differing ditch and well levels, likely the result of a decrease in rainfall in 2013. But not everyone agreed. Former commissioner Ray Gabelein contested the report’s findings. Gabelein argued wetland water specialist Aqua-Terr Systems, Inc., which chose the locations for the monitoring wells, should have written the summary because he thought the report included some opinion. The study was created as a way for the board to establish the historical baseline for water levels. The board voted to send their findings to the Army Corps of Engineers, which has the primary say in the district’s operation plan. Commissioner John Shepard presented the well monitoring report, which studied six wells around the district’s main drainage ditch from November 2011 to June 2013. Two wells were placed in the upland areas, two in the wetland, one in the transition zone and one in the northeast section of the district. The locations were directed by Aqua-Terr Systems, Inc. The ditch water level increased 6 inches from an average of 2.64 feet in 2012 to 3.15 feet in 2013, but the water levels in the wells unexpectedly decreased an average of 5.13 inches, according to the report. The discrepancy was due to the increased rainfall from 2012 to 2013, according to the report. Rainfall decreased by 45 percent in 2013. The study showed the rainfall was a more impor-

He thought the findings of the ditch-water level would be more important than they turned out to be. Kraft said not having baseline data was a flaw in their operational plan. All the commissioners relied upon in the past was testimony from former commissioners. The study will help the board to bring the water level back to a more historic level. Shepard said he wanted to keep the water levels up to help protect the seasonal wetlands and maintain historical levels. The problem is, historical water levels were never established by the Army Corps of Engineers, and that’s what the study aims to complete. When the water level in the ditches returns to a more historic level the gravity drains perform better, Kraft said. “It’s important to recognize that gravity drains remove more water than the pumps ever could and they do so with no additional cost, which saves district money,” Kraft said. The commissioners voted to accept the report and

present their findings to the Army Corps of Engineers. During the previous meeting in June, the board discussed a settlement with the Citizens in Support of Useless Bay Community and agreed to pay the residents 60 percent of what they paid in taxes for the controversial pump project. Proponents of the lawsuit say their land assessments were calculated unfairly to pay for the project. The amount was reflected during this meeting’s budget analysis as $40,733.61 against the diking account to the citizens group. Commissioners Shepard and Kraft were formerly part of that suit, but withdrew their names after joining the board due to conflicts of interest. Shepard could not comment further on the settlement, other than what was previously stated in meetings. Recently-appointed commissioner Dick Clotfelter was present at the meeting.
Robert “Al” Baker’s trial will be delayed after all. The 63-year-old pizza man turned accused murderer was set to go to trial Aug. 13. His attorney, Tom Pacher of Coupeville, asked the judge for a continuance last week — citing health problems and toll of litigating another murder trial — but was denied. This week, however, the prosecution and defense were united in a request to delay trial. Senior Deputy Prosecutor Eric Ohme said an expert witness wasn’t available to testify this month. Judge Alan Hancock agreed. Trial was reset for Oct. 1. This was the fifth time the trial was continued since Baker was arrested last summer. Baker, who’s being held in the county jail, appeared at the brief hearing Monday. Baker and wife, Kathie, owned Harbor Pizzeria in Freeland. They met at a scientific research station in Antarctica, where they both had worked for Raytheon Corporation. Kathie Baker was last seen alive June 2, 2012. Deputies with the Island County Sheriff’s Office started investigating her disappearance after Kathie’s boss at Raytheon Corporation in Denver reported that he couldn’t get hold of her. After finding bloody drag marks in the house and getting contradictory stories from Baker about his wife’s whereabouts, detectives obtained a search warrant for the home, according to court documents. Investigators found Kathie’s tarp-wrapped body in a ravine behind their home. Her cause

Robert “Al” Baker is accused of killing his wife, Kathie Baker, in June 2012. They owned a pizza restaurant in Freeland, Harbor Pizzeria. of death was determined to be blunt force trauma to the head and ligature strangulation, according to the county coroner. Investigators found a ball-peen hammer with hair stuck to it in a garbage can in the garage, court documents indicate. A detective’s report on the case indicates that the motive for the alleged murder may have been another woman. Baker’s alleged mistress was staying with him at his Greenbank home soon after Kathie was murdered, court documents state. Baker was arrested June 9, 2012.

The commission considered several options for managing the recreational harvest of giant Pacific octopuses before unanimously deciding to prohibit their harvest at Deception Pass north of Oak Harbor; Three Tree Point in Burien; Seacrest Park Coves 1, 2 and 3 near Alki Point in West Seattle; the Alki Beach Junk Yard in West Seattle; an area adjacent to the Les Davis Fishing Pier in Tacoma; the Days Island Wall in Tacoma; and Redondo Beach in Des Moines. The new rules take effect this fall. The commission called for a review of state rules governing the recreational harvest of octopuses in January, following the legal but controversial taking of an octopus at Alki Point in October 2012. In a news release, WDFW Fish Management Program Manager Craig Burley said many sportfishers preferred the status quo, while many divers favored a Puget Sound-wide ban. Burley said the octopus population in the Sound appears to be healthy and that the current recreational harvest is small. Several commission members favored some additional protections in recognition of the broad appeal of the species to recreational divers around the world, and the potential economic
benefits of enhancing the reputation of Puget Sound as a premier diving location. Commissioner Conrad Mahnken of Bainbridge Island said in a news release Washington is the fourth-most popular dive location in the U.S. and the only northern state in the top 10.
DNR to lease geoduck farming The Washington State Department of Natural Resources (DNR) will begin a small pilot program to allow geoduck aquaculture on a limited number of state-owned aquatic lands. DNR will enter lease agreements with existing applicants once all environmental review and permitting processes are complete. Potential site assessment; State Environmental Policy Act review; issuance of local government conditional use permits; U.S. Army Corps of Engineers Title 401 permitting; and Washington Department of Health Certification all remain before the geoduck aquaculture can begin. DNR plans to require monitoring at geoduck cultivation sites on stateowned aquatic land to provide further study of the effects of geoduck aquaculture on the environment.

New public works directors shows up — with cookies By BEN WATANABE Staff reporter Maria Cablao has the get-to-it attitude that Langley was looking for in its new public works director. Cablao, who has worked in California’s public sector since 1988, has a history of getting work done, even if it means leaving her desk to do it. In checking with Cablao’s references, Mayor Fred McCarthy heard a story of her time working in solid waste management. When someone wasn’t able to drive one of the garbage trucks, she jumped behind the wheel and loaded up trash. “Her ability to do the on-theground work is something we’re really going to enjoy,” said McCarthy at her official appointment during the Aug. 5 Langley City Council meeting. The city’s last public works director, Challis Stringer, left for another job with the City of Mukilteo
in late April. Ryan Goodman was tabbed as the interim director for a couple of months, but public works operated without a department head since July. Cablao holds engineering licenses in Washington, Oregon and California. She graduated from California State University, Sacramento with a bachelor’s degree of science in civil engineering in 1990. Out of college, Cablao began a long public works career in Sacramento County that lasted until 2011. She and her husband own a rental home in Langley and planned to move to Whidbey in 2014. When the public works director position - an annual salary between $63,600 and $68,844 plus benefits - opened, Cablao saw the right opportunity to make the move a year early. They have tenants in their home now, and will not be able to move in until next year, she said. “I’m just grateful to be here,”
Cablao said. “I walk to work every day now.” On the day of her official appointment Monday, Cablao made a strong first impression at City Hall. “She came in today with a plate full of delicious cookies,” said McCarthy, adding that she has a manhole-shaped cookie and candy jar. Cablao said she’ll have an open door policy and plans to keep the manhole jar full. As public works director, Cablao plans, organizes, directs and coordinates construction, operation and maintenance of Langley’s water and sewer, stormwater drainage, streets, parks, grounds, gardens and public buildings, such as City Hall and the Firehouse on Second Street. Major projects are ahead for Langley, including the massive Second Street redesign, which the city hopes to begin at the end of the year.
Suspect in Coupeville tractor chase pleads not guilty By JESSIE STENSLAND Staff reporter A man accused of getting drunk, stealing a John Deere tractor and a shotgun then leading police on a slow-speed chase through Coupeville appeared in court last week. Josiah Blodgett, 24, of Aberdeen pleaded not guilty in Island County Superior Court to theft of a motor vehicle, attempting to elude police, DUI and illegal possession of a firearm. Blodgett is being held in jail in lieu of $10,000 bail. He could face up to a year in jail if convicted of the charges. A rural Coupeville woman reported to police on July 15 that Blodgett was intoxicated and took a neighbor’s tractor. She said a shotgun was missing from the home. Island County Sheriff’s Deputy Scott Fortin responded to the chase in progress on Highway 20 near the Island Transit complex. Blodgett was driving the tractor northward at about 15 mph, swerving all over the lane of travel. Fortin stopped on the side of the road and motioned for Blodgett to pull over, but the young man just smiled and waved. Blodgett also waved at
Josiah Blodgett occupants of other cars that passed by. Fortin noted in his report that a long gun was leaning, muzzle up, on the side of the tractor’s rear fender. Three police cars pulled behind the tractor as it passed through the lights at the intersection with Main Street in Coupeville. Deputy William Dennis stopped ahead of the tractor
in the southbound lane just north of Broadway Street. Blodgett suddenly swerved the tractor into the southbound lane, forcing Dennis and drivers behind him to back up to avoid being hit, the report said. Blodgett turned back into his lane and continued swerving around as Dennis drove in reverse in front of the tractor. Fortin ordered Blodgett to stop over his PA system and the young man eventually did. Deputies arrested him after securing the shotgun and showing him how to turn off the tractor. “Blodgett became extremely belligerent, partially resistant and (was) yelling profanities at me,” the deputy wrote. “I could smell a strong odor of intoxicants coming from Blodgett’s voice as he spoke.”

Well, here I am. It seems like it just yesterday I was new to Whidbey Island and begging for a job at the South Whidbey Record. Now, a handful of years later, I’m the editor with the reins in my hands. To those who already know me, that prospect may delight or terrify. So far, the former appears the norm as many have welcomed me with warm smiles and genuine notes of congratulation. They were appreciated. For those I haven’t met, I imagine you’re wondering about my background, my beliefs about journalism and my plans for The Record. I have worked for all three of Whidbey Island’s newspapers. At the Whidbey Examiner, I covered the town’s shoreline master program, a document so contested every council member saw a challenger in the next election. Later, I wrote about Island County’s transition to its first all-Democrat, and later the first all-female, board of commissioners. Angie Homola’s campaign to unseat Mac McDowell is likely still fresh in many people’s minds, especially in South Whidbey where Record coverage led to what was may have been the newspaper’s first picket. I left the Examiner for the Whidbey News-Times only to land myself in another bombshell — the Pioneer Way improvement project. Already controversial, the city would later unearth Native American remains, resulting in former Mayor Jim Slowik losing his seat, and most recently, a $9 million lawsuit. At The Record, I covered the short-lived political career of Larry Kwarsick, Langley’s planner-turned-mayor. I picked up the county beat again, writing about the ongoing theatrics of the commissioners, and most recently, the explosive debate over jet noise at the Navy’s Outlying Field Coupeville. These were heated, often polarizing issues and one might wonder why anyone would chose to be involved. Well, I’ve had some great teachers and managed to pick up a few things along the way. From Kasia Pierzga, I learned that journalism is the awesome privilege of penning the first draft of history. From Brian Kelly, I learned to dig deeper and what makes a good photograph. Jim Larsen taught me that you can cover any issue, no matter how contentious, and still retain the

Tower may benefit public Editor, I would like to go on record as being fully supportive of the AT&T cell tower on the public property owned by the Port of South Whidbey. The public benefits cannot be understated. I live near the Clinton cell tower location, and know very well the South Whidbey areas that are totally without cell phone reception. Emergencies are part of our daily lives. More and more people do not use ‘land phones’ in their homes, and many live in areas where cell service isn’t always strong. When out driving or walking, there are many areas where there is zero cell coverage, a bleak thought in an emergency, especially considering there are not very many houses in many of the south end rural areas. I experienced a large field fire on a Clinton property I owned several years ago. The person who accidentally caused that fire had no cell coverage, and could not report it. Luckily, a neighbor finally saw the smoke and flames, and used his land line to call
the fire department. What would have happened had that neighbor not been home, or only had a cell phone? That fire would have spread, and since it occurred in a very dry July, that fire would have been a major July disaster. As it was, it burned nearly 2 acres. Leanne Finlay Clinton
Cell tower could help Editor, Bruce Buls describes the Possession Park cell tower project as “ill-conceived.” Perhaps so, but I request he offer a better conceived project. I own a cell phone. I use it infrequently; seldom for entertainment and socializing. Mainly I have it for emergencies, so I can dial 9-1-1 and, if need be, family and friends. It doesn’t work at our house in the woods; it often does not work at other locations on Whidbey. I have dialed 9-1-1 in the past, for medical emergencies and to request police. Fire is always a possibility, though I am fortunate I haven’t needed to make that call. The edition of The Record as Mr. Buls’ letter reported a fatal motorcycle-
automobile crash. Anyone involved in or witness to such a mishap is going to reach for their cell phone to call help. Imagine if you are in such a situation and there is no reception. I love the beauty and ecology of Whidbey and try to maintain our house and woodland in a way compatible with the beauty and serenity of Whidbey Island. Unfortunately, all life involves tradeoffs and difficult decisions. The only way to keep Whidbey Island “completely pristine,” would be for every human being to vacate the island and leave it to the deer, raccoons, coyotes, finches and crows. As a less extreme suggestion, I request that Mr. Buls propose a reasonable way to reconcile our desire to keep Whidbey beautiful and each of our lives safe. Stephen Kahn Langley

More letters to the editor common good”. One person considers a pristine environment the common good while another views a new cell tower the same way. Cell phones have no doubt been a boon but we lived without them a long time. To consider them essential now seems a stretch to me. Some places on the island have poor cell reception. I changed from TMobile to ATT and improved my service. Still not perfect, but in a rural location what is? One cell tower will not affect this very much. This tower supports ATT users and cannot improve service everywhere on the island - only over a limited radius - that is how cells work. Will it benefit Mr. Kahn in Langley? How many additional towers are required until everyone has perfect service on their carriers? How many before Mr. Kahn feels his environment is threatened? We all suffer inconveniences living out here. But we choose to live here anyway. There is good reason for that and we need to be careful to not spoil that for limited improvement for some users or to gain a pittance in County revenue. As an ATT customer living just across the bay from the proposed tower, I stand to gain much better service than most. Still, I would gladly live without it and enjoy knowing that this “sacrifice” helped prevent South Whidbey from becoming more like Seattle. DaviD White Clinton

It’s a good thing this child wasn’t armed with anything but a soda and some Skittles or the confrontation could have turned real ugly. After reading witness statements it was really surprising that there were no “eyewitnesses” to the killing, according to court testimony. Mr. Latham should have come forward at the time as the only eyewitness. But I suspect that Mr. Latham was parroting George Zimmerman’s story because only one “eyewitness” survives and one is dead. I wasn’t too disgusted by the cartoon but am really disgusted by this “eyewitness” account from a person that lives in Oak Harbor and, apparently, Florida at the same time. Dan Freeman Clinton

For over 30 years, WCT has been a home away from home for thousands of children who have found the program a place that offers a beloved combination of creative experimentation with support and trust; a place where kids come to be kids, and make lasting friendships and discover and develop .... their unique selves. Many parents have called this “a life-saving program,” and all the children who have participated in the last 9 and a half years under the roof of the Porter Building on Anthes Street in Langley had tears in their eyes as they watched the stage be struck and boxes fill with the accouterment of years of theater: feathers, taffeta, antenna, turbans, face paints, glitter, and chalk. Chalk. You should see the backdrop of the Porter Building stage. It’s like a yearbook, signed lovingly and beautifully in chalk by the various actors who came and enjoyed WCT’s closing production of Wizard of Oz - and the impromptu SlapHappy concert that followed. The room rattled and hummed with laughter, music, and tears - of all kinds. While WCT is excited about the opportunity to become more financially sustainable in its new location at the LMS, and welcomes the new program development that will include more children, we cannot leave the Porter Building without feelings of sadness and real appreciation. For nine and a half years the Porter family has been host to our family and while it was a relationship man-

He also attempted to pass on brevity, that the end of the world could be covered in 15 inches or less. It didn’t stick. My point is everyone has something to give and my contribution to South Whidbey remains to be seen. What I can say now is that good journalism matters to me. I care about accuracy. Freeland man reaches Mount Baker’s peak Chris Kesler, 48, successfully summited Mount Baker on Friday. He was joined by three other climbers along with two guides on the trip as a fundraiser for the Fred Hutchinson Cancer Research Center in Seattle. Kesler, a Freeland resident, said the hikers completed their trek in decent weather. “Without all of you this would not be possible,” Kesler said in an email. “Many goals were achieved during the last few months, training and seeking donations, and finally the climb itself.” This was Kesler’s second time participating with Climb to Fight Breast Cancer. Last year, he hiked to the summit of Mount Adams with his work, Lydig Construction. To take part in the trip, Kesler had to pledge to raise $5,000. As of Aug. 5, he raised $4,300 and had a few weeks left to gather the full funding. Donations may be made online at http://getinvolved.fhcrc.org/goto/chris

Coupeville runs fund grad party Run around Central Whidbey for the Race the Reserve Half Marathon, 10K and 5K runs this weekend. Fees from the race help fund the Coupeville High School graduation party. The race Saturday, Aug. 10 winds through Ebey’s Landing National Historical Preserve. The race is set to take runners through the national parkland area known as the Ebey’s Landing National Historical Reserve, whose more than 17,000 acres have been home to Native American tribes like the
Skagit Indians as well as explorers like Captain George Vancouver and Joseph Whidbey, for whom the island was later named. Today, the reserve is dedicated to preserving the remains of its farming, shipbuilding and seaport past, as visitors can take in sights like the town of Coupeville as well as Fort Ebey and Fort Casey. Runners start the out-andback course near Coupeville Elementary School at the Mickey Clark Field. The course makes two loops around Ebey’s Landing, starting with about a three-
mile loop, then a second, longer loop along Terry Road, Fort Casey Road and South Engle Road before returning to the school. Along the route, runners can see Mount Baker, the Olympic mountain range, Puget Sound, the Strait of Juan de Fuca, the Cascade mountain range and Mount Rainier. The race begins at 8:30 a.m. and the half marathon course will remain open for three hours. Obituary Harry Foster Harry Foster was born at Swedish Hospital in Seattle and was raised in Olympia. He attended Whitman College and graduated from the University of Washington. He retired from the Mukilteo School District and volunteered with the South Whidbey Elementary School’s reading program. He is survived by his wife of 54 years, Kathryn, and daughters, Nancy Wilson of Everett, Elizabeth Felt of Freeland and Ruth Foster Koth of Seattle. He also leaves seven grandchildren, Emily, Sam, Arthur, Claire, Nora, Noah and Leah. A memorial service will be held 2 p.m. Wednesday, Aug. 7 at Trinity Lutheran Church in Freeland. A group to support South Whidbey State Park will celebrate its creation Aug. 19 in Freeland. The event is 7 p.m. Monday at St. Augustine’s in-the-Woods Episcopal Church. See a seal pup, leave it alone Sheriff’s report SUNDAY, JULY 28
By JUSTIN BURNETT Staff reporter They’re cute, they’re fuzzy and their and 100 percent off limits. Seal-pup season began last month and will run through September and experts are once again warning the public to keep their distance. Every year, people see pups that seem to be abandoned and make the mistake of “helping,” said Matt Klope, a biologist and member of the Central Puget Sound Marine Mammal Stranding Network. “People are very caring, almost to a fault,” Klope said. “The best thing to do to help the pup is stay away from it, far away so mom will come back and feed it,” he said. According to Klope, it’s not uncommon for mothers to leave their babies behind for two days or more to feed. These are important times for both the mother and pup; mom gets vital nourishment and the pup gets needed rest. But, the mother won’t return if the pup is surrounded by well-meaning Good Samaritans, or worse, she has nothing to return to because the animal has been “rescued.” Klope said interfering with a seal pup in any way is a serious offense and a violation of the federal Marine Mammal Protection Act. Even experts are limited by federal law. Unless the pup is injured, there is very little they can do, Klope said. Even then, interfering isn’t always the best thing.

Renovations may come for Possession Beach Some needed renovations may be in store at Possession Beach Waterfront Park. The Port of South Whidbey-owned property may get a new ramp in a few years. Commissioners hope to get funding through grants by 2016 for the work. Until then, the port district will seek an environmental engineer’s advice on how to best design any renovations to streamline the approval process with the U.S. Army Corps of Engineers. “I think it’s important we find some people locally who know the issues here,”

Seattle resident Virginia Gomez, 32, was the last person to cross the finish line at 3:24:47.5. A very happy Gomez was proud of her time, saying she started training only three months ago. This was her first triathlon and she wasn’t too sure how she’d do. “I’m just excited I finished,” she said. “I’ve come a long way. I think when I started I couldn’t run one mile.” Monforte called the event a success. It was fun for the community and attracted
hundreds of visitors to South Whidbey, she said. Of the 276 competitors, 75 percent were from off the island. Many brought family and friends along and finding a place to stay for the night wasn’t easy, she said. “We fill up the town pretty well,” Monforte said. The event was a cashraiser for the district as well, bringing in about $5,000 after expenses. Most of that money is added into next year’s budget to improve the event, but the proceeds aren’t the driver of the triathlon, Monforte said. “It’s a program that benefits the athletes that participate,” she said. “It exists for them.”

Arts and crafts fest opens in Coupeville By Megan Hansen Editor Coupeville is gearing up for a weekend of fun and creativity with the annual Coupeville Arts and Crafts Festival. The event is 10 a.m. to 6 p.m. Saturday and 10 a.m. to 5 p.m. Sunday in downtown Coupeville. A kickoff event will be held 7-10 p.m. Friday with a juried art gallery opening and wine reception at Coupeville Rec Hall. Tickets are $12 in advance or $15 at the door. Artists from all different mediums will enter. Entries will be on display throughout the weekend for those who cannot attend Friday. The arts festival itself is a family affair, offering a wide variety of activities and interests for the entire family. There will be a variety of food options including Thai, American, Greek and more. The Coupeville Chamber of Commerce will offer a wine and beer garden as a fundraising event. Childrens activities will be offered 10 a.m. to 5 p.m. Saturday and 10 a.m. to 4:30 p.m. Sunday. Music will be offered throughout the weekend. Keeping with the integrity of the “hand-crafted only” festival, only bands who write and play their own music are accepted. While there will be much opportunity to purchase art

Artists throughout the festival will offer demonstrations and give visitors a chance to ask questions and interact as they work. Some of the featured demonstrations will include colored pencil art, wire art, Native wood carvings, basket weaving and water colors. The Coupeville Festival was started in 1964 by Coupeville Merchants and other interested citizens. The goal at that time was to showcase the Coupeville community, its arts and to bring visitors to the area. It became a means to revitalize the town, said festival president Mike Dessert. Proceeds from the festival go back into the community in the form of grants for various projects and programs. To date, more than $500,000 has been given

Heston said he tried to put himself in others’ shoes when responding to a call. He hoped to leave a legacy of empathy and modernizing his department’s equipment. Since he was hired in 2011, Heston updated lots of the equipment used by city police: new radar guns, a portable, handheld breathalyzer and dual-band UHF/VHF radios. Heston also secured grant funding for RADAR speed signs, applied for traffic safety grants and found money to regularly train his officers. “He embodies the term, ‘community policing,’” said Mayor Fred McCarthy, who later recalled asking Heston to evaluate him after a few months on the job. McCarthy said Heston told him he had chutzpah after the mayor scolded the police chief in a public meeting for interrupting someone else. When Heston was hired, he took over a department with three officers and a chief. The council cut one position for budgetary reasons, but Heston fought for a fourth, full-time officer, which he received this year. Langley has a full-time population of about 1,200 and needs a fourofficer police department, he said. In his career, Heston learned that a small-town police force has a stake in attending football games, music performances, arts festivals, as well as issuing a citation here and there. “I can walk around town

and know everybody by first name,” he said. “Langley is one big, huge neighborhood block watch.” Langley, which Heston called “one of the safest places to live,” has seen some changes to its policing since he assumed the topcop post. He worked with the city and the South Whidbey School District to implement a school resource officer, which will be filled by a rotating cast of officers visiting the schools during lunch and other high visibility times. The more children the officers know, Heston said, the more likely they can deter juvenile delinquency. After a decade of serving and protecting, Heston reflected on a call he responded to Sunday. A caller reported a man covered in blood walking along Highway 525. When Heston found him, the man was covered in juice from smashed blackberries. “There’s no law against rubbing blackberry juice and walking along the highway,” Heston laughed. Langley is in the process of finding an interim police chief within its own department. One major problem facing city law enforcement is it is already down one officer – Deputy David Marks tore an Achilles tendon while chasing a suspect into the woods. There will be a farewell party for Heston from 1 to 4 p.m. Wednesday, Aug. 14 at City Hall. Before the party, the council will convene in a workshop to discuss Langley’s police staffing issues, including finding an interim replacement.

He claims to hear from boat launch users who want more coverage. Field said he was concerned about the safety issues the tower presents. The samples taken are part of that process.
